#OnThisDay November 6, 1574, Lakan Dula or Lakandula the ruler of Tondo and his nephew Rajah Sulayman, led an uprising against Spanish authorities in Manila.*[1]

*(with the term "Rajah" and "Lakan" meaning the same thing, the "Rajah Lakandula") (national artist for literature Nick Joaquin points out that the term Lakan, not Rajah, was used by the rulers of Tundok (Tondo))

*(Spanish documents note that Sulayman's subjects called him Raja Mura or Raja Muda, "Young Raja", a reference to the fact that he was Raja Matanda's nephew and heir apparent. The Spaniards also called him Raja Solimano el Mow)

When Miguel Lopez de Legazpi (gov.-gen, 1565-1572) came to Manila Bay in May 1571, Lakandula was there to meet him. Lakandula and Rajah Matanda came aboard Legazpi's ship to discuss terms with him. When Legaspi landed in Manila, they agreed a peace pact in the presence of the native kings of Maynilad (Maynila) and Tundok (Tondo) Sulayman, Matanda, and Lakan Dula. Lakan Dula and his sons and among others were baptized as Catholics. [1]

When Miguel Lopez de Legazpi died in 1572, Guido de Lavezaris (gov.-gen, 1572-1575) replaced Legazpi as Governor General of the Philippines, Lavezaris revoked their exemptions from paying tribute and confiscated their lands and violated the treaty they had with former Governor General Miguel Lopez de Legazpi.[2]

The revolt occurred in the same year as the Chinese pirate Lim-Ah-Hong [Limahong] raided Manila. Lakan Dula and Sulayman taking advantage of Lim-Ah-Hong’s attacks on Manila in 1574, the two rajahs proclaimed their revolt and gathered their warriors at Navotas. Although Master-of-Camp Juan de Salcedo repulsed Lim-Ah-Hong’s attack on Manila, the Chinese peril still existed because the Chinese pirate leader proceeded to Pangasinan where he established his kingdom.[2]

The revolt held its ground against the Spanish forces, so Lavezaris gave Friar Geronimo Marín [martin] and Master-of-Camp Juan de Salcedo the task of forging a peace treaty with the native kings. Lakan Dula welcomed the offer of peace, but Sulayman was wary of the Catholic presence among his Muslim community. A separate treaty was then made that secured Muslim Maynila’s autonomy. Lakan Dula’s north, on the other hand, remained under direct Spanish control.[1]

Sulayman continued his revolt but his revolt was crumpled in 1574 and the Spanish empire continued with their colonization.[1] Although, some historical accounts mentioned that Lakan Dula and Sulayman agreed to Salcedo's peace treaty and an alliance was formed between the two groups.[3]

A review of genealogical documents deposited at the Philippines' National Archives notes that Sulayman lived past the 1574 revolt, in which his son Rahang Bago was killed, and lived long enough to adopt the children of an unnamed sibling to be his descendants.[4] The death of Lakan Dula is still unknown, but some historical accounts mentioned he passed away in 1575.[4][5]

COTABATO CITY --- Three more members of the Abu Sayyaf surrendered Wednesday in Sumisip town in Basilan.

The relatives Omar Mingkong, Mammik Mingkong and Itih Mingkong yielded through the joint intercession of the Army’s 64th Infantry Battalion and two leaders in the province --- Sumisip Mayor Julz Hataman and Gov. Jim Salliman.

Lt. Gen. Corleto Vinluan of the military’s Western Mindanao Command said Thursday he is thankful to the people behind the surrender of the three Abu Sayyaf members.

“We ought to sustain this peace initiative of the provincial and municipal leaders in Basilan,” Vinluan said.

Vinluan said the three Abu Sayyaf members also turned in their firearms to local leaders and officials of the 64th IB, a component-battalion of the 101st Brigade.

Basilan provincial leaders had secured through backdoor talks the surrender of more than 200 Abu Sayyaf bandits in the province since Salliman’s first election to office in 2016.

The office of Salliman, now in his second term as Basilan governor, the Western Mindanao Command and the Police Regional Office-Bangsamoro Autonomous Region are cooperating in returning the now reforming former  Abu Sayyaf members to mainstream society.

The once dangerous Basilan is now touted as the new investment frontier of the Bangsamoro region that also covers Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi. (JOHN FELIX UNSON, Nov. 5, 2020)

Philippine Provinces / NPA Rebels Surrender in Samar
November 05, 2020, 08:52:15 AM
2 NPA Fighters Yield to 87IB
Press Release

Brgy Cantato, Paranas, Samar, 02 November 2020 â€" Two regular members of the communist New People's Army (NPA) formally and voluntarily returned to the folds of the law after they escaped from the hands of their comrades. A certain Alias Sadam, 28 years old and Alias Allan, 27 years old, both residents of Sitio Canpundok, Bgy Lawaan 1, Paranas, Samar voluntarily surrendered to the 87th Infantry (Hinirang) Battalion under LTC REYNALDO B BALIDO JR INF (GSC) PA last Sunday, 01 November 2020. They are both members of Squad 1 of Central Front Samar 1, Sub-Regional Committee “BROWSER”, Eastern Visayas Regional Party Committee (EVRPC).

Alias Sadam turned in one (1) M16 rifle bearing serial number RP147686, six (6) long magazines for M16, 160 rounds of 5.56mm ball ammunition and a bandolier while Alias Allan surrendered one (1) M16 rifle bearing serial number 4643800, one (1) long magazine and one (1) short magazine for M16, 55 rounds of 5.56mm ball ammunition and a bandolier.

LTC BALIDO welcomed the duo and assured them that the 87th Infantry Battalion will do its best to protect them. Hinirang Battalion will also assist them in their claims for assistance from the Enhanced Comprehensive Local Integration Program (E-CLIP) of the national government and Local Social Integration Program (LSIP) of the Province of Samar and Municipality of Paranas.

Meanwhile, the communist terrorists continue to embrace and practicen inhumane acts as they still hold the three (3) Cabangunays, Cosme and his sons, Jason and Jesie.. It can be recalled that armed NPAs captured the trio at gunpoint in their house at Brgy Canvais, Motiong, Samar last 27 May 2020. According to Alias Sadam and Allan, the Cabangunays are being held by the NPAs against their will, to the extent of torturing them.

Alias Sadam and Alias Allan decided to turn their backs against the New People’s Army and surrender after they learned that their comrades are plotting to kill them as they were suspected of being informants of the military. This is a manifestation that the communist terrorists do not trust their ranks anymore as most of their members are returning to folds of the law and choosing to live peacefully.

Philippine Government / Next PNP Chief 2020
November 04, 2020, 02:23:43 PM
Who will Duterte choose? Año picks 3 police execs for next PNP chief

Three senior PNP officials but I cannot mention the names and ranks,” Año said in a message to the Philippine News Agency (PNA).

This comes as PNP Chief, Gen. Camilo Cascolan is set to retire from the service on November 10.

Cascolan officially assumed as the country’s 24th top cop on September 2, replacing Gen. Archie Gamboa.

He is also a member of the Philippine Military Academy (PMA) Sinagtala Class of 1986, along with Gamboa and former PNP chiefs Ronald dela Rosa and Oscar Albayalde.

Former PNP spokesperson, Brig. Gen. Bernard Banac, earlier said the PNP would follow the “rule of succession” of command if no announcement is made on who would succeed the outgoing PNP chief.

Other ranking officials of the PNP are Lt. Gen. Guillermo Eleazar, deputy chief for administration, the PNP’s second-highest official, who is also the commander of the Joint Task Force Covid Shield; Lt. Gen. Cesar Hawthorne Binag, deputy chief for operations; and Maj. Gen. Joselito Vera Cruz, chief of the directorial staff.

Eleazar and Binag, both from PMA Class of 1987, will retire in April and November 2021, respectively.

Cruz is a PMA classmate of Eleazar and Binag.

Term extension?

In a press briefing in Camp Crame on Wednesday, Cascolan said he has not yet received an order from the President regarding an extension of his term.

“Susunod lang po tayo sa kautusan. Trabaho lang po tayo and, of course, ‘yung (ginagawa) naman po natin ay para sa kabutihan ng lahat (We would just follow orders and continue work. Of course, what we are doing is for everyone’s good) and whoever may be able to replace me, of course, I hope he will be able to sustain our programs,” he told reporters when sought for a comment.

Aside from the members of the PNP command group, earlier reports floated other contenders for PNP chief, among them Maj. Gen. Anti-FAS advocacy campaign gains grounds in Albay
by AB Calleja

LEGAZPI CITY (2 December 2020) -- The Philippine Women's Christian Temperance Union, Inc. (PWCTU), spearheaded the seminar-workshop to expand advocacy group on the Fetal Alcohol Syndrome (FAS) last November 17 at the Albay Capitol building, here.

The seminar was participated in by representatives from the LGUs, NGOs, government agencies, colleges and universities in the province in coordination with the Local Councils of Women of Albay province, the Albay provincial government, and the Bicol University College of Arts and Letters.

PWCTUI vice-president Roselia Jean Puno said the conduct of the workshop is "in line with the commitment and advocacy against drugs, alcohol and tobacco in furtherance of the psycho-social mental development of every individual and the community at large."

Project chair Dr. Ramona Bustamante-Rañeses said the activity ended up with the participants committing themselves to be active advocates against the syndrome. "We have basically prepared them to be FAS agents, helped them mobilize people by organizing groups in their specific locations to help minimize the disease."

With the theme "Mobilizing Young Women, Professionals and Parents to be advocates aginst FAS", the workshop sought to raise the level of awareness of the participants on the nature and extent of the effects of said disease on pregnant women.

Considered as the most devastating birth defect, FAS can occur when a pregnant woman does not stay alcohol free.

Dr. Elsie de Veyra, PWCTUI corporate secretary said that the effects of these syndrome lasts a lifetime since it consists growth deficiency, characteristic facial abnormalities and dysfunction of the central nervous system.

Medical conditions, which are common among FAS children, include hip displacement, club foot, heart defects, cleft-lip and palate, abnormal finger joints and curved fingers. They also have difficulty with general intellectual functioning and academic skills.

Bill Gates organized an enormous session to recruit a new Chairman for Microsoft Europe.

Exactly 5,000 candidates assembled in a large room.

One candidate is MARIO DIMACULANGAN.

Bill Gates: Thank you for coming. Those who do not know JAVA may leave.

2,000 people leave the room.

MARIO says to himself, 'I do not know JAVA but I have nothing to lose if I stay. I'll give it a try'

Bill Gates: Candidates who never had experience in managing more than 100 people may leave.

2,000 people leave the room.

MARIO says to himself ' I never managed anybody but myself, but I have nothing to lose if I stay. What can happen to me?' So he stays.

Bill Gates: Candidates who do not have management diplomas may leave.

500 people leave the room.

MARIO says to himself, 'I left high school at 15 but what have I got to lose?' So he stays in the room.

Lastly, Bill Gates asked the candidates who do not speak Serbo - Croat to leave.

498 people leave the room.

MARIO says to himself, ' I do not speak one word of Serbo - Croat but what do I have to lose?' So he stays and finds himself with one other candidate.

Everyone else has gone.

Bill Gates joined them and said 'Apparently you are the only two candidates who speak Serbo - Croat, so I'd now like to hear you have a conversation together in that language.'

Calmly, Mario turns to the other candidate and says `Ano ba yan, dong?'

The other candidate answers 'Ewan ko ba, pare!'

MY “INFAMOUS” CABINET PRAYER

WHILE PRESS SECRETARY â€"Who among you can still remember that infamous, ooops famous  cabinet prayer in Malacanang  when I was press secretary during President Arroyo’s time? That was somethin'!

That day was November 18, 2008. As a  matter of  practice, before the regular Tuesday  cabinet meeting would tackle the day's  agenda, a cabinet secretary was normally  tasked, before hand, to do the opening  prayer. A  prepared text was   usually done in advance and read by the assigned official. That week, I was called by the presidential management staff ( PMS) to do the opening prayer.  So, I  asked my executive assistant, my daughter  Farrah “Ning”Dureza  to type one for me. She prepared one,  I read it and it was good -- the usual invocation, dignified words, standard phrases, straightforward and yes, so solemn.

COPY LOST --I tucked   a copy of my prepared  prayer   with  my other papers and hurried off to the palace cabinet meeting room.  I was running late by my watch,  but  I had to drop by at the press room  at the ground floor to check whether the Malacanang press photographers were on their way to cover the opening part. Cabinet meetings were normally executive sessions and "off the press" except that opening prayers were open for "photo ops" only, meaning only press photographers could take video or "still" shots and after the opening prayer, they were  to leave the room before the substantive meeting got underway. Prayers in the cabinet were routine matters so photographers were usually invited just so footages could be  taken  for the day's news.

That Tuesday morning was just another  ordinary “photo ops” for the opening prayer. And of course I was ready with my daughter Ning's prepared text . As I had to pass by the press room,  I was a bit delayed when I reached the cabinet meeting venue in the Palace. Everybody was already on his/her feet  for the prayer including the President while I  was puffing and panting,  catching my breath. Then  I reached for my folder, looked inside but  the prepared prayer sheet was not there. I looked again but the copy was still missing. Everybody was waiting. The video cameras were whirling, flash bulbs flashing. I was frantic but I did not show it.  Yes, I could deliver an impromptu speech for hours, but please, not a formal  prayer, with the whole world watching,  I murmured to myself. I had never  done  that  before. But  I had no choice. As if nothing unusual was happening,   I started praying impromptu,  "extemporaneously”.  And from the heart. I told myself  I would recite what came freely into my mind.

UNUSUAL MANNER   I recall starting my  prayer by  saying: "Let's all bow our heads in prayer." And I could see everybody did, some with closed eyes. Then, I proceeded : " Lord, please forgive me for I have misplaced the copy of  my prayer and this may be due to old age.   I would  instead pray from the heart. "  I noticed a few cabinet members were   stirring  a bit. Then I continued   with something like this: "Bless the members of the cabinet who are celebrating their birthdays this week, especially Sec Art Yap who  promised to serve “lechon baka” for all of us..." (It was Art's birthday that day or that week  and I recall  he promised earlier  "lechon baka" for lunch.)  Then I searched for thoughts on how to further  proceed. I opened my eyes . At the president's side  across the table  were Sec Bebot Bello and Sec Ralph Recto (later Senator),  although  still with heads bowed,   were starting to smile and trying to stifle their laughter. (They  must have immediately sensed that I was starting  to pray in  an unconventional  manner. ) Then I continued praying. I said something about asking God's grace for the members of the cabinet who were tasked to attend to the heavy burdens of governance and "attending to  affairs of the state as well as perhaps affairs of the heart" ( I admit I was a bit naughty and irreverent there). You see, there were juicy rumors circulating that time about some cabinet officials having "some love affairs" and that thought just came spontaneously. I gazed around, and some heads were no longer bowed. Some were already noticeably  amused. I looked at the direction of a "suspect"  and he looked  uncomfortable (aha, gotcha!. hahaha!)

PRAYER FOR PRESIDENT --Then I continued saying that we were praying for the new Senate President (Sen. Johnny Enrile just got installed  then  and I most welcomed it). I referred to him as someone who was of " advanced  age"  (I didn't say old, Mr. Senator so please forgive me) but whose experience and competence over the years of long service augured well for the nation”...etc..I was already hearing soft laughter from all sides.

Then I came to the main part of the prayer which was expectedly a prayer for the President.  I recall I said something about asking the Lord to bless her and give her forbearance, fortitude, good health, so  that "she can continue to be of service to this nation and the people... until 2010 (that's the end of her term.). Then for one reason or another, I did not stop there. I wanted to deliver a punch line in a light note.

At this point, and before I proceed with my recollections,  a  brief backgrounder is important. It was around that time that critics of the President  were   accusing her  of  maneuvering to amend the constitution  to be able to continue being in office beyond her term. The air was so heavy with such speculations and rumors.  I knew the president was very careful about not giving credence to them. Also,  being close to the Malacanang inner circle in my work as her press secretary, I did not notice a single indication that this was so. On the contrary, I was convinced that PGMA was counting her remaining days and was anxious to get off the saddle. We all knew what the  job of a president would entail and getting off from that office would be every  president's urgent  aspiration. (Never mind if many  will however dispute this.) So, I treated it as a "non-issue" and   an amusing item that  ought not to be taken seriously, but a good point to mention in a light-hearted prayer.
Sorry but I was already taking an irreversible course in my prayer and  I was reciting every thought that came along.
.                                            *
PUNCH LINE --With those at the back of my mind, my spontaneity prompted me to do a "punch line" with that prayer. When I said  that we all pray  so that the president  could continue to serve this nation and its people until 2010, I added a naughty  line;"AND WHO KNOWS,  PERHAPS, BEYOND!.. then I paused but at that point I saw the president already  reacting.   I  finished it with the phrase:" IN HER PERSONAL AND PRIVATE CAPACITY" as I really originally  intended.

But all hell broke loose even before I uttered the last phrase. I saw the President across me gasping: 'OH MY GOD" as she raised  her hands over her head,  apparently aghast or  in dismay or in anger or in  disgust   (or all of the above!) . She faced the whirling and flashing cameras across the table and said: "Off the record ang prayer. Please off the record tama na, tama na"  as she gestured to the photographers to just leave.  The members of the cabinet were  all laughing  as they got seated.      As the palace staff hurriedly shooed off the photographers,  I tried catching up with them at the Malacanang grounds and pleaded: "The president is requesting that it be off the record. Ok lang?"  They did not answer. But of course I knew that requests for "off the record" normally were honored  only when   announced prior to the event. An "after event" request could  already be  treated as an attempt to censor or "kill a story".  It was a "scoop" for all  and no one of course would pass up on that "sensational slip of the tongue"  by no less than the press secretary of the palace. Yes, that bolstered   the opposition’s suspicion about PGMA's alleged plans to stay in office beyond.   That prayer   somehow reinforced and  gave credence to their accusations.  And yes, no less than her spokesman and alter ego revealed it! In a cabinet meeting at that, etcetera.

MEDIA AGOG!   As expected, within the hour,  TV channels and the media as a whole  were agog and   went to town with it.  That video clip became an instant Youtube favorite . After the cabinet meeting, I approached the President hoping   to explain the snafu.  I told her   that there was a punch line that would explain the correct and  complete context of my utterances. It dawned on me that she did not catch the important final phrase.  When I explained,  at first  she appeared amused.  But overnight, the scenario changed.

When the episode hit the air lanes she became instantly  the target  of  media attacks -- instead of me, the real perpetrator.     She was  not mollified, to say the least. And I felt so guilty.

That evening, I watched the news. The whole prayer  was fully and accurately recorded and reported, even the last phrase "in her personal and private capacity"could be heard although somehow buried in the burst of laughter that followed. In fact, the following morning in an interview with host Anthony Taberna of  ABS-CBN, I called attention to that last phrase ("in her personal and private capacity") as a clear indication that my prayer was clearly not to  promote the president staying on but was, on the contrary, looking forward to her returning to the private sector. However,  sometime later, to my  dismay, the subsequent  TV  re-plays and re-runs of that cabinet prayer   no longer included  the  last phrase "in her personal and private capacity"  It was erased,  spliced or removed.  By whom I would not care to know. For what reason?: well, it was obvious that keeping that segment  intact would belie what some sectors were accusing PGMA of.

A MISTAKE - - I had a few thoughts after that episode. I was convinced that my "cavalier" prayer was a mistake, a lapse in judgment and yes, irreverent. Although I told the press that it was intended as a "light prayer" and that God had a great sense of humor (which some critics and some in the media sorely lacked), I realized that I was playing "into the fire", doing that so-called “brinksmanship" and I was recklessly  bringing along the President with it. The biggest irony of it all  was that as her press secretary, my principal work would have been  to provide  her a “firewall”. In that episode, I was not true to my task. I pushed her to the fire instead.

That happened while  I was well within five (5) months  as press secretary. I agonized and was totally embarrassed.   Quietly in my heart then, I wished I was back  home in Davao doing something else. Four  months later, in February 2009, I resigned principally because I had to take care of my ailing wife, Beth. But the speculation continued to hound me that I was fired because of that prayer. Whatever! The fact remained that I felt so relieved I left.   I was at peace with the thought that I was also doing the presidency a favor by leaving. I drew some comfort too from the fact that   my bosom friend, Cebuano Cerge Remonde ably took over as press secretary. But he also did not stay long. He died from a heart attack  while in office. (I heard some unkind remarks from some friends who said I would have suffered the same fate of Cerge if I did not leave).

Truth to tell, while I was enjoying -- and at times agonizing --during  that 8-month stint as press secretary,  having left it was  "liberating". Not only for me but I think, most importantly "liberating" for the Office of the President   which  decidedly  did not deserve my occasional  unconventional and at times naughty  ways.

"OH MY GOD". --TV, indeed, is an exciting medium. But it can be cruel too. Having served and spanned both sides, once as a mediaman and later as a public official and now back again as a media man, (a full circle) I had no misgivings though. All of those happy moments and misgivings were admittedly   considered "part of the territory", so to speak. I have no complaints. Only memories.

Several years have passed since  that  cabinet meeting and that "disastrous" prayer.  I now look back at that incident with great discernment -- and  amusement. But it was instructive with several  good lessons learned.

LESSONS LEARNED --Here are some lessons learned from that  incident:
Lesson  1: don't  ever lose the  copy of your prepared prayer.
Lesson 2: don't do impromptu prayers unless you are used to doing it or unless you have standard lines and invocations formed ahead in your mind.
Lesson 3: do not assume that everyone, including God,  has the same sense of humor as you have.  Lesson 4: all prayers are always  answered but sometimes  the answer is NO, as in this case.  Consider this: if my prayer, as charged by critics, was to convince God  to keep PGMA still as president beyond her term, God's  answer  was a clear NO. On the other hand, if my prayer, as I had truly intended, was for her to continue serving the nation but in a private or personal capacity, the answer is still NO. She was  still in public office that time, right?  Lesson 5: if you are spokesman  or alter ego of  someone, shed off  your personal views and set aside your personal instincts and stifle as much as possible your  usual ways.  You should be your principal personified. Any first sign that you're not into it, then do your principal - and yourself- a favor by allowing   someone else to takeover the job.

I'm sure  there are more lessons out there to mention. That's enough for the moment. Mind you, I still have a few more "bad moments" and  of course too many "good moments" to share.  But that prayer experience  was indeed a defining moment for me.

Philippine Provinces / Boat Capsized off Surigao City
November 04, 2020, 08:42:30 AM
BUTUAN CITY (PNA) â€" Two persons were rescued while another one remained missing when their motorized banca capsized after being slammed by big waves Sunday evening, November 1, off the coast of Surigao City.

The Philippine Coast Guard (PCG) in Surigao City said a search operation was still ongoing in the area for the remaining passenger as of this posting.

“The said motorized banca left Surigao City at around 6:30 p.m. on Sunday. It was already dark and the operator had difficulty in maneuvering amidst the waves,” said CCGM Leonel A. Cavite of PCG Surigao City in an interview with Philippine News Agency Tuesday, November 3.

The motorized banca, with two passengers and one operator, was heading for San Jose town in the Province of Dinagat Islands (PDI), he added.

“The two passengers were personnel of the Bureau of Fire Protection (BFP) from Dinagat,” Cavite said.

He added that personnel from the Surigao del Norte Provincial Mobile Force Company (SDNPMFC) and the Criminal Investigation and Detection Group (CIDG) rescued on Monday afternoon, November 2, FO1 Peter Greg L. Miranda, one of the passengers.

The personnel from SDNPMFC and CIDG were traveling back to Surigao City from Siargao Island when they happened to spot Miranda floating and yelling for help, Cavite said.

The operator of the motorized banca, identified as Janjan Bolandrina, was also rescued by fishermen in the area on Monday afternoon, he added.

“The motorized banca capsized in the area off Barangay Kapalayan in Surigao City,” Cavite said.

He identified the missing passenger as SFO1 Samalo B. Amparo from BFP Dinagat Islands.

The posts of the Blaan Language Training and Culture Familiarization (BLTCF) FB page have been much criticized online in view of what most Blaan 'in-the-know' imply are wrong and awkward spelling of Blaan words. The critics may have used the first published Blaan dictionary as reference, which I think  BLTCF fellows refuse to accept, so the Blaan behind the page are compiling their own versions. They have valid reasons, I think. The Blaan dictionary, which was published by the Condrado Ladislawa  Alcantara Foundation, Inc. (CLAFI) as an offshoot of Project Flalok, with funding from USAID and technical support from DepEd Region XII, was not without  flaws.

One, the publisher seemed to be unaware  that Blaan communities are geographically dispersed in two regions, Sox and Davao. Only the Sox Blaan were involved in the project.

Two, the three Blaan dialectal variations in Koronadal, Davao and Sarangani Blaan were not considered. And it was unclear  from which Blaan dialectal variations the the more than 60 writers and validators were representing.

Perhaps the initiators of BLTCF would agree with me if I propose that the next Blaan dictionary should be more inclusive, representative and comprehensive. One that is unquestionable, credible and acceptable to all Blaan communities in Sox and Davao regions, including the people behind the Blaan Language Training and Culture Familiarization FB page, whoever they may be. Peace!

7 abus killed, war materials recovered in Sulu

Camp Navarro, Calarian, Zamboanga City- November 3, 2020

Based on the report submitted by the acting commander of the 3rd Boat Attack Division to WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr., while conducting a search and retrieval operation at 11:40 a.m. today (Nov. 3), the navy troops aboard BA491 spotted the Jungkong boat used by the ASG/KFRG members off Sulare Island.

“The boat was cut in half with only the front portion remaining afloat while the rear must have sunk during the ramming by the navy ship-BA493,” said Lt. Gen. Vinluan, Jr.

Lt. Gen. Vinluan said that the navy troops searched the remaining half of the boat and recovered the following: M4 rifles with m203, one M4A1 rifle, five backpacks with assorted items inside, two M14 long magazines, two M14 short magazines, four bandoliers, two jungle bolo, two sledgehammers, two boat paddle, two empty containers (plastic gallons), one power bank, two empty shells of m203 ammunition, and one Go Pro camera with a memory card.

Meanwhile, JTF Sulu Commander Maj. Gen. William Gonzales stated that the operation at dawn resulted in the deaths of the seven ASG members onboard the Jungkong including Madsmar Sawadjaan, the brother of notorious bomber Mundi Sawadjaan and Mannul Sawadjaan, a.k.a. Abu Amara, believed to be the successor of Hajan Sawadjaan as the emir of the group.

“Our air, naval, and ground troops are continuously conducting retrieval operation in the area,” Maj. Gen. Gonzales said.

Likewise, Lt. Gen. Corleto Vinluan, Jr. said, “We will continue to conduct military operations, maximize intelligence monitoring, and exhaust all means to preempt the terroristic activities to the Abu Sayyaf Group in Sulu”.

President Carlos Polestico Garcia
8th President of the Philippines, March 18, 1957 â€" December 30, 1961

1st President of the 1971 Philippine Constitutional Convention

4th Vice President of the Philippines, December 30, 1953 â€" March 18, 1957

Secretary of Foreign Affairs, December 30, 1953 â€" March 18, 1957

Senator of the Philippines, 1941, ~ May 25, 1946 â€" December 30, 1953

Governor of Bohol, October 16, 1934 â€" August 29, 1941

Member of the Philippine House of Representatives from Bohol's 3rd District, 1925â€"1931

Supreme adviser and “Commander in Chief” of the “Bohol Legion of Liberty”, Guerrilla Provincial Government of Bohol during World War II

Carlos P. Garcia, poet, philosopher, teacher, reporter, parliamentarian, executive, legislature, constitutionalist, philologist, orator, lawyer, diplomat, statesman, patriot, military leader, and a father of one, was born in sitio Loy-a, in barangay San Agustin, Talibon, Bohol, on Tuesday, November 4, 1896. Carlos was the second child of the six siblings. The names of the Garcia children in the order of their birth dates were:

1. Leoncio, 1894. He became a capataz or a road foreman, and mayor of Alicia, Bohol. He was the oldest of the children.

2. Carlos, 1896. He rose from the ranks, from representative, governor, senator, vice president of the Philippines and concurrent secretary of foreign affairs, eighth president and fourth president of the third Republic of the Philippines, first president of the 1971 Constitutional Convention.

3. Primitiva, 1898. The beloved sister of Carlos.

4. Cosme, 1900. He became a lawyer finishing his LLB from the Philippine Law School like his brother, Carlos. He was once a municipal judge of Jagna, Bohol. He was elected representative of the third district of Bohol. A career diplomat, he was Minister in the Department of Foreign Affairs. He became an author of law books and one of the leading law practitioners in Manila during his lifetime.

5. Cipriano, 1902. He died at the age of 21 years. His untimely death prevented the holding of party in honor of CPG's graduation from the College of Law.

6. Lucio, 1904. He was one year old when he died. He was the youngest of the Garcia children.

CPG's father was Policronio Garcia, a sailor and farmer who became municipal mayor of Talibon for fifteen consecutive years. Manoy "Coni," as CPG's father was fondly called never had any formal schooling but he was a man with a strong personality and disposition. Both as a family man and as public servant, he was noted as a disciplinarian. He was born a leader of men whose life was fully dedicated to public service.

CPG's mother was Ambrosia Polestico, a prototype of the humble and homely Filipina of yesteryears. A devout Catholic and an exemplary housewife, "Manding Butay," as the barrio folks and townspeople fondly called her, was proficient in leading the novena or prayers for the patron saints. She came from a family of substantial farmers. As a matter of fact, most of CPG's landholdings came from his mother's inheritance from her parents - Carino Polestico and Ramona Clara Evalaroza.

Mariano Garcia, CPG's grandfather, was also a town official, a cabeza de barangay, during the Spanish regime. It was his duty to collect taxes from the people of Talibon, which he later turned over to the Castilian authorities. Whenever he failed to collect the exact amount he was supposed to accumulate from the taxpayers within his jurisdiction, the Spanish officials would compel him to make up the difference himself. Hence, while it was an honor to be a cabeza de barangay in those days, at the same time it was a financial burden.

Mariano's wife, Maria Evardo, was simple and industrious woman who devoted herself to the rearing of children and to the home chores. CPG's birthplace was typical of the simplicity and humility which have characterized them, - a remote one, decidedly rural which is seven and a half kilometers away from the poblacion.

When the cholera epidemic broke out in 1911 which killed hundreds of people in Talibon and in order to avail of more medical care and attention, the Garcia family moved from sitio Loy-a to Balico, in the vicinity of Poblacion, Talibon. That was the time the "biggest house" was constructed. It was made of wood, bamboo, nipa, and galvanized iron roofing. It used to be the "biggest house" in Poblacion, Talibon. However, it was burned to the ground by the Japanese on July 4, 1943 when they were informed that CPG was a leader of the resistance movement of Bohol.

CPG's books and poems, his philosophical studies in the Visayan dialect, and his historical account of the Boholano hero, Francisco Dagohoy, were all destroyed. His old pictures which he treasured very much were all reduced to ashes.

CPG pursued the primary course in the Talibon Central Elementary School during the school year 1903-1904. He completed his elementary education in Talibon graduating at the head of his class in 1910. He then studied in the Cebu High School (now Abellana National High School) completing only the second year of the secondary course. CPG's father, Policronio, advised him to become a public school teacher in the belief that at the age of sixteen he was yet too young to pursue his studies. After two years of teaching in the public schools of Trinidad and Ubay, he resigned to continue his studies. As a classroom teacher, CPG was under regular status at P25.00 per month. He took his third year secondary studies at Silliman Institute (now Silliman University) in Dumaguete, Negros Oriental. In his senior year in high school, he decided to return to Cebu High School graduating thereat as class valedictorian in 1916. It was during this time when he won the Carlock gold medal for excellence in oratory. CPG was once an editor of the school paper when he was in the Cebu High School. He was at the same time a reporter of Cebu's weekly newspapers in English.

CPG enrolled next in the College of Law of the Philippine Law School in the school year 1919-1920. He was permitted to pursue the law course because at that time a preparatory law course was not required for admission.

He won prizes for academic excellence, oratory, debating and poetry in the Cebu High School, Silliman Institute and the Philippine Law School. He was elected president of the freshman class in Law school. He was awarded the West Publishing Company prize for obtaining the highest general average during his first year in the College of Law. The Lawyers' Cooperative Publishing Company Prize was awarded to him as law class valedictorian in 1923. He had been recipient of the Malcolm's four-year law course scholarship prizes for academic excellence.

CPG finished the Bachelor of Laws degree in 1923, at the Philippine Law School as Valedictorian. He placed seventh in the bar examinations of 1923 despite illness, obtaining the highest rating among the law valedictorians of that year. The bar topnotcher of that year was Roque V. Desquitado of Cebu.

It was related that two doctors (Lava and Reyes) while taking the examinations advised CPG to discontinue taking the test because at that time he had fainting spells due to a serious ailment. Against the doctors' advice, however, he continued taking the examinations confident that he would still pass, which he did.

He took his first bid in politics in 1925 and was elected representative of the third district of Bohol. From representative, governor, senator. As a senator, his term was interrupted by World War II, during the war, he refused to surrender. Instead, he fought the Japanese occupying the island of Bohol and became a military leader. The Japanese announced the prize of P50,000 on his head.

After liberation, he represented the Philippines during the International Organization of the United Nations in San Francisco in 1945. He was a member of the Philippine Rehabilitation Commission and War Damage Commission in Washington D.C.

Garcia headed the Philippine delegation to the Inter-Parliamentary Union Conference in Dublin, Ireland and chairman of the Southeast Asia Treaty Organization which became the forerunner of the ASEAN or the Association of Southeast Asian Nations.

In 1953, he was drafted as the running mate of President Ramon Magsaysay and won. President Magsaysay met his tragic death aboard the presidential plane which crashed in Mount Manungal in the mountain of Cebu.

Vice President Garcia concurrent secretary of Foreign Affairs was then in Sydney, Australia, attending an international conference on March 17, 1957 when the tragic event happened. Destiny and political fortune catapulted him to the highest position of the land. Vice President Garcia then assumed the presidency.

During the 1957 presidential elections of the same year, Garcia was elected as the fourth president of the third republic in his own right. He served the presidency until 1961 when lost to his vice president, Diosdado Macapagal.

Aware of the crucial test the Philippines was undergoing during the administration of President Ferdinand Marcos, Garcia ran as delegate to the Constitutional Convention of 1971 representing the third district of Bohol and won. Later, he won as President of the Constitutional Convention on June 11, 1971. His opponent were Diosdado Macapagal, Raul Manglapus, Salvador Araneta and Teofisto Guingona, Jr.

After his inauguration as president of the convention on June 11, 1971, he was overtaken by a downpour of rain during the June 12 Independence Day program at the Luneta.

He developed fever but on June 14, he reported to the convention floor to steer the deliberations of the convention. Unable to bear the high fever he was suffering, he asked for leave and left the convention floor. At 5:57 pm, on the same day, death overtook him in the midst of an unfinished task. He had his final rendezvous with destiny.

According to Dr. Antonio Guytingco, personal physician of President Garcia, the late President was caught by the rain on Saturday, June 12, 1971, during the Independence Day celebration at the Luneta where he participated. Dr. Guytingco said, this aggravated his heart condition which was already at a danger point. This precipitated the heart attack which was complicated by bronco-pneumonia.

In Bohol, Governor of the Province of Bohol, Lino I. Chatto (governor, May 30, 1967â€"March 16, 1978) convened the provincial board in an emergency session to adopt a resolution requesting the committee in charge of the funeral arrangements that the remains of the late President be air shipped to Bohol in accordance with the tradition and practice in order to give the Boholanos an opportunity to pay final tribute.

Tagbilaran Mayor Venancio Inting (mayor, 1960â€"1971) sent Councilor Jose Ma. Rocha to Manila on June 16, 1971, to make representations for the possible shipment of the President's remains to Bohol. Finally, on June 18, 1971, CPG's remains were taken by helicopter to Bohol. Necrological services in his honor were rendered in Bohol Cultural Center, in Tagbilaran City, on June 19, 1971.

The remains were brought back to Manila where President Carlos P. Garcia was interred at the Libingan ng mga Bayani, in Fort Andres Bonifacio (formerly Fort William McKinley) in Metro Manila, Philippines. CPG is the first President of the Philippines to be buried in this hallowed ground, his final resting place.

Eye of The Tiger: By Jun Obello

“HOLD THE LINE: The US 2020 Presidential Election.”

Tomorrow, 3rd of November 2020 is the most awaited and highly contested election in the recent history of america.

I have been monitoring this election as its outcome, like any other US elections, will have great impact in the world especially to our country.

Although widely used especially by military, I particularly and consistently emphasized this tagline “hold the line” during our last elections whenever i conducted last-hour briefings for our campaign leaders and volunteers. This tagline worked in our favor, and so i am quite excited to share to you what i have heard from an american commentator in utube just minutes ago relative to their elections. I just feel i am not that far from global politics.

As US elections are about to culminate, there is a growing fear among americans that no one among the two presidential candidates will concede and accept defeat.

The incumbent President  Donald Trump and his team strongly believe they can win for the second term while challenger Joe Biden, former Vice President of Barrack Obama, is highly confident he will get the 2020-2024 presidency.

The US mainstream media  have become highly partisan and divided between democrats and republicans. Social media bloggers and commentators are likewise polarized. Some political analysts have employed religious leaders as victory forecasters. Very exciting!

All americans must “hold the line” to the values that their founding fathers built more than 200 years ago. Goodluck!

Philippine Government / Information Gap on Typhoon Rolly?
November 03, 2020, 06:09:54 AM
Statement of Philippine Information Agency Director General Undersecretary Ramon L. Cualoping III on the supposed "information gap" at the time of #RollyPH

There are opinions that have been circulating speaking of an “information gap” following the non-renewal of the ABS-CBN franchise.

The Presidential Communications Operations Office wishes to correct the notion of this “information gap.”

As it was in the advent of the COVID-19 pandemic, the government activated its Laging Handa Crisis Communications platform that allowed private communications organizations to efficiently and effectively gather news and information from the concerned agencies, and distribute them on their respective media channels.

The government has joined hands with the private media through the Kapisanan ng mga Brodkaster ng Pilipinas, to bring and draw relevant news and information, particularly at this time of crisis.

The PCOO has enabled a wider reach for PAGASA’s periodic weather updates days before #RollyPH. The PCOO and Philippine Information Agency also sit in the National Disaster Risk Reduction and Management Council to monitor the situation even before the super typhoon made its landfall. The press conferences that many of us tuned into yesterday â€" although seen thru different media channels â€" were organized and enabled by the PCOO, through Radio Television Malacañang.

The PIA, through its 78 provincial offices, has been on-ground, liaising with the provincial response teams and has been gathering and broadcasting information on the preparations, real-time situations, and relief operations.

Apart from RTVM and PIA, the PCOO network itself â€" comprising 32 stations of the Philippine Broadcasting Service, the more than 23 stations of PTV and IBC, the 16 provincial bureaus of the Philippine News Agency, Bureau of Communications Services, the Spokespersons Guild, and the PCOO Proper â€" all contributed to the news and information gathering and distribution efforts.

Consistent with the efforts of the Duterte administration, the PCOO, through the leadership of Secretary Martin Andanar, similarly takes a whole-of-nation and a whole-of-community approach to news and information gathering and distribution. Our content is now evolving to be less Metro Manila-centric and more balanced, with the widest distribution on-air, online and on-ground.

We thank the continuing cooperation of our media partners, especially the members of KBP, and the Philippine Cable and Telecommunications Association, Inc. and its nationwide member-cable operators. Together, our media partners represent a collaborative footprint that counts hundreds of physical points of presence â€" not to mention digital media channels. Moreover, we wish to honor the men and women of the government media and in the private media in braving the storms to deliver accurate and relevant information and reach the most number of Filipinos.

Along with our partners in the private sector, we continue to work to bring more nationally and locally relevant news and information, in the coming months and years.

PNP LEADS BAYANIHAN TO REBUILD AS ONE

In the aftermath of Typhoon Rolly, PNP Chief, Police General Camilo Pancratius P Cascolan ordered Directors of Area Police Commands to lead post disaster clean-up, relief, and rehabilitation operations of regional and provincial police offices in hardest hit areas.

PNP Units were instructed to initiate clearing operations of highways and main thoroughfares to allow smooth passage of emergency services, relief caravans, and commercial cargo.

“In the spirit of Bayanihan, the PNP is linking arms with local government units, state agencies and NGOs in rebuilding and rising from the devastation left by Typhoon Rolly,” Cascolan said.

The Chief PNP noted “the readiness of LGUs and police units in responding to emergencies and firm implementation of disaster mitigation measures resulted to minimal casualties despite the destructive force of the supertyphoon”.

Meanwhile, Cascolan said the PNP will assist the Department Trade and Industry in enforcing a price freeze on basic commodities and essential goods in areas that will be declared under state of calamity.

He explained that under Republic Act 7581 or the Price Act of the Philippines, automatic price control is up in areas that are declared under state of calamity for a period of not more than 60 days.

Aside from basic necessities and prime commodities listed or being monitored by the DTI, this also covers those under regulation of the Department of Agriculture, Department of Health such as rice, sugar, poultry products, dairy products, cooking oil, cooking fuel, medicine, and medical supplies.

This developed as the Chief PNP assured PNP Units that suffered infrastructure damage from Typhoon Rolly of appropriate support from the National Headquarters to allow these Units to resume normal operations in these facilities.

“As soon as all damage assessment reports are in, we can begin restoration work for damaged PNP facilities, he said.

SHARING SOME POSITIVE NEWS about COVID 19....

Friends, this is being shared around in our AHV Community Viber Group.  Dr. Benjamin Co, Infectious Disease Expert, who is our AHV neighbor, has vetted this and has confirmed its veracity. Please share for our greater enlightenment ...

A professor of pharmacy at the Uni of Toronto sent this clearly worded layman update:

For this pandemic there’s a greater chance of survival for those getting infected 4 months later like July 2020 than those who got infected 4 months earlier say February 2020. The reason for this is that Doctors and scientists know more about Covid-19 now than 4 months ago and hence are able to treat patients better. I will list *5 important things* that we know now that we didn’t know in February 2020 for your better understanding.

1. COVID-19 was initially thought to cause deaths due to *pneumonia- a lung infection*- and so Ventilators were thought to be the best way to treat sick patients who couldn’t breathe. *Now we are realizing that the virus causes blood clots in the blood vessels of the lungs* and other parts of the body and this causes the reduced oxygenation.

Now we know that just providing oxygen by ventilators will not help but we have to prevent and dissolve the micro clots in the lungs. This is why we are using drugs like *Aspirin and Heparin (blood thinners that prevents clotting)  as protocol in treatment regimens in July 2020.*

2. Previously patients used to drop dead on the road or even before reaching a hospital due to reduced oxygen in their blood- OXYGEN SATURATION. This was because of *HAPPY HYPOXIA*- where even though the oxygen saturation was gradually reducing the COVID-19 patients did not have symptoms until it became critically less, like sometimes even 70%. *Normally we become breathless if oxygen saturation reduces below 90%.*

This breathlessness is not triggered in Covid patients and so we were getting the sick patients very late to the hospitals in February 2020. Now since knowing about happy hypoxia we are monitoring oxygen saturation of all covid patients *with a simple home use pulse oximeter and getting them to hospital if their oxygen saturation drops to 93% or less*. This gives more time for doctors to correct the oxygen deficiency in the blood and a better survival chance in July 2020.

3. We did not have drugs to fight the corona virus in February 2020. We were only treating the complications caused by it... hypoxia. Hence most patients became severely infected.

*Now we have 2 important medicines FAVIPIRAVIR & REMDESIVIR*

These are ANTIVIRALS that can kill the corona virus. By using these two medicines we can prevent patients from becoming severely infected and therefore cure them BEFORE THEY GO TO HYPOXIA. This knowledge we have in JULY 2020... not in February 2020.

4. Many Covid-19 patients die not just because of the virus but also due the patient’s own immune system responding In an exaggerated manner called *CYTOKINE STORM*. This stormy strong immune response not only kills the virus but also kills the patients. In February 2020 we didn’t know how to prevent it from happening. Now in July 2020, we know that *easily available medicines called Steroids,* that doctors around the world have been using for almost 80 years *can be used to prevent the cytokine storm in some patients*.

5. Now we also know that people with hypoxia became better just by making them lie down on their belly- known as prone position. Apart from this a few days ago Israeli scientists have discovered that a chemical known as Alpha Defensin produced by the patients White blood cells can cause the micro clots in blood vessels of the lungs and this could possibly be prevented by a drug called Colchicine used over many decades in the treatment of Gout.

So now we know for sure that patients have a better chance at surviving the COVID-19 infection in July 2020 than in February 2020.

Going forward there’s nothing to panic about Covid-19 if we remember that a person who gets infected later has a better chance at survival than one who got infected early.

Nonetheless, let’s continue to follow precautions, wear masks and practice social distancing  Please distribute this message, as we all need some positive news...

October 30, 2020, PHILIPPINES â€" With the Philippines’ adult unemployment rate remaining high at 39.5 percent seven months into the pandemic, professionals in badly hit industries are now more likely to apply to jobs outside of their current industry, according to recent LinkedIn data.

However, finding new roles that are most relevant to their current skills, or even venturing into a completely different industry has its challenges, and job seekers may not know where to begin.

LinkedIn’s response is the Career Explorer, a tool which will help job seekers identify new career paths that have the most skills overlapping with their current role; as well as new skills they will need to acquire in order to excel in a different role and industry. Through the interactive dashboard, job seekers will be able to discover LinkedIn Learning courses or learning paths they can take to build the necessary skills. In addition, the tool will also connect them to open jobs and other LinkedIn members in similar roles, who may be able to offer career guidance.

At the same time, LinkedIn is also encouraging employers to hire based on skills, rather than focusing solely on traditional qualifications or past experience. As more professionals pick up new skills and switch career paths, employers should see this as an opportunity to build a more diverse workforce, which will work to the organisation's advantage. LinkedIn has also made available a few tools to support organisations in this regard.

Feon Ang, Vice President, Talent and Learning Solutions, Asia Pacific, LinkedIn said: “In today’s challenging climate, we know it is not easy for job seekers to secure new employment opportunities. This is why it is incredibly important for job seekers to develop a growth mindset. Regardless of what you have studied, or where you have worked, you must be willing to upskill as you take on a new role; or even reskill in order to venture into a different industry. At LinkedIn, we are committed to help job seekers make these transitions, with the various tools and resources available on our platform. We also encourage organisations to hire based on skills, as opposed to degrees or past experience, as it helps build a diverse workforce and contribute to more equitable recovery for all.”

Other tools that help job seekers land new employment opportunities include:

●   Skills Assessments: Skills Assessments allow members to validate and showcase their skills to recruiters and their network, helping them stand out amongst candidates and become more discoverable to recruiters. There are currently close to 100 Skills Assessments available on LinkedIn, and job seekers who successfully earn a skill badge are 20% more likely to get hired.
●   Interview preparation tools for in-demand roles: Job seekers can use LinkedIn’s interview preparation tools which include commonly asked interview questions, answer guidance and tips, as well as instant feedback on recorded practice answers. The tools will cater to specific roles such as Software Engineer, which LinkedIn has identified as one of the top trending jobs in the Philippines.
●   #OpenToWork profile photo frame: The #OpenToWork feature allows job seekers to indicate that they are actively looking for work through a simple LinkedIn profile photo frame. Since its launch, job seekers who used the feature have recorded 40% more recruiter inmails and 20% more messages from their community.

To encourage more employers to hire based on skills, Linkedin has made the following available to small-to-medium sized businesses (SMBs) and hiring managers:

●   Freemium jobs for SMBs: Small businesses can now create job postings on LinkedIn for free, easing the hiring process and expanding the number of job opportunities on LinkedIn.
●   #Hiring profile photo frame: Hiring managers can use the #Hiring profile photo frame to signal that they are hiring for open roles. This will allow job seekers to quickly identify who within their network is hiring.

REP. DUKE FRASCO

FRASCO DIGNIFIED CASKET BILL TO CREATE NEW PRODUCTS and MARKET FOR AFFORDABLE FUNERAL SERVICES

As the Filipino people honor their dearly departed loved ones when they say prayers of remembrance, of timely relevance is House Bill 7846 setting a price ceiling of P12,000.00 for caskets for indigents.

HB 7846 compassionately eases the financial burdens of grieving indigent Filipinos. When this bill becomes law, funeral parlors are required to make available for poverty-stricken families caskets worth P12,000.00 or less.

HB 7846 seeks to regulate the funeral industry to widen their product range and rationalize their price range for caskets. This move by Frasco, if passed in the House, is seen to positively impact millions of low-income Filipino households burdened by exorbitant casket prices when a family member passes on.

This bill indirectly creates the product-price category of caskets for indigents. As long as the caskets offered are still of good quality while also being affordable, then the casket makers and funeral parlors will still be able to make a reasonable profit while serving well their indigent clientele.

Lead implementing agency would be the Department of Trade and Industry which will apply all relevant laws and regulations as regards product standards, trade regulation, and consumer protection. Collaboration is also needed with local governments to ensure effective implementation. (END)

Update #7A on Super Typhoon #Goni (#22W / TY #Rolly) - 1800 UTC 30 October 2020
...Goni continues as a Category 5 super typhoon...
...Landfall expected in Calabarzon on Sunday...
As of 1800 UTC:
Position: 15.9°N 129.9°E
Movement: W at 10 knots (20 km/h)
Intensity [1-min]: 155 knots (280 km/h) [Category 5]
Intensity [10-min]: 115 knots (215 km/h) [Violent]
Central pressure: 915 hPa
PAGASA local name: Rolly (#RollyPH)
Goni remains an extremely impressive, yet compact, system. However, there are indications on microwave imagery that an outer eyewall is beginning to form - a sign of an imminent eyewall replacement cycle. The eye is still clear, very warm (16°C) and easily visible on conventional satellite imagery, so the eyewall replacement has not begun yet. Otherwise the CDO is solid with very cold convective cloud tops of around -75°C. The current intensity of 155 knots is unchanged and based on a Dvorak fix of T7.5 from JTWC.
There is still an uncomfortable amount of spread among the models, but they are gradually coming into agreement. Goni is expected to continue moving westward or west-southwestward for another 18 hours or so before turning back west-northwest. On this track, the center is expected to pass north of the Bicol Region before making landfalls on Polillo Island and mainland Quezon on Sunday. The latest JMA and JTWC forecast tracks take the center uncomfortably close to Manila before it moves out over the South China Sea on Monday morning. A general westward track toward Vietnam is expected during the remainder of the period, with landfall as a tropical storm expected Wednesday evening.
Goni could fluctuate up or down in intensity during the next 12 hours or so, but once the eyewall replacement cycle begins, some slow weakening is expected. The eyewall replacement is likely to result in the expansion of Goni's wind field, meaning it won't be as compact as it is now. By Saturday evening, increasing shear should further weaken the cyclone, although Goni is likely to be at or near Category 4 intensity by the time it makes landfall, and it could potentially still be a Category 2 or 3 typhoon as it passes just north of Manila (within 35 km) on Sunday evening. Disruption of the cyclone by rough terrain, strong shear, and cool northeasterly wind flow over the South China Sea should result in steady weakening once Goni is back over water.

Press Release
Wag magbabayad! OWWA reminds OFWs: RT-PCR tests at airports free

The Overseas Workers Welfare Administration (OWWA) on Monday reminded returning overseas Filipino workers (OFWs) that swab testing for coronavirus disease 2019 (Covid-19) at the country’s airports is free of charge.

“We want to emphasize that the swab test being conducted by the Philippine Coast Guard at the airport is free. The specimen being brought to government laboratories is also free. The OFWs who are there (airport) need not pay anything,” OWWA administrator Hans Leo Cacdac said in a virtual forum as he advised arriving OFWs not to patronize those offering swab testing at the airport in exchange for a fee.

He added that the Department of Labor and Employment (DOLE) and the Department of Transportation (DOTr) is looking at the issue.
“As for my understanding, Secretary Silvestre Bello III and Secretary Art Tugade are currently talking to confirm this. We advised our OFWs not to engage the offer at the airport to pay for the test. But the situation is being looked at by Sec. Art Tugade,” he added.
It was reported that returning OFWs are being charged up to PHP20,000 for the immediate release of their test results.
Meanwhile, Cacdac said some 7,000 Filipino workers who were recently repatriated have been transported back to their home provinces.

“We have sent 7,000 OFWs back to their provinces in the last four days which is a good sign,” he added.
Cacdac said there are still 5,200 OFWs who are still in hotel quarantine accommodations while waiting for their swab test results.

These workers are part of the 6,000, stranded Filipinos affected by the issue between the Philippine Health Insurance to the Philippine Red Cross as earlier reported by Bello.

Warning: Long post. Madami ng ganitong klase ng kliyente ang PAO, pero ito talaga nakaka durog kasi ng puso.

When you need more than legal advice, andyan ang PAO Forensics medical team.

May dala syang marriage cert and other documents to support her claim at may ID pa sya as entitled beneficiary ng mister nyang dating Master Sergeant sa AFP.

A 70 y/o high risk individual should not be going around in metro manila, even out of desperation to get matters done. Ok, rant over. Sorry team puro stolen shots ako senyo.

DA Press Release
29 Oct 2020

DA chief enjoins ASEAN to build resilient agri sector vs climate change, disasters

As the Philippines and other Southeast Asian countries are frequently visited by typhoons and experience extreme weather phenomena,  agriculture secretary William Dar enjoin fellow ASEAN members to work together in building a strong, resilient and sustainable agriculture and fishery sector to withstand adverse effects of climate change.

“The effects of climate change, along with the destruction caused by natural disasters, make it more difficult to ensure food security to an ever-growing population in the ASEAN region, which is expected to rise by 1.6 percent annually,” said secretary Dar, during the “2nd climate-smart and disaster-resilient ASEAN virtual international Conference” on October 26, 2020, hosted by Malaysia.

With the huge impact of climate change on food and agriculture, he shared with his colleagues the Philippines’ experience and interventions, specifically programs of the Department of Agriculture (DA), in response to climate change.

"We have put in place a program, called the Adaptation and Mitigation Initiative in Agriculture (AMIA), to ensure that our resources and capacities are supporting climate resilient agriculture or aCRA. We are levelling-up from building resilient livelihoods and communities to CRA enterprises in towns, provinces or regional scales," he said.

"That is why we have  institutionalized the CRA Office to ensure that climate change adaptation and disaster risk reduction (CCA-DRR) are mainstreamed in our plans, programs and activities,” the DA chief added.

He said the DA is scaling up its gains from AMIA using science-based decision support tools for vulnerability assessment, investment targeting, farm-fishing operations, and better planning for infrastructure, finance and insurance, research and development, regulations and extension support.

"The pandemic has shown us the need to strengthen regional cooperation in maintaining a robust food system that is compliant with the health quarantine restrictions. Strengthening the ASEAN food system will further promote trade, shorten food value chain, reduce transport costs, and reduce risks from impacts of climate change and other natural disasters," he said.

He suggested that the ASEAN Integrated Food Security (AIFS) framework be expanded and to continue working on the food safety standards harmonization.

The DA chief also suggested other possible areas of collaboration in ASEAN, namely:
• Establishment of regional disaster insurance system;
• Development of technologies to reduce carbon footprint in compliance with the Paris agreement;
• Development of food production systems in urban settings; and
• Institutionalization of social protection and welfare programs for farmers and fisherfolk.

He said the collective efforts will be futile if the ASEAN member-countries do not commit to act and implement  the interventions.

“We call on everyone to work together to help alleviate our peoples’ plight, particularly in the agriculture and fisheries sector, who are most vulnerable. Climate change is a global phenomenon so it must be addressed inclusively. If member-nations don’t commit to climate action, our children will be the ones to suffer in the future,” he concluded.

The conference serves as a trans-disciplinary platform to share experiences and research results on climate change and disaster risks in South East Asia. It was participated by international leaders, scientists, experts, decision-makers, and members of the private and development sector. ### (RTDC)

MASBATE CITY (2 December 2020) -- The Masbate Provincial Peace and Order Council will be knocking on the door of leaders of the Communist Party of the Philippines and the New People's Army for talks on ceasefire pending peace negotiations on the national level between the government and the National Democratic Front.

The decision came during the recent PPOC meeting held at the Office of the Governor after Vice Governor Vicente Homer B. Revil and SP Board member Silas V. Laurio declared their readiness to hold talks with rebel leaders to look into the possibility of declaring certain areas in Masbate as "zones of peace".

Once an area is declared as a zone of peace, it will be off-limits to armed rebels and government troopers to avoid encounters in the area.

The possible zones of peace nor the criteria for declaring an area as such were not immediately determined, but Revil, who presided over the meeting, said the purpose of creating peace zones is to allow the uninterrupted human activities to prevail in areas where economic and social development are taking place.

In the same meeting, Laurio proposed the creation of a provincial unification committee to take initial steps in extending the offer to local CPP-NPA leaders.

Laurio, who is also chair of the committee on peace and order of the Sangguniang Panlalawigan, asked the Police Provincial Office to facilitate issuance of safe conduct passes to whoever will be designated by the rebels to the negotiating table.

Revil expressed concern over the safety of negotiators from both sides, considering that there are other government forces in the province operating independently from the police force.

Composition of the committee has not yet been finalized but the council was considering membership of the representatives of the Department of Social Welfare and Development (DSWD), the media, Fr. Emmnauel B. Basas who is diocesan social action director, the vice governor, and Laurio.

The peace offer will be the fourth attempt of local government leaders in Masbate to strike a peace agreement with CPP-NPA leaders here since the 1986 Edsa Revolution.

Soon after the Edsa Revolution that toppled the Marcos dictatorship, CPP-NPA leaders here sit down with local government leaders but later abandoned the negotiating table.

In 1992, then Masbate Governor Emilio Espinosa, Jr. initiated a peace negotiation with rebel leaders here, but after a few meeting between the unification committee and local CPP-NPA leaders, the talks bogged down.

Only three years ago, Masbate Governor Antonio Kho expressed intention to initiate peace negotiations with CPP-NPA leaders here in response to the bombings perpetrated in Baleno and Esperanza towns by the underground movement. The CPP-NPA leaders did not react to the peace negotiation offered.

Various vulnerable sectors in General Santos City receive aid from Bong Go as he reaffirms commitment to ensure poor Filipinos’ access to COVID-19 vaccine

As the health crisis still threatens the lives of many Filipinos, Senator Christopher “Bong” Go continues to deliver assistance to the poor and the vulnerable, such as the market vendors, fisherfolk, and fish port workers in General Santos City on Tuesday, October 27 in two separate distribution activities.

He also provided aid to patients and medical frontliners of the Dr. Jorge P. Royeca Hospital, which also hosts a Malasakit Center whose launching the Senator personally attended last February 2019.

Go personally went to both distribution activities in the public market and fish port. The first distribution activity conducted benefited 350 fisherfolk and fish port workers, held at General Santos Fish Port.

The second distribution activity was for 306 market vendors from the General Santos City Public Market. It was held at the Fatima National High School Gym in the afternoon.

Go’s staff then proceeded to DJRH to distribute assistance to 62 patients who are currently admitted in the hospital.

All beneficiaries in the three distribution activities were provided with food packs, meals, masks, face shields, medicine packs and vitamins. The activity was conducted while adhering to necessary health and safety protocols to avoid the further spread of COVID-19.

“Gamitin ninyo ang mga binigay naming masks at face shields para maiwasan natin ang transmission ng sakit. Delikado ang panahon ngayon kaya magtulungan tayo at sundin ang mga health protocols na binigay ng gobyerno, tulad ng mag-social distancing,” Go said.

Due to limited transportation and the need to commute to work, Go also provided bicycles to selected beneficiaries during all distribution activities.

He also gave away tablets to another set of selected recipients of the first and second distribution activities for their children to use in the online learning platform.

“May ibinigay akong mga tablets. Para sa mga bata, mag-aral kayong mabuti. Ito lamang ang aming kasiyahan bilang mga magulang at puhunan ninyo na rin sa inyong kinabukasan,” Go said.

Personnel from different government agencies were also present during the first two distribution activities.

The Department of Social Welfare and Development provided financial assistance to all beneficiaries through their program which intends to help individuals in crisis situations. The patients in DJRH were also given medical assistance by the agency.

The Department of Trade and Industry, Department of Agriculture, and the Department of Labor and Employment profiled and assessed qualified beneficiaries in the first two distribution activities for their own respective livelihood programs.

In addition, the DTI will provide entrepreneurial starter kits, and DOLE will provide livelihood packages, especially for disadvantaged or displaced workers. On the other hand, the DA will provide zero-percent interest loans under their credit policy program and also distributed vegetable seeds.

“Tulong ito mula sa gobyerno. Huwag kayo mawalan ng pag-asa dahil bagamat nahihirapan kayo, hindi kayo iiwan at pababayaan ng gobyernong palaging nagmamalasakit sa inyo lalo na sa oras ng inyong pangangailangan,” he said.

Addressing the country’s current health situation, Go assured beneficiaries that once the vaccine for COVID-19 is made available, the poor and the vulnerable will be prioritized and be given access.

“Magtiis lang tayo ng konti. Kapag may vaccine na, sisiguraduhin namin ni Pangulong Duterte na i-prioritize ang mga mahihirap at vulnerable,” Go said.

As the Senate Chair of the Committee on Health, Go told reporters in an interview that the process to acquire the COVID-19 vaccine is underway as clinical trials are to be conducted.

“‘Yan po ang pinaghahandaan ngayon at parating iniisip ng ating Pangulo. Kakakausap ko lang sa kanya... Napag-usapan po na ‘yung vaccine, kakausapin niya po ‘yung Ambassador ng China kung paano po mapabilis at maumpisahan ang clinical trial ng Chinese vaccine,” he said.

“Not only vaccines from China but as well as from other countries. Ang importante dito ay safe po, ulitin ko, dapat safe ang vaccine na ituturok sa bawat Pilipino,” he added.

The country is currently collaborating with various bilateral and multilateral partners for the development and equitable access to COVID-19 vaccines.

The Philippines is also a participant in the World Health Organization Solidarity Trial for vaccines and treatment drugs where a vaccine list will soon be released, and start of clinical trials will start in the country on December.

In addition, the country is also participating in the COVID-19 Vaccine Global Access (COVAX) Facility, as endorsed by the Department of Science and Technology on October 9.

Independent clinical trials for potential COVID-19 treatments are alsobeing conducted and the government is eyeing on public-private partnership schemes for vaccine self-sufficiency. (Cathy Apelacio / PIA)

Bohol to reopen doors to local tourists by November 15

Bohol will reopen to local tourists starting November 15 as long as they test negative for the novel coronavirus.

“Magbubukas na po para sa turismo ang island paradise na Bohol mula po a-kinse ng Nobyembre,” presidential spokesperson Harry Roque said in an online briefing aired from Bohol.

Presidential spokesperson Harry Roque shows a card with a quick response code to be presented in tourist sites and accommodation establishments.

Bohol Governor Arthur Yap says this will be utilized for contact tracing in light of the COVID-19 pandemic. (Screenshot from PTV-4)

Bohol Governor Arthur Yap said tourists who plan to visit the island must present a 72-hour negative reverse transcription-polymerase chain reaction (RT-PCR) COVID-19 test result prior before entering the province.

“So if you have a valid negative PCR test result to COVID, then you can register, let us know about that, mabibigyan kayo ng QR [quick response] code. You will use that QR code to register then you can now book your stay with accredited establishments,” Yap explained.

Local tourists interested can register and get their QR codes via tourism.bohol.gov.ph.

Yap noted that do-it-yourself trips are not allowed, but the local government will provide guided itineraries to travelers.

The scheduled reopening of Bohol came as quarantine restrictions eased in the entire country, with tourist spots like Boracay and Baguio City also welcoming back tourists provided they follow strict health protocols.

By DYRD Tagbilaran City

DYRD/KISS FM and The Bohol Chronicle Radio Corporation General Manager Peter Dejaresco breaks his silence and lambasted Gov Art Yap for easy handling on Panglao Mayor Nila Montero's alleged breach of health quarantine protocols.

The statement of GM Dejaresco was aired over top rated DYRD Inyong Alagad Program.
He questioned as to why the governor himself went into self quarantine after exposing to Mayor Montero.

It can be recalled that Montero went to Cebu City last month and returned to Panglao without undergoing quarantine. The Mayor, after 3 days of her arrival in Pangalo, attended the soft opening of MODALA RESORT in her town wherein the governor and other high ranking personalities and provincial officials had a closed contact with her during the entire event.

Montero alleged that she was an APOR and has to be exempted from quarantine protocols as per IATF guidelines.

Her swab test turned out to be negative from Covid-19 but it came out after all others who had closed contact with her were on days of self quarantine.

PNP INVESTIGATION REPORT ON PANGLAO MAYOR CASE CONTAINS "LIES"

Col. Joselito Clarito presented the PNP report of the investigation on the case of Panglao Mayor Leonila Montero during the BIATF meeting this afternoon. There seems to be more than enough IATF rules to "clear" Panglao Mayor Leonila Montero of charges for certain quarantine violations. But the Clarito report presentation has "lies!"

First, the investigation report said the mayor wrote to the governor for clearance (FACT and TRUTH: The governor's office never received any letter from the mayor requesting for BIATF clearance.

Second, the mayor and company underwent quarantine at Amanzana Resort in Panglao since her return from Cebu on September 15 until 18. (FACT and TRUTH: The mayor even attended two separate occasions on Sept. 18----the Coastal cleanup and an event at the Modala Moadto Beach Resort. Photos below prove her presence.

Dr. Yul Lopez, in response to a query from BM Frans Gelaine Garcia, said "a quarantine is quarantine." One has to stay inside if indeed on quarantine.

An LGU certification of acceptance says the mayor and company were to be quarantined at the Panglao Central.

Clarito said a medical clearance is required for the issuance of COVID-19 Shield / PNP Travel Pass. But the medical clearance (dated Sept 11) was issued only after the issuance of the travel pass (dated Sept. 10, 2020).
