by Bohol Chronicle / MABINI, Bohol â€" Two have died while two others remain in critical condition at the Gov. Celestino Gallares Regional Hospital after eating the lethal puffer fish, popularly known here as “butete”, in Barangay Marcelo, Mabini.

The fatalities are identified as Helen Hamin, 40, of Barangay Marcelo; and Marvin Isarsa, of barangay San Roque, of the same town.

According to the Mabini Municipal DSWD office, that fisherman Gomer Hamin, husband of Helen, brought home the puffer fish cooked with coconut milk, which they had as viand for lunch together with a relative Raul Hamin and Isarsa on Tuesday.

Two hours after having lunch, the victims felt dizzy and stiffness of their extremities and other parts of their body and were rushed to the Candijay District Hospital but two of them were already dead on arrival.

The two other victims were brought to the GCGRH for intensive treatment and are still in critical condition.

Puffer fish or “butete”, are carriers of tetrodotoxin, one of nature's deadliest toxins.

Controversial columnist Mon Tulfo finally acknowledged that he once had a relationship with actress Rosanna Roces.

On the morning show "KrisTV" on Tuesday, host Kris Aquino brought up a previous interview Roces did on "The Buzz," where the sexy actress said Tulfo was the one who brought joy and happiness in her life.

Tulfo then acknowledged that Roces also brought happiness to his life.

"Mutual 'yon. But we parted as friends," Tulfo said briefly.

When he was asked about Roces during his recent guesting on "Gandang Gabi Vice," Tulfo merely smiled.

In the interview with Aquino, Tulfo also shared the pain of breaking up with a loved one.

"Siguro 'yung iyak na maligaya dahil nakamtan mo ang pag-ibig niya at umiyak din dahil umalis na siya sa buhay mo. Ganoon ang relasyon hindi ba? Sometimes you are the one who gives up and sometimes the other person was the one who gives up," Tulfo said. - ABS-CBN

ABS-CBN News - Megastar Sharon Cuneta turned to microblogging site Twitter anew to defend herself against a a blind item, which she believes is about her.

In a series of tweets just a little past midnight on Sunday, Cuneta said she just wants to asure her followers that there is no truth to what was posted in the said article.

“I want to assure you all that there is absolutely no truth to this. Halos lahat ng pinopost niya sa akin since last year kasinungalingan. Proof? Balikan nyo at basahin ang mga naunang posts nya about me na blind items pa pero obvious naman ako,” she tweeted.

Cuneta was reportedly reacting to a post in the blog site fashionpulis.com, which said in an entry that a show of a certain controversial host or “CH” has not improved its ratings after a month of airing.

The blog post also added that the management has already instructed the production to plan the show’s remaining episodes.

The Megastar said she consistently gets text messages from her bosses, who are “very happy with the show.”

Cuneta even explained that just like any new show, her program also struggled in the beginning “because televiewers have developed habits that you have to pray you are able to change and it takes time to get used to watching a new show regularly until it too, becomes a habit of viewers.”

Lashing back at the writer of the blog entry, Cuneta said she is totally clueless as to why she is always the site’s blind item subject.

An Iranian Foreign Ministry official has said that the international conference on the Syrian crisis will not cause Iran to retreat from the stance it has adopted toward the Arab country.

Hossein Amir-Abdollahian, who is the deputy foreign minister for Arab and African affairs, made the remarks during an interview with the Persian service of IRNA published on Saturday in reference to the meeting of the Action Group on Syria organized by Kofi Annan, the UN-Arab League joint special envoy on Syria, which was held in Geneva today.

“The conference will definitely not lead us to retreat even one iota from our stance toward the Syrian people,” Amir-Abdollahian stated.

He added, “Any meeting that would help develop a solution involving the strategy of the Islamic Republic of Iran is approved of by the Islamic Republic of Iran,” but Iran will not participate in any conference “in which trade-offs would be made over Syria.”

“Certain measures and preliminary negotiations ahead of the Geneva conference suggested that certain efforts are underway to scuttle Mr. Annan’s plan,” Amir-Abdollahian said.

Annan has put forward a six-point peace plan for ending the crisis in Syria, which calls for a UN-supervised ceasefire by all parties, the withdrawal of soldiers and heavy weapons from cities, and the delivery of humanitarian assistance.

Kimmy Dora Movie is Pure Stupidity - Kimmy Dora Sucks

Eugene Domingo was doing well in her dual role but the concept of the movie is pure stupidity. It insults the intelligence of Filipinos. Kimmy Dora is trying to be a horror movie (bad for kids) when in fact it is not.

There was a scene there where the father of Kimmy was talking to another Korean. Kimmy's father was a Korean by birth (grew up in Korea), so naturally he should speak Korean to another Korean, but this father was talking English and the other Korean was talking Korean. Since the two folks were depicted in the movie as Koreans, they should have been talking in Korean language, and the movie director would just have to provide a subtitle in English or Tagalog.

This is what I hate about Tagalog movies. Directors of Philippine Movies are plain brainless.

Well meaning citizens here has dared the Commission on Audit (COA) to name City Hall officials involved in the staggering accumulation of cash advances of P57.5 million in its 2010 audit report.

“It is the public's desire for the COA to name the city officials or personnel whom they are referring to as 'special disbursing officers' of cash advances, so we can do something about it and initiate filing complaints at the Ombudsman,” said a concerned citizen who called up Station dyRD's “Inyong Alagad” on Monday reacting to a news story published in The Chronicle on Sunday.

Another radio listener asked why the COA has not carried out its mandate of enforcing the settlement of the accumulated cash advances considering this had been found out since 2010.

A city resident also asked that copies of the 2010 audit report for the city government be made available to the public.

“The cash advances only involves  a few city officials and employees, and they should be identified by the COA to save other decent and blameless City Hall employees from being unjustly accused of the misdeed,” a dyRD caller said.

In its 2010 audit report, the COA questioned the city government of Tagbilaran for releasing a total of P57,568,419.74 classified as payroll funds but did not have the necessary supporting documents when it was released in 2010 which incidentally was an election year.

It may be recalled that the controversial hiring of city government paid contractual and casual workers which burgeoned in the second half of 2009 leading to the campaign period and elections in May 2010, was questioned by opponents of City Mayor Dan Lim.

The hiring of casual and contractual workers included barangay and purok tanods, barangay and purok health workers, city aides and street sweepers and others employed under the City Task Force of the Office of the City Mayor.

However, just a few months after the synchronized national and local elections (May 2010) and the succeeding barangay elections (October 2010), these casual and contractual workers were laid off despite previous assurances that their employment will be secure until the incumbent mayor ends his term in 2013.

According to the COA, the accumulated amount was released to a special disbursing officer (SDO) in 2010 “without being fully supported with duly approved payrolls.” The said SDO who was not identified in the report failed to liquidate the CA within the allowable period of five days from the date of disbursement.

The report further pointed out that “additional cash advances were granted to this SDO without the previous cash advance settled, all in violation of COA Circular No. 97-002.”

The COA expressed concern over the apparent leniency  on the part of Mayor Dan Lim's  administration  in the grant of cash advances and the poor monitoring of the required liquidation.

The COA Audit Report also bared that a City Hall Disbursing Officer has ran off with a payroll fund amounting to P1,319,597.95 even as the COA raised fears that such pernicious practice and apparent leniency on the part of City Hall  senior officials would “expose government funds to risk of loss thru theft and/or misuse.”

The COA report did not identify  the Disbursing Officer but strongly recommended to management to "compel all regular and special disbursing officers to liquidate their outstanding cash advances" and to stop the granting of CA's pending liquidation of previous CA's.

COA also disclosed that "as of December 31, 2010, total unliquidated cash advances of four SDO's for payroll fund amounted to P12,365,614.07 aging from two days to 721 days".

Of the said huge amount of unliquidated cash advances, only P8,514,103.64 was liquidated after demand letters were issued to the SDO's concerned.

The COA report cited provisions of Article 217 of the Revised Penal Code stating that failure of an accountable officer to liquidate his cash advance constitutes a prima facie presumption that the funds were malversed for personal use and benefit.

Expenses paid out of these Payroll Funds could not be recorded in the books in the year these were incurred, the COA report noted.

The COA also found out that liquidation of cash advances were made over one to seven months from the time the cash advances were drawn while return of excess cash advances were made months after the pay period.

Deficiencies unearthed by the COA report included cash advances drawn even when some payrolls were not due for payment.resulting in the amounts of CA's not fully covered with approved payrolls for wages, allowances, etc.

Some of the payrolls paid were found by the COA audit to be not included in the list of payables.

A City Hall Administrative Officer incurred unliquidated cash advances for Barangay Nutrition in the amount of P27,350.00 and P150,000.00 for an SK Barangay Tournament for a total of P177,350.00, according to the Audit Report.

A strong reminder was issued by COA to the OIC-City Accountant to ensure that the basis for granting cash advances should be the net amount of the payrolls for a pay period already checked and pre-listed by the accounting office to avoid cash balances in the hands of Disbursing Officers.

The SDO's were also told not to pay any payrolls/vouchers presented other than those for the purpose for which the cash advances were drawn.

The Audit Report noted that prior years audit observation on the proper handling of cash advances together with the recommendation were left unheeded by City Hall officials.

The recent annual audit report on the city government’s 20% Development Fund (DF) has exposed city hall’s own folly and lack of sense. It further indicated the top city officialdom’s bad faith, if not outright dishonesty, and deception to the public in using the same nature of fund as an issue against the provincial capitol. The Tagbilaran government under Mayor Dan Lim did not implement the projects worth almost P28 million out of the city’s 20% DF during budget year 2010 when it was appropriated, according to the Commission on Audit (COA). The report of the findings of the annual audit for 2011 is yet to be known and obtained.

Likewise, the COA found out that another development fund costing almost P9 million and allocated in the same year was instead used for a loan amortization. The fund ought not to be diverted and spent beyond its intent. This is contrary to Section 287 of Republic Act 7160 or the Local Government Code of 1991 and the Joint Memorandum Circular No. 1, Series of 2005, of the Department of Interior and Local Government (DILG) and Department of Budget and Management (DBM).

The socio-economic programs and projects were thus hampered instead of having them done to the supposed benefit of the constituents of the city, COA lamented in its report. These all came to be known coincidentally in the wake of the revival by the city mayor, this time together with Carmen Mayor Conchita De Los Reyes, of his tiring issue of the 20% DF of the province to discredit Chatto’s administration.

The first-termer lady town mayor has been pushed by Lim and some of his allies who are “unfriendly” to Chatto to clash with the governor in the 2013 election. In press statements supposedly coming right from her, De los Reyes asserted that the province under Gov. Edgar Chatto should equally share its 20% DF to the 47 Bohol towns. Capitol said De los Reyes appears to be “spoon-fed,” if not made an “echo robot,” by Lim because this was exactly the same line mouthed by the city mayor when he “demanded” the same from Chatto in the past.

DISHONEST

While Lim demanded---and now in chorus with De los Reyes---from the province to share equally capitol’s 20% DF to the towns and the city, the annual COA report could hint that the mayor must have acted dishonestly or not in good faith in his “hero-sounding” pronouncement. The COA said that for year 2010 alone, the internal revenue allotment (IRA) received by the city totaled more than P235 million, the 20% of which could amount to more than P47.5 million as development fund. Opposite to what he wanted the province to do, Lim did not tell the people that he himself did not equally divide and share his 20% DF to the 15 barangays in Tagbilaran, according to some barangay officials.

Previously, captains Faro Cabalit of Taloto and Fredison Ingles of Dampas repeatedly assailed neglecting certain essential barangay concerns despite requests and clamor from their constituents. Calls for city hall actions on or assistance attending to vital community needs just fell on deaf ears apparently because they are not allied with the mayor, the barangay officials said. The COA noted further in its review that as of year-end, the implementation of some 20% DF-identified projects of the city with the allocation of more than P27.8 million were not started.

NO LAW MANDATES EQUAL SHARING

No law mandates the province to distribute its 20% DF in the form of shares, much less divide and share it equally. According to COA, Section 287 of the Local Government Code is only clear about every LGU (province, city or town) to appropriate in its annual budget no less than 20% of its yearly IRA for development projects.

These projects are incorporated in the development plan and annual investment plan of the LGU. But despite the absence of a mandatory law, Capitol still has shared its development fund by assisting the LGUs, including the barangays in the municipalities and the city, thru projects funded out of capitol’s 20% DF. Even the town of De los Reyes has aids to the barangays from the development fund of the province, Chatto said on his Kita ug Ang Gobernador live broadcast Friday. Capitol also found Lim’s demand, which the mayor put into the mouth of De los Reyes, for DF shares absurd and awkward.

The governor said the city mayor himself has never ever submitted any project aid request or program of work to the province which should have been the proper protocol. While the intent and spirit of the law governing the 20% DF processes are understood by the barangay officials, some fellow mayors are on the other hand saddened that De los Reyes appears to have allowed herself misguided or misled on the issue. For them, not just biting the bait but “swallowing the hook, line and sinker” can mean a vulnerability that is feared to only proves her incompetence, too.

At city hall, some employees dared hit their mayor for what seems to them his own limited grasp, if not intentional ignorance, of the 20% DF issue which caused him to resort to intriguing. They said late learning about governance is better than never having learned at all, adding that so much precious opportunities have been wasted by the mayor in spending airtime attacking fellow officials and people whose ways are unlike his.

They said it shames as it is distasteful and disgusting seeing on the Internet and live steaming of his paid radio program the city hall chief executive falling into sleep and snoring right fronting his microphone inside the announcer’s booth. The government workers found no wrong in being just concerned because they are a part of Lim’s administration. (Ven rebo Arigo)

Palestinian President Mahmoud Abbas phoned the newly-elected Egyptian President Mohamed Morsi Sunday amid expectations of an imminent meeting between the two men.

Abbas thanked Morsi "for his positions that support the Palestinian people," as well as Egypt's efforts to broker a Palestinian national reconciliation, said a statement from Abbas' office.

Meanwhile, Palestinian sources said contacts are being made to arrange for a meeting between Abbas, who is also head of the secular Fatah party, and Morsi, a member of the Muslim Brotherhood.

According to the sources, Morsi is willing to see Abbas among the leaders he will first meet after he took office to express his support to the Palestinian cause.

Abbas is locked up in a power struggle with Islamic Hamas movement, which routed his forces and took over the Gaza Strip in 2007. Hamas' historical roots stem from the Muslim Brotherhood.

The Judea military court on Sunday sentenced a Hamas militant, found guilty on 46 counts of murder of Israeli citizens, to 54 life terms following his conviction last week.

Ibrahim Hamed, 47, has been a member of the Hamas since 1980s, and commanded the Islamic movement's military wing, al-Qassam Brigades. He was arrested by Israeli forces in 2006.

Hamed was convicted of masterminding and executing a string of deadly bombings during the second Intifada (2000 to 2005), including attacks on the Hebrew University of Jerusalem and suicide bombings at several downtown locations.

Between September 2000 and 2005, some 5,500 Palestinians and 1, 100 Israelis died in violent attacks.

During the trial, the prosecution submitted the testimony of Abdullah Barghouti, an explosive engineer now serving 67 life sentences, against Hamed.

Shin Bet (Israel Security Agency) officials testified that Hamed was a "groundbreaker in the field of strategic terror" and a "model" for other militants.

However, Hamed's attorney, Salah Mahmid, told Ha'aretz daily that "my client does not recognize this court's authority to try him since this is the occupation's court and according to international law, it has no jurisdiction in this case." - PNA

The death toll from twin grenade attacks in northern Kenya has risen to 16 and more than 40 others injured, police said on Sunday.

Regional deputy police commander Phillip Ndolo told Xinhua that the deceased included 10 females, five males and one juvenile who were among the worshippers at one of the churches which were attacked by the gunmen.

"So far the death toll has risen to 16 and more than 40 have been injured. The injured are being treated at various hospitals," Ndolo told Xinhua.

He said the gunmen first killed two policemen who were screening the worshippers who enter the church for explosives and weapons as wave of insecurity have rocked the region.

"The attackers used two guns which they snatched from the two police officers to shoot at the worshippers," Ndolo said. - PNA

Japan introduced a feed-in tariff scheme for renewable energy on Sunday to help spread the use of clean energy as the government seeks to reduce the nation's dependency on nuclear power in the wake of the March 2011 Fukushima nuclear accident.

The scheme requires utilities to buy all electricity generated from such renewable sources as solar, wind, water and geothermal power at preset premiums for up to 20 years, with costs to be passed on to consumers.

With generous feed-in tariff rates being offered, there has been a rush of construction of solar power plants.

SB Energy Corp., a Softbank Corp. subsidiary, held ceremonies in Kyoto and Gunma prefectures Sunday to commemorate the start of operation of its mega solar plants there. - PNA, source

Iranian Oil Minister Rostam Qasemi said the Islamic republic is fully ready to confront the West's sanctions on the country's oil industry, the official IRNA news agency reported Sunday.

Qasemi said Iran's oil has its own markets and the Iranian government has studied all the possible options in confronting the sanctions.

Iran's oil is sold in international markets, Qasemi said, adding that today the Iranian oil is purchased by several European states, some of which have been participating in the development of Iran's oil projects.

"The Islamic republic of Iran has been facing oil sanctions for several years," and oil sanctions have had no effects on the development of the Islamic republic's oil industry, the minister said.

The remarks of Qasemi came as the oil embargo of European Union (EU) on Iran's oil exports is scheduled to take effect from Sunday.

Iran's oil exports to EU stood at 18 percent before the EU oil embargo and the figure is too meager compared to the amount exported to other countries across the globe, the report quoted Qasemi as saying.

Since Iran's oil is both cheap and of high quality, it has numerous customers throughout the world, the minister said, stressing that Tehran has entered negotiations with many new customers of the Iranian oil.

Iran's Minister of Economic Affairs and Finance Shamseddin Hosseini said the announcement of a date for imposing a new round of oil sanctions on Tehran is aimed at creating a psychological atmosphere, the Press TV reported on Sunday.

Hosseini said that sanctions against Iran have actually started a long time ago and the West is conducting a psychological operation by setting new deadlines.

"Westerners set unreal deadlines as the time to toughen sanctions in order to create a psychological atmosphere in the country," Hosseini said, referring to the European Union (EU) oil embargo on the country which is scheduled to take effect from Sunday.

Specific dates have been determined to impose new sanctions with the purpose of exerting more pressure on Iran, Hosseini was quoted as saying. - PNA

The recent bombing of Tower 60 of the National Grid Corp. of the Philippines (NGCP) in Barangay Camanaga, San Miguel could be the handiwork of the same individuals behind the bombing of another NGCP tower in Barangay Sta. Catalina, Sagbayan in December last year.

This came after comparison of the kinds of explosive devices used showed that they were of the same kind.

While investigators already traced the motive of the Sagbayan incident to a case of disgruntled lot owners whose properties are traversed by the NGCP backbone project, they have difficulty confirming the specific identity of the actual persons who did it.

However, investigators find it too early to conclude on something at this time as they want to make sure all angles are explored and lead to truth.

Tower 60 in San Miguel inclined by at least 15 degrees as a result of the blasting and is feared to affect the power transmission to different parts of the province.

Governor Edgar Chatto called on NGCP officials to immediately repair the damaged facility, so that service to the consumers can resume immediately.

Though the NGCP has no words linking the recent power outage to the bombing incident early dawn on June 24, it shows that the affected Ubay-Corella-Tagbilaran 69 kV transmission line experienced tripping, affecting consumers of BLCI, and Boheco 1 and 2.

The latest tripping occurred a few minutes before 10 a.m. Saturday.

As of press time, no follow-up report reached Camp Dagohoy yet.

At about 7:10 a.m. on June 24, the municipal police station received a report on a blasting incident at about 1:45 a.m. at Sitio Caseyay in Barangay Camanaga.

According to Engr. Generoso Olidan, project in-charge of the Bohol Backbone Project , a total of 251 towers were already erected by the Ubay-Corella NGCP Transmission project wherein tower Nr. 60 was the subject of the blasting.

Consumers’ complaints against the power rate increase imposed by power distribution utilities prompted the Regional Development Council (RDC)-7 to seek actions from the Department of Energy (DOE) and the Energy Regulatory Commission (ERC) to ease its impact on livelihood and investments.

Upon the move of Gov. Edgar Chatto, the RDC unanimously agreed to set a special meeting with DOE and ERC officials to look into the pricing formula adopted by power distribution utilities.

In the meeting, components of the electric bills increase will be examined as well as the effect of the increase of prices in the Wholesale Electricity Spot Market (WESM) and high generation cost.

It will be attended by key players of the energy sector in Bohol.

Chatto had earlier brought such concern to power utilities in Bohol such as the Bohol Light Company Inc. (BLCI) and Bohol Electric Cooperative I and II to check the impact of the WESM price increases and the high generation cost to their respective distribution units.

In response, the power distribution utilities in Bohol clarified that they get nothing from the power rate increase reflected in the electric bills of the consumers. They explained that they merely passed on the high generation rate increase and the WESM price increase.

BLCI spokesperson May Hope Arcenal earlier said that the generation charge has increased by 85 centavos per kilowatt-hour.

Another factor that Arcenal cited was the high cost collected by the Power Sector Assets and Liabilities Management Corp. and the National Power Corp.

Boheco has imposed an increase of P1.06 per kWh, while BLCI placed it at P1.54 per kWH as reflected in the billing for the months of May and June.

Meanwhile, in its full council meeting held at Bohol Cultural Center on June 28, the RDC-7 approved a resolution endorsing the proposed restructuring of the Energy Regulatory Commission to the Office of the President.

RDC-7, now chaired by Cebu City Mayor Michael Rama, cited in the resolution that the ERC’s main function is to promote competition, encourage market development, ensure customer choice and penalize abuse of market power in the restructured electricity industry.

This is based on Republic Act No. 9136 or the Electric Power Industry Reform Act of 2001 that created the ERC as an independent, quasi-judicial regulatory body.

The jailbreak at the Bohol District Jail cost at least five jail officers their job traced to neglect of duty.

This would be based on the result of the month-long investigation of Capitol’s fact-finding committee, composed of Provincial Legal Officer Mitchell John Boiser as chair, and lawyers Venzencio Arcamo, Reynard Namocatcat and Paul Magallano, and Glicerio Doloritos as members.

In a four-page report dated June 27, 2012 and furnished to media Saturday, the committee recommended the filing of administrative charges against province-paid jail guards manning posts 1, 2, and 6 during the incident identified as Provincial Jail Guards 1 Fidel Castro, Jorge Lungay and Myrna Catayas, and the personnel designated to man the CCTV.

The jail officers had been temporarily relieved right after the incident to ensure a fair investigation and avoid influence in the course of the inquiry.

The committee recommended the termination of the casual personnel of Capitol assigned as jail guards at BDJ who were previously ordered temporarily relieved for neglect of duty; and for the BJMP to file administrative charges against Senior Jail Officer 3 Menard Bompat and JO1 Jose Jomar Torreon â€" the BJMP personnel manning post 6 during the incident.

The fact-finding committee also saw the need for strict implementation of BJMP guidelines or search protocol for BDJ official visitors; and for BJMP to take appropriate actions of other issues raised during the fact-finding investigation.

The committee was formed pursuant to the memorandum issued by Gov. Edgardo Chatto dated May 17, 2012 relative to the escape of the three detainees identified as Exequil Aniscal, Bryan Ceniza and Mario Yllaya.

Ceniza and Yllaya were later killed in a shootout in Ubay five days later when they resisted arrest and fired at the responding police team.

The committee also reviewed the Memorandum of Agreement (MOA) between the provincial government and the Bureau of Jail Management and Penology (BJMP) signed on Sept. 28, 2008. The MOA provides BJMP assumes the management, supervision and control over the then BDRC, which is now known as Bohol District Jail (BDJ).

The committee found that former BDJ warden Reynan Torreon failed to issue a formal designation/memorandum to the officer-in-charge of the BDJ at the time of the incident; and that there was no metal detector at the searching area or at post 1, and not all jail visitors were recorded in the logbook; no strict implementation of search protocol for officials or visitors including vehicles; and that there was no limit set as to the number of visitors per inmate.

The fact-finding committee also learned that inmates have been allowed access to cellphones; while the presence of at least five men early morning of May 17, 2012 inside the jail premises was not recorded in the logbook.

Bernardo, who will celebrate his century mark in August, has never puffed a cigarette nor a hand-rolled native or Virginia tobacco â€" and he takes pride in his discipline.

Except for a dozen years he worked as a laborer in Hawaii’s Wahiawa sugar and pineapple plantations in the 1920s, he has spent his life in ironically a tobacco-growing region in the far north of the country.

Three of his seven sons, including his youngest who looks up to him in all departments, never had nicotine in their fingers nor in their gums although the latter are familiar with “basi,” the brewed Ilocano wine from sugar cane juice.

Bernardo, who used to supervise a small farmland devoted to patches of Virginia tobaccos that make his titled land and a great part of the Ilocos yellow green in summer, has seen relations and non-relatives succumb to lung cancer.

Only last month, as he stood flagpole-stiff watching the farm hands gather yellow green leaves from their tilled land for the nearby wood-stoked flue-curing barns, he heard from his transistor radio that Filipino smokers are on the ninth spot after those from India and China, among others.

According to the 2008 data disclosed by the Department of Health, which has repeatedly underscored the need to pass the Sin Tax Law, first proposed in 1990, to save millions of Filipino lives.

Passage of the bill is being pushed by healthy life style advocates who have joined forces with economists who see a double punch if the bill should be signed into law.

According to Budget Secretary Florencio Abad, the government is expected to have P33 billion more in its coffers with the approval by the House of Representatives of the sin tax bill â€" the lower house imposing higher taxes on so-called sin products like cigarettes and liquor.

Understandably, Ilocano farmers, who have depended much on tobacco as a major cash crop for more than 60 years, are up in arms against the passage of the proposed law.

“Through this groundbreaking move, we are much closer to reforming the current tax regime for tobacco and alcohol products, which has been in place for more than 15 years and has proven ineffective and outdated,” Abad said in a statement.

According to studies done by the Action for Economic Reforms, a 10 percent increase in the price of cigarettes and alcohol will decrease consumption by 5.8 percent.

There are no figures how many from the Ilocos region, with a population of 8 million â€" the country’s top tobacco-growing area â€" smoke.

But the Department of Health, quoting data from the American Cancer Society and World Lung Foundation, says male Chinese smokers have taken the highest spot for world smokers, with 311,203,202, followed by India with 229,392,725.

Third is Russia, 32,827,525. The Philippines is on the 9th rung, with 17,634,512, according to the 2008 data.

Women Filipino smokers, meanwhile, have slid up from 26th spot in 2006 to 16th place in 2008, with 3,848,908. Topping the list are American female smokers at 23,671,860; China, 13,532,810; and India, 11,908,517.

In Bernardo’s nearly five scores on earth, many on the furrowed fields of his tobacco farm, he has not gone to a doctor for some medical check-up on tobacco-related diseases.

He takes pride in what he calls his simple life and healthy lifestyle â€" “no vices above the waist” is his ready quip with much younger men, after many of his colleagues, smokers and non-smokers, have gone ahead.

He thinks he has not suffered gravely from any of the long-term effects of smoking, and he waves his doctor’s certification he is in A-1 health.

Medical experts have listed harmful effects smoking can have throughout one’s life.

These are cancers, lung diseases, heart disease, cardiovascular diseases, stroke, osteoporosis and weakened bones, circulatory problems, ulcers, premature aging, damage to the fetus, low sperm count and impotence, miscarriage in the case of women, decreased lung function, bronchitis, infections, and chronic obstructive pulmonary disease.

According to medical experts, smoking can also affect a person’s kidneys.

Renal cell carcinoma is the most common form of kidney cancer, with experts saying smokers are two times as likely as non-smokers to get this form of kidney cancer.

At the rate Bernardo walks in a crowd, many mistake him to be 40 years younger â€" “my discipline,” he would say unabashedly.

His audience of younger men endorse his line.

Health and Food / Hair Loss - Facts and Fiction
July 02, 2012, 05:41:15 AM
By Sweet De La Torre

It is time to settle the score once by separating the myths and facts about hair loss in men.

Experts say that androgenetic alopecia (AGA), the most common form of progressive hair loss, led plenty of men to suffer from serious socio-physical woes such as embarrassment, anxiety and stress due to change in their appearance --from full-grown thick hair to thinning hair or at its extreme condition of bald head.

According to the Philippine Council for Health Research and Development (PCHRD), 50 percent of all males by age 40, or essentially, two out three men in their lifetime will suffer from AGA.

This statistics implies that plenty of men suffering from hair loss are susceptible to self-appearance and self-esteem issues, even anxiety and stress, over their hair loss.

To address the issue and educate men about their condition, MSD Philippines created the savethehair.com.ph website, which contains useful information on AGA, which include the Facts and Myths about hair loss:

Myth: Excessive use of hair products will lead to hair loss.

Fact: From shampoos and conditioners to gel and mousse, none of these products will cause hair loss. You can use these products as much as you'd like. You also don't need to use your shampoo or conditioner in rotation to prevent hair loss. In fact, it is recommended to clean your hair everyday with shampoo.

Myth: When you wear hats too often, you're bound to lose your hair.

Fact. Hats don't cause hair loss at all. In order for a hat to cause that much damage, it has to be extremely tight that it cuts off the blood circulation to the follicles. Fortunately, most hats that people wear are rather loose.

Myth: Losing a handful of hair daily means you're on your way to baldness.

Fact: It is perfectly normal to lose about 50 to 100 hairs per day. The hair you lose will be replaced by new hair growing back. Remember that AGA or male pattern hair loss is not caused by massive amounts of hair falling out, but rather normal thickness hair being replaced by thinner and finer hair.

Myth: Stress cause hair loss.

Fact: Hair loss can occur in extreme cases of stress or when surgery or some medical treatments are involved. It does not, however, cause male pattern hair loss. There is no need to worry about it because the lost hair will grow back eventually.

Once you start to go bald, there is no cure.

Fact: False medical treatment is in fact available for the effective treatment of AGA, which you can ask your doctors about. Having the proper medical advice on AGA is important, as there are many "miracle products" out there that claim to cure baldness - and just as their "no therapeutic claim" disclaimer implies, there is no evidence that they work.

"There are just some of the myths about hair loss that, if not clarified, can easily result in misguided judgements on the condition and approaching the right treatment. The best way to get the right information and treatment is to seek medical help, said Dr. Adolfo Bornate Jr., a dermapathologist who was invited on a media forum by MSD on Thursday to discuss on AGA at the Mandarin Hotel in Makati.

Bornate is a dermapathologist certified by the International Board of Dermapathology (2005), the Philippine Medical Board (1991), and a Philippine Medical Board Academy of Dermatology. At present , a consultant at the UP-PGH Medical Center

Clarissa Cecilia Mijares, a cultural anthropologist and professor of Sociology and Anthropology at the Ateneo de Manila University said, in the Philippines, being bald now a days is not the issue with our machos being baldhead.

The issue now only concerns the shape of the head unlike in other culture, she said.

"I think it is best to just let nature takes it course and not to feel bad about being bald because others are also experiencing it. I think it is best that they talk to someone who is experiencing the same because of social integration, and the feel of the sense of belongingness will have them more confident about themselves," Mijares said.

Tagbilaran City Mayor Dan Lim and his protegee to the 2013 gubernatorial derby, Carmen Mayor Conchita De los Reyes, must have realized how solid is Gov. Edgar Chatto’s ground that they are in a mad rush to demolish him.

Their rounds of “poisoning” the minds of the people have gone high gear, appearing not less than an early campaigning over three months before the very filing of candidacies.

But for the constituents, resorting to lavish politicking than attending to neglected concerns in their respective local government units only indicates Lim’s and De los Reyes’ admission of Chatto’s toughness to beat.

The demolition spree in the “premature campaigning” against the celebrated Bohol leader extremely contradicts the composure of the governor who chooses to be consistent to his mandate.

Chatto has gone even most focused on his sustainable inclusive development agenda for the province because he holds solemn his oath of office and covenant with the people.

This is why the incumbent leadership and management of the provincial government are not disrupted by any calculated moves of the detractors, according to the mayors who met here on Friday.

Town and barangay leaders and constituents said they are not disturbed by the heightened black propaganda from the opponents of the governor.

They are firmer in their support to his administration, evaluating Chatto as a people’s figure who involves the public in governance because he really understands public affairs and needs.

They have observed that the detractors would employ deception, distortions and lies in attacking the governor because Chatto has earned deep respect and trust from both his sector in the government and the community.

But the critics whose lone motivator is politics have always failed even to demoralize the rank and file of the province, capitol personnel asserted.

At the same time, Lim and De los Reyes would try to devastate Provincial Administrator Alfonso Damalerio II, an alter ego of the governor.

They are dead hoping and hell-bent on causing a capitol management crack thru issues they can connect to Damalerio’s sensitive jobs, like his being the governor’s focal person on peace concerns.

Dangerously, they recently fabricated the intrigue about an escapee who, according to their tailored story, was “allowed” to bolt the jail “to run after the critics of the governor.”

Even in Chatto’s hometown of Balilihan, the men of Lim and De los Reyes would intentionally monger rumor that the latter could no longer freely roam around---and would often cry---for fear for her life.

However, their false appeal to emotion just would not work, according to the Balilinhons who claim they have been the Boholanos most insulted by Lim throughout his Tagbilaran mayorship for almost nine years now.

Still, the tale has been spread around even if the family and relatives of the escapee, Exequiel Aniscal, were forced to beg the mayor and his circle to stop sowing intrigues and lies.

Aniscal’s sister Carina Sale, a long-time regular capitol employee, told Lim that his insinuation of her brother as a hired killer already hurt the innocent, especially the escapee’s young children who have to suffer from ridicule.

Sale sympathized with the governor and the provincial administrator for being also falsely dragged to the escape and supposed “mission” of his fugitive brother.

She said Lim would connect the capitol officials to the escape of her brother simply because she is working at capitol.

Actually, Sale already worked in the provincial government in several past administrations or long before Chatto assumed in 2010.

In Tagbilaran barangays, Lim would bring along with him De los Reyes and try to condition the minds of the city barrio folk.

They are driven by their desire and design to make people wrongly believe that capitol under Chatto, Vice Gov. Concepcion Lim and the Sangguniang Panlalawigan is most crooked.

This is amusing since the Tagbilaranons themselves have long been aware of how the present city government itself has been mismanaged by Lim and his circle of government misfits, according to some city hall employees.

In contrast, the province led by Chatto has kept reaping awards and recognitions for good and competent governance.

At city hall, the Commission on Audit (COA) uncovered, for example, some P57 million unliquidated cash advances after the close of fiscal year 2010 alone.

The COA report suggested that parts of the unliquidated cash advances must have constituted a misuse of public fund.

City hall sources hinted that Lim and De los Reyes should better advise each other to accomplish themselves as elective public servants in their respective LGUs.

Strictly casting aside money’s power over votes, they said this is plainly because people had voted them on first belief that they could be straight and competent local chief executives.

They have complete doubt if the lady mayor of Carmen might have ever been provided an honest-to-goodness assessment and a mirror-clear picture of how Tagbilaran and its city hall have been run.

As what they further heard at city hall, Lim and his insiders are in no way convinced that the first-termer Carmen official can even come close to Chatto’s ability in administering the province sense she has yet even more to do in her town.

But De los Reyes has been pushed to run against Chatto reportedly on perception that she has plenty of money, a main factor which must be advantageous to her pushers and their individual interests.

Philippine Red Cross Chairman Richard Gordon assured Saturday that there is enough blood in the blood bank of the PRC that can be used to save lives of persons in need.

Gordon said every PRC all over the country reported how much blood they had given and received every 3 p.m. daily to determine if they had to go and get blood.

He said if Pangasinan, for instance, had shortage of blood, he could source out blood from nearby chapters of the PRC "and bring it over here".

Gordon graced here various activities in observance of the National Blood Donors Month under the auspices of Pangasinan-Dagupan City-San Carlos City chapter.

Upon their arrival, Gordon and PRC Secretary-General Gwendolyn Pang led the groundbreaking ceremony for the proposed Red Cross Pangasinan-Dagupan-San Carlos Chapter's warehouse on Barangay Herrero-Perez in Dagupan City.

The warehouse is vital to the PRC chapter which is now the regional blood center of the PRC for the whole of Region 1.

He said this would be the place where they would stock their supplies fanned out to the other PRC chapters for the whole region.

"We will never to have a shortage of blood anywhere, with more reason that this is the season for dengue," Gordon said.

Gordon then led in the signing of Memorandum of Agreements (MOA) with directors of various hospitals that assured blood to these health facilities any time whenever their patients need.

Signatories to the MOA with Gordon included the directors of the Dagupan Doctors Villaflor Memorial Hospital, Specialist Group and Trauma Hospital, Luzon Medical Center, Pangasinan Medical Center, Nazareth Hospital and the Pangasinan Provincial Hospital.

He also signed a MOA for the establishment of Red Cross Youth Council at the Urdaneta City University, University of Luzon and the City Division of San Carlos City, including the DeltaCom.

The signing was witnessed by Dagupan City Vice Mayor Belen Fernandez whose family's CSI Group of Company is one of the PRC's chapters' benefactors. - PNA

Three Philippine Universities are among the top 50 universities in the world when it comes to teaching English, according to a new survey by the London-based research and ratings firm Quacquarelli Symonds (QS).

In a statement sent to the Philippine Daily Inquirer, QS said the country’s “specialist strength” in the English language was affirmed in results of its latest World University Rankings by Subject, an index that rates universities across 29 disciplines.

Ateneo de Manila University posted the highest rating of all Philippine schools, ranking 24th in English language and literature. University of the Philippines ranked 32nd while De La Salle University ranked 44th.

World-renowned universities in the United Kingdom and the United States took the top five spots (in this order): Cambridge, Harvard, Oxford, Yale and University of California Berkeley.

“The specialist strengths of Philippine universities in English language and literature are clearly shown in these rankings. The country should be proud of their achievements,” Ben Sowter, QS research chief, said in the statement sent to the Inquirer.

Acting Chief Justice Antonio Carpio on Friday said he would accept his nomination as Chief Justice of the Philippines.

“I will not turn down any challenge to lead the judiciary if given the opportunity,” Carpio told reporters after speaking at the Integrated Bar of the Philippines-Central Luzon regional convention in Clark Freeport, Pampanga.

“It’s part of my work,” Carpio said. “There’s no reason for me to depart from my work.”

In his speech, Carpio spoke about reforms needed in the judiciary that, it is now understood, he would introduce if named Chief Justice.
Carpio spoke about the need to decongest the dockets, integrity and independence of judges, transparency and accountability in the judiciary, infrastructure needs of the judiciary, compensation of judges, court administration, and training for judges.

Of those, clogged dockets should get priority attention because delays in trial and decision “impair social justice, hinder economic development and erode public confidence in the justice system and ultimately in the entire government,” Carpio said. - Inquirer, source

Bohol Chronicle - With black propaganda becoming a favorite pastime of certain political figures campaigning ahead of the 2013 elections, Bohol Governor Edgar Chatto again calls on the public to be wary of misleading statements, particularly those coming from his detractors.

“Again and again, our critics are using black propaganda as election tool to malign our reputation and I am sure the public, by now, are becoming more circumspect on what to believe,” said Chatto during his weekly media forum, “Kita ug ang Gobernador” on Friday.

The governor addressed two issues being thrown against him mainly by Tagbilaran Mayor Dan Lim that the escape of fugitive Exequil Aniscal from the Bohol District Jail last May 17 had his imprimatur and that the transport of “hot logs” using a military vehicle was authorized by the governor.

Chatto said these allegations are false and meant to mislead the public and obviously politically motivated.

In fact, he has ordered concerned agencies to conduct an all out investigation into the two controversies.

Carina Aniscal Sale, elder sister of the BDJ escapee, was even present during the media forum at the People’s Mansion to personally appeal to the media and the public to stop persecuting her family on the issue that her brother’s escape had been instigated by Chatto’s camp in order to hunt down the governor’s political enemies.

Sale, who is an employee at the Capitol, said her brother had no interest of going after political figures in the province, nor any connections with Chatto and his political allies.

She also assured, over the radio program, Rep. Erico Aumentado and his family that her brother does not have any ill-intent against the lawmaker, whom the Tagbilaran mayor claimed is the prime target of Aniscal.

Last week, Chatto said he ordered DENR officers to investigate the cutting of acacia trees that were reportedly transported using an Army truck.

“It is not true that I have not acted on these cases. Clearly the mayor’s statements are derogatory and are desperate attempts to damage my reputation,” Chatto said.

The Energy Regulatory Commission (ERC) has granted Manila Electric Company (Meralco) an authority to implement a higher distribution rate effective July 1, 2012 to June 30, 2013.

In a disclosure with the Philippine Stock Exchange (PSE) Friday, Meralco said it received the ERC Order on the new distribution rate earlier in the day.

The provisional authority increased the electric company’s maximum average price (MAP) to P1.6303 per kWh, from the 2012 regulatory year (RY) MAP of P1.6012 per kWh for new distribution, supply and metering charges.

In 2011, Meralco’s MAP stood at a higher P1.6464 per kWh.

The adjustment in the electric company’s MAP was made based on ERC’s performance-based regulation (PBR), which the Commission conducts annually.

Under the PBR, ERC checks on all private distribution utilities’ (DUs) rates, public hearings and performance against mandated technical and customer service standards.

The Department of Agriculture (DA) on Friday said it is putting up a "seed bank of the katutubo" (indigenous people) in the world renowned Banaue Rice Terraces in northern Philippines.

Agriculture Secretary Proceso Alcala, in an exclusive interview with the Philippines News Agency, said the seed bank aims to preserve and sustain native heirloom rice varieties like "tinawon," "unoy" and "ulikan."

"We have accomplished more than 50 percent of the rehabilitation and restoration of the rice terraces. Alongside restoring the grandeur and legacy of the rice terraces, the DA will also procure from Ifugao and other Cordillera farmers heirloom or upland rice varieties that we will maintain, purify and propagate into starter seeds. These will be used for succeeding planting seasons at the rice terraces and other upland areas in the country," he said.

Alcala said the starter seeds will be distributed free to farmers, on condition that they pay back the DA in kind, at one and a half sacks for every sack of seeds given them.

The collected seed payments will in turn serve as buffer stock for distribution to other farmers.

Through this program, Alcala said: "Native heirloom rice varieties are revived and sustained. We will also put up a seed bank for the katutubo to preserve their rice varieties."

He said producing heirloom rice was profitable because they were more expensive than lowland rice. This is despite the low yield of less than three tons per hectare.

Alcala said the planned seed bank would also feature a museum on traditional rice farming and serve as an added cultural and tourist attraction in the area.

Citing improvements in its conservation efforts, the 36th Session of the UNESCO’s World Heritage Committee on Tuesday formally removed the rice terraces from the List of World Heritage Sites in Danger.

The committee noted that the Philippines had successfully met the desired state of conservation through successful landscape restoration and conservation, protection and planning, and proper management.

The Banaue Rice Terraces, which was described by UNESCO as an outstanding cultural landscape and the only heritage site not made by slave labor, was placed on the list of World Heritage in Danger in 2001 "because of threats which required the development of better management and planning."

Deforestation, climate change, and the lack of young Ifugaos willing to keep the farming tradition had threatened to destroy the terraces built some 2,000 years ago.

The DA was tasked by President Benigno S. Aquino III to spearhead the rehabilitation and restoration of the rice terraces.

The DA allocated P30 million for its rehabilitation and restoration to regain its status as a "Globally-Important Agricultural Heritage Systems" (GIAHS) as declared by the UN Food and Agriculture Organization (FAO).

Of the P30-million initial fund, Alcala said some P10 million from the DA’s National Irrigation Administration (NIA) would be used to repair eroded and damaged portions, and reinforce the irrigation systems of the rice terraces in Batad town.

The remaining P20 million from the DA’s national rice program will be spent to reinforce and upgrade similar rice terraces in four other locations. These include the picturesque Banaue rice terraces that can be seen at the Dianara Viewpoint, and three other rice terraces in Mayoyao, Hapao and Kiangan.

The plan targets the restoration of 8,700 cubic meters of eroded stone walls, rehabilitation of  2.5 kilometers of irrigation system to irrigate 106 hectares of rice paddies, reforestation of 25 hectares of watershed, increase in forest cover in 12 hectares of communal forests called  "pinugo," and improvement of 5 kilometers of farm-to-market roads.

Alcala said the rice terraces’ restoration and upgrading plan also includes three major  components -- production, extension support, and agri-infrastructure support components.

Meanwhile, Ifugao Rep Teddy Brawner Baguilat has welcomed the decision of the UNESCO to remove the Banaue Rice Terraces from the list of endangered World Heritage Sites.

He, however, said that the government and the Ifugao people "must not let their guard down because problems remain."

"We still face problems like poverty that leads to the abandonment of the terraces by Ifugaos who feel they need to go elsewhere to have a better life," said Baguilat in an interview.

But, he said the Ifugao people had already taken great steps to take care of their patrimony, which is why the Ifugao Rice Terraces are now in much better shape.

"We laud (the) Ifugaos for efforts to restore collapsed walls and preserve culture. This and assistance from national government like the Department of Agriculture and Malacanang which poured funds into repair of irrigation as well as voluntary efforts of Filipinos coming to Ifugao to do weekend restoration work helped convince World Heritage Commission to remove the Ifugao Rice Terraces from endangered list," he said.

"But yes, we must continue efforts to preserve it because the work never ends," he said.

Alcala assured the people of Ifugao that the government, particularly the DA, will continue with the rehabilitation and restoration of the rice terraces despite the meager funds.

The DA chief is set to visit the Banaue Rice Terraces next month to personally check on the work accomplishment in the area.

Ayala Land Inc. (ALI) will initially allocate P15 billion for its “strategic alliance” with Ortigas & Company Limited Partnership (OCLP) Holdings Inc. for the development of its properties.

In a disclosure with the Philippine Stock Exchange (PSE) Friday, ALI said its Executive Committee approved earlier in the day the tie-up with Ignacio R. Ortigas’ OCLP for the development of properties in Pasig and Mandaluyong among others.

“This opportunity comes with the invitation of the group of Mr. Ortigas, and is in line with the Company’s expansion plan,” ALI senior vice president, chief Finance Officer and Compliance Officer Jaime Ysmael said in the disclosure.

“The alliance is expected to generate significant synergies with the other projects of the Company in nearby communities, such as the integrated mixed-use projects in the Pasig and Mandaluyong areas, as well as Bonifacio Global City and the Makati CBD,” he said.

Through this pact, Ayala Land would expand its operations to areas outside Metro Manila, it said.

ALI targets to bring in inputs of its expertise in constructing large scale buildings.

“This development project includes plans for residential, office, retail and hotel components,” according to the disclosure.

In the first quarter this year, ALI posted a 31 percent rise in net income to P2.13 billion and 17 percent increase in revenues to P12.39 billion.
