Representative Edgardo MigriÃ±o Chatto (born February 21, 1960), also known as Edgardo Chatto and Edgar Chatto, is a Filipino politician. A lawyer by profession, he is currently a member of the House of Representatives of the Philippines. He is on his third (and by law final) term as representative of the first legislative district of Bohol, Philippines, being elected congressman in the 2001 elections.

Biography and career
Edgardo MigriÃ±o Chatto, nicknamed Edgar or Eddie, was born on February 21, 1960 in Malate, Manila, Philippines. He is the son of the late Eladio Chatto and incumbent Balilihan, Bohol Mayor Victoria MigriÃ±o Chatto. A consistent honor student, he finished both his elementary and secondary education at the Divine Word College of Tabilaran (now Holy Name University), in 1973 and 1979 respectively. He finished Bachelor in Economics at the University of the Philippines School of Economics in Diliman, Quezon City in April 1981. He attended the Ateneo de Manila University for his Bachelor in Laws (1984-1988) and graduated at the Holy Name University in 1988. He finished his Masters in Government Management at the Pamantasan ng Lungsod ng Maynila Graduate School of Business and Management as a DILG-LGA scholar in April 1998. In 1991, he finished the Local Administration and Development Course at the University of the Philippines. He also attended the John F. Kennedy School of Government at Harvard University in Massachusetts, U.S. in 1999.

Hon. Chatto was faculty member of the Divine Word College of Tagbilaran from 1981 to 1982.

Congressman Chatto is married to Maria Pureza Chatto (nee Veloso) with whom he has one daughter, Esther Patrisha Veloso Chatto.

Political career
He started his political career as Board Member of the Province of Bohol from 1980 to 1986. In 1988, he was elected as municipal mayor of the municipality of Balilihan, Bohol and served until 1995. He became Vice Governor of the province of Bohol and served as vice governor from 1995 - 2001. From 2001 up to the present, he is a member of the House of Representatives as representative of the first district of Bohol.

Congressman Chatto is currently the Chairman of the House Committee on Tourism and Vice Chairman of the House Committee Agriculture, Food and Fisheries. Julius Caesar Falar Herrera (born April 21, 1953) is a Filipino lawyer and politician.Herrera is the present president of the Vice Governors League of the Philippines.

Atty. Julius Caesar F. Herrera was born with parents, Sofio Herrera and Narcisa Falar on April 21, 1953. The fourth and youngest in a family where leadership is a dominant trademark, Vice Governor Julius' innate inclination to excel and succeed has been evident even in his childhood and teen years as a student and fledgling campus leader. He was married to Atty. Florenda Leyson Herrera.

Education
Herrera finished Bachelor of Laws at the University of San Jose Recoletos in Cebu City in 1980 and in the following year, he successfully passed Bar examinations in 1981.

Early years
Herrera started his public service career as City Legal Officer of General Santos City in 1983. He became Assistant Executive Secretary of the SSS Commission in 1985 and then Labor Arbiter of the National Labor Relations Commissions - Region VII in 1986.

In 1987, when labor leader and brother Ernesto Herrera was elected Senator, he was appointed Chief of Staff until 1992. He ended his tour of duty as Chief of Staff and joined the Soler, Rodriguez, Valerio Law firm in Manila as Senior Associate Counsel and devoted his expertise in defending the causes of his various clients. Despite his mounting success in the legal profession, public service beaconed once again and being inclined as his brother in the pursuit of the workmen's welfare, he became Labor Consultant for two years.

Public service
He ran and elected as Mayor of Calape in 1995. Under his leadership, Calape reaped various regional and national awards, with him cited in many occasions as outstanding mayor for his effective implementation of local projects such as in nutrition and Coastal Resource Management, to name a few. He was elected president of the Municipal Mayors League of Bohol and moved on to become the National Executive Vice President from 1998 until 2001, and then Acting President of the League of Municipalities of the Philippines during his remaining years as Mayor of Calape.

During his term, Calape became a recipient of the regional awards for Social Services, Best Program in the Field of Agriculture, Implementation of Nutrition Program, Modern Management in Local Administration by the DILG and the prestigious National Awards for Paglilingkod given by the Department of Social Welfare and Development, the Hall of Fame for effective Implementation of Nutrition Program and the Best Coastal and Resource Management Program (CRMP) Practices in the entire country.

After serving three terms as mayor of Calape from 1995-2001, he was elected as Vice Governor of Bohol in 2001. He became presiding officer of the Sangguniang Panlalawigan, and he was elected by his peers as National President of the League of Vice Governors in the Philippines because of his exceptional track record in local governance.

As Vice Governor, various projects are headwind focusing on agriculture, health and education that will further bolster Bohol as one of the top provinces in the country.

pila ang total money gi-hatag sa Bohol government og unsa ang mga projects? worth the money vs. projects? are they transparent as how the money was spent or secret lang? here's a tip: karaang mayor sa usa ka lungsod, the town government has 1million pesos plus calamity fund...gibaha ang usa ka baryo, unsay gihatag sa katawhan?...about 38 sacks of rice...aju ang agi, ha? from kara-ang politician....that's only tip of the iceberg....how much more sa provincial level? unsa kaha mga funds ilang agi og sakto ba sukli? anyone cares to quantify? how much more sa national level nga agi sa
mga kara-ang politician? are they mr. clean? the point is: og kara-an politician na, duna na silay self-confidence nga they
can do anything they want...let's all ASK these kara-ang candidates to be transparent of their jobs/project/funds.....if they can't explain to the public, something is hidden there and hopefully the new guy can discover it and correct that
need to be corrected....maayong pasko sa tanan.

:)It's like asking a newly grad and told by the interviewer that someone with experience is needed.
In other words, let's give a new guy a chance to do his thing and see if he can deliver.
As to transparency with the new guy, let's ask him when is the governor. And if he
can't do that, let's boot him out next election.
One thing is sure, current and past provincial admin(mga kara-an) haven't been transparent about
their accomplishments versus costings. Why? secret? Or am I missing something..

bai taga clarin, ang income classification sa matag lungsod mao nay timailhan kung pila ang kita sa maong lungsod matag tuig. naa na silay range matag classification maong dali ra mailhan kung asa ka na belong. kung ang source of income sa usa ka lungsod permanente lang, dili jud ka mag expect nga naay umento ang usa ka lungsod kay gamay ra man sad na sila ug ma share sa IRA. diha sad magsalig ang lungsod sa ilang mga gastuhan. maong ang mga projects nila ginagmay ra sad. salig na sa mga donasyon sa mga congressman, board member ug governor.
