China has set up military garrisons and outposts within Philippine-claimed territory in the Spratly Islands in the South China Sea.

Documents and photographs obtained by News5 show that the military garrisons and outposts are located on six reefs that are part of the Kalayaan Island Group. Brunei, China, Malaysia, the Philippines, Taiwan and Vietnam are claiming the Spratlys either entirely or in part. The Spratly Islands are located within an area of 150,000 square miles and are made up of some 200 islands, reefs and shoals.

The Aquino administration is expected to push for diplomatic solutions to the dispute as well as joint economic development of the area. But a political analyst said Manila should not surrender its sovereignty and should turn to the international community for help.

The Philippines is claiming only a portion of the Spratlys, known as the Kalayaan Island Group, located in a 64,000- square-mile area and made up of 54 islands, reefs, and shoals.

Included in the Kalayaan Group is Pagasa, also known as Thi Tu Island, the second biggest island in the Spratlys. The Philippines has an airstrip and maintains a small community on Pagasa Island as well as garrisons in eight other islets.

Vietnam occupies 23 islets while China and Malaysia occupy seven each.

The Kalayaan Island Group is part of the province of Palawan and is within the 200 nautical mile exclusive economic zone of the Philippines.

Documents show that of the seven Chinese-occupied islands, six are located well within the Kalayaan Island Group. The military garrisons and outposts were located at Kagitingan (Fiery Cross) Reef, Calderon (Cuarteron) Reef, Gaven Reef, Zamora (Subi) Reef, Chigua (Dong Men Jiao) Reef and Panganiban reef, better known as Mischief Reef.

At Kagitingan Reef, China built a permanent communications and maritime observatory garrison that can house 200 troops. China built a helicopter landing pad, a 300-meter long wharf allowing supply ships and patrol boats to dock, a two-storey barracks and a 500-square meter plantation area. Beijing designated the Kagitingan Reef as its main command headquarters as it is equipped with satellite data transmission, surface and air search radars. This garrison is armed with at least four high-powered naval guns and several gun emplacements.

China built permanent reef fortresses and supply platforms at the Calderon, Gaven and Chigua reefs. These supply platforms can resist winds up to 71 knots and are equipped with VHF / UHF communications equipment, search radars as well as naval guns and anti-aircraft guns. These three supply platforms can also serve as docks for Chinese navy patrol boats.

At Zamora Reef, China has built a permanent reef fortress and supply platform that can house 160 troops. This garrison has a helipad and is armed with four twin barrel 37-millimeter naval guns.

Documents also show that China has built up its facilities at Panganiban Reef. In 1995, Manila and Beijing had a diplomatic dispute when China started building structures on the reef. At that time, China said the structures were shelters for its fishermen but questions were raised as the “shelters” were equipped with satellite communications and radars.

Panganiban Reef now has four building complexes with 13 multi-storey buildings. Fifty Chinese Marines are permanently stationed there and are equipped with satellite communications equipment. China has undertaken several lagoon construction activities at Panganiban Reef. The construction of additional facilities at Panganiban Reef is apparently aimed at establishing pre-positioned bases in the South China Sea, enabling Beijing to project its influence and power in the disputed islands.

Documents also show that apart from the military garrisons and outposts, China is aggressively pursuing large-scale maritime projects aimed at cementing its claim on the Spratlys. These projects include construction of port facilities, airports, navigation buoys, lighthouses, ocean observatories and maritime meteorology networks.

President Aquino had recently voiced the idea of claimant countries jointly developing Spratlys’ resources - and sharing in the benefits. Defense Secretary Voltaire Gazmin says this a “good idea, “ adding that a good neighbor policy may be the best way to resolving the dispute.

The government is expected to open the bidding for construction of the P10.6-billion Ninoy Aquino International Airport (NAIA) Expressway Phase II this year under the Public-Private Partnership (PPP) scheme.

A ranking government official, who requested anonymity, said over the weekend that the detailed engineering for the project is nearing completion.

The official said the expressway, the first to be opened for bidding under the PPP scheme, is a priority infrastructure project of the administration.

Projects under the PPP scheme are entitled to tax incentives as stipulated in the 2011 Investments Priorities Plan.

The expressway project is a component of the Metro Manila Urban Expressway System and the Manila International Airport Access Improvement Project.

A feasibility report prepared by professional service firm Ernst & Young showed that government subsidies and higher toll rates are needed to attract more bidders for the project.

Delta Air Lines, Air France-KLM and Alitalia will sharply reduce flights across the Atlantic starting this autumn, after airlines added too much flying on those routes just as fuel prices shot up.

The change will leave travelers between the US and Europe with fewer choices. Delta began adding more trans-Atlantic flying toward the end of 2010. In November it announced new flights from Boston and Miami to London, as well as additional flights from New York to Paris and Seattle to Amsterdam, among others.

Delta and its partners said they will cut flying capacity by seven percent to nine percent starting this fall. The reduction means that the amount of flying they do will drop about 15 percentage points compared to the growth they had planned previously, Delta President Ed Bastian said.

Bastian said the changes would include eliminating some markets and reducing flights to others, although neither Delta nor Air France-KLM identified particular cities that would see flight cuts.

Delta and Air France-KLM are two of the world's biggest airlines by traffic. Air France executives said on a conference call on Thursday that they met with Delta CEO Richard Anderson in New York about two weeks ago to talk about the cuts, which one of the executives likened to "bargaining'' as they worked out who would reduce flying, and where. Airlines that want to cut flying can either cut a route altogether, put a smaller plane on it, or reduce the number of trips each day. The joint venture between Delta and Air France-KLM currently uses 144 planes on 260 daily flights, Delta said.

A 2.9 magnitude tectonic earthquake rocked Abra province at 2:45 a.m. on Saturday, the Philippine Institute of Volcanology and Seismology (Phivolcs) field station here said.

Another 3.2 magnitude quake shook Iloilo province at 8:25 a,m., also on Saturday.

Phivolcs Researcher Porferio De Peralta said that the mild quake in Abra had its epicenter located at 14 kilometers northeast of Bangued with a depth of 19 kilometers while the tremor felt in Iloilo had its epicenter traced at 36 kilometers southwest of Iloilo City with a depth of 45 kilometers.

De Peralta said that no damage or casualty were reported, and there were no aftershocks recorded in the two mild quakes. (PNA)

US atheists are to hold parties in response to an evangelical broadcaster's prediction that Saturday will be "judgement day".

The Rapture After Party in North Carolina - "the best damned party in NC" - is among the planned events.

Harold Camping, 89, predicts that Jesus Christ will return to earth on Saturday and true believers will be swept up, or "raptured", to heaven.

He has used broadcasts and billboards to publicise his ideas.

He says biblical texts indicate that a giant earthquake on Saturday will mark the start of the world's destruction, and that by 21 October all non-believers will be dead.

Mr Camping has predicted an apocalypse once before, in 1994, though followers now say that only referred to an intermediary stage.

"We learn from the Bible that Holy God plans to rescue about 200 million people," says a text on the website of Mr Camping's network, Family Radio Worldwide.

"On the first day of the Day of Judgment (May 21, 2011) they will be caught up (raptured) into Heaven because God had great mercy for them."
'Countdown to back-pedalling'

The Rapture After Party in Fayetteville, North Carolina, is a two-day event organised by the Central North Carolina Atheists and Humanists.
Promoters of Harold Camping's prediction in New York, 13 May 2011 This prediction has been given an unusually high level of publicity

"Though the absurdity of this claim is obvious to the majority of the world, it's a great opportunity to highlight some of the most bizarre beliefs often put forth by religious fundamentalists and raise awareness of the need for reason," said a posting about the party on the group's website.

Atheists in Tacoma, Washington, have headed their celebration "countdown to back-pedalling".

Events are also planned in Houston, Florida and California.

An atheist and entrepreneur from North Hampshire, Bart Centre, is enjoying a boost in business for Eternal Earth-bound Pets, which he set up to look after the pets of those who believe they will be raptured.

He has more than 250 clients who are paying up to $135 (£83) to have their pets picked up and cared for after the rapture.

They would be disappointed twice, he told the Wall Street Journal. "Once because they weren't raptured and again because I don't do refunds."

Authorities and 22 taxi operators in the city formally agreed to implement and support the security guidelines to ensure the safety of commuters in times of occurrence of terror threats and criminal activities in a simple ceremony Wednesday at the Task Force (TF) Davao Headquarters.

The activity was spearheaded by Colonel Ray Leonardo Guerrero, commander of the Task Force Davao with Senior Superintendent Rene Aspera, director of the Davao City Police Office (DCPO), Magno Adalin, chief of the Davao City Public Safety Office, Desiderio Cloribel, chief of the Traffic Management Center and representatives from 22 taxi firms in the city.

The agreement sets forth the basic guidelines to be followed by taxi operators and owners and by government agencies in ensuring the safety of passengers. Under the agreement, the Davao City Public Safety Office exercises oversight functions of all government agencies in safety and security matters and coordinate with private and non-government entities in the implementation on security policies.

The DCPO and TF Davao, on the other hand, enforce laws and ordinances on peace and order and security, provide assistance to private and non-government agencies on security matters, provide swift response and action in case of actual threat and distress, direct checkpoints for inspection, and to locate owners and return to them lost and found items. Central 911 remains as the coordinating center of all distress calls.

The Traffic Management Center (TMC) ensures the smooth flow of traffic while the Land Transportation Office (LTO) enforces law pertaining to taxi operation and the corresponding registration of vehicles.

Meantime, taxi operators must ensure that their units are road worthy with body markings required by law, copies of current registration and franchise, essential tools, early warning device and spare tire.

Aspera said that with the agreement operators will ensure that their drivers are fit to drive to ensure the safety of commuters. He said drivers also need to be taught in handling distress and emergency situations.

“In this manner, they can help to preempt terror activities,” Aspera said. (PNA)

Libacao mayor Charito Navarosa has urged miners interested to conduct an exploration in the hinterlands of Libacao and nearby Madalag to consult residents first before engaging in mining.

Navarosa said the Kuai Chok Development Limited Corporation, a Chinese firm, has a pending application for an exploration permit before the regional office of the Mines and Geosciences Bureau (MGB) covering 9,519 hectares for possible copper, gold and silver.

The application was filed in 2009, but the firm is yet to comply with requirements for the MGB to determine whether or not to grant the request.

Part of the requirements is for the company to “conduct a project presentation to the concerned local government unit (LGU)” information from the MGB regional office disclosed.

“I do favor responsible mining but residents will have a final say on the decision that we will be making in future undertakings," Navarosa said.

Part of the applied area for exploration covers the hinterland barangays of Panipiason, Medina, Dit-Ana, Mamba, San Jose, Alas-as, Pang-itan, Talangban, Alaminos, Talimagao, Catabana, Cabiawan, Singay and Balactasan in the town of Madalag.

For Libacao town, the exploration wants to cover barangays of Manika, Rosal, Bato-Bato, Canawan, Agma-ilig, Mag-ugba and Calacabian. (PNA)

The Armed Forces on Thursday said it was validating reports that Chinese jet fighters had entered the country’s airspace around the disputed Spratly chain near Palawan but conceded it had no capability to detect and intercept the alleged intrusions.

AFP Chief Lt. Gen. Eduardo Oban said the military was checking the intelligence reports, but admitted that the AFP does not have the capability to detect or monitor such intrusions, and even if it does, it has no power to intercept them anyway.

“In terms of capability, No. 1, we don’t actually have the detection and monitoring capability, we don’t have radars to check if indeed they intruded into our airspace,” he said.

“No. 2, if indeed we have that capability, we need interdiction. We also have no capability to interdict or to intercept, which is why the first option is to lodge a diplomatic protest,” said Oban, who spoke at a Communication and News Exchange Forum sponsored by the Philippine Information Agency.

The AFP chief said he hoped that in time, “we can go in this direction, towards territorial defense.”

“We need to come up with an effective detection and monitoring system most particularly in the Palawan area where we have vast maritime resources to protect,” Oban said.

A military official, who spoke on condition of anonymity for lack of authority to speak on the matter, said the unidentified aircraft was observed at an altitude of about 5,000 feet.

The aircraft was spotted by the Filipino pilots of two OV-10 light attack and observation planes which were on a routine patrol mission near the Reed Bank, part of the Kalayaan group in the Spratly chain claimed by the Philippines.

The Joint anti-kidnapping task force in Central Mindanao has advised the family of kidnap victim not to give in to the kidnappers' demand of P20 million ransom in exchange for her liberty.

"We maintain the no ransom policy of the government," Director Felissimu Khu, chief of Directorate for Integrated Police Operations-Western Mindanao, said.

"We should stop paying ransom because it will become a cycle and more kidnapping will happen," Khu said.

Khu said intelligence information gathered from the field showed Angelina Soken Chew Mantigue is now in the hands of rogue Moro Islamic Liberation Front in Maguindanao’s marshland.

Khu identified the leader of the rogue rebels as Commander Talyo.

Eid Kabalu, chief of the MILF’s civil military affairs, denied Khu’s claim.

"We have no hand in the kidnapping...we are helping as provided for in the interim ceasefire agreement with the government," Kabalu said.

Mantigue was manning her store when four men posed as customers and barged inside the cashier’s cubicle and snatched her.

The 54-year-old trader was forced into a waiting vehicle which sped toward Barangay Mirab.

Pursuing policemen figured in a brief gun battle with the suspects that left one police wounded.

POlice and military personnel also recovered the getaway car and a motorcycle used by the suspects.

The victim's younger brother, Lawyer Roland Chew, has appealed to her captors to free him “because she has been sick.”

Chew said the family is so worried because his sister was yet to recover from illness that brought her to the hospital.

"She was just discharged from the hospital," he said.

Khu said police covert operations are continuing with the support from the military’s 6th Infantry Battalion.

Another Filipino-Chinese trader remained captive more than four months after he was taken in Cotabato City.

Eulogio Adin Yu, owner of Yu Kian Guian Hardware, was kidnapped on January 8 and authorities believed he was killed in captivity.

But Yu's wife Cathy, is still hoping he is alive and be back in her arms soon.

“I appeal to the kidnappers to show proof of life of Adin,” she said in a radio interview. (PNA)

Malacanang welcomed the statement of the Catholic Bishops’ Conference of the Philippines (CBCP) that the calls by some prelates for civil disobedience are not the collective position of the bishops’ collegial body.

"We welcome that statement from the CBCP,” Presidential Spokesman Edwin Lacierda told reporters during the regular news briefing on Thursday in Malacanang.

Earlier, CBCP president and Tandag Bishop Nereo Odchimar said: “The CBCP does not have any official stand regarding civil disobedience. We did not discuss what action to take on civil disobedience.”

Odchimar made the clarification following reports that some bishops and anti-RH advocates earlier said they will campaign for civil disobedience and threatened not to pay taxes in case the RH bill is passed.

Lacierda also said the Palace opted to keep mum regarding the on-going debate between the pro and anti- reproductive health (RH) lawmakers in the Congress adding that it is good that there will be no debate between the government and the Catholic Church following the latest statement of the CBCP.

“Let us leave the debate on this issue to Congress,” he said. (PNA)

Dirk Nowitzki scored 48 points and set an NBA record with a 24-for-24 free throw shooting performance to power Dallas over Oklahoma City 121-112 in Tuesday's opener of their NBA playoff series.

German playmaker Nowitzki went 12-of-15 from the field and sank the most free throws without a miss in a playoff game in NBA history as the Mavericks seized the lead in their best-of-seven Western Conference championship series.

"I was really looking to shoot early," Nowitzki said. "I was able to get my rhythm, make my first couple shots and really got going."

Nowitzki, seeking his first NBA title, staged a shooting clinic as well as swatting aside four shots in a spectacular effort, breaking the perfect playoff free throw mark of 21 set by Boston's Paul Pierce in 2008.

"He played great," Mavericks coach Rick Carlisle said. "Dirk spends a lot of time working on his game and keeping himself ready. He got going early, did a good job of mixing his drives with his jump shots."

Oklahoma City used six different players against Nowitzki to no avail.

Showing no sign of problems after a nine-day layoff since ousting the reigning champion Los Angeles Lakers, the Mavericks won their seventh playoff game in a row by holding off a determined Thunder squad down the stretch.

Back off Manny Pacquiao, just focus on boxing.

This was the advice of Senator Miriam Defensor-Santiago, who even challenged the world boxing champion and now representative of Saranggani province, to a fist fight.

“Suntukan na lang kami [Let’s just slug it out],” Santiago said in jest on Tuesday.

Turning serious, the senator advised Pacquiao not to join the debates on the controversial Reproductive Health Bill, saying that he should rather focus on his sport.

“Huwag mo nang pasukan ito. E kung kaming mga senador, hindi kami pumapasok sa pagboxing pero kung gusto mo e pwede rin [Don’t get yourself involved in this anymore. We senators don’t engage into boxing but if you want, then we may],” Santiago said, reacting to Pacquiao who sided with the Catholic Church in opposing the RH bill.

Santiago also lectured the people's champ when he interpreted the Bible literally when he used the quote “Go out and multiply” to defend his position against the RH bill.

“May I just make a point of grammar please? The Bible does not say, 'Go out to the world.' It sounds very much like God is encouraging us to go out and copulate in public,” she said.

“God said in the Bible, 'Go forth and multiply.' That meant that God wanted man, not necessarily to literally multiply, but to go out to work with the rest of the human beings of this planet and to apply the stewardship theory. Meaning to say, taking care of each other, who are all in the planet living together,” she pointed out.

Besides, Santiago explained that the Bible was not written by God and not even by any of the eyewitnesses to God since she said it was written at least 70 years after the death of Jesus Christ.

“They are quoting Jesus … but none of them were living when he was around plus they're quoting God but the Bible says no one has ever seen God. In fact, if we claimed to have seen God, as I said, you are in urgent need of psychiatric care,” she further said.

Asked if she was threatened by the popularity of Pacquiao, Santiago said, “I don't think so, this is a literate country.”

“We know, we can see, that he knows more about boxing than possibly anybody alive particularly in the welterweight department, which is considered to be “the” boxing title. But still, we cannot be know-it-alls. It will be very misleading to use his celebrity status to enter into, what is after all, a great debate on the political economy,” the senator added.

Breast cancer will overtake lung cancer as the leading deadly disease among Filipino women and men this year, a report by the Philippine Cancer Society (PCS) showed.

Citing the PCS’s “2010 Philippine Cancer Facts and Estimate,” PCS chair Dr. Roberto Paterno said breasts would side step lungs as the “most common cancer site” in the country.

“This is significant as far as the national cancer control program is concerned as we need to intensify efforts to save our women from this deadly disease through early prevention and detection,” Paterno said.

He added the country would have to raise public awareness about cancer and make treatment affordable and easily available for poor patients.

The report showed that “breast cancer will be the leading site for both sexes combined (15 percent) and will rank 1st among women, accounting for 28 percent of all cases.”

This year, an estimated 12,262 new cases will occur among women while some 4,371 will die of breast cancer.

Following breasts as cancer sites are lungs, liver, cervix, colon, thyroid, rectum, ovary, and prostate. Non-Hodgkins Lymphoma cancer was also considered.

For women, the five common cancer sites are lungs, liver, prostate, colon and rectum, followed by breasts, cervix, ovary, and thyroid.

Paterno said the decrease in breast cancer cases could be attributed to the women’s increased awareness about the disease, enabling them to do self-screening of their breast or have it done by medical professionals.

The PCS report underscored the need for women to do self-examination and undergo annual breast examination when they reach 30.

The PCS and the Department of Health have embarked on a P15-million program that will provide free treatment for women with early stage cancer this year.

Under the program, poor patients can undergo a six-cycle treatment that is worth P36, 000 to P180, 000 each.

Alaminos City Mayor Hernani Braganza said the establishment of a Pangasinan State University (PSU) branch in his city was a wise move because it benefited students from poor families to acquire tertiary- level education at affordable cost.

This was the single element or factor that outweighed all other considerations which influenced the decision of the Alaminos City government6 to put up the PSU campus in Alaminos City.

He cited statistics showing that 90 percent of high school graduates in Alaminos City are unable to pursue college education because of poverty.

Braganza said even a private school owned by his family, the Great Plebian College, had to make a supreme sacrifice by losing enrollees when PSU campus in Alaminos was established.

He expressed his appreciation to his fellow officials of Alaminos City for having the same motivation â€"- education of the youth-â€" to exert the most marked influence in their decision to support what was a most noble undertaking.

Braganza bewailed that instead of being supportive and appreciative of the initiatives to make quality education accessible and affordable to students, the president of a private college in Alaminos City has been maligning the city government.

Braganza reiterated his earlier statement that he intends to sue PASS College President Ruben Morante for insinuating in another press forum that anomalies attended to the establishmernt of the PSU campus in Alaminos.

The campus was put up by virtue of a cost-sharing agreement executed between PSU, whose main campus is located in Lingayen, and the Local Government of Alaminos City.

Leaders of non-government agencies hailed Mayor Braganza’s move to file charges against Morante for publicly accusing him (Braganza) of committing anomalous transaction along with PSU in establishing the Alaminos City campus.

"We will definitely sue him," said Braganza of Morante as he reiterated that there was no illegal move committed whatsoever in the establishment of the campus.

The mayor said that since the avowed mission of his (Morante's school is the education of the youth, it is ironic therefore that Morante is now perceived as an impediment to the realization of the mission of the PSU campus. (PNA)

Business establishments in Cebu City have expressed reservations on the proposed ordinance imposing a total ban in the use and sale of plastics in the city.

The Cebu Chamber of Commerce and Industry (CCCI) said that the city should only regulate the use and sale of non-biodegradable materials.

“We are not in favor of the total prohibition and ban on the use of plastics, as the business community and the consumers should be accorded ample time for educating, organizing and mobilizing for an environmental resources management program,” said Robert Go of CCCI.

Instead of an outright ban on the use of plastics, including shopping bags, pouches and polystyrene foam (such as Styrofoam), Go is proposing that the City implement it in phases and using categories.

Direct sellers of plastics and non-biodegradable packaging materials, for example, can be asked to reduce the sale of such materials by at least 50 percent within two years of the ordinance’s approval, Go said.

They can also be required to provide alternative products such as recyclable and reusable bags, he said.

“The 50 percent reduction should be based on its annual gross receipts of the immediately preceding year following the effectivity of the ordinance,” he said.

Go also said City Hall should impose an “environmental fee” for every plastic bag or Styrofoam container used by consumers. The proposed fee ranges from P5 to P15.

Go said the City Treasurer’s Office should check that direct sellers comply with the ordinance, when these sellers try to renew business permits.

Go said all the establishments should be required to reduce the sale and use of plastics, except in the case of products where plastics are incorporated in the overall design.

He added that the use of plastic bags may be allowed as primary packaging materials for fresh meat and fish sections.

As for food dispensing establishments, catering services, hotels and restaurants, Go said they can be required to reduce the use of plastics by 50 percent within one year from the effectivity of the ordinance.

As an alternative, Go said they should provide containers made of eco-friendly materials or recyclable or reusable containers.

In public markets, Go said goods sold in the wet market section such as fruits, vegetables, tomatoes, onions and other similar goods should be packed only in biodegradable containers.

During the council’s regular session last week, Councilors Nida Cabrera and Edgar Labella said they will consider the suggestions made by the CCCI.

Cabrera has filed an ordinance regulating the use of plastics in the city, while Labella filed a separate ordinance banning the use of plastics in the city.

After the public hearing, both said they will come up with one ordinance that will address the plastic problem in the city.

The poor disposal of plastics was among the factors blamed for the flood that hit Metro Cebu last January, because these clogged the city’s waterways and canals. (PNA)

The more than 200 unsolved vigilante-style executions in Cebu City from 2004 to 2007 have frustrated policemen who still face a blank wall on the identities of the hooded and motorcycle-riding gunmen.

Most of the victims were involved in petty crimes, had criminal records or have been in and out of jail.

Senior Insp. Mario Monilar, the former Cebu City Police Office (CCPO) Homicide Section chief who is now Guadalupe Police Station Chief, said the series of killings burdened him.

”We had to keep looking for suspects, and that was nothing to be happy about,” he said.

In those cases, the gunmen were usually masked, rode a motorcycle in tandem, and used a gun to kill their target persons. Most of their targets had criminal records.

Monilar said they solved some of the cases, but the majority remained a mystery.

He said the police could never have been the vigilantes, one of the theories that surfaced when none of the cases were cracked.

”We are a government of laws, not of men. We cannot act like judges,” he said.

The onslaught of the vigilante-style killings started on Dec. 22, 2004, after then Cebu City mayor Tomas Osmena expressed his concern on the increasing crime rate.

Former CCPO director Melvin Gayotin said the crime rate at the height of the vigilante-style killings decreased.

His successor Senior Supt. Patrocinio Comendador, said some crime groups used hired guns and imitated the “vigilantes” in killing their erring members.

”Out of revenge, some took the law into their own hands,” he said.

Osmena, now the congressional representative of Cebu City south district, had said: “I’m not exactly sad when a criminal gets shot.”

But during a mass for the feast of Senior Sto. Nino on Jan. 15, 2006, then Cebu Archbishop Ricardo Cardinal Vidal criticized the summary killings, saying it’s a big sin even if it’s meant for peace and order and whoever inspired it.

Osmena said he may have “inspired” the attacks on the convicted or suspected criminals.

The Integrated Bar of the Philippines (IBP)-Cebu City chapter had criticized Osmena for refusing to take a stand against the summary executions.

The right to life is one of the basic human rights guaranteed by the Constitution, they pointed out.

The killings started to wane in the middle of 2007, after the police identified and filed cases against some gunmen, said Comendador, who is now the officer-in-charge of the Cebu Provincial Police Office (CPPO).

He also said the killings corresponded with a drop in petty crimes like theft, but the homicide rate rose.

Comendador said wanted to stop the killings when he assumed the CCPO’s top post because they were unlawful.

”Everybody deserves justice,” Comendador said of the victims. But, he said, the “slow wheels of justice system” must be made to go faster.

”No matter how swiftly the police force acts, if the case gets stuck at the fiscal’s level, our efforts will be proven futile,” he said.

Monilar said there is a dim chance for vigilantes’ victims to attain justice since most of their relatives accepted their fate.

”They have accepted the fact that most of those killed has caused the community some problems,” he said. (PNA)

More than 700 relatives and guests trooped to the Pacman Gym in Barangay Tambler, General Santos City Sunday night to attend the birthday party of Dionesia Pacquiao, mother of Sarangani Rep. and 8-division boxing champ Manny Pacquiao.

Mommy Dionesia, 62, was unable to fetch her son at the General Santos City Airport as she was busy for the preparations for her birthday party.

The party started with Mass and then a priestly blessing for the gym.

Sporting a brand new blue gown, the Pacmom said she didn't feel 62 but 26 years old.

Pacquiao said he wants his mother to live a long life.

"Proud Kaayo ko nga naa koy ginikanan sama nimo Ma daghang salamat og hinaot iampo nako sa ginoo nga tagaan pa ka og taas nga kinabuhi," he said.

Even the Pacmom's own mother, 89-year-old Lola Cristina Dapidran, also sent her greetings to Mommy Dionisia.

The Pacmom, meanwhile, shed tears of joy after Pacquiao and his wife, Jinkee, gave her a lavish present: a handmade Birkin bag by Hermès reportedly worth P1 million.

Finally, Mommy Dionisia showed off her newest pastime - ballroom dancing and singing.

Among those who attended the party were Ilocos Sur Gov. Luis "Chavit" Singson, former President Joseph Estrada and local officials of General Santos City and Sarangani province.  Report by Francis Canlas, ABS-CBN News

Workers in Metro Manila will probably get no more than P30 increase in their daily take home pay.

German Pacua, member of Regional Tripartite Wages and Productivity Board in Metro Manila, said workers are unlikely to get the P75 across-the-board increase they are demanding despite the continuing increase in prices of commodities.

“Based on records, workers have not gotten our full demand for salary increase and the highest granted by the board so far was only P30 and that was even given in two tranches,” Pascua disclosed.

“That is why personally, and as representative of workers in the board, I would already be willing to accept in our deliberation on Monday a P45 wage hike,” he added.

Pascua said the seven members of the wage board are hoping to come out with a new wage order soon, after they started deliberations on the amount of wage increase on Monday.

“We hope to come out with a sensible decision on Monday, but if the employers would insist on their P13 position I think the deliberation would take longer than expected,” he said.

The Trade Union Congress of the Philippines (TUCP), however, said their demand for pay increase is non-negotiable and that they would not accept anything lower than their previous demand of P75 across-the-board increase.

The leader of the International Monetary Fund and a possible candidate for president of France was pulled from an airplane moments before he was to fly to Paris and was being questioned Saturday by police in connection with the sexual assault of a hotel maid, police said. Dominique Strauss-Kahn was taken off the Air France flight at John F. Kennedy International Airport by officers from the Port Authority of New York and New Jersey and turned over to police Saturday afternoon, said Paul J. Browne, New York Police Department spokesman. He was being questioned by the NYPD special victims office. No charges have yet been filed.

The 32-year-old woman told authorities that she entered Strauss-Kahn's room at the Sofitel near Manhattan's Times Square at about 1 p.m. Saturday and he emerged from the bedroom naked, threw her down and tried to sexually assault her, Browne said. She somehow broke free and escaped the room and told hotel staff what had happened, authorities said. They called police. (See a brief history of the IMF.)

When New York City police detectives arrived moments later, Strauss-Kahn had already left the hotel, leaving behind his cellphone and other personal items, Browne said. "It looked like he got out of there in a hurry," Browne said. The NYPD discovered he was at the airport and contacted the Port Authority, who plucked Kahn from first class on the Air France flight that had not yet departed.

The maid was taken by police to an area hospital. John Sheehan, a spokesman for the hotel, said its staff was cooperating with the authorities in the investigation.

Malacañang yesterday warned colleges and universities that they could face penalties for implementing excessive tuition fee increases this school year.

Deputy presidential spokesperson Abigail Valte reminded school authorities that under the law deregulating private schools, they were allowed to increase tuition but only up to a certain extent based on current inflation rates.

Valte said the increases were meant to cover higher salaries for teachers and other needs.

“Every year, there is an expected increase within a reasonable percentage, but I hope they will not abuse this and will not raise their tuition beyond what is allowed,” Valte said.

Valte said it would be up to the Commission on Higher Education (CHED) to check on the increases made by the schools.

“To those who will abuse, there are corresponding penalties,” Valte said.

The CHED announced Friday that close to 300 colleges and universities in the country will hike tuition this year.

The figure - 282 - represents more than 15 percent of the 1,792 college-level schools in the Philippines.

CHED, however, was quick to assure the public that state colleges and universities will not raise their tuition.

CHED said 69 private colleges and universities in Metro Manila are expected to hike tuition this coming school year, with St. Luke’s College of Medicine eyeing a 12-percent increase.

Meantime, the University of the East-College of Medicine, Ateneo de Manila University, Ateneo Graduate School of Business, Miriam College, Assumption College and OB Montessori will increase their tuition by five percent.

Using intermediaries and inexpensive computer disks, Osama bin Laden managed to send emails while in hiding, without leaving a digital fingerprint for United States eavesdroppers to find.

His system was painstaking and slow, but it worked, and it allowed him to become a prolific email writer despite not having Internet or phone lines running to his compound.

His methods, described in new detail to The Associated Press by a counterterrorism official and a second person briefed on the US investigation, frustrated Western efforts to trace him through cyberspace. The people spoke to the AP on condition of anonymity to discuss the sensitive intelligence analysis.

Bin Laden's system was built on discipline and trust. But it also left behind an extensive archive of email exchanges for the US to scour. The trove of electronic records pulled out of his compound after he was killed last week is revealing thousands of messages and potentially hundreds of email addresses, the AP has learned.

At that location, the courier would plug the memory drive into a computer, copy bin Laden's message into an email and send it. Reversing the process, the courier would copy any incoming email to the flash drive and return to the compound, where bin Laden would read his messages offline.

It was a slow, toilsome process. And it was so meticulous that even veteran intelligence officials have marveled at bin Laden's ability to maintain it for so long. The US always suspected bin Laden was communicating through couriers but did not anticipate the breadth of his communications as revealed by the materials he left behind.

Navy SEALs hauled away roughly 100 flash memory drives after they killed bin Laden, and officials said they appear to archive the back-and-forth communication between bin Laden and his associates around the world.

Al-Qaida operatives are known to change email addresses, so it's unclear how many are still active since bin Laden's death. But the long list of electronic addresses and phone numbers in the emails is expected to touch off a flurry of national security letters and subpoenas to Internet service providers. The Justice Department is already coming off a year in which it significantly increased the number of national security letters, which allow the FBI to quickly demand information from companies and others without asking a judge to formally issue a subpoena.

Officials gave no indication that bin Laden was communicating with anyone inside the US, but terrorists have historically used US-based Internet providers or free Internet-based email services.

The cache of electronic documents is so enormous that the government has enlisted Arabic speakers from around the intelligence community to pore over it. Officials have said the records revealed no new terror plot but showed bin Laden remained involved in al-Qaida's operations long after the US had assumed he had passed control to his deputy, Ayman al-Zawahri.

The files seized from bin Laden's compound not only have the potential to help the US find other al-Qaida figures, they may also force terrorists to change their routines. That could make them more vulnerable to making mistakes and being discovered.

Butuan City Police Station 4 police investigator SPO1 Zaldy Calpo Undayan told The STAR in an interview, the Bachelor Bus model De Luxe Express (EYA 191), with body number 3032 was cruising toward Surigao city at minimal speed when it lost its brakes, overshoot the road pavement and rammed into a concrete fence of a construction firm compound in Barangay Tiniwisan this city.

June bride Miriam getting Noy as best man
By Christina Mendez (The Philippine Star)

Manila, Philippines - President Aquino has been asked to be the best man when Sen. Miriam Defensor-Santiago and her husband of 40 years, Narciso Santiago Jr., renew their vows at the Manila Cathedral on June 19.

The office of Santiago has started distributing applications for media accreditation for the coverage of the event, dubbed at the Senate as the “wedding of the year.”

The feisty senator will be a June bride, remarrying her husband whose nickname is Jun during the wedding month.

If Aquino is best man, the bridesmaid is reportedly actress Heart Evangelista.

Despite the apparent differences in their political views, Sen. Santiago has reportedly chosen Aquino as the best man for their renewal of vows because the President’s father, the late Sen. Ninoy Aquino, was also one of the sponsors at the couple’s wedding 40 years ago.

Miriam and Jun were schoolmates at the University of the Philippines in Diliman, Quezon City.

Sen. Santiago was appointed head of the Bureau of Immigration during the term of former President Corazon Aquino, mother of the current president. Santiago was later appointed agrarian reform secretary.

During their marriage, the couple did not have major scandals except for the suicide of one of their sons several years ago in their Quezon City residence.

The incident left the family, especially Sen. Santiago, devastated, but it also prompted her to return to public service.

CAGAYAN DE ORO, Philippinesâ€"Two Swedish computer experts jailed for life in this city on cybersex charges say they are living a nightmare among hardened criminals and insist they did nothing wrong.

Emil Andreas Solemo and Bo Stefan Sederholm were this week convicted of human trafficking for running an operation in which 17 naked women in an office building performed in front of cameras for overseas Internet clients.

The government hailed the verdict as a landmark victory in the battle against human trafficking because the Swedes were the first to be handed life sentences for what has in recent years become a booming cybersex industry.

For brutally killing a stray cat and bragging about it in his blog in 2009, a University of the Philippines student was not only fined P2,000, but would have to take care of more than 200 cats and more than 50 dogs at an animal shelter.

Joseph Candare pleaded guilty on Thursday to charges of violating the Animal Welfare Act and was consequently convicted by a Quezon City Metropolitan Trial Court after his arraignment.

Candare’s conviction is the first conviction for a case that PAWS has initiated and filed against an individual violator of animal welfare and rights.

Instead of sentencing him to six months to two-year jail term as mandated by law, Judge Catherine Manodon of MTC Branch 40 ordered Candare to pay a P2,000 fine.

As part of the Candare family’s arrangement with the Philippine Animal Welfare Society (PAWS), the UP student will also render volunteer work for PAWS in the next two to six months.

“He will be doing most of what other volunteers do. It is perhaps his apology for his deed years ago,” said Charlene Laxamana, administrative officer of PAWS.

Like any other volunteer, Candare will be taking care of 255 cats, 53 dogs, as well as cleaning their cages and doing clerical work.

Aside from the volunteer work, Candare will also receive advice from a psychologist, according to Laxamana.

Laxamana said there had been over 40 convictions in the past for violations of the Animal Welfare Act, but these involved mostly mass animal abuses, such as the transport and sale of dog meat.

Candare, then a 19-year-old student in 2009, admitted on his blog that he tortured and killed a stray cat at the National Institute of Physics compound at the UP Diliman campus in Quezon City.

Candare eventually deleted the post after receiving outraged and shocked comments about it.

Oil prices were down in Asian trade Friday after rebounding on Thursday as traders weighed crude demand levels and bearish economic data, analysts said.

New York's main contract, light sweet crude for delivery in June, lost 87 cents to $98.10 a barrel in morning trade, while Brent North Sea crude for June delivery was down 72 cents to $112.26.

On Thursday, the International Energy Agency cut its outlook for 2011 global oil demand growth by 190,000 barrels per day because of high oil prices and weaker recovery in rich countries.

The IEA said it had trimmed its 2011 forecast for global oil demand growth due to "persistent high prices and weaker IMF GDP projections for advanced economies." It put total demand at 89.2 million barrels per day.

The local stock index lost ground for a second straight session on Friday, pulling back below 4,300, as China's fresh move to tighten monetary policy added to profit-taking pressures.

The main-share Philippine Stock Exchange index shed 19.9 points or 0.46 percent to finish at 4,292.11.

Despite the profit-taking of the last two days, the early-week run-up still left 73.04 points or 1.73 percent in net gains for the index this week.

Trading on Friday was mixed across sectors, with the mining/oil counter succumbing most to profit-taking after steep gains in recent days. The financial, property and services counters also traded in the red while the industrial and holding firm counters posted marginal gains.

The index was led lower by Lepanto "A" (open only to local investors), JG Summit, DMCI, SM Investments, EDC, First Gen and Ayala Land.

China has halted diesel shipments and restricted exports of refined oil products, in a bid to ensure domestic supply and stabilise fuel costs amid surging inflation in the country.

The National Development and Reform Commission said in a statement that exports of refined oil products would be "strictly controlled" and those of diesel temporarily stopped, except to Hong Kong and Macau.

The country's top economic planning agency also urged oil producers to "maintain full capacity operation" to increase output, in the statement dated Thursday.

"Economic authorities at all levels and oil producers must fully acknowledge the significance of ensuring refined oil supply in terms of maintaining social stability and facilitating economic growth," it said.

The commission also vowed to crack down on hoarding and unauthorised price hikes, according to the statement.

China has raised prices for gasoline and diesel fuel four times since October, citing rising global crude oil prices and fanning concerns about politically-sensitive inflation in the world's second biggest economy.

China exported 8.63 million tonnes of refined oil in the first four months of the year. It consumed 78.33 million tonnes during the period.

Singapore Airlines Ltd. said its profit fell 38 percent in the January-March quarter as soaring fuel prices pushed up expenditure.

The carrier said in a statement Thursday that its net profit in the first quarter was SG$171 million (US$139 million) compared with SG$278 million a year earlier.

Quarterly revenue at the world's second-biggest airline by market capitalization rose to SG$3.59 billion from SG$3.34 billion a year earlier.

Expenditure increased to SG$3.42 billion from SG$3.10 billion as jet fuel prices jumped 34 percent from a year earlier.

The airline said high fuel prices and weakness in passenger numbers would continue to hurt operating performance in the near term.

For the fourth straight year, the level of software piracy in the Philippines remained at 69 percent in 2010, but losses linked to the use of unlicensed software ballooned to $278 million from $217 million the year before.

The 8th Annual Global Software Piracy Study, conducted by the Business Software Alliance and International Data Corp., showed that the value of dollar losses connected to software piracy in the country had grown steadily from only $147 million in 2007 to $278 million last year.

The rise in dollar losses, however, had more to do with the rise in personal computer shipments to the country than the lack of efforts to curb piracy, BSA Asia-Pacific senior director for marketing Roland Chan said.

The legendary New York Daily News columnist/cartoonist Bill Gallo passed away this Tuesday at the age of 88.
Boxing was the favorite sport of Gallo, who, amazingly was still contributing work to the tabloid he has worked at for an astonishing seven decades.

Gallo wrote a column after watching the Manny Pacquiao-Antonio Margarito clash last November and was dazzled and awed by the performance of Pacquiao.

Here are some excerpts from Gallo’s column three days after the fight in Dallas, Texas: “…As soon as the bout started, it was amazingly apparent that the difference in weight would have nothing to do with the outcome. Nor did the 4-inch height advantage Margarito had over this brash Philippine Piston. All right, are you getting a bit of the picture? You want more, like how good is he as a fighter? Here it is, and you can quote: This is one hell of a fighter, the likes of which I haven’t seen since Willie Pep and Sugar Ray Robinson. Yes, those two whom I’ve always regarded as the best ever.”

“By the second round, Pac already had figured out how to beat this big man, who had his right hand cocked to throw at an unprotected chin,”  Gallo wrote. “Never happened. Nearly every time Margarito threw that right, Pac, with his shifty, inventive head moves, eluded the punch â€" the same one Margarito had used to score 27 knockouts.”

“It seemed so natural for Pac â€" every time Margarito would miss, like a flash came two pumps of Pac’s right to Margarito’s jaw, followed by a nice left half-hook, half-uppercut. Those were the kind of moves Pep and Robby used to make. To the eyes of a fight buff, it was an artful and beautiful performance. Round by round, the slaughter continued.”

Gallo, an International Boxing Hall of Fame inductee and winner of the prestigious James J. Walker Award from the Boxing Writers Association of America, was ready to compare Pacquiao with great prizefighters from other generations:

“With every good â€" let’s make that, great â€" fighter there are always comparisons. It goes way back to Jack Dempsey: Was he as good or better than Joe Louis? Was Joe Louis better than Muhammad Ali or Rocky Marciano? Who really was the greatest? Was it Ali?”
“Some fight guys might say Ali, but most still won’t hand him that special title. The thing in boxing is that when the greats are compared, it always winds up in some kind of a fierce barroom argument.”

“So now we have a gym full of great lightweights â€" we’ll just stick with this division for now â€" to compare with Pacquiao. Take these: Is he as good or better than: Tony Canzoneri? My opinion â€" better. Barney Ross? Better. Roberto Duran? As good or even better. What about Henry Armstrong, who held three titles at the same time? Wasn’t he in the same class in throwing punches in multitudes? Didn’t Armstrong fight somewhat like Pacquiao?”

“My answer: No. They are different fighters. While Armstrong would bury his head into his opponent’s chest, firing lefts and rights to the body and head, Pacquiao is a thinking, deliberate puncher who rarely misses. I see Pac as the better fighter.”

Gallo, then, in his column, asked himself the toughest question of all â€" if Pacquiao is the best boxer his eyes have ever seen?

“I’m going to wind this up by asking myself this question: Okay, Mr. Boxing Man, are you telling me this Philippine Dynamo is the best you have ever seen? Yes, in a very long time. And he might just be the man who will eventually put boxing back in the upper deck of sports. Believe me, this kid who aspires to be big in Philippine politics, with his perpetual smile and special brand of punching ability, is indeed the goods.”

Police detectives scored anew in their campaign against illegal drugs and loose firearms following the arrest of an alleged notorious drug dealer who carries a gun while selling illegal drugs in Barangay Sulivan, Baliuag, BulacanTuesday night.

Chief Inspector Marlon R. Santos, provincial officer of the Bulacan PNP-Criminal Investigation and Detection Team (CIDT), identified the arrested suspect as Edwin Roque alias “Papu”, 31, a member of “Sputnik Gang” and resident of Sitio Dulong Bayan, Barangay Sulivan here.

Santos said Bulacan CIDT operatives led by SP02 Aldam Kulayan, in coordination with the Philippine Drug Enforcement Agency (PDEA), conducted a buy bust operation in the area after receiving reports that a notorious drug dealer is openly selling "shabu" in the area while carrying a handgun.

Santos said the CIDT operatives arrested Roque after selling a plastic sachet of shabu worth P2,000 to a poseur buyer.

When frisked, the lawmen recovered a caliber .38 revolver with three live bullets tucked on the suspect’s waist.

Santos said a lady companion of the suspect, identified as a certain Michelle Dionisio, was also brought to the CIDT headquarters in Malolos City for investigation.

Appropriate charges will be filed against the suspect, Santos added.

This was the second time that the Bulacan CIDT arrested a suspected drug pusher with a gun.

Last May 3, Santos said a CIDT team arrested a suspected member of a gun-running syndicate who was also caught with a plastic sachet of shabu during an operation against loose firearms in Barangay Abangan Sur, Marilao town. - pna

About a third of all the food produced for human consumption each year or roughly 1.3 billion tons is lost or wasted, according to a new study commissioned by the UN Food and Agriculture Organization (FAO).

The study, compiled by the Swedish Institute for Food and Biotechnology and unveiled Wednesday, finds that food waste is more of a problem in rich countries and food loss during production is a bigger issue in poor countries because of poor infrastructure and technology.

Consumers and retailers in industrialized countries waste an estimated 222 million tons of food each year, mostly by throwing away perfectly edible food. Fruits and vegetables have the highest rates of wastage.

The average consumer in Europe and North America wastes 95 to 115 kilograms of food a year, while in sub-Saharan Africa, South Asia or Southeast Asia, an average consumer wastes only six to 11 kilograms of food.

The report outlines steps to reduce waste, noting that surveys consistently show consumers are willing to buy foods that are safe and taste good even if their appearance does not meet some standards.

Selling farm produce direct to consumers, without having to go through supermarkets and their over-emphasis on the appearance of foods, is another recommendation.

Charities should work with retailers to collect and then distribute or on-sell food that would otherwise be thrown away, despite meeting standards of safety, taste and nutrition.

The report also calls for a change in consumer attitudes to encourage them to not buy more food than they need at any one time and to not throw food away needlessly.

For poorer countries, the report recommends measures to strengthen the food supply chain post-harvest, noting that many farmers miss out on valuable income because food is lost during harvest or in subsequent storage. - pna

US travel industry leaders on Thursday called for an end to the United States' "burdensome" visitor visa program, saying it drives tourists and their job-creating dollars to other countries.

"The United States imposes unnecessary barriers on international visitors that inhibit economic growth," the US Travel Association said in a report called "Ready for Takeoff," outlining ways to increase travel to the United States.

"Specifically, a burdensome US visa system drives millions of potential travelers to other countries at an enormous cost to our economy," the report says.

The report considers every dollar spent by foreign visitors to the United States to be an export dollar, which makes travel "an easy export industry to expand and a key to closing our trade deficit."

Increasing the number of visitors to the United States could help to double exports within five years and create 1.3 million new jobs by 2020, the report says.

But a key step to achieving that is to do away with what the group called an onerous visa system.

It can take six months or longer for Brazilians and Chinese to get visas to come to the United States.

Cebu Provincial Board Member Agnes Magpale took her oath Tuesday as the new vice governor of Cebu at the Legislative Session Hall in Danao City, some 40 kilometers north of this city.

For the first time in Cebu’s history, women hold the two top positions in the Provincial Government.

Magpale was aware, though, of the possibility she may only occupy the post for two or three months in case the Commission on Elections (Comelec) will favor businessman Glenn Soco’s election protest against the late Vice Gov. Gregorio Sanchez Jr.

”I have made a decision. I can’t hold hostage the interest of the Cebuanos for my own self-interest. So whether I sit there for two months, or three months, I have made up my mind and I just did,” she said.

She took her oath first before Danao Vice Mayor Ramon “Nito” Durano III whom she considered her political mentor, then before Judge Maria Josefa Ramos of the Municipal Trial Court in Danao City.

Magpale said Ramos was the first attorney of the Court of Appeals (CA) hired by her late husband, former executive justice of the CA in Cebu, Arsenio Magpale.

”If the position is for me, then it’s for me,” she told reporters prior to her oathtaking.

She said she assumed the position as vice governor as required by the law after Sanchez succumbed to lung cancer.

Department of Interior and Local Government 7 Director Pedro Noval said Magpale has now relinquished her post as PB member.

But in case Soco will win the election protest, she can go back to the PB if she will be recommended by her party, Barug Alang sa Kauswagan ug Demokrasya (Bakud).

President Benigno S. Aquino III expressed confidence that “a very good resolution” to the country’s decade long rebellion and secessionist problems will be resolved in the soonest possible time.

Citing the report submitted to him by Presidential Adviser on the Peace Process Secretary Teresita “Ging” Deles, the Chief Executive said that a breakthrough in the ongoing peace negotiations with the Communist Party of the Philippines-New Peoples Army-National Democratic Front (CPP-NPA-NDF) and the Moro Islamic Liberation Front (MILF) could happen.

“Nakakagulat. Baka magkaunahan kung sino (sa CPP-NPA-NDF and MILF) ang ma-solve,” the President said as he informed his party mates present during Fellowship Night celebrating his first year victory after the May 10, 2010 national elections at the Liberal Party headquarters in Cubao, Quezon City.

Though he decided not to go into the details of the separate negotiations with communist and secessionist groups, the President told party mates that the proposals presented by the government counterparts are “extremely doable.”

“Pero pag sinabi ko kung sino ang mga proponent at kung ano ang mga hinihirit nila lahat ng mga ayaw magkasundo-sundo tayo, babatikusin, baka dagdag panganib doon sa mga gusto talagang makipagkasundo,” he said.

On the issue of the informal settlers, the President also informed his party mates that Agriculture Secretary Proceso Alcala, Interior and Local Government Secretary Jesse Robredo, Agrarian Reform Secretary Gil Delos Reyes, and Environment and Natural Resources Secretary Ramon Paje are all working towards solving it.

In Metro Manila alone, the President said, some 560,000 families are classified as informal settlers and the four secretaries have furnished him a copy of their proposed long-term solutions including the allocation of 2.5 million hectares of land for their relocation site.

President Benigno S. Aquino III thanked his party mates in the Liberal Party (LP) including his Cabinet Secretaries for their continued support to his administration.

In an impromptu speech before LP stalwarts during a fellowship on Tuesday, the Chief Executive cited LP’s support, particularly in his agenda of changing the “traditional politician” image that hounds the country’s political culture including the reforms that he instituted since he assumed the presidency in the May 2010 elections.

Some 150 congressmen, governors, municipal and city mayors, including board members attended the Fellowship Night at the LP headquarters in Cubao, Quezon City.

The President underscored the need for the continued support of the LP to achieve his administration’s dream of providing the Filipino citizenry decent and high paying jobs, housing and livelihood opportunities.

The President stressed that if LP remains solid until the end of his term in 2016, his administration’s dream to pursue its objective for the Filipino people, will be achieved in the near future.

“It’s been one year since that momentous day. I think we delivered so much. In ten months we have been here (running the country), and we are moving in the right direction of changing and transforming our society,” the President said.

“Without all of you believing in the dream, we will not be able to achieve all of this to reach our common goals,” the President.

For his part, Liberal Party president and former Senator Mar Roxas III exhorted LP officials and members to join hands and remain united in supporting the Chief Executive, a real leader that would actually deliver. - PNA

Key research released today at the International Life Saving Federation's World Conference on Drowning Prevention shows child drowning in Asia could be dramatically reduced by 80 per cent.

Approximately 300,000 children drown in Asia every year.

The findings come after four years of collaborative research between Royal Life Saving Society - Australia, The Alliance for Safe Children (TASC), the Centre for Injury Prevention Research Bangladesh (CIPRB) and UNICEF.

"Drowning disproportionately affects children, low income and less adaptive populations. Research and surveys continually show us that drowning has reached epidemic proportions in many Asian countries and is the leading killer of children post-infancy in many nations," said Dr Steve Beerman, President of the International Life Saving Federation (ILS).

Dr Michael Linnan, Technical Director for TASC: "Drowning kills more children than tuberculosis, more than HIV, more than malaria, and more than tetanus, whooping cough and polio combined," he said at the conference today.

Drowning deaths climb dramatically from less than 20 per 100,000 for infants to over 100 deaths per 100,000 for children aged 1-2 across Asia and remains significantly high for children into their teenage years.

Miami advanced to the NBA playoff semi-finals Wednesday, defeating the Boston Celtics 97-87 with the help of some clutch late baskets from LeBron James and a team-high 34 points by Dwyane Wade.

Miami took advantage of three turnovers and five missed shots in the final five minutes by the Celtics to score the last 16 points of the fourth quarter and win the series four games to one.

Wade finished with 34 points, 10 rebounds and five assists, while James had 33 points and Chris Bosh added 14 points and 11 rebounds.

It marks the first time the Heat are in the NBA semi-finals since they won the league championship five years ago.

James, who put Miami up for good with a three-pointer with 2:10 remaining, and Bosh are in their first season with the Heat. After a slow start the move to have then join Wade in Florida seems to be working.

Notebook computers powered by Google software are heading to market in a direct assault on the Windows operating system at the heart of Microsoft's technology empire.

The California-based Internet colossus partnered with electronics makers Samsung and Acer on notebook computers essentially crafted as portals to online applications or services reached through Google's Chrome Web browser.

"Whether it be Microsoft or other operating system vendors, the complexity of managing your computer is really torturing computer users out there," Google co-founder Sergey Brin said during a press briefing.

"That is a flawed model," he said. "Chrome notebooks are a new model that doesn't put the burden of managing a computer on you."

Thousands of people have tinkered with a prototype Chrome notebook that Google distributed last year to live test the product.

Google collaborated with Samsung and Acer on versions of Chrome notebooks that will be available for purchase online beginning June 15 in Britain, France, Germany, Italy, Spain, Netherlands and the United States.

Roundly eight of every 10 Boholanos are satisfied by the leadership and services of Gov. Edgar Chatto, according to the latest survey done by the Holy Name University (HNU) Research Center.

Results of the Bohol Poll 2011 of the public pulsing institution in this part of the country show that Chatto, whose administration turns exactly 10 months today, garnered a telling net satisfaction rating of 77%.

The trust score attributed by his government fellows to what they call Chatto's "selfless servant leadership" is reputed to be highest given to a sitting Bohol governor ever.

They noted that the governor instituted not just institutional reforms but positive transformation as well in the work attitudes and service ways in the rank and file of capitol upon assuming post in July last year.

The results of the survey done from April 2 to 19 were released by the HNU Research Center, which is mastered by the Social Weather Station (SW#S), just on Thursday.

Chatto polled highest in the First District at 86%, followed by 79% in the Second District and 69% in the Third District, the province's biggest congressional district with 19 towns.

Seventy-one percent (71%) of the Tagbilaranons gave the governor a satisfaction rating of 71%, which is 28% higher than their score for City Mayor Dan Lim. Lim only got 43% in the people's satisfaction survey for the top city hall tenant.

Survey respondents were asked if they are satisfied, dissatisified or not satisfied at all by their elective leaders' execution of official mandates.

Excluding Tagbilaran City, the rest of the First District comprised by 14 towns gave the governor a record net trust card of 91%.

Also Bohol-wide, Vice Gov. Concepcion Lim earned 50% net satisfaction, and garnered even higher at an identical 60% among the class E and 35 to 44 years old survey respondents.

Chatto, in tandem with the first Bohol vice governor, has introduced unprecedented initiatives in provincial governance, including the HEAT Bohol Caravan which delivers capitol programs and services right to the constituent doorstep.

He is also the first and only provincial chief executive to hold four governor's offices, three of them being his main office at capitol building, his extension office at the Governor's Mansion, and his governor's sub-office in Talibon.

Chatto also holds office at a devolved hospital depending on schedule. There are 10 hospitals managed by the provincial government as an offshoot of the devolution mandated by the Local Government Code of 1991.

In addition, he has instituted every Monday as the People's Day at capitol, allowing his constituents from all walks of life to see their governors on varied concerns, even including confidential personal problems.

Only six percent (6%) said they were dissatisfied while 11% were undecided, said the same survey.

Urban centers gave the governor a net satisfaction score of 79%, just two points higher than his rural rating.

Across brackets, the class ABC rated him 88%; class D, 79%; and class E, 71%.

Eight of every 10 Boholanas said Chatto satisfied them while the male sector gave him 75%.

The governor also polled highest at 90% satisfaction rating among those aged between 35 and 44 while he got 74% from among the younger people of ages 25-34.

Younger Boholanos of ages 18-24 gave him 62% while he polled 67% among the elders between ages 45 and up.

The net total Bohol satisfaction rating of 77% for the governor is 28% higher than his 43% rating in the last round of the HNU Bohol Poll for the election period last year.

But the said survey was intended to determine who among the gubernatorial bets was most preferred by the electorate.

Chatto had the highest voters' preference, which was ultimately more than fully confirmed by his winning vote margin unprecedented in the history of Bohol's hotly-contested gubernatorial polls. (Ven rebo Arigo.)
