Somebody said we may have diverse higher inclinations and vocations--doctors, lawyers, teachers, philosophers, pastors, etc.-- but our basic instinct is the same: our prurient drive. Among other things, this is part of those "things of the flesh" that Paul said need to be overcome by "things of the spirit."

Hi Kiams,

You're in the BPO sector, one of those sectors that really flourished during the Arroyo presidency. Di man gyud nato malimod nga naa siya'y daghan ug dagkong nahimo, pero murag wa pa kaayo nag-filter down kay Juan ug Pedro.

To be fair, we have better choices now than in the last election. Mura man gud kadtong 2004, ang mga Pilipino between the devil and the deep blue sea. (Happily, Arroyo has made up for her lack of charisma with her laudable efforts on the economic front, but ordinary people still have to feel the effects. ) This time, I think anyone among Villar, Roxas and Escudero can step up to helm and lead us capably.

Day Misty,

Hubs,

At least one of their members made a rejoinder to my topic on the amazing sales results of the trade fair. And being part of the TBTK medical mission,  HC, I presume, is also a member of the TBTK.

So perhaps we can request them to convey the concerns and the issues raised here to the TBTK officialdom in order to put an end to all the speculations and barbed exchanges.

I believe that this is part of the growth pains of an organization which, I suppose, is voluntary in nature but on whom the expectations have risen inordinately. I think the concerns (including those raised by Loida), when taken as inputs for improvement, will make TBTK a more professional organization that will help thrust Bohol into greater global renown.

Quote from: hubag bohol on August 01, 2009, 08:06:26 AM
So far in this forum, wa pa ta kabasa og rejoinder from the organizers themselves on this specific issue of Loida's treatment as a beauty queen during her "reign that never was". From all the posts here, it would appear that indeed she was treated shabbily. Maajo unta kon makadungog pud ta sa side sa organizers.

And if no rejoinder is forthcoming, should we on the sidelines (bending over our laptops) put the issue to rest and assume that the organizers are to blame?

(On the other hand, maybe they are just blissfully unaware of the existence of Tubag Bohol....)

Mura gani ug kaning imong panawagan incitement to rebellion and threat to the national security of the Republic of Tubag Bohol. Truce na baya.  ;)

Unsa na la'y huna-hunaon sa ubang forum nga ang comments ug reactions sa ilang beauty pageant threads mahitungod man sa pagkagwapa ug pagpagwapa pero diri sa ato karambola man hinuon?

To the end, she has shown us that there is always a graceful exit from our earthbound duties and existence. My prayers go to the bereaved families, that they endure this painful time with grace. I've been monitoring the media coverage of Arroyo's first official visit to Washington.

It seems it's only the Philippine media that's making a front page splash of this most awaited moment for Arroyo, after having been unbashedly eluded by it several times.

To date, the only coverage I've read is that of Voice of America and a short dispatch from Reuters.

Much ado about nothing?

World's most beautiful' politician Fujikawa dodges scandal
Friday 31st July, 08:49 AM JST
Japan Today

Yuri Fujikawa from Flickr

AOMORI â€"Hachinohe City councilwoman Yuri Fujikawa, 29, who has been referred to by bloggers as being “too beautiful to be a politician” and who was voted “World’s Most Beautiful Politician” in an online survey held by Spanish newspaper 20 Minutos earlier this year, was caught on camera Thursday walking out of a business hotel in the morning with a 38-year-old Democratic party politician from Iwata, who was likely headed home to his wife and children.

The weekly magazines once before caught Fujikawa hopping into her ex-boyfriend’s BMW straight after work, and the politician was quoted in Sankei Sports as saying “He’s still a good friend, even now.”

When Fujikawa appeared at a movie screening in Hachinohe at the end of May this year, she was sporting a big sparkly ring on her left ring finger. On her blog, she posted, “There are rumors of some hot romance and an engagement...” but she denied her romantic involvement with anyone.

Aside from his popularity as an actor and a TV host, Cesar Montano will certainly be lifted up by his association with national hero Jose Rizal in this movie.

I think this is a PR publicity that his gubernatorial rivals will have to spend millions of pesos for to gain half as many 'pa-pogi' points.

This is excerpted from the Inquirer Entertainment column of Marinel Cruz on July 30, 2009:

In another development, Laguardia said the screening of Marilou Diaz-Abaya's "Jose Rizal" last week at the Dr. Cecilio Putong National High School in Tagbilaran, Bohol, marked the start of a series of film screenings in the provinces. Bohol native Cesar Montano- who plays the title role in the movie-and wife Sunshine Cruz attended the event. With a report from Bayani San Diego Jr.

Arroyo glories in praises from Obama

By Gil C. Cabacungan Jr.
Philippine Daily Inquirer
First Posted 11:07:00 07/31/2009

WASHINGTON, D.C. -- President Gloria Macapagal-Arroyo on Thursday (Friday in Manila) basked in the praises heaped by President Barack Obama, who cited her efforts in counter-terrorism, achieving peace in Mindanao, her pro-American stand on human rights violations in Burma and against the proliferation of nuclear power in the region.

The world’s most powerful leader also cited the significance of the Philippines in the global arena as he described it as a small country that “punches beyond its weight.’’

In a joint news conference at the Oval Office shortly after their 30-minute meeting, Obama said: ``We are very pleased that President Arroyo has made such good progress with counter-terrorism issues. She has initiated a peace process in Mindanao which we think has the potential to bring stability in a part of Philipines that has been wracked by unrest for too long.’’

Obama also said his government was “very grateful for the strong voice the Philippines has provided in dealing with issues in Asia ranging from human rights violations that too long existed in Burma and problems in respect to problems of nuclear proflieration in North Korea.’’

Obama also expressed his appreciation to the Philippines ``for the outstanding contributions that Philippines has made with respect to UN peacekeeping around the world.’’

“Although the Philippines is not the largest of countries, and using a phrase from boxing, it punches above its weight,’’ said Obama.

The goal is to communicate clearly, and simple sentence structures make for clearer communication.

Pinoys always take side with the underdog, and Erap has used his silver screen sheen as "kampi ng mga api" to draw sympathy from the Filipinos in the saga of his downfall through his incarceration.

I also believe Erap's mass appeal largely reflects the massive discontent with the present Arroyo presidency. I think despite her vaunted achievements, which she bannered during her SONA, Arroyo's impressive economic statistics have failed to gain her favor with the masses because to them, they are not only cold figures, the masses also continue to eat cold rice on their tables.

Enrile: Erap mobbed everywhere

By Christine Avendaño
Philippine Daily Inquirer
First Posted 04:27:00 07/31/2009

MANILA, Philippines â€" Former President Joseph “Erap” Estrada is being mobbed everywhere he goes and can easily outdraw any other presidential aspirant anywhere.

Senate President Juan Ponce Enrile, who had been in a number of places Estrada visited recently ostensibly to thank his unwavering supporters, is putting a bet on this.

“You want to test this? Put Erap in any corner here in Metro Manila and put any of these candidates in other corners, we’ll see where the crowd will go,” Enrile said in a meeting Wednesday night with Philippine Daily Inquirer editors and reporters.

Enrile said he was looking forward to another trip with Estrada, this time in Cebu, bailiwick of President Gloria Macapagal-Arroyo, who lashed out at the movie actor-turned-politician in her nationally televised State of the Nation Address on Monday.

Ms Arroyo claimed she inherited a government “on the brink of bankruptcy” when she took over from Estrada after he was ousted in 2001 for corruption.

Bought choppers, planes, vans

Enrile reiterated his belief that Estrada, who was convicted of plunder in 2007 but was pardoned by Ms Arroyo, would contest the presidential elections next year.

“Based on my personal observation, he will run,” said Enrile, president emeritus of Estrada’s Pwersa ng Masang Pilipino.

He said earlier that Estrada was preparing to run for the presidency again as shown by his recent purchase of two helicopters, an airplane and vans apparently for use in his campaign sorties.

Likely court challenge

Enrile said he expected that Estrada’s bid would be challenged. “Some people will file a disqualification proceeding against him,” he said, adding that Estrada’s lawyers have prepared for this.

The Constitution provides that “the president is not eligible for any reelection,” according to Enrile. Estrada will insist that he is not the president contemplated in the Constitution, said Enrile and he expected that the issue will reach the Supreme Court. “You can argue either way,” he said.

Having been granted executive clemency shortly after his plunder conviction, Estrada started to go around the country last year.

“He’s actually campaigning,” Enrile said. “He says pasasalamat (thanks) but whether you call it pasasalamat, whether you call it some other name, the moment you appear in a crowd like that and you wave your hands and show yourself in effect you’re reviving a political spirit in your favor.”

He wants to complete term

“According to (Estrada), he wants to complete his presidency which was disrupted,” said Enrile.

The 85-year-old Enrile said that from the trips he had gone to upon the invitation of Estrada, he couldn’t help but marvel at the huge crowds, especially in Mindanao, that followed him around.

People’s reaction

He said he had been in many political campaigns but the crowds that swarmed around the ousted President were “just great.”

“We could hardly move,” he said. People just wanted to “empathize” with Estrada.

“I also ask myself the question what makes people react the way they react (to Estrada). People are running after him. Why? I don’t know. But it’s a fact that you can’t ignore, you can’t deny it, you can’t shove it away,” Enrile said.

He said it wasn’t simply because Estrada was a movie star. He said that he campaigned with Estrada and the late action king of filmdom Fernando Poe Jr., who ran and lost in the 2004 vote against Ms Arroyo. He said Estrada drew more crowds than Poe.

Sir Daray,

I went hurriedly home after the class yesterday.

Ang reason man gud, Sir, nahinumduman nako akong grammar teacher nisulti nga kinahanglan ang modifier iduol sa pulong nga iyang gi-modify. In this case, the adverb hurriedly modifies the verb went, so itapot gyud siya diha.

3. I went home after the class hurriedly yesterday.

Importante to keep learning through our mistakes. Simple tips to correct common English mistakes aron dili mapangdol:

1. Use simple sentence structures:  Subject + Predicate

Klaro: The lady is beautiful.

Pangdol:  Amazing the lady having blessed beauty.

2. Make sure the verb agrees with the number of the subject.

Sakto: Many tourists come to Bohol.

Pangdol: Many tourists comes to Bohol.

3. Be consistent with the verb tenses in a sentence.

Sakto: I enjoyed the sight of Chocolate Hills when I toured Bohol last month.

Pangdol: I enjoy the sight of Chocolate Hills when I toured Bohol last month.
Pangdol: I enjoyed the sight of Chocolate Hills when I tour Bohol last month.

4. Be consistent with pronouns.

Sakto: The man came to pick up his baggage.

Pangdol: The man came to pick up their baggage.

Inspiration & Hope / Re: OFWs Voice from the Dark
July 31, 2009, 08:43:51 AM
Let me share my take on the state of marriage among Filipinos overseas. The data is a little outdated, but I still stand by the points I made:

Marriage as a covenant

IN THE LAST THREE YEARS, THE number of registered marriages between Filipinas and Japanese has shot up to more than 7000 a year. In the same period, the divorce rate has hovered at 40%. Marriages of Filipinos to Japanese women remain incomparably lower at less than 100 annually, but the divorce rate is higher at 60%.

The increase in the number of Filipinos marrying foreigners, in general, has over time coincided with the Philippines’ economic difficulties. The upswing of such marriages in Japan likewise reflects the tightening of the Immigration law which made overstaying a criminal offense, in general, and on the entertainment industry in particular. Marriage has become the easy way out of economic and legal dispossession.

I recently had the chance to speak on marriage on the occasion of Lynne’s and my twelfth wedding anniversary. Since most of the members of the congregation were Filipinas married to Japanese, I gave this statistical vignette, which is even more striking when set in the backdrop of Japan’s general population divorce rate of 1.9%.

As ambassadors of the Christian faith, these facts cast a pall on our testimonial credibility. As Christians, our marriages are supposed to be patterned after our covenant with God, which is “everlasting.” The teachings of Jesus and Paul on marriage say that our marriage on earth is important only insofar as it prepares us for our betrothal to Christ.

One invariably gets blank stares or raised eyebrows when one revs up his speech from numbers to Scriptures. There is a pervasive sentiment among Filipinos in Japan that the state of marriage in this adopted turf is a no-holds-barred affair, and therefore off-limits to any holier-than-thou preaching.

I agree with you 100% on this. Now that our family is physically separated, we make it a point to make our church community the anchor of our social life. Whenever we have problems, we are able to confide them to people we trust and request for their prayers.

Ako rin mismo, kapag nilapitan tungkol sa problemang mag-asawa, I never make separation or divorce a viable option.

First chapter, first verse ng Psalm: Blessed is the man who does not walk in the counsel of the wicked or stand in the way of sinners or sit in the seat of mockers.

I am reminded that I was the first to usher you here among the Boholanos worldwide when I posted your article that appeared in the Daily Inquirer. I-a-adopt ka na namin bilang honorary Bol-anon.

Ug way problema ang tawo, daku kaayo na nga problema.

Bitaw, mangutana pud ko usahay ani. Pero mahunahunaan pud nako nga problems give us an opportunity to step out of the box, to break away from our comfort zones, to seek not only solutions but also change and growth... When we're in the midst of a problem, we sometimes feel like we're stuck in the middle of nowhere.

Are you really overwhelmed? Let me just share my morning devotion with you. One of my favorite verses in the Bible is in Exodus 14:14: "The LORD will fight for you; you need only to be still." Moses, Joshua, Jehoshaphat and David won some of their greatest battles by following God's two-word command, "Be still." We don't have to act on problems with our own wisdom and strength. Trust in God. He relishes in our confession of weakness when it draws us closer to Him. "My grace is sufficient for you, for my power is made perfect in weakness." 2 Corinthians 12:9

By the way, the reported sales include orders for specific items, both for local and international distribution.  Actual cash sales was much lower owing to the bulk orders.  The local women's group (palm weavers) that we assisted was able to get orders, too.  At least nagbunga ang among pagtabang kanila. It's amazing that our local artisans have achieved a higher level of creativity and craftsmanship. Indeed, Jesus had more issues against the Pharisees--the devout Jews who clung to the hard-and-fast rules of their religion--than against sinners--the adulterers and tax collectors.

It's not religion that will save us, but our relationship to God. I am neither Catholic (used to be) nor Muslim, but I gauge my spirituality on the breadth of my understanding and tolerance for those who express their faith differently.

The last thing I want my faith to do to me is to narrow the scope of my worldview, reject the diversity of people, and forget that I am just a fellow sinner seeking a way out of human depravity. The Cross is my beacon, but the one who died for me there did so not to boost my pride, but to allow me to share in His humility.

Finding myself with nothing else to read in my hotel room, I once read a book on Buddhism. I was amazed that they have teachings such loving one's enemy, compassion for the poor, etc. I think religions should spend more time to find their common moorings rather than amplify their differences.

Hi HC,

Personally, I think this beauty pageant, like most beauty pageants, should espouse a charitable or a worthy social cause that the winner should devote her time to during her reign.

Loida expressed frustration not only about not having availed herself of the promised free trip to the US but also about not having anything worthwhile to do during her reign. While she may partly be faulted for the first complaint (as some of our ladies here have also honestly pointed out), the second complaint is something that TBTK is wholly responsible for. Wa ba sila'y committee ani? Akong nadunggan sa asoy mura ra man to sila gadali-dali panguli inigkahuman sa event.

Beauty pageants should bring out the lovely, not the ugly traits, in all of us. It's better to rein in the discussion to the issues, not to the persons.

Quote from: halfcrazy on July 29, 2009, 03:18:05 PM

I have answer for that Ben, tungod kay wala kahibaw ang nationa media. It's only Inquirer who wrote story about TBTK. And the Philippine Star.

Look, if TV networks covered TBTK"s activities? No, because  the activities aren;t worth. Icover lang ang STreetdancing mao rana.

Pero Loida is already part of Bohol's beauty pageant story. She's really that honest.

Tagbilaran trade fair exceeds sales targets

By Chito A. Fuentes
Inquirer Visayas
First Posted 17:19:00 07/28/2009

TAGBILARAN CITY, Philippines â€" The regional trade fair held here last weekend posted total sales of P38.5 million, which exceeded the target set by the Department of Trade and Industry (DTI).

DTI Bohol provincial director Maria Elena Arbon said the exhibitors of the One Town-One Product (OTOP) exhibit held on July 22-26 achieved P38,577,332.05, surpassing the P25-million target set for the OTOP trade fair held at the city’s Island City Mall.

The trade exhibitors from Bohol reported sales of over P21.3 million at the end of the five-day regional sales, Arbon said.

Negros Oriental came in second with sales totaling P14,410,778.75 while Cebu reported P1,103,920 in the fair, which was a spin-off of the Bohol Sandugo provincial trade fair.

Region 8 traders reported sales of P979,446 followed by Siquijor with P690,970 while Caraga products sold out P73,230.

Arbon said the main objective of the trade fair is "to have access to, as well as expand, markets."

"It aims to generate sales for local producers that will enable them to sustain their livelihood and support job maintenance or generation," she added.

Aside from this, the trade fair provided a venue for products that resulted from the ongoing DTI programs that promote livelihood and job generation.

Despite the global financial crisis, the organizers had remained bullish because the usual influx of walk-in buyers has provided a good source of cash flow for the producers.

Arbon also explained that the institutional buyers from Cebu and Manila always included the fair in their calendar every year.

"The Bohol brand and its position as one of the top tourist destinations in the country is another plus factor that adds to the drawing power of the fair," she said.

Buyers usually combine business with leisure when they go to Bohol for the Sandugo fair.

"There is also always something new, innovative and creative every year, thanks to a sustained product development effort done by exhibitors and DTI every year," she added.

The booths are categorized into food, non-food and tourism investment promo.

There were two venues for the displays this year with 63 booths located inside "The Block," an improvised closed-door portable tent put up by the ICM management in the mall parking area.

"An additional feature this year (was) the two booths by persons with disabilities," said Jerome Gabin, senior trade and industry development specialist.

The participating groups were the Bohol Deaf Academy and the Bohol Federation of Disabled Persons.

They were among the 27 booths located inside the ICM and the non-food exhibitors.

President Gloria Macapagal-Arroyo was the guest of honor during the ribbon-cutting ceremonies as part of the Bohol Day celebration last July 22.

Since TBTK is assuming for itself the role of our ambassador of goodwill overseas, I think it should first foster goodwill and mutual understanding within itself and towards fellow Boholanos.

Loida's reason to forego the trip within the year of winning in order to finish her schooling is commendable. I am not privy to the internal rules and mechanics of the contest, but if TBTK had only made a written stipulation as to the validity of the free-trip prize and communicated with her accordingly, Loida really had no reason to complain. As Manay Tess has commented, in the absence of a written agreement, I think this part is really fuzzy.

Mouyon ba mo?

Boholanos from around the world have gathered in full strength in Bohol to savor all the exciting events and festivities prepared by the provincial government and an international group of Boholano expats, led by New York-based nurse Betty Veloso-Garcia of the prominent Veloso family in Bohol and Cebu. This reunion of Boholanos in Tagbilaran and other Bohol towns is called Tigum Bol-Anon sa Tibuok (TBTK) and comes only once every three years. This year’s TBTK includes two Manila-based events: an audience with President Gloria Macapagal-Arroyo, who will fly to Tagbilaran on Wednesday to join the folks on “Bohol Day,” and lunch with Tourism Secretary Ace Durano in Intramuros for some 250 organizers. But the rest of the activities are in Bohol, including local and international job fairs, medical missions, mass confirmations, beauty contests (including a Ms Bohol Talent), reunions of families, clans and institutions, eco-tours and cultural happenings under the “Sandugo Festival.” Its theme, “Green Bohol,” expresses their deep appreciation for the rich natural bounties their province has been blessed with amid the threats posed by climate change.

I must confess that as a confirmed city mouse, I have been in awe not only of the beauty of this province that has been blessed by nature but also about how, in the last three TBTKs, the Boholanos have demonstrated an incredible solidarity as the reunion becomes bigger and bigger. I cannot think of any other province exhibiting this kind of bonding between local and foreign-based folk.

Compared with the beauty pageant participants even on the national level, Loida impresses me as an articulate, smart woman who deserves the crown.

What she ventilated may have sounded like a "bomb" to the organizers, but to me, it was an honest, gracious and at the same time biting expression of her frustration at the treatment she was given.

I just hope TBTK will not begrudge her candor but use this incident to address the shortcomings and improve the conduct of the pageant.

The statistics are impressive. Some of her most bitter critics are conceding that had it not been GMA sitting when the world financial meltdown occurred, our economy would have sunk below sea level. But there is also consensus that the numbers do not seem to jibe with reality on the ground. She boasted of historically low inflation rate registered in June this year. But the figure of 1.5% really means nothing by itself, since the financial meltdown also ushered in the worst deflation since the Great Depression in 1930. I think most countries in the world experienced historically low inflation because of plummeting consumer demand. As to the increased availment of land and housing, and rise in employment in favored sectors like BPO and tourism,  it is hard to boast of it when the homeless, squatters, unemployment and would-be OFW lines stare you in the face.

Inspiration & Hope / Re: OFWs Voice from the Dark
July 26, 2009, 09:20:08 PM
There is really no need to speculate about the author. I just googled his name and found this info: Dr Nosca Khalid was born in Marawi City in the Philippines. He received his BS PreMed and MD degree at the University of the East, Manila and then trained as a surgeon. He now works as a physician in Assir, Saudi Arabia.

Part of our adverse reaction to his article stems from the impression that he is a non-Filipino shedding light on the dark side of the OFW phenomenon.  I myself was thrown into defense at first. But having found out that he is also broadly among the OFWs, though of the white-collar type as some of us are, I believe he made a valid observation about the social malaise wrought by the unabated exodus of OFWs now topping 10 million, leading to the breakdown of our social fiber. I admit, however, that he should have toned down his religious sideswipes.

But his observation about the rampancy of adultery among OFWs is confirmed even here in Japan, where I pegged the rate of extra-marital affairs among Filipinas married to Japanese at about 50% based on a personal, non-random survey in 1995. Given that the divorce rate among Japanese-Filipina unions is close to 50% (while that of the general population in Japan is less than 5%), I think my estimate is not really wide of the mark. These Filipinas cannot actually be lumped among the OFWs, since by virtue of being spouses of the Japanese, they are classified as residents. But most of their extra-marital partners are the male OFWs. The story about informal unions among OFWs themselves deserves another study. Tragic tales of undocumented families being deported with their Japan-born children abound. In the Philippines, the fathers and mothers also have their own respective families. I really wonder what would become of their children.

Bay Hubs, maayo ni isumpay sa mga lagda bahin sa "How to Write Good" nga gi-post ni webmaster sa laing thread.

32. Regarding the use of "regarding" and its variants to start or bridge paragraphs, you are showing extreme lack of regard for elegance in expressing your ideas if you feel the need for it.

HOW TO WRITE GOOD

Here are several very important but often forgotten rules of English:

1. Avoid alliteration. Always.

2. Prepositions are not words to end sentences with.

3. Avoid cliches like the plague. (They're old hat.)

4. Employ the vernacular.

5. Eschew ampersands & abbreviations, etc.

6. Parenthetical remarks (however relevant) are unnecessary.

7. It is wrong to ever split an infinitive.

8. Contractions aren't necessary.

9. Foreign words and phrases are not apropos.

10. One should never generalize.

11. Eliminate quotations. As Ralph Waldo Emerson once said: "I hate quotations. Tell me what you know."

12. Comparisons are as bad as cliches.

13. Don't be redundant; don't more use words than necessary; it's highly superfluous.

14. Profanity sucks.

15. Be more or less specific.

16. Understatement is always best.

17. Exaggeration is a billion times worse than understatement.

18. One-word sentences? Eliminate.

19. Analogies in writing are like feathers on a snake.

20. The passive voice is to be avoided.

21. Go around the barn at high noon to avoid colloquialisms.

22. Even if a mixed metaphor sings, it should be derailed.

23. Who needs rhetorical questions?

24. While a transcendent vocabulary is laudable, one must nevertheless keep incessant surveillance against such loquacious, effusive, voluble verbosity that the calculated objective of communication becomes ensconced in obscurity.

25. In a sentence, the nouns has to match the verbs.

26. Don't use no double negatives.

27. In writing, few things are, so to speak, more infuriating, than, say, commas, at least when there are too many of them, or when they should be, say, semicolons.

28. Proofread your work, so you don't leave some out or forget to finish

29. Run-on sentences are really bad because the reader saturates and what you really should be doing is using commas and semicolons and even periods to break the sentence up into more digestible chunks.

30. To have been using excessively complex verb constructions, is to have been bopping the literary baloney.

31. A friend I spoken with recently told me he been forgetting his helper verbs.

Lapus scraps bilingual education

By Gigi Muñoz David

Education Secretary Jesli Lapus has signed Department of Education Order 74 nullifying the 35-year-old bilingual directive laid down in the 1970s on English and Filipino as the only languages of instruction. Neither of the languages is the first language (L1) of most Filipinos.

Lapus said findings of various local initiatives and international studies in basic education have validated the superiority of the use of the learner’s mother tongue or L1 in improving learning outcomes and promoting Education For All.

He added the Order 74 institutionalizes the use of mother tongue as a fundamental educational policy and program in the department in the whole stretch of formal education including preschool and in the Alternative Learning System.

The policy widely referred to as mother tongue-based multilingual education aims to improve learning outcomes and promote EFA.

Lapus cited findings from international and local research such as learners acquire reading skills more easily in their L1 and second language (L2). Pupils who start to speak, read and write in their L1 learn an L2, like English,  more quickly than those exclusively taught in an L2.

Learners develop cognitive, linguistic and academic competencies much faster in their L1 than in an L2.

Under the new order, Filipino and English will be taught as separate subjects in the early grades and will be used as media of instruction when students are “ready.” This means when they have gained sufficient proficiency in the two L2s, as determined by the department, English and Filipino will remain the primary languages of teaching in high school, with the mother tongue as auxiliary and supplementary medium.

Lapus clarified that MLE will only be implemented at the level of the school, division and region after meeting certain conditions.  These include the establishment of a working orthography or spelling system; the formation of a technical working group to oversee the program; the development, production and distribution of culturally-relevant but inexpensive L1 materials; in-service MLE training of teachers; the use of L1 for testing; and maximum participation and support from the local government unit, parents and community under the concept of school-based management.  The new policy also extends to the alternative learning systems and the madaris schools.

Philippine education stakeholders and linguistic experts have been clamoring for a change in the language-in-education policy. They have identified the disparity in the home and school languages as a major factor in the worsening functional literacy levels, high drop-out rates, and low learning outcomes among Filipino pupils.

Meanwhile, Valenzuela City Rep. Magtanggol Gunigundo (Second District) praised Lapus for finally looking at the linguistic research and not relying on the anecdotal evidence.

Gunigundo said “the new policy protects the Filipino children’s right to be educated in their own language, and at the same time builds a strong foundation for learning English and Filipino as languages of wider communication.” He also urged his colleagues to set aside a portion of their countryside development fund for teacher training and graded materials development in the L1.

In and with regard to, regarding, and as regards are all Standard, synonymous prepositions, slightly longer and more varied than but meaning much the same as about and concerning: I spoke to him regarding [as regards, in regard to, with regard to] his future. With regards to is Nonstandard and frequently functions as a shibboleth, although it can be Standard and idiomatic in complimentary closes to letters: With [my] regards to your family…. In regards to, however, is both Substandard and Vulgar, although it appears unfortunately often in the spoken language of some people who otherwise use Standard. It never appears in Edited English.

Hi Ging,

Indeed, just as you think you've discovered the rules for intensity in adjectives, you also find out that terrible is really bad and terrific is great, but horrible is unpleasant and even repulsive but horrific is extremely disgusting or frightening.

Busa tingali sa latest interview ni Madame Imelda niingon s'ya why should she object to the newly coined word imeldific? Since it's a new word, you are free to rhyme it with either terrific or horrific, depending on which side of political persuasion you're in.

For us who live mundane lives, the word is devoid of relevance and void of meaning. Have you ever wondered why you use dehydrate to mean the opposite process of hydrate but as an adjective, you use devoid almost in the same sense as void? Come to think of it, can you negate nothing when you say de- , to negate, and void, meaning nothing?

Quote from: grazie7y on July 23, 2009, 12:31:11 AM

re valuable and invaluable, same thing as "priceless" is more valuable than with price!  or, bakit "awful" is bad but "awesome" is good!  lol nakakaloko!

I also wonder where the rules of language are when you say inept to mean not ept--but invaluable is more precious than valuable, and many English speakers use irregardless to mean the same thing as regardless.

Bai Zec,

With the governor committing 10,000 hectares of Bohol to Jatropha production, and this new push on seaweed production, will Bohol be the biodiesel capital of the Philippines?

I am fully convinced that seaweed production is less deleterious to Bohol's food self-sufficiency, as this does not require upland cultivation. But is this viable for small-scale production? Is this less capital intensive than jatropha? I certainly hope this could be an alternative livelihood for the marginalized fisherfolk who do not have land and access to capital.

Pero angay man nga mag-asawa ug tibuok pamilya magdungan simba, sama sa panultihon nga "A family that prays together stays together."

Wow, the LGUs down to the municipalities are really bursting with creative ideas to sell Bohol as a tourist destination. Capitalizing on its natural wonders and history, Danao is now catching up with Loboc and Carmen in the tourism road map. I just wonder if the view in Bilar, other than the dam, will just be as spectacular. Other than the Three Gorges Dam in Yangtze, China, I can't recall any other dam that is really a viable tourist destination. Maybe Bilar can show us...

Pretty soon, Bohol will not only be Chocolate Hills, Panglao, Loboc River--but also Danao. By the time the international airport is finished, hopefully we'll have a more diverse menu for the tourists to choose from.

Sa among leksyon sa Engineering, ang among tawag sa Curve that represents changes in Frequency is called "Baud" which literally means wave in physics. This can also be used in sound or light frequency. I don't know if this word came to the Bisayan vocabulary or is Baud (physics) derived from polynesian/srivijayans who are masters of the waves.

Hi Ging,

Salamat usab, Bay Koddi. Unsa man pud ang "tangy" sa Binisaya?

Tuba is generic.

Bahal is seasoned tuba, matagamtam na nimo ang tangy taste.

Bahalina is more seasoned kon itandi sa bahal.  Hanoy kaayo sa tutunlan.

"Suka sa tuba" results when tuba is not sieved everyday.
