BSP LAUNCHES NEW PROGRAM TO STRENGTHEN RURAL BANKS
The Bangko Sentral ng Pilipinas (BSP) has launched a program that aims to strengthen the rural banking industry in recognition of its critical role in providing financial services in rural and agricultural communities.

"The Rural Banking Industry Strengthening Program (RBSP) is part of the BSP's broader and continuing efforts to boost the resilience of the rural banking industry, which is a key agent of countryside development as it provides financial services to rural communities, including micro, small and medium enterprises," said BSP Governor Benjamin E. Diokno.

The program will be carried out by the Inter-Agency Working Group (IAWG) on the RBSP. The IAWG is headed by the Steering Committee composed of the BSP, Department of Agriculture, and the Department of Trade and Industry with Monetary Board Member (MBM) V. Bruce J. Tolentino, as chair.

"The BSP pursues the RBSP as we recognize the vital role that rural banks play in the areas of financial inclusion and inclusive economic growth," according to MBM Tolentino.

The steering committee will be supported by a technical working group (TWG) mandated to formulate an action plan, including the development of a capacity-building program for RBs.

The TWG is chaired by BSP Financial Supervision Sector Deputy Governor Chuchi G. Fonacier, and includes representatives from the Agricultural Credit Policy Council, Land Bank of the Philippines, Development Bank of the Philippines, Securities and Exchange Commission, Philippine Deposit Insurance Corporation, and Rural Bankers Association of the Philippines.

The RBSP also benefits from the expertise of senior advisers who will provide technical guidance in activities requiring research, data collection, analysis, and policy formulation.

The senior advisers include Dr. Mario B. Lamberte of the University of the Philippines Public Administration Research and Extension Services Foundation, Inc. and Dr. Gilberto M. Llanto of the Philippine Institute for Development Studies.

On 1 June 2021, the IAWG held its first meeting to discuss the scope of the program and the steps moving forward. The Steering Committee and TWG will meet regularly over the next months and are expected to submit an initial package of proposed policies, programs and reforms to the Monetary Board by the end of 2021.

BOP Deficit Widens to US$2.8 Billion (YoY) in Q1 2021
Q1 2021 Developments

The country's balance of payments (BOP) position recorded a deficit of US$2.8 billion in Q1 2021, higher than the US$68 million deficit posted in the same quarter in 2020.  The increase in the BOP deficit stemmed from the uptick in net outflows in the financial account, coupled with the reversal of the current account from a surplus to a deficit during the period.  The increase in net outflows in the financial account emanated mainly from the portfolio investment account, primarily due to the rise in the Central Bank's net investments in non-reserve assets as well as  the Government's and Other Sectors' higher net repayments of maturing bond issuances.  Meanwhile, the current account reversed to a deficit as the merchandise trade gap widened on account of the growth in imports amid the gradual reopening of the domestic economy due to the easing of COVID-19 containment measures. Lower net receipts of primary income also contributed to the current account deficit.

Current Account. The current account posted a deficit of US$614 million in Q1 2021, a reversal from the US$225 million surplus recorded in the same quarter in the previous year.  This developed on account of the widening of the trade in goods deficit coupled with the drop in net receipts recorded in the primary income account.

Capital Account.  Net receipts in the capital account rose to US$17 million in Q1 2021 from US$12 million in Q1 2020. This resulted from the lower gross acquisition of non-produced non-financial assets (e.g., patents, trademarks, and copyrights).

Financial Account.  The financial account posted net outflows of US$4.1 billion in Q1 2021, 37.5 percent higher than the US$3 billion net outflows registered in the same quarter last year. This developed mainly on account of the substantial increase in net outflows of portfolio investments to US$7.9 billion from US$793 million.  These net outflows were tempered by the reversal of other investments to net inflows and the increase in net inflows of direct investments.

Gross International Reserves
The country's gross international reserves (GIR) amounted to US$104.5 billion as of end-March 2021, significantly higher than the US$88.9 billion level registered as of end-March 2020. At this level, the reserves adequately covered 11.9 months' worth of imports of goods and payments of services and primary income. It was also equivalent to 7.7 times the country's short-term external debt based on original maturity and 5.3 times based on residual maturity. This year-on-year increase in reserves reflected inflows from the BSP's foreign exchange operations and income from its investments abroad, and the National Government's net foreign currency deposits with the BSP. Further, an upward adjustment in the value of the BSP's gold holdings due to the increase in the price of gold in the international market also contributed to the higher GIR level.

Exchange Rate
For the first quarter of the year, the peso appreciated against the baskets of currencies of major trading partners (MTPs) and trading partners in advanced (TPI-A) and developing (TPI-D) countries in nominal and real terms as seen in the table below, indicating a slight loss in external competitiveness against these trade baskets of currencies for the said period.

2021 NM: First 1000 Days will solve Malnutrition

Cebu City – Since time in memorial malnutrition has always been combated with conventional band-aid activities mostly targeting children who are already malnourished and often these interventions come too late which is why the National Nutrition Council gives emphasis on prevention and providing interventions in the first 1000 days to cut the problem at its root.

With the persistent malnutrition issue in the country, the National Nutrition Council utilizes the annual Nutrition Month campaign to emphasize good health and nutrition in the first 1000 days of life anchoring on the theme "Malnutrisyon patuloy na labanan, First 1000 Days tutukan! The theme calls for continued efforts to address malnutrition in the country which is expected to worsen because of the pandemic and limited resources for nutrition. The theme also asks all sectors to focus efforts on the First 1000 Days of life as the strategic intervention to prevent stunting.

The annual campaign aims to increase understanding of the First1000 Days of Life strategy and the PPAN as overall framework (Educate), facilitate collaboration among various stakeholders for scaled up interventions to fight malnutrition (Encourage), and generate interactions from stakeholders about nutrition (Engage).

In Central Visayas alone, malnutrition prevalence may have decreased but the magnitude of those that are affected is still relatively high, particularly, those who are stunted or chronically malnourished at about 10.1% or 60,819 children 0-59 months from all over the region in 2020. An NNC message recall survey in 2021 also shows very limited awareness of the first 1000 days strategy at only 12% in Central Visayas.

The theme is also an answer to the limited awareness of the first 1000 days strategy which includes health and nutrition interventions for pregnant women, lactating women, and children 0-23 months. It serves as a venue to encourage scaling up interventions within this golden window of opportunity by implementing RA 11148 or the Kalusugan at Nutrisyon ng Mag-Nanay Act.

The National Nutrition Council Region VII has lined up a variety of activities to promote the first 1000 days this July starting off with an online launching activity on the first of July aiming to reach out to nutrition service providers, partners and stakeholders and discuss the importance of providing health and nutrition services for pregnant women and their babies as well as showcase commitment or local chief executives in the implementation of RA 11148.

The half day activity scheduled in the afternoon will start off with the 2021 Nutrition Month Prayer and features talks and inspirational messages by members of the Regional Nutrition Committee. It will also serve as venue for the launching of the nutrition networks' nutrition month special project including the DocuNanay (for pregnant women) by the Nutrition Program Coordinators' Association of Region 7 Inc., Nutri Jingle Contest (featuring breastfeeding) by the Federation of Barangay Nutrition Scholars' Association 7 Inc.'s, and CompleTips vlogs (for complementary feeding) by the Central Visayas Association of Nutrition Action Officers Inc. These efforts by the nutrition networks hope to carry the message that May Pag-asa sa ABaKaDa – Alagaan ang buntis, Breastfeeding kay baby, Komplementary feeding na sapat, Dapat lahar suportado and Phil. Plan of Action for Nutrition.

Other highlights of the launching event will be the announcement of the "First 1000 Days Tiktok Challenge" Social Media campaign and the launching of the Nanay Nutrition School on Air (NSAO) program. The activity will be capped off with the recitation of the 2021 Nutrition Month Pledge.

The entire 47th NM launching will be broadcasted live via NNC 7's official Facebook Page.//

"We don't just give food, we should teach how to grow our own food"
– Sustainable Community Pantries

MANILA, 18 June 2021 — The 49th episode of "Stories for a Better Normal: Pandemic and Climate Pathways" featured five founders of zero-waste and innovative community pantries that exhibit not only generosity and consideration, but also sustainable and green practices to inspire more Filipinos to reduce the use of plastic packaging and to plant their own food at their homes.

The online conversation conceptualized and hosted by three-term Senator, now Deputy Speaker and Antique Representative Loren Legarda featured community pantry organizers including Adeline Almelor from Brgy. San Miguel, Iriga City Camarines Sur Zero Waste Community Pantry; Jay-vee Mendoza from Anahaw, San Pedro, Laguna Community Plant-ry; Edren Llanillo, Co-founder of Go Bike Project, Bugallon, Pangasinan; Maricon Alvarez from Mother Earth Foundation (MEF) Malabon Community Pantry; and Evelyn Vergara, Founder of the Community Reading Pantry of Tabotong Elementary School in Saranggani Province.

"Dapat hangaan ang mga community pantries sa innovation, sa bayanihan, sa unique na ugali ng mga Pilipino na tumulong hangga't kaya, at sa honesty ng mga Pilipino na kukuha lang ng kaya niyang kainin at ng kanyang pamilya," said Legarda.

The guest organizers shared how their community pantries allow people to donate and get food and basic necessities for free, while others distribute vegetable seeds and plants to help people grow their own food. Other pantries also delivered healthcare and educational services.

"Nakakataba talaga ng puso na maging daluyan ng pagtutulungan. As we highlight the gift of sharing, we are happy to show and hopefully to inspire others that there are many alternatives to single-use plastics," said Almelor.

"Ang slogan po ng Anahaw Community Pantry ay 'Take what you can plant, share what others can sow.' Ito ay inspired sa community pantry ng Maginhawa although nilagyan namin ng konting twist – ang sine-share namin dito at plants, seedlings and knowledge sa pagtatanim," said Mendoza.

"Simple lamang ang konsepto ng GO BIKE Project, una mag-train ng mga kabataan para maging emergency responders, maging first aiders na tutugon sa panahon ng sakuna, pangalawa mag-customize, mag-disenyo ng mga bisikletang gagamitin nila upang tumugon doon sa mga aksidente, o para magbigay ng first aid sa sino man nangangailangan ng tulong. It's a combination of a youth na biker volunteers, first aider, tapos meron na rin silang gagamiting bike in saving lives," said Llanillo.

"Nang dumating ang community pantry, naisip namin na ang ganda ng konsepto na tumutulong ka. Why not help the community people na nakakausap natin sa araw araw na turuan sila i-embrace yung konsepto ng zero waste?" said Alvarez.

"Ginawa namin ang Reading Community Pantry, na kung saan inilabas namin ang reading materials from our reading corner sa school at inilatag sa pantry, kasama ng mga snacks na binili galing sa sariling bulsa," said Vergara.

A community pantry is a service that offers goods directly to locals. It operates on trust systems and banners the slogan, "Take what you need, give what you can." The first community pantry during the pandemic was set up in Maginhawa in Quezon City.

Legarda then encouraged the viewers and other community pantries to adopt sustainable practices – by giving people seeds and plants for people to grow in their homes, instead of just giving canned goods, noodles, and instant foods.

"Hindi lang dapat bigay ng bigay, hindi tayo dapat forever na umaasa sa iba. 'We should give a man a fish, but also teach him how to fish'. In this case, we give the person a seed, so that that person can grow his/her own food. We give human a food, but it's better to teach the person how to grow their own food," Legarda concluded.

As an online discussion to promote health, environmental consciousness, and climate-adaptive practices, "Stories for a Better Normal" aims to change the mindset of individuals, families, and communities by demonstrating ways in which a 'better normal' can be realized within our communities.

This online discussion is organized in partnership between the Office of Deputy Speaker Legarda and the Climate Change Commission, with support from the Department of Education, Philippine Information Agency, Mother Earth Foundation, Institute for Climate and Sustainable Cities, and The Climate Reality Project-Philippines. ###

Africa / Most Accurate Bible in English
June 19, 2021, 10:28:09 AM
From Chick Publications: You know how people get all upset and sometimes angry when someone talks about one Bible version being better than another?

It happens a lot in Bible studies because the differences in versions are painfully obvious to all. Everyone has an opinion as to which Bible is best.

And because of all the glaring differences and discrepancies in the different Bible versions, the Lord himself couldn't use them all. He would need to pick just one.

It's interesting that hardly anyone ever considers the opinion of the Lord Jesus Christ. Don't you think he has a preference? And don't you think we could depend upon Him to pick the right one?

In the book, "Which Bible Would Jesus Use?", author Jack McElroy proves that the Lord does have a preference and the evidence shows that it is the same version he's been blessing for the past 400 years.

Once you know for sure which Bible the Lord has already chosen to bless and why, you will never again have any doubts about which Bible is truly God's Words in English, the King James Bible.

Anonymous Diary Blog / Documentary on Pasig River
June 19, 2021, 08:11:12 AM
By Rep. Loren Legarda
In 1988, I produced a documentary about the Pasig River and covered stories about the Tullahan River and Laguna Lake. Back then, I already said that the Pasig River was polluted and we needed an immediate rehabilitation for it. Fast forward to 2021, a study by The Ocean Cleanup identified 19 Philippine rivers among the world's top 50 rivers that carry plastic waste into the oceans, with Pasig River as the top plastic polluter.

We do not need band-aid solutions. We need a whole-of-society and whole-of-government approach. I urge all sectors and stakeholders to implement ecological solid waste management and environmental protection laws in order to reduce plastic waste in our rivers and bodies of water, as well as to support the transition towards a circular economy to reduce plastic wastes in our societal systems.

During my stint in the Senate, I strongly supported and sponsored the budget allocation for the Pasig River Rehabilitation Commission, filed the Laguna Lake Development Authority Act, and sought the adoption of the Integrated River System Management Approach. RA 9003, or the Ecological Solid Waste Management Act, which I principally sponsored, laid the foundation for proper waste segregation, recycling, and disposal that could have prevented this problem from escalating. We need to practise our environmental laws within our own homes, communities, and workplaces. I also hope for the immediate passage of House Bill 9147 or the Single-Use Plastic Products Regulation Act in to help arrest the problem of plastic pollution.

This is a harsh reminder for us and our country that's been blessed with nature's bounty. We may have some of the best laws and policies in place to protect our environment, but if we will not correct our unsustainable behavior and practices, then our ecosystems and biodiversity will continue to degrade and even collapse. @cccphl @apatlima @icsc_ph @climaterealityph @oceana_ph @antoinettetaus @gabmejia

DOTr-MARINA Press Release
18 June 2021

DOTr, Marino Partylist, AMOSUP Sign Memorandum of Understanding on CONDOTEL for Seafarers

MANILA - The Department of Transportation (DOTr), Marino Partylist, and Associated Marine Officers' and Seamen's Union of the Philippines (AMOSUP) forged an alliance during the Maritime Industry Authority (MARINA) celebration of the 47th Anniversary on 17 June 2021 by signing a Memorandum of Understanding (MOU) on CONDOTEL for Seafarers.

The agreement is part of the commitment in recognizing the Filipino seafarers who play a vital role in the growth and development of the Philippine economy through their local employment taxes, foreign remittances and other economic activities.

Considering that Filipino seafarers come from the different islands in the country, and that most shipping and manning employers are based in the National Capital Region (NCR), the parties, together with the whole maritime sector, understood the importance of this initiative as this will give seafarers a decent temporary living quarters in the NCR while waiting to be deployed on board ships, returning from deployment, and those employed in inter-island shipping.

Transportation Secretary Arthur P. Tugade, Marino Partylist's Hon. Sandro L. Gonzalez, and AMOSUP's Dr. Conrado F. Oca signed the MOU, solidifying their partnership in providing Filipino seafarers affordable temporary living facilities in close proximity to the MARINA and other maritime enterprises.

"Napakagandang pangitain na kung nagse-celebrate tayo ng Anibersaryo, binibigyang importansya ang mga marino. In fact, the highlight of today's gathering can be summed up into two. Una ay ang pagpirma ng Memorandum of Understanding regarding CONDOTEL na pinapakita natin sa mga marino – na para bang sinasabi ng MARINA – nandirito at gagawa kami ng gusali na kung saan doon kayo mananatili, doon kayo maninirahan at doon kayo gagabayan. Napakagandang pangitain," Secretary Tugade emphasized in his inspirational message.

Secretary Tugade also recognized the efforts of Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago for the providing the land for the CONDOTEL, as well as the commitment of Marino Partylist and AMOSUP for the adequate budget to be timely available for the construction of the said building.

Meanwhile, Marino Partylist Cong. Gonzalez expressed his gratitude for close relationship with the MARINA, enabling them to contribute to this new age of service to the Filipino seafarers.

"During the early months of this pandemic, seafarers staying in Metro Manila were evicted from their dorms and hostiles for failure to pay for their lodging. Because of misconception that they came from abroad, they were carriers of COVID-19. That is our motivation for this project - the Seafarer's CONDOTEL. With this MOU, it gives me comfort that this will never happen again," Cong. Gonzalez said.

Witnessing officials of the signing of the MOU include MARINA Administrator Vice Admiral Robert A Empedrad AFP (Ret) and PPA General Manager Jay Daniel R. Santiago.

PRESS RELEASE

Cayetano, allies' FB live get-together goes viral

For Filipinos, laughter despite hardships is not an irony -- it's a combo.

So when former House Speaker Alan Peter Cayetano and his wife Taguig 2nd District Representative Ma. Laarni Cayetano held a rare get-together on Tuesday with their allies in Congress, nearly 36,000 Filipinos joined the fun by tuning in to the Facebook livestream.

Present in the casual meeting were Bulacan 1st District Rep. Jose Antonio Sy-Alvarado, Anakalusugan Rep. Mike Defensor, Batangas 2nd District Rep. Raneo Abu, and Laguna 1st District Rep. Dan Fernandez.

The Representatives' lighter side prevailed in the 20-minute livestream as they had fun in a makeshift sari-sari store while announcing the newest 175 beneficiaries of the Sampung Libong Pag-Asa program -- 25 each from the District of Taguig-Pateros, Taguig 2nd District, Quezon City, Bulacan, Laguna, Batangas, and Camarines Sur.

Halfway through the livestream, there were 4,000 viewers. By the time it ended, views had hit around 30,000, and comments had reached 60,000.

As of this writing, nearly half a million people have watched the video, and nearly 100,000 comments have been sent in the hopes of being chosen to receive P10,000 in cash assistance.

"Kaya po sampung libo dahil gusto po naming makaahon [kayo], hindi makatawid (We set the amount at 10,000 because we want everyone to recover, not just to survive)," Cayetano said as he explained why he and the group have been pushing for the provision of P10,000 per family as cash aid.

Cayetano and his allies filed the 10K Ayuda Bill on February 1, 2021. It was procedurally considered under the Bayanihan 3, but the P10,000 cash assistance per family provision was not adopted.

The House-approved version of the bill aims to allocate around P200 billion for a two-time P1,000 cash per individual only.

There are versions that are still pending in the Senate.

"One hundred ten million (110 million) Filipinos po tayo, 10 million sa ibang bansa, so tulungan po tayo (Filipinos are 100 million-strong, while other countries only have 10 million. So let's help each other)," Cayetano said as he encouraged viewers to practice bayanihan in order to weather the pandemic.

He also warned of scammers who are reportedly going around asking for money to supposedly list down the names of "winners." There are no fees to pay to become eligible to be chosen, he added.

The group is set to bring the program to Batangas on Friday, June 18.

"Nakapunta na po tayo [sa ibang mga probinsya] pero babalik at babalik po tayo (We've gone to some provinces but we're coming back)," Cayetano said.

Since its launch on May 1, the Sampung Libong Pag-Asa program has almost 2,500 beneficiaries from different parts of the country whose livelihood were severely affected by the current crisis.###

PRESS RELEASE

Jose Antonio Sy-Alvarado, Anakalusugan Rep. Mike Defensor, Batangas 2nd District Rep. Raneo Abu, at Laguna 1st District Rep.

House Deputy Speaker and Antique Representative Loren Legarda urged all sectors and stakeholders to implement ecological waste management and environmental protection laws in order to reduce plastic waste in our rivers, tributaries, and oceans, as well as to support the transition towards a circular economy to design out plastic waste out of our societal systems.

Legarda made the statement following the study by The Ocean Cleanup that identified 19 Philippine rivers among the world's top 50 rivers that carry plastic waste into the oceans, with seven out of the top 10 plastic-emitting rivers coming from the Philippines, namely: Pasig River (1st), Tullahan (2nd), Meycauayan (5th), Pampanga (6th), Libmanan (7th), Rio Grande de Mindanao (9th), and Agno (10th).

The study also revealed that the Philippines is the world's largest plastic-emitting country, with 356,371 metric tons of mismanaged plastic waste carried by its rivers into the ocean.

"Nakakahiya.

Legarda said that the country's plastic addiction has been unresolved for decades now. She noted that back when she was a broadcast journalist in 1988, she produced a documentary about the Pasig River and also covered stories about the Tullahan River and Laguna Lake. As legislator, she supported and sponsored the budget allocation for the Pasig River Rehabilitation Commission, filed the Laguna Lake Development Authority Act, and sought the adoption of the Integrated River System Management Approach.

The Deputy Speaker also said that the Ecological Solid Waste Management Act, which she authored, lays the foundation for proper waste segregation, recycling, and disposal that could have prevented this problem from happening. She also noted that the House Bill 9147 or the Single-Use Plastic Products Regulation Act recently approved on second reading, which she co-authored, intends to regulate unnecessary plastics to avoid more plastic waste, supports the development of more sustainable products and approaches, and promotes a circular economy and mindful consumption and production.

"This is a harsh reminder for us and our country that's been blessed with nature's bounty. We may have some of the best laws and policies in place to protect our environment, but if we will not correct our unsustainable behavior and practices, then our ecosystems and biodiversity will continue to degrade and even collapse," Legarda said.

"It's been said that there could be more plastic than fish in the sea by 2050 if we continue dumping plastic waste. For our country that heavily relies on fish for food and protein, do we really want that for our children and the generations to come? While we are in this pandemic that also gave rise to online shopping and delivery, all the more that we need to be more mindful of our consumption and to find ways to take out plastic waste in the picture," Legarda concluded.##

MARINA Press Release
16 June 2021
MARINA, ALMA WELCOME 289 STRANDED FILIPINO SEAFARERS

Manila, Philippines — The Maritime Industry Authority (MARINA) Administrator Robert A Empedrad together with Ms. Cristina Garcia, President of the Association of Licensed Manning Agencies Maritime Group (ALMA), led the welcoming of 289 Filipino seafarers who were previously stranded in various parts of the United Arab Emirates (UAE) on Tuesday, 15 June 2021, at the Ninoy Aquino International Airport.

Administrator Empedrad and Ms. Garcia were joined by Capt Jeffrey P Solon, MARINA Deputy Administrator for Planning, and Mr. Paul Galvez of MARLOW Navigation.

This chartered flight from Dubai is part of the ALMA's initiatives to assist distressed seafarers who have been affected by lockdowns abroad. Although many of these seafarers have only been stranded for 2-3 months, some have reported having been stranded for more than 4 months already.

Following the travel restrictions imposed in India, Bangladesh, United Arab Emirates, Sri Lanka, Pakistan, Oman, and Nepal last 01 May 2021, which was further extended until 30 June 2021, the ALMA Maritime Group organized non-Philippine government repatriation efforts following the implementation of the IATF Resolution 119 issued last 03 June 2021.

"With ALMA members alone, we can already satisfy the minimum requirement of 150 passengers per flight, but we also want to help out other non-members who have seafarers in UAE, which is why we collaborated with them as well," says Garcia.

"Proper coordination with relevant government agencies and affected manning agencies for our succeeding repatriation efforts are being done. We want to end our seafarers' ordeal and bring them home to their families. They deserve to have a much-needed rest after a tough time serving on board ships." Garcia further added.

"We welcome you back to your homeland. We have always dedicated our thoughts and prayers for you all while you were in foreign lands." Administrator Empedrad said to the repatriated seafarers. "I am grateful for the ALMA's continued dedication in helping ensure that our seafarers come back home safe and sound." He added, citing that the MARINA continues to push forward numerous initiatives for seafarers who have been hardly hit by the circumstances of the COVID-19 pandemic.

The Agency is now gearing up to accelerate the processing of seafarer-related documents through the automation of its systems. In addition to this, a Memorandum of Understanding (MOU) will be signed by the Department of Transportation (DOTr), MARINO Partylist, and the Associated Marine Officers and Seamen's Union of the Philippines (AMOSUP), promising the construction of a 300-bed capacity Seafarers' Dormitel. The signing of the MOU will be witnessed by the MARINA and the Philippine Ports Authority (PPA) this coming 17 June 2021.

The 289 repatriated Filipino seafarers are now undergoing their mandatory quarantine at an undisclosed facility in Metro Manila. On the 7th day of their quarantine period, they will be subjected to a mandatory swab test. Seafarers who will test positive will be transferred to a pre-assigned isolation facility. Meanwhile, seafarers who will yield a negative test result will have to complete the remainder of their mandatory 14-day quarantine, before appropriate arrangements will be made for their travel to their respective residences.

VFA extension creates space for PH-US talks on better arrangement, other matters

DEPUTY SPEAKER ROMERO WELCOMES THE DECISION TO EXTEND VFA

I welcome the extension of the VFA and I see this move as a way to create the space and conditions for bilateral talks on possibly a better arrangement and terms agreeable to both sides.

Bilateral talks take time and effort. This is good for agreements that a well-thought out.

The breathing space the extension creates could allow, for example, the initial framework or guiding parameters for the better arrangement.

That could then be followed by the final better agreement or terms.

The extension can also lead to other opportunities for security arrangements and mechanisms to ensure freedom of navigation, free flow of global commerce and travel, and enforce international law in this part of the world.

For example for the long term, it might also be timely to study the feasibility of establishing a peacekeeping treaty alliance of countries in the Western Pacific

Unlike the 1950s' short-lived SEATO or South East Asian Treaty Organization, which was a military alliance, the Western Pacific Peacekeeping (WestPac Alliance) I am suggesting would be a multinational organization against marine life poachers, pirates, hijackers, illegal fishing, and with a special mission in international waters and international airspace to protect marine habitats, the unimpeded migration of marine and bird life, and deep sea exploration expeditions, as well as the conduct of mishap investigations and rescue operations at sea and in the air.

There are no maritime and environment law enforcement mechanisms and measures in international waters and international airspace in our part of the world. The WestPac Alliance could address the huge gap beyond the territorial waters and EEZ.

There is a need for an international organization like the WestPac Alliance.

I am hoping the governments in East Asia, the Pacific Island Nations, Australia, New Zealand and Southeast Asia will see this idea worth further study at least.

Perhaps United Nations agencies like the International Maritime Organization, the World Meteorological Organization, International Civil Aviation Organization, and International Telecommunications Union will also consider it worth their effort to analyze. (END)

Press Release: The Port of NAIA, during its Stakeholders' Engagement Meeting on June 15, 2021, launched its newest addition to the port's digital services, Customer Feedback QR Code System, which transformed the manual satisfaction rating system to online. It is now connected to the dashboard of the Port of NAIA which reflects real-time statistics on stakeholders' feedback.

From its soft launching last May 2021, the Port of NAIA received a 3.82 Overall Rating which results to stakeholders being "Satisfied" with the performance of the port, based on a 4-Point Likert Scale, as of June 2021.

The Customer Feedback QR Code shall be posted in conspicuous areas in the different offices and warehouses of Port of NAIA and in all its media platforms to better reach its stakeholders. This can be accessed and filled-out using mobile phone conveniently at any place and time.

At present, the port's performance is bolstered by its port-initiated Information and Communications Technology (ICT) Systems and digital services, in addition to BOC systems and processes being implemented. These port-initiated systems contribute to the Trade Facilitation, Border Control, Personnel Management, and Customer Service in the collection district.

This initiative is in line with the directives of Customs Commissioner Rey Leonardo B. Guerrero to provide better government service through modernization, transparency, and digitization. According to District Collector Carmelita M. Talusan, the satisfaction rating to be yielded by the Customer Feedback QR Code System will be essential to monitor the port's performance and measure the efficiency of its systems and personnel.

During the Launching event, several stakeholder-attendees expressed their appreciation to the Bureau of Customs Port of NAIA such as Royal Air Freight, Luxasia, Antrak Philippines, among others. They thanked the port for the initiative to create the digital form in order to measure its performance, based on the rating that the port will receive as filled-out by its stakeholders.

ISRAEL TO TRAIN MINDANAO LGUs
ON WATER Management CONSERVATION

Two weeks after I wrote Ambassador Rafael Harpaz of Israel through our Department of Foreign Affairs asking for the Israel Government's technical assistance on the Mindanao Development Authority's Water Management and Conservation Program, I received a positive response yesterday.

In the letter I sent to Ambassador Harpaz, I sought the help of the Mashav, Israel's Agriculture Agency, in conducting a short on-line course for Mindanao Governors and Mayors on Water Management and Conservation, an area which Israel has developed modern technology.

A message received from the Israel Embassy in Manila yesterday asked for a coordinative meeting with the Mindanao Development Authority to discuss the details of the short course.

Israel has perfected their water recycling process to the point that the wastewater from their toilets are used for agricultural production and even filtered to be potable.

The Philippines is one of the countries in the world blessed with a pronounced wet season when heavy rains would cause the rivers and creeks to overflow causing floods.

Our rainfall pattern is heavy ranging from 1,000 to 4,000 mm compared to Israel's 360mm.

But in the few months of summer or occasional long dry spell, our agricultural production suffers because of the lack of water.

When I was Agriculture Secretary, I had advocated the adoption of a water conservation and management program to sustain and boost agricultural production.

When I resigned from the DA and moved to the Mindanao Development Authority (MinDA) two years ago, I crafted the Mindanao Water Supply Program which seeks to enhance awareness on the importance of water for agriculture and human consumption.

In pursuit of this advocacy, MinDA will engage Local Government Units by introducing the concept of Water Management and Conservation, which involves the establishment of small dams and water catchments, and the non-conventional systems of irrigation like the Solar-Powered irrigation System and others.

Knowing of the advancements of Israel in these fields, I officially wrote the Israel Embassy to request for technical support from the Israeli Agriculture Agency, Mashav, to conduct a Short Course on Water Management and Conservation, Solar Powered Irrigation and Fertigation, for local chief executives of Mindanao.

The Short-Course would be conducted virtually via ZOOM or Google Meet and the participants would include Governors, Mayors and Village Chiefs, along with the heads of their planning and agriculture office.

I believe the Short Course would broaden the understanding of our local officials on the importance of Water Conservation and Irrigation for Agriculture and human health and well-being.

With the allocation by the national government of bigger development funds for local government units, I believe that these programs could be very well implemented by the LGUs with the Israel government's technical support.

The end result of this would be sustainable agriculture and sufficient water supply in the provinces and municipalities of Mindanao.

The importer was charged for one count of violation of Section 1401 (c) in relation to Sections 1430, 1113 (l) (5), 117, and 404 of Republic Act No. 10863, otherwise known as the Customs Modernization and Tariff Act (CMTA), and Section III (A) of Department of Agriculture Administrative Order No. 09, Series of 2010 in relation to Department of Agriculture Administrative Order No. 02, Series of 2020, also known as the "Strengthened Guidelines in Monitoring and Evaluation of Local Production and Importation of Onion (allium cepa) and Garlic (allium sativum)."

The second case is against the employees of Happy Chef Inc. for the alleged unlawful and unauthorized disarming of Electronic Customs Seals under the E-TRACC System. The container was disarmed on November 13, 2020 at the warehouse of Happy Chef Inc. without an end trip authorization from the Bureau of Customs – Piers and Inspection Division.

The respondents allegedly violated Sections 10.13.1 and 10.13.4 of the Customs Memorandum Order (CMO) No. 04-2020 in relation to Sections 10.12 and 14 of the CMO 04-2020 and Sections 1420, 1421, and 1430 of the Customs Modernization and Tariff Act (CMTA).

DOTr-LTFRB PRESS STATEMENT
15 June 2021

Press Release: The Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) have taken steps to address concerns regarding long lines of commuters at the MRT-3 Ortigas and Ayala Stations on Friday evening, which were brought about by various unusual circumstances.

Allow us to cite the following contributing factors:

1. There was heavy rain on Friday, and, according to MMDA, seven (7) vehicular accidents and two (2) stalled vehicular incidents happened along EDSA on Friday, between 2:00PM to 9:00PM, which contributed to the unusual traffic build up, and affected the turnaround of EDSA busway units.

Allow us to note that queueing and waiting time are inevitable, especially during rush hour, weekend, or when there are vehicular accidents and weather disturbances. However, it is important to point out that unlike before when there were no designated loading and unloading stations, and when commuters were scattered along the whole stretch of EDSA to fight for their way to board the bus, there is order now. Commuters line up in an organized manner at stations, with the assurance that they can board the bus.

2. We are still in a pandemic, and physical distancing is being enforced in buses along the EDSA Busway and in the MRT-3. Currently, we are still enforcing the 50% seating capacity in PUVs to adhere to strict physical distancing requirements to curb the spread of COVID-19.

3. We are implementing FREE RIDE for all health workers, medical frontliners, essential workers and APORs at the EDSA Busway, under the Service Contracting Program of the DOTr and LTFRB.

Lines of commuters at the MRT-3 Ortigas and Ayala stations that Friday night were in normal condition. The commuters in the photos lined-up to board buses at the EDSA Carousel stations, which are also located at the said MRT-3 stations.

There are now a number of commuters who prefer to take the EDSA Busway rather than the MRT-3 since the ride is free. During this time of the pandemic, any cash saved, especially for fares, is welcome for this can be used to buy other essential items.

WHAT ARE BEING DONE TO HELP ADDRESS THE  LONG LINES

To help address the long queues, and prevent it from happening again, DOTr Secretary Art Tugade has ordered the DOTr Road Sector and the LTFRB to implement the following:

1. Revisit the present free ride system, and to study if it may be expanded to other platforms, and not just limit it to the road transport sector

2. Push the EDSA Busway Consortium to deploy the maximum number of authorized bus units under their contract to serve more commuters availing of the free bus ride, especially during rush hours, and to add more units as necessary

To date, the Consortium pledged to add 15 more modern bus units with left side doors that will be deployed in the EDSA Busway Route.

3. Add more transport marshals to properly manage passenger traffic at the various EDSA Carousel stations, and to guarantee fast and orderly passenger bus boarding

4. Deploy more "rescue skip buses" to congested EDSA Bus Stops to pick up passengers especially during rush hours

5. Open more mini bus loops, so that EDSA busway units can maneuver immediately and fetch passengers

These mini loops shall be monitored and managed by I-ACT, in coordination with MMDA, for smooth flow of traffic.

The DOTr Road Sector, MMDA, and LGUs concerned shall likewise meet and further discuss various measures to prevent traffic congestion that affect the operation of the EDSA Busway.

Meanwhile, amid the pandemic, the DOTr, in cooperation with other national government agencies, will continue to develop and/or sustain the following infrastructure projects and transport initiatives:

-The EDSA Busway System;
-The massive rehabilitation of MRT-3;
-The promotion of Active Transport;
-The long-term and big-ticket projects in the DOTr Railways Sector (LRT-1 Cavite Extension, LRT-2 East Extension, MRT-7, PNR Clark, Common Station); and
-More efficient traffic enforcement and management being undertaken by the MMDA, with the help of the I-ACT and PNP-HPG.
-EDSA Greenways (elevated walkways)

These initiatives and programs have all had a positive impact in our effort to address the debilitating and long-neglected issues of EDSA.

We will remain relentless in our pursuit of implementing measures to address transport concerns in EDSA, and to provide more transport options such as the EDSA Carousel and an improved MRT-3 system. These will be game changers in the continuing struggle to give every Filipino commuter a safe and convenient ride home, Friday rush hour or not.

DOTR Press Release: What was just once a blueprint, the rail line that will soon connect Manila and Bulacan is now fast becoming a reality with the continuing construction of the PNR Clark Phase 1, Department of Transportation (DOTr) Secretary Art Tugade said Monday, June 14, 2021.

Tugade led the inspection of the Balagtas Station and Calumpit construction yard site of the PNR Clark Phase 1, a project that saw many years of failed attempts to get off the drawing board. The transport secretary was accompanied by other transport officials and Bulacan local government executives.

To date, the PNR Clark Phase 1 (Tutuban-Malolos), the first segment of the massive North-South Commuter Railway Project, has an overall progress rate of 46.68% and is eyed for completion by the second quarter of 2024.

Sec. Tugade said the Duterte administration upon taking office, immediately started work to realize the vision of the Build, Build, Build infrastructure program and make the DOTR-PNR rail project a reality.

"Noong pumasok ang administrasyong Duterte, ang sabi ng administrasyon, gagawa at gagawa kami ng paraan upang 'yung panaginip, 'yung pangarap, 'yung mga planong ginawa tungkol sa riles ng tren dito sa Bulacan ay maging realidad," Sec. Tugade said.

Tugade likewise announced that the train sets to be used for the project will be delivered in December. Meanwhile, the training center for the rail line will be finished before the year ends.

Funded by the Japan International Cooperation Agency (JICA), the PNR Clark Phase 1 is a 38-kilometer railway that cuts through the cities of Manila, Caloocan, Valenzuela, and the municipalities of Meycuayan, Marilao, Bocaue, Balagtas, Guiguinto, and Malolos City in Bulacan. Once completed, the project will serve 300,000 passengers daily and is expected to slash travel time from Tutuban, Manila to Malolos, Bulacan from one hour and 30 minutes to just 35 minutes.

To prove that the PNR Clark Phase 1 project is on track and on schedule, Tugade said he personally visited the Balagtas Station and Calumpit construction yard, barely a month after conducting a series of inspections at the project's Meycauayan and Valenzuela segments.

REPRIEVE FOR OFWs

During his inspection, Sec. Tugade was welcomed by 70 former overseas Filipino workers (OFWs) who are now employed at the Calumpit construction yard as part of DOTr's commitment to provide Filipinos displaced by the pandemic with jobs.

With movement restrictions imposed by states due to the COVID-19 pandemic, many OFWs lost their jobs and were forced to return home.

On the order of President Rodrigo Roa Duterte, the DOTr reached out to former OFWs with offers of employment in the country under the Build, Build, Build Program of the Duterte Administration.

During the inspection, three (3) former OFWs expressed their gratitude to President Duterte and Sec. Tugade for the opportunity to work under the PNR Clark Phase 1 project.

"Maraming salamat po sa pagbibigay ng aming kabuhayan at maging parte ng world-class construction industry. Sana tuluy-tuloy ang proyekto ng ating Secretary Tugade," said Aristotle Angeles, a former OFW based in the UAE and is now a deputy manager of the Sta Clara International Corporation, a sub contractor for the PNR Clark Phase 1 Project.

Tugade likewise stated that more employment opportunities prioritizing former OFWs, displaced public utility drivers, and conductors will be opened under DOTr projects.

Tugade also recalled his Meycauayan and Valenzuela visits, where he was welcomed by at least 188 former OFWs working at the site.

At least 7,500 workers were employed during the construction of the project, while 2,500 additional jobs will be made available once the project becomes operational.

By ex Senator Loren Legarda

Our recent celebration of our Independence Day reminds us of how, more than a century ago, we were able to break free from the clutches of colonial oppression and inequality. The current generation, however, continues to wage war for freedom – from pollution, environmental degradation, and climate change. We continue to live in a highly-polluted environment that has placed us in a cycle of disruption, disaster vulnerability, and poverty.

Given the many challenges we face, it is about time that we shift from a throwaway mentality, veer away from using single-use plastics and our consumptive lifestyle, and instead promote sustainable living as we face the impacts of the climate and health crises today.

As author of landmark environmental laws such as the Ecological Solid Waste Management Act (RA 9003), and co-author of House Bill No. 9147, or the  Single-Use Plastic Products Regulation Act, in the House of Representatives that mandates the phased regulation of single-use plastic production, importation, distribution and use in the country, we should break free from the dependence on single-use plastic products, practice ecological solid waste management, lead a low-carbon lifestyle, and embrace green and sustainable living by using reusable utensils, cloth or native reusable bags made of organic or recycled materials.

It is our primary responsibility to protect and preserve our environment. Let us push for the use of numerous eco-friendly alternatives like our baskets, paper bags, cloth bags or katsa, bags made of recycled materials, bamboo utensils, and containers, among others. By doing so, we are not only reducing plastic wastes, but we are also providing and helping sustain the livelihood and income for our MSMEs and local communities.

Don't raise false hopes!

'We Can't Build Industries
Through Press Releases!"

As Mindanao Bamboo Industry stakeholders prepare for the first-ever Mindanao Bamboo Expo in September, a news item appeared in a leading newspaper yesterday claiming that government has allocated P22-B for the bamboo industry and that over 16,000 hectares had been planted to bamboo.

The same news item also quoted Trade and Industry Sec. Ramon Lopez as saying that the Philippine Bamboo Industry aims to plant bamboo in 23,000 hectares this year and 40,000 hectares by next year.

After reading this, I immediately reached out to Rod Bioco of the Bukidnon Giant Bamboo Resources and chairman of the Mindanao Bamboo Industry Development Council to validate the reports.

Here is his reply:

"I do not know where those 16,000 were planted. Mostly kalat-kalat with no masterplan to develop industrial scale processing. That would have required over 3-million planting materials. Maybe mostly in Luzon and partly from eNGP. Except for CS First Green in Pangasinan, which is developing a 10,000-hectare plantation, we are not aware of integrated bamboo program. At best, existing CS First Green bamboo facility can support 300-has. of Tinik Bamboo plantation.

"Landbank has Php11B window for bamboo for quite sometime, no takers. DBP recently opened Php10B window for bamboo, same fate would result at the rate they process loan applications. Stiff requirements are almost impossible to comply. At best, government support thru DTI and DOST could only cover cottage industry level, far from the industrial scale needed to make meaningful achievement.

"Industrial scale projects take years to develop to achieve mass procduction capacity involving  several phases to identify and validate assumptions and derisking every step of the process. :
1. Bench research (pre-feasibility)
2. Test facility (backyard scale production)
3. Demonstrator Plant (industrial prototype facility to validate business plan)
4. Full scale production facility

"We need to generate Engineering data and Economic data.

"BGB is already halfway through phase 3, and need DBP P50m financing to complete the demonstrator plant in Aglayan and for some working capital.

"After completing the demonstrator plant and validating engineering and financial assumptions, we can then build scaled up version of the postharvest facilities in multi locations requiring Php150m each to absorb alll those bamboos planted commercially, and later a Php2B giga bamboo manufacturing facility to absorb all the semi-processed treated raw materials from the postharvest facilities. Banks and government agencies balked at the amount needed. This is the attitude that left us behind by our ASEAN neighbors. Vietnam spent hundreds of million US$ to industrialize bamboo in one of its poorest northern province and in 7 years, started generating $1 billion in revenues and practically eradicated poverty in communities attached to the bamboo value chain. Our DTI still think we can achieve the same using "tingi-tingi" projects. Tokenism will not bring us anywhere near the scale of what Vietnam achieved in a short period. We need to take risk like funding BGB's effort and scale it up."

So, here we see a very rosy picture painted by government with mention of a P22-B allocation which a real stakeholder is saying is so farfetched from reality.

Also, the target of 63,000 hectares to be planted to Bamboo from 2021 to 2022 is so unrealistic because that would require about 13-million bamboo planting materials.

Not even all of the nurseries in Mindanao or elsewhere in the country could produce that volume.

As a government worker myself, I see this problem of the great disconnect between policies and plans crafted by government technocrats and the realities on the ground as spelled out by actual stakeholders..

Without a viable industry to absorb and process the Bamboos produced by farmers, turning Bamboo into a high-value commodity will just remain as a backyard cottage industry.

The Mindanao Development Authority (MinDA) has grouped the bamboo stakeholders of the region and crafted a viable Bamboo Industry Development Plan with a complete value chain which addresses not only ecological concerns but also commercial requirements.

All that is needed now is for government to enable the stakeholders to access funding programs and provide support to well-planned development intiatives.

Let's cut on the press releases.

The ANGKLA Partylist, an organization of seafarers and individuals who support the maritime sector, expressed support to the Province's policy on arriving Overseas Filipino Workers (OFWs) and Returning Overseas Fiipinos (ROFs), it being "more practical and responsive to the needs of the times."

Writing in behalf of the thousands of Filipino seafarers (including their families) which comprises 25% of the global maritime workforce and are recognized by the International Maritime Organization as essential workers, Angkla asked the Inter-Agency Task Force to "revisit" their guidelines governing OFWs and ROFs. |

Philippine Daily News / EDSA Traffic Problem
June 12, 2021, 09:26:02 PM
Press Release
AN OPEN LETTER TO THE CRITICS OF THE GOVERNMENT'S HANDLING OF THE EDSA TRAFFIC PROBLEM

In the last 24 hours, photos are circulating in social media of what appears to be commuters, on a rainy Friday evening rush hour, in long queue, looking desperate and enraged to get a ride home.

Now what could be the possible motive in spreading the said photos?

It is no longer surprising if the intent is to incite our people to get angry at government, and to denigrate and diminish the transformational initiatives and whole-of-government approach that were being administered and enforced to address this long-standing concern of EDSA Traffic.

In the nearly five years of the Duterte Administration, we have seen how a strong political will and the resolute determination of our government to respond to the issue and directly confront the problem has made it possible for our people to have a better commuting and motoring experience as compared to before.

And while we have introduced many game changing initiatives to vastly improve mobility in EDSA, we will be the first to acknowledge that what we have done so far are not yet what we have envisioned.

But, at the very least, we at government are working very hard to directly confront this issue, front and center.

For the record, we have neither claimed that THERE IS NO MORE TRAFFIC AT EDSA, NOR THERE IS NO MORE PILA IN MRT-3 OR BUS STATIONS, as what the critics, doomsayers and negatrons have been trying to portray.

Also, it should be worth mentioning that a set of photos taken at a single period does not tell the entire story, and can be spun to provide a different context.

So how do we dispel these constant barrage of negative news and narrative?

By simply stating FACTS, and by what PIA DG Mon Cualoping constantly says—- Explain Explain Explain.

A. From President Duterte to Transportation Secretary Art Tugade, the position taken by government is very clear— There is IMPROVEMENT in INFRASTRUCTURE and the TRAFFIC MANAGEMENT SYSTEM, which has translated to better vehicular flow, faster commuter travel time and more comfortable commuting experience at EDSA.

Notwithstanding the pandemic, the improvements include:

-The EDSA Busway System
-The Skyway Stage 3 of DPWH, DOTr and TRB
-The massive rehabilitation of MRT-3
-The promotion of Active Transport (which, according to civil society groups, was kept in the drawing board for the last 30 years)
-The long term and big-ticket projects in the DOTr Railways Sector that are now being executed
-More efficient traffic enforcement and management being undertaken by the MMDA, with the help of I-ACT and PNP-HPG

One by one, these initiatives and programs have all had a positive impact in our effort to address the debilitating and long-neglected issues of EDSA.

In adopting the EDSA Busway System, we have seen how this program has put order to a once chaotic system that made EDSA a hellish nightmare on a daily basis. As asserted by Transport Secretary Art Tugade, traffic along EDSA is now more organized, with suitable loading and unloading of passengers, and COMMUTING is now faster, safer and more convenient.

The Skyway Stage 3 project has lived up to its billing as a game changer, and indeed it has really given our motorists an alternative for faster and free flowing travel, which in turn has helped decongest EDSA and other chokepoints.

For the MRT-3, before the Duterte administration assumed office, this mass transport system has become a national symbol of what was absolutely wrong with our transport policy and system. The deterioration and neglect of this rail line, and how it was ineptly managed, has so enraged our people that it was a national interest issue in the 2016 elections. Now, under the leadership of Sec. Tugade, a massive rehabilitation took place whereby political will and not excuses, made it possible for the MRT-3 to stage a comeback and become the reliable mass transport system that it is supposed to be. Mind you, the rehab is still on-going, and there are more improvements which can be expected, including the soon to be interlinking or interconnection of MRT-3 with LRT-1 and 2, and the soon to open MRT-7 and Metro Manila Subway.

In so far as Active Transport is concerned, this is perhaps the only administration which has seriously pursued this program, as we now can see real Bike Lanes in major road networks across the country.  The entire stretch of EDSA is now biker-friendly, and this has breathed life into an Active Transport program that is long overdue.

As a member of the Department of Transportation, I can proudly attest to how massive our plans and programs are in the Railways Sector that would significantly alter our country and enable us to leapfrog into socio-economic prominence not just here, but in the ASEAN region.

MRT-7 from North Avenue to San Jose del Monte, Bulacan via Commonwealth; LRT-1 Cavite Extension; LRT-2 East Extension (opening this June 22nd); Metro Manila Subway; Common Station; the humongous Mindanao Railway; and the mammoth North-South Commuter Railway are the transformational Railway Infrastructure projects that would surely improve our transportation landscape.  They all fit the adjective GAME CHANGERS.

And EDSA? Well, we are about to embark on a program that would transform this thoroughfare as a modern and environmentally-sound elevated walkway, that will bring back dignity in commuting. Watch out for this.

Now these are all FACTS.

Before, they were only pipe dreams— planned and talked about at length.

It is so easy to criticize and disparage the government's efforts of reform and transformation, especially from those who were given the opportunity to do so, but failed miserably.

And maybe there are also groups or entities out there who are sabotaging our gains with these endless and constant black propaganda because we may have hurt their profiteering from incompetence, or their inefficient traditional way of serving the public.

It is unfortunate that they have to resort to these dirty tactics to emotionally blackmail our people to withdraw their support to an administration who truly cares.

But, if there is one thing that I have fully imbibed as a public servant is this-- we are undeterred, and we will be more determined than ever to deliver our mandate to the Filipino people.

In this day of Independence, let me be a messenger of hope and assurance that we are nearing our emancipation from indifference and apathy from government.

Unlike before, there is real and palpable tapang at malasakit para sa bayan at para sa tao.

Family & Parenting / Ban Single-use Plastics
June 10, 2021, 07:33:33 PM
By ex-Philippines Senator Loren Legarda - In my speech yesterday during the roundtable discussion of COP26 climate defenders with the @ukinthephilippines, I highlighted the country's initiatives to ban single-use plastics and the critical role of youth in environmental protection and climate action.

The @houseofrepsph has recently passed on 2nd reading House Bill 9147, a measure I co-authored that seeks to phase out and eventually ban single-use plastics over a period of four years, with some, earlier within one year.

Citing the recent study of The Ocean Cleanup organization which named the PHL as the world's top plastic-emitting country into the ocean with Pasig, Tullahan, and Meycauayan Rivers among the rivers that carry the most amounts of trash and plastic into our seas, I expressed dismay over the country's lack of compliance with the Republic Act 9003 or Ecological Solid Waste Management Act which was passed into law two decades ago.

There is still no updated National Solid Waste Management Framework, and twenty years after the RA 9003's passage, there are still no concrete guidelines and relevant action plans geared towards the implementation of the phase-out of non-environmentally acceptable products or packaging, reason why I filed House Reso 1829, urging the conduct of an inquiry and audit of the National Solid Waste Management Commission and relevant national government agencies in relation to the implementation of the said law and its provision on non-environmentally acceptable products or packaging.

I also filed House Bill 9181 or the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Law which seeks to develop and implement an ecosystem and natural accounting system and which will give importance to the role, and impact of our country's natural resources on the economy.

On the role of the youth, I said that the youth are very much engaged in climate justice and preservation especially on the digital stage and their engagement is crucial in the environmental commitment of the country. @danielpruce @cccphl @apatlima @icsc_ph @climaterealityph @nazcacastro @dof_ph @atomaraullo @kuyakim_atienza @asean_centre_for_biodiversity @munditalim @oceana_ph

News Release - 𝗕𝗢𝗖 𝗮𝗻𝗱 𝗗𝗢𝗛 𝗽𝗿𝗲𝗽𝗮𝗿𝗲 𝗳𝗼𝗿 𝗖𝗢𝗩𝗜𝗗-𝟭𝟵 𝗩𝗮𝗰𝗰𝗶𝗻𝗲 𝗜𝗺𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻𝘀 𝗶𝗻 𝗩𝗶𝘀𝗮𝘆𝗮𝘀 𝗮𝗻𝗱 𝗠𝗶𝗻𝗱𝗮𝗻𝗮𝗼

As the country awaits for the first importations of Pfizer vaccines in Visayas and Mindanao, the Bureau of Customs (BOC) and the Department of Health (DOH) convened and held series of virtual meetings to discuss the final preparations for the anticipated influx of vaccine importations through the Port of Davao headed by District Collector Erastus Sandino Austria and Port of Cebu headed by District Collector Charlito Martin Mendoza, on June 4, 7-8, 2021, weeks after the 1st Interagency Conference on Customs Clearance of Vaccine Importations led by the Port of NAIA headed by District Collector Carmelita M. Talusan.

The series of virtual coordination meeting were attended by representatives from the Department of Health, Bureau of Customs, Bureau of International Health Cooperation, Philippine National Police, Metropolitan Manila Development Authority, DHL, UNICEF, World Health Organization, Zuellig Pharma, Orca Cold Chain Solutions, Southern Philippines Medical Center, and other agencies involved.

Contingency plans on natural calamities and emergencies, including logistics and security issues and possible scenarios that may be encountered at the time of the arrival of the Pfizer vaccines in Cebu and Davao were discussed during the meeting.

The DOH highly encouraged the BOC ports to adopt the customs procedure observed and implemented in the Port of NAIA in facilitating COVID-19 vaccines as presented by District Collector Talusan during the previous conference, to ensure the seamless and expeditious release and distribution of vaccines in the Visayas and Mindanao islands.

Meanwhile, even before the arrival of the first batch of COVID-19 vaccines in the Philippines, BOC NAIA, Davao, and Cebu conducted an inter-port meeting last February 11, 2021 to fully prepare the country's airports in Luzon, Visayas, and Mindanao in processing, clearing, releasing and handling of the Covid-19 vaccines.

Generally, the successful facilitation of all previously imported vaccines can be attributed to several preparations since 2020, such as consultative meetings with the Department of Finance (DOF), Department of Health (DOH), Food and Drug Administration (FDA), Gavi - The Vaccine Alliance, and other agencies, inter-port coordination, site inspections, arrival simulation and activation of One-Stop-Shops and assistance hotlines, among others.

Amid global economic slowdown and downturn, the Bureau of Customs indeed plays a vital part in the country's rehabilitation process by implementing enhanced trade facilitation mechanism. To secure the unhampered release and delivery of COVID-19 vaccines deemed crucial and essential, the BOC, under the direction of Commissioner Rey Leonardo B. Guerrero, along with the National Task Force and the Department of Health, commits to relentlessly embark on ways to contribute to the nation's quest against the COVID-19 pandemic.

Philippine History / General Artemio Ricarte
June 10, 2021, 04:10:41 PM
Philippine History - On June 09, 1904, General Artemio Ricarte remains defiant while he was charged with conspiracy, rebellion and insurrection against the United States.

General Ricarte was the first Commanding General of the Philippine Revolutionary Army and considered as the "Father of the Philippine Army.

He is known for his non-allegiance to the Americans, believing that the United States was a more dangerous enemy than Spain. Some accounts indicate that he refused Japan's offer to evacuate the Philippines towards the end of World War II saying, "I can not take refuge in Japan at this critical moment when my people are in distress. I will stay in my Motherland to the last."

The Armed Forces of the Philippines pays homage to the Father of the Philippine Army by naming the Headquarters Western Command, Camp General Artemio Ricarte. In the AFP General Headquarters at Camp Aguinaldo, Quezon City, the General Ricarte Hall can be found across the Grandstand, in honor of the notable general.

Philippine Daily News / Smuggling in Manila Port
June 10, 2021, 01:33:28 PM
Press Release: 𝗕𝗢𝗖-𝗠𝗜𝗖𝗣 𝗖𝗼𝗻𝘁𝗶𝗻𝘂𝗲𝘀 𝘁𝗼 𝗙𝗼𝗶𝗹 𝗦𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝗖𝗮𝗿 𝗦𝗺𝘂𝗴𝗴𝗹𝗶𝗻𝗴𝘀 𝘄𝗶𝘁𝗵 𝗔𝗻𝗼𝘁𝗵𝗲𝗿 𝗣𝗵𝗽 𝟭𝟲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻 𝗦𝗲𝗶𝘇𝘂𝗿𝗲

In line with the Bureau of Customs' (BOC) anti-smuggling efforts, the Manila International Container Port (MICP) through the Port's Customs Intelligence and Investigation Service (CIIS) seized on June 09, 2021, 3 luxury vehicles in a foiled smuggling attempt.

Based on information gathered, a Pre-Lodgement Control Order (PLCO) was issued by MICP's District Collector Romeo Allan R. Rosales against the shipment which consigned to ADFINEST Marketing Corp. The PLCO led to the 100% examination of the container which revealed (3) vehicles namely (1) Brand New Land Cruiser, (1) 2016 Nissan GTR and (1) 2020 Chevrolet Camaro ZL1. The examination was witnessed by members of the Enforcement and Security Service (ESS) and Formal Entry Division (FED).

A Warrant of Seizure and Detention (WSD) was issued on the shipment which was estimated to have a value of Php 16 Million. Investigation and the possible filing of charges are underway for possible violation of Section 1400 in relation to Section 1113 of Republic Act (RA) No. 10863 also known as the Customs Modernization and Tariff Act (CMTA) as well as the lack of Authority to Import from the Department of Trade and Industry (DTI).

The series of apprehensions was the result of MICP's COPLAN TSEKOT which aims to prevent the illegal importation of vehicles into the country. Through the directive of BOC Commissioner Rey Leonardo B. Guerrero, MICP remains committed in implementing anti-smuggling and border security efforts.

Press Release - PASIG CITY --- The Philippines has breached the six million-mark in terms of total anti-COVID vaccine shots administered nationwide.

National Task Force against COVID 19 Chief Implementer and Vaccine Czar Secretary Carlito Galvez Jr announced that as of June 7, the government has already administered a total of 6,096,208 jabs to priority groups A1 (healthcare workers), A2 (senior citizens), A3 (persons with comorbidities), and A4 (economic frontliners).

Meanwhile, Galvez said 1,604,260 individuals have been fully vaccinated or have received both doses.

"Despite the reduced output in the country's 7-day moving average due to a lack of vaccine supply in late May and early June, the Philippines was still able to hit the six million mark ahead of its initial target and is expected to gain further momentum in the coming weeks with the arrival of more vaccine shipments," he said.

"This shows that the vaccination sites being run by our local government units are capable of vaccinating at an accelerated rate if they are provided with sufficient vaccine supplies. We expect to further ramp up our inoculation once our partners in the private sector will roll-out their vaccination campaign," Galvez added.

According to the vaccine czar, a total of 11,058,000 doses are expected to arrive this June wherein 5.5 million will come from Sinovac, a million of Sputnik V, 250,000 doses from Moderna, and  2,280,00 of Pfizer-BioNTech and 2,028,000 of Astrazeneca from the COVAX facility.

Initial tranches of these shipments have already been confirmed. Sinovac's one million CoronaVac doses arrived last Sunday, while another million doses are expected to arrive separately on June 10 and 17.

COVAX has confirmed the delivery of a large shipment of Pfizer doses on June 10 and 11 with 2,280,000 doses. COVAX also announced the delivery of Astrazeneca doses to the country in the third week of June, with 2,028,000 doses, though schedules might still change depending on the availability of supplies from the facility.

Moderna has also confirmed its delivery on June 21 of which 55,000 doses will be allocated to the private sector and 195,000 doses for the government.

Flexibility on vaccine rollout

As the Philippines begins to inoculate economic frontliners and essential workers under priority group A4, local government units (LGUs) are given the flexibility to implement the vaccination for this sector due to its huge population.

However, Galvez stressed all LGUs must work under the supervision of their respective Department of Health regional directors and comply with the guidelines set by the national government.

"The guidelines for the vaccination of A4 and A5 are already in place. It gives the LGUs the leeway to implement it. In case they have enough vaccines, hindi na sisinuhin, basta may maibigay na ID," he said during an online interview on Tuesday, June 8.

"Pero once kulang ang vaccine, based on protocol, uunahin nila ang 40 years old and above," Galvez added.

This policy, he emphasized, is based in science, as experts noted that the population belonging to the 40 and above age bracket are more vulnerable to the disease.

The vaccine czar added that simplifying the guidelines in the vaccine rollout such as the prioritization based on age and expansion of the definition of A4 category to include all workers from private, government, as well as informal sector and self-employed, will help ensure the efficient implementation of the program.

Vaccine rollout timeline

Galvez said the government is eyeing to vaccinate 25-30 million individuals with the first dose by end of August.

He is confident that the country will be able to administer the first shot for all individuals under the A4 category by mid-September or early October.

In the expanded definition of the A4 category, the National Economic and Development Authority (NEDA) said that a total of 35.5 million Filipinos belong to this category.

Approximately 13 million workers are from NCR+8 (Batangas, Cavite, Laguna, Rizal, Bulacan, Pampanga, Metro Cebu, and Metro Davao), while 22.5 million are from other parts of the country.

However Galvez explained that the 35.5 million individuals under priority group A4 are "overlapping" with other priority groups A2 (senior citizens) and A3 (persons with comorbidities).

The vaccine czar said this target will be feasible, as vaccine deliveries are expected to arrive in bigger volumes beginning this month.

More than 10 million doses are arriving this June, 11 million doses in July, 17 million doses in August, and 15 to 20 million doses in September.

Galvez noted that with the steady arrival of these vaccines, the government can gradually and substantially increase its innolucations per day.

The government, he added, is preparing to increase the number of vaccination sites to 5,000 in the country as vaccine supplies increase with the capacity to administer atleast 100 jabs per site.

Galvez pointed out this move aims to increase the nation's daily vaccination rate and quickly reach its target of administered jabs.

These sites include mega vaccination centers that can accommodate at least one thousand individuals at a time, regular vaccination sites that can inoculate 300 to 500 persons a day, and community vaccination centers that can administer 100 jabs daily.

Galvez said that LGUs will be assisted by the private sector in the setting up of these mega vaccination centers. Other national agencies like the AFP, PNP and PCG can also help with the existence of their hospital units with significant medical personnel from their ranks.

He said that arenas, gymnasium, hotels, malls, and other private-owned facilities are now being converted into vaccination centers that can be used by LGUs and private sector in vaccinating their own people and contituents.

May 2021 Philippine Inflation at 4.5 Percent

Headline inflation remained at 4.5 percent year-on-year for the third consecutive month in May and was within the BSP's monthly forecast range of 4.0-4.8 percent for the month. The resulting year-to-date average inflation rate of 4.4 percent was above the Government's annual inflation target of 3.0 percent ± 1.0 percentage point for the year. Similarly, core inflation, which excludes selected volatile food and energy items to depict underlying demand-side price pressures, was also steady at 3.3 percent year-on-year in May, the same as in April. On a month-on-month seasonally adjusted basis, inflation also remained at 0.2 percent in May, unchanged from the previous month's rate.

Food inflation eased slightly in May as rice prices declined coinciding with the summer harvest season in most parts of the country. At the same time, ample domestic supply given favorable weather conditions also brought down year-on-year inflation for fruits and vegetables in May compared to the previous month. These developments, in turn, were enough to offset still elevated meat inflation. On the other hand, non-food inflation picked up as most major commodity groups registered either higher or unchanged inflation rates in May relative to the previous month's reading. The increase in non-food inflation also reflects the impact of higher international oil prices on domestic petroleum products as shown in the uptick for the month-on-month inflation for electricity, gas, and other fuels as well as transport in May.

The latest outturn is consistent with expectations that inflation is likely to settle near the high-end of the target range in 2021 before reverting close to midpoint in 2022. Meanwhile, the BSP is of the view that risks to the inflation outlook are broadly balanced. The risks relate to the arrival of pork imports at lower tariffs, the successful safe reopening of the domestic economy, and the pace of the global economic recovery. The BSP remains watchful over the evolving economic conditions and challenges brought about by the pandemic to ensure that the monetary policy stance remains consistent with its price and financial stability objectives.

Typhoon season is now officially here. Handa na ba tayo? Evacuations will be more challenging now due to the pandemic

HOUSE LEADER SERVES NOTICE ON FLOOD CONTROL, DREDGING PROJECTS, DAMS

I call upon all the national agencies and the local governments with flood control and waterway dredging projects, as well as those managing dams, to be on preparedness or yellow alert status now. Not later. Now.

The rainy season comes upon us every year, but some agencies, cities, towns, and provinces do not seem to learn lessons of the past. DREDGE THOSE RIVERS AND ESTEROS NOW.

Evacuations will be more challenging now because of the pandemic. Crowding must be avoided at the evacuation centers. Vacant land must be identified as locations for temporary shelter facilities. Evacuation centers on high ground must be readied now.

Rivers and esteros overflow because they have become shallow. Their carrying capacity or ability to take and flow water out to the sea has become shallow because of silting, sedimentation, garbage, and toxins. The waterways must be desilted and cleaned of garbage before the monsoons and storms come.

Until now, many people responsible for disaster management, do not understand how the dams work. Some disregard dam notices and warnings. Instead, they wrongly blame dam managers. The time to educate the LGUs about dams was yesterday.

Evacuations are often done last minute. No more of that please. Thousands of residents on rivers, esteros, and canals should be evacuated days and weeks before the rains come, not when the floods are hours or seconds away.  (END)

Legarda: "Restoration action is always local;  success depends on how much action you are willing to take"

In celebration of World Environment Day with the theme Ecosystem Restoration, 3 term former Senator, now Deputy Speaker Loren Legarda, a staunch advocate of environmental protection and preservation, and author of most of our environmental laws,  joins the United Nations on its call to Reimagine. Recreate. Restore in order to prevent rapid degradation of the ecosystem.

"This planet that we call home has been ailing for quite some time, and we have to recognize that this pandemic is one of the obvious symptoms of the Earth's declining health. Now, more than ever, is the time for us to take decisive action to address the dysfunctional relationship of humanity and nature. It is time to heed the warnings: do not eat what is not intended for human consumption, do not trade what should not be traded, do not overexploit the abundance of the ecosystem.  We must relearn to coexist with nature for us to survive and not live in peril," Legarda said.

The United Nations General Assembly has declared the years 2021 to 2030 as the Decade on Ecosystem Restoration, just in time for the deadline of the Sustainable Development Goals in 2030. Legarda has always expressed her full support to this global movement to urge rapid action to combat planetary threats and revive ecosystems for the sake of our environment, our Earth, and our future generations.

Since the beginning of her career in journalism, Legarda has embarked on her advocacy for the environment to address issues from forest degradation, marine pollution, waste problem, endangerment of our endemic species of flora and fauna to disaster risk reduction and climate change. She carried this advocacy on until she was elected in the Senate in 1998, thus paving the way for the passage of landmark laws such as the Ecological Solid Waste Management Act, Climate Change Act, Clean Water Act, Clean Air Act, People's Survival Fund Act, Renewable Energy Act, Environment Education and Awareness Act, Green Jobs Act, Expanded National Integrated Protected Areas System Act, and the Philippine Disaster Risk and Reduction Act, among others.

"Our environment bears the brunt of our unsustainable economic ambitions and societal behaviors. The destruction of our ecosystems will lead to biodiversity collapse and extinction of millions of species, which will be detrimental to our water resources, food security, and sustenance and livelihood, especially impacting those at the grassroots. We need coordinated efforts and nature-based solutions towards the rehabilitation and restoration of our ecosystem to further prevent irreparable damage and bring about climate and disaster resilience outcomes," Legarda stressed.

The three-term Senator has always been at the forefront of environmental and climate action. She sees the importance of a healthy ecosystem to the country's growth and development that some may view as an issue of lesser importance. Her unceasing persistence to be the voice of our thriving environment and vulnerable populations has garnered support from those in the green movement and hopefully will continue to encourage more climate warriors and allies to deflect the catastrophic effects of this climate crisis.

Legarda sponsored the Senate concurrence to the ratification of the Paris Agreement on Climate Change,  through which nations are pledging significant cuts to their greenhouse gas (GHG) emissions in pursuit of low carbon and climate resilient development.

In the House of Representatives, she recently filed a bill that calls for the implementation of an ecosystem and natural accounting system that will allow us to estimate the actual value of what we stand to lose if we make decisions that impact nature adversely in the long term. In filing House Bill 9181, Legarda believes that having knowledge of the value of our natural resources will guide us in managing and allocating them equitably for the future generations.

With the accumulation of plastic wastes due to the ongoing pandemic's requirements for the use of disposable face masks, gloves, and shields, Legarda is alarmed by news on improper disposal of these personal protective equipment (PPE) and its impact especially on the marine ecosystem. As co-author of House Bill No. 9147, or  the Single-Use Plastic Products Regulation Act, Legarda lauded the approval of the bill, which seeks to regulate the production, importation, sale, distribution, provision, use, recovery, collection, recycling and disposal of single-use plastics, on second reading by the House of Representatives.

Legarda said that although the use of disposable facemasks and PPEs are inevitable given the current health emergency, she encouraged the public to at least veer away from our throwaway culture, advocate for the use of numerous alternatives in the form of eco-friendly, sustainable materials, and adhere to the proper segregation of waste at source to prevent the worsening issue of pollution.

"We cannot bring back what we have lost, but we still have the chance to start again right and restore what is left to be protected. Restoration action is always local, our success depends on how well we do at the level of our communities and how much action we are willing to take. We can start our contribution to ecosystem restoration in our homes by reducing waste and practicing sustainability. We have to be reminded that with our fundamental dependency on nature, it is our responsibility to strengthen our commitment in addressing and responding to the challenges of environmental degradation and climate change," Legarda concluded.

Bureau of Customs Port of NAIA on June 05, 2021 processed the pre-clearance import documents of the 1,000,000 doses of Sinovac COVID-19 vaccines consigned to the Department of Health, which arrived today, June 06, 2021.

The 28 pallets containing 1M doses arrived at the Ninoy Aquino International Airport Terminal 2 via Cebu Pacific Air Flight 5J-671 at 7:22AM today. The shipment was immediately loaded in 2 reefer vans and was transported to the Pharmaserv Cold Storage Facility located in San Roque, Marikina City, underguarded by the Customs-NAIA CoVax Task Force and other enforcement agencies.

Just last week, DOH lauded the Bureau of Customs in an Interagency Conference on Customs Clearance of Vaccine Importations for the expeditious and seamless processing of COVID-19 vaccines arriving in Manila since February 2021.

The BOC welcomed the invitation of DOH to discuss the best practices in the Port of NAIA to prepare for the anticipated COVID-19 vaccine importations in Cebu and Davao this month. The DOH highly encouraged the BOC ports to adopt the Covid-19 Vaccine handling in Manila by the Port of NAIA to seamlessly facilitate the release of vaccines in the Visayas and Mindanao islands.

As of today, at total of 9,329,050 COVID-19 Vaccines have been cleared by the Bureau of Customs-Port of NAIA since February 2021. Of which, 6.5M are Sinovac, 2.556M are AstraZeneca, 80K are Sputnik V, and the remaining 193,050 are Pfizer jabs.

More U.S-made vaccines are also set to arrive in the country this month.

The Bureau of Customs, thru the guidance and directives of Commissioner Rey Leonardo B. Guerrero, ensures the overall preparedness of the BOC in handling the most sought-after importations in this time of crisis, including PPE, other medical supplies, and COVID-19 Vaccines.

Meanwhile, the Port of NAIA District Collector Carmelita M. Talusan assures that the port remains steadfast in its mandate to ensure unhampered delivery of its services, and will continue to share the port's best practices in handling the time-sensitive COVID-19 Vaccine importations at interagency conferences and forums to contribute to the national vaccination program of the Philippine government.

2nd MinDA Vegetable Derby
Staged In Former Battlefields

The Mindanao Development Authority (MinDA) will stage the second Mindanao Vegetable Derby, a season-long technology transfer and production competition activity, in the former battlefields of the Bangsamoro Region between the provinces of Maguindanao and Lanao del Sur.

The activity will start July and end early December in time for the harvest of the vegetables where outstanding farmers will be chosen and given awards.

It will be participated in by former combatants and farmers who will be introduced to modern technology in vegetable production by their corporate partners, including the use of high-yielding seeds and irrigation technology.

The areas for the staging of the derby which I have recommended to the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) will be in the towns of Parang, Matanog, Buldon and Barira where the former main camp of the Moro Islamic Liberation Front (MILF), Camp Abubakar, is located.

I have tasked MinDA Assistant Secretary Cherrylyn Santos-Akbar, Director Joey Recimilla and the Area Management Officer for Central Mindanao Jun Buhat to lead the MInDA team which will coordinate with the BARMM-MAFAR to finalize the program.

During the season-long activity, MinDA and its technical team will conduct geo-mapping to identify areas suitable for highland vegetable production.

Participating farmers will be identified along with the corporate partners, including known companies like Harbest Philippines, Kaneko Seeds, Seedworks, East West, Allied Botanicals and many others.

Together, the farmers and their corporate partners will develop model farms whose produce will be submitted in a competition which would determine the best quality and the highest production volume.

As in the 1st Mindanao Vegetable Derby held in Talakag, Bukidnon last year, farmer winners and their corporate partners will be recognized and awarded.

Buyers and Off-takers will also be engaged during the season-long activity.

He is the chair of the ruling PDP–Laban party. Taking office at 71 years old in June 2016, Duterte is the oldest person to assume the Philippine presidency; the record was previously held by Sergio Osmeña at the age of 65.

Born in Maasin, Southern Leyte, Duterte studied political science at the Lyceum of the Philippines University, graduating in 1968, before obtaining a law degree from San Beda College of Law in 1972. He then worked as a lawyer and was a prosecutor for Davao City, before becoming vice mayor and, subsequently, mayor of the city in the wake of the Philippine Revolution of 1986. Duterte was among the longest-serving mayors in the Philippines, serving seven terms for a span of more than 22 years in office.

On May 9, 2016, Duterte won the Philippine presidential election with 39.01% of the votes, defeating four other candidates, namely Mar Roxas of the Liberal Party (23.4%), Senator Grace Poe (21.6%), former vice president Jejomar Binay of the United Nationalist Alliance (12.9%), and the late Senator Miriam Defensor Santiago of the People's Reform Party (3%).

Art Tugade, along with Civil Aviation Authority of the Philippines (CAAP) Director General Captain Jim Sydiongco, leads the inaugural ceremony for the completed development projects of the Kalibo International Airport (KIA)—the gateway to the majestic Boracay island!

Just recently, Secretary Tugade gave us a preview of the what was done with this airport, considered as one of the busiest in the country pre-pandemic.

In addition to this, as Sec. Tugade aims to provide employment opportunities to the people, he likewise announced that in the construction phase alone, the airport was able to generate jobs for our kababayans in Aklan.

"Nagbigay daan din ang airport development project sa KIA upang makapagbigay ng trabaho sa ating mga kababayan sa Aklan. Umabot na sa 236 na katao ang nabigyan ng trabaho habang, nasa construction phase ang airport."

This is another development project completed, and a promise fulfilled anew.

And it will not just be the Filipino people who will get to experience a more comfortable and convenient travel experience they long deserve.

Because when the time comes, the World will also enjoy the splendor of Boracay, with a more pleasant and comfortable welcome at the much improved Kalibo International Airport!

Press Release: Department of Transportation (DOTr) Secretary Art Tugade is calling on law enforcement agencies to enforce stricter security measures on the EDSA Busway (EDSA Carousel). He also urged the riding public to be vigilant and to immediately report to authorities any suspicious activities.

The transport chief made the call following an incident at the Ortigas Avenue Station of the EDSA Carousel last Monday (May 31) involving a marshal of the Interagency Council for Traffic (I-ACT) and a reportedly mentally disturbed man with a knife.

"The security and safety of our commuters are of utmost importance. We at the DOTr are not only tasked to provide the public with convenience in their everyday commute. We also want to ensure their safety and security at the stations and while onboard passenger vehicles, in coordination with concerned law enforcement agencies," said Secretary Tugade.

"I am urging the I-ACT, and the Philippine National Police Highway Patrol Group to intensify security measures to protect our commuters at every stage of their daily commute using our public transportation systems," Sec. Tugade said.

According to a report from I-ACT, at about 5:22 PM last Monday, commuters waiting for their bus at the EDSA Carousel Ortigas Avenue station informed the station's security personnel of a man on crutches who was threatening  them with a knife and asking for cash.

Immediately, I-ACT marshal SN2 Julius Gibran Abundol III of the Philippine Coast Guard's (PCG) Team Barracuda approached the man to escort him off the station.

However, as Abundol was approaching, the man, who was only identified as "Ariel," then tried to block the buses as they left the station, dropped his crutches and rushed at the PCG personnel with his knife.

Abundol then brought the man down and disarmed him with the help of a bus controller in the area.

Elements of the Philippine National Police-Highway Patrol Group then arrived and took custody of the man, who was described as being mentally unstable. It was also learned that the man had been also seen loitering in other EDSA Carousel stations, harassing commuters and disrupting bus operations.

Meanwhile, Secretary Tugade also appealed to the riding public to actively participate in maintaining the peace and order in transport stations and hubs and while aboard public transport vehicles by being vigilant.

"You are our partners in keeping our transport systems operating at its most efficient levels daily. Peace and order are major components of these systems. Let us all be vigilant. Report to authorities any suspicious incidents that may cause harm and disrupt the operations of our transport systems. Your cooperation is important," Secretary Tugade said.

TUGADE TO INAUGURATE UPGRADED KALIBO INT'L AIRPORT; GATEWAY TO BOOST ECONOMY, TOURISM IN AKLAN

Press - Local and foreign tourists will soon find their journeys to Aklan more relaxing as the Department of Transportation (DOTr) and the Civil Aviation Authority of the Philippines (CAAP) open a bigger and more efficient Kalibo International Airport (KIA).

DOTr Sec. Art Tugade, with CAAP Director General Captain Jim Sydiongco, is set to inaugurate on 4 June 2021 the expanded and improved International Passenger Terminal Building (PTB) of the KIA after it was completed on 15 September 2020 amid the pandemic.

The upgraded gateway is expected to rev up the economy of Aklan and its nearby provinces as well as provide tourists with convenient access to the country's most prized tourism gem – the resort island of Boracay.

Tugade said the airport's International PTB now has the capacity to handle 406 passengers from the previous 344 passengers volume, while the Domestic PTB has a total of 400 passenger capacity.  The bigger PTB can also eliminate long queues of tourists who are expected to visit Boracay with the easing of quarantine and movement restrictions.

With the finished airport upgrades, Secretary. Tugade also fulfilled his promise to generate local employment. At least 236 local construction workers were employed during the expansion works of the KIA's International PTB.

Prior to the upgrades, the airport's International PTB covered an area of 1,584 square meters. With the upgrade, the International PTB now has an area of 2,633.40 square meters.

The extension project now also provides queuing passengers with a 126-square meter covered section outside the International PTB for weather protection. The improved facility also provides an additional space for the operation of Customs, Immigration, and Pre-Screening personnel, eliminating the long line of passengers.

The upgrade project also expanded the airport space for airline check-in counters to 468-square meters from the previous 216-square meters. Passengers can now enjoy a spacious 608.40-square meter pre-departure waiting area after it was extended by an additional 284.40-square meters.

Meanwhile, also repaired were over 4,000-square meters of dilapidated pavement of the airport's apron which removed potential hazards to parking aircraft.

The DOTr and CAAP likewise implemented rehabilitation works for the domestic terminal. The improvements include repainting, as well as floor, tile, and toilet repairs.

The Kalibo International Airport is an integral part of the regional transport infrastructure development under the massive "Build, Build, Build" program of the Duterte administration that aims to boost accessibility, mobility, and connectivity.

MinDA, DBP, Work To Reopen
Maguindanao Banana Farms

The Mindanao Development Authority (MinDA) is heading efforts to reopen two huge banana plantations in Maguindanao province which employs some 4,000 workers, many of whom are former Moro rebel combatants.

The Office of the Presidential Adviser on the Peace Process warned that the continued economic difficulties faced by the displaced workers could have serious implications on the peace and security of Maguindanao Provinde.

The banana plantations, owned by Filipino-American John Perrine, are the Al Sahar and La Fruttera Banana Farms in Talayan and Datu Paglas towns, respectively, all considered critical areas because of the presence of ISIS-inspired armed groups, closed down two years ago following economic difficulties and lack of operational funds.

During his visit to Maguindanao Province May 11, following the attack by the Bangsamoro Islamic Freedom Fighters in Datu Paglas, President Rodrigo Duterte directed MinDA to work on the reopening of the plantations.

He also instructed MinDA to coordinate with other agencies, including DSWD, to ensure that the displaced farm workers are given food assistance until they are back to work.

MinDA, DSWD, DND-OCD, MSWD-BARMM and other agencies have implemented the food distribution directives of the President.

MinDA, in the meantime, has identified a new investor which will take over the two plantations from the Perrine Group and reoperate the farm.

Yesterday, I met with DBP President Emmanuel Herbosa to thresh out the details of the financial loan package which the bank would grant to revive the banana farms with a total area of over 1,500 hectares.

Tomorrow, MinDA will organize a virtual conference between DBP Officials, the new investors group and other stakeholders to finally resolve the minor issues.

When this is done, MinDA will make a final report and recommendations to the President within the month of June.

Press Release: In line with the Bureau's thrust to computerize Customs' manual processes and enhance existing systems and infrastructure, the Bureau of Customs (BOC) through the Management Information System and Technology Group (MISTG), will implement in June and July 2021 additional features and integrate other systems in the Electronic-2-Mobile System of BOC.

First in June, is the implementation of an Automated Bonds Management System (ABMS) for Warehousing. The ABMS for General Warehousing Bonds is an automated procedure under the E2M system that will effectively monitor the status of bonds from their approval, charging, cancellation up to liquidation and expedite the settlement or collection of due and demandable bonds.

BOC will also include the Forfeited Status in the E2M system. This is an additional feature in the system that can be used by Assessment personnel to tag good declarations that are subject to forfeiture.

Auto Assignment of Declaration will also be embedded in the E2M system. It will replace the Goods Declaration System (GDVS) which randomly assigns entries for assessment to BOC examiners and appraisers.

Lastly, for implementation in July is the Raw Materials Liquidation System (RMLS) that will track duty-free raw material importations by Customs Bonded Warehouses which are processed into semi-finished or finished products for export. RMLS is also capable of automatically liquidating warehousing entries covering raw materials used up in the manufacture of these products as exported. The RMLS interfaces with the ABMS to automate the charging of warehousing bonds filed to cover the duties and taxes on raw material imports and the subsequent cancellation of the charged amount upon liquidation of the warehousing entry.

All these projects are being developed and monitored by MISTG, and are expected to be completed by June-July 2021.

DOTr PUSHES FOR ACTIVE TRANSPORT IN DAVAO CITY

With the continuous guidance from Department of Transportation (DOTr) Secretary Art Tugade to promote and develop active transportation as one of the country's primary modes of transport, the DOTr Road Sector – Active Transport Team, together with the Department of Public Works and Highways (DPWH) – Region 11, is eagerly pushing for the completion of the Metropolitan Bike Lane Network in Davao City.

The DOTr Road Sector-Active Transport Team, together with the DPWH – Region 11, inspected the ongoing construction of the 54.51-kilometer Metro Davao Bike Lane Network Project last week.

Funded by the Bayanihan to Recover as One Act of 2020 (RA 11494), the project aims to link Davao's key activity areas by increasing their accessibility and providing our most vulnerable road users with safe infrastructures.

As of 28 May 2021, the project's overall progress in Metro Davao is at 81% or a total of 46.15 km of bike lanes. It is expected to be completed by the second week of June 2021.

TUGADE TO PUV DRIVERS, OPERATORS, PASSENGERS: "STRICTLY ENFORCE PROTOCOLS VS COVID-19"

Press Release: Transportation Secretary Art Tugade has reminded drivers and operators of public utility vehicles (PUVs) to strictly enforce health protocols to prevent the spread of COVID-19, after receiving reports that the enforcement of health protocols has been lax in some PUVs.

"I am reminding our PUV drivers and operators that they are the government's partners in the fight against COVID-19. Their participation in this fight is crucial as they are the ones *on* the frontlines. They should not just ensure that their vehicles are sanitized all the time, but must also be constantly reminding passengers of the need to observe basic health protocols," said Secretary Tugade.

Secretary Tugade made the call as Metro Manila and the other adjacent provinces under the NCR Plus bubble are now slowly reopening economic activities, of which public transportation is a key component.

The transport chief likewise reminded passengers to do their share in controlling the spread of COVID-19 by observing minimum health protocols while inside the PUVs, such as wearing face masks, face shields, observing proper physical distancing, and not eating or talking while aboard vehicles.

"May pandemya pa ho. Dapat lahat tayo ay sumunod sa pagpapatupad ng proper health protocols gaya ng pagsusuot ng masks, face shields at proper distancing. Lahat po ay dapat sumunod dito, ikaw man ay pasahero, driver o operator," said Secretary Tugade.

Secretary Tugade also repeated his call for the deployment of transport marshals to enforce health protocols inside PUVs as he reminded commuters to be vigilant and be ready to remind their fellow commuters to observe these protocols.

*Call on LTO, LTFRB, and I-ACT To Intensify Operations VS Erring PUV Operators, Drivers*

Meanwhile, Secretary Tugade reiterated his order for the Land Transportation Office (LTO)*, the Land Transportation Franchising and Regulatory Board (LTFRB), and the Inter-Agency Council for Traffic (I-ACT) to intensify their operations against PUV operators and drivers who will fail to enforce health protocols.

Sec. Tugade also stressed that as passengers of the PUVs do their share in controlling the spread of the virus, the drivers, on the other hand, should champion in complying with the minimum health and safety protocols inside the PUVs.

"Failure by the driver and the operator to enforce these health and safety protocols could possibly lead to the suspension or revocation of their franchise, as these can be considered breaches of their franchise conditions. Kung wala namang physical distancing, overloading 'yan," Sec. Tugade said.

Further, Tugade has directed law enforcement and regulatory agencies attached to the Department of Transportation (DOTr) to go after the operators of colorum vehicles who are illegally transporting people to and from Metro Manila.

Last April, nearly 80 passengers of colorum vehicles going to the Bicol Region from the National Capital Region (NCR) have tested positive for COVID-19.

"Hindi ho tayo uusad sa ating laban kontra sa COVID kung tahasan nating nilalabag ang mga quarantine protocols. Isantabi muna natin ang pansariling interes para isalba ang buhay ng nakararami," he said.
