The winning number combination for the 6/55 Grand Lotto draw on Saturday was 18-17-36-04-40-13.

This was the 82nd draw of the 6/55 Grand Lotto with no winner. It was first drawn on May 15, 2010 when it started with a minimum jackpot prize of P30 million.

The PCSO has recorded a 50% increase in the number of lotto bettors since the lucrative jackpot reached P200 million.

As bettors continue to join long lines at lotto outlets nationwide, the state lottery agency said ticket sales reached P204 million last week, its biggest ever.

Many Filipinos are waiting for the GrandLotto 6/55 results on Mondays, Wednesdays and Saturdays because it is currently the highest paying lottery game in the Philippines.

* The Prize: The Epic Quest for Oil, Money and Power

by Daniel Yergin

YERGIN EXPLORES the uneasy ties between Big Oil and Big Government in his sweeping history of the petroleum industry. In the 1904 presidential campaign, for example, Theodore Roosevelt railed against John D. Rockefeller and Standard Oil's monopolistic practices, even though he had received $100,000 from Standard Oil executives in campaign contributions. TR's muscle flexing paid off in 1911, when the Supreme Court approved Standard Oil's breakup. In World War II, Franklin Roosevelt sought Big Oil's support to ensure military access to fuel. But most presidents since have been plagued by the power wielded by the industry because of the insatiable appetite of Americans for cheap oil.

* The Teapot Dome Scandal: How Big Oil Bought the Harding White House and Tried to Steal the Country

by Laton McCartney

IN 1920 three tycoons -Harry F. Sinclair of Sinclair Ou, Jake "the Ou King of Oklahoma" Hamon and California oilman Ed L. Doheny - helped put Warren G. Harding in the White House. Albert Fall, Harding's interior secretary devised a way to give oil leases to Sinclair and Doheny. Fall subsequently went to jail for a year when it came to light that Sinclair and Doheny had given him unsecured loans to purchase cattle land. Harding, who died at the height of the scandal, was not implicated directly, but his presidency was forever tarnished because he turned a blind eye to the machinations of oil men.

* The King of Oil: The Secret Lives of Marc Rich

by Daniel Ammann

WHEN THE Organization of Petroleum Exporting Countries barred sales to the U.S. in 1973 for its support of Israel and U.S. gas prices skyrocketed, Marc Rich stepped in as a middleman for trades in the turbulent oil market. Six years later, Rich ignored an embargo President Jimmy Carter imposed on Iran after Islamic radicals seized the U.S. embassy in Tehran. Facing indictment in 1983 for tax evasion and trading with the enemy, Rich fled to Switzerland. President Bill Clinton pardoned Rich in 2001 and a political storm ensued when it was revealed that his former wife, Denise, had given more than $1.1 million to the Democratic Party in the previous decade.

* The Age of Oil: The Mythology. History, and Future of the World"s Most Controversial Resource

by Leonardo Maugeri

IN MAUGERI'S view 9/11 triggered the "first oil crisis of the 21st century." He maintains that the decision to invade Iraq was driven by President George Bush's desire to maintain a steady supply of crude from the Middle East even as he decried America's addiction to oil "imported from unstable parts of the world." But Maugeri concludes that projected future shortages of oil are exaggerated and U.S. policymakers must "overcome their misguided obsession with oil security so they can begin to cope more impartially with the Middle East's problems."

Black Gold and Government

Theodore Roosevelt leaked select telegrams to him from Standard Oil to help rally public opinion against Big Oil.

Warren Harding is linked to the Teapot Dome oil scandal, the biggest White House brouhaha before Watergate.

Albert Fall, the first Cabinet member jailed for corruption, took oil bribes as Harding's secretary of the interior.

Bill Clinton pardoned rogue oilman Marc Rich on his last day in office-an act Jimmy Carter called "disgraceful."

George W. Bush was once a freelance "landman" who handled acquisition rights for oil and gas companies.

Science and Research / Learn About Guitar Cable
November 20, 2010, 03:59:01 PM
By Dave Hunter
Copyright New Bay Media LLC Jan 2011

THIS IS YOUR LIFELINE.

Your umbilical cord. Your main vein. Well, you get the picture. Call it a lead, a cord, or a cable, whatever- that sheathed, shielded wire is a vital link in the tone chain. However marvelous and expensive your guitar, amp, and pedals, none of it will sound very good with a poorly made cable carrying your signal from one to the other, and the quality of these long, thin accessories can vary dramatically. A good cable doesn't have to cost a whole lot of money, but the better ones often do cost a little more. Buying a brand-name cable usually helps, ideally one with a guarantee.

LENGTH MATTERS , BUT FOR THE WORSE.

Any connecting cable will add some capacitance and inductive loading to your guitar's signal; the longer the cable, the more it adds. A little might not be audible, but a lot-the amount that can be introduced by cables of around 20 feet or more-can start to dull your tone slightly. Add to this length the factor of poor quality, and you will very likely hear some loss of high end and a muting of overall tone when comparing a long, cheap cable to a shorter one of a higher quality.

THERE'S GOOD, BUT IS THERE TOO GOOD?

A decent cable of traditional technology can cost twice or more than a generic cable, but there are also plenty of hightech "audiophile" cables on the market today, which can easily cost you $100 or more for one cord of a mere 12 to 18 feet. A/B one of these alongside a traditional cord and many players will hear crisper highs and greater fidelity over most of the frequency spectrum. It's an improvement for some, but for others it comes across as harshness and coldness-too much of a good thing-so better isn't always best. Audition before you buy, and let your ears decide.

AND SOMETIMES WORSE IS EVEN BETTER.

Taking the thinking expressed in #3 a step further, some players even opt for vintage or inferior guitar cables because of the way they "warm-up" a guitar or an amp that is otherwise too bright and spiky. Stevie Ray Vaughan was said to have pursued this route in order to emulate aspects of Jimi Hendrix's tone, and the gray Radio Shack cord is a favorite in this realm, as is the old spring-loaded coiled cable. For many contemporary players this trick will just dull down their tone (you can bet plenty of greats of the '50s and '60s would have used better cables were they available), but it's one to keep in mind if you need to tame harsh highs.

THE LITTLE LINKS COUNT TOO.

Or, you're only as strong as the weakest link in the chain. If you've got the best cable money can buy running from guitar to pedalboard and pedalboard to amp, but are using cheapo generic patch cords to link all the pedals together, you are wasting your money on the good stuff in the first place because those little links will sap your signal before it completes its journey. If you find highquality guitar cables worth the investment, don't forget to treat your pedals to some little lengths of the good stuff too.

Travel and Tours / Davao City Airport Needs Improvement
November 20, 2010, 10:25:09 AM
The Davao International Airport (DIA) based in this city needs to undergo rehabilitation, according to Davao City Mayor Sara Duterte-Carpio.

Duterte-Carpio made this comment in reaction to the issue of “open skies” policy, which the Confederation of Provincial Governors, City Mayors and Municipal Mayors League Presidents of Mindanao (CONFED Mindanao) is currently reviewing.

“There is a need to renovate some of the airport’s equipment that has already bogged down. The facility should be updated,” she said.

She also confirmed that no financial assistance is being allocated in the city’s annual budget for the DIA as this is of national concern.

But the mayor said, the city recently helped in the repair of one of the X-ray machines at the DIA. The city is also providing security personnel inside the DIA as well as providing food for the K-9 bomb-sniffing dogs deployed in the facility.

Mindanao Development Authority (MinDA) chair Luwalhati Antonino when asked about the matter said she has already personally talked to the officials of the Department of Transportation and Communication (DOTC) regarding the improvement of ports including the DIA. - Judy Quiros, PNA

Philippine Daily Inquirer

The Court of Appeals has denied television network ABS-CBN’s petition for a temporary restraining order (TRO) against the showing of TV host Willie Revillame’s new programs on rival network TV5.

In a resolution dated November 18, the Special 14th Division said it would be “injudicious” to grant the TRO while the network’s petition for review was still pending.

The resolution was penned by Associate Justice Priscilla Baltazar-Padilla, with the concurrence of Associate Justices Fernanda Lampas-Peralta and Manuel M. Barrios.

The Inquirer got a copy of the resolution from the sala of Judge Luisito Cortez of Quezon City Regional Trial Court Branch 84, also a respondent in ABS-CBN’s petition for certiorari in the appellate court.

The 14th Special Division cited a 2005 Supreme Court ruling that said courts “should avoid issuing a writ of preliminary injunction which would in effect dispose of the main case without trial.”

The petition for certiorari, meanwhile, will be considered submitted for decision upon receipt of ABS-CBN’s reply to Revillame’s last comment.

The network filed a petition for certiorari or review with a TRO application after Cortez denied the network’s application for a TRO.

Revillame asked the Quezon City court to judicially confirm the rescission of his ABS-CBN contract, which will expire next year. The TV host also asked to be awarded P11 million in damages.

Philippine Business News / Avoid Holiday Scam, Warns DTI
November 19, 2010, 03:46:30 PM
By Rey Anthony Chiu, PIA

The Department of Trade and Industry (DTI) cautions everyone against scams in this season of bonuses and cash windfalls.

“Giving bank account numbers, even without personal identification number (PIN) taught countless scam victims a hard lesson”, DTI said.

“The modus operandi is a text message, which claims that the promotion has a DTI permit,” shares Information Officer Lucille Autentico.

Under the law, sales promotion campaign should first secure permits from DTI to ensure that the public is protected against deceptive or irresponsible sales promo scheme, she revealed.

DTI through Autentico cited the case of a 23-year old young professional and office girl in Makati.

The victim just received her 13th month pay when she received a text message from an unknown cell phone number,” Autentico said.

The text message said: “Congratulations! Your cellphone number has won P680,000 at the Philippine Charity Foundation's third anniversary raffle draw last November 5. For more info, send your name and address. Call Sec. John Fuentes. Per DTI Permit No. 000812. Thanks.”

Thinking that was a scam but also trying her luck, she accordingly replied with a fake name and address.

The texter, who introduced himself as a Manila-based lawyer then asked for her bank account number where he can deposit the cash prize.

Thinking that her account is safe if she does not give her signature or Automated Teller Machine’s PIN number, she gave him her bank account number, DTI added.

It was after two weeks later, when she got back after the vacation breaks, did she realized she was victimized, Autentico relayed.

When the victim withdrew from her savings account, which she knew had a balance of about P10,000, she was shocked.

She was surprised when she learned from the ATM that she only had P.080 and her account was closed”, she told PIA.

Checking with the bank to trace her bank activities, the victim learned about a one time withdrawal on a holiday. On this, the DTI warns everyone engaging in negotiations with strange persons or numbers through text.

“Be advised that when you are asked to provide your bank account number and the sender offers to deposit money into it, it surely is a scam”, DTI said.

Even if the text message appears to be credible because it comes from a trusted government institution or well known government official, never give your personal data and account numbers, warns Autentico.

Further, for prizes exceeding P500, the law requires that the winner be notified through registered mail, and not through text messages alone, she sums. (racPIABohol)

PIA: Capitol is coordinating with the Department of Interior and Local Government (DILG) in designing capacity building trainings for barangay officials.

Governor Edgar Chatto revealed during his weekly radio program that along the resource generation policy of the provincial government, he would urge newly elected barangay officials to seek out other resources and find other income sources rather than rely on the Internal Revenue Allotment.

While saying that the interior and local governments have their capacity training modules to capacitate local officials, towns and provinces, Chatto hinted that Capitol can come in and enrich the modules to empower local governments in their revenue generation tasks.

The local dependence on the IRA has been a noted situation in almost all local governments, he told media during his weekly forum carried live over local radio stations.

“We can meet so we can come up with measures on how to come up with a wider capacity for resource generation,” Chatto said.

Chatto also stressed that along with the trainings, the new officials must understand that beyond seeking more tax legislation measures, there is such a thing as efficient tax collection that can prop up the fiscal capacity of the barangays.

We can be dependent on the IRA from the start but we shall struggle to stand and attain independence in the end, he urges local elected leaders.

Meanwhile, in efforts to initially give clues to barangay officials who will start their official amdnates on December 1, a radio program called “Pamuhis” has been airing at DyTR every Saturday from 4:00 to 4:30.

Anchored by the Philippine Information Agency, the program attempts to educate local government officials especially barangay dads on the revenue sources for barangays and their possible areas for widening its tax base.

The program, funded by the national government hopes to engage local governments to generate income from their own sources and hopefully prop up the government’s fiscal capacity to implement priority programs and projects. (PIABohol)

The United Arab Emirates, Australia and the United States have the worst overall records for emitting greenhouse gases, according to an index published on Wednesday combining current and historic emissions.

The top of the 183-nation ranking, compiled by British consultancy Maplecroft, was dominated by rich countries and OPEC members. It said it aimed to alert investors to countries vulnerable if U.N.-led climate talks ever agreed wider penalties on carbon.

The ranking of carbon dioxide emissions from energy use placed the UAE top, largely because of a sharp rise in emissions in recent years linked to desalination plants in an economy almost entirely dependent on fossil fuels.

"Desalination is a positive way to address water security but high emissions underline the need to find more energy-efficient innovations," Maplecroft said in a statement.

Australia, dependent on coal, was second ahead of the United States, by far the biggest cumulative emitter since 1900 and now the number two national emitter behind China.

Both Australians and Americans have high per capita emissions.

They were trailed by Canada, the Netherlands, Saudi Arabia, Singapore, Russia, Belgium and Kazakhstan in the top 10.

The index gave a 50 percent weighting to current per capita emissions of greenhouse gases, 25 percent to total national emissions and the remaining 25 percent to cumulative historic emissions.

Annual U.N. climate talks will take place in the Caribbean resort of Cancun, Mexico, from Nov. 29 to Dec. 10.

A treaty to limit emissions is out of reach for 2010 as part of efforts to slow rising temperatures which the U.N. panel of climate scientists says will lead to more droughts, heat waves, mudslides, floods and rising seas. - source: PNA

European Union EU / Reduce Greenhouse Gas Emissions
November 19, 2010, 12:44:02 PM
Assistant Secretary General of the Organization of American States (OAS) Roberto R. Ramdin urged on Wednesday the international community to fulfill the commitment to reduce greenhouse gas emissions.

Ramdin made the remarks during the second Meeting of Ministers and High Authorities in Sustainable Development. He also requested contribution to the funds for climate change, which have been pledged for the most vulnerable regions during the Copenhagen Meeting.

Ramdin said the current development paradigm must be condemned, and that a more holistic, integrated method must be adopted in order to achieve stability, security, social prosperity, and a more sustainable use of natural resources.

These aspirations could be achieved by solving problems of social exclusion and injustice, promoting equality, and taking into account the vulnerability of the economies, especially the smallest ones in Central America and the Caribbean, rather than short-term economic profits, he added. European Union EU / The Waste Crisis in Naples
November 19, 2010, 12:42:43 PM
The waste crisis in Naples is degenerating once again as more than 3,000 tons of garbage are piling up on the city's streets, a local official warned on Wednesday.

Naples' urban hygiene councilor Paolo Giacomelli appealed to the solidarity of other nearby towns of the Campania region, which in the following days might accept to host and burn some of Naples' rubbish, ANSA news agency reported.

The emergency in fact does not only concern the city of Naples: in the entire province there are currently more than 8,000 to 9, 000 tons of waste rotting in the roads.

The emergency is set to further worse. On Tuesday the president of the parliamentary inquiry commission on waste treatment Gaetano Pecorella said the following 30 days will be the most critical.

"If the garbage continues to pile up and no sound strategy is launched, in a month's time Naples and its province will face the risk of an environmental catastrophe, suffocated by more than 60, 000 tons of trash on streets. All cities will turn into open-air dumps,"he warned, describing an apocalyptic scenario with mountains of plastic bags covering schools and public buildings.

One of the main dumps on the slope of Mount Vesuvius is already over-spilling with six million tons of collected waste.

The situation is thus critical, especially for hygienic and health-related reasons, while social unrest on the rise.  - pna

Top 18 Alternate Gift-Giving Tips for Christmas Holiday
by Eco Waste

ALTERNATIVE GIFT GIVING:

1. Think about re-giving gifts that you may have obtained at one time but have not used.

2. Look through your closet and give away clothes and accessories that your relatives and friends might have been admiring for some time like a pretty scarf, a nice jacket, a cute bag, etc.

3. Share books that have been read and stored in your shelf to friends who share the same interest.

4. Write heartfelt messages to family and friends on recycled Christmas cards and include a photo or two you have of them.

5. Cut up old Christmas cards and reuse them as gift tags.

6. Send e-cards in lieu of paper cards. Personalize them with your own graphic designs or choice photos.

7. Share your signature home-made goodies and dishes, especially from “secret” personal or family recipes.

8. Cook Noche Buena dinners for street children or to families who do not have anything to eat on Christmas Eve.

9. Tell your loved ones that instead of giving them gifts this year, you will make donations in their names to charities, orphanages and environmental projects.

10. Draw or paint creative stuff on flat and smooth stones to make paperweights, plain mugs to make pencil holder or bayong or katsa bag to make your shopping bags more "sosyal.”

11. Choose gifts that come with little or no packaging at all such as gift certificates, movie or concert tickets, bus or train passes, raffle coupons, etc.

12. Don’t wrap gifts. If wrapping is really needed, try old magazines or newspapers, discarded bandannas or fabric scraps. You can also use craft paper and jazz it up with colored pencils.

13. Give gifts that grow and restore the environment such as plant and flower seeds or bulbs, kitchen herbs or tree saplings.

14. If you feel that you absolutely have to buy something, then patronize local products such as handicrafts made by indigenous and rural communities, jail detainees and the urban poor, non-toxic personal care items, organic products from health and wellness groups, reusable bags from women’s and environmental groups, and other gift items from charities and cooperatives.

15. Buy simple notebooks, cover them with attractive used fabrics and write inspirational verses or excerpts from poems and songs at the bottom of every 15th page.

16. When giving toys, choose ones that are free of choking, laceration and toxic hazards, age-appropriate and properly labeled.

17. Shun replica guns and other war toys. Go for toys that promote creativity, non-aggressive behavior and social harmony.

18. Gift your barangay by leading or getting involved in a neighborhood project that will serve the poor or preserve the community environment.

Talk of the Town / Fighting Swertres in Bohol
November 17, 2010, 10:08:53 PM
By Rey Anthony Chiu

What happens to the towns who have earlier declared illegal numbers game free and where swertres has been observed to resurge?

With the perceived resurgence of the illegal numbers game in swetres-free towns, PSSupt. Constantino Barot said Camp Dagohoy has also seen the ongoing resolve to keep on the fight.

Over this, he hinted that town leaders still deserve the due process.

At least 22 towns have declared themselves freed from illegal numbers game after new provincial director Barot assumed command at Camp Dagohoy.

The mayors, police station commanders, local government operations officer and even the church sector representatives signed the illegal-numbers game declaration.

At the media presentation of the 22 towns, PSSupt. Barot also hinted that a declaration would give police higher headquarters a clue where to start its verification as to the veracity of the declarations.

Barot hinted that as the Philippine National Police is implementing one strike policy, a similar policy would be in place to chek on the truth of the declarations.

A few days after the list was made public, the media noted the resurgence, as residents who were monitoring the anti-swertres operations saw otherwise.

On a provincial peace and order council meeting, Provincial Prosecutor Macario Delusa has hinted that the cessation could be temporary as it usually happens when a new provincial director assumes seat.

Asked if the declarations would now be used as an evidence to prosecute and determine liability of the signatories, Psupt. Barot said that several chiefs of police among the 22 towns have admitted they also noted the resurgence.

He however added that there has been incessant resolve and campaigns by those involved to rid their towns of the swertres.

Clarin Mayor Allen Rey Piezas, one of the mayors who said his town has been cleared said he has given the go signal for the police to be relentless against illegal gambling including swertres.

On this, provincial director Barot said as they have seen the new instructions to go against illegal gambling, the higher police headquarters may weigh the possibilities against legal remedies. (racPIABohol)

A day allotted for physical exercise in Calape town is also a nature caring day for the town police force.

According to Pinsp. Perigrino Carlon, chief of the Calape Police Station, in time for the town’s weekly Hataw execises, he takes his police force to a mangrove planting activity in Lawis of the town’s Panggangan Island.

Every Friday afternoon, we go to plant mangroves as our way of helping care for the environment, he shared to media and police officers present.

Highlighting the town’s crucial efforts to continue safeguarding and protecting their marine habitat of Bohol’s pioneering town winner in Coastal Resource Management Program, Insp. Carlon said they have also strengthened their drive against illegal fishing.

He said that on October 20, his men along with fish wardens, in the drive called Oplan Kalikasan, they apprehended three fishermen using compressors.

Cited in violation of Municipal ordinance Number 5, series of 2005, he said the suspects were apprehended and their air compressor confiscated.

The suspects also paid P2,500 fine for the compressor, according to the police chief.

At the recent Talakayan sa Isyung Pulis held at the Bohol Island State University Conference Hall in Clarin November 10, PInspector Carlon was just one of the six police stations commanders who rendered their accomplishment reports to the Boholanos through the monthly police and media interaction.

A program he took over from the Police Regional Office in Region 7, Carlon said that he thought he could bring his police into a relationship much closer to the community in Panggangan, who subsist mostly on fishing.

And because police could not be choosy on their jobs, he added that environment protection is just one of their mandates.

We continue to conduct checkpoint operations and push police visibility as much as practicable to keep criminals from coming, he said.  (racPIABohol)

Philippine Business News / Dirty SK Election in Bohol
October 24, 2010, 11:41:57 PM
By Angeline Valencia
Philippine News Agency

Starting young, candidates for the Sangguniang Kabataan (SK) election already have the knack in ensuring victory by escorting voters from their homes to the “holding areas”, then to the voting precincts and back to the weekend escapade courtesy of either the candidates’ parents or politician-supporters.

Resorts in Panglao, as usual, have again made to serve as “holding areas” of SK electorate held by “moneyed” candidates for SK chair and kagawads.

Provincial Election Supervisor, Lawyer Eliseo Labaria, had admitted last Friday that he had heard of such practice and, this time, the information is specific on candidates in Baclayon and Corella.

There could be more towns with these kind of candidates. However, the Commission on Elections (Comelec) could not act on it as it remains “hearsay” until a witness or a complainant would come out in the open, Labaria said.

SK candidates, with the aid of their “wealthy” parents or politician-supporters, have already started holding a considerable number of SK voters in some resorts in Panglao, treating them to weekend escapade.

On the other hand, Labaria received an information from the Bohol Police Provincial Office about the increase in the number of areas of concern to 23 barangays in 11 towns.

The BPPO identified the following as areas of concern: Barangay Cuaming in the town of Inabanga; Batasan Island in Tubigon; barangays Kabasakan, San Roque, San Antonio, San Vicente Sur, and Sta. Cruz in Sagbayan; barangay Malinao East in Lila; barangays Canmanico, Cansibao, and Poblacion Occidental in Valencia; barangays Cabul-an, Montana, Lubang, and Panghagban in Buenavista; barangays Popoo and Canmangao in President Carlos P. Garcia; barangays Nasingin, Pandanon, and Taytay in Getafe; barangay Villa Garcia in Sierra-Bullones; barangay Bogtongbod in Clarin; and barangay Rizal in Bilar.

As early as last week, there were only 20 barangays in eight towns, but BPPO added more areas of concern later upon the recommendations of the chiefs of police in different towns.

Sawan said the BPPO added barangay Villa Garcia in Sierra-Bullones, barangay Bogtongbod in Clarin, and just last Friday, barangay Rizal in Bilar.

Labaria said they treat Tagbilaran City separately, since they always generally tag it as an area of concern, considering the large population and voters.

He said the provincial office of Comelec and all the chiefs of police of the 47 towns and the capital city led by Police Provincial Director Constantino Barot Jr. had a command conference in Songculan, Dauis on Thursday to prepare for the barangay election Monday.

Labaria also said that they will have to double their time in the distribution of election paraphernalia as the bulk of it just arrived Saturday afternoon and just then they had started the dispatch.

Those that arrived Thursday include ballots for the SK election and the general instruction for teachers.

With little time left to distribute them all to the 1,109 barangays in the province and to the 2,742 voting precincts, Labaria said the Comelec had to tap additional manpower and logistics to catch up with the timeframe.

These days there are many devices that allow you to do your computing while still being mobile, but you always end up returning to home base - that being your wireless laptop. And if you're anything like us you use your laptop computer in a variety of settings, most of them involving having the laptop, oddly enough, on your lap. The convenience is great with only one major downside - the heat. After 20 minutes your legs are roasting and it's time for a break. Enter the Lapinator. The only laptop desk that keeps your lap cool and your laptop cooler. The Lapinator uses Thinsulateâ,,¢ insulation as the main barrier to the heat generated by laptop computers. This keeps your lap cool allowing you to compute in comfort. The Lapinator keeps your laptop computer cooler too! In fact, it can reduce the CPU temperature by 11 degrees more than the same laptop running on a wooden desk. The design features a rigid platform, flexible edges, compressible legs and its slim profile allows you to easily slip the Lapinator into your bag. Three rubber spacers are included and can be positioned on the Lapinator to perfectly accommodate your laptop. There is a small velcro loop on the rear of the Lapinator to help secure any dangling cables.

The 10-day campaign period for the synchronized barangay and youth polls had been peaceful, so far, without any election-related violence.

PNP Prov'l Director P/SSupt. Constantino Barot Jr. disclosed this even as he explained that the incident in Getafe could not be considered election-related wherein a candidate for barangay captain in Catagbacan had been arrested for illegal possession of a deadly weapon, along with two companions who yielded .357 revolver last week.

Barot also admitted that he had received requests for more police force from the municipal election officers of two more towns added to the areas of concern.

The election officers just want to be "pro-active" through police visibility amid stiff rivalry in the barangay elections.
The towns of Clarin, Getafe, Valencia, Carlos P. Garcia, Sagbayan, and Buenavista had earlier been declared as areas of concern.

Barot disclosed that there are actually eight towns that are considered areas of concern.

These towns are spread throughout the three districts of Bohol, according to Barot.
Barot also vowed to check on the municipal police chief of Antequera, following complaints of arrogance and undesirable attitude raised by concerned citizens. - Bohol Chronicle

The ax fell on two town chiefs of police for serious administrative lapses in the implementation of the campaign on illegal activities more especially on illegal gambling even as Bohol Provincial Director, PSSupt Constantino Barot, Jr. issued his stern warning to other PNP chiefs in the towns.

Barot ordered the relief of Corella Police Chief, PInsp. Raymundo Calaunan and Sikatuna Police Chief, PSInsp. Miguel Jimenez.

They will be detailed at the Bohol Provincial Police Office at Camp Dagohoy.
Both Corella and Sikatuna Police Stations will be under the command of their respective deputies as officers in charge - SPO2 Josue Longog for Corella and SPO4 Desiderio Baldisco for Sikatuna.

Barot said that these police stations were very loose in their implementation of police operations which affected the entire provincial police force which are under the perception of coddling illegal gambling operators.

Asked if this relief was the result of the PNP's much publicized "one strike policy", Barot told the Chronicle that this is "very close" to that specific policy. He did not elaborate.

Barot recently issued a strongly worded warning that he would go a step further to include not only police chiefs but intelligence officers and intelligence non-commissioned officers found to have slowed down on their operations against illegal gambling. - Bohol Chronicle

What it is, is a time machine. One that brings together the world of the past and the world of our present.

Indeed, if we were to witness the Andalucia as it docks in Catagbacan, Loon this Saturday afternoon, sailing from the town of Oslob in Cebu, we would be as our forefathers who awaited the arrival of such a ship several centuries ago, bearing the commodities and the culture of peoples who, across oceans, were as a world away.

The Galeon Andalucia is a replica of the Victoria, the first vessel to circumnavigate the world and the only one that remained of Ferdinand Magellan's fleet of five ships, after the historic Battle of Mactan, to return under the command of Juan Sebastian el Cano to the coasts of Spain in early September of 1522.

For three days, from this Saturday to Monday, the Andalucia will be docked at the newly constructed Loon International Cruise Ship Port, where it will be greeted upon arrival with banderitas of red and yellow and the loud trumpeting of budjongs and the continuous rattling oftarakas.

Spanish Ambassador to the Philippines Luis Arias Romero and Sen. Edgardo Angara,
who has been the country's prime mover for the visit of the Galeon Andalucia,
will be on board the ship when it departs from Cebu and arrives at Loon this Saturday, together with officials from the National Commission for Culture and the Arts. Cebu Gov. Gwen Garcia may also be among the guests who will grace the event.

A dance drama reenacting the Sandugo between Miguel Lopez de Legaspi and Sikatuna will be presented by the Diwanag Theatre and Cultural Troupe of Holy Name University during a short program to welcome the ship and the guests and dignitaries.
The Galeon Andalucia is a project of the Fundación Nao Victoria, which aims to showcase and promote the culture, heritage, environment, and economic wealth and potential of the Andalusian Region in Spain.

The project also celebrates the galleons that carried spices, porcelain, ivory, silk, and other goods from Asia to the Americas and brought cultures together.

These trading ships made the then four-month-long voyage across the Pacific twice or even thrice a year, for two centuries and a half, from 1565 to 1815.

Built of wood in the exact form of a galleon and fifty-one meters long and reaching forty meters high with its white sails unfurled from its masts, the Andalucia and its visit to the province of Bohol will be one to remember even years from now. As with the galleons of centuries past, the ship also has an artillery of ten cast-iron cannons and has two cast-iron admiralty anchors with wooden stocks.

The Andalucia weighs 495 tons and can carry a maximum of 250 persons, a far cry from the Manila galleons that usually weighed as much as 2,000 tons and could carry a thousand passengers as they brought trade and goods from the Americas and the Asian countries across the Pacific Ocean.

It is notable and a testament to the place that the Philippines then held in international commerce that of the 110 galleons that sailed in the 250 years of the Manila-Acapulco Galleon Trade, most of the ships were made in the Philippines and built of Philippine hardwood. Only eight such galleons were built in Mexico.

The docking of the Andalucia this Saturday also celebrates the launching of the Loon International Cruise Ship Port in Catagbacan, Loon.

Like the town's newest tourism attractions, such as the Loon macaques in the mangrove sanctuary of Cantomucad and bird-watching in Cabilao Island's own Lanao Lake, the Loon International Cruise Ship Port is seen to further bolster Bohol's position as the country's prime eco-cultural tourism destination.

Being close to both Tagbilaran City and the province of Cebu, the new port is an ideal location and of sufficient depth for cruise ships ferrying tourists to Bohol. The port is also naturally protected from strong winds and rough seas by the islands of Cabilao, Sandingan, and Pangangan.

On Sunday, the Andalucia will be open for public viewing.

The galleon-cum-museum can accommodate 5,000 viewers in one day. During its stay in Bohol, visitors will be grouped into 100 persons in one batch and each batch will be allowed only ten minutes to explore and view the ship. (pjjv/G.O. EDCom)

Discrimination against women not only exposes them to the worst effects of disaster and war, including rape, but also deprives their countries of a prime engine for recovery, according to a new UN report.

The launch of the UN Population Fund (UNFPA) State of World Population 2010 report “From Conflict and Crisis to Renewal: Generations of Change” coincides with the 10th anniversary of the Security Council’s landmark resolution 1325, which aimed to end sexual violence against women and girls in armed conflict and to encourage greater participation by them in peace-building initiatives.

“This year’s report is about the three Rs: resilience, renewal and redefining roles between boys and girls and men and women,” UNFPA Executive Director Thoraya Ahmed Obaid said at the official launch in London of the report, which uses stories of individuals affected by conflict or catastrophe in Bosnia and Herzegovina, Haiti, Iraq, Jordan, Liberia, the occupied Palestinian territory, Timor-Leste and Uganda to bring home its message.

It shows how communities and civil society are healing old wounds and moving forward, while stressing how much more still needs to be done to ensure that women have access to services and have a voice in peace deals or reconstruction plans.

The case examples are the first time the annual study has been based on reports from the field to show how countries that have experienced conflict or disasters are on the road to recovery, however rocky the path and uncertain the destination. Ms. Obaid underscored “the devastating and unacceptable sexual violence” in countries affected by conflict.

“As an international community, we have not been able to prevent this crime and human rights violation. This report calls for urgent and concerted action to protect women, prevent sexual violence, stop impunity, and bring justice,” she said.

“But the report shows that recovery from conflict and disaster also presents a unique opportunity, an opportunity to rectify inequalities, ensure equal protection under the law, and create space for positive change”.

A principal recommendation is that Governments need to seize the opportunities arising out of post-conflict or post-disaster recovery to increase the chances that countries are not just rebuilt, but built back better and renewed, with women and men on equal footing, with rights and opportunities for all and a foundation for development and security in the long run.

In the foreword to the report, Ms. Obaid highlighted that gender-based violence, including rape, is “a repugnant and increasingly familiar weapon of war”, stressing that women are disempowered by rape or the threat of it, and by the HIV infection, trauma and disabilities that often result from it. “Girls are disempowered when they cannot go to school because of the threat of violence, when they are abducted or trafficked, or when their families disintegrate or must flee. In some conflicts, men are also disempowered by sexual violence. Boys, too, are sometimes exploited or forced to become soldiers”, she wrote.

Security Council resolutions guide the international community’s response to conflict and establish the framework for actions to protect women and assure their participation in peace-building and reconciliation, “but they are not a substitute for grass-roots efforts to empower women and to build long-term resilience to crises of any sort”. At a news conference at UN Headquarters in New York, report editor Richard Kollodge stressed how important women’s empowerment is in renewal after conflict and natural disaster. While women rarely wage war, they suffer the worst of its consequences, and when it comes time to wage peace women are too often denied a place at the negotiating table,he said. The publication’s lead author Barbara Crossette said she was struck by how long it takes to achieve improvement in the 10 years since the Council resolution was passed. - source: PNA

Health and Food / Urine as Medicine: Fact or Myth?
October 21, 2010, 06:33:43 PM
By Satur P. Apoyon

DAVAO CITY, Oct. 18 (PNA) -â€" Does urine posses any medicinal value?

Some believe so, basing upon alleged olden Chinese practice.

As a matter of fact, there was a group of Davaoenos in the l990s who recycled their urine for rejuvenation and cure of their various abdominal ailments.

Rudy de Leon, a businessman friend of the Davao Press, was one of the group that included a few Filipino-Chinese or Tsinoys.

Rudy would say everytime he met this writer that he felt good after sometime drinking his own urine.

A sort of urine therapy upon waking up in the morning.

Later, I never heard about Rudy.

I would like to conclude that their group must have dissipated along the way.

But for people who have some notion that urine can cure sore eyes and other optical menace, they keep pestering some assurances from the Davao Medical Society and the Department of Health (DOH).

Over and over Dr. Salvador Estrera, DOH assistant regional director, admonish urine believers as sore eyes antidote that there has been no basis to uphold any curative property of the human liquid waste.

On Thursday, Dr. Cyrus Trocio, a retired colleague of Dr. Estrera, reinforced the position of his former supervisor against the unfounded belief on the efficacy of urine as an eye cleanser or medicine.

Dr. Trocio even warned urine might bring in complications or create additional ailment in the optical realm of one’s eyes. (PNA)

Philippine Laws / Abandoned Parents in the Philippines
October 21, 2010, 06:30:25 PM
By Maila Ager
INQUIRER.net

Abandonment of parents will be a no-no if a bill will be passed into a law requiring children to support their elderly parents in need.

Senator Lito Lapid filed Senate Bill 2519, which seeks to provide legal assistance to needy elderly parents to demand support from their children or relatives.

The bill, known as “An act providing for the maintenance and support of elderly members of the family and for other purposes,” cited the growing incidence of elderly people being neglected by their children.

“This bill re-enforces the duty of children to care for their elderly parents, providing elderly persons with recourse to the law. The State shall provide the legal assistance to elderly people in the enforcement of their right to demand support from their relatives,” Lapid said in his explanatory note of the bill.

The proposed measure requires children to support their father and mother or other direct ascendants “who are in need."

The abandoned parents or a representative from the Department of Social Welfare and Development (DSWD) may file a court petition to compel “any or all” of their children to provide support.

“Upon trial the elderly member shall be represented by a lawyer from the public attorney's office and shall be exempt from all charges and fees,” the bill further said.

A lawmaker seeks to abolish the Philippine Military Academy (PMA) to pave the way for the establishment of three military schools for the army, navy, and air force.

In filing House Bill 1090, Representative Philip Pichay (first district, Surigao del Sur) said the measure intends to lessen or eradicate "the baneful effects of the mistah system in the military and police organizations”.

“It is ironic that military adventurists came from the ranks of the Philippine Military Academy (PMA), the top institution tasked to mold officers who should be at the forefront of defense against constitutional adversaries,” Pichay added.

He said the police organization has its own Philippine National Police Academy (PNPA), which was created on August 26, 1977 by Presidential Decree 1184 otherwise known as the "INP Personnel Professionalization Law of 1977."

Under the bill, the Philippine Army Military Academy (PAMA), the Philippine Air force Military Academy (PAFMA) and the Philippine Naval Military Academy (PNMA) shall be created as the military training schools for officers of the major service commands of the Armed Forces of the Philippines (AFP).

A Saudi prince, the grandson of King Abdullah, was jailed for life by a British court Wednesday for murdering his male servant in a brutal attack at a London hotel after a long campaign of sexual abuse.

Saud Bin Abdulaziz Bin Nasir al-Saud, 34, was ordered to serve a minimum of 20 years by a judge at London's Old Bailey, also known as the Central Criminal Court.

"It is very unusual for a prince to be in the dock on a murder charge. No one in this country is above the law," judge David Bean told Saud as he sentenced him.

The court convicted Saud on Tuesday of beating and strangling Bandar Abdullah Abdulaziz to death on February 15, the culmination of a lengthy period of sexual violence towards his employee.

"It would be wrong for me to sentence you either more severely or more leniently because of your membership to the Saudi royal family," added the judge.

Saud â€" whose mother is a daughter of Saudi Arabia's king â€" had tried to claim diplomatic immunity when he was arrested following the discovery of his servant's body in their shared suite at the luxury Landmark hotel.

He reportedly had a diplomatic passport but Britain's Foreign Office confirmed he had no diplomatic status when asked by police.

The two-week trial heard that Saud was fuelled by champagne and cocktails when he murdered the 32-year-old Abdulaziz in a ferocious attack after the pair had returned from a Valentine's Day night out.

The victim, also a Saudi, was left with severe injuries including bite marks on both cheeks which prosecutors said showed a clear "sexual element" to the killing.

The prince's lawyers argued that he could face the death penalty in Saudi Arabia over the revelations of homosexuality aired at the trial.

A post-mortem found Abdulaziz had suffered chipped teeth, heavy blows to the head, injuries to the brain and ears and severe neck injuries consistent with strangulation by hand, the trial heard.

Saud had denied murder and a second charge of grievous bodily harm with intent in relation to an earlier alleged assault in a hotel lift that was captured on CCTV footage. He had admitted manslaughter.

The prince had claimed the pair were friends and that he was heterosexual, but the court heard the prince had ordered gay escorts in London and had frequently looked at websites for gay massage parlors and escort agencies.

Prosecutors said he repeatedly assaulted Abdulaziz and that two attacks were captured on CCTV in the hotel lift. The victim was so worn down by the violence that he let Saud kill him without a fight, they said.

Witnesses had told the court that Abdulaziz â€" an orphan who was adopted into the family of a low-ranking civil servant in Jeddah â€" was treated "like a slave".

The exact number of Saudi princes is not publicly known, but it is believed to be in the low thousands.

Meatpacking Industry, large industry involving the slaughtering, processing, and distribution of cattle, sheep, and hogs. It is one of the most important industries in the United States and has its primary concentration in the Midwest. The packing industry has tended to decentralize in recent years, and slaughtered livestock are now generally moved directly from farms, ranches, and feedlots to meatpackers. The cattle-slaughtering sector of the industry, in particular, has become concentrated in cattle-raising regions to the westâ€"namely the western Corn Belt and the Great Plains, where beef is shipped to wholesalers and retailers primarily in the form of fresh primal cuts. Hog slaughtering is still carried on chiefly in large plants, where the hogs are processed into numerous cuts and products.

The industry has also become concentrated to a handful of companies. In 2003, five meatpacking firmsâ€"Excel, National Beef Packing, Smithfield, Swift, and Tysonâ€"slaughtered more than 80 percent of the nation’s beef supply.

In accordance with the Humane Methods of Slaughter Act of 1978, all livestock are made insensible before they are killed. Hogs often are immobilized painlessly through gassing. For cattle and sheep, a captive bolt, a type of gun designed for stunning, is generally used. Air-injection stunning, in which air is blasted into the animal’s skull to render it unconscious, was banned in 2003 to prevent the spread of bovine spongiform encephalopathy (BSE), a fatal infectious disease that can be passed to humans in a form of Creutzfeldt-Jakob disease. Air injection can force brain tissue infected with BSE into meat tissue used for human consumption.

Many parts of the slaughtered animals are shipped for consumption as fresh meat; other parts, especially of the hog, are cured and smoked. The fatty portions are converted into lard and commercial grease by rendering processes. Bones are converted into glue, fertilizer, animal feeds, and other usable products, including pharmaceuticals; hoofs and horns are used or sold for other purposes.

In the late 1990s and early in the 21st century, the United States Department of Agriculture (USDA) and the Food and Drug Administration (FDA) took a variety of measures regulating the meatpacking industry to prevent the spread of BSE in the wake of a BSE epidemic in the United Kingdom and the discovery of a BSE-infected cow in the United States. In addition to banning the use of air-injection guns, the USDA prohibited using meat from downer cattle (cattle unable to walk) in meat products for human consumption and banned the use of brains, skulls, spinal cords, vertebral columns, eyes, and certain nerve tissues from cows older than 30 months. Older animals tend to be more susceptible to BSE.

Family & Parenting / Hog Slaughtering
October 20, 2010, 05:59:15 PM
Traditionally, hog slaughtering has involved more complete processing at the packing plant than cattle slaughtering. The carcasses of slaughtered hogs also move on continuous rail or chain systems. Most often the hog carcass is first conveyed through scalding vats to dehairing machines. Hogs generally are not beheaded or dismembered in any way during the slaughtering and dressing process, which includes eviscerating, washing, and trimming. Later, however, the carcasses are usually carved up into such cuts as loins, legs, and picnic hams or shoulders. Certain cuts, including loins, are sold fresh, without processing, but most cuts go through one or more processing operations. Although some plants still soak particular cuts in barrels filled with brine, it has generally been necessary to shorten the curing process. To prepare hams, a curing solution is usually pumped internally. Hog bellies, which are used for bacon, are mechanically saturated with curing solution through hollow needles. Many cuts are thoroughly or lightly smoked at the packing plant. Nearly 70 percent of all hogs are slaughtered and fabricated into cuts at the packing plant and shipped to commercial processors who produce a complete line of sausage and cured products. - Microsoft Encarta

Teenage boys who repeatedly watch vicious TV programs, films and video games are likelier to become insensitive to violence, according to a study that claims new insights into this hotly debated field.

Researchers have long fretted that screen violence may have a brutalising effect on teenage minds.

Their worry is that part of the brain which controls emotions and responses to external events -- essentially a "brake" on wrongful behaviour -- is still in a vulnerable, developing stage during adolescence.

But investigations have been hampered by lack of evidence about what actually happens to brain functions, especially in the key area known as the lateral orbitofrontal cortex (OFC), when a teenager watches a violent scene.

Jordan Grafman of the US National Institute of Neurological Disorders and Stroke and colleagues enrolled 22 boys between the age of 14 to 17 in a study aimed at getting this clinical data.

The lads each watched a series of short, four-second clips of violent scenes from 60 videos.

The scenes had been chosen by a previous panel of teenagers to rank as low, mild or moderate violence. They were shown in random order to the volunteers in three lots of 20 clips.

The boys watched the clips as they lay in a functional magnetic resonancing imaging (fMRI) scanner, which monitors brain activity.

Their fingers were attached to sensors that measure the skin's electrical conductance and varies in accordance with sweat. They are considered a useful guide of emotional response to a stimulus.

The longer the boys watched more violent images, the less they responded in terms of lateral OFC activity and in skin response, the investigators found.

This tendency did not happen when the boys watched images of only low violence.

"We found that as the boys were exposed to more violent videos over time, their activation in brain regions concerned with emotional reactivity decreased, and that was reflected in the data from the fMRI and in the skin conductance," said Grafman.

Desensitisation was most marked among boys who had the most exposure to violent media in their daily lives, as measured by questions in their initial meeting with the researchers.

Grafman said violent images stimulate structures in the brain which are typically activated when people are being aggressive. Without a mental guardian to exercise emotional restraint, this boosts the risk that aggression becomes seen as acceptable behaviour.

"The implications of this are many," said Grafman.

"(They) include the idea that continued exposure to violent videos will make an adolescent less sensitive to violence, more accepting of violence and more likely to commit aggressive acts since the emotional component associated with aggression is reduced and normally acts as a brake on aggressive behaviour."

The study only recruited boys, so does not offer a verdict on what happens to girls who are repeatedly exposed to violent images.

Previous studies, though, have found that females are far less likely to respond aggressively to visual violence than males, possibly because of differences in brain connections.

The study is published online Tuesday in a British journal, Social Cognitive and Affective Neuroscience.

Science and Research / What is Kosher
October 20, 2010, 03:22:10 PM
Kosher (from Hebrew kāshÄ"r,”fit, proper”), term meaning ritually proper for use according to Jewish law. It is applied especially to the food that Jews are permitted to eat under dietary laws that are derived from passages in the biblical books of Leviticus and Deuteronomy. According to the Bible only animals that have cloven hooves and are ruminant, that is, chew the cud, are considered kosher (see Deuteronomy 14:3-21). Thus, pork and other products from hogs are considered unfit. The animals that are acceptable must be killed according to the traditional rabbinical ritual and soaked, salted, and washed to remove any traces of blood. Milk or milk products must not be eaten with meat, and shellfish is to be avoided. Dishes and cooking utensils used for preparing and serving meat must not be used for preparing and serving milk or milk products, nor can dishes and utensils used for milk be used for meat. During the festival of Passover, no leavened bread is to be eaten, and a set of dishes and cooking utensils is to be reserved specifically for use during this holiday. These dietary regulations were originally designed to preserve health standards, and today they are followed primarily by observant, religious Jews.

By the Bohol Standard

The Sangguniang Panlalawigan during its regular Friday session, approved the committee report of the Joint-Committees on Environmental Protection and Tourism, that came up with the observation that there was “undue haste” in the conduct of the Memorandum of Agreement (MOA) signing between the Provincial Government as represented by then Governor Erico B. Aumentado and Oasis Leisure Islands Development Inc., represented by it’s president, Boholano businessman Norris Oculam.

The passage of a resolution stopping the reclamation project in Panglao Bay, at least for now, was sponsored by lawyer Abeleon R. Damalerio, Chairman, Committee on Natural Resources and Environmental Protection and seconded by another lawyer-board member Venzencio B. Arcamo, a former town councilor of Panglao.

Third district board member Godofreda O. Tirol chairs the tourism committee.

NO DEFENDER

Unfortunately, when the two committees arrived at such conclusion, Oculam was not present to defend the project. He was in Manila when the committee hearing was conducted in the afternoon of October 8, 2010.

Allegedly, not all sectors were properly informed of the reclamation proposal, including the Department of Environment and Natural Resources and the Municipality of Panglao, the SP committee report said.

During the committee hearing, OIC-Provincial Environment and Natural Resources Officer Nestor Canda disclosed that “not a single document was filed at the PENRO or the DENR regional office in Cebu signifying interest for reclamation in the seawaters of Panglao”.

The absence of Oculam contributed to the non-confirmation that the application for the Oasis reclamation project was already submitted to the Philippine Reclamations Authority (PRA) Manila office.

When asked on the DENR stand on the issue Canda said: “We cannot give a stand because we don’t have any document to refer to or look upon. We were not given the study whether the reclamation is feasible or not.”

“It seems the intention is more of conducting a study rather than to enter into actual reclamation,” he added.

Canda also informed the two committees that per government guidelines, there are 3 or 4 entities qualified for reclamations namely: the Local Government Unit (LGU), Philippine Reclamation Authority (PRA) and the Government Agency who has jurisdiction of the project for the particular area.

“Private entities are not eligible for a reclamation project,” he said.

2 APPLICANTS

On July 13, 2010, Andrea D. Domingo, General Manager and CEO of Philippine Reclamations Authority wrote new Governor Edgar M. Chatto, informing that there are two (2) existing project studies pending before their office; one of which is the Panglao Oasis Island Project, eyeing approximately 450 hectares offshore of Panglao Bay.

Incidentally, attached to the said letter was a Letter of Intent dated June 21, 2010 from Gov. Erico B. Aumentado signifying the province’ intention (in behalf of the proposed joint-venture with Oasis) to apply for reclamation in the same area off Panglao Bay, Bohol.

The Municipal Government of Panglao is also an applicant for reclamation on the same shores. Panglao mayor Benedicto Alcala told the two committees that the municipality of Panglao was not consulted about the project and that they knew about it only in newspaper and radio reports.

Despite previous pronouncement, the Municipality of Panglao through its Sangguniang Bayan, had on October 4, 2010 issued a resolution “against any reclamation within the Municipality of Panglao”.

UNDUE HASTE?

Per records of the Sangguniang Panlalawigan secretariat, the committee report of the Committee of the Whole of the Sangguniang Panlalawigan dated December 18, 2009, recommended for the passage of a resolution (Resolution No. 2009-633, dated December 22, 2009) authorizing the Honorable Governor Erico B. Aumentado to represent the provincial government and sign the Joint Venture and Development Agreement with Oasis Inc.; provided however that provisions and amendments of the Joint Venture and Development Agreement will be made an integral copy of the same.

Oasis (OLIDI) President Oculam had earlier informed the two committees that an agreement (MOA) was already signed by Gov. Aumentado.

The committee report said the MOA was signed despite the fact that the resolution granting the former Governor authority was only to “enter into a negotiation” through a Joint-Venture and Development Agreement (JVDA) with Oasis.

Oculam, when contacted yesterday on the recent development, simply said: “Mao ba?” (is that so?), without making any comment.

Laissez-Faire (French, “let things alone”), in economics, policy of domestic nonintervention by government in individual or industrial monetary affairs. The doctrine favors capitalist self-interest, competition, and natural consumer preferences as forces leading to optimal prosperity and freedom. It arose in the late 18th century as a strong liberal reaction to trade taxation and nationalist governmental control known as mercantilism.

In Western Europe during the 18th century it was believed that the natural economic order, untouched by regulations or adjustments, was best designed to produce maximum well-being for all. Pioneer economists in France, known as the physiocrats, first developed the theory of laissez-faire, which stressed noninterference with commercial ventures. The most important and influential proponent of laissez-faire capitalism, however, was the 18th-century Scottish economist Adam Smith, who believed that individual welfare was more important than national power. In his book The Wealth of Nations (1776), he advocated a policy of free trade so that the “invisible hand” of competition could act as an economic regulator. Smith's advocacy of private enterprise as the best stimulus to equitable distribution of wealth gained increasing support in the early 19th century, partly because of the wave of libertarian revolution sweeping Europe and the U.S. His theories were further developed by the British economists David Ricardo and John Stuart Mill.

The principles of laissez-faire and free trade appealed strongly to the growing class of capitalists of the Industrial Revolution. These business owners and merchants wished to be free of government regulation and taxation in order to pursue their own interests. Inevitably, with the tremendous growth of industry, laissez-faire policies led to abuses, especially in the use of child labor. Gradually, more and more businesses combined to control production and prices for the benefit of their owners. Thus, competitionâ€"a basic tenet of the laissez-faire systemâ€"was eliminated. This trend toward monopolies, in turn, led to calls for reform. Throughout the Western world government controls were reasserted.

State economic restraints and the growth of socialism in the 20th century have not eradicated the basic individualistic appeal of the laissez-faire philosophy. It still exists today in the emphasis placed on the profit motive and on individual initiative in economic progress.

Business and Economy / Explain Free-Market Economy
October 19, 2010, 11:51:05 PM
Free-Market Economy, economic system in which individuals, rather than government, make the majority of decisions regarding economic activities and transactions (see Capitalism). Individuals are free to make economic decisions concerning their employment, how to use or accumulate capital, what expenditures to make, and whether to use their resources now or to save them for later consumption. The principles underlying free-market economies are based on laissez-faire (non-intervention by government) economics and can be traced to the 18th-century Scottish economist Adam Smith. According to Smith, individuals acting in their own economic self-interest will maximize the economic situation of society as a whole, as if guided by an “invisible hand.” In a free-market economy the government's function is limited to providing what are known as “public goods” and performing a regulatory role in certain situations.

Public goods, which include defense, law and order, and education, have two characteristics: consumption by one individual does not reduce the amount of the good left for others; and the benefits that an individual receives do not depend on that person's contribution. An example is a lighthouse. One individual's use of light provided by a lighthouse does not reduce the ability of others to use it. In addition, the lighthouse owner cannot restrict individuals from using the light. The latter illustrates the “free-rider” phenomenon of public goodsâ€"both those who helped pay for the lighthouse and those who did not will enjoy the same amount of light. The “free-rider” problem can be eliminated if governments collect taxes and then provide public goods.

Government's role in a free-market economy also includes protecting private property, enforcing contracts, and regulating certain economic activities. Governments generally regulate “natural monopolies” such as utilities or rail service (see Monopoly). These industries require such a large investment that it would not be profitable to have more than one provider. Regulation is used in place of competition to prevent these monopolies from making excessive profits. Governments may also restrict economic freedom for the sake of protecting individual rights. Examples include laws that restrict child labor, prohibit toxic emissions, or forbid the sale of unsafe goods.

Proponents of free-market economies believe they provide a number of advantages. They see free-market economies as encouraging individual responsibility for decisions and they believe that economic freedom is essential to political freedom. In addition, many people believe that free markets are more efficient in economic terms. Free markets provide incentives both to individuals to allocate resources, such as labor and capital, among the most productive uses, and to firms to produce goods and services that the public wants, using the most efficient means of production.

Free-market economies are also criticized. Opponents believe that a free-market economy cannot ensure basic social values, such as alleviating poverty, or that the income distribution that results from a free-market economy may not be equitable. A free-market economy may also permit the accumulation of vast wealth and powerful vested interests that could threaten the survival of political freedom.

Alternative economic systems include communism and mixed economies. In communism, the government plans the economy and all means of production are publicly owned. The economy of the former Union of Soviet Socialist Republics was an example of a planned economy: all decisions regarding production and distribution were made by the government. In contrast, a mixed economy is one where the government does some planning and owns or controls more industries than in a free-market economy. Governments may own key industries such as steel, aviation, and banking, while the individual still plays an important role. Sweden and France are examples of mixed economies. - source: Microsoft Encarta

Technology / Clean Your CPU Computer System Fans
October 19, 2010, 11:20:37 AM
As technology progresses and circuitry such as modern Central Processing Units (CPUs) continue to climb in speed heat production is a topic which should not be overlooked.  Although manufactures are constantly refining their CPU manufacturing process which brings down the power required for a CPU

The heat that is produced by a CPU is actually wasted power that has leaked from the circuitry as energy travelled through the CPU.  Now as computers evolve (roughly doubling in speed even 18 months Moore’s Law) so do the components and technologies employed in designing, and producing them. These new improvements and technologies help reduce the amount of inefficient power loss, as well as overall power usage.

However in the real world when they employ new technologies cooling down the current chips is only a byproduct. Their main goal is preparing for future higher frequency chips, and adding additional features into new cores. Then as time trickles by the lowest end chip will once again be a high frequency chip producing more heat than the original lower clocked models.

If you think that just because you didn’t buy the top of the line CPU you’re not producing a lot of heat, well then think again.  In the world of CPUs there are perfect units, than there are lower quality units coming off that production line.  Due to the failure rate of circuitry runs at such high frequencies every CPU is tested, based on these tests not only do they approve CPUs they decide which speed grade they belong in.  The slower your computer’s CPU the more likely it is that this was a lower quality CPU from the manufacturing process.  For manufactures it’s a lot cheaper to under clock a defective CPU, then to throw it away.

Over the years I have worked on a countless number of machines, and seen some really electronically unhealthy computers. How do you think your mouth would look if you never brushed your teeth? Well that’s how your computer can start to look inside if you never remove the dust.  The environment your computer is located greatly contributes to what ends up inside of your computer.  These particles end up in all your fans, between your peripherals, and in the bottom of your case.

As dust particles build up in your machine you will find they are drawn to fans, where dust quickly builds up.  Dust can contribute to reducing the airflow of affected fans, reducing the speed of fans, and potentially burning out fans.  In the dusty environment I used to live in I would clean my case every 6 months.

The advantages of cleaning your CPU are:
-Cooler operational temperatures, resulting in longer product life spans.
-Lower risk of catching fire (Dust can be an extremely flammable substance).
-Less work and friction on your fan ball bearings.
-Having a happier computer, sometimes they crave a little love and attention.

Now there are several ways to clean a fan, and some are more foolhardy then others. I myself can be rather foolhardy when it comes to dealing with my computer. I use the vacuum approach, and I am very careful about it (it is a rather low powered vacuum). The most dangerous part of this approach is the potential to vacuum jumpers right off of the motherboard. I myself have never done this, but I have heard stories from people. I would not recommend this approach, but as I said before my machine builds up a lot of dust and fast, so I need an industrial solution.

Now the best and most commonly way of cleaning out your computer is the use of compressed air. Now you can either use compressed air in an aerosol can, or an air compressor. An air compressor is the better approach as it is a onetime cost. If you already have a compressor, I would recommend the attachment for blowing up basketballs (high air flow through a small hole). As for recommendations for compressed air I would recommend MG Chemicals Super Duster 134 (I use the industrial sized can), here is what the can’s label says:

Removes dust, lint and foreign particles. Ideal for preventative maintenance on electronic, electrical, optical equipment and mechanical devices, such as; cash registers, computers, keyboards, audio and video equipment and ATM’s. Contains no ozone depleting substances.

Regardless of which brand of compressed air you buy always make sure it mentions it is compatible with electronic equipment, and that it leaves no residue. The last thing you want is some aerosol can creating static electricity within you case. So once you have gotten a hold of your air source, take your computer outside and blow out the fans, and all around you case gently. If there is dust on the bottom of the case the safest option is to gently use a cloth to remove the particles. Remember this is your computer, and it deserves a little tender loving care.
