By Rudy Santos

Saturday, July 26, 2008

A Qantas Boeing 747 was forced to make an emergency landing in Manila yesterday after a large part of its fuselage tore off in mid-air.

Terrified passengers reported how the giant aircraft, which was flying to Melbourne from London, plunged 20,000 feet after a shuddering noise.

The mid-air rupture, whose cause remained undetermined as of press time, left a “gaping hole” in the plane’s fuselage, officials and passengers said. The aircraft was carrying 356 passengers and 19 crew. From London, the plane made a stopover in Hong Kong.

Australian ambassador to Manila Rod Smith arrived at the Ninoy Aquino International Airport to help arrange hotel and flight accommodations for the passengers.

“There was a terrific boom, and bits of wood and debris just flew forward into first (class) and the oxygen masks dropped down,” June Kane, a passenger from Melbourne, told the Australian Broadcasting Corp.

“We were told that one of the rear doors, a hole had blown into it, but I’ve since looked at the plane and there’s a gigantic gaping hole in the plane,” she said.

“It was absolutely terrifying, but I have to say everyone was very calm,” she added.

Qantas chief executive officer Geoff Dixon said initial inspection showed the aircraft had sustained a hole in its fuselage near the right wing.

He said the flight crew performed emergency procedures after oxygen masks were deployed and there were no reports of any injuries.

The Qantas flight QF 30 touched down at 11:12 a.m. and was immediately surrounded by fire trucks and ambulances from the airport rescue and emergency unit.

The aircraft came to a halt at the end of runway 24 where it remained for 30 minutes until a tow truck pulled it to the Ninoy Aquino International Airport Terminal 1.

A large piece of what appeared to be canvas and a red piece of insulation material stuck out of the fuselage as if pushed by an explosion from the inside.

But Angel Atutubo, airport chief of security and emergency, said they did not see any sign of burning or explosion.

An aircraft mechanic said it was fortunate that there were no control wires, hydraulic or pneumatic tubing on the right side of the aircraft, or the outcome would have been tragic.

The plane was eventually towed to the Lufthansa Technik hangar for closer examination.

Qantas’ Dixon said the Australian Transportation Safety Bureau and Civil Aviation Safety Authority had been notified of the incident.

Manila airport operations officer Ding Lima said the aircraft lost cabin pressure shortly after leaving Hong Kong for Melbourne.

“The captain of the aircraft immediately called the (Manila) control tower for an immediate landing,” Lima told local radio.

“There is a big hole in the belly of the aircraft near the right wing about three meters in diameter,” he added.

Flight QF30 was due to arrive in Melbourne at 11:45 a.m. if there was no accident.

Lorena Dimaya, a Qantas assistant supervisor in Manila, said the incident had not been life threatening.

She said the plane had taken off from Hong Kong when it “encountered some technical problems and requested to be diverted to Manila, where it made an emergency landing.”

Passenger Kane said the problem seemed to center on the baggage compartment of the plane.

“I’m looking at the plane now and on the left-hand side, just forward of the wing, there’s a gaping hole from the wing to the underbody,” she said.

“It’s about two meters by four meters and there’s baggage hanging out so you assume that there’s a few bags that may have gone missing,” she said.

Tamara Reinisch said the experience was nerve shattering. “That’s terrible. I heard a big bang, people are crying, babies are screaming and many were grappling how to put on the oxygen mask,” she said.

“We were at 30,000 feet and I wonder how we would be able to get down,” she said.

“It’s surreal, it was like a dream,” White said of his experience.

Anthony Maher, who was traveling with his wife Rachel and two-year-old daughter, said he heard a loud noise “like a door opening.”

“There was a loud explosion right behind my feet and I was seated at 26 K on the same side where the explosion was. Some debris came flying towards me. It’s very, very frightening but it seems okay and I think the pilot was in control,” Linda Penecoat said.

Sir Macky bunch of thanks, this is a big challenged in our part and i firmly believe that by leading good example to the masses ma lessen na ning corrupt nga systima sa atung gobyerno, but this can't be done in one quarter alone, this is an all out war against corruption mao nga we need leaders nga maka tao ug maka dios, for the meantime because of the demand of my work so with to my family i will play as a supporter whatever cause your group has acted, more power and God Bless.

This is truly heart-warming for someone who started his career from nothing.
In the hope of inspiring Olympic-bound Filipino athletes, boxing icon Manny Pacquiao is offering a cash reward of P1 million for the athlete won wins a gold medal in the Beijing Games next month.

"Sana, kahit paano ay makatulong ito sa pag-motivate sa ating mga mahal na atleta," said Pacquiao late Monday.

Pacquiao will attend the Olympics after he was appointed by President Arroyo as the country’s special envoy to the Olympics and also as the flag bearer of the Philippine delegation.

Pacquiao’s pledge raises the Olympic pot to P8 million.

Broken down, the Filipino Olympic gold medal winner will get P5 million from the government as provided for by law while two private sponsors â€" Microsoft Philippines and businessman Lucio Tan â€" have also pledged P1 million each.

A total of fifteen Filipino athletes will compete in the Aug. 8 to 24 Games. The country’s strongest bets for a medal are athletes in boxing and taekwondo.

The members of the team are Henry Dagmil and Marestela Torres (athletics), Mark Javier (archery), Harry Tañamor (boxing), Sheila Mae Perez and Ryan Fabriga (diving), Eric Ang (shooting), Miguel Molina, James Walsh, Daniel Coakley, Ryan Arabejo and Christel Simms (swimming), Marie Antoinette Rivero and Tshomlee Go (taekwondo) and Hidilyn Diaz (weightlifting).

Experts have picked Tañamor, the 2007 world championships silver medalist, and taekwondo jins Rivero and Go, as the ones with the best chances of winning a medal.

Boxing brothers Roel and Onyok Velasco, 1992 Barcelona bronze medalist and 1996 Atlanta silver medalist respectively, believe that the 30-year-old Tañamor will win the gold if given a fair shake in the officiating and if the luck of the draw shines on him.

Onyok’s silver in 1996 was the last medal won by the country in the Olympics. Team Philippines failed to produce any in Sydney (2000) and Athens (2004).

A Filipino family living under a bridge is silhouetted in Manila, despite the danger to their lives. President Gloria Macapagal-Arroyo said on July 16 her government has spent P8 billion so far this year to support the poor from surging food and energy prices. The poor comprise a third of the Philippines population of nearly 90 million.

Results of an online survey conducted by international magazine TravelWeekly listed the resort island of Boracay in Western Visayas as the best leisure destination in Asia, beating other favorites such as Bali in Indonesia and Sanya in China.

The survey, called “Attractions that rock Asia,” drew responses from 2.2 million viewers who participated in the online poll.

Boracay is the only Philippine destination nominated in the survey. No entry from the Philippines was included for other categories such as Best Business and Meetings Incentives and Conventions and Exhibits Destination, Best Cultural and Heritage Destination, and Best Eco-Tourism Destination.

Reacting to the results of the online survey, Tourism Secretary Ace Durano said the resort island, which is a part of Aklan, continued to attract tourists because of its unrivalled beauty.

He said the government was committed to intensify efforts to protect and preserve the natural charm of Boracay.

The Tourism Department is implementing a master plan for Boracay that involves decongestion of the crowded White Beach and improving water services on the island.

Durano earlier called for a moratorium of construction on the resort island, until a new land use plan was completed to guide new resorts development.

He said Boracay continued to be the destination of choice by tourists because of its natural assets and the quality service provided by the tourist establishments there.

“In promoting a destination, the natural beauty of the site is not the only consideration. We also have to give top-notch service to make the stay of our guests both pleasurable and memorable so they will keep coming back,” he said.

Arrivals on the island last year grew 7.7 percent to 596,707. The tourism department expects some 700,000 tourists to visit the island this year because of greater availability of flights from Asian countries.

In June this year, Mandarin Airlines, a sister company of China Airlines, opened direct flights from Taipei to Kalibo, one of the two gateways to Boracay, the other being Caticlan.

THE DOLPHY BOOK.

Kasi last year, malaki ang aming celebration dahil 79 ako. Sabi ni Zsa-Zsa, gawin na naming 80 kasi parang sa Chinese feng shui daw na ‘pag [number] 9, ayaw nila. Sabagay malaki din naman itong celebration ko, mayroong Double Trouble, may special sa akin on August 3, kung saan halos lahat ng artista ng ABS nandito, so malaki na rin."

LOVE BETWEEN COMEDIANS.

Pati lahat ng kasama namin doon, ‘di mo mararamdaman na nagtatrabaho ka, dahil masaya kami all the while hanggang umaga. Mula sa umpisa ng shooting hanggang kahit kumakain kami, puro tawanan lang kami nang tawanan kaya nga ‘pag umuuwi ako doon ako nalulungkot kasi kami-kami na lang uli.

"'Di kami nagte-text at nagtatawagan pero alam ko sa puso ko na mahal niya ako at alam niya na mahal ko siya. Yun ang importante. ‘Di na kailangang mag-text-an pa kami.

   Paeng Nepomuceno

MANILA, Philippines - Six-time world bowling champion Paeng Nepomuceno was honored for the third time by the Guinness Book of World Records, this time for having won the most number of career championships worldwide.

Nepomuceno racked up his 118th career title last September in Melbourne, winning the South Pacific Classic, Australia’s most prestigious individual tournament. Nepomuceno prevailed over Jason Belmonte, last year’s World Tenpin Masters Champion.

That victory gave Nepomuceno the distinction of having three existing Guinness Records.

For winning in Melbourne, Nepomuceno was honored last January 3 at the Malacañang Palace by President Gloria Macapagal-Arroyo, who conferred on him the Order of Lakandula with the Special Class of Champion for Life.

The Hall of Famer’s first Guinness Record was for winning four World Cups in three different decades (70’s, 80’s and 90’s). His second Guinness distinction was in recognition of his feat as the youngest to win a world title at age 19.

“This is a great honor and I’d like to share it with all my countrymen," said Nepomuceno. “Whenever I compete, my countrymen always give me great support, which gives me great inspiration to always do my best."

Nepomuceno was congratulated again by the Guinness World Records Management Team and welcomed to the select club of World Record-holders in an accompanying letter.

In November 1999, Nepomuceno was awarded the International Olympic Committee President’s Trophy, the highest award for sports made especially significant because bowling is still not recognized as an Olympic sport.

In the same year, Nepomuceno was named by the World Bowling Federation’s Athlete of the Millennium.

In 2003, Nepomuceno was recognized by the Bowler’s Journal International as “the Greatest International Bowler of All Time" and became the first athlete to be enshrined in the International Bowling Hall of Fame and Museum in St. Louis, Missouri, where his seven-foot image is displayed at the museum’s entrance.

Nepomuceno, who still actively competes up to this day, is the only bowler in the world who has won titles in the Americas, Europe, Asia, the Middle East and Africa.

NEW YORK - Yoko Ono has lost her court case to block the use of John Lennon's song "Imagine" in a film challenging the theory of evolution.

Lennon's widow had sued the makers of "Expelled: No Intelligence Allowed," saying they used parts of the song without her permission.

In a decision Monday, federal Judge Sidney Stein says the filmmakers are protected under the "fair use" doctrine. That permits small parts of a copyrighted work to be used without an author's permission under certain circumstances.

The movie opened on U.S. screens in April; it's set for release in Canada on Friday and on DVD in October.

It presents a sympathetic view of intelligent design, the theory that the universe is too complex to be explained by evolution alone.

Ono's attorney did not immediately return a call for comment. - AP

RING idol Manny Pacquiao has hired a fund manager to invest his money and make sure he makes enough to live well when he goes out to pasture, his business manager says.

“We are working on investments that would be able to support Manny’s lifestyle when he retires,” said Eric Pineda, who has been responsible for multi-million-peso endorsements and deals for the Pacman.

He says some big-ticket investments are in the pipeline, but he could neither talk about them nor reveal the name of the fund manager, a foreign company. And he would not say if Pacquiao would be moving away from property and entering the world of stocks and bonds, mutual funds and commodity futuresâ€"assuming he has the money for those.

To be sure, Pacquiao has made millions of pesos out of winning the crown in four weight divisions. Most recently, he earned $3 million after beating Mexican-American David Diaz, the World Boxing Council’s lightweight champion, in Las Vegas on June 28â€"apart from his share of pay-per-view, TV rights and other income.

And so far, most of his investments have been in property.

Last year, Pacquiao bought the old L&M Gym in Manila from boxing manager and trainer Lito Mondejar for P8 million, and for sentimental reasons.

“Nobody would have bought that property considering its location,” Pineda said of the rundown gym that was home to Pacquiao when he trained for the WBC flyweight title and subsequent fights. He says Pacquiao usually stops over on his way to the airport to take a few shots at the heavy bag, say a prayer and leave. It’s a ritual he has only missed once: during his first fight with Juan Manuel Marquez that ended in a draw.

Pacquiao plans to build a seven-story structure on the site with ground-floor parking, a modern gym on the second floor, and dormitories for students on the next five floors, Pineda says.

Right now, a two-story building owned by his wife Jinkee is nearing completion in General Santos, Pacquiao’s hometown, where he owns two houses including a P35-million mansion, some apartments, and a sprawling seven-hectare farm in Saranggani province. (This farm is where the Filipino champion breeds his roosters, though Pineda says his cockfighting days might be over because he has been selling his roosters or giving them away to friends.)

The Pacquiaos also own a modest two-story home in the BF Homes complex in Parañaque and a large home in Brentville, where his two sons are studying. His only investment in the US is a 10-door apartment in Los Angeles, though he would have added another if a plan to buy a house near the Wild Card Gym for a reported $1.6 million had not been scrapped.

But with his decision to hire a fund manager to take care of his money, perhaps Pacquiao need no longer invest in property to make sure he won’t be wanting once he hangs up his gloves.

OIL continued its record-breaking run yesterday, hitting past $146 a barrel for the first time after a US report added to supply worries and the US dollar weakened, analysts said.

The oil spike shook the peso, which lost 30 centavos as it closed at 45.50 against the dollar from 45.20 on Wednesday.

“It still reflects the rise in commodity prices, and any intervention from the central bank would have been futile,” said Jonathan Ravelas, chief market strategist at Banco de Oro.

The peso fell further on strong corporate demand for dollars, inflation concerns and the stock market’s continuing decline, said Marcelo Ayes, senior vice president of Rizal Commercial Banking Corp.

Oil’s rise and the peso’s continuing fall notwithstanding, the tax windfall from oil prices would likely exceed P18.6 billion this year and help the government ease the burden of the poor and the transport sector, the Finance Department said.

Finance Undersecretary Gil Beltran said the P18.6 billion was based on an average oil price of $114 a barrel. With oil hitting $145 yesterday and appearing poised for new highs, the government could expect to collect more taxes from the commodity, he said.

Moreover, increasing oil revenues would allow the government to post a deficit lower than the P75-billion target this year, Beltran said.

“We’re most likely ahead of our first-half deficit target of P40.56 billion, and it’s possible that for the full year, the shortfall would be lower [than the target],” Beltran said.

“A lot depends on expenditures because improving collections are giving us flexibility to spend more.”

But an analyst said the price of gasoline could reach P71 and diesel P60 a liter, and inflation could hit 9.5 percent once oil averaged $150 to $165 a liter.

“If oil averages $150 a liter in any given month, then the projections of the Energy [Department] may fall short by 10 percent,” said Victor Abola, an economist with the UA & P Capital Markets Research Center.

“If that happens, then high-end gasoline would reach P71 per liter and diesel could well hit P60 per liter.”

In London, Brent crude futures rose Thursday to a trading record of $146.69 a barrel on the ICE Futures exchange before retreating to $146.07, up $1.81.

The latest surge followed a warning from Iranian Oil Minister Gholam Hossein Nozari that his country would react fiercely to any attack against it.

“Iran, if there were any kind of activity of any sort, is not going to be quiet and would react fiercely,” he told reporters on the sidelines of the World Petroleum Congress in Madrid.

He said oil prices, which have been driven to record levels partly because of fears about the loss of Iran’s 4.0-million-barrel-a-day output, would rise radically if Israel or the United States launched a military strike.

Western powers and Iran have been engaged in long-running efforts to resolve a stalemate over Iran’s nuclear enrichment program, which the West fears could be used to make an atomic bomb.

Iran, the world’s fourth-largest oil producer, says its nuclear program is for peaceful purposes.

The US Energy Information Administration said Wednesday that stockpiles of crude had fallen by 2.0 million barrels in the week to June 27. AFP with Eileen A. Mencias, Lawrence Agcaoili, Alena Mae S. Flores and Bloomberg

President Arroyo presents to WBC lightweight champ Manny Pacquiao his appointment as special envoy to the Biejing Olympics during a courtesy call at Malacanang Friday.

MANILA, Philippines - President Gloria Macapagal Arroyo on Friday named reigning World Boxing Council lightweight champion Emmanuel "Manny" Pacquiao as the country's special envoy to the 2008 Beijing Olympics scheduled in August.

President Arroyo made the announcement following Pacquiao's courtesy call in Malacañang hours after arriving in the country earlier in the day.

Executive Secretary Eduardo Ermita said Pacquiao will carry the Philippine flag in the Beijing Olympics.

In a radio interview, Pacquiao said he was honored with the appoinment.

"Katatapos lang naman ng fight ko. Wala naman akong ginagawa, so siguro puwede akong pumunta (I just came from a fight and I am not doing anything these days, so maybe I can go)," Pacquiao said.

"Karangalan ko rin na magdala ng flag sa Olympics (It’s also an honor to carry the Philippine flag at the Olympics)," he added.

Ermita said no honorarium will be given Pacquiao with such designation.

At Pacquiao's courtesy call, the radio report said President Arroyo even mimicked the boxing sensation's blows that brought down former champion David Diaz during their fight Sunday morning (Manila time) in Las Vegas.

Mrs Arroyo also presented Pacquiao with a cake resembling that of a globe, with the boxer's figure holding the latest addition to his belts on top and his three other belts at the bottom.

It took the Palace’s in-house chef three days to make the cake, the radio report said.

Before leaving Malacañang, Mrs Arroyo also gave Pacquio and another Filipino boxer - Dennis Laurente - their certificates of recognition for excellence in boxing.

Laurente triumphed over Steve Quiñones of the United States in a bout before the main fight between Pacquio and Diaz.

With Pacquiao during the courtesy call was his wife Jinky, members of Team Pacquio, and friends from the government, the report said. - with a report from Johanna Camille Sisante, GMANews.TV

Five Filipinos who recently graduated from US military schools, including the first Filipina to graduate in a foreign miltary academy, will be assigned at the Philippine Military Academy (PMA) for six months.

The new graduates, now commissioned as second lieutenants in the Army and the Air Force and Ensign in the Navy, are composed of 2nd Lt. Mario Mendoza (Air Force), 2nd Lt. Mario Feliciano, 2nd Lt. Christy ââ,¬Å"Iceââ,¬Â Achansar, Ensign Carl Roy Catalan, Ensign John Amando Berjuega.

Mendoza graduated from the US Air Force Academy in Monument, Colorado; Feliciano and Alchansar finished their four-year military schooling at the United States Military Academy (USMA) at West Point in New York; while Catalan and Berjuega both graduated from the US Naval Academy in Annapolis, Maryland.

During their call to Armed Forces of the Philippines (AFP) chief, Gen. Alexander Yano at the AFP headquarters at Camp Aguinaldo today, the five declared their readiness to serve the military.

And they've e got what they wished for. Within this month, Yano ordered the five junior officers to report their first assignment at the Philippine Military Academy (PMA) in Baguio City.

ââ,¬Å"These five new officers and fresh graduates from the foreign service academies, all from the United States, will initially be assigned to the PMA for a period of six months for the purpose of imparting what they have learned and have experienced during their cadetship in the United States,ââ,¬Â Yano said. -- Jaime Laude

Manny Pacquiao (R) of Philippines approaches a knocked out David Diaz of the U.S. as referee Vic Drakulich looks on during a WBC lightweight title fight at the Mandalay Bay Events Center in Las Vegas, Nevada on June 28, 2008. REUTERS/Steve Marcus (UNITED STATES)

This was how Escobar Lamazon, a die-hard fan of former world boxing champion Marco Antonio Barrera, described the “gesture of compassion” of Manny Pacquiao when he tried to help the fallen and dethroned World Boxing Council (WBC) lightweight champion David Diaz who absorbed a heart-rending 9th round disposal loss in their 12-round championship battle at the Mandalay Bay Resort and Casino in Las Vegas, Nevada on June 28.

“Pacquiao won the hearts of millions of Mexicans who watched the fight because of that single classic act,” said the 65-year-old Lamazon who operates a restaurant here.

He was referring to Pacquiao’s attempt to bring Diaz back on his feet after referee Vic Draculich pulled the plug two minutes gone in the ninth round as Diaz laid on the canvas.

Minutes before that, Pacquiao uncorked three dazzling combinations and finished of the rock-chinned Diaz with a wicked short left to the right jaw.

The seasoned referee did not bother to count and ruled Pacquiao winner by technical knockout (TKO).

Diaz, who had cuts under his right eyebrow and bridge of the nose, was bloodied since round three and was losing in all the three judges’ scorecards by a mile when Pacquiao connected the brutal punch.

Lamazon, an American of Mexican descent, said it’s been a long time since he saw a boxer trying to help a down opponent especially in world title fights.

“Normally, two boxers in a world championship are really in conflict throughout the fight and they don’t care if one of them gets beheaded. That’s how brutal boxing can be. But Pacquiao showed the world that boxing is not a brutal sport at all,” added the bemoustached Lamazon.

Lamazon said as a Mexican-American “it was but normal that I was hurt” when Pacquiao first demolished in the 11th round his favorite Mexican warrior Barrera five years ago in a non-title fight in San Antonio, Texas.

“But now, I like Pacquiao,” he concluded. “No more hatred.”

Philippine Laws / Mga patay i-DNA test sa Interpol
July 02, 2008, 09:51:38 PM
Wednesday, July 2, 2008

“I feel sorry and it breaks my heart to tell you…But I want to be honest because they have already stayed too long in the water and it is impossible already to identify by just looking at them. But with the DNA test we’ll be able to do that,” pasabot pang Noble.

“We’ll gonna be there for you until your love ones is identified,” pasalig pang Noble.

Marriage is a contract between two people regardless of their religious persuasions. If it helps them to make the contract before God, then that is good, but it's essentially a solemn promise between two people to give each other support and security for the rest of their lives. I don't see that it matters whether one is straight or gay.

LAS VEGAS -- Although Manny Pacquiao is the new 135-pound champion, he's no mere lightweight.

At any weight, in any ring, the Filipino phenomenon looks like the best pound-for-pound boxer in the world.

Packing five new pounds of power in his usual stunning hand speed, Pacquiao captured a title belt in his fourth weight class Saturday night, knocking out David Diaz in the ninth round to claim the WBC lightweight championship at the Mandalay Bay Events Center

Philippine Laws / Sulpicio blames Pagasa
June 28, 2008, 06:40:26 PM
Saturday, June 28, 2008

“Buanga ning Pagasa, pataka lang  (Pagasa is crazy, it is only guessing)!”

Nestor Ponteros, Sulpicio Lines Inc.’s port officer in Cebu, said this was the last message received by the SLI office in Cebu from Florencio Marimon Sr., the captain of the ill-fated M/V Princess of the Stars, just before 7 a.m. of June 21.

Marimon is still missing.

The last communication was received just before the 23,000-gross tonnage passenger vessel capsized off Sibuyan Island in Romblon last Saturday.

Because of this, SLI is reportedly planning to file charges against the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), according to legal counsel Arthur Lim.

Lim refused to divulge the company’s plans but said they would make an announcement on Monday after they have filed the case.  “We are just studying all the possible angles and that is an option.”

He said the government’s weather bureau reportedly committed “gross incompetence and negligence. Pagasa brought about this unfortunate tragedy.”

SLI meanwhile said yesterday that they would fast-track the payments to the legal heirs of the passengers who perished or are still missing in the ferry tragedy.

In a one-page statement, Lim said Sulpicio would cut the waiting time from one year to a week, “if we can deliver the check in one or two days so much the better.”

He added that they would no longer wait for the authorities to retrieve the bodies before they hand out the P200,000 check. If all the 724 passengers were victims, the SLI would be spending P144 million.

In yesterday’s hearing before the Board of Marine Inquiry (BMI), Lim told the seven-man body that the unfortunate event was caused by Pagasa “because it failed to disseminate the change in the course of typhoon ‘Frank’ from 11 p.m. of June 20, three hours after the vessel left.”

He added that Pagasa disseminated the information the first time at 6 a.m. on June 21 but failed to inform the ship when the storm changed course and allegedly did not coordinate with the Philippine Coast Guard (PCG).

Lim also appealed to the BMI to summon Pagasa to the investigation.

He said had they been informed in time or had Pagasa broadcasted earlier, the Princess of the Stars would have been able to seek shelter in Looc Bay in Romblon and the tragedy would have been avoided.

Ponteros said he has been with the SLI for several years and was once the captain of the ill-fated M/V Doña Paz. But at the time of the Doña Paz’s sinking in 1987, he was on leave and was in the United States.

He said he had known the 56-year-old Marimon since 1978 and was like a brother to him.

“He is the best master that we have,” he said.

Just before the ship left the port of Manila, the SLI port officer in Cebu advised Marimon “to take precaution and the captain said that he will just avoid the typhoon and take shelter at Tablas Island.”

At 9 a.m., they had difficulty contacting the ship through their single side band (SSB) radio and were forced to use the cellular phone.

Ponteros’ nephew, who was the second mate officer of Princess of the Stars, sent him a text message.

“Uncle, we are listing 40 degrees portside. We are already preparing to abandon ship. Passengers are now wearing life vests. Pray for our safety,” the message read. He then called his nephew and managed to talk to the captain.

Ponteros also denied early reports that the ship encountered engine trouble but that their speed was “half-ahead.”

However, it was a certain Captain Eugenio from SLI’s office in Manila who reportedly informed the PCG last Saturday that it encountered engine trouble.

BMI vice chairman Rear Admiral Benjamin Mata said it should be a standard operating procedure (SOP) of the shipping line to always check on its ship. “Like a father to a son, even if they are already living separately, they should still check on them from time to time.”

Apart from Pagasa, SLI could also rely on other weather bureaus in Hong Kong and Japan.

Mata, who has been a part of the shipping industry for at least four decades, said that during their time, there were no fax messages so they would at times depend on other equipment such as barometers to determine the weather. “On his own, the captain could predict the direction of the ship.”

Apart from Ponteros, at least two radio operators from SLI’s Cebu office were also presented before the BMI, namely, Allan Romares and Noli Alpas.

Since its June 25 arrival in the Sulu Sea, the USS Ronald Reagan aircraft carrier group has supported Philippine disaster relief efforts in the aftermath of Typhoon Frank (Fengshen).

U.S. military personnel are supporting immediate rescue, recovery, and disaster relief efforts being carried out by Philippine authorities.

They have been directly coordinating with Philippine and provincial government officials, the Armed Forces of the Philippines (AFP), the National Disaster Coordinating Council (NDCC) and the Philippine National Red Cross (PNRC),

U.S. Ambassador Kristie A. Kenney said, “As President Bush said, friends help friends in a time of need and because of the strength of our friendship and partnership, U.S. and Philippine officials on the ground in Iloilo City were able to quickly mobilize a joint disaster relief effort.”

Seven U.S. Navy Seahawk helicopters from USS Ronald Reagan, USS Howard and USS Thach have been working around the clock with the AFP, the NDCC and provincial government leaders to transport and deliver potable water and food supplies to the hardest hit areas in the Visayan region.

Among the affected provinces are  Iloilo, Aklan, and Antique on Panay Island and the North and South Gigante Islands.

Over 28,000 bottles of water, 10,000 pounds of rice, and many other non-perishable food items have been delivered with operations continuing in the coming days.

U.S. military engineering teams have been working also with their Philippine counterparts to restore electrical power in particular at major hospitals in the Iloilo region.

In addition to the P4 million ($100,000) worth of essential relief goods donated through the PNRC, the Office of Foreign Disaster Assistance (OFDA) of the U.S. Agency for International Development (USAID) is sending a chartered aircraft to arrive June 29 with relief supplies, worth P 28.6 million ($650,000), sufficient for 20,000 beneficiaries. Relatives of passengers of the ill-fated M/V Princess of the Stars hear Mass near the site of the capsized ferry as Coast Guard teams continue retrieving bodies off Sibuyan Island yesterday. Photo by EDD GUMBAN

Friday, June 27, 2008

Meanwhile, relatives of the missing passengers of the M/V Princess of the Stars waited in anguish for news of their loved ones, authorities said it may take a month to recover the remains of all the victims.

Divers struggled yesterday to get deeper inside the capsized ferry with just 15 bodies pulled out so far.

The 24,000-ton Princess of the Stars of Sulpicio Lines sank Saturday night at the height of typhoon “Frank” off Sibuyan Island in Romblon while en route to Cebu from Manila. Only 57 survivors have so far been found out of the more than 800 passengers and crew on the ill-fated ship.

“It will take a month to retrieve all the bodies,” said Coast Guard spokesman Jansen Benjamin.

“Divers have sighted many bodies but have not been able to retrieve them as the entrances and exits are blocked. Some of the cadavers are tangled in wires,” he said. Some 100 American and Filipino divers are involved in the search for corpses inside the ship.

Divers want to make a large hole in the hull to remove the debris but there are fears the ferry could tip over. Poor visibility and strong undercurrents have also hampered the operation. Fears of an oil leak are also hampering recovery efforts. Reports say the ferry could be carrying up to 25,000 liters of oil.

Philippine Navy records show that aside from the 15 bodies extricated from the doomed vessel, another 127 have been plucked from the waters around Sibuyan Island or have washed up on beaches in Masbate and as far as Camarines Norte.

Navy spokesman Edgard Arevalo said on Wednesday a US Navy P-3 Orion aircraft spotted a group of bodies grouped together on one island, but when the boats arrived at the scene, the corpses had drifted apart.

“Retrieval isn’t that quick. You have to be realistic. You have to pick up one after the other. We are picking up the dead and the bodies are already falling apart,” he explained.

He said they were hampered by a lack of equipment, including body bags.

“They dropped some bags by helicopter but they weren’t enough. We still have additional requests for lime, formaline, hand gloves and face masks,” he said.

Difficulties in removing bodies have forced divers to take in heavy weights to help maneuver them out of the vessel.

The bodies have floated to the top of the submerged cabins and compartments in the seven-story ferry, coast guard Commodore Luis Tuason said. Divers are having trouble pulling the bloated bodies through narrow, debris-filled corridors to exit the vessel.

Tuason said coast guard rescuers were instructed yesterday to take photos of the decomposing bodies to help in the identification process. He initially indicated the bodies were being photographed inside the ferry, but later said the process had not yet begun.

The coast guard later rescinded the order on instructions from higher-level officials, apparently due to sensitivities over the issue.

Transportation Undersecretary Elena Bautista, head of the Presidential Task Force Princess of the Stars, said her hopes were buoyed by reports that there were still “air pockets” inside the capsized vessel.

She told reporters during the weekly Usapang Daungan Sa Danarra Hotel in Quezon City that reports from the Ground Zero indicated that a portion of the sunken ship has spaces that may provide temporary shelter to possible survivors.

“I am praying that God will give us miracles, plenty of miracles this time,” Bautista said.

Sulpicio Lines, for its part, said it has deployed another vessel â€" MV Cagayan Princess â€" to help in the retrieval operation.

“Sulpicio Lines has not been remiss in its obligations to help all the victims and their families. We are doing everything to ease the burden wrought  by the sinking of the ship due to typhoon Frank,” Vic-Vic Florido, company spokesperson, said in a statement. The shipping firm earlier dispatched one of its vessels, MV Cebu Princess, to help in the retrieval efforts.

The US Navy earlier deployed the USS Stockham and a Hawaii-based battle group led by USS Ronald Reagan to help in the retrieval operation.

Coast Guard Lt. Commander Rogelio Evangelista said that aside from the US battle group, they also need salvage ships to assist them.

“While we welcome any help from our friends and allies, what we really need are salvage ships,” Evangelista said in a disaster briefing at Camp Aguinaldo Wednesday evening.

On Saturday night, Manny Pacquiao will make his long-awaited lightweight debut against the man whom many consider to be the safest of the 135-pound champions, David Diaz.  Many wonder if Pacquiao, (46-3-2, 35 KO), who turned pro as a junior flyweight, will outgrow his effectiveness with the addition of five pounds.  Meanwhile, others wonder if the relatively unheralded Diaz, (34-1, 17 KO), can make the most of this extraordinary opportunity.  The hope is that all questions will be answered conclusively in a fight that could produce fireworks.

Diaz' Gameplan

For the underdog Diaz to win, he needs to utilize a very cerebral approach against Pacquiao.  While he's a big lightweight, he's not exactly a big puncher.  With only 17 knockouts in his 34 wins, he's likely going to be the second hardest puncher in the ring.  Since he'll have difficulty hurting Pacquiao, he won't own the usual advantages held by the bigger man.

As a result, David Diaz will have to make his size a factor in the fight.  He will need to pressure Pacquiao and let him know what it's like to have a true lightweight leaning all over him for twelve rounds.  This won't be an easy task.  In his biggest fight to date against a faded Erik Morales, Diaz was able to muscle up on Morales largely because he had an opponent who was willing to remain stationary.  He won't find that against Pacquiao.

This is where a disciplined fight plan comes into play for Diaz.  He needs to work behind a steady jab, maintaining constant contact with Pacquiao.  Utilizing a consistent jab has never been a strong suit for Diaz, who often wades in with lead lefts and wild combinations.  Sloppiness just won't do on Saturday.  Diaz will need to cut off the ring, use his jab to get close, and make then fight as rough and physical as possible.  His skills simply aren't at Manny's level, so he needs to make his heart and fighting spirit compensate instead.

Pacquiao's Gameplan

Going in against Diaz, Pacquiao's strategy is simple:  prove that he is out of Diaz' league.  Not surprisingly, the former super featherweight king brings with him a significant edge in speed.  Perhaps even more notably, though, is the fact that the Pacman also appears to possess the advantage when it comes to punching power.  He was able to blitz his opponents at 130 pounds with his slashing punches, so it stands to reason that his punches will still carry some authority at 135.

Even though he hits harder than David Diaz, Pacquiao must resist the temptation to charge through Diaz.  Harsh reality might slap Pacquiao when he finds it takes a little more to chop down a big, strong lightweight than past opponents.  It would behoove Manny to exploit his speed advantage, choosing his punches wisely as Diaz is certain to give him numerous openings.  With his quicker hands, Pacquiao needs to get his punches off and get gone.  Though he could probably be successful trading against Diaz, it seems illogical for Pacquiao to remain still and give Diaz his only hope for victory.

If Pacquiao can frustrate Diaz with movement and crisp combination punching, things could get easier for the Filipino superstar as the fight wears on.  A frustrated Diaz will likely get desperate and sloppy, making the targets even easier for a sharpshooting Pacquiao to find.  If Pacquiao chooses to fight intelligently, it could be an easy night's work.

How It Will Go Down:

Experts have made much about the difficulties Pacquiao will experience by going up in weight, but one of the first things Pacquiao will notice at the opening bell will work to his advantage.  Judging from Diaz' most recent fights, the pace of the action will be noticeably slower for Pacquiao.  As compared to the high speed chess he participated in with the likes of Juan Manuel Marquez, Pacquiao will find Diaz more lumbering and methodical than his previous opponents.  For Diaz, this spells trouble, as Pacquiao will make good on the split-second differences in speed.

What could also prove disastrous for Diaz is his propensity to eat punches, particularly when he is in close.  Against both Erik Morales and Kendall Holt, Diaz demonstrated plenty of bad habits on the inside.  His worst habit comes when trying to find a home for his left hand.  When throwing the left in close quarters, Diaz steps forward with his left foot, squaring himself up to his opponent.  This is problematic on three fronts:  he compromises the impact of his left hand, he creates a bigger punching target for his opponent, and he has no balance should he absorb a counter in return.  Morales and Holt both exploited this habit, as both men dumped Diaz on the seat of his pants with a well timed counter as he rushed forward.  No doubt Pacquiao and trainer Freddie Roach have noticed this in preparing for Diaz.  Expect this to become a factor on Saturday night.

When it comes down to it, Diaz just doesn't appear to possess the chops to perform at the level required for success against a fighter like Pacquiao.  His lack of speed will limit him if the bout is fought at range.  If he can get the fight on the inside, which is where he needs it, Diaz could prove to be his own worst enemy as mentioned above.  This pretty much leaves him in no man's land against Pacquiao.

From this perspective, here's the best guess as to how Saturday night will unfold:

Diaz and Pacquiao will fight on fairly even terms early, as Pacquiao adjusts to fighting a larger foe as well as his first southpaw opponent in several fights.  A tenacious and adrenaline-filled Diaz might even have some success crowding Pacquiao and making things ugly. As the fight wears on, though, Pacquiao's greater speed and sharper punching will create more distance, as Diaz struggles to find Plan B.  With no answers, Diaz will be reduced to plodding forward, lunging in with the occasional ineffective lead left hand.  Pacquiao, meanwhile, will continue to pepper the outclassed Diaz.  While it wouldn't be surprising to see a stoppage late, it might be even more likely to see Freddie Roach advise his fighter to cruise down the stretch with the fight well in hand.

Manny's lightweight debut will be a smashing success.

US aircraft carrier group headed for RP

In a race against time, a US aircraft carrier is now sailing to the Philippines to help in the retrieval operations for victims trapped inside the ill-fated passenger ferry that capsized off Romblon at the height of typhoon “Frank.”

Malacañang assured the public that the carrier group deployed by the US government would not be carrying nuclear weapons.

Anticipating concerns that could be raised about the arrival of the fleet in Philippine waters, deputy presidential spokesman Anthony Golez said President Arroyo made it a point to ensure that the USS Ronald Reagan Carrier Strike Group would not be carrying nuclear weapons on board any of its vessels.

“Ever mindful of the (constitutional) prohibition, the President made it a point that the carrier group will not be bringing nuclear weapons in consonance with the policy of freedom from nuclear weapons,” Golez said.

Officials said the Hawaii-based carrier group could be in Philippine waters in the next 24-48 hours to help scour for the victims trapped inside the ill-fated M/V Princess of the Stars, which capsized off Sibuyan Island in Romblon with hundreds of its passengers presumed dead.

US President George W. Bush offered the help of the USS Ronald Reagan, the newest of the Nimitz-class nuclear-powered aircraft carriers, during his meeting with President Arroyo at the White House on Tuesday.

“I would like to mention that the President has announced that the government has accepted the (US) offer of one aircraft carrier from Hawaii,” Golez, as National Disaster Coordinating Council (NDCC) chairman, told a disaster briefing at Camp Aguinaldo yesterday.

“The aircraft carrier from Hawaii is going to arrive in the country to help us in our rescue, relief and rehabilitation efforts in areas devastated by the calamity,” he said.

The US support ship USS Stockham with rescue equipment and divers aboard, is already at the wreck site and had linked up with the Philippine Navy and Coast Guard in the area.

Armed Forces of the Philippines (AFP) chief Lt. Gen. Alexander Yano said the battle group has already entered the Philippine area of responsibility and is expected to be in Panay any time now.

The USS Ronald Reagan is the largest and newest of the Nimitz-class aircraft carriers and its fleet includes the cruiser USS Chancellorsville, the destroyers USS Decatur, USS Gridley, and USS Howard, the frigate USS Thach, and other support vessels.

Its onboard aircraft are able to assist with transportation of cargo, aerial damage assessment, and support search-and-rescue operations.

It was revealed that the deployment of the warship and its fleet to the Philippines would be to provide assistance including aircraft support, production and delivery of potable water, medical assistance activities, and machinery repair in relation to the damage brought about by the typhoon.

The personnel of the carrier group would be operating under the supervision of Philippine disaster relief officials.

In a statement, the US Embassy in Manila said the arrival of the aircraft carrier group in the Philippines “exemplifies the longstanding ties between the United States and the Philippines and the US commitment to assisting the Philippines, in keeping with our mutual commitments under the Visiting Forces Agreement and the Mutual Defense Treaty.”

Golez said the policy against nuclear weapons does not prohibit the peaceful uses of nuclear energy, such as what is being used to power the aircraft carrier.

“We would like to stress the humanitarian focus of this aid accepted by the President which is of primary national interest given the current situation,” Golez said.

“The coming over of the carrier does not violate the Constitution, being only nuclear powered,” he said.

No nukes

Lawmakers, however, are apprehensive over the possible political implications of allowing a nuclear-powered carrier inside Philippine territory.

Senators Aquilino Pimentel Jr. and Rodolfo Biazon said the government should determine if the entry of a nuclear-powered ship might violate the nuclear-free provision of the Constitution along with other treaties and international agreements against nuclear weapons.

Pimentel and Biazon said Mrs. Arroyo should be aware of the constitutional prohibition against entry of nuclear weapons.

Although the USS Ronald Reagan is a “nuclear powered ship,” the senators said the government couldn’t guarantee if the carrier, or any of its support ships, is carrying any nuclear weapons once it enters the country.

The US maintains a policy of neither confirming nor denying the presence of nuclear weapons aboard its combat ships.

Pimentel said the Philippines, as a member of the Association of Southeast Asian Nations (ASEAN), has signed an accord making the region a “nuclear free zone.”

“They (US and the Philippines) should justify it as a rescue mission...it is not a good message to the country. A good reason can mitigate the reservations over the entry of a nuclear powered ship in our territory,” Pimentel said.

Pimentel said the US may be sincere in helping the country but the government should also be cautious in seeking help and make sure that the Constitution is not violated.

Biazon, for his part, also expressed reservations over the deployment of the American carrier group, citing the policy against the entry of nuclear weapons.

“I think the sending of the USS Ronald Reagan is more for emphasis of the readiness of the United States to assist us in this disaster, but I don’t think it can do anything to really assist the Philippine government in having to do what has got to be done and that is the recovery of the passengers who might still be inside the ship,” Biazon said.

Noting that the USS Ronald Reagan is a combat ship, Biazon said the country could do better with a salvage ship rather than fighter planes.

“What will the F-18 fighter inceptors do there…I don’t think the USS Ronald Reagan is the appropriate ship to be sent there,” Biazon said.

He pointed out an aircraft carrier is not designed for salvage and retrieval operations.

“My question is, is the USS Reagan the appropriate ship to be sent to assist and (do) what has still to be done relative to the sinking of the M/V Princess of the Stars. They may have some divers in the USS Reagan, but are they properly equipped to do what has to be done in the sunken ship?” Biazon asked.

Pimentel, on the other hand, expressed his support for the suspension of the operations of Sulpicio Lines, owner of the ill-fated passenger ferry.

Pimentel said an inquiry by the Senate is the proper move to identify the lapses that led to one of the worst maritime disasters in the country in recent years. â€" with Jaime Laude, Pia Lee-Brago, Christina Mendez
