The country that once welcomed the tired, poor, huddled masses is now asking for a little reciprocation. And Canada, Germany and Australia are heeding the call.

They top a list of the countries most welcoming to expats. There, relocators have a relatively easy time befriending locals, joining a local community group and learning the local language.

A treasurer of a Chinese primary school was charged on Friday with estafa before the Manila Regional Trial Court (RTC) for allegedly diverting school funds totaling to P3.8 million by allegedly forging the signature of the school’s president and chairman of the board in 2005.

The Manila City Prosecutor’s Office filed estafa under Article 315 paragraph 1 (b) of the Revised Penal Code against Jaime Dychauco, of 718 BPI Bldg.,150 Plaza Cervantes, Binondo, Manila.

In an information, Assistant City Prosecutor Teresa D. Escobar-Pilares, set Dychauco's bail at P40,000 for his provisional liberty.

The charges stemmed from a complaint lodged by Chua Beng Theng, chairman of the board and president of the Jin Nan Institute, located at 826 Alvarado St., 1106 Binondo, Manila.

Theng said Jin Nan Institute is an English and Chinese language oriented elementary school whose operations are financially supported and subsidized by the Philippine Grand Mason Fraternity, a charitable and civic organization.

Dychauco was named treasurer of the school in 2005.

Court records showed that sometime in January 2007, Theng and other officials of the Jin Nan Institute found out that the school lost some funds and even encountered financial problem to pay the salaries of its teachers and to cover other school operating expenses.

Theng and other officials conducted inquiry to determine what really transpired that resulted in the “loss” of some funds.

Upon verification made with the bank where the school maintains its funds, Theng said the bank informed them that Dychauco made two withdrawals in the last quarter of 2005 totaling to P3,845,360.

Theng further discovered that the withdrawal slips presented by Dychauco in both bank transactions, the first in Aug. 23, 2005 for Pph820,560.62 and the second for Pph3,024,800 on Oct. 25, 2005, carried his signatures, which Theng said had been forged. - PNA

There could be one hundred billion Earth-like planets in our galaxy, a US conference has heard.

Dr Alan Boss of the Carnegie Institution of Science said many of these worlds could be inhabited by simple lifeforms.

He was speaking at the annual meeting of the American Association for the Advancement of Science in Chicago.

So far, telescopes have been able to detect just over 300 planets outside our Solar System.

Very few of these would be capable of supporting life, however. Most are gas giants like our Jupiter; and many orbit so close to their parent stars that any microbes would have to survive roasting temperatures.

But, based on the limited numbers of planets found so far, Dr Boss has estimated that each Sun-like star has on average one "Earth-like" planet.

This simple calculation means there would be huge numbers capable of supporting life. - BBC

The Sandiganbayan, through its 5th Division, recently cleared former Loon mayor
Wilfredo Caresosa and five co-accused of charges for alleged violation of the
Anti-Graft and Corrupt Practices Act.

In a decision penned on July 18, 2008 and promulgated on January 30, 2009, the graft
court found that “the prosecution failed to discharge its burden of proof, hence,
the acquittal of the accused is inevitable”.

Earlier, a corollary case arising from the same incident and prosecuted at the
instance of the same complaint against Caresosa, also found the accused not guilty.
The verdict was handed down by the 3rd Division of the Sandiganbayan.

A seventh accused, Rosalio Sierras, had his case dismissed after he died while the
case was on trial.

The defense of the case was handled by lawyers Artemio Cabatos and Amado Caballero.

The prosecution stemmed from the purchase of PVC pipes on credit from E. Butalid
Store sometime in 1998. The purchase, being undertaken on “emergency” was made
without benefit of public bidding.

The evidence showed that the improvement project for the Loon Waterworks System,
using the questioned PVC pipes, was actually completed. The project raised the
annual income of the municipal waterworks system from P1.6 million to P3 million and
later propelled to P5 million as more consumers were served.

The prosecution claimed overprice in the purchase of the PVC pipes, as well as
irregularity by the absence of public bidding, both constituting violations of RA
3019, the Anti Graft and Corrupt Practices Act.

But the court ruled otherwise. There was no convincing evidence of overprice, as the
Commission on Audit (COA), through Atty. Charlita Leopoldo, compared the quotation
of E. Butalid Store in 1998 with those of Cebu suppliers in 1999.

The absence of public bidding was justified by the presence of the “El Nino”
phenomenon during the time when the project was undertaken.

Further, the court found no injury to the government or any private party, noting
the increase in revenues from the waterworks system after its completion.

The Sandiganbayan said, “Atty. Leopoldo’s conclusion that the goods delivered by E.
Butalid Store were overpriced is rather inaccurate… the prosecution’s claim that the
cost paid by the Municipality of Loon to E. Butalid Store for the said goods was
overpriced is totally baseless.”

The two cases were leveled against Caresosa and company after he lost the mayoralty
seat of Loon in 1998 to Cesar Tomas Lopez. The latter is now member of the Bohol
Provincial Board.

Duero - Bohol / Fire in Duero, Bohol
February 15, 2009, 10:14:25 AM
By Bohol Chronicle

A 94-year old man was killed in a fire that razed two houses in barangay San Antonio, Duero town Friday night.

The lone casualty was identified as Julian Bersamina who was trapped in the blaze
which police believed to have started in the victim’s own bedroom at around 11 p.m.

According to PO1 Ingrid Ignacio of the Duero Police Station, the fire was caused by
an unattended candle that was lit by Bersamina following a power outage that night.

The blaze spread rapidly and gutted down the two houses and partly damaged a third
building that belonged to Fe Tan, a sister of Duero Mayor Manuel Tan.

The other house that was razed to the ground belonged to one Julius Cagasan..

PO1 Ignacio said the fire alarm came shortly after 11 p.m. prompting the police to
call for assistance from the fire stations of Jagna , Valencia , Ubay and Tagbilaran
City .

He said the blaze lasted for about an hour with an estimated damage cost of P2 million.

Talk of the Town / Government by Vendetta?
February 15, 2009, 10:01:37 AM
An Editorial of the Bohol Chronicle

There is something about the Mayor of Tagbilaran City that should scare businessmen who are in the city or are about to apply for business permits.

The policies of the City Mayor are policies built on political vendetta on those who dare oppose his Hitlerian dictatorial rule - that has tried to place all the peace-loving citizens of the city into a state of submission to his imperial rule.

Many of you businessmen out there know how this City Mayor (of curious thinking) had used all means within his big powers at City Hall (whenever you cross his path, personally or professionally) to bludgeon you into submission. You may consider banding yourselves into the Association of Business Oppressed by the City Mayor (ABOC).

One of his weapons is the excessive use of oppression and harassment in the use of so-called tax laws, manipulated by his puppies in City Hall to suit his insatiable thirst for vengeance and revenge.

The case peddled by his City Treasurer Visitacion B. Acero against the Bohol Chronicle Radio Corporation (BCRC) is a case in point.

She wrote a highly derogatory letter (picked by some Bohol media) that apparently presumed the BCRC to be "guilty until proven innocent" and that is contrary to law.

The defamatory letter alleged that the BCRC did pay business taxes from the year 2003 and previous years (before 2003) and that the gross receipts filed by the BCRC for the years 2004 to 2008 are "unrealistic," giving accusatory hints at tax evasion.

In the process, she demanded the submission of gross receipts for years 2004 to 2008 and to investigate the "accounting system" and "non financial information" of the BCRC.

Such an act is contrary to the local government code (Section 195) which states that any finding of taxes incorrectly paid requires a Notice of Assessment addressed to the taxpayer (BCRC)  outlining the nature of tax, fee, amount of deficiency, surcharges and penalties.

The City Treasurer committed acts of oppression against a taxpayer by singling out the BCRC to submit another set of affidavits and documents on the accounting system and non-financial information - subjects that are mandated by law for submission.

Moreover, the BCRC was given a renewal of the business permits (we have this on file) to operate the Chronicle for the years 2005 to 2008 - which means the gross receipts so submitted these years were acceptable to and approved by the city mayor himself. Why all of a sudden - after six years - the gross receipts submitted by BCRC from 2004 to 2008 - now become in their "transformed judgments" deemed "unrealistic"?

The malicious interest of City Hall into the years 2003 and previous years - speaks of gross ignorance of the City Treasurer and her masterminds - in that the prescription period for tax assessment is five years.

Granting without conceding the arena of discussion goes to the year 2003, BCRC has in its possession a business permit issued to the BCRC by the then mayor Jose Torralba dated January 29, 2004 - undeniably showing we had paid the appropriate business taxes in the previous year (2003).

And irony of all ironies, we have the original receipt of the payment of business taxes for the year 2003, and personally collected by - guess who? - city treasurer Acero herself!

Who can be this sick, perverted mind who would even allude malicious tax evasion acts of the late venerable founder of this paper (Jun Dejaresco) - by referring to "previous years" - covering his incumbency as editor publisher that time? The Father of Bohol Journalism must be rolling in his grave now - his memory of community service besmirched by these legal idiots in City Hall.

The City Mayor has been sitting on his oversized throne since 2004 and his City Hall had granted the Chronicle renewal to operate permits - without the latter paying the appropriate taxes? Isn't it amazing to all that 6 years (after increasing his weight disproportionately while in office) his Treasurer suddenly discovers these gross receipt taxes paid by the Chronicle are unrealistic?
What could be the reason(s) behind all these?

People of Tagbilaran City, you are all thinking men and women of sound mind (unlike others out there) - and it should be clear to you that this is a clear case of harassment by the City Mayor in order to silence the Chronicle (and its sister radio stations) which have been critical of some of his senseless policies starting with the Drainage Issue.

What other reason could there be? It is an act of desperation of a City Mayor who has seems to have lost his bearings because every week he is faced with one investigation and legal case after another - still a deluge of which is yet to come - which will depict him not only as incompetent, ineffective but even corrupt as the COA Report of 2007 seems to imply.

Thus he wants to silence the vehicle (the Chronicle) so that the reality of his mis-governance will remain a secret to all. Are you - City of Tagbilaran - going to allow the City Mayor to close the mouth of the remaining entity who will dare expose the venalities of City Hall and the City Mayor's bad performance in governance?

These "tax issues" therefore are purely there to make the Chronicle go slow on the exposes on the City Hall mis-governance. Shall you allow that - residents of the City of Tagbilaran?

The diabolical scheme is  also meant  to perhaps discredit the many calamity fund drives, medical help and fundraising for the poor that the Chronicle and its sister stations had done for Boholanos these almost half a century (54 years) by depicting the enterprise as  not paying taxes and therefore a bad community corporate citizen.

Desperate situation (on their part) really gave birth to their desperate acts.

That is the reason the BCRC has filed for a preventive suspension of the City Treasurer (from the Office of the Secretary of Finance Margarito Teves) to deflect her undue influence on the so-called "investigation" of the BCRC business taxes which she had apparently prejudged with her derogatory letter.

Also the petition sought to annul her acts which we deem are patently illegal and thus be administratively charged for actions prejudicial to public service interest - and leading to the ground for her permanent dismissal as City Treasurer.

As you know, this City claimed to the Solidarity for Asia, that it will attract P1-billion investments to the city. But you - the business applicants - know what you went through just getting those business permits at City Hall. A progressive city without a large subdivision development - is a good starting point to ask. Is this the kind of government we deserve?

What about the oppressive 100% realty tax - without consultation - which was brought to court, isn’t this another clear case that we indeed have a dictator sitting in City Hall?  What kind of mayor do we have in this city? And the City Square where the proponents are now complaining about "unexpected expenses" in the course of the negotiation and construction? Who is benefiting from this deal? The most vocal critic of the City Square deal (since months back) Kagawad Batchoy Alba, a Station DYRD block-timer - suddenly found his house nearly a victim of arson. Who was behind that cowardly act?

Again today we see yet another tentacle of the octopus coming out of the City Mayor stretching out to strangle the right of free expression in our democracy by using tax laws as harassment against media.  A topnotch resort in this city has allegedly been harassed by the same City Mayor using the tax route.

It is clear we have a mayor that does not brook opposition - relative, friend or foe.  He wants to play god.  Unfortunately, we have another God we serve who is in Heaven.

The Tax issue to us in the Chronicle is like the City Mayor pointing a dirty finger into our head and telling us to shut up or else. Well, we have news for him.

We will not quit writing and speaking about the truth about the City Mayor and City Hall - until the dirty finger atrophies into arthritic stiffness.

The City Mayor can wait for hell to freeze over - before we stop writing editorials like this or stop free men from enjoying freedom of speech in our democracy over our radio stations.

About 20,000 surviving Filipino World War II veterans and their families are set to receive $198 million lump sums, as President Barack Obama’s $787-billion stimulus package passed by US Congress yesterday includes a provision addressing a 63-year injustice by recognizing their military service.

Foreign Affairs Secretary Alberto Romulo and Philippine Ambassador in Washington Willie Gaa yesterday hailed the passage of the bill that would give Filipino war veterans based in the United States $15,000 and those living elsewhere, $9,000.

Only Obama’s signature on the bill is needed to make this a reality for the Filipino veterans who were stripped of benefits such as health care, disability pensions, and burial expenses by the 1946 Rescission Act of the United States.

“I share the profound sense of joy that our nation and especially our Filipino World War II veterans feel with the passage in the US Congress of a law that recognizes their military service and grants them the benefits that they so truly deserve,” Romulo said in a statement e-mailed to media outfits.

“It has been a long and difficult struggle through the decades, but the effort was well worth it. Our brave and selfless veterans have served as a glowing inspiration for all of us and their faith and trust in our efforts have provided all of us a strong motivation to help secure justice for their cause,” Gaa said.

US enlistment records show there were originally 475,000 Filipino veterans who registered with the US Army.

Romulo said that in Section 1002, Title X of the stimulus package, also known as the American Recovery and Reinvestment Act of 2009, US “honors its promise to … one of its staunchest allies. The passage of this bill further cements and strengthens the foundations of our deep and historic partnership.”

Both Romulo and Gaa thanked the Filipino veterans’ supporters and advocates in the US Congress, among them Senators Daniel Inouye, Daniel Akaka, Harry Reid, Richard Lugar; former Senator Ted Stevens; Speaker Nancy Pelosi; and Representatives Bob Filner, Darrell Issa, and Mike Honda. He also expressed gratitude to the Philippine-US Friendship Caucus.

“I would also like to thank all our supporters in the Filipino-American community and most of all, our Filipino World War II veterans who never gave up the fight,” Romulo said.

“To the Filipino American community, take pride in this moment,” Gaa said. “Your advocacy and activism on this issue through the decades have been instrumental in this achievement.”
Both Romulo and Gaa also attributed the passage of this provision in the bill to President Gloria Macapagal-Arroyo’s strong advocacy and support for it.

Romulo said the President’s visit to Washington early this month -- for which she was severely criticized -- greatly contributed to the fruition of the decades’ long struggle.

The President’s “visit to Washington early this month came at a crucial time: the provisions on our veterans were in danger of being dropped in the midst of budgetary difficulties and demanding and new priorities. During that visit, the President met with key Congressional leaders and made a powerful pitch for our veterans,” the DFA secretary said.

The Philippine embassy in Washington said the average age of Filipino WWII veterans is 85 years old and some 10 die every day due to old age and disease. It said all Filipino veterans would likely pass away by 2015.

The Office of the Ombudsman-Visayas is formally asked to look into the unexplained P6.5 million cash advances of city government officials and employees.

City Vice Mayor Jose Antonio Veloso lodged a complaint against City Auditor Teresita Irig and City Accountant Kurt Bungabong at the Ombudsman for their refusal to reveal papers pertaining to the unliquidated city funds.

In a complaint filed with the office of Deputy Ombudsman for the Visayas Pelagio Apostol, the vice mayor conveyed the dilemma over the withheld documents that contained the list of accountable officials and employees which had been demanded from the city auditor and city accountant to shed light on the unliquidated cash advances.

Veloso’s letter informed Apostol that the huge unaccounted amount is among 17 audit findings of the Commission on Audit (COA) in its Annual Audit Report for 2007 of the city government.

“These documents being requested are urgently needed to determine whether or not the proper processes have been observed by the concerned city officials/employees,” the letter stated.

The vice mayor told the deputy Ombudsman that obtaining a copy on the details of the unliquidated cash advances “is part of the oversight function of the Sanggunian, which he presides, to enable the same to determine the proper action to undertake should an in-depth investigation be deemed necessary in aid of legislation”.

Several letters to the city auditor and the city accountant to furnish the said documents have been ignored, Veloso continued.

Veloso also called for an inquiry into the acts of the City Auditor Irig as his letter requesting the details of cash advances was forwarded to City Mayor Dan Lim for “unknown reasons”.

According to Veloso, the schedule of unliquidated cash advances was excluded from the 2007 audit report which stirred the public to doubt its transparency.

“These documents are supposed to be open to public scrutiny,” he said.
A sworn statement by Veloso was also submitted to the Ombudsman which stated in detail the events that led to the denial and concealment of the documents by Irig and Bungabong.

Depositors of the closed Pilipino Rural Bank (PRBank) Tagbilaran City branch with deposit account balance of P100,000 and below are the first ones to get back their bank deposits.

Representatives from the Philippine Deposit Insurance Corporation (PDIC) began processing claims of the rural bank’s clients of with 40 regular savings depositors serviced daily starting last Wednesday.

The initial claims servicing operations of PDIC here will run until March 6 which targets up to 600 depositors out of the 14,670 clients of the bank in the province.

PRBank declared a bank holiday last December 12, 2008 after the collapse of its affiliate banks under the Legacy Group.

PDIC said they initially distributed numbered claim forms last Wednesday at the closed bank’s branch office at the Asian Lending Building along CPG North Avenue , this city.

The actual claims servicing will be done in the order based on the numbers printed in the claim forms to ensure an orderly payout processing.

In order to get a claim form, depositors must present their original regular savings passbook to the PDIC representatives at the rural bank’s premises. This will be done on a first come, first served basis.

After filling out the claim form, the bank client will verify the corresponding “appointment date” as indicated by the number in the form that is when the depositor will go back to the bank and submit the claim form.

The PDIC is prioritizing claims of depositors with regular savings accounts of P100,000 and below in keeping with its mandate to protect small, unsophisticated depositors.

According to PDIC representatives, the second batch of claims processing will start next month for regular savings accounts with balances of P100,000 and above, special savings accounts and current accounts.

A Japanese heavy equipment dealer complains on the alleged rigged bidding for the purchase of some P168-milllion worth of heavy equipment conducted by the provincial government recently.

International heavy equipment trader Kowa Tsusho Ltd.. failed to qualify in the multi-million bidding but said the procurement process “gave undue advantage to preferred suppliers” which threatens to explode into another anomaly bigger than Capitol’s alleged overpriced purchase of a backhoe and air-conditioning units two years ago.

Atty. Salvador Grupo, counsel of the Japanese firm, has formally filed a protest action to the chairman of the Bids and Awards Committee (BAC) of the provincial government, General Services Officer Engr.. Rosalinda Yu.

According to Grupo, his client was unable to beat the deadline for the submission of bids as the BAC conducted the bidding process with haste contrary to the Implementing Rules and Regulations (IRR) of RA 9184, the Government Procurement Act.

Under Sec. 17, Rule VI of the law’s IRR, prospective bidders should be given ample time to examine bidding documents and prepare its respective bids.

“To provide ample time, the concerned BAC shall promptly issue the bidding documents for the contract to be bid out at the time the Invitation to Apply for Eligibility and to Bid (IAEB) is first advertised,” Grupo cited.

The provincial government will purchase an all brand new fleet of heavy equipment that includes 2 units of backhoe/hydraulic excavators with breakers; 2 units of bulldozers with ripper; 2 units payloaders; 10 units of 6-wheeler dump trucks; 4 units motor road grader; 4 units road roller/vibratory compactor; 1 unit 6-wheeler water truck with pump; and a 6-wheeler fuel tanker with pump.

These heavy equipment has an overall approved budget contract (ABC) of P168,296,000.
Based on records, Grupo said that the bidding was advertised on January 7, 2009 but bid documents were made available only on January 23 “which is contrary to the provisions of the law.
The dropping of the bids, Grupo added, was done last February 9 which did not gave enough time to Kowa Tsusho to comply with all the “voluminous requirements”.

“As a result, my client has been disenfranchised and suffered because of the failure of the BAC to observe the appropriate bidding procedures,” the lawyer said.

In a letter to Yu last February 4, the supplier requested for the dropping, screening and opening of bids to be deferred.

In its letter to Yu, the Japanese supplier noted “defects in the manner” the bidding has been conducted by the BAC.

Aside from the unavailability of bid documents, the amount to be paid for the said requirement was not stated for the reason that the technical working group of the bids committee “still needed to come up with the final and definite specifications”.

As shown in the minutes of the pre-bidding conference, “the BAC secretariat could not furnish the interested bidders at that time any of the required documents,” Grupo disclosed.

He said there were “serious concerns and questions raised by participating suppliers and interested bidders” that were not completely resolved by the BAC and that it “needed further time to deliberate and settle” the issues.

Bidding Goodbye to a Benevolent Administration
By Loy Palapos
Sunday Post

At 63, his productive years are far from over; but the City Civil Registrar is retiring, not for instant material comfort, for all his children have finished their studies; and therefore, the days of incessant toil to provide for their school needs are done with. But the retirement package accorded by the incumbent City Hall administration is too tempting to resist… a gesture he is grateful, as it ushers in an opportunity to enjoy life in a most convivial situation. He is very thankful to Mayor Dan Neri Lim for this project, and he is very vocal to express his gratitude in no uncertain terms.

Mr. Alfredo Gimenez Edaño was born in San Remegio, Cebu. He came to Tagbilaran in 1962, during his teens, as a working student of the then Rafael Palma College (UB). He credits his becoming a Boholano to Atty. Rodolfo Edaño Yap, his uncle-in-law, who became a Councilor, and later the Vice Mayor of Tagbilaran. He finished BSE and married Teresita B. Requina of Loon. They have four children: Ven Alfred is employed at PAO; Van is a Nurse in Texas; Fritzie finished at USJ-R; and Michelle Ann just finished BSN at Silliman University and waiting for the Board results.

Instead of a teaching career, Fred opted to work as a City Sanitary Inspector at the City Health Office. Then he transferred to the office of the City Civil Registrar as Civil Registry Officer. Since 1995, he has been doing the job as City Civil Registrar.

This interview with Mr. Alfredo G. Edaño took place in his office at City Hall last Wednesday (February 11) morning. By coincidence, the date was the birthday of Mayor Dan Lim, whom he idolizes as an individual and lionize as a leader who has made a big difference for the City of Tagbilaran. The superlatives he used to describe the Mayor need not see print here, for my subject of this unscheduled interview does not like to sound solicitous.

LMP: Pila na ka ka-tuig sa government service?

AGE: Sige man ko ug balhin-balhin. Pero nagsugod ko sa 1974.

LMP: So, thirty-five years na.

AGE: Wala gyod. Wala ko’y gilabanan, ma-Mayor man o ma-Bise.

Matag balhin o promotion, dako and akong pasalamat kaniya.

AGE: First grade.

LMP: Mao ba na’y imong gisaligan nga di ka papahawaon lang nga wala’y hinungdan?

AGE: Wala man pod ko magsalig ana. Basta kay mi-serbisyo lang ko.

LMP: Unsay trabaho sa opisina sa Civil Registrar?

AGE: Kon ikaw ang Head, mag-protect ka sa mga records. Daghan man ta ug records. Duna ta’y Register of births, register of deaths, marriage, ug mga judicial orders. Kinahanglan bantayan ang mga records nga dili magisi. Public documents man na sila.

LMP: Unsay kinahanglan kon gusto ka mutan-aw sa records?

AGE: Mohatag ka’g data about nimo.

AGE: Wala man pod.

LMP: Atong balikon ang imong gisulti nga sa panahon ni Mayor Ondoy Rocha, nahimo kang City Civil Registrar through the recommendation of Mayor Dan Lim.

Unsa may rason nga wala man ka apila?

AGE: Wala man ko’y gikalalis nila. Wala sila’y nakit-an nako.

LMP: Unsa may buhaton nimo after retirement?

AGE: Suroy-suroy na siguro. Nagpasalamat ta ug taman nga na-apil ta ani nga pangagamhanan.

LMP: Unsa ma’y ikasulti nimo sa administrasyon karon ni Mayor Lim?

AGE: Matinabangon man gyod si Mayor. Labi na ang iyang programa nga Barangay Patrol.

LMP: Birthday man ron ni Mayor, unsa imong ikasulti kaniya?

AGE: Nga unta daghan pa siya ug mga birthdays nga moabot.

Fred Edaño visited his son in Texas recently. His two-month leave became three; of course, with his superior’s approval. Hi considers himself lucky to come to Bohol, where he has found his home with his family.

Asked what part of his life he wanted changed, if given the prerogative, he answered there is none. Not even his humble beginnings, for this was the reason he strove harder to reach his goals. He believes that if he had a happy-go-lucky childhood, he would not have learned the value of hard work and perseverance.

Mr. Edaño is always one to admit that, even if he labored and sometimes fought tooth-and-nail to realize his dreams, he cannot have succeeded all alone by himself. There were some people who helped him grow up, paved his way for a better future… and he is wholeheartedly thankful to them. This sense of gratitude became the founding pillar for his loyalty to those people who made him what he is today.

Even after his retirement, he is absolutely certain he won’t forget their good deeds; and to them he has an unfading sense of gratitude. Topping them all is Mayor Dan Neri Lim.

The Bangko Sentral ng Pilipinas (BSP) will launch its Bohol Coopreneurs Credit Surety Fund (CSF) program today at the Bohol Beach Club in the resort town of Panglao.

Chair of the Monetary Board and BSP Gov. Amando Tetangco Jr. and Bohol Gov. Erico Aumentado will lead the signing ceremony scheduled at 4 p.m. at the resort’s Amihan wing.

Aumentado said he is ready to put in P5 million or more as counterpart to the amount local cooperatives may raise for the fund.

The CSF is BSP’s innovation to address the need of micro-, small- and medium enterprises (MSMEs) for more capital to expand or develop new products.

While banks and lending institutions are required to allocate eight percent of their loan portfolio to micro and small enterprises, and two percent to medium enterprises. MSMEs continue to find it difficult to avail of loans from these institutions because of lack of acceptable collaterals, unstable income or cash flows, lack of business experience or track record and low paying capacity.

Rather than let the MSMEs resort to usurers and loan sharks whose schemes do not support the growth of the sector, the BSP developed the CSF as an alternative.

The CSF is a fund generated from contributions of well-capitalized and well-managed cooperatives with counterpart contributions from the provincial government and the national government’s Industrial Guaranty and Loan Fund (IGLF) equivalent to the amount raised by the former.

The fund pool will serve as security for the loans approved by the CSF Oversight Committee at present headed by Dr. Cerina Bolos, retired Bohol schools division superintendent who is now actively involved in a cooperative bank.

A BSP news release had said banks that will extend loans secured by the CSF can rediscount up to 80% of such loans with the BSP. As designed, CSF is to be managed and administered at the provincial level to make it more responsive to the credit needs of MSMEs in each province.

The long arm of the law is long enough for justice to be served, even as long as eight years later.

An inmate who escaped from the Bohol Detention and Rehabilitation Center (BDRC) eight years ago found out that eight years is not long enough to extinguish a crime he committed for fleeing the coop.

The suspect was identified as one Lucilo Doria, of legal age and a resident of Barangay Yanaya, Bilar town.

Doria was arrested about 2 pm last Feb. 11 in his native barangay by responding policemen.

A team from the Bilar PNP station proceeded to Yanaya after being tipped off of Doria’s presence.

The arresting team that successfully collared the suspect was headed by PO3 Camilo Palgan.

Sources at the Bilar PNP station disclosed that Doria was detained at the BDRC in 1996.

He was arrested after he was tagged as an accessory in a murder case in the said town.

The sources did not reveal the identity of the victim in the case in which Doria was implicated.

After spending four years in detention, Doria managed to escape in a jailbreak in 2000.

He was able to elude arrest and was reported to be in hiding in various places in Mindanao .

Perhaps thinking that eight years is long enough to make people forget, he decided to return to his hometown.

Unknown to him, there were people who did not forget.

Not long after he was sighted in Yanaya, informants tipped off the Bilar police about his presence.

A team was immediately sent to the area and successfully arrested the elusive suspect.

He was detained at the Bilar PNP lock-up jail after his arrest but was remanded to the BDRC.

Doria was back at the BDRC a day after his arrest after he was fetched by jail personnel.

Bohol Governor Erico Aumentado yesterday inaugurated the newly asphalted 3.56-kilometer Tinago-Dao Beach Road in Dauis â€" one of two towns in the resort island of Panglao, Bohol.

The provincial road leads to one of the favorite bathing spots in the town â€" inviting because of its crystal clear waters and white beach. A resort-and-playground lies nearby.

Costing the province only P18.8 million from its 20 percent Development Fund, the governor expressed satisfaction over the quality of work implemented by the Provincial Engineer’s Office (PEO) under Engr. Edwin Vallejos, with Phase 1 undertaken by  LUYM Contractors and Development Corp. and Phase 2 by Cebu 7H Technochem Industries, Inc.

Aumentado observed that the contractors have adopted modern technology, already using a computerized machine to ensure the correct temperature in “cooking” or heating and mixing the asphalt.

Just one kilometer long, Phase 1, completed as early as May 2007, cost only P5 million while the 2.56-km Phase 2, completed last December, cost only P13.8 million.

He said he prefers the PEO over the Department of Public Works and Highways (DPWH) in doing road jobs because it comes out more cost effective.

This is because DPWH deducts a total of 10.5 percent in supervision fees alone, at 3.5 percent each for the central, regional and district offices.

Being a road leading to a tourist destination, it falls among those given top priority for paving by the Aumentado-Vice Gov. Julius Caesar Herrera administration. Others are roads linking towns and those with heavy vehicular traffic.

The Tinago-Dao Beach Road is five meters wide, with shoulders of 1.5 meters on each side.

During the inaugural program at the Dao Barangay Stage, the governor announced that lined up for paving in the very near future will be the provincial road from Dao to Barangay Libaong in Panglao town. The road traverses an area eyed by hotel chain owners to construct posh resorts and hotels in.

The road also provides access to the Panglao Bohol International Airport slated for construction by the middle of this year.

Aumentado said the chief architect and the navigational aids specialist of the Philippines-Japan Airport Consultants (PHILJAC) are slated to arrive tomorrow

He is also expecting three teams from the Makati City-based Palafox Associates to arrive tomorrow to start the conduct of the master planning for the whole island to ensure orderly development.

The governor said he does not want to repeat the mistakes of Boracay and Puerto Galera that, in their over-enthusiasm to develop, overlooked critical aspects like sewerage and solid waste disposal.

Getafe - Bohol / Bamboo Business in Getafe, Bohol
February 15, 2009, 09:38:23 AM
By Sunday Post

Traditional sight of a pumpboat full of bamboo poles leaving the two wharves of Getafe- -either heading to the island barangays or to the neighboring coastal towns, or even to Surigao in the south, or Ilo-ilo in the north. That is ordinary routine to sell the bamboo poles from Getafe.

Another interesting sight as one traverses Getafe’s mainland is the proliferation of small-scale furniture shops along its bamboo.

They could be in a form of sofa, chairs, beds, dividers, mirror frames and many more, all made up of bamboo. And, despite the plastic screens easily made available in our markets today, traditional fishermen still prefer fish traps (bungsod, bubo, bantak and panggal) knitted from bamboo poles, sticks or bamboo skins which have remained good fish catchers.

Because of the myriad of benefits bamboo has brought to man and to the Getfaenhons in particular, Getafe Mayor Tessie Camacho has manifested her keen interest in Getafe’s bamboo industry as she indicated her desire to upgrade it soon.

Through the town’s Municipal Planning and Development Office, Mayor Tessie Camacho called a meeting on all Getafenhons engaged in the bamboo business on February 12 at the SB Hall.

Attended by a considerable number of stakeholders, the meeting brought forth inputs from the attendees themselves on how to improve Getafe’s present bamboo industry and on how to profitably sustain it as its demand increases in the future.

Moreover, as organizing is one bold step towards attaining a common goal or objective, Getafe’s bamboo planters, producers and makers have bound themselves like bamboo sticks into one strong force named “Getafe Bamboo Makers Organization” or GBMO.

Election of its officers has been set on February 19 in Barangay Salog, Getafe.

DOST also slated a one-day seminar workshop in an effort to update GMBO members of the latest technology in bamboo-raising and bamboo-making among others.

Optimistic that Getafe’s beautiful beaches along Pandanon Island and Asia’s biggest man-made mangrove plantation and park in Banacon Island will attract more tourists here, Mayor Camacho also envisions the future “boo” of Getafe’s bamboo industry and make it another inexcusable reason for others to come Getafe, too.

Jagna - Bohol / Philos Volunteers in Jagna, Bohol
February 15, 2009, 09:36:54 AM
By Sunday Post

The municipal government formally declared two Philos volunteers as the town’s newest adopted son and daughter through a Sangguniang Bayan (SB) resolutions.

Mayor Exuperio Lloren led the ceremony in the evening of February 11 at the Capt. Goyo Caseñas Hall formally adopting Dr. Lefkos Aftonomos, M.D. and Fe Alarcon, R.N. as adopted son and daughter of the Jagna, based on SB Resolution No. 61-08-2008.

Both are Philos Health volunteers, who had come to Jagna for more than five times, since 2004 to conduct medical clinics in the barangays, thus, making a difference to the health care service in the municipality and the lives of the Jagnaanons.

A medical doctor by profession in the United States, Dr. Aftonomos specializes in Physical Medicine and Rehabilitation.

He is also the medical director of the LCC Treatment Program and department director of the Physical Medicine and Rehabilitation at the Mills Peninsula Health Services (MPHS) at San Francisco Bay Area in the US.

Working as a supervising nurse also at MPHS, Alarcon is a naturalized American but proud of her Filipino descent.

Both also sit as board of directors of Philos Health, a non-government organization based in the US and Jagna’s medical partner for the last five years.

Mayor Lloren personally thanked the Philos Health Team headed by its chief executive officer (CEO) and also an adopted son of Jagna, Forrest Malakoff.

“This year, 2009, marks the 5th year of the Philos Health-LGU Jagna partnership. I still remember that day in August 2004 when Forrest came to Jagna and introduced Philos Health. After understanding on how we would work together for Jagna’s health services, many good things have happened until today”, Mayor Lloren said in his opening statement.

“Tonight, please allow us to show our small act of gratitude to you for the enormous contributions to Jagna and sharing it to the province of Bohol as well…in particular to the more than 50 volunteers, almost half of whom came twice or more in the span of our partnership”, the Mayor added.

Mayor Lloren and the 6th SB likewise conferred recognitions to the other Philos Health volunteers who are considered “first timers” and “second timers” by giving each of them a plaque of recognition.

Another highlight during the program was the giving of special recognition to John Kent, who, as part of the Philos Health team, became instrumental in the establishment of the Jagna Community Radio through his financial assistance.

Kent is forever etched in the local history of Jagna as “Father of the Jagna Community Radio” as inscribed on the plaque given him.

For the five-year old partnership with Philos Health, Mayor Lloren also accorded an extraordinary plaque of recognition to Malakoff.

The team arrived on Sunday and conducted its 7th round of medical clinics to more than a thousand patients starting in barangay Malbog on Monday, barangay Boctol on Tuesday, barangay Balili on Wednesday and in barangay Faraon on Thursday last week.

The Philos Health volunteers comprise of US-based medical doctors, Dave Kim, John Rosenberg, Chris White and Lefkos Aftonomos.

Alarcon headed the team of nurses and medical staff to include Evelyn Lopez, Elizabeth Kinsella, Mandy Auyoung, Jennifer Lobdell, Annie Lin and Maureen Gunning.

The local health staff which participated in the medical clinics is headed by Municipal Health Officer Dr. Arnold Cagulada and Dr. Trish Luces of the Rural Health Units I and II, respectively.

Meanwhile, the Jagna Community Radio--DYJP 100.1 FM, an affiliate of the Radyo ng Bayan network of the Philippine Broadcasting Service (PBS) is now on its 3rd week of test broadcast.

Kent, the major benefactor of the said project between Philos Health and the LGU-Jagna, was very impressed at the way the radio station is being managed and controlled.

Kent expressed hope that the said community radio, considered as the first in Bohol, could deliver to the constituents the right information and public services needed especially on health issues and concerns.

The Municipal Nutrition Council here and the regional office of the National Dairy Authority (NDA) in Central Visayas launched the “Lubos Uyamot, Naningkamot Alang sa Batang Tubignon” (LUNA), a six-month milk supplementation feeding program Wednesday last week at the Cultural Center and Sports Complex here.

At least 168 undernourished children benefited from the program.

In support, the children’s parents, barangay nutrition scholars, barangay captains of 34 barangays of this town, MNC members and the Rural Health Unit attended the activity.

MNC and NDA-7 entered into a Memorandum of Agreement (MOA) for the counterparting of P126,000 each for the milk supplementation feeding program in the barangay level which will run for six months or 120 days starting February 11.

NDA-7 General Manager Grace Cenas said that aside from supplying milk to the cities in Cebu province, “their goal is also to extend services to other provinces in Region VII wherein the Municipality of Tubigon in the province of Bohol was given the opportunity for milk supplementation feeding”.

She also want to position NDA-7 to have access to the milking cows in some barangays in Tubigon to process milk that will be used to feed undernourished children.

Mayor Luna Piezas, on the other hand, assured the undernourished children of the barangays concerned to continue supporting the program, as it is very significant to the undernourished children and their families and to the less fortunate in the community.

Ensuring that the municipality would achieve good nutrition is not a simple act of charity, but an investment for development and share equitably its blessings.

Sunday Post

The court recently upheld the war that Police Provincial Director Edgardo Ingking had waged since late 2007 against cockfighting on days other than Sundays and holidays and other forms of illegal gambling in the province.

In a seven-page decision dated January 26, 2009, Judge Teofilo Baluma of the Tagbilaran City- based Regional Trial Court Branch 1 denied the petition of two cockpit operators for an issuance of preliminary injunction and temporary restraining order on police operations that stopped the operation of their respective cockpits on days other than Sundays and holidays.

Tan and Mende filed the case in December 2007, a month after Ingking launched his all-out drive against all forms of gambling.

In junking the petitions of cockpit operators- -Arturo Tan of Duero and Peter Emman of Dauis, Baluma ruled that “there shall be considered no legal obstacle” for Provincial Police Director Edgardo Ingking “to implement the spirit and intent of Executive Order 02-A-01 issued by Governor Erico Aumentado” in 2003 which prohibits cockfighting activities anywhere in the province on days other than Sundays and holidays.

The governor’s EO was in accordance with Presidential Decree 449 or the Cockfighitng Law of 1974.

Baluma also cited the expiration of the respective municipal permits issued to Tan and Mende on December 31, 2008 and other permits from the local government units issued during the pendency of the case were deemed cancelled.

For several years, the cockpit operators had been operating and conducting cockfighting activities on Saturdays based on the authority that the respective SBs in their towns had granted them.

However, Baluma emphasized in his decision that "every local ordinance must not be contrary to a statute or the Constitution".

Duero Mayor Manuel Tan issued a business permit and an affidavit of waiver in favor of Arturo Tan. The municipality of Duero had also issued a certificate of award to Arturo Tan.

Mende has been issued a certification by the municipality of Dauis and a mayor’s permit.

Arturo Tan, through an SB resolution, and Mende, through a municipal ordinance, were authorized to conduct cockfighting on Saturdays instead Sundays in their respective towns.

Ingking, however, had stepped in their way in his crusade to stop cockfighting on days other than Sundays and legal holidays, citing PD 449 or the Cockfighting Law of 1974 and Aumentado’s EO 02-A-01- -both limiting cockfighting activities to Sundays and holidays.

The governor’s EO and PD 449 were among the strongest ammunition that the provincial police director had launched.

However, the governor’s EO was never implemented since its issuance in 2003, when members of the Bohol Cockpit Operators Association sought for a declaratory relief with preliminary injunction and restraining order. The court later junked the cockpit operators’ petition.

Ingking reportedly earned the ire of cockpit operators in the province as he waged a sweeping war against all forms of gambling in the province in November 2007.

His effort, at first, hit snag when the cockpit operators got a temporary restraining order (TRO) from the RTC during his initial poise to shut down cockpits that violate the EO and really arrest their operators and their patrons.

But the cockpit operators, like Arturo Tan and Mende, cited the authority and permits granted to them through mayor’s permits, ordinances and resolutions.

Baluma, however, pointed out that while the Local Government Code vested on the local government units the power to issue, regulate the operation of cockpits and cockfighting, the spirit of the law never caters for LGUs circumventing "the very purpose of the law to control and limit cockfighting".

Baluma also cited Section 5 of PD 449 which provides that only licensed cockpits are allowed operate on Sundays, legal holidays and during local fiestas but not for more than three days.

However, the law prohibits cockfights on holidays that are observed for national honor and pride such as Independence Day (June 12), Heroes Day (November 30) and Rizal Day (December 30).

He also pointed out that it "should neither be exploited as an object of commercialization or business enterprise nor a toll of uncontrolled gambling".

From Bohol’s smallest town comes the biggest snap in rabies prevention.

And Visiting Asian learners who saw rabies disease prevention and control topics incorporated in the school curricula agree it is a pro-creative way of engaging the children in a war against a silent killer.

Asian visitors from neighboring countries watched school children in Corella Elementary School bark and yelp answers when teachers randomly picked on them. Instead of picking ordinary sentences as motivation, teachers leashed their discussions on rabies.

Asian learners watched in Bohol the pilot implementation of a province-wide disease-control program for rabies and hopes to possibly craft a template for emulation by other areas still plagued by the disease.

The Department of Education has piloted rabies education in Corella in response to the Bohol Rabies Prevention and Eradication Council (BRPEC) request to get an information campaign program started early.

With school children at risk, Corella principal Dolores Cuizon told visitors that rabies discussion in classes may be incorporated in English, Mathematics and Science.

In Corella, the classes were each handled by Mrs. Ma. Lourdes Lupase for Grade V, Mrs. Fernanda Ribay for Grade VI and Ms. Priscilla Kae Penales for Grade 2.

Visitor veterinarians and policy decision makers from China, Japan, Cambodia, Laos, South Korea as well as representatives from the United Nations also agree that early rabies lessons would predispose children to be responsible pet owners and keep away from the risk of rabies.

The previous day before the visit to the school, Provincial veterinarian Dr. Stella Marie Lapiz reiterated during the program Orientation that sustainability of the program would entail the collaborative efforts of all Boholanos.

The Bohol Rabies Prevention and Eradication Program aimed at making Bohol rabies free by 2010.

Governor Erico Aumentado has said that Bohol could not stand the risk of rabies especially with the dream of making Bohol a top tourism destination in the country.

As such, while he unleashed the BRPEC to oversee the provincial program, he also asked for counterpart funds from the Capitol to lend the program its bite.

The Council also mobilized Boholano sectors to initiate a massive dog registration and vaccination drive followed by neutering or elimination of stray and unwanted dogs.

Corollary programs for monitoring and surveillance, putting up animal bit treatment centers and convincing politicians to fund the programs sprung the program to action.

Recently, the campaign also earned allies with Alliance for Rabies Control, a Scottish NGO put up multi-million funds for a 4-year program implementation. This too was after the UN aided Bohol with initial funds to start the program running for the whole province.

The General Services Office (GSO) of the provincial government shot down allegations of a supposed bidder who was asking for the postponement of the submission of bid documents involving the purchase of P168 million worth of heavy equipment.

The bidder represented by lawyer Salvador Grupo also cited irregularities in the conduct of the bidding.

The bid in question was that of which  the province has scheduled last February 9 which called for participants to bid in the purchase of heavy equipment amounting to P168 million. The province was asking bids for the procurement of a fleet of heavy equipment including back hoes, graders, dump trucks, among others.

According to Grupo, the firm he was representing identified as Kowa Tsosho, Ltd., was robbed of its chances to participate in the bidding when the GSO went ahead with the bidding despite his request to give them time to prepare the bid documents. The lawyer said the bidding process was done in haste in violation of the implementing Rules and Regulation (IRR) of Republic Act 9184 or the Government Procurement Act.

He cited Section 17.5, Rule VI of the IRR which provides that “prospective bidders shall be given ample time to examine the bidding documents and to prepare the respective bids”.

On the alleged irregularity surrounding the transaction, Grupo expressed suspicion that the supposed bidding was tailor-suited to favor a particular party especially on the choice of the brand or model.

In debunking Grupo’s allegations that the procurement of heavy equipment was a “rigged and craftily manipulated proceeding designed to give undue advantage to favored parties,  Engr. Rosalinda  Yu of the GSO  dismissed the same as totally unfounded, baseless and unfair.

In answering the contention of the Japanese company’s lawyer that where the value of the project involved more than P50 million, bidders are given ample time or at least 50 days to prepare the bid documents, Engr. Yu said this law only applies to the procurement of infrastructure projects as provided in Section 21.2.2 (ii) of the IRR of RA 9184. She added that this provision of law does not apply to the procurement of goods like the purchase of heavy equipment.

In dismissing the claims of Grupo of an alleged bid rigging, Engr. Yu said it was unfortunate that because of the inability of his client to submit its bid documents on time, the Japanese firm engaged the lawyer to unduly put the bidding process in a bad light.

Engr. Yu added she cannot give special treatment to a particular bidder because this would be unfair to the other bidders who dutifully labored to submit their bid documents on time.

LGU Philippines / Update About the Habal-habal Issue
February 15, 2009, 09:24:36 AM
By Sunday Post

Threatened with apprehension, the lowly habal habal, the cheapest mode of land transport anywhere in Bohol, was given a new lease on life, with traffic enforcers “relaxing” its rules and regulations allowing its illegal operations unmolested, in the meantime.

This was the assurance of Land Transportation Officer Joey Maloyloy-on, in an interview yesterday.

An update was sought from the LTO boss after the much-publicized threat to arrest habal-habal operators following instructions from the LTO Manila office.

A flying squad from the LTO regional office was deployed in Bohol Tuesday to carry out the apprehension of habal-habals only to relax the gravity of their drive to give time to operators to comply with existing traffic rules.

Since there is no law yet legalizing the motorcycle-for-hire mode of transport, the LTO was instructed to rid the highways of illegal for-hire vehicles locally known as habal-habal.

In Bohol as any place in the Philippines, motorbikes were converted into habal-habals to ferry passengers in remote and far-flung barangays.

In some God-forsaken localities, habal-habals are the cheapest means of public transport that they can negotiate even in some slippery trails where four-wheeled vehicles even fear to tread.

But it was to the good fortune of the thousands of habal-habals all over Bohol that their arrest order was stayed pending an intensive education drive.

It was to the credit of Cong. Edgar Chatto of the first district that a moratorium was in force to allow illegal motorized transport to go with their merry ways plying the nooks and crannies of Bohol’s inland and coastal barangays.

Chatto, the principal author of a pending bill in Congress legitimizing habal-habal operations, made strong representation with then LTO commissioner Alberto Suansing to allow the two-wheeled vehicle to ply their usual routes.

With the schedule of the LTO flying squad already set for its Bohol operations, the team of traffic enforcers just the same went on with their assigned task.

The instruction was for the team to conduct law enforcement activities relative to Republic Act 4136, the Land Transportation and Traffic Code, Republic Act 8750, the Seatbelt Act, Republic Act 8749, Clean Air Act and other related laws regarding motor vehicle road worthiness inspection. The team is tasked to implement traffic laws from Feb. 10 to 21.

However, in a check with Maloloy-on, he said, it may be true that LTO patrols were conducted in strategic areas in Bohol but they were there to warn motorists of an impending drive on all forms of traffic violations.

The next time the traffic men are assigned here possibly this June, there will be no let up in going after traffic violators, this according t the LTO top gun.

The LTO registrar said there were cases that the  flying squad had to flag down  motorists to find out if they were in possession of a driver’s license, registration papers or if their vehicles have the necessary contraptions like headlight, tail light, etc., as required by law.

On the helmet requirement, the LTO was also relaxed in the implementation of the new law.

Guided no less by Memorandum OrderNo.AHS-2008-01, Maloloy-on said that this memo provided for a five-year moratorium imposed on the mandatory use of prescribed standard helmet effective Sept. 30, 2008.

This means, pending determination of the prescribed helmet to be made by the Department of Trade and Industry, mandatory compliance on the helmet law is held in abeyance.

However, for the safety of motorists, traffic enforcers urged, motorists traveling in national and highly urbanized city roads while awaiting the result of the study on its applicability along municipal and barangay roads, are mandated to wear the crash helmet for their own safety and protection.

Tagbilaran Mayor Dan Lim yesterday said he is surprised by the “vicious” reaction of the Bohol Chronicle to the letter of City Treasurer Visitacion Acero.

“Is there reason for them to be angry just because they received a collection letter?” the mayor asked.

Lim said that the normal reaction of a taxpayer when receiving a collection letter is to show proof that he has paid by producing his receipt.

Instead of doing that however, the mayor said the Bohol Chronicle became very angry enough to hurl various accusations against him.

“If you have paid your dues, why don’t you just produce your receipt and we will apologize,” he added.

Lim said the various arguments and justifications given by the Chronicle do not mean anything because they are not proofs of payment.

At the same time, the mayor said he is still awaiting any formal notice about the case that the Chronicle said it filed against Acero.

“If they filed it last Friday as they alleged last Sunday, why has there been no formal notice yet?” he asked.

Lim said that if the Chronicle did not file the case but said so in its news, he said this is another proof of dishonesty.

“Even if they filed the case but later than Friday, it is still dishonesty because they are supposed to be accurate about dates,” he added.

The mayor said Acero is eager to answer the charges supposedly filed against her because she knows she is just doing her job.

He added that the Chronicle’s allegation that they pity Acero because she is just being used by the mayor is another “hypocrisy”.

“If they pity her, or if only they have enough decency, they should let her do her job instead of harassing her with the threats of filing cases,” the mayor added.

Lim also disputed the Chronicle’s claim that many businessmen in the city are organizing against the mayor saying only those who do not want to pay taxes and refuse to obey the law are against him.

“Just like there are bad elements in other sectors including the media, there are also bad elements in the ranks of businessmen,” he added.

The mayor said those who do honest business support his advocacy for equal application of the law.

Lim also brushed aside reports that his bitter critics have received threats saying it is strange that the Chronicle immediately attributes the threats to him.

“These people have other enemies so what proofs does the Chronicle have to blame these supposed threats on me?” he asked.

Lim accused the Chronicle of using squid tactics to divert the issue which he insisted is a simple case of tax collection.

The mayor said he will not be intimated by threats, harassments and name-calling because he is merely doing his job.

“I did not ask to become mayor because I want to look good to the media. I am here to serve in the best interest of the people,” he stressed.

LGU Philippines / About Board Member Alfonso Damalerio II
February 15, 2009, 09:22:00 AM
By Sunday Post

Greenhorn in every way, he had his first baptism of fire as a member of the Sangguniang Panlalawigan when shepherded approval of his “baby”.

Although he was a faithful pupil of one of the province’s most astute politicians in Cong. Edgar Chatto, Board Member Alfonso Damalerio II was tested how to survive in jungle warfare where political predators rule the game.

It really was no picnic when this neophyte dad argued his case before the SP as he sought approval of his pet ordinance banning the commercialization of Bohol’s tarsier.

Knowing that the path to triumph was littered with the carcasses of those who fell behind,,  the neophyte alderman was also aware that it was laden with landmines that one false move would reduce him to smithereens.

He was aware of the fact that one sector which was ticking with explosive was the sector that earned their keeps on the display of live tarsiers.

This may explain why Damalerio’s pet measure was not welcomed with open arms by tarsier operators in Loay and Loboc because the new law prohibited them to display the live primate for commercial purposes.

In Loboc, Mayor Leon Calipusan was one bullish executive who made no bones about attempts to ban captive tarsier for commercial viewing. He said, although Loboc can stand on its own built-in amenities like the fabled river boat cruise to survive even the worst of times in tourists’ arrivals, he was against the idea of depriving Loboc visitors a close up  view of another famous  attraction, the tarsier.

That made the result-oriented Loboc mayor an enemy of Damalerio as the kagawad shepherded the tarsier. The young legislator’s mantra: just do it no matter who gets hurt every step of  the way.

In friendship as Damalerio very well know, one has to win some, and then  lose some.  Lose he did, in the case of tarsier owners particularly in Loboc who had come to realize all throughout the whole gamut of commercial tarsier display that they cannot have “their cake and ate it too”.

Damalerio’s beef in “babying”  the tarsier measure was for  people to understand that under Bohol’s conservation efforts of the fragile animal, there’s an agencyâ€"the Bohol Tarsier Foundation, Inc., handling its existence with care.

This gave rise to the tarsier center in Corella whose operation was dedicated to the proposition that tarsiers were not made for public viewing under captivity. The center has chosen a spot in the wilderness of Canapnapan, Corella, where the small creature with big round eyes will live in its natural habitat and not in some wire cages so as not to deprive them of their natural nocturnal habits.

Weird and Extreme / Boy Dad At 13
February 13, 2009, 10:30:16 PM
BOY dad Alfie Patten yesterday admitted he does not know how much nappies cost â€" but said: “I think it’s a lot.”

Baby-faced Alfie, who is 13 but looks more like eight, became a father four days ago when his girlfriend Chantelle Steadman gave birth to 7lb 3oz Maisie Roxanne.

He told how he and Chantelle, 15, decided against an abortion after discovering she was pregnant.

Little family ... Alfie, Chantelle and baby Maisie

Alfie, who is just 4ft tall, added: “When my mum found out, I thought I was going to get in trouble. We wanted to have the baby but were worried how people would react.

“I didn’t know what it would be like to be a dad. I will be good, though, and care for it.”

Alfie’s dad Dennis told how the lad does not really understand the enormity of his situation â€" but seemed desperate to be a devoted and responsible father.

Secret

He wanted to be the first to hold Maisie after the hospital birth. He tenderly kisses the baby and gives her a bottle.

And Dennis, 45, said: “He could have shrugged his shoulders and sat at home on his Playstation. But he has been at the hospital every day.”

Maisie was conceived after Chantelle and Alfie â€" just 12 at the time â€" had a single night of unprotected sex.

After that Alfie’s family told only those closest to them for fear he would be “demonised” at school.

Chantelle gave birth to Maisie on Monday night after a five-hour labour at Eastbourne Hospital, East Sussex.

Last night she told The Sun: “I’m tired after the birth. I was nervous after going into labour but otherwise I was quite excited.”

They found out about the baby when Chantelle was 12 weeks pregnant.

But they kept it a secret until six weeks later when Chantelle’s mum Penny, 38, became suspicious about her weight gain and confronted her.

Chantelle told how she discovered she was expecting after going to her GP with “really bad” stomach pains. She said: “Me and Alfie went. The doctor asked me whether we had sex. I said yes and he said I should do a pregnancy test. He did the test and said I was pregnant. I started crying and didn’t know what to do.

“He said I should tell my mum but I was too scared.

“We didn’t think we would need help from our parents. You don’t really think about that when you find out you are pregnant. You just think your parents will kill you.”

But Penny figured out what was going on after buying Chantelle a T-shirt which revealed her swelling tum.

Chantelle admitted she and Alfie â€" who are both being supported by their parents â€" would be accused of being grossly irresponsible. She said: “We know we made a mistake but I wouldn’t change it now. We will be good loving parents.

“I have started a church course and I am going to do work experience helping other young mums.

“I’ll be a great mum and Alfie will be a great dad.”

Chantelle and Maisie were released from hospital yesterday. They are living with Penny, Chantelle’s jobless dad Steve, 43, and her five brothers in a rented council house in Eastbourne. The family live on benefits. Alfie, who lives on an estate across town with mum Nicola, 43, spends most of his time at the Steadmans’ house.

He is allowed to stay overnight and even has a school uniform there so he can go straight to his classes in the morning.

Alfie’s dad, who is separated from Nicola, believes the lad is scared deep down.

He said: “Everyone is telling him things and it’s going round in his head. It hasn’t really dawned on him. He hasn’t got a clue of what the baby means and can’t explain how he feels. All he knows is mum and dad will help.

“When you mention money his eyes look away. And she is reliant on her mum and dad. It’s crazy. They have no idea what lies ahead.”

Dennis, who works for a vehicle recovery firm, described Alfie as “a typical 13-year-old boy”.

He said: “He loves computer games, boxing and Manchester United.” Dennis, who has fathered nine kids, told how he was “gobsmacked” when he discovered Alfie was to be a dad, too.

He said: “When I spoke to him he started crying. He said it was the first time he’d had sex, that he didn’t know what he was doing and of the complications that could come.

“I will talk to him again and it will be the birds and the bees talk. Some may say it’s too late but he needs to understand so there is not another baby.”

Lovely

Chantelle’s mum said: “I told her it was lovely to have the baby but I wish it was in different circumstances. We have five children already so it’s a big financial responsibility. But we are a family and will pull together and get through.

“She’s my daughter. I love her and she will want for nothing.”

Last night Michaela Aston, of the anti-abortion Christian charity LIFE, said: “We commend these teenagers for their courage in bringing their child into the world.

“At the same time this is symptomatic of the over-sexualisation of our youngsters and shows the policy of value-free sex education just isn’t working.”

Today Sussex Police and the local council's children services said they have investigated the case and pledged continued support for the young parents.

Britain’s youngest known father is Sean Stewart. He became a dad at 12 when the girl next door, 15-year-old Emma Webster, gave birth in Sharnbrook, Bedford, in 1998. They split six months later.

According to retired Navy captain Nelson Socias, Mayor Camacho’s new spokesperson-designate, the expanded electrification project in Cabasakan, intended to cater to the needs of five more puroks covering about 70 households in the barangay, serves as augmentation of the power supply that the constituents in the area have been enjoying for many years.

It was initiated during the stint of Mayor Camacho’s husband, the late Cary Camacho, as mayor in the 90s.

Rev. Fr. Alex Auxtero, parish priest of Getafe, officiated the thanksgiving mass and the blessing ceremony for the primary power lines.

Mayor Camacho led the ceremonial switching-on of the lights, followed by the turn-over of the project from Boheco II officials to the representative of Governor Erico Aumentado, then to Second District Rep. Roberto Cajes. Then, it was turned over to the mayor, then to Cabasakan Barangay Captain Valentino Centeno.

In her speech, Mayor Camacho emphasized the value of electricity to the people of Cabasakan, how power supply can change their way of living as she challenged them to maximize the use of electricity for them to generate additional income with livelihood projects or investments- -in agri-business, small-scale industries like furniture-making, pottery, and welding where power supply is important.

Indeed, power supply can do more for people’s lives, since it serves as a requirement for progress and development of communities like barangay Cabasakan, the mayor added.

Boheco II officials led by Engr. Joseph Mosong, were also present.

How do I alleviate pain and pressure in my ears?

From Cebu Pacific

Some simple steps you may want to follow:

    * Avoid flying when you have a cold
