Julius Caesar Falar Herrera (born April 21, 1953) is a Filipino lawyer and politician.Herrera is the present president of the Vice Governors League of the Philippines.
Atty. Julius Caesar F. Herrera was born with parents, Sofio Herrera and Narcisa Falar on April 21, 1953. The fourth and youngest in a family where leadership is a dominant trademark, Vice Governor Julius' innate inclination to excel and succeed has been evident even in his childhood and teen years as a student and fledgling campus leader. He was married to Atty. Florenda Leyson Herrera.
EducationHerrera finished Bachelor of Laws at the University of San Jose Recoletos in Cebu City in 1980 and in the following year, he successfully passed Bar examinations in 1981.

Early yearsHerrera started his public service career as City Legal Officer of General Santos City in 1983. He became Assistant Executive Secretary of the SSS Commission in 1985 and then Labor Arbiter of the National Labor Relations Commissions - Region VII in 1986.
In 1987, when labor leader and brother Ernesto Herrera was elected Senator, he was appointed Chief of Staff until 1992. He ended his tour of duty as Chief of Staff and joined the Soler, Rodriguez, Valerio Law firm in Manila as Senior Associate Counsel and devoted his expertise in defending the causes of his various clients. Despite his mounting success in the legal profession, public service beaconed once again and being inclined as his brother in the pursuit of the workmen's welfare, he became Labor Consultant for two years.
Public serviceHe ran and elected as Mayor of Calape in 1995. Under his leadership, Calape reaped various regional and national awards, with him cited in many occasions as outstanding mayor for his effective implementation of local projects such as in nutrition and Coastal Resource Management, to name a few. He was elected president of the Municipal Mayors League of Bohol and moved on to become the National Executive Vice President from 1998 until 2001, and then Acting President of the League of Municipalities of the Philippines during his remaining years as Mayor of Calape.
During his term, Calape became a recipient of the regional awards for Social Services, Best Program in the Field of Agriculture, Implementation of Nutrition Program, Modern Management in Local Administration by the DILG and the prestigious National Awards for Paglilingkod given by the Department of Social Welfare and Development, the Hall of Fame for effective Implementation of Nutrition Program and the Best Coastal and Resource Management Program (CRMP) Practices in the entire country.
After serving three terms as mayor of Calape from 1995-2001, he was elected as Vice Governor of Bohol in 2001. He became presiding officer of the Sangguniang Panlalawigan, and he was elected by his peers as National President of the League of Vice Governors in the Philippines because of his exceptional track record in local governance.
As Vice Governor, various projects are headwind focusing on agriculture, health and education that will further bolster Bohol as one of the top provinces in the country.

The Sangguniang Panlalawigan of Bohol (2001-2004) headed by its Presiding Officer, Vice Governor Julius Caesar F. Herrera, enacted 115 Ordinances and 2,240 Resolutions
Conducted a province-wide agricultural data profiling in cooperation with Ford Foundation & Holy Name University.
Established and strengthened the Committee Secretariat
Provided consultancy services to the eight (
pilot municipalities – Dauis, Maribojoc, Balilihan, Calape, Getafe, Dagohoy, Pilar,and Bilar
Established the Legislative Tracking System to ensure an effective & efficient data banking & retrieval of all SP Resolutions & Ordinances
Conducted a Fund Raising activity for the Senior Citizen Health Care Program
Renovation of the Vice-Governor’s Office, four (4) Board Members Offices, Pre-Conference Room and Sen. Benigno Aquino Session Hall

Initiated Libreng Tawag sa Middle East Program to assist Boholanos during the 2003 Middle East Crisis
Facilitated OWWA cases involving Boholano Overseas Foreign Workers Extensive information dissemination of SP & VGO programs and initiatives to the 1, 109 barangays of Bohol through the VGO News
Encouraged the enhancement of human resource capability through regular assessment & planning workshops and CSC accredited Workshops/ Seminars to include an out of the province Capability Building Seminar in Cebu participated by at least 150 employees of SP-Bohol
