Interview with PCL President with Boy Imboy

The PCL (Philippine Councilors League), for all intents and purposes, despite comprising municipal and city legislators from all walks of life all over the 81 provinces of the nation, is a political body. PCL-Bohol is not an exception to this perception well-foundedly earned for the brouhaha it creates in the selection of the top-most local lawmaker to represent the group in the Sangguniang Panlalawigan. The post is equated with the top brass of the ABC (Association of Barangay Captains) and the SK (Sangguniang Kabataan) Federation Chairman as representatives to the provincial legislative body. This is duplicated in the national level when, (again!) the selection process is an extreme political exercises dictated by the powers-that-be.

Brigido Zapanta Imboy (BZI) is a Mechanical Engineer. Asking him why he is involved in politics, when it is a far-cry from his profession, is like asking why a priest could immerse himself in the political quagmire. If a disciple of God, despite the separation of Church and State, can do a Sin, a Cruz, or a Lagdameo, why not a Mechanical Engineer like Boy Imboy? Everyone is entitled to his own ideas and actions as long as no law prohibits it. An Engineer can be a politician, and we have the likes of Prez Ramon Magsaysay to prove that politics is not a monopoly of one discipline.

Boy never dreamed of even entering the ever-chaotic realm of politics. In his case there was zero-aspiration; but events are never single-grooved nor outright anticipative. He can recall that, because they have been based in Cebu City for a number of years, going home to Loay took place only during elections, fiestas, and other special occasions; all of these concluding with the latest issues of the hometown.

It was in 2001, when former Mayor Olegario "Ondoy" Clarin enticed Boy to run for Councilor. Politics being clannish and partisan, the former Mayor of Loay thought the entry of Boy in his ticket could balance the affiliation of other members of the Lim and Imboy clan who were on the opposite side of the political fence. With the blessings of his wife, Rosemarie "May" Lim-Imboy (the incumbent Mayor) he tried, albeit reluctantly, the political arena. To the surprise of many, Engineer Brigido Imboy emerged number one in the derby.

In 2004, now more experienced in politics, he again joined the foray, and again made it to the top slot… meaning he got the nod of the Loayanons; and making it for the second consecutive time was a signal to accept more responsibilities.

Befriending Cary Camacho was another step; the former Mayor of Jetafe was then through with his third term and was eyeing the ABC Presidency (he later succeeded Kagawad Renato Lim), and he vehemently urged Boy to run for the PCL Presidency in Bohol. He relented and cast his candidacy.

It was unfortunate that at that time the Governor, the Mayor of Tagbilaran, and several other influential leaders of Bohol were solidly booked supporting the candidacy of a very accomplished and credible Councilor from Tagbilaran who, even one time was a Provincial Board Member and awarded Most Outstanding nationwide. It was a duel between David and Goliath, with Boy as the underdog. Again, to the surprise of many, he won the hotly contested derby.

LMP: One of the unique qualities of Loay compared to the other municipalities is your legacy in religion and history. No less than the Philippine Historical Commission ang nagsulti nga ang site sa Blood Compact is in Loay. Does this affect you since naa na man ka sa province because of the Councilors League?
BZI: Wala man, kay I am an elected Kagawad of Loay, and a member of the Sangguniang Bayan of Loay. I am only an ex-officio member of the Sangguniang Panlalawigan. Mas bog-at gyud ang Loay. As the President of the Philippine Councilors League, who is mandated to sit as an ex-officio member of the Sangguniang Panlalawigan, I am also representing the Councilors of Loay. The pronouncement of the Philippine Historical Commission is a plus-factor for my hometown.

LMP: Di ba aduna moy Maskara Festival? Kanus-a ni siya i-celebrate?
BZI: Every December 1. Gipakadak-an ni namo kay sa tibuok Bohol, we're proud to say nga ang Loay ra ang nag-celebrate ani. The Mayor has a plan nga usahon na lang ang tanang selebrasyon into one, aron mas bibo.

LMP: Di ba aduna man pod moy Loay River Cruise?

BZI: Ako taga Calvario, Loay. Dinhi ako ug ang akong mga igsoon nag-eskwela sa Bohol. Naminyo pod ko'g taga-Loay. I am a Boholano; I am a Loayanon. Maoy hinungdan nga bug-os ang akong gibati sa kaayohan sa Loay ug sa Bohol.

LMP: How was your first three years with the Sangguniang Panlalawigan as Representative of the PCL?
BZI: At first nabagho-an ko, tungod kay wa pa ko makasinati sa pamolitika. Later on I was able to adjust. Mao man god ni ang kasagaran nga mahiatabo… kon neophyte pa daghang angay nga makat-onan. Even in the SP procedures in enacting laws and ordinances for the province, I was at first having a few problems that were basically procedural. Nalipay lang ko nga ang akong nga kauban sa Sangguniang Panlalawigan matinabangon kaayo.

LMP: As a lawmaker both in the Municipality and Province, were you able to harness the expertise you imbibed from your profession as a Mechanical Engineer?
BZI: In the first place my training and exposure were mostly mechanical, bisan niadtong gatrabaho pa ako sa gold mining sa Siana, Surigao del Norte. In the legislature, an important asset of a lawmaker is the ability to communicate and persuade the others to adopt his point of view. Dunay panahon nga may dibati pa to clarify some points. In my case, I had to make myself at par with the best. Mao lagi to nga pagsugod pa, naminaw sa ko in the first few months. When I learned the ins-and-outs of the system I became relaxed as a participant in the discussions and repartee. The SP deals with all aspects of development. As an Engineer, I believe I have made myself useful on matters relating to my profession. Decision-making is a collective effort, and I think I have done my share.

LMP: Pareho ba ang situwasyon sa Lungsod ug sa Lalawigan?
BZI: May kalainan. Sa Lungsod sa Loay, pananglitan, ang among concern Loay ra gyud, wa na'y laing lungsod. Sa Sangguniang Panlalawigan ang coverage namo ang kwarenta y syete ka mga lungsod ug usa ka dakbayan. Tungod kay mi-represent man ko sa kinatibuk-an sa Bohol, kinahanglan nga dili lang ang akong lungsod ang anaa sa akong huna-huna. At the Provincial Sangguniang, I have to broaden my perspective to be more functional.

LMP: What are the main concerns that you are focusing now as head of the PCL?
BZI: We have made moves to strengthen the PCL, which in itself is not an easy task, considering that all of us come from different municipalities, and therefore with varied inclinations. I am happy that the members of the League are very cooperative.

LMP: Is party affiliation not a barrier to your planned organizational development?
BZI: Dakong dili. Party affiliation exerts big influence only during the election and the selection of the PCL President. Pagkahuman sa pagpili, kinahanglan kalimtan ang partido. Bisan kami sa SP sa Loay ug SP sa Bohol, wa na ang partido-partido. Ang labing mahinungdanon ang kaayohan sa lungsod ug sa lalawigan… sa mga Bol-anong among gialagaran.

If Mayor May Lim-Imboy is a very charismatic personality, Kagawad Brigido Zapanta Imboy is obviously a male counterpart of an individual who is easy to like.

Soft-spoken and humble, Boy does not strike anybody as a braggart, despite his success in his profession and, lately, in politics. Now on his third term as Councilor of Loay, he has been the object of speculations that he would run for an office in a higher level.

Before the 2007 election, there were even news write-ups and radio broadcasts about his being urged by his followers and leaders to run as Congressman of the Third District of Bohol. Although this plan did not push thorough, which caused countless voters of his District to be dismayed, because they see in Kagawad Imboy the potentials to make good in Congress, he is still young not to be enticed (perhaps in 2010?) to seek loftier goals.

This Mechanical Engineer has got all it takes to be a successful legislator in the national level.
