Plano del Puerto de Palapag y Cabo del Espiritu Santo, 1767

The Royal Port of Palapag (Puerto Real de Palapag) also known as 'Mesa de Palapag' with the neighboring islets of Batag, Calomotan in Laoang, Cahayagan, and Buring served as the entry-exit points during the Manila-Acapulco Galleon Trade. Spanish galleons, naos, even foreign vessels used to dock at this port during inclement weather in order to seek refuge. They wait until favorable winds and currents would aid them as they continue their journey from Manila to Nueva España (Mexico) and vice versa.

PRESS RELEASE
Travel ban in 7 countries extended, tourists still not allowed in PH –BI

MANILA, Philippines — Bureau of Immigration (BI) Commissioner Jaime Morente announced that the agency will be implementing the extended travel ban on travelers coming from 7 countries due to emerging Covid-19 variants.

In an advisory, the BI stated that passengers coming from India, Pakistan, Nepal, Bangladesh, Sri Lanka, Oman and UAE are still not allowed to enter until June 15, following the pronouncement of the Palace.

"Those who have a travel history from said countries within the last 14 days from the date of their arrival in the Philippines, will also be prohibited from entering the country," said Morente.  "However, those who will only be transiting in the region—meaning they will not exit the airport and will not be cleared by immigration authorities there, and will only be landing for a layover, may be allowed to enter the Philippines," he added.

BI Port Operations Division (POD) Chief Atty. Carlos Capulong reiterated that foreign nationals entering the country for tourism purposes are still not allowed.

"Only Filipinos, Balikbayans, and foreign nationals with valid and existing visas who are not coming from the 7 restricted countries may be allowed to enter the Philippines," said Capulong.  "Those who will be entering under a 9(a) Temporary Visitors' Visa or a Special Resident Retirees Visa would need to present an entry exemption document to be allowed to enter," he added.

Morente said that with the aggressive vaccination drive of the government, he is hopeful that travel restrictions will ease in the latter part of the year.

MISSIONARIES OF THIS GENERATION
Press Release:
For Philippine Coast Guard (PCG) Commandant, Admiral George V Ursabia Jr, members of the PCG Auxiliary (PCGA) are not mere volunteers, but missionaries of this generation.

"They are missionaries in a sense that BEING PART OF THE PCG IS A CALLING. They are called by God Almighty to HELP AND SERVE OTHERS, especially those who are in need," Admiral Ursabia said during the donning and oath-taking ceremonies of BGEN Peter Suchianco and Atty. Maria Farah Zorayta Nicolas – Suchianco as the newest members of the PCGA Executive Squadron on 27 May 2021.

During the ceremony, Admiral Ursabia once again highlighted the significant role that PCGA performs in this time of pandemic, especially in augmenting the manpower and resources of the humanitarian armed service. He considered them as the PCG's secret weapon in performing its duties and responsibilities to be of service to the nation.

Above all, the Coast Guard Commandant urges PCGA missionaries to advocate the movement of providing public service anchored on the ideals of genuine PCG — patriotism, compassion, and fear of God.

Press Release Philippines / New MRT-3 Train
May 31, 2021, 05:55:18 PM

LGU Philippines / Police Stations in Ormoc City
May 31, 2021, 05:36:29 PM
Press Release: Ormoc City Director PCOL Ramil Ramirez of Ormoc City Police Office (OCPO) had a brief meeting with Ormoc City Mayor Richard I. Gomez at the City Mayor's Office (CMO), today, May 31.

The topic under discussion was the activation of three (3) additional police stations located in Brgy. Linao, Brgy. Dolores, and Brgy. Ipil, which went into effect today.

Furthermore, CD Ramirez wrote a letter to Mayor Gomez requesting logistical support for the operation of the aforementioned new police stations.

The memorandum for the newly activated aforementioned City Police Stations of Ormoc City was approved by the Regional Director, PRO 8 dated May 25, 2021, memorandum from TDPL dated  January 23, 2020 and General Orders Number DPL - 18-25 dated December 27, 2019.

To recall, OCPO is made up of three (3) Police Stations that cater to 110 barangays, each with its own area of responsibility: PS1 with 64 barangays, PS2 with 20 barangays, and PS3 with 26 barangays.

Although Ormocanons enjoys and benefits from the tranquility of the city, there is still a need for three (3) more police stations given the city's vast land area, where 73 or 66.36% of the 110 barangays are considered far-flung. As a result, OCPO is having difficulty providing its services.

Prior the operations of said 3 additional police stations, Ormoc only had 3 stations located in Bgy. Cogon for PS1, Bgy. Cagbuhangin for PS2, and Bgy. Liloan for PS3.

Now, Ormoc has 6 fully-operational police stations.

From DOTr FB Page: "I believe in full transparency in government service, by upholding the right of the citizenry to freedom of information and full disclosure on matters of public concern."

This is the Pledge of Integrity that every member of the Department of Transportation (DOTr), from Sec. Art Tugade  himself, down the line, has sworn to uphold.

Thus, we fully support the thrust of the Duterte administration to empower the citizenry with the Freedom Of Information (FOI), which primarily champions transparency, accountability, and good governance.

And in the last 4 years, under the dedicated and resolute leadership of Sec. Art Tugade, the DOTr has been recognized as one of the top performing and most requested executive department in the FOI recognition program.

As of 31 May 2021, DOTr has received a total of 1,382 eFOI requests, and has already processed 1,377 of these, while 5 requests are subject for immediate action, or needing additional information.

In underscoring the importance and value of the FOI, our Transportation Chief has reiterated, time and again, that as public servants, an integral part of our work environment and culture of excellence should primarily include the virtues of honesty and transparency.

Because the Filipino people deserve nothing less.

Press Release: The Bureau of Customs-Port of NAIA (BOC-NAIA) has cleared another batch of Sputnik V Covid-19 vaccines, containing 50,000 doses, which arrived via Qatar airlines from Moscow, Russia on May 30, 2021.

The shipment consigned to the Department of Health (DOH) arrived via Flight No. QR928 in Terminal 3 at around 10:31 pm and was pre-cleared on May 29 at the COVID-19 One-Stop-Shop of BOC-NAIA.

The Sputnik V vaccine has been developed by Russia-based Gamaleya Institute. Last March, the Food and Drug Administration (FDA) gave approval to Sputnik V Covid-19 vaccine for emergency use.

Currently, this is the 3rd batch of Sputnik V Covid-19 vaccines following the first and second arrival both with 15,000 doses, and the 15th batch of Covid-19 vaccines cleared by the Bureau of Customs.

National Task Force against COVID 19 Chief Implementer and vaccine czar Secretary Carlito Galvez Jr, IATF Chair and Russian Ambassador to the Philippines Marat Pavlo witnessed the arrival of the said vaccine.

Previous vaccines cleared include 5.5 million doses of Sinovac, 2.556 million doses of AstraZeneca, and 193,050 doses of Pfizer.

BOC NAIA, under the direction of Customs Commissioner Rey Leonardo B. Guerrero, ensures that Covid-19 vaccine shipments are given priority and expedited clearance for the national and public interest.

With the momentum that the Bureau of Customs has set in the clearance of vaccine arrivals, through continuous efficiency and compliance with its mandates, District Collector Carmelita Talusan, assures the public that it will remain steadfast in its efforts of ensuring unhampered delivery of its services, especially in these trying times that the movement of goods, especially COVID-19 vaccines, is deemed both substantial and critical.

EVERY PROJECT IS A PRIORITY
Press Release
Under the spirited and dedicated leadership of Secretary Art Tugade, we at the Department of Transportation (DOTr) relentlessly seek ways to enhance and significantly improve our public transportation system all over the country.

And with only 401 days left in the term of office of the Duterte administration, we are resolved to push onwards and continue our drive of providing comfort and convenience to the riding public, notwithstanding the prevailing health crisis we are in.

Amid the challenge of COVID-19 pandemic, various transport infrastructure projects, programs, and projects, may it be by land, sea, or air, continue to roll-out, and are being fast-tracked.

An example of these initiatives is the highly-anticipated Davao High Priority Bus System (HPBS)—which aims to provide the Dabaweños with a state-of-the-art, efficient, safe, and relible public transport system that can vastly contribute to the growth of the local economy by improving mobility of the people.

In a bid to accelerate the bus system's implementation, DOTr Assistant Secretary for Project Implementation-Mindanao Cluster, Eymard Eje met with Davao City Mayor Sara Duterte to discuss the updates on the project.

Support from the LGU is very critical in the success of our endeavor, and the assurance and full cooperation of the likes of Mayor Inday Sara Duterte-Carpio provides us the needed boost to achieve our project deadline, and ensure operability in the soonest possible time.

With another day less, we are covering all bases, and keeping the momentum of our "BUILD, BUILD, BUILD" initiative across regions.  Inspired by the work ethic and ethos of Sec Art Tugade, we remain committed and unwavering in getting the job done in the time that we have left.

Because we owe it to the Filipino people to give them the best public service they rightfully deserve.

The Logistics and Port Operations Cluster Meeting which was held on May 27, 2021 through virtual conference discussed the concept of the Single Window System and how it can facilitate trade by providing a neutral and open electronic platform that optimizes, manages, and automates logistics-efficient processes connecting transport and logistics chains.

BSP-Registered Foreign Portfolio Investments Yield Net Outflows in April 2021

Press Release - BSP-registered foreign portfolio investments (FPIs)[1] for April 2021 yielded net outflows of US$374 million resulting from the US$1.0 billion gross outflows and US$651 million gross inflows for the month. This is lower compared to the net outflows of US$541 million recorded in March 2021.

The US$651 million registered investments for April 2021 reflected a 21.0 percent (or by US$173 million) decline compared to the US$824 million recorded in March 2021.  About 68.9 percent of investments registered were in PSE-listed securities (pertaining mainly to property companies, banks, holding firms, food, beverage and tobacco companies and transportation services firm) while the remaining 31.1 percent went to investments in Peso government securities. The United Kingdom, United States (US), Luxembourg, Singapore and Norway were the top five (5) investor countries for the month, with combined share to total at 84.7 percent.

The US$1.0 billion gross outflows for the month were lower by 24.9 percent (or by US$340 million) compared to the US$1.4 billion recorded for March 2021. The US received 72.8 percent of total outflows.

Developments during the month included investor reaction to easing inflation, contraction of the country's gross domestic product in 2020, extension of local quarantine measures, progress of the government's vaccination program and the continued rise of infections in the country.

Year-on-year, registered investments rose by 3.8 percent from the US$627 million recorded in April 2020.  Gross outflows, on the other hand, were lower than the outflows recorded a year ago (by US$1.3 billion or by 20.4 percent). Furthermore, the US$374 million net outflows is likewise lower compared to the US$660 million net outflows (or by 43.4 percent) recorded for the same period a year ago.

Transactions for BSP-registered FPIs from 1 January to 30 April 2021 yielded net outflows of US$857 million. This is lower compared to the US$2.1 billion net outflows noted for the same period last year (1 January to 30 April 2020) amid the ongoing impact of the COVID-19 pandemic to the global economy and financial system. This has been accompanied by international and domestic developments such as the new US administration, vaccine rollout and the reimposition of additional quarantine measures amid the surge in virus infection. Year-to-date transactions for investments in PSE-listed securities and other investment instruments resulted in net outflows, while those for Peso GS yielded net inflows.

Registration of inward foreign investments with the BSP is optional under the liberalized rules on foreign exchange transactions.  The issuance of a BSP registration document entitles the investor or his representative to buy foreign exchange from authorized agent banks and/or their subsidiary/affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment.  Without such registration, the foreign investor can still repatriate capital and remit earnings on his investment but the foreign exchange will have to be sourced outside the banking system.

BSP TO ENGAGE BANKS IN 3-YEAR TRANSITION TO SUSTAINABLE BANKING

The Bangko Sentral ng Pilipinas (BSP) will engage banks in discussions during the three-year transitory period before the full implementation of Circular No. 1085 on Sustainable Financial Framework.

Within that period, BSP Governor Benjamin E. Diokno said banks are expected to identify and execute specific actions on the implementation of Monetary Board-approved strategies and policies on the integration of sustainability principles into their strategic objectives, corporate governance, risk management systems, and operations.

"We recognize that the tone at the top is of vital importance in materializing a bank's sustainability initiatives," the Governor pointed out.

Banks will be required to establish an Environmental and Social Risk Management System and disclose their sustainability initiatives in their annual reports. For its part, the BSP is leading by example through the launch in 2019 of the Sustainable Central Banking Program as part of its strategic programs for 2020-2023. "This program aims to foster environmentally-responsible and sustainable policies and work practices as well as integrate social governance in its key functions and operations," explained the Governor.

The BSP currently conducts a vulnerability assessment to assess the potential impact of climate change and other environmental risks in BSP offices and branches. It also collaborates with development partners and interest groups in conducting capacity building activities to help banks better manage environmental and social risks.

The BSP is also working closely with the Department of Finance and other government agencies to embark on the development of a principles-based taxonomy to facilitate the mobilization of funds towards green or sustainable projects. Meanwhile, the industry associations, in collaboration with the Worldwide Fund for Nature Philippines, are developing an analytical framework to assess the impact of climate physical risks on the loan portfolio of banks.

PRESS RELEASE
MAY 30, 2021

Cayetano urges gov't to pursue real transformation

Former Speaker Alan Peter Cayetano on Friday said there is a need for real transformation in the government in order to rid it of corruption.

During a webinar hosted by the Philippines for Jesus Movement (PJM) on May 28, Cayetano lamented the corruption that continues to plague public service and the lack of transformation in the enforcement of the law.

"I really believe that the role of government is not being fulfilled," he said. "Nagkaroon po ng paghihigpit sa law enforcement. Pero wala pong transformation."

(We became strict in law enforcement, but there's no real transformation.)

"Baka 15 percent ng pera ng gobyerno ngayon napupunta sa corruption. Di lang napapansin kasi maganda takbo ng ekonomiya o kaya dahil ang Pangulo natin ay vocal against corruption. But it doesn't mean it's not there," he added.

(I think around 15 percent of the government's funds goes to corruption. Most of us don't notice because the economy has been doing well and our President is vocal against corruption. But it doesn't mean it's not there.)

The lawmaker said corruption continues to take away millions of pesos from public coffers -- money, he added, that could have been used to fund the government's cash aid programs.

"Tatlong dies mil na ayuda halos ang maibibigay natin kung walang corruption sa ating bansa," Cayetano said.

(We could be distributing three tranches of P10,000 cash aid right now if corruption did not exist in this country.)

In early February, Cayetano and his allies filed the 10K Ayuda Bill, aiming to distribute P10,000 to every Filipino family to boost household consumption and stimulate the economy.

While the proposed measure was consolidated into the Bayanihan 3 bill, the House economic affairs and social services committees did not adopt the provision on the distribution of P10,000 per household.

The 10k Ayuda Bill inspired the "Sampung Libong Pag-Asa" program, a relief initiative led by Cayetano and his allies in the House of Representatives.

To date, the group has distributed cash aid to the poorest of the poor in Batangas, Bulacan, Cavite, Camarines Sur, Caloocan City, Marikina City, Quezon City, Taguig City, Mandaluyong City, Pateros, Laguna, Rizal, and Leyte.

Cayetano and his allies in Bulacan distributed cash aid to around 500 individuals in Bulacan on Friday.

"Iba ang ekonomiya ng ating Panginoon. Sa ating ekonomiya ng Panginoon, giving is a blessing. Sa normal na ekonomiya, walang magsasabing ekonomista na mamigay ka nang mamigay," Cayetano said. "Passion and compassion are not part of capitalism."

(The Lord's economics is different. In His economics, giving is a blessing. In normal economics, no economist would tell you to give your all. Passion and compassion are not part of capitalism.)

The former Speaker urged the public to view the ongoing pandemic as an opportunity to reflect on leadership and compassion.

"The Lord is raising up and training a very powerful breed of leaders ngayong may COVID-19," Cayetano said.

"Dahil po sa COVID-19, hinuhubog ng Panginoon ang mga leaders na ito how to be innovative, how to be creative, how to be sensitive, how to be passionate, all of the characteristics of Lord and Savior Jesus Christ," he added.

(The Lord is raising up and training a very powerful breed of leaders in the middle of the ongoing COVID-19 pandemic. Because of the COVID-19 pandemic, the Lord is teaching our leaders on how to be innovative, how to be creative, how to be sensitive, how to be passionate, all of the characteristics of our Lord and Savior Jesus Christ.)

SHOW TO FILIPINOS THE 'REAL WORLD' DATA ON MADE-IN-CHINA VACCINES ALREADY JABBED INTO PINOYS' ARMS

To build some level of trust for the Sinovac and Sinopharm vaccines, DOH, FDA, and DOST must be transparent on the data they have on these two "Made in China" vaccines against COVID.

Many have received the Sinovac and Sinopharm vaccines. Verified and audited data on their effectiveness in the real world should be disclosed to the public very soon. There should be frequent updates on the status of clinical trials and on any adverse reaction reports.

The real-world data on the China vaccines actually jabbed into Filipinos' arms would have more weight than the laboratory results of clinical trials in the minds of Filipinos.

If some people still get sick with COVID despite having been vaccinated with Sinovac or Sinopharm, the public wants to know how many of those people get symptoms that are mild, moderate, severe, and critical. Is it true that these Made in China vaccines are 100% effective at protecting people against severe and critical symptoms requiring hospitalization? What do the real world data say?

The distrust of many Filipinos toward mainland China is real and understandable.

Add to that the fact that the coronavirus that causes COVID originated from China. Further eroding the credibility of China are the latest news reports on the origins of the coronavirus, hospitalization of Wuhan bio lab personnel, and the  fact that WHO investigators were not allowed to visit some sites they wanted to go to as part of their probe on the COVID origins.

Add further the bigger picture of Chinese ships and military installations on disputed islands within the West Philippine Sea territorial waters and exclusive economic zone of the Philippines.

PRESS RELEASE
30 MAY 2021
MAJ JERRY S LAMOSAO
CHIEF, 10 DIVISION PUBLIC AFFAIRS OFFICE

"TO RECOVER THEIR LOSES; REBELS STAGED LOW KEY AMBUSH, TERRORISTIC ACTS"

Troops of 66th Infantry Battalion engage in a 10-minute firefight with more or less 10 members of the communist terrorist group under Weakened Guerilla Front 18, Sub-Regional Command 3 of the Southern Mindanao Regional Committee at Barangay Badas, Mati City, on Sunday, May 30, 2021 at 8.50am.

Responding to the reports of communist terrorist presence in the area from the community, troops on board the military truck head to the area to verify the information. At around 08:50 AM, troops were engaged by the terrorist group wounding one soldier.

The wounded soldier was rushed to the Davao Oriental Provincial Hospital for immediate medical treatment after the firefight and is now in stable condition, while troops continue to verify casualties from the other side.

Meanwhile, 66IB immediately deployed more troops to hunt down the communist terrorist who fled towards the Northeast direction from the encounter area.

10th Infantry Division Commander MGen Ernesto C Torres Jr. downplays the terroristic act as a show of force tactic to recruit new members to recover from their loses brought about by peace and development gains from Executive Order no. 70.

"The few remaining terrorist rebels just wanted to project strength by conducting terrorist acts even with their already weak force to show that they are still a force to reckon with. They resort to this cowardly act to recruit new members and generate resources from their loss as their number continue to drop due to the convergence of the community, local government units, and the army in Davao Oriental against insurgency." MGen Torres added.

Also, Mati City Mayor Michelle Nakpil Rabat in a statement condemns the atrocious act of the terrorist rebels that affected the traffic, tourism, and livelihood of the people of Mati City.

"This brings to light the fact that armed struggle is not the way to bring peace and development to our city, to our people." Mayor Rabat said.

As of May 2021, 10ID recorded less than 30 manpower and firepower of communist rebels operating in Davao Oriental following the surrender of 10 rebels under Weakened Guerilla 18 (WGF 18).

Press Release - In his most recent Facebook post, Department of Transportation (DOTr) Sec. Art Tugade keenly shares his update on the various transport infrastructure projects in the province of Leyte, which are geared towards providing enhanced mobility and connectivity, as well as long-term comfort and convenience to our kababayans.

"In Leyte, we have already completed 14 airport projects, while there are 5 that are in progress.6

"The Maasin Airport located in Panan-awan village in Maasin, Southern Leyte was inaugurated on July 2, 2018. The airport, which is the only airport serving Southern Leyte, bridges the province of Leyte and Metro Manila.

"On the other hand, after being ruined by Super Typhoon Yolanda in 2013, and a 6.5 magnitude earthquake in 2017, the fully developed Ormoc Airport, was rehabilitated and upgraded, and was inaugurated on July 5, 2019.

"The passenger terminal building of the Ormoc, Airport has been expanded from only 150 sq. meters to 1,350 sq. meters, which allowed it to accomodate more passengers in Western Leyte.

"Considered as the gateway to the Eastern Visayas Region, and one of the busiest airports in the country, the Tacloban Airport is likewise being given a face lift. Its control tower and new Passenger Terminal Building are ongoing construction, with its completion slated in 2022.

"Apart from airport projects, we have also completed a number of seaport projects in Leyte.

"14 social tourism port projects and 4 commercial port projects have been completed in the province, while 2 social tourism port projects and 2 commercial port projects are still ongoing.

"The Port of Ormoc has completed its port expansion project and the construction of its Port Operations Building (POB) on November 20, 2020. It is intended for inauguration within the year.

"On June 25, 2018, Phase 1 of the port development project in the Port of Limasawa, Southern Leyte was completed. It included the construction of a passenger terminal building, back-up area, and causeway. Phase 2 was completed in October 2019.

"With the completion of the development project at the Port of Limasawa, the capacity of the port was increased from only 120 passengers to 1,184 passengers per day.

"It can now also accommodate RORO (cargo ships), which helped enhance the swift travel of essential goods and passengers.

"Apart from these, we have also completed various port projects in Leyte, such as at the Albuera Port (July 11, 2017); the Villaba Municipal Port (June 27, 2019); the Bato Port (March 1, 2020); and the Merida Port (March 1, 2020)," Sec. Tugade remarked.

TUGADE: PNR CLARK, CALAMBA TRAINS TO ARRIVE IN DECEMBER 2021

Press Release - The North-South Commuter Railway (NSCR) Project of the Department of Transportation (DOTr) and the Philippine National Railways (PNR) is fast making headway with the arrival of the line's trains in December 2021, and the arrival of the training simulator for the PNR Clark Phase 1 project between September and October 2021, Secretary Art Tugade announced Wednesday, May 26, 2021.

"'Yung mga tren na gagamitin sa proyektong ito ay darating na sa December. Mayroon tayong lugar na tinatayo ng DOTr na paglalagyan ng simulator. Ito ang gagamitin para sa training ng mga taong magpapatakbo at gagabay sa proyektong ito. Handa na 'hong dumating ang mga simulator ng September o October," Tugade said of the PNR NSCR Project, of which he made stops to inspect the Valenzuela and Bulacan segments of the project.

GIRDERS TO BE SET ON PILES STARTING JUNE

With four attempts to build it, the PNR Clark Phase 1 project did not take off until the Duterte administration took office. At present, the construction of the rail project is at a 45.82% overall progress rate, the transportation chief said. He added that girders will be set on piles over the next two weeks.

"Yung mga girders na nakikita n'yo diyan, sa susunod na dalawang linggo, ipapatong na 'yan sa mga nakikita n'yong piles, then makikita ninyo na itong proyektong ito ay talaga namang tuloy-tuloy na at nagkakatotoo," Tugade said.

Conceptualized in 1993 and with funding from the Japan International Cooperation Agency (JICA), the PNR Clark Phase 1 Project is a 38-kilometer railway that runs from the Tutuban Station in Manila through the cities of Caloocan, Valenzuela and the municipalities of Meycuayan, Marilao, Bocaue, Balagtas, Guiguinto and ends in Malolos, Bulacan.

Meanwhile, the PNR Clark Phase 2 (Malolos – Clark line), on the other hand, is a 54-kilometer rail line, which will connect Malolos, Bulacan and Clark, Pampanga. The project will also feature the country's first-ever Airport Express, which will slash travel time from the Clark International Airport (CRK) in Pampanga to Makati City to about an hour.

Shelved for two decades, the PNR Clark Phase 2 Project is now at a 28.79% overall progress rate.

Completing the PNR NSCR Project is the PNR Clark Phase 3 Manila – Calamba section.

The NSCR Project forms part of the Duterte administration's flagship "Build, Build, Build" infrastructure development program, which aims to provide efficient mass transportation and spur economic activity in the country.

Press Release: The Philippines, through the Department of Transportation (DOTr) and its attached agencies, hosted the 43rd ASEAN Air Transport Working Group Meeting (ATWG) and Related Meetings from 27 to 28 May 2021, via video conference.

The ATWG is the principal coordinating and implementing arm of the ASEAN Senior Transport Officials Meeting (STOM) which is responsible for carrying out programs, projects and activities related to air transport under the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025.

ATWG, A forum of ideas

The 43rd ATWG serves as a platform where ASEAN member states can collectively discuss priorities, opportunities and challenges now facing the aviation sector; as well as on how best to plot its flight to recovery and continuing improvement amid the pandemic.

The 43rd ATWG focuses its discussion on matters concerning air transport technical cooperation, air transport services liberalization, economic engagements with ASEAN dialogue partners, consultation with external partners, aviation safety and security, air traffic management, and sustainable transport.

Bayanihan spirit in air transport

Capt. Jim C. Sydiongco, Director General of the Civil Aviation Authority of the Philippines (CAAP), who officially opened the proceedings of the 43rd ATWG, expressed confidence that the two-day event will effectively thresh out concerns and resolve issues of mutual concern that affect the air transport sector. Sydiongco also believes that with the cooperation of all ASEAN member states and partners, no one will be left behind as the sector moves forward.

"In a time full of uncertainties, I find solace that we have this community called the ASEAN," said CAAP Director General Sydiongco.

With guidance from the ASEAN transport ministers, the ATWG is committed to ensure that efforts will be responsive to the requirements and needs of the region's air transport sector.

Philippine Delegation

Atty. Maria Elben S.L. Moro, Chief Hearing Officer, Civil Aeronautics Board (CAB), served as the chairperson of the 43rd ATWG. The Philippine delegation was headed by CAB's Atty. Clarabel Anne R. Lacsina, with support from representatives from the Civil Aviation Authority of the Philippines (CAAP), Office for Transportation Security (OTS), Manila International Airport Authority, DOTr-Planning and the DOTr-International Cooperation Division.

The 43rd ATWG was preceded by the 7th Meeting of the Air Traffic Management (ATM) Strategic Planning Group (SPG), which was also chaired by the Philippines through the CAAP.

In the 7th Meeting of the Air Traffic Management (ATM) Strategic Planning Group (SPG), experts exchanged ideas on how best to harmonize ASEAN's Air Traffic Management environment following the ASEAN Transport Ministers' adoption of the ASEAN Air Navigation Service Master Plan in 2020.

The 43rd ATWG is the penultimate meeting to be chaired by the Philippines in continuation of the ASEAN's work to enhance regional partnership and cooperation in the field of air transport.

Note: In addition to observing minimum health protocols, all participants underwent RT-PCR test before the said activity.

S&P affirms Philippines' 'BBB+' rating, 'stable' outlook

Debt watcher cites firm economic recovery prospects

International debt watcher S&P Global has affirmed the Philippines' investment grade credit rating of "BBB+" with a "stable" outlook, in a vote of confidence that the country continues to enjoy favorable medium-term growth prospects despite challenges posed by COVID-19.

With this development, the Philippines continues to defy the wave of credit rating downgrades and negative outlook revisions across the globe, with the economic toll of the pandemic dampening the credit profiles of many other countries.

The Philippines' "BBB+" rating with S&P is the highest among its ratings with international debt watchers (the Philippines is rated one notch lower at "BBB" by Fitch Ratings and its equivalent Baa2 by Moody's Investors Service). It is also a step away from the minimum rating within the stellar "A" territory. The "stable" outlook indicates the absence of factors that could trigger an upward or downward adjustment in the rating over the short term.

"[W]e believe the Philippines will continue to have good economic recovery prospects once the COVID-19 pandemic is contained, and that the government's fiscal performance will strengthen accordingly," S&P said in report released Thursday.

S&P forecasts that the Philippine economy will grow by 7.9 percent this year, which marks a solid rebound from last year's contraction and is higher than the government's own projection of 6.0 to 7.0 percent.

"Despite the unprecedented economic shock, the Philippine economy remains among the fastest growing in the world on a 10-year weighted average per capita basis. The country has a relatively diversified economy with a strong track record of high and stable growth—a reflection of its supportive policy dynamics and improving investment climate," S&P said.

Welcoming the rating affirmation by S&P, Finance Secretary Carlos Dominguez III said: "The Philippines, along with the rest of the world, has suffered from the shocks of the pandemic-driven health and economic crises. But solid financial buffers and prudent fiscal management have placed the Philippines in a relatively strong position to generate the needed funds for COVID-19 response without touching off a worrisome debt situation down the road."

"Even as we significantly increase public spending to contain the spread of the virus, save lives, and induce economic recovery, we have managed to keep our debt metrics within manageable levels. S&P's affirmation of its 'BBB+' rating supports our optimism that once this health emergency is contained, we will be able to bring back our deficit and debt ratios as well as our growth momentum to pre-pandemic levels," he added.

From 34.1 percent in 2019, the Philippines' general government debt as a percent of GDP, per S&P's estimates, increased to 48.8 percent in 2020. This is much lower than S&P's estimate for Malaysia's (A-) at 74.6 percent, and comparable with Thailand's (BBB+) 48.1 percent and Indonesia's (BBB) 38.6 percent.

"Moreover, our continued implementation of game-changing reforms while our hands are full with COVID response measures speaks well of our government's resolve to achieve President Duterte's goal of a stronger and more inclusive economy in the post-pandemic era. For instance, the recently signed Corporate Recovery and Tax Incentives for Enterprises (CREATE) law, which cuts the corporate income tax (CIT) rate to a level that is competitive regionally and that rationalizes the fiscal incentives regime, will provide succor to businesses reeling from the COVID-19 crisis. This would help attract more foreign and domestic investments that would, in turn, create more jobs and boost incomes of Filipinos," Dominguez said.

"We are also actively pushing the passage of other important economic bills that will further open the economy to investments and accelerate economic recovery. In particular, we are keen to see the passage of the proposed investor-friendly amendments to the Foreign Investments Act (FIA), Public Service Act (PSA), and the Retail Trade Liberalization Act (RTLA)," he added.

Also responding to S&P's favorable opinion of the Philippines, Bangko Sentral ng Pilipinas (BSP) Governor Benjamin E. Diokno said: "The move of S&P to keep the country's BBB+ credit rating echoes our view that the impact of the COVID-19 crisis on the economy will be transitory and that the Philippines continues to enjoy bright medium-term growth prospects."

"Prior to the pandemic, the Philippines was already on the verge of becoming an upper middle-income economy and had already posted significant strides in poverty reduction. We expect to go back to that trajectory soon, as vaccination rollout continues and as we push for vital economic reforms.

"On the part of the BSP, we will continue to promote financial digitalization, which will aid faster economic recovery and growth, and which will onboard more Filipinos to the formal sector thereby boosting incomes. We will likewise continue to promote Islamic banking for a more inclusive financial system.

"We will also remain steadfast in our commitment to price stability, prudent supervision of financial institutions under our remit, stability of the financial system, and efficient payments and settlements system—all of which help provide an enabling environment for faster and more inclusive growth."

S&P acknowledged that the Philippines entered the pandemic in a position of strength, owing in part to its sound fiscal situation. "The Philippines government has generally enacted effective fiscal policies over the past decade, marked by improvements to the quality of expenditure, manageable fiscal deficits, and low levels of general government indebtedness. This track record of sustainable public finances helped the government accumulate fiscal space to respond to the pandemic," it said.

Despite the disruptions to business activities caused by the pandemic, S&P noted the manageable impact on corporate balance sheets and cited the country's healthy financial sector.

"The Philippine economy's constructive medium-term trajectory is underpinned by solid household and company balance sheets, sizable inward remittance flows, and an adequately performing financial system. Prior to the outbreak of COVID-19, the country's unemployment rate had been declining for a few years, signaling strengthening labor market even as the working-age population continued to grow," it said.

S&P also recognized the strength of the country's external payments position, as evidenced in part by its hefty gross international reserves (GIR), which amounted to about USD110 billion as of end-2020.

"A key rating strength for the Philippines is the country's external position; the peso's strength and the Philippines' rising foreign exchange reserves in the current economic and health crisis are testaments to its external resilience," S&P said.

The debt watcher also credited the Philippines for its strong financial sector oversight. "Philippine banks benefit from being mainly deposit-funded, with high liquidity and limited linkages to global markets. The strengthened oversight of the financial sector by Bangko Sentral ng Pilipinas, combined with modest growth in private sector debt and real estate prices, has also contributed to improved system stability in recent years," it said.

The debt watcher also cited the government's reform agenda, as backed by various laws signed and bills pushed, and the continued drive for infrastructure development under the "Build, Build, Build" program. Both are seen to support robust economic growth of the Philippines over the medium to long term.

GOOD NEWS: The Department of Transportation (DOTr) is continuing to push for reliable and efficient public road transportation systems as the country transitions to a "new normal" amid the COVID-19 pandemic.

In a virtual public transport forum on Wednesday, 26 May 2021, DOTr Assistant Secretary for Road Transport and Infrastructure Mark Steven Pastor, was one of the mobility champions/reactors for a research presentation titled "Move As One's Biyahenihan Mobility Solutions Package and National Budget Proposal for 2022 Onwards" by the Move As One Coalition Secretariat. Asec. Pastor represented Transport Secretary Art Tugade in the forum.

During the forum's "Mobility Champions Respond" segment, Asec. Pastor revealed that under the leadership of Sec. Art Tugade, the DOTr is pushing for reforms and improvements in the country's road transportation system.

EDSA Busway

During the forum, Asec. Pastor mentioned that included in the innovative mass transport projects being pushed by the DOTr is the EDSA Busway which is a free bus rapid transit system on EDSA. He said that through the EDSA Busway, the movement of people is being prioritized as there is now a dedicated median lane for the use of public utility buses. With the EDSA Busway, travel time by bus for commuters from Monumento to the Parañaque Integrated Terminal Exchange (PITX) and vice versa was slashed to about an hour from the previous three hours.

Complementing the EDSA Busway is the EDSA Busway Concourse which will provide commuters, especially the elderly, persons with disabilities (PWD), and pregnant women with transport hubs to safely board and get off vehicles; and safe walkways to cross EDSA from one side to the other. The EDSA Busway Concourse will be located at the SM Mall of Asia, SM North EDSA, and at the SM Mega Mall.

Active Transport

Pastor added that the DOTr has also provided cyclists with dedicated bicycle lanes in partnership with other government agencies and the private sector. The DOTr is set to complete 535 kilometers of bike lanes in Metro Manila, Cebu, and Davao in June.

Free Ride for healthcare workers, APORs

Pastor also mentioned the DOTr Free Ride Program for health care workers and Authorized Persons Outside Residence (APORs). Since the start of the pandemic last 18 March 2020, the "Libreng Sakay" program of the DOTr has served 2.3 million person-trips for healthcare workers and 5.5 million person-trips for APORs. Pastor added that the DOTr Free Ride initiative also complements the Service Contracting Program that now benefits drivers, operators, and other workers in the transport sector who were displaced by the COVID-19 pandemic.

DOTr actions to further improve mobility

Meanwhile, Asec. Pastor stressed that the DOTr has already acted on some of the mobility suggestions mentioned in research papers presented during the forum. Among these is the expansion of the bike lane network which was proposed as part of the DOTr's budget request for 2022. Additionally, the DOTr has proposed a higher budget for the Service Contracting Program to accommodate more routes, PUV drivers, and operators nationwide.

Bus Rapid Transit lines

In line with prioritizing the efficient movement of PUVs, Pastor also reported that several bus rapid transit (BRT) lines are currently in various stages of implementation.

While the Cebu Bus Rapid Transit (CBRT) is now in its engineering design state, the DOTr, through the Land Transportation Franchising and Regulatory Board (LTFRB), has started the operations of the Cebu Interim Bus System (CIBUS) which now runs along the planned BRT route. The plan for the overall Cebu Transportation system, including the BRT, is being supported by a technical grant approved by the United States Trade and Development Agency (USTDA).

Asec. Pastor also mentioned the Davao High Priority Bus System (HPBS) which aims to provide Davao City with an attractive, efficient, and safe public transport system, supporting local economic growth and residents' mobility.

Effect of COVID-19

Concluding his presentation, Asec. Pastor recognized the effects of COVID-19 on the country's road transportation system. As a transition to the new normal, he underscored the need for reliable and efficient transport infrastructures as the public depends on mass transportation.

The Untold Story of Francisco Dagohoy

The native of Bohol, Francisco Dagohoy, has the distinction of leading the longest revolt against the Spaniards (1744-1829). Dagohoy's rebellion started when a priest denied his brother a Christian burial. Supported by about 20,000 people, he held his base in the mountain regions between Inabanga and Talibon. Twenty Spanish governor-generals were unable to quell Dagohoy's liberation struggle.

There is no document available to shed light on Francisco Dagohoy's birth, his parentage and death. It is believed that this was due to the disinterest of the Spanish authorities to record the hero's life and achievements and immortalize the exploits of one whom so humiliated them.

Placido Sinsano, a centenarian grandson of Francisco Dagohoy's brother and successor Maximino, explained that Francisco Dagohoy was born in 1724 in Cambitoon, a barrio of Inabangan town some 20 kilometers from the poblacion.

Descendants claimed that Francisco Dagohoy's father's name was Polon, probably Apolonio, while his mother's name was Sisa or Narcisa. Francisco was the second child in a family of three brothers and one sister Sagarino (the eldest and the immediate cause of Francisco's rebellion) Maximino and Narcisa.

The family's real name surname is still uncertain to this day. Dagohoy was believed to be his "nom de guerre" when he was already leading the rebellion. A subsequent name adopted by some of his descendants, Sendrijas, has been adopted as a probable surname. Sendrijas may have been adopted by his family after the rebellion to protect them from the wrath of Spanish sword to annihilate the hero's memory.

The Dagohoy's were a model family in the community. They were devout Catholics, (which can be borne out by the hiring of Sagarino the eldest, by the Jesuit priest, Gaspar Morales, as a sacristan and constable). The males engaged in farming and fishing, while the females wove blankets and mats made of buri palm.

In Francisco's youth, he showed Athletics prowess, excelling in running, jumping, wrestling, fencing and dagger trowing when they were still in the mountains, and in boating and swimming when they moved near the coast.

Francisco married Berinja Bugsok a beautiful lass during the early part of the rebellion. Unfortunately, the couple was childless. Berinja proved to be a perfect partner, ably providing warmth and compassion that helped maintain her husband's relationship with his followers. She accepted Francisco's sons by another woman .... Hantud .... Cawag .... Boasa .... Camangay and Estaca .... and reared them as her own.

Francisco was known as a great lover of animals. Gabriel Nipis, a descendants of Francisco's soldier described the hero's mountain capital and military quarters as a Zoo.

The immediate cause of the rebellion in 1744 was traced to father Morales' refusal to give Christian burial to his brother Sagarino. Sagarino accordingly was sent to arrest a renegade Indian (for the pejorative word Indio) who killed the former instead. It is believed that father Morales refused to bury Sagarino in consecrated ground and the corpse lay rotting for three days. Because he died in a duel and, by the law of the church, he "did not merit a Christian Burial". Angered by the injustice, Francisco swore vengeance on the Jesuit priest and persuaded the natives to join him. Some 3,000 followers abandoned their homes and fortified an inaccessible retreat in the mountains.

On their way, they plundered San Xavier, a large estate belonging to the Jesuits, which was well stock with carabaos, cows, horses and other animals. The rebellion rolled across the island. "like horrendous cogon fires", Francisco Dagohoy, idolized as a liberator, emerged victorious on all fronts. His prestige "soared skyward" and his name "sped swiftly" from cost to cost, from hills to hills, and from town to town."

Francisco Dagohoy was an expert strategist who made full use of his familiarity with Danao's many caves and plunging cliffs. He had the knack for choosing appropriate names and sites. He established his headquarters in Cambitoon, a plateau named such because it is "near the stars." From there, Francisco had a commanding view of any approaching enemy force while being naturally protected by dangerous cliffs and rising hills. He could see as far as the skyline of Cebu and the island of Mactan and even have a wonderful view of the Chocolate Hills.

It is recalled that stories handed down through generations about a watch tower on Tawagan Hill where the sentry calls out an alarm at the sight of approaching vessels from Cebu. Francisco also devised an effective relay using native gongs. The presence of an approaching stranger was known to him hours before it reaches the first outpost. A sitio of Cambitoon, aptly named Pasanan from the Cebuano word "pasa", served as a relay point. Barrio Taming (visayan for shield) a plateau, provided the "shield" and guard post. Magtangtang got its name from the practice of the natives to untie their cargoes from carabao's back from wallowing in the river. Dagohoy's offices were housed in Caylagan, a sitio in Magtangtang. It came as no surprise that Don Pedro Lechuga, the Spanish military commander in Bohol in 1744, found that Francisco Dagohoy was a master of guerrilla warfare.

Francisco was known for his penchant for anting-antings (amulets). This worked to his advantaged as his followers eventually believed he possessed supernatural powers. On his neck hung a talisman which gave him "power" to appear and disappear. Stories abound about Francisco Dagohoy's ability to jump from hilltop to another and from one side of the river to the other. His followers eventually called him "Daganan". Dagang was the visayan word for feathers, perhaps playing up his ability to glide among the hills.

The Word Dagohoy itself is believed to be a mere contraction of two visayan words: "Dagon" and "Hoyohoy." Dagon is a charm of magical power and given to a good man by supernatural beings, while hoyohoy referred to gentle breeze or wind. Francisco Dagohoy nurtured the image of a hero who had the magical powers of gentle breeze, to float and disappear as he wished. Francisco Dagohoy, mastered the numerous caves and underground rivers in Magtangtang, which have remained mysterious and critical to this day. This baffled the enemy to the end and to such an extent that even his followers heightened his mystic.

Francisco Dagohoy lived till he was 101, died probably in 1825. The rebellion which he led outlived him, valiantly carried on by his brother Maximino, better known as Tugpa. By the time the joint Filipino-Spanish troops commanded by Capt. Manuel Sanz crushed the rebellion in 1829, it was already 85 years old. It remains the highlight in the Philippines struggle against the colonization unmatched in durability. (Published in the Philippine Daily Inquirer on June 13, 1997; By Chito A. Fuentes)

THE PNR NORTH SOUTH COMMUTER RAILWAY PROJECT: HISTORY RIGHT BEFORE OUR VERY EYES

Press Release: Yesterday, Transportation Secretary Art Tugade personally visited the construction sites of the on-going Philippine National Railways (PNR) Phase 1 Malolos-to-Tutuban segment of the massive North South Commuter Railway (NSCR) project.

This project, which Sec. Tugade describes as "historic," is currently at 45.82% overall progress rate and will be completed in the second quarter of 2024.

"This is very historical dahil apat na beses na sinubukan ang paggawa nitong proyektong ito simula 1993, at ngayon ang kauna-unahan na mayroon tayong konstruksyon," Tugade explained during the site inspection.

He pointed out that previous administrations made attempts to start the project but have failed to deliver on its construction. "Parating ground breaking ang usapan, walang konstruksyon. Ngayon 'ho may konstruksyon at parating na ang mga tren," he said.

This is the 38-kilometer railway that will connect Tutuban Station in Manila to Malolos in Bulacan. It will have 10 stations, which will cut across the cities of Manila, Caloocan, Valenzuela and the municipalities of Meycuayan, Marilao, Bocaue, Balagtas, Guiguinto and Malolos in Bulacan. Once completed, the project is expected to serve 300,000 passengers daily and will reduce travel time from Malolos, Bulacan to Tutuban from an hour and 30 minutes to 35 minutes.

Tugade said he personally inspected the site to prove that the project is continuing and is moving forward. As proof, the transportation chief said the project's training simulator will be arriving between September and October, while the trains will arrive in December.

"Siguro tinatanong n'yo kung bakit ako nag-iinspeksyon kahit alam naming may COVID. Ito ay upang maipakita namin sa inyo na ang proyektong ito ay tuloy na tuloy na," said Sec. Tugade.

He added that at least 200 former overseas Filipino workers (OFWs) are currently employed in the project, while more jobs will be opened prioritizing more OFWs, and displaced Public Utility Vehicle (PUV) drivers and conductors.

"Nakita n'yo mga tao dito kanina? Sila ay mga Overseas Filipino Workers (OFW). Kulang-kulang 200 silang nagta-trabaho dito. Ang sabi ko sa mga contractor, paramihin n'yo pa. Kung mayroon kayong kapitbahay, kamag-anak, mahal sa buhay, kaibigan na gustong maghanapbuhay, papuntahin n'yo dito. Kung qualified, tutulungan natin. Para nang sa gayon 'yung 200 ay madagdagan pa," Sec. Tugade said referring to employees who were present during his inspection.

"Kung may mga kakilala kayong mga kunduktor, mga jeepney driver na gustong maghanapbuhay, kung qualified eh pumunta dito at bibigyan natin sila ng pagkakataon."

Indeed, we are not just witnessing a historic project in the making. As the biggest transport infrastructure under the "BUILD, BUILD, BUILD" program of the Duterte administration, this modern mass transport system is poised to catapult our country into the next level in terms of world class public transportation.

Most of all, this game changer was pursued with the most noble of all intention by the government - to give the Filipino a more comfortable life.

We will step up our presence here. Dahan-dahan, as we grow, sisiguruhin namin na ang Kalayaan ay magiging kabahagi sa pagbangon at paglago ng ating bansa," mensahe ni Admiral Ursabia sa maikling pagpupulong kasama ang ilang residente ng Kalayaan, Palawan.

Press Release
DOTr PUSHES FOR EFFICIENT ROAD MASS TRANSPORT SYSTEMS AS PH ENTERS 'NEW NORMAL'

The Department of Transportation (DOTr) is continuing to push for reliable and efficient public road transportation systems as the country transitions to a "new normal" amid the COVID-19 pandemic.

In a virtual public transport forum today, 26 May 2021, DOTr Assistant Secretary for Road Transport and Infrastructure Mark Steven Pastor, was one of the mobility champions/reactors for a research presentation titled "Move As One's Biyahenihan Mobility Solutions Package and National Budget Proposal for 2022 Onwards" by the Move As One Coalition Secretariat.

"Kaisa n'yo po kami, sa hanay ng Kagawaran ng Transportasyon, sa hangaring mabigyan ng komportable, ligtas, maasahan, accessible, environmentally-sound, at higit sa lahat, inclusive na public transportation system para sa ating mga kababayan," Asec. Pastor said.

"Sa Busway sobrang dami talaga nating pasahero gawa ng libre ang sakay dito ngayon as mandated by Secretary Tugade upang magkaroon ng mabilis na access ang ating mga kababayan at makakamenos sa pang-araw-araw na gastos nila," Pastor said.

The DOTr, he said, also continues to promote active transport such as cycling with the launch of a Bike Manual. The manual aims to educate cyclists, motorists, pedestrians, and other road users about road safety, road courtesy, road sharing, and road etiquette.

Asec. Pastor also made mention of the DOTr's Public Utility Vehicle Modernization Program (PUVMP) which aims to remove unsafe public utility vehicles (PUVs) from the streets and replace these with modern, safe, and environment-friendly ones for the convenience of commuters. Meanwhile, he added that under the PUMVP, PUVs are also no longer allowed to use streets as terminals. To help local government units set up off-street PUV terminals in their respective areas, the DOTr he said, is providing guidance in the planning, design, funding, and construction of these transportation terminals.

"Rest assured that the research papers and the corresponding budget recommendations shall be carefully evaluated by the Department. Partnerships with the LGUs will also be considered for a more efficient implementation of programs and projects," Asec. Pastor said.

Press Release: DOTr Maritime Sector implements strict measures on MV Hilma Bulker upon arrival in Manila

MANILA - The maritime sector of the Department of Transportation (DOTr), consisting of the Maritime Industry Authority (MARINA), Philippine Ports Authority (PPA), and the Philippine Coast Guard (PCG), together with the agency members of the One-Stop Shop (OSS) Port of Manila, has implemented strict health and security measures upon the arrival of "MV Hilma Bulker" in the Port of Manila yesterday at around 09:00 AM, 26 May 2021.

"MV Hilma Bulker" which sailed from Indonesia carried 18 all Indonesian to temporarily replace its original 20 all Filipino crew. The ship arrived in Manila today to employ another batch of all Filipino crew for takeover.

Out of the 20 original crew, 14 tested positive for the Indian variant of COVID-19. Seven (7) have fully recovered and have been given clearance by Indonesian authorities to return to the country, six (6) remain in a hospital awaiting clearance, and unfortunately, one (1) succumbed to the disease.

The six (6) who tested negative in Indonesia already arrived via air in Clark last 18 May 2021 and are completing their mandatory quarantine and testing procedures for returning overseas Filipinos.

Prior to its arrival in Cilacap, Indonesia on 25 April 2021, the ship had previous travel history in Cochin and Kandla in India from 25 March to 17 April for various bunkering and cargo operations.

The Bureau of Quarantine (BOQ) has prepared the necessary measures to handle the disembarkation as a medical evacuation. Once the ship has been thoroughly disinfected, crew change will be conducted and fresh Filipino crew will then be allowed to board.

All disembarking Indonesian crew from the "MV Hilma Bulker" will be considered as individuals that have been exposed to the virus, despite testing negative for COVID-19. They will then be ushered to a stringent quarantine facility where they will undergo a quarantine period of ten (10) days. Those seafarers who will exhibit symptoms or test positive of COVID-19 will be transferred to a dedicated hospital assigned by the BOQ.

The Philippine government, through the DOTr maritime sector, assures the public that it is fully-equipped and always in full force to handle the proper conduct of crew changes in the country. Press Release
PASIG CITY --- National Task Force against COVID 19 Chief Implementer and vaccine czar Secretary Carlito Galvez Jr and Deputy Chief Implementer and testing czar Secretary Vivencio Dizon met with representatives of 21 US firms to strengthen the country's existing partnerships with these companies and discuss strategies to address the COVID 19 pandemic to jumpstart the nation's economic recovery.

During the 2021 Virtual Business Mission to the Philippines of the US-ASEAN Business Council held on Wednesday, May 26, the Task Force officials thanked the international business community for its active involvement in the country's pandemic response, particularly their efforts to help access vaccines from different manufacturers.

Galvez proposed possible areas of collaboration, particularly in securing more vaccine doses from US-based manufacturers.

He likewise addressed the concerns raised by companies with regards to the inoculation of essential workers, which they hoped would include more sectors and frontline employees.

Dizon reiterated that the full support of the private sector is crucial, as this will help ensure that the country will get to the "finish line" of the pandemic.

He also thanked the US-ASEAN Business Council and its members for the investments they have made into the country's Build-Build-Build infrastructure program, as well as in ongoing development projects in Clark, Pampanga.

Philippine Ambassador to the United States Jose Manuel Romualdez encouraged companies to start looking at New Clark City not only as a possible location for vaccine manufacturing, but also as a distribution and logistics hub for the Asian market.

Meanwhile, Council officials commended the NTF for the effective manner in which it has responded to the challenges brought about by the pandemic.

Senior Vice President and Regional Managing Director Ambassador Michael Michalak expressed the Councils' full support to government interventions that would boost vaccine preparedness, vaccine confidence, and testing.

These measures, Michalak noted, would help fast track the opening up of the various sectors of ASEAN member-states' economies.

IN THE NEWS: The Light Rail Transit (LRT-1) Cavite Extension Project is now halfway complete, with an OVERALL PROGRESS RATE OF 55.6%!

Department of Transportation (DOTr) Sec. Art Tugade made this announcement over the weekend in his post, wherein he gave emphasis as to how crucial and extraordinary the project's progress was.

"From being one of the pioneers in establishing railroad network in Asia, ironically, we are trailing behind. From more than a thousand-kilometer railroad network in the 1970's, our country's operational railway length drastically shrunk to only 77 kilometers in 2016," Sec. Tugade said.

Moreover, Sec. Tugade said that the LRT-1 Cavite Extension was just one of the numerous rail projects that were left hanging for years.

He further underlined that the particular project was delayed for 19 years with no progress ever seen until June 2016.

"Right of Way acquisition started way back in 2007. Unfortunately, 0 [percent] was certified 'free and clear' by the independent consultant when we came in. Now, the LRT-1 Cavite Extension is 55.6 [percent] complete!" Sec. Tugade asserted.

THE MODERN GENSAN INTERNATIONAL AIRPORT IS ALMOST HERE

The General Santos International Airport (GSIA) of the Department of Transportation (DOTr) will soon become a key gateway in the island of MINDANAO, which can serve the greater area of SOCCSKSARGEN and nearby regions.

As of 20 April 2021, the expansion and rehabilitation of the existing Passenger Terminal Building (PTB) of GSIA is now 96.51% complete.

The construction of the new powerhouse building was completed in 18 March 2021. The rehabilitation of the control tower, and construction works of the administrative building, are likewise 100% complete.

Other improvement works for the airport are still ongoing, including the upgrading of the power plant system, rehabilitation of Precision Approach Path Indicator (PAPI) 35 & 17, procurement of Navigational Aids, and construction works of the perimeter road and security fence.

Handled by the Civil Aviation Authority of the Philippines (CAAP), under the able leadership of Director General Capt. Jim Sydiongco, the GSIA development project is poised to transform this hub to become the largest airport in Mindanao, capable of handling bigger, wide-bodied aircraft such as the Boeing 747 and 737, and other others including the Airbus A330, A340, and A350.

The General Santos International Airport is envisioned to greatly benefit the people of Mindnano for years ahead, with vast opportunities for economic growth, as well as securing and assuring the continuous transport of essentials such as food supply.

And in a post-pandemic environment, Tourism is expected to play a crucial factor in the socio-economic progress of the region, with more jobs and entrepreneurial opportunities becoming available.

In fact, more or less 500 construction workers were hired during the construction phase of the GSIA. Once GSIA becomes fully operational, demand of up to 1,200 job opportunities will be made available to residents of the region.

This huge airport development project will surely pave the way to further spur economic growth and progress in General Santos City and the entire Mindanao.

A huge reason the world has an abundant supply of rice everyday is thanks to a great man called Yuan Longping.

The whole nation mourns the passing away yesterday of Mr Yuan Longping, who is
hailed as the "Father of Hybrid Rice".

Mr Yuan dedicated his life to the research and development of hybrid rice, which has exponentially increased the yield of rice globally. A staple dish in most of Asia including China, Philippines, and many parts of the world, Mr Yuan's hybrid rice has been grown extensively in over 40 countries, achieving a world record of 22.5 tons per hectar in two growing seasons.

During his lifetime, Mr Yuan visited the Philippines over 30 times, partnering with local farmers to produce the ideal type of tropical hybrid rice combination that not only produces high yield, but also solves the quality problem of the rice in the tropics and is accepted everywhere.

Mr Yuan will forever live in our hearts as the man who devoted his life to feeding the world. Thank you for all that you've done. Rest in peace.

THE PHILIPPINES AND THE EARLY BEGINNINGS OF MODERN CHINA. Mariano Ponce, whose 103rd death anniversary is being commemorated today, was a good friend of Sun Yat Sen, the founder of modern China. Both of them were medical practitioners and reformists but turned into revolutionaries. Like any other Filipino reformists, Sun was incarcerated (to Ponce's word, "kidnapped"). It happened in October 1896 in London. He was detained in the Chinese Embassy but freed when British and French sympathizers pressured the British Government to intervene.

While Sun was held captive by his own country abroad, the Philippine Revolution was at its height. Ponce, and other Filipino reformists, here and abroad, suffered the same fate--worse, most of them were banished and executed, like the famed reformist Jose Rizal. Sun was observing the development of the Philippine Revolution, for he was hopeful that the Philippine Republic would be hospitable to host him and launched the Chinese Revolution from the Philippines. Ponce was later named the Philippine Republic ambassador to Japan in 1898 and there met Sun for the first time.

Both of them developed extraordinary bond while in Yokohama. They both aimed for the emancipation of Asians and the restoration of their peoples' dignity by freeing their countries. "Both of us, each in his own way, pursued the same goal, the happiness of our respective countries--and this united us in mutual sympathy," Ponce wrote in his biography of Sun. They also agreed that the Chinese revolutionaries would support the Filipinos' fight against the Americans, and when done, the Filipinos to back up the Chinese against the Manchu Dynasty.

In 1912, Sun's revolution defeated the last emperor of China. The Republic of China was born. But the Philippine Republic lasted only to 1901, owing to the deception of the Americans resulting in the capture of Philippine President Emilio Aguinaldo. Ponce had secured shiploads of armaments to help in the Filipinos' war against the United States, but diverted instead to support Sun.

Nevertheless, the Filipinos' determination to be free and independent brought the light of liberty to the Far East and the Pacific, according to Apolinario Mabini, the designer of the Philippine Revolutionary Government. The likes of China was inspired by the formidable spirit of the Filipino heroes. The world remembers Sun's Republic as the first republic and democracy in Asia because it continued; but to Sun himself, the first was non other than the Philippines.

We waged two wars against two imperialists one after the other, in less than a year, with no assistance of any nation in the world. Yet our heroes were able to show to the world how to fight with victorious spirit and humanity.

You may read Ponce's biography of Sun here [https://bit.ly/3fHhwpt].

Presumably the last photo of Ponce attached on his passport application days prior to his errand to Hong Kong to meet Sun. He died there days later. From the U.S. National Archives, courtesy of Renz Marion D. Katigbak.

CAAP REMITS OVER P21 BILLION IN DIVIDENDS, CONTRIBUTIONS UNDER DUTERTE ADMINISTRATION, SURPASSES P1.3 BILLION TOTAL REMITTANCE FROM 2008 TO 2016

Press Release: The Civil Aviation Authority of the Philippines  (CAAP) remains steady in its strong fiscal performance after handing over more than P21 billion in remittances to the National Treasury from 2016 to 2020.

For the period mentioned, CAAP, an attached agency of the Department of Transportation (DOTr) remitted almost 20 times more than its total P1.3 billion remittance from 2008-2016 combined. This feat has solidified CAAP's membership in the 'Billionaires' Club,' an elite circle of government-owned and controlled corporations (GOCCs) that have remitted billions of pesos in dividends and remittances to the national government.

Below are the exact comparative figures of CAAP's remittances:

2008 – 2016 : P1,362,980,000.00
2017 – 2020 : P21,127,789,260.88

Since 2016, CAAP, as ordered by DOTr Secretary Art Tugade, has consistently turned over billions of pesos in remittances year after year.

The whopping P21 billion in total remittances is broken down as follows: P5.4 billion (2017), P6.2 billion (2018), P3.5 billion (2019), and P6 billion (2020). This is remarkably higher than the agency's total remittances in the past 8 years before the Duterte administration took office in 2016.

To note, for 2020 alone, CAAP Director General Jim Sydiongco reported that the agency was able to remit a total of P6 billion  despite the aviation industry being among the hardest-hit sectors by the COVID-19 pandemic.

"The Year 2020 has been a rough year for the aviation sector, to say the least. With nations closing borders, airlines facing bankruptcy, to employees getting laid off – we can say that the industry has been on life support. But that did not hinder us from performing our obligations. While we are greatly challenged by a raging global crisis, we remain committed to practice accountability, transparency, and good governance as mandated by the good Secretary," DG Sydiongco said.

Early last year, Secretary Tugade directed all state-owned corporations of the DOTr, including CAAP, to remit in advance their respective dividends and remittances to support government spending measures amid the COVID-19 crisis and other essential government projects.

Meanwhile, the transportation chief commended the constant strong fiscal performance of CAAP as this will not only help generate resources for COVID-19 efforts and for other projects but will also set a benchmark beyond the term of the Duterte administration.

"Since 2016, CAAP demonstrated how sound  and judicious fiscal management should be done in the interest of the public. Now, whoever will take over the agency when we step down in 2022, I am sure that the achievements reached by CAAP, under the leadership of Director General Jim Sydiongco, will be the standard. CAAP has set the bar high," Secretary Tugade said.

Reaching Out Via Satellite!

PRES. DUTERTE MAKES HISTORY;
TALKS TO PEOPLE OF TURTLE IS.

President Rodrigo Duterte makes history tomorrow as the first Philippine leader to address directly the people of the Turtle Islands in Tawi-tawi via the VSAT facilities installed by  the government in March this year.

The Turtle Islands Municipality is the southernmost islands town of the Philippines which could be reached through a 24-hour boat ride from Zamboanga City and only 1 hour by speedboat from Sandakan, Sabah.

Before the installation of the VSAT by the Department of Information and Communications Technology (DICT) in the island in March this year, residents had to scale a hill to be able to get a faint signal of the TELCOs based in Sabah.

People of the island also use two currencies, the Philippine Peso when they do their marketing in Zamboanga City and the Ringgit when they buy goods from Sabah.

While the President's message is pre-recorded, it will be sent from the main office of the Mindanao Development Authority (MinDA) in Davao City with a back-up copy of the message in the hands of the MinDA staff now in Taganak, the main island, in case of a disruption in the satellite transmission.

A Wide-Screen TV Set provided by Sen. Christopher Lawrence Go will be used in projecting the President's message to the islanders.

The President will be greeting the 12,000 residents of the islands as they celebrate the Pawikan Festival, the endangered Green Sea Turtle which breeds in the islands.

The event will also mark the turn over by the Dept of Environment and Natural Resources of the Green Sea Turtle sanctuary, the Baguan Island, to the Minister of Environment and Natural Resources of the Bangsamoro Autonomous Government.

I will also deliver a message live via satellite during the event because I failed to join the team which sailed to the Turtle Islands last May 20.

In March 2020, I and a team from the MinDA visited Taganak Island and spent the night in the Pawikan Breeding Ground, Baguan Island.

During the visit, residents of the island asked for satellite facilities which would link them up with the rest of the country, a wish which was worked out by MinDA with the help of DICT Secretary Gringo Honasan and Regional Director Tess Camba.

Tomorrow's event marks the first time the people of the islands  would hear the Philippine President talk to them directly.

The Pawikan Festival and the speech of the President will be aired live via MinDA's Facebook page.

Bayanihan finds room at Venice Biennale 2021

In the curatorial statement of Sudarshan V. Khadka Jr. and Alexander Eriksson Furunes for this year's Philippine Pavilion at the Venice Architecture Biennale, the word building "refers to an activity that requires the mobilization of immense effort and resources directed toward achieving a common goal. It is necessarily a political act. The creation of architecture is a critical process of resolving the structures of power and negotiating its exercise."

This year's exhibition, which runs until November 2021, opened last Thursday at the Philippine Pavilion, alongside other national pavilions at Arsenale in Venice, such as those of Argentina, China, Italy, Malta, Peru, South Africa, and Turkey.

Press Release
ON THE ALLEGED REPORTED ILLICIT SELLING OF ANTI-COVID VACCINES

The National Task Force (NTF) Against COVID-19 is deeply concerned with reports it has received regarding the illicit selling of anti-COVID vaccines. We are investigating this matter.

We would like to remind everyone that anti-COVID vaccines are FREE for all qualified citizens. They are not for sale. Thus, the selling of vaccines or of the priority slots is deemed illegal and punishable by law.

All the vaccines procured by the national government and are currently being administered have only been given Emergency Use Authorization (EUA). They are not for commercial distribution. Likewise, the priority slots are strictly intended for the A1, A2 and A3 priority groups only.

We would therefore like to commend local chief executives who took swift actions and have taken the necessary steps to address this still unvalidated issue.

They include Mandaluyong City Mayor Menchie Abalos who has asked the National Bureau of Investigation's cybercrime division to conduct a thorough investigation of the matter. She also called on her people not to patronize this illegitimate activity. The public also encourage to report such illicit activity to the Mayor Office's contact details: 8534-1662

We also laud San Juan City Mayor Francis Zamora for branding this modus operandi as a scam and reaching out to those who have been victimized by this unlawful scheme. He also urged residents to report those who are engaged in this scam.

It is our hope that these local leaders will serve as an example to their counterparts throughout the country, and encourage them to take decisive action when the health and welfare of their constituents are at stake.

And for those who are engaged in the unauthorized sale of anti-COVID vaccines, we ask you to stop what you are doing. The long arm of the law will soon catch up on you.

The NTF will continue to monitor developments on the investigation being carried out. We assure the public that individuals who are involved in this prohibited scheme will be penalized.

To reiterate, our vaccines are free and those who will commit fraud and illegal acts of selling and providing priorities and privileged access for financial gains will be investigated and punished.###

By former Senator Loren Legarda
On the occasion of the International Day for Biological Diversity, I join the call for a common understanding of a better normal, an agreement for greener path, and a new green compact for an economy that does not take what cannot be put back.

Many of us must change our life goals and our dreams so that humanity can collectively address the threat to our biodiversity with expertise and knowledge. We have to have more biologists, ecologists, circular economy experts , renewable energy and zero waste professionals who can help us achieve our dream for a fresh start for the planet past 2030. We must be part of the necessary change that must happen this decade, the UN Decade of Ecological Restoration. We need to have transformative changes across economic, social, political and technological factors.

This is why the passage of the Philippine Environment and Natural Capital Accounting System Bill, that I authored in the House of Representatives, is sorely needed.  We have valued priceless services offered by nature as free thus far in our trajectory for economic progress. What is happening is that our economy is contracting drastically as well, no thanks to the pandemic but also no thanks to the deterioration of nature. We can no longer operate our economies as if nature's gifts are limitless.

Most especially, I am confidently and optimistically claiming that our youth today, who make up majority of the population, would be the driving force of innovation in this decade. I am counting on the young people to transitioning us from being unwitting destroyers of our own habitat to nurturers of our home planet , knowledgeable about the impacts, values and costs of what we are losing or gaining in our quests for livelihoods and enterprises.

Happy International Day for Biological Diversity! Let us all #bepartofthesolution.
