Father and Son War: Winner Now Declared
« on: May 29, 2008, 05:30:57 PM »
Published by the Bohol Sunday Post

To each his own man. To each his own favored contractor. And the winner is....

The spectacle of Cong. Adam Relson Jala and his father, former congressman Eladio Jala, squabbling over an P80 million road project in the third district ended in the victory of the son.

The congressman's choice contractor identified as Yakal Construction bagged the P80 million road contract besting 19 other qualified contractors, most of them Cebu-based. The bidding was held at the Department of Public Works and Highways regional office last Monday.

The Ormoc-based contractor was confirmed to have won the road project, the biggest in Jala's stable of road undertakings, by no less than his chief of staff, Greggy Gatal.

Gatal was asked by the Post to relay to his boss if he would like to react regarding the tug-of-war between father and son. in the choice of who would bag the P80 million road project. The project connects the unpaved portion of the S-Bullones-Jagna road. This project was part of an earlier concreting job undertaken by Persan Construction which was alleged to be the favorite contractor of Jala's father when he was still the congressman of the district.

In fact, during the elder Jala's time, his favorite contractor was in the news because at least six 3rd district projects were cornered by this contractor. Local contractors raised a vehement howl why the projects were monopolized by one contractor but to no avail.

In the son vs father bidding skirmish, the later also supported the bid of Persan but it was dislodged by the son's choice of a contractor.

What is scandalous, if this report happens to be true, was the prospect of Jala's boys forming a construction company in order to undertake the P80 million concreting work. Paying a royalty fee of 5% of the project cost to the winning bidder, it is possible that the project will be subcontracted by the newly-formed construction outfit.
