LGU Philippines / Bakit po may clustering sa Gensan?
April 14, 2020, 07:35:56 PM
FB Repost

Kidapawan mayor orders halt of food aid after council proposes probe of rice distributed to affected households
By Malu Cadelina Manar

KIDAPAWAN CITY (April 14) – City Mayor Joseph Evangelista has put on hold the second wave of relief aid after the Sangguniang Panglungsod suggested probe on the quality of rice being distributed to families affected by the enhanced community quarantine (ECQ).

Evangelista heads the City Inter-Agency Task Force on Covid-19.

On Monday, the Sanggunian has passed a resolution that strongly recommended an in-depth investigation as to where the more than 250 bags of alleged low-quality rice had come from.

In his privilege speech, Kidapawan City councilor Carlo Agamon told the council that the rice being distributed to some residents in Barangay Paco had 'bukbok' or weevils, brownish in color, 'broken' or not milled properly, and adulterated or mixed with other brand of rice.

In his Facebook account, Agamon posted the rice with 'bukbuk' or weevils on it.

Using as basis Agamon's speech, the Sanggunian passed a resolution that requested the Mayor's Office to lead the investigation.

Vice-Mayor and SP presiding officer Jivy Roe 'Jiv-Jiv' Bombeo said it was the Mayor's Office that has knowledge as to where the supplies of rice came from.

"Once the supplier is identified, then, appropriate action should be taken," said Bombeo.

The SP resolution, however, did not sit well with Evangelista.

"Why would the City Mayor's Office investigate the complaint?   It was the Sanggunian that received the complaints.  It is just proper that they lead the probe, not us," Evangelista stressed.

Also last week, Evangelista has written a letter addressed to the Sanggunian and made an appeal that the council shall proceed with its probe once the issue on Covid-19 has already been settled or when everything returns to normalcy.

For Evangelista, the complaints the Sanggunian were just 0.18 percent of the total number of households that received the food rations.

The complainants totaled to only 79 as compared to 43,000 households that the city government has supplied with food packs, he said.

Earlier, Evangelista has admitted that they missed checking the quality of rice being supplied to the city government from the traders and millers.

"We had 25,000 bags of rice that needed to be distributed to our affected families.   Nalusutan lang talaga tayo, pero, illan lang naman 'yun," he said in a radio interview.

Because of the impending probe, Evangelista has decided to hold in abeyance the second wave of relief distribution.

"Simply put, this investigation the SP has recommended should be done after the pandemic.  In the spirit of transparency, I will go for the investigation, but it must be done by the Sanggunian, and not my office.  Pending their investigation, I will have to put on hold the relief distribution," he said.

Funds for the second wave of food rationing came from the P29.1 million the Sanggunian has approved for release, two weeks ago.   MALU CADELINA MANAR I RONDA NEWS

President Rodrigo Roa Duterte and Cabinet members addressed the nation tonight (April 13, 2020).

- NATIONAL ID that has been opposed by the Left
- EMPHASIS on following the guidelines of DOH
- PRIVATE SECTOR support to the Government
- SOCIAL AMELIORATION for the Middle Class
- PURCHASE of 900,000 rapid test kits
- PROTECTING the health workers

President Duterte:
1. To my countrymen, I hope you had a very good communion with God during Easter. Ang national ID sana makatulong. Pero etong mga Left, ayaw. Kaya ngayon wala tayong ID system.

4. May pinapatatamaan ako. Ang mga Pilipino mismo. Countries who are lukewarm, who are refusing to understand. America is part of the problem of the Filipinos now. Sa karami ng natamaan sa kanila. Maskin mga nurse natin kinukuha nila.

5. Our numbers are increasing. 4,932 cases. Recovered 242. Patay 315. Ok na toh. Nag decide tayo mag lockdown.

6. Ngayon ang US kelangan ng nurse. Ngayon tayo walang maibigay na malaki. Self preservation ito. Sana etong Amerikano could have relied on their own human resource.

Due to impairment of contracts and constitutional right to travel. Pero I like to take a different view, sa ordinary times yun. During an emergency iba.

Stay home talaga. It demands total obedience because they are a communist state. Dito di natin magawa yan dahil sa human rights, tulad nina Diokno. Eto si Zarate daldal ng daldal.

10. You cannot flag a dead horse. Pero di kayo kabayo. Sana maintindihan ninyo ang sitwasyon natin.

Huwag ninyong i-discriminate yan. I like to order the police if there's a person doing a discriminating act, arrest the person. Yung mga nagbabato ng bahay, huliin. Dahin sa Bicutan. Pag dinemenda kayo, ako ituro niyo. Pag nasa preso na, huwag pakainin. Ang tigas ng ulo.

13. Ang problema natin yung not reported tapos namatay sa bahay, tapos COVID pala. Yung pamilya mismo ng namatayan, testing kaagad. Yung namatay, kunin natin kaagad at dalhin sa crematorium.

14. Etong akin, trabaho lang. We need to treat the sick, feed the people. Protect the front-liners.

15. Etong namatay na hindi tinanggap ng 6 hospitals. I don't know if this is true. You know guys, mali yan. Pag totoo yan, I will really ask the Justice Department to prosecute you.

16. Lahat ng magkasakit, heart attack, appendicitis, especially government hospital, my order: MUST ACCEPT ADMISSION. You fail on that, I will relieve all of you. Consider yourself suspended. The written order will follow.

17. If you have a better way of dealing with the problem, tell us. Kung kayong mga left, if you have a better plan, kayo dito. Do exactly what you advised us to do. If you cannot, kindly step aside and keep quiet.

18. Just like in other countries, yung iba sumunod talaga gaya ng Korea. May disiplina na bayan. Mediyo humina ang COVID. Ang Amerika, maraming di sumusunod. Ganito rin sa Pilipinas.

19. Maganda sana record ng Pilipinas kasi naka lockdown tayo on time. There needs to be a uniformity sa social distancing. Pag di ito masunod, walang mangyari. Kami dito, salita ng salit. Pero kayo huwag muna lumabas ng bahay!

20. Etong atin ngayon, first wave. Pero mag second wave pa ito. At may third wave pa. Parang mangga na hinog, first wave. Ang half-ripe, second wave. Yung di pa hinog, yan ang magiging third wave. Pero paliit na yan. Kaya kayo, i-maintain ninyo ang social distancing.

21. Sa panahong ito, isa lang. Ang batas ng DOH as implemented by Año, Lorenzana, Galvez. Meron ng binigay ng instruction. Yung sarili mong paniwala, taguin mo muna. Yang point of view mo, ilagay mo muna sa drawer mo. Ok ba tayo diyan, Mayor and Governors?

22. I am your public servant. Huwag kayong mag alalala. Hindi na ako pulitiko. I am ready to go.

23. Eto tandaan ninyo, Pilipino. Ayaw ko talaga ikulong kayo. Ako dito nakakulong din. May gwardya pa.

24. I will still insist: mask, alcohol, maghugas.

25. Pag nagsama tayo, kaya natin ito.

__
Mr. Joey Conception, Presidential Adviser on Entrepreneurship

26. Which is more important? Life or money. Life, of course. But without money, how can the people eat.

27. Mr. President, you are right with the lockdown. Total of 6 weeks. Now is the time to look and plan to gradually shift to reviving the economy.

28. With our 3 veteran generals implementing this execution, I am confident. Secretary Galvez has the support of the private sector.

29. If we don't bring back the economy, many people will suffer.

30. Mr. President, with your leadership and gut feel, we will succeed.

—
Secretary Carlos Dominguez, Department of Finance

31. Mr. President, thank you for being decisive in protecting the people from COVID.

32. World Bank cites your decisiveness. Your decision may have saved 100,000 people.

—
Undersecretary Karl Chua, Department of Finance

33. We will provide businesses wage subsidy. Basically we are going to help the middle class.

34. We will improve the amelioration program. We will go through SSS and BIR because the middle class is in the formal sector. PHP 51 Billion will be allocated.

35. The ECQ led to the shutdown of most businesses. 1.6 million small businesses.

—
President Duterte:

36. Checkpoints. Do not stop motor vehicles carrying food and goods. Do not delay their journey.

37. There is a ruckus now on the procurement of 900,000 kits and machines, medicines, etc. There is a rule that we cannot buy without Philippine FDA approval. I will take the risk. I will order the DOH to purchase these. If approved by the US FDA, kampante na tayo. I will ask Secretary Duque to talk to the people in charge, si Secretary Galvez, they can proceed to buy it immediately.

—
Secretary Karlo Nograles, Cabinet Secretariat

38. Because of the Universal Healthcare Law, DOH and PhilHealth cannot procure. But other agencies can purchase. OCS, PS-DBM can do the purchasing.

—
Secretary Carlito Galvez, National Task Force against COVID-19 Chief Implementer

39. 900,000 kits will be for 900,000 people. We will test 2 million people via rapid test. 900,000 via PCR.  PHP 2.8 billion allocation.

—
President Duterte:

41. To the barangays. Those who are not listed, reach out to them so we can give the help that they need.

42. I'd like to thank everybody. Wear a mask that is durable.

43. Note from President Xi Jinping, expressing his support to us. Citing our help to them as well.

44. Mga kababayan ko, I don't want to see a single Filipino dying. At the risk of being redundant, go out and seek the hungry before the dying.

45. Ang ating society, in terms of wealth, the capacity to hold money, yung mga billionaires and the millionaires, good for them. Then class C, I don't know if this will hold true, yung may mga kotse. Yung class D ang may trabaho wala masyadong utang. Yung class E yung kelangan talaga ng tulong. It was Governor Remulla who suggested it first. We study and we might be able to produce it. Secretary Dominguez is doing his best. We saved for the rainy day. If nothing else, we can start selling our properties.

46. Wala pang vaccine. Wala pang cure. But there is a glimmer of hope.

47. MY SNAPPY SALUTE GOES TO HEALTH WORKERS. WE WILL PROTECT YOU. THE POLICE SHOULD COME IN. Without them, all is lost.

48. Again, I ask for everyone's cooperation. Maraming salamat po sa inyong lahat!

Gov. Art Yap pointed out that "though Bohol remains Covid-free, all over the world and in the Philippines, we are still in the midst of reaching the peak. We have to level it and bring it down".

During this afternoon's press briefing, the governor also emphasized that even without any positive case of the COVID-19 in the province, we still remain under threat. Thus, we have to retain the implementation of the policies and we should follow the guidelines of the executive order.

The provincial government will distribute food vouchers to the families in Bohol as well as funds for the barangays for other key projects.

Gov. Art Yap is also working on solutions to address our partners in the transportation sector as they are one of the most affected sectors.

The provincial government's Offshore Boholanos Coordinating Team (OBCT) continues to monitor stranded Boholanos. Almost 500 beneficiaries have already been verified and given financial assistance and still counting up to this moment.

What is needed at this time is a little more of patience as the provincial government is calculating on the appropriate protocol, and that as the father of Bohol, it is the general welfare that the governor has in mind.

Gov. Art Yap also reported that Gov. Celestino Gallares Memorial Hospital is now ready with its Covid-19 facilities for the first wave of 33 beds. In addition, around 2,000 personal protective equipment are due to arrive for our frontliners out of the 10,000 that are placed in the initial order.

LGU Philippines / LGU Bayanihan Grant
April 13, 2020, 02:45:16 PM

(rahchiu/PIA-7/Bohol)

Bible Study / Luke’s Purpose for Writing a Gospel
April 13, 2020, 01:46:46 PM
Luke's Purpose for Writing a Gospel
Phase 1
Phase one (sections 1-23) in the life of Jesus begins before time, includes the incarnation and early years of Christ's life until the time he was about 30 years old. The thematic emphasis and principle for ministry is Incarnational. In this phase ministry teams are intentional to invite people to participate and associate with the Church, while challenging more mature disciples to "go" into the world, shine the light that dwells in you, be the embodiment of God's grace through an incarnational ministry.

1.  No  matter  how beautiful  and handsome you are, just remember Baboon   and Gorillas also  attract tourists. Stop  Boasting

2.   No matter how big and strong you are, you   will not carry yourself to  your Grave. Be Humble

3. No   matter how tall you are, you  can never see tomorrow. Be Patient

4. No matter how Light  Skinned  you are,  you will always need light   in Darkness. Take Caution

5. No matter how Rich and many Cars you have, you will always Walk to Bed. Be Contented.

Take Life Easy. Life is short.

WHAT A LIFE WE LIVE

Have u taken note of the CO-INCIDENCES OF LIFE:

1. CHURCH has 6 letters so does MOSQUE.
2. BIBLE has 5 letters so does QURAN.
3. LIFE has 4 letters so does DEAD.
4. HATE has 4 letters, so does LOVE.
5. ENEMIES has 7, so does FRIENDS.
6. LYING has 5, so does TRUTH.
7. HURT has 4, so does HEAL.
8. NEGATIVE has 8, so does POSITIVE.
9. FAILURE has 7, so does SUCCESS.
10. BELOW has 5, but so does ABOVE.

15. FAIL has 4 so does PASS
16. KNOWLEDGE has 9 so does IGNORANCE.

Are they all Co-incidence? We should choose wisely, this means LIFE is like a Double-Edged Sword.

If u think it is your alarm clock that woke you up this morning, try putting it beside a dead body and you will realize that it is the Grace of the Great Architect of the Universe that woke you up. If you are grateful to God,  spread cheer, pray, and be kind...

Missing by Alan Alexander Milne

Has anybody seen my mouse?

I opened his box for half a minute,
Just to make sure he was really in it,
And while I was looking, he jumped outside!
I tried to catch him, I tried, I tried....
I think he's somewhere about the house.
Has anyone seen my mouse?

Uncle John, have you seen my mouse?

Just a small sort of mouse, a dear little brown one,
He came from the country, he wasn't a town one,
So he'll feel all lonely in a London street;
Why, what could he possibly find to eat?
He must be somewhere. I'll ask Aunt Rose:
Have you seen a mouse with a woffelly nose?
He's just got out...

Hasn't anybody seen my mouse?

Poems and Poets / At the Zoo by Alan Alexander Milne

At the Zoo by Alan Alexander Milne

There are lions and roaring tigers,
and enormous camels and things,
There are biffalo-buffalo-bisons,
and a great big bear with wings.
There's a sort of a tiny potamus,
and a tiny nosserus too -
But I gave buns to the elephant
when I went down to the Zoo!

There are badgers and bidgers and bodgers,
and a Super-in-tendent's House,
There are masses of goats, and a Polar,
and different kinds of mouse,
And I think there's a sort of a something
which is called a wallaboo -
But I gave buns to the elephant
when I went down to the Zoo!

If you try to talk to the bison,
he never quite understands;
You can't shake hands with a mingo -
he doesn't like shaking hands.
And lions and roaring tigers
hate saying, "How do you do?" -
But I give buns to the elephant
when I go down to the Zoo!

MANASSAS, VA. (PRWEB) APRIL 12, 2020

The Reed Law Firm, of Manassas, Virginia is presently circulating a Petition though Change.org to protect the interests and rights of Virginia's healthcare workers during the COVID-19 pandemic. This Petition is seeking the creation of a statutory presumption in favor of healthcare workers who contract COVID-19. Without this presumption, healthcare workers will be forced to prove, by clear and convincing evidence, that they did not contract COVID-19 from a source outside of their employment. This high burden of proof will be impossible for many to meet, and their claims for compensation will likely be denied without this critical amendment.

Healthcare workers throughout Virginia are risking their lives on a daily basis to care for COVID-19 patients. Sadly, many of them have or will become infected with COVID-19, as a direct result of their treatment and care of infected patients. It is likely that a percentage of these workers will become severely ill, or die, as a result of complications from this disease. This crisis is far from over, and many more illnesses and deaths can reasonably be expected. It is because of this that an urgent amendment is required to Virginia's existing workers' compensation laws, to protect our healthcare workers.

In addition to seeking a statutory presumption, the Petition is also seeking an amendment to the permanent partial disability statute, so that healthcare workers are also able to receive permanent partial disability benefits as a result of COVID-19 infection. There is substantial evidence that COVID-19 infections can result in permanent loss of lung capacity. Enumeration of COVID-19 lung damage under Section 65.2-503 of the Virginia Workers' Compensation Act will allow healthcare workers to recover for permanent injuries to their lungs that occur as a result of infection. Without inclusion of this amendment, these permanent injuries will not be compensable.

Statutory presumptions with respect to occupational diseases currently exist for the protection and benefit of police and fire fighters. Virginia enacted the Heart and Lung presumption in 1976. This statute is also known as "The Police and Firefighter Heart and Lung bill." This heart and lung presumption establishes, as a matter of law, a connection between certain occupations and some specific diseases – even if medical evidence proving the causal connection is absent. The brave men and women fighting daily in the medical field to treat COVID-19 patients deserve the same statutory presumption as police and firefighters.

The COVID-19 Pandemic requires the immediate attention of the Virginia General Assembly to recognize the inherent danger that healthcare workers are being subjected to every day. Healthcare workers and their families should not be subjected to protracted litigation arising from an assertion that their COVID-19 infections or deaths were not related to their employment, when we know that this is unlikely to be true.

To alleviate the above referenced concerns, we have drafted common sense modifications to the Virginia Workers' Compensation Act that will create a statutory presumption in favor of healthcare workers that are infected with COVID-19. These amendments will create a presumption that healthcare related COVID-19 infections are compensable occupational diseases. As with the Heart and Lung Presumption enacted in 1976, this will relieve healthcare workers from the difficulty they may have proving that their diagnosed COVID-19 infections are related to their employment. It also serves a very real and valid public purpose by supporting and encouraging Virginia's healthcare workers who risk their lives to keep our citizens safe during this crisis.

Due to the rapid and evolving nature of this crisis, time is of the essence. Because amendments to the Virginia Workers Compensation Act cannot be applied retroactively, a special session should be called by the Virginia General Assembly to vote on a statutory amendment to protect Virginia's healthcare workers. For more information about the proposed amendments please contact Richard M. Reed at the Reed Law Firm at 703-530-8810 or by e-mail at rreed@reedlawva.com

PRWEB- Bravo Pawn Systems, the leading point-of-sale software platform for pawnbrokers, and BLUEDOG, an industry-leading payment solution provider for merchants, today announce a strategic partnership.

The new partnership promises ease of use, increased efficiencies and enhanced employee and customer experiences with respect to collecting, processing and reconciling in-store credit card payments. A key highlight of the partnership is the integration between in-store terminals and Bravo platforms — customers will no longer need to manually enter data into the terminal and then re-enter information into their Bravo platforms.

"We're thrilled to announce our partnership with BLUEDOG" says Tally Mack, CEO at Bravo. "It was clear from our earliest conversations that BLUEDOG was determined to meet a growing market demand — the need for a secure, reliable solution that gives merchants an effective way to quickly and securely process credit card payments in-store through their point of sale, ecommerce and mobile platforms. The alignment between our companies' visions to enable business owners to run their business efficiently and profitably, while delivering exceptional customer experience make working together a natural and exciting step."

Bottom-line Benefits of the Bravo & BLUEDOG Partnership

Improved Business Operations & Productivity: Credit card info is entered directly into the Bravo point-of-sale system and BLUEDOG takes care of the rest. No more manual keying of card data or spending hours reconciling accounting books at the end of the day.

Reduced Human-error & Increased Time Savings: Payments are seamlessly passed from the terminal to the Bravo point-of-sale platform – eliminating human errors and duplicate data entry.

Strengthened Security: The cloud-based integration offers multiple levels of security to protect business and customer data – providing a more secure method of collecting and storing sensitive information.

Expanded Product Offerings: BLUEDOG's risk modeling and position in the market means that pawnbrokers will be able to legally process payments for items like firearms – giving pawnbrokers the ability to quickly expand product offerings to customers.

"Our partnership with Bravo is an exciting step forward in delivering incredible value to our merchant customers," says Ron Dichter, President and CEO at BLUEDOG. "We are continually improving the experience for our merchants by advancing our platform functionality, and smart, relevant integrations with strategic partners is a way we accomplish this. Our partnership means that pawnbrokers have a new, more secure – and more efficient way – of processing payments at competitive rates."

BENARNEWS - The Maldivian couple was still struggling with the shock of their 22-year-old son being locked up in a Turkish prison after Muslim radicals almost recruited him.

"On July 12, we woke up and found him gone, his passport missing. Two days later, we got news that he was arrested in Turkey while attempting to travel to Syria to join a radical outfit," the man's father told a BenarNews reporter who was visiting the couple's home in a congested by-lane of Male, the capital of the Maldives, late last month.
"As a family, we are shattered," he said, "but relieved at the same time. At least we won't have to live with the shame of knowing our son is killing innocent people in the name of Islam."
The father, who wished not to be identified, said he was well aware that his son might be looking at a life behind bars if he were sent back to the Maldives. Its government recently announced jail terms of up to 20 years for those attempting to go abroad to fight  for Islamic militant groups.
"He will get what he deserves. I only hope he gets a chance to repent," the man said of his boy, whose identity he also shielded.

His son is one of more than 200 Maldivians who have left the Muslim-majority Indian Ocean archipelago – better known for its pristine beaches and high-end tourist resorts – to fight in the Middle East alongside militant outfits including the Islamic State (IS) and al-Nusra Front, which is affiliated with al-Qaeda, according to the country's main opposition Maldivian Democratic Party (MDP) and The Soufan Group, a U.S.-based security and intelligence firm that tracks terrorist threats worldwide.

The number of Maldivians fighting for these radical groups abroad is relatively high given the country's small population of 345,000, according to a 2013 census.

The Maldives has the world's second highest per capita of people fighting for IS, behind Tunisia, according to the National Bureau of Economic Research (NBER), an American think-tank. One out of every 500 Maldivians has joined the Mid-East extremist outfit, according to research by the NBER.

At least 20 Maldivians have died in battle in the Middle East, said the Twitter page of Bilad Al Sham Media group, which appears to be run by Maldivian militants in Syria. BenarNews could not independently verify this figure.

And even though the government of President Abdulla Yameen puts the figure at no more than 50, there is cause for concern, said a former top police official in Male.

"Even going by the number the government is stating, it is a worrisome trend considering the small population of the Maldives," he told BenarNews.

MILLIONS OF PESOS IN SENIORS' PENSION IN 2019 NOT YET RELEASED TO MANY BENEFICIARIES

Senior Citizen Party-list Rep. Francisco G. Datol wants implementors of the P500 per month  seniors' social pension to explain why many beneficiaries have not yet received their grants from 2019.

Datol said the party-list received "numerous reports" of delayed release of their seniors' monthly pension.

"Those reports prompted us to file House Resolution 656 calling for a House investigation. I hope it does not have to come to that. We just want the funds released and accountability from DSWD, the implementing agency," said Datol, Chair of the House Special Committee on Senior Citizens.

In 2019, 3,796,791 indigent seniors were supposed to receive their pensions. P23 Billion has been allocated in the proposed 2019 national budget to finance the Social Pension Program for Indigent Senior Citizens.

"Enough time has passed since the impact of the delayed budget last year. DSWD should have released the pension funds by now," Datol said. (END)

1. Do not overcook food, cooking destroys nutrients. Organic raw fruits and vegetables are best, but if cooking is required, just lightly steamed or quick stir fry in a quality fat such as coconut oil. I recommend ONLY good quality stainless-steel or ceramic cookware, and INSIST that anything Aluminium that comes into contact with food be discarded immediately!

2. Avoid eating when tired, emotionally upset or when in a hurry. The digestive processes will be impaired, wait until you feel calmer and have relaxed for at least 20 minutes before eating. Do not eat late in the evening. Digestive processes start to slow down after 6pm.

3. All foods must be chewed thoroughly at all times. Digestion starts in the mouth with enzymes released in your saliva; chewing stimulates the digestive cascade crucial to the breakdown of all food components, and subsequently effective and maximum absorption of nutrients.

4. Drink moderate amounts of fluids with meals. Drink an hour before a meal or two hours afterwards, to avoid diluting the digestive juices.

5. Avoid cooking at high temperatures above 100 deg C (212 F). Vitamins C & E, some other vitamins and all enzymes can be destroyed by heat. The enzymes begin to be destroyed at temperatures as low as 40 deg C (106 F). To offset these deficiencies in our cooked food we must obtain these nutrients from raw foods.

6. Wash fresh and dried fruits and vegetables to remove possible sprays, moulds and Sulphur dioxide.

7. Avoid using microwave ovens at all times. Research suggests that foods are de-natured by this cooking method, and the vitamin content afterwards is negligible.

8. Avoid the use of soft plastics (cling-film) in food preparations. The chemicals used to make these products can leach into your food; if they are then eaten, they can affect the hormonal systems due the their structure being very similar to our natural hormones.

9. Ensure Good Quality Sleep. No amount of nutritious food or exercise can counter-act the ill-effects of poor sleeping patterns. Sufficient quality sleep enhances immunity, detoxification processes and the production of growth hormone (necessary in maintenance of muscle mass, a healthy weight and very anti-ageing – helps you look and feel younger.

Philippine Archive / Stop Election Violence
April 11, 2020, 09:01:51 PM
Manila (30 April 2007) -- President Gloria Macapagal-Arroyo ordered today the Armed Forces of the Philippines (AFP) to stop election violence once and for all by reinforcing the Philippine National Police (PNP) in the effort to ensure peaceful and orderly elections under Commission on Elections (Comelec) supervision.

"I am calling on the Armed Forces to reinforce the police, under Comelec authority, to stop election violence and move forcefully against those using threats and intimidation for partisan ends," President Arroyo said in a strongly worded three-paragraph statement.

The President also ordered the continuous manning of checkpoints and the confiscation of loose firearms.

"Checkpoints must be manned vigilantly 24 by 7 (21 hours a day, seven days a week), and all unauthorized firearms held," she stressed.

"Cases of election violence must be speedily investigated, and cases filed promptly," the President said, adding that "all identified private armies must be pre-empted and dismantled."

With election-related violence escalating as election day nears, the President also "strongly urge(d) candidates of all parties and persuasions to keep tensions at bay and not to test or defy authorities."

This, as Mayor Julian Resuello of San Carlos City in Pangasinan died today from gunshot wounds that he sustained from a gunman's attack during his city's fiesta celebration last Saturday.

Resuello's death brought to 31 the total number of people who have so far been killed in election-related violence leading to the May 14 midterm elections.

Meanwhile, the AFP had earlier committed to support the PNP in the latter's duty to address election-related violence -- "with the PNP as the lead agency and under the supervision of the Commission on Elections."

In its April 5 website press statement, the AFP said it shall "jointly undertake measures to prevent the occurrence of ERVs (election-related violence)," what "with the noted increase in the number of election-related violent incidents (ERVIs)..."

The AFP made the early April announcement as it recalled that it had signed last year with the Department of National Defense and the Commission on Elections a tripartite Memorandum of Agreement (MOA) which "provides that specific AFP units can be called upon and deputized to address strong armed threats that would hamper and prevent the conduct of a peaceful and orderly elections."

"As the Armed Forces of the Philippines continue to actively address the threats posed by the New People's Army, secessionist and terrorist groups, AFP units -- upon deputation by Comelec -- shall make available necessary manpower support to the peacekeeping efforts of the Philippine National Police to deter ERVIs," the AFP said.

Manila (30 April 2007) -- President Gloria Macapagal-Arroyo formally launched today two new major programs of the Technical Education and Skills Development Authority (TESDA) aimed at improving the skills and knowledge level of the Filipino worker.

Launched during simple ceremonies in Malacañang this afternoon were the PGMA-FAST (Free Assessment Service of TESDA) and the e (electronic)-TESDA programs which will to provide greater access to TESDA skills training and assessment services not only to high school graduates but also to other sectors, including returning overseas Filipino workers (OFWs), out-of-school youths and persons with disabilities.

Some 500 guests consisting of government officials and employees, students, trainees, teachers and school administrators from TESDA-accredited training institutions attended the launching.

TESDA Executive Director Augusto Syjuco said the PGMA-FAST program provides a student or trainee an assessment of his credentials and qualifications which will guide the prospective employee through the right job suited to his skills.

He added that the program will also provide free assessment certifications to poor, job-ready students who cannot afford the fees for assessment.

"The PGMA-FAST ensures that poor, job-ready students and workers can obtain certification – which is an added credential – for free, or at no cost to them," Syjuco said.

He added that the thousands of "job-ready" students graduating from the PGMA-Training-for-Work Scholarship Program will obtain certifications from the PGMA-FAST Assessments Centers all over the country.

"This will add to their credentials and will facilitate their employment," Syjuco said.

The e-TESDA is an on-line skills development system which the ordinary Filipino can access via the internet.

Through e-TESDA, any Filipino can experience and complete all the technical-education and skills-development modules already being offered by the government in the regular classroom and face-to-face instruction method online.

For those who want a mix of tech-savvy and old-school teaching methods, e-TESDA also offers "blended" methods of training and instruction in which online and other cybertech means using

PGMA to announce non-wage benefits for #Filipino workers on Labor Day - Brion
Manila (30 April 2007) -- President Gloria Macapagal-Arroyo is set to announce a package of non-wage benefits for the Filipino workers in time for the celebration of Labor Day on Tuesday, according to Labor Secretary Arturo Brion.

The Labor Secretary, in an interview this afternoon in Malacanang, said he did not want to pre-empt the President's good news for the labor sector but assured that the non-wage benefits would further improve the lives of the country's labor force as well as show the "efforts of government in pushing the benefits of the workers."

"The non-wage benefits would be relating to basic commodities, overseas workers, government workers and the employment sector as well," Brion said, adding that the President's announcement would answer the manifesto submitted by labor.

The Labor Secretary brushed aside any wage increase announcements, saying the regional Wage Boards (RWBs) would take a cue from the President that it is now time to discuss and study the granting of increases in the salary of workers according to the region they work in.

"The last wage increase was in August last year so we usually grant (wage increase through the RWBs) every year," Brion hinted as to when a wage increase would be given.

Brion said that the Trade Union Congress of the Philippines (TUCP) had submitted a petition on wage increase of P75 a day and the RWBs "should take the clue from there."

The Labor Secretary also said that in celebration of Labor Day, a jobs, housing and livelihood fair has been organized to assist workers in their housing needs and looking for means to augment their income.

MANILA – President Rodrigo Duterte never claimed that public funds are running out amid the government's fight against coronavirus disease 2019 (Covid-19), Malacañang said on Saturday.
Duterte's recent statement that the PHP275-billion budget earmarked for Covid-19 response will not last long merely meant that funds are "not infinite," Presidential Spokesperson Salvador Panelo said.
"PRRD (President Rodrigo Roa Duterte) didn't say we have exhausted our funds, he said the funds are not infinite," Panelo said in a text message.
Panelo made the remarks after Senator Leila de Lima dared Duterte to first prove that the remaining funds in the 2019 and 2020 budgets have already been totally used before considering the sale of government properties to augment the funds for the country's Covid-19 response.
On Thursday, de Lima said she could not understand why Duterte is already eyeing selling public assets when he can still use all available funds for the government's Covid-19 response programs.
Panelo said de Lima was obviously "blabbering from ignorance."
"She is not listening to the message of the President. She should read the transcript of his televised message," he said.
Panelo also advised de Lima to shut her mouth, if she would only criticize Duterte's way of addressing Covid-19 pandemic.
"If she cannot help in the government's efforts to fight Covid-19 she should at least lockdown her mouth," he said.
Under Republic Act 11469 or the Bayanihan to Heal as One Act, Duterte can reallocate, realign and reprogram the 2020 budget toward government programs against Covid-19.
In a televised speech aired on state-run PTV-4 on late Wednesday night, Duterte raised the possibility of selling government properties, in case the government lacks funds to combat Covid-19.
Duterte said his last option was to sell public properties, including state-owned institutions Cultural Center of the Philippines and Philippine International Convention Center, both located in Pasay City.
The government has PHP275-billion that would be spent to curb the spread of Covid-19 and help poor families affected by the health crisis.
As of Friday, the Philippines recorded 4,195 Covid-19 cases.
On Thursday, Finance Secretary Carlos Dominguez III floated the possibility of borrowing USD5.6 billion from the Asian Development Bank to help the Philippines respond to the Covid-19 outbreak.
The World Bank on Friday announced that it approved USD500 million loan to support the Philippines' efforts in the fight against Covid-19. (PNA)

The most powerful among separatist insurgent groups in Thailand's troubled far south has declared a ceasefire on humanitarian grounds, citing concerns about the coronavirus outbreak and calling it "the main enemy of all humankind."

The announcement by the Barisan Revolusi Nasional (National Revolutionary Front, or BRN) rebels that they were halting "all activities" for the time being is believed to be a first in the long-running conflict in the Thai Deep South. The BRN issued the statement on Friday, saying it would cease its operations immediately but would resume them if the Thai military attacked its forces.

"To create a more comfortable and peaceful environment for the Patani people, related to the work of health workers and efforts by the related agencies to control the COVID-19 outbreak, BRN will now stop all activities on humanitarian grounds because we realized that the main enemy for all humankind is COVID-19," said the statement attributed to BRN's Central Secretariat.
At least five people have died of COVID-19 and as many as 143 cases have been detected in provinces and districts that make up the southern border region.
BRN was suspected of carrying out a twin bombing that injured at least 25 people during an attack last month on a government office in Yala, one of the provinces in the Deep South. Officials were meeting there on March 17 to discuss how to respond to a decision by nearby Malaysia to seal its frontiers to prevent the coronavirus from crossing the border.
At the time, the United Nations and Human Rights Watch condemned the attack, which occurred as Thailand was already reeling from the COVID-19 health crisis.
"The Patani National Revolutionary Front realized that COVID-19, or the coronavirus, is a serious threat to all human beings in the world including those in Patani," the declaration by BRN said, referring to the name that southern separatist groups use for the heavily militarized Deep South.
The statement, written in Malay, noted that the number of infections and deaths from the coronavirus were growing and expected to increase more "if no health-related measures are taken by the Patani people."
The rebel group also accused the Thai military and government security forces of making life even more miserable for people across the Deep South by conducting raids, arrests and cordoning off homes of suspected BRN supporters or members during the pandemic.
"BRN would like to reiterate again our commitment in combating COVID-19. RN would like to call [on] all Patani people to make an effort to take care of themselves and their family members as best as they can," the statement said.
According to figures given by Thai military intelligence officials and a senior BRN leader, the insurgent group commands between 8,000 and 9,000 fighters.
When asked to comment on BRN's declaration, a spokesman for the military's southern regional command, indicated that state security forces would carry on with enforcing laws "to keep internal peace, regardless of [a] ceasefire."
"In regard to the self-proclaimed BRN statement, I'd like to state that, all along, authorities keep internal peace duly under the authority of laws and enforce laws on those who perpetrate against both officials and innocents," Col. Pramote Prom-in, spokesman for the Internal Security Operations Command-4 (ISOC-4), told BenarNews late Saturday.
Thailand surpasses 2,000 cases
The BRN declared a cessation to its operations on the same day that United Nations Secretary-General António Guterres renewed his appeal for warring parties in conflicts around the globe to "silence their guns" in order to help health authorities respond to the fast-growing coronavirus pandemic.
"The virus has shown how swiftly it can move across borders, devastate countries and upend lives," the U.N. chief said. "The worst is yet to come. And so, we need to do everything possible to find the peace and unity our world so desperately needs to battle COVID-19."
The number of coronavirus cases detected worldwide broke the 1 million mark late this week, according to data from disease experts at Johns Hopkins University in the United States. In Thailand, health authorities on Saturday confirmed one more death and 89 new cases, bringing the national total to 20 deaths and 2,067 cases.
The declaration by BRN came two months after its military wing and the Thai government announced that they had opened direct talks facilitated by Malaysia, which shares a border with the Deep South.
Meanwhile on Saturday, a day after the cessation of BRN activities officially took hold, gunmen shot and wounded a 77-year-old man as he returned home from prayers in Pattani province, police said. However, it was not immediately clear whether rebels were behind the attack.
The Deep South encompasses the predominantly Muslim and Malay-speaking provinces of Pattani, Narathiwat and Yala, as well as four districts in neighboring Songkhla.
More than 7,000 people have been killed in the southern border region since the BRN and other armed separatist groups renewed their decades-old insurgency against Buddhist-majority Thailand 16 years ago.
Muzliza Mustafa in Kuala Lumpur contributed to this report.
