Le said it is just a matter of time before a Code of Conduct is adopted in relation to the sea disputes since the claimant countries have agreed on three substantial areas: the commonalities, the need to pass a code the soonest time possible and the countries’ common stand on other issues and concerns such as criminality.

“What is happening over the past years is impacting on our work and effort in striving to achieve a community. That’s why we consider efforts to achieve solution conducive to maintaining peace and stability in the region. It must be a constructive way,” he added.

Le said freedom of navigation must be guaranteed in the region because it provides a crucial sealane to world trade. “The developments seem to be dangerous for the fact that [they affect] the status quo. The expansion and illegal [occupation] of islands affect the status quo and [they are] complicating the situation,” Le added.

He said the Code of Conduct should be passed to prevent tensions from worsening.

“But there are many concerns that should be taken into account in crafting the code, including the Unclos,” Le added.

Le also responded to questions fielded by visiting mediamen who are members of the Confederation of Asean Journalists led by its president, Benny Antiporda.

The Asean official noted that it is not only the Philippines that has rejected China’s 9-dash line policy but other Asean nations as well that are signatories to the United Nations Convention on the Law of the Sea (Unclos) which, he said, is more binding.

“Since 2009 when China [asserted the] dotted line concept and claim, one of the Asean countries lodged a protest with the UN. All Asean claimants protest [against] the dotted line [concept] because it’s not [in accordance with the] commitment [to] Unclos and the dotted line covers 90 percent of the South China Sea. There is no way it can be accepted by any party to the Unclos,” Le explained.

Manila filed a memorial last year before the UN International Tribunal on the Law of the Sea contesting China’s 9-dash line policy.
But Le said China is not considered as a threat to regional peace because the sea disputes are but one of the many areas where China and Asean countries are embroiled in.

“We have been talking about sovereignty issues but we have to be reminded and aware that this is not the only issue with China. We have a very substantive engagement with China,” he pointed out.

JAKARTA: The 10-member Association of Southeast Asian Nations (Asean) supports the Philippines’ bid for a peaceful resolution of its own territorial dispute with China, as well as the stance of other claimant countries that reject Bejing’s “dotted line” policy in asserting its sovereignty over rocks and islands in the West Philippine Sea (South China Sea).

“The dotted line [policy] is not binding [on] any [claimant] . . . but Asean supports the peaceful resolution of these disputes [concerning the Philippines and three other countries with China],” Asean secretary general Le Luong Minh told The Manila Times in an interview.

In light of the Asean Economic Community integration this year, Le said the sea issue is of paramount importance because any conflict that may arise “will be very detrimental” to the envisioned common market.

“For the Asean community, peace and stability and security [are] of paramount importance to allow us to focus on economic development… Any hostility or conflict that will erupt in the region will be very detrimental to our process of community building,” the official explained.

Supplemental/alternative livelihood for fishers. The need to provide supplemental and alternative livelihood for fishers cannot be overemphasized, particularly in the case of small fishers who are mired in poverty and are fishing to survive. A good argument can be made for facilitating such livelihoods as a first or parallel intervention in site or fisheries management.

Capacity building and institutional strengthening. Capacity building in resource assessment, management planning, implementationand enforcement is needed at both national and local levels. Training in skills for integrated coastal resources planning and management is essential to build up a system that addresses the complexity of issues.

Six critical actions to reverse the decline of Philippine marine fisheries (DA-BFAR 2004)

Reduction and rationalization of fishing effort. With most of the Philippines’ fisheries either fully exploited or overfished, reduction of fishing effort has become an urgent imperative that can be ignored only at the expense of nation’s environmental and economic health. The amount of reduction will be huge in most cases. For small pelagics as a whole, effort should be decreased by an estimated 50-65%. In most fishing grounds, reduction of effort to sustainable levels must be a long-term goal.

Protection, rehabilitation and enhancement of coastal habitats. In the Philippines, the rehabilitation of mangroves and establishment of marine protected areas (MPAs) are perhaps the most widely implemented interventions among the suite of CRM measures. Successful examples of community-based stewardship of mangroves should be replicated widely, with priority given to saving existing mangroves. More functioning MPAs are needed, particularly to protect spawning areas and other fish aggregation sites. Also, integrated planning for and among MPAs is essential to provide larger overall benefits to habitat protection and thus fisheries management.

Improved utilization of harvests. Losses due to spoilage can be reduced through provision of post-harvest facilities and training of fishers in proper post-harvest handling. Improvements in gear technology (and their spatial and temporal disposition) are in order to reduce by-catch and discards.

Enhanced local stewardship and management of resources. Local stewardship and management of resources must be inclusive and based on the local government unit (LGU) through comprehensive CRM planning and implementation. It should not be equated solely with organizing small fishers to better repel commercial fishing boats that intrude into municipal waters. Efforts should be made to involve all stakeholders in constructive planning and actions.

A real threat of extinction

Indeed, the Philippine center of marine biodiversity is highly threatened by a host of factors ranging from destructive fishing practices to soil erosion and global warming. The comparatively high number of species found only in the Philippines indicates a real threat of extinction, including of species that have yet to be discovered by scientists.

Carpenter and Springer (2005) liken the Philippine seas to the Amazon, as rich in unique life and equally endangered.

“Understanding factors that control patterns of endemism and richness should …help prioritize sites for conservation even when data are sparse, as they are often in the marine environment,” they say. “Solely as an example of peak diversity and endemism, there is ample justification to prioritize the Philippines for conservation. As a probable epicenter of allopatric speciation and island integration bio-concentration, it is imperative to conserve the habitats and diversity that can help us to understand the processes that govern biodiversity in the marine realm.”

“Clearly, marine conservation efforts in the Philippines warrant special attention.”

Geologic phenomenon

Such richness, according to experts, can be explained by geologic history: the isolation of smaller seas within the central Philippines in the Pleistocene ice ages, and complex geological events leading to the integration of islands that created the archipelago. (Carpenter 2005)

“The amalgamation process created barriers when the larger islands took shape and potentially separated populations and provided conditions for allopatric speciation,” Carpenter and Springer (2005) suggest. “The accretion of the archipelago would also have concentrated diversity, assuming that the different elements of the Philippines developed their own endemic biotas.”

Carpenter’s goal is to understand the natural forces, such as lithospheric plate movements, prevailing currents, and the geography and geology of the area that contributed to the evolution of the biodiversity.

“This discovery poses some very interesting questions about the origins of marine life in our oceans. Perhaps the Philippines hold the key to unraveling mysteries about how marine biodiversity patterns change through space and time,” Carpenter says.

“Biodiversity is of major interest to many people. Many marine organisms have yet to be looked at for pharmacological purposes. Some sharks appear resistant to cancer. It turns out that sharks are becoming endangered because of over-fishing. Some marine organism might hold the cure to cancer, but we are destroying them before we get a chance to study them.” (ODU News 2004)

Rich seas

The full extent of the Philippines’ marine biodiversity is not known, but the best information available reveals an astounding variety of marine life: 5,000 species of clams, snails and mollusks (Springsteen and Leobrera 1986); 488 species of corals (Nemenzo 1981); 981 species of bottom-living algae (Silva et al 1987), and thousands of other organisms. Five of the seven sea turtle species known to exist in the world today occur in Philippine waters.

The lists are likely to grow, as new surveys discover new species. In 1953, Herre recorded 1,815 marine fish species (out of a total of 2,145 fish species) in the Philippines; today, about 2,824 marine fish species are listed for the Philippines at FishBase (February 2006), including 33 endemic (one of which is endangered), 1,729 reef-associated, 169 pelagic, and 336 deepwater species.

In 2004, a survey in Panglao, Bohol observed 1,200 decapod crustaceans or different species of crabs and shrimps; some 6,000 mollusk species, including sea slugs and microshells; and hundreds of other previously unrecorded marine species.

The survey also found fossils of snails extinct in other parts of the world, and numerous species that were photographed alive for the first time.

Another survey was conducted in 2005 under the same project in the deep waters (up to 2,200 meters) of the Bohol-Mindanao-Cebu triangle. It recorded some 1,000 mollusk species, 600 crustacean species, more than 100 echinoderm species, and over 100 fish species, many of them considered rare or very rare, or new to science.

Carpenter and co-author Victor Springer of Smithsonian Institution’s National Museum of Natural History used a GIS overlay of 2,983 generalized distributions of marine species to examine the pattern of diversity in the Indo-Malay-Philippines Archipelago (IMPA). Their analysis revealed the central Philippines as “the area of highest diversity and endemism.” (Carpenter 2005)

The Philippine center of diversity was found to have the highest species richness for all distributions combined as well as when shore fish distributions were treated separately. (Carpenter 2005)

“Because of its greater area, Indonesia may eventually be shown to have a greater overall marine biodiversity than the Philippines. However, there is a higher concentration of species per unit area in the Philippines than anywhere in Indonesia,” the report says. (Carpenter 2005)

It also notes that of 120 restricted-range endemics included in the study, the Philippines has 38, compared to 19 in Indonesia/Malaysia, 18 in Australia, 18 in New Guinea/Bismark/Louisade, 17 in Coral Sea/New Caledonia/Vanuatu, and one or two in seven other localities. (Carpenter 2005)

A 2005 report (Carpenter 2005) suggests that the Philippines is not only part of the center but is, in fact, the epicenter of marine biodiversity, with the richest concentration of marine life on the entire planet.

Center of the center

The report is based on a 10-year multi-disciplinary study conducted for the Food and Agriculture Organization (FAO) that involved 101 of world’s leading authorities on marine life, and produced 2,983 maps of marine species for the western Pacific Ocean. (ODU News 2005)

Kent Carpenter, Old Dominion University associate professor of biological sciences who headed the study, says, “Scientists have long known that the area in Southeast Asia that includes Indonesia, Malaysia and the Philippines holds the richest marine biodiversity. I was amazed to discover that the extreme center of this biodiversity is in the Philippines, rather than closer to the equator. However, a geographical information system (GIS) analysis of this extensive database clearly shows this pattern.” (ODU News 2005)

The Philippines forms an ocean region that has long been recognized as the world’s center of marine biodiversity. With the Malay archipelago, Papua New Guinea and Australia, the country forms the ‘Coral Triangle,’ so-called because of the abundance of its coral reef life. Some 400-500 species in 90 genera of reef-forming corals are believed to exist in this region. Sulu-Sulawesi Sea, a 900,000-square-kilometer marine eco-region that lies at the apex of the Coral Triangle (70% in the Philippines, 20% Indonesia, 10% Malaysia), is home to some 2,500 species of fish.

Four men were convicted of rape and murder in an unusually fast trial for India's chaotic justice system. A fifth man died in prison, and another attacker who was a juvenile at the time was sentenced to three years in a detention center.

The four adults who went to trial confessed to the attack but later retracted their confessions, saying they'd been tortured into admitting their involvement. Legal appeals against their death sentences are pending in the Supreme Court.

In response to the 2012 attack and the widespread public protests it provoked, India's government rushed through legislation doubling prison terms for rapists to 20 years and criminalizing voyeurism, stalking and the trafficking of women.

But while laws can change quickly, mindsets do not. India's Parliament held a stormy debate Wednesday on whether the film should be screened. Some legislators questioned how the filmmaker, who is British, had gotten into the prison to do the interview. Many, though, were uncomfortable with having India's problems aired publicly â€" particularly by a foreign filmmaker.

But several lawmakers, many of them women, disagreed.

"What the man spoke reflects views of many men in India," Anu Aga, a prominent businesswoman and legislator said in Parliament.

"Every time a rape happens, the victim is blamed to have provoked the men. Let's be aware of the view and not pretend all is well," she said.

The country's women aren't surprised either.

"A lot of Indian men think this way. They don't have any empathy or they are brought up in such a way that they don't feel anything for women. They feel that women are only for sex and to be thrown away," said Bhavleen Singh, an 18-year-old student at Delhi University.

Mukesh Singh, who was driving the bus for much of the time that the 23-year-old woman was being attacked, told the documentary film maker that the victim should have remained silent and allowed the rape, and that they would have spared her life.

The documentary, which includes a 2013 jailhouse interview with Singh, set off government alarm bells after transcripts were released this week. On Tuesday, India's Information and Broadcasting Ministry ordered television channels not to air the film.

It remains unclear whether the government will be able to block the film but the legal wrangling will most likely delay its screening in India.

The brutality, and perhaps the fact that the gang rape occurred on a moving bus in a posh New Delhi neighborhood, galvanized this country of 1.2 billion, where sexual violence is rampant.

The woman and a male friend were returning home from seeing a movie at an upscale mall when they were tricked by the attackers into getting on the bus, which the men had taken out for a joyride. The attackers beat the victim's friend and took turns raping her. They penetrated her with a rod, leaving severe internal injuries that led to her death two weeks later.

The convicted rapist learned only what he has heard leaders in his community say, said Jagmati Sangwan, a women's rights activist who heads the All India Democratic Women's Association.

"This man is just following the example our leaders are setting for our young men," she said.

In 2009 when a rightwing Hindu group attacked women in a pub in the southern state of Karnataka, then-Chief Minister B.S. Yeddyurappa said that he wanted to "end the culture of boys and girls roaming around in malls holding hands."

Women leaders are not immune.

When a female journalist was shot dead in 2008 while driving home from work well past midnight, New Delhi's top official at the time, Sheila Dixit, make clear she partly blamed the victim.

"All by herself till 3 a.m. at night in a city where people believe...you know...you should not be so adventurous," she told reporters.

It's a view that Sangwan hears all too often.

"It's a heinous view to hold, but it's the view of our religious leaders, our community leaders, our legislators," she said.

A murderer and rapist's views reflect those of many in India
By MUNEEZA NAQVI 16 hours ago

NEW DELHI (AP) â€" When a condemned killer said the woman he and others brutally gang-raped on a New Delhi bus was responsible for what had happened to her, his comments were shocking in their callousness and lack of remorse. But the underlying view has wide acceptance in India.

Blaming women for rape is what hundreds of millions of men here are taught to believe.

And the code for women in this country is simple: Dress modestly, don't go out at night, don't go to bars and clubs, don't go out alone. If you break the code, you will be blamed for the consequences.

When one of the four men sentenced to death for the high-profile gang rape of the woman in 2012 was quoted in a new documentary as saying "a girl is far more responsible for rape than a boy," he was repeating something community and religious leaders in this nation of 1.2 billion routinely say.

"A decent girl won't roam around at 9 o'clock at night. ... Housework and housekeeping is for girls, not roaming in discos and bars at night doing wrong things, wearing wrong clothes," Mukesh Singh said in the documentary, "India's Daughter," meant to be shown on Sunday, International Women's Day, in India and several other countries.

But how different were the convicted rapist's words from comments that Manohar Lal Khattar, the top elected official of Haryana state made last year?

"If a girl is dressed decently, a boy will not look at her in the wrong way," Khattar told reporters, "Freedom has to be limited. These short clothes are Western influences. Our country's tradition asks girls to dress decently."

He also said that the death penalty would make things even more dangerous for women: "Now when they rape, they won't leave the girl like we did. They will kill her."

NEW DELHI -- One of the men convicted for raping and killing a woman in a shocking and brutal 2012 gang attack on a New Delhi bus said in a TV documentary that if their victim had not fought back she would not have been killed.

Instead, the 23-year-old woman should have remained silent, said Mukesh Singh, who was driving the bus when the woman was attacked.

"Then they would have dropped her off after 'doing her,'" he said in a documentary being released next week. The filmmakers released transcripts of the interview, which was recorded in 2013, on Tuesday.

Singh and three other attackers were convicted in a fast-track court in 2013. The appeals against their death sentences are pending in the Supreme Court.

"A girl is far more responsible for rape than a boy," he said, according to the transcripts. "A decent girl won't roam around at 9 o'clock at night .... Housework and housekeeping is for girls, not roaming in discos and bars at night doing wrong things, wearing wrong clothes."

You probably already know which camp of birds you fall into; if you have any doubt, you can take a quiz to find out. And while knowing one way or the other may not make that much of a difference if you are tied to a strict schedule, knowledge can at least make life more clear. Working with your chronotype can lead to better productivity and better sleep, potentially even eliminating the need for sleep aids and other assorted quick fixes. Here are some things to keep in mind:

Know that some who experience insomnia may be suffering from circadian-rhythm abnormality.

If you are an owl and can shift your work hours to later in the day, you will likely be more productive.

If you are an owl and can’t switch your schedule around, try to be strategic about light exposure: Professor Till Roenneberg of Ludwig-Maximilians University tell the BBC, "You should try to go to work not in a covered vehicle but on a bike. The minute the sun sets we should use things that have no blue light, like computer screens and other electronic devices."

Larks looking to shift their sleeping to later can try spending time outside in the afternoon or early evening, as well as increasing general evening activity. Also try sleeping with black-out drapes.

Owls are advised to sleep with blinds or curtains open, and let daylight do the job of an alarm clock.

If you're a lark and are able to nap, optimal napping time is around 1:00 p.m. or 1:30 p.m.

If you're an owl, your afternoon napping window for ultimate rejuvenation is 2:30 p.m. or 3:00 p.m.

Don’t get mad at sleepyhead teens. Research shows that late sleeping of the teen set is a real thing. Kids sleep later and later throughout childhood and reach peak lateness at 19 and a half for women and 21 for men.

Are you an early bird or a night owl? Do you have tricks to help cope with a life that doesn't match your bird style?

Scientists have come to recognize the importance of understanding one’s chronotype; and just knowing that this is a matter of genes â€" not a measure of eagerness or laziness â€" is a boon in and of itself. But genetics or not, much of western society is based around daylight-centered productivity, which means night owls get the short end of the stick.

Researchers have been mulling the implications of the lark lifestyle versus the owl’s to try and tease out which chronotype comes with the most benefits.

Some studies are a bit of a mixed bag â€" offering a variety of findings on how being a night owl or a morning person can impact a person’s life, writes Erinn Hutkin for the San Diego Union Tribune. Here are some of the findings she describes:

Researchers at the University of Alberta in Canada completed a study that indicated morning people’s strength tends to stay steady throughout the day â€" not just peak early â€" but night owls have peak performance during the evenings.

A study done at the Institute of Neuroscience and Medicine in Germany found when night owls follow the same time schedules as morning people, there’s a tendency to develop Seasonal Affective Disorder or depression.

Researchers at the University of Liege in Belgium conducted a study where night owls and morning people competed against each other to measure reaction and attention times. When given a task shortly after waking up, both groups did well, but 10 hours after their days began, the night owls were better at completing assigned tasks and were quicker and more alert.

Coming to terms with your natural sleep inclinations can bring positive change to your life.

The early bird catches the worm. Bright eyed and bushy tailed. Early to bed, early to rise, makes a man healthy, wealthy, and wise.

We belong to a culture that prizes morningness and subtly chastises those who like to stay up late and sleep in. Which is really quite Puritan of us because in truth, whether you’re chirping like a lark at dawn or hooting like an owl at midnight largely comes down to a matter of genetics.

We are more or less divided into morning and night people; and that is set by our genes, says neurogeneticist Dr. Louis Ptacek of University of California. Ptacek and his colleague, Dr. Chris Jones, have been studying people’s chronotypes â€" a person’s propensity to sleep at a particular time â€" and found shared genetic traits in family groups of morning people (larks) and evening people (owls).

It's all related to our circadian rhythm, the internal clock that the body relies on to schedule certain functions. This master clock is made up of thousands of nerve cells in the suprachiasmatic nucleus which lives at the base of the brain in the hypothalamus. Each day this internal clock is reset by light; but even though the dawning of light on the planet happens consistently, our individual clocks don’t run alike from person to person. Hence, larks and owls.

"If you have a fast clock you like to do things early, and if you have a slow clock you like to do things late," says Professor Derk-Jan Dijk, Head of the University of Surrey's Sleep Research Centre.

7. Socialize the kittens.

Teaching kittens to love people is a gradual process. Some of them take to people quickly, but prepare to be patient with more reticent types. My favorite part of socialization is the last stage, which involves lots of petting, cuddling and playing, but you have to lay the ground work to get there. The Urban Cat League has a video and a written guide to socializing kittens. Alley Cat Allies offers a detailed how-to.

For more information on helping stray kittens, visit the ASPCA, Petfinder and Alley Cat Allies. The Humane Society has ideas about preventing overpopulation and reaching out to help stray kittens even if you don’t stumble upon any yourself.

Here’s to kittens and making sure they are all safe and sound!

http://www.care2.com/
#9245
6. Make them feel at home.

Prepare a somewhat small, quiet space for the feline family. It should have no hidey-holes that you can’t reach into â€" you will need to touch the kittens to socialize them, administer any medications, take them to the vet, etc. Create a cozy spot in their room or enclosure where they can retreat and feel sheltered, but make sure you can get a hand in there.

Supply food bowls, water bowls, bedding and litter. The litter box must be shallow enough for stubby little legs to climb in. Fill it with a non-clumping litter â€" kittens can ingest litter, and you don’t want it clumping up in their tummies.

Keep the tots warm, especially if they are orphaned. Wrap a towel around a heating pad (set it to the lowest temperature) or a hot water bottle. Kittens must also have space to get away from the warmth so they don’t get too hot.
#9246
5. Catching strays, including the shy ones.

If you’re lucky the kittens will be friendly. See #1 above on how to tell whether a cat likes people. If they let you pet them you can pick them up and pop them into a cat carrier to take them home.

For kittens you can’t touch you will need a humane or “no-kill” trap, which is a cage with a door that shuts when an animal is inside. Before buying one look for a rescue organization that loans them out. Read Alley Cat Allies’ instructions for trapping cats.
#9247
4. Can you get the kittens adopted?

Unless you plan to keep all the kittens you take in you will have to find adoptive families. Here are some tips on how to do that. Are you willing and able to put in the time and legwork it will take?

If you have considered all these questions and decided that you can’t or don’t want to do what it takes, alert a rescue group to the kittens’ location. Petfinder has a tool to find an organization near you.

If you are up for the challenge, here are your next steps.
#9248
3. Can you get the kittens spayed or neutered?

If you take them in, you will need to have your little charges spayed or neutered when they are old enough to prevent them from producing yet more kittens who need homes. They will also need vaccinations and possibly other veterinary services too. Can you afford all of that?

If you can’t, do you have access to veterinarians or organizations that can help? Some vets will reduce their fees when the patient is a rescue, and there are groups that will subsidize the costs or even pay them in full. Find out whether there is one near you.
#9249
2. Do you have time to do it right?

If you have decided they need to be taken in, consider how much time you have to give them. Stray kittens need more than food, litter and  toys â€" they also need you. Without a lot of positive human interaction the kittens won’t be adoptable and will have to go back outside when they are old enough and have been spayed or neutered.

Kittens younger than four weeks require special round-the-clock care. Do a gut check and make sure you are up to the task before committing to take them on.

Editor’s note: This post is a Care2 favorite. It was originally published on June 29, 2013. Enjoy!

It’s kitten season! For cat lovers this means pictures of friends’ newly adopted bundles of joy on Facebook, Instagram, Pinterest and whatever hip new social media sites I haven’t even heard of. But it also means stray fur babies who need help.

What should you do if you come upon kittens outdoors?

1. Assess the situation.

First investigate whether the young ‘uns are on their own. Their mother may be away temporarily to hunt for food, she may be hiding because you are there, or she may be moving the family, one by one, to cushier digs. Back a ways off, stay still, and watch. Give her some time â€" at least a few hours. If no mom appears, move on to #2 below.

If the mother shows up your action plan depends on whether she is a stray (a pet who has lost her home) or feral (a wild animal who wants nothing to do with you). It’s easy to tell the difference: try to pet her. If she won’t let you close enough for petting, try bribing her with food to get her within arms’ reach. To catch a stray mom, see #5 below.

If she is feral you’re looking at a TNR (trap-neuter-return) situation. Alley Cat Allies has a helpful guide to performing TNR. Keep in mind that kittens younger than eight weeks (here are some tips on determining a kitten’s age) should stay with their mother if at all possible; if they are in a safe location, they are best off remaining there with her. Bring them food, water and shelter (click here for a ton of shelter options).

If the kittens are more than four months old, don’t scoop them up and carry them off â€" they probably won’t take kindly to it. Treat them like feral cats (meaning they need TNR and not adoption) unless and until they prove otherwise.

March 02, 2015, 06:20:00 PM
Indeed, a few days later, when the gentle buffalo was away, a savage buffalo came and stood on the same spot. The wicked monkey thinking him to be the same buffalo jumped on his back and tried the same games. The other buffalo in no time shook him off on the ground and pierced the horns straight into his heart and trampled him with his hoofs.

The monkey was thus killed in no time.

In the same region there lived a yaksa, as a spirit of a tree. He resented the monkey’s acts. So, one day he advised the buffalo to punish the monkey by using his greater strength. The gentle buffalo declined to do so by saying,

Inflicting grief on others  -
To overcome one’s own discomfort
Is no virtue:
As the result of such acts
Shall not bear the fruits of true happiness.

Yet, he added that one day the monkey would have his lesson; but then he would be saved from the guilt of inflicting any pain on the other.

Once, the Bodhisatta was born as a buffalo in Himava. He was dark and dirty-looking. Though born in the animal-state he believed in righteousness; and exerted his best to uphold the value of a good conduct. In the same forest there lived a wicked monkey, who used to tease and bully him. Sometimes he would leap upon the back of the sleeping buffalo. Sometimes he would obstruct him from grazing the grass. Sometimes he would climb on his head by holding his horns and swing down by holding his tail. Sometimes he would mount on his back with a brandishing stick to counterfeit Yamaraja - the lord of death. [It may be noted that in the Indian mythologies buffalo is said to be the vehicle of Yamaraja]. The gentle animal bore all the unbecoming behaviour of the monkey to practise the virtue of forbearance.

MANILA (TheStreet) -- The Philippines, a nation long in need of industrialization, is taking steps this year pull investment away from Asia's manufacturing center: China. And some multinationals are already giving the Southeastern Asian archipelago a chance.

Manila's ambition to divert foreign investment intended for China has lured electronic hardware manufacturers such as Seiko Epson (SEKEY) and Lexmark International (LXK - Get Report) . Food and beverages make up another booming sector, and officials expect a surge in bicycle manufacturing next.

Industrial parks in three provinces near the capital, Manila, attract easily trainable, English-literate workers for product assembly jobs or writing user manuals, says Benedict Uy, a Philippine trade representative in Taipei. English is one of the national languages, and the one most widely used in writing. Factory workers in the country may also get paid less than in China, where the minimum wage is 40% higher.

"Mastery of the English language -- a strong skill set, as [linguistic] dexterity is needed in [writing manuals for] electronics -- and lower wages compared to China," Manila-based Banco de Oro UniBank chief market strategist Jonathan Ravelas says, listing a few reasons that multinational companies try the Philippines.

The Philippines is also expanding its congested seaport in Manila and a notoriously traffic-choked system of roads leading south into the provinces intended for industrial development. Infrastructure will rise to 5% of the $292 billion GDP next year. Further helping exporters, Manila and the European Union last year reached a Generalized System of Preferences Plus deal that eliminates import tariffs from the Southeast Asian side on 6,274 goods.

Manila calls its ambition "China+1," a growth plan that pits it against Vietnam and other parts of emerging Southeast Asia that offer low-cost factory bases to multinational companies. China says its GDP growth has slowed to a "new normal" partly because foreign investment in factories has cooled. Investors complain of rising land and labor prices in China.

High-tech hardware is shaping up as a China+1 leader for the Philippines. Seiko Epson, Lexmark, and fellow electronics maker Brother Industries (BRTHY) have expanded in the Phillipines rather than China, Uy says.

MANILA - To be like Christopher Columbus, the famous Italian explorer better known as the "man that discovered America."

This was how 24-year-old Minerva Rañeses, explained her decision to join the Mars One initiative --a project that aims to send people to the Red Planet by 2024, with four more going every two years.

The catch is that the people sent via the mission that aims to start a colony on Mars can never return as the technology to bring them back to Earth simply does not exist yet.

In addition, according to a study, the first humans to ever set foot in the fourth planet from the Sun will likely survive for only 68 days.

Despite the risk and the thought of facing death away from her family, Rañeses, one of the 100 men and women still in the running for the one-way ticket, said that it is her opportunity to be part of history.

"I never thought I'd live to see the day that humans will begin to explore in a way that Columbus did back in the time," she said in an interview with ANC on Friday.

"I just thought it would be my descendants, my children, my great grandchildren who will do the exploring. I just never thought that I would have the opportunity to do this," she added.

A graduate of St. Scholastica's College in Manila, Rañeses describes herself as an "intellectual wanderer". She is one of the two Filipinas chosen from over 200,000 applicants, with the other being an entrepreneur named Jaymee Del Rosario.

Asked if she had any hesitations in joining the highly-controversial project, she said: "Of course, this is a one way trip so I had to know if I'm ready to leave everything behind."

Should she be chosen to be part of the final 24 that will be shuttled off to Mars, Rañeses said that she will be bringing with her, aside from pen and paper, a picture of her family.

"I really want to bring a nice family picture from when I was young. Something candid. Something to hold," she said.

The initiative is backed by "Big Brother" producer Endemol, and the television company intends to make a show documenting the progress the final pool of aspirants will make as they train for the mission.

Rañeses revealed that they have yet to be thoroughly briefed about the details of their training, but have been told to prepare themselves mentally.

Hee he, unya humag kaon sa inasal manok, mamoy o maka, limogmog dayon og lemongrass drink...

INGREDIENTS

6 large stalks fresh lemongrass
6 Tbsp sugar
8 cups water

PREPARATION

Cut the lemongrass into half, breadth-wise.

Cut off the black dusty knob at the bottom part of the root.

Wash properly and peel off any leaves that have turned brown.

Use a pestle or the blunt side of a heavy knife and thump the lemongrass especially at the fattest and juiciest part of the stalk to split it open. This helps to release the juice when boiling.

Put the lemongrass stalks in the water and bring to a boil. When the water starts to boil, turn the flame down and simmer for about an hour and a half. The water should take on a light greenish tinge.

Add the sugar and stir till it dissolves.

Serve with ice cubes for a refreshing drink. It can also be drunk hot.

Note: If you see any impurities in the drink, remove them with a strainer.
