What explains big gender disparities in India ? local industrial structures and female entrepreneurship

Despite rapid economic growth, gender disparities in women's economic participation have remained deep and persistent in India. What explains these huge gender disparities? Is it poor infrastructure, limited education, and gender composition of the labor force and industries? Or is it deficiencies in social and business networks and a low share of incumbent female entrepreneurs? This paper analyzes the spatial determinants of female entrepreneurship in India in the manufacturing and services sectors. Good infrastructure and education predict higher female entry shares. There are strong agglomeration economies in both manufacturing and services, where higher female ownership among incumbent businesses within a district-industry predicts a greater share of subsequent entrepreneurs will be female. Moreover, higher female ownership of local businesses in related industries (similar labor needs, input-output markets) predicts greater relative female entry rates. Gender networks thus clearly matter for women's economic participation. However, there is a need to develop a better understanding of how gender networks influence aggregate efficiency. There is no doubt that gender empowerment can be the escalator to realizing human potential and for creating a robust platform for growth and job creation.

Promoting handwashing behavior in Peru : the effect of large-scale mass-media and community level interventions

This paper analyzes a randomized experiment that uses novel strategies to promote handwashing with soap at critical times in Peru. It evaluates a large-scale intervention that includes a mass media provincial campaign and a district-level community component. The analysis finds that the mass media intervention alone had no significant effect on exposure to the handwashing promotion campaign messages, and therefore no effect on handwashing knowledge or handwashing behavior. In contrast, the community-level intervention, a more comprehensive intervention that included several community and school activities in addition to the communications campaign, was successful in reaching the target audience with handwashing promotion messages and in improving the knowledge of the treated population on appropriate handwashing behavior. Those improvements translated into higher self-reported and observed handwashing with soap at critical junctures. However, no significant improvements in the health of children under the age of five were observed. The results are consistent with earlier literature, which indicates that substantively changing behavior to improve health is a complex task requiring intensive and more personalized interventions.

The subdomains www.google.com, mail.google.com, google-analytics.com, docs.google.com, drive.google.com, maps.google.com, play.google.com and perhaps many more are all currently DNS poisoned in China. Instead of the real IP addresses, any lookups from China to any of these domains result in the following IP: 59.24.3.173. That IP address is located in Korea and doesn’t serve any website at all.

This means that none of these websites, including Google Search, currently work in China, unless you have a VPN or other circumvention tool.

Top 10 Ways to Improve Your Communication
source: PLR

The Blarney Stone is a historical stone, or actually part of the Blarney Castle in Ireland where it was believed that kissing the stone can grant you the gift of gab. Yeah, it seems strange in this day and age, but who are we to question tradition? It's not like I'm saying that Santa Claus doesn't exist (OOPS!).

There is so much to know about conversation that anyone, even I, could ever realize. You can go though watching talk shows; radio programs; clubs dedicated to public speaking; ordinary conversations; certain rules still apply when it comes to interaction through words. It may sound tedious, I know, but even though it's your mouth that's doing the work, your brain works twice as hard to churn out a lot of things you know. So what better way to start learning to be an effective communication is to know the very person closest to you: yourself.

1. What you know.
Education is all about learning the basics, but to be an effective speaker is to practice what you've learned. My stint as guest at every Toastmasters' meeting I go to taught me that we all have our limitations, but that doesn't mean we can't learn to keep up and share what we know.

2. Listening.
It's just as important as asking questions. Sometimes listening to the sound of our own voice can teach us to be a little bit confident with ourselves and to say the things we believe in with conviction.

3. Humility
We all make mistakes, and sometimes we tend to slur our words, stutter, and probably mispronounce certain words even though we know what it means, but rarely use it only to impress listeners. So in a group, don't be afraid to ask if you're saying the right word properly and if they're unsure about it then make a joke out of it. I promise you it'll make everyone laugh and you can get away with it as well.

4. Eye Contact
There's a lot to say when it comes to directing your attention to your audience with an eye-catching gaze. It's important that you keep your focus when talking to a large group in a meeting or a gathering, even though he or she may be gorgeous.

5. Kidding around
A little bit of humor can do wonders to lift the tension, or worse boredom when making your speech. That way, you'll get the attention of the majority of the crowd and they'll feel that you're just as approachable, and as human to those who listen.

6. Be like the rest of them
Interaction is all about mingling with other people. You'll get a lot of ideas, as well as knowing what people make them as they are.

7. Me, Myself, and I
Admit it, there are times you sing to yourself in the shower. I know I do! Listening to the sound of your own voice while you practice your speech in front of a mirror can help correct the stress areas of your pitch. And while you're at it you can spruce up as well.

8. With a smile
A smile says it all much like eye contact. There's no point on grimacing or frowning in a meeting or a gathering, unless it's a wake. You can better express what you're saying when you smile.

9. A Role Model
There must be at least one or two people in your life you have listened to when they're at a public gathering or maybe at church. Sure they read their lines, but taking a mental note of how they emphasize what they say can help you once you take center stage.

10. Preparation
Make the best out of preparation rather than just scribbling notes and often in a hurried panic. Some people like to write things down on index cards, while other resort to being a little more silly as they look at their notes written on the palm of their hand (not for clammy hands, please). Just be comfortable with what you know since you enjoy your work.

And that about wraps it up. These suggestions are rather amateurish in edgewise, but I've learned to empower myself when it comes to public or private speaking and it never hurts to be with people to listen how they make conversations and meetings far more enjoyable as well as educational.

Health and Food / Vegetable Lady Finger Cures Diabetes
November 09, 2012, 04:00:13 AM

REPOSTED from Facebook
Lady Finger for Diabetes
Please note that another name for
Lady Finger is "OKRA ".

Take two pieces of Lady Finger and remove/cut both ends of each Piece. Also put a small cut in the middle and put these two pieces in glass of water.

Cover the glass and keep it at room temperature during night.
Early morning, before breakfast simply remove two pieces of lady Finger from the glass and drink that water.

Keep doing it on daily basis. Within two weeks, you will see remarkable results in reduction of your SUGAR. My sister has got rid of her diabetes. She was on Insulin for a few years, but after taking the lady fingers every morning for a few months, she has stopped Insulin but continues to take the lady fingers every day. But she chops the lady fingers into fine pieces in the night, adds the water and drinks it all up the next morning.

Please. try it as it will not do you any harm even if it does not do much good to you, but U have to keep taking it for a few months before U see results, as most cases might be chronic.

Thirty years ago this month, South Korean boxer Kim Duk-Koo entered a Las Vegas ring for a world championship bout that would end with his death, trigger at least one suicide and change the sport forever.

For a generation of South Koreans, millions of whom watched live on television, the fight between Kim and world lightweight champion, Ray "Boom Boom" Mancini, remains a powerful memory.

Now a new book and accompanying documentary that coincide with the 30th anniversary hope to shed fresh light on the bout, its tragic aftermath and the impact it had on the lives and families of its two protagonists.

For Kim, then 23 and fighting for the first time in the United States, the glitz of Caesar's Palace with its celebrity audience including the likes of Frank Sinatra, was a different universe from his impoverished upbringing in Korea.

"I remember when we landed in Las Vegas for the fight," his trainer, Kim Yoon-Gu, now 56, recalled.

"The city was all lit up at night. It was like landing on a garden of flowers in the desert. We'd never seen anything like it," he told AFP at the boxing gym he runs in Seoul.

US boxing commentators had pretty much written Kim Duk-Koo off before the November 13, 1982 clash with Mancini, a powerful 21-year-old from Youngstown, Ohio making his second defence of the world title.

But Kim was confident. Before leaving Seoul he had a carpenter rig up a mock coffin which he said he would use to bring back Mancini after the fight.

Unimpressed with such bravado, his trainer stomped it to pieces which he then hid under the ring in Kim's training camp.

The fight when it came was a particularly brutal one.

For 13 rounds, the two men went toe-to-toe in a slugging match that left both with badly swollen faces and struggling to see through bruised, puffed-up eyes.

At the end of the 13th, Kim Yoon-Gu tried to lift his fighter, telling him Mancini was exhausted and exhorting him to put in one last effort to finish him off.

"He clenched his teeth, nodded and said 'Yes, I'll do that'. And that was it. That was the last thing he ever said," Kim said.

At the beginning of the 14th, Mancini connected with a straight right that snapped Kim's head back and sent him crashing to the canvas.

The Korean managed to haul himself up by the ropes to beat the count, but referee Richard Green stepped in to stop the fight.

Kim Yoon-Gu had been tending to his corner and missed the actual knockout blow, but when he saw Kim on the ground, he knew at once that the fight was over.

"He was obviously hurt, but at that time we had no idea it was so serious," he said.

Back in his corner, Kim collapsed and was taken from the ring on a stretcher to hospital where he was diagnosed with a blood clot on the brain and underwent emergency surgery.

He lapsed into a coma from which he never recovered and four days later he died.

On the flight back to South Korea, a traumatised Kim Yoon-Gu locked himself in the toilet and "cried and cried until we landed.

"I thought about quitting the sport entirely. In the end, I decided to stick with it, but it was a very, very difficult time," he said at his gym where photos and posters of Kim Duk-Koo adorn the walls.

The consequences of the Kim-Mancini bout were far-reaching and tragic in their own right.

Four months after her son's death, Kim's distraught mother killed herself by drinking a bottle of pesticide.

Four months after that, referee Richard Green also took his own life, although there was no indication that his suicide was linked to the outcome of the fight for which he was never held in any way responsible.

Mancini, a devout Catholic, endured a prolonged period of depression and, although he fought again, was never the same boxer.

"In all the obvious ways, he was haunted," American sportswriter Mark Kriegel, author of a new biography of Mancini titled "The Good Son," told AFP in a telephone interview.

"He also got over it. The complications for Ray have more to do with the fact that the rest of the world didn't get over it and continued using that fight as a kind of reference point for his life," Kriegel said.

Kriegel's book, and an accompanying documentary of the same name, climax with an emotional reunion in June last year between Mancini and Kim's family.

Kim's fiancee, Lee Young-Mee, had been pregnant at the time of the 1982 title fight and seven months later gave birth to a son, Kim Jiwan, now 29.

While being interviewed by Kriegel for the book, Jiwan had suggested a trip to the United States to meet with Mancini.

"As full of duty and obligation as Ray was, he wasn't going to turn down a request from the son of the man who, without intention, died at his hands," Kriegel said.

At the meeting in Mancini's home, Jiwan admitted to the "hatred" he once felt for the boxer, before absolving him of any blame.

"I think it was not your fault," he said.

The Kim-Mancini bout proved to be a watershed in boxing, triggering a series of major changes to the sport.

Championship bouts were reduced from 15 to 12 rounds, the standing eight-count was introduced and the medical tests required of boxers before a fight were overhauled.

The body of a man half-eaten by saltwater crocodiles has been found at a Philippine breeding farm for the giant reptiles, police said Tuesday.

Employees found the 57-year-old victim in a pond used by the crocodiles, which can grow up to 4.3 metres (14 feet) long, on Friday, police officer Lowell Neniza said.

Authorities had no idea how the man, named by police as jobless Sorbelo Sajona, entered the privately-owned farm, Neniza said.

While there was no sign of any other injuries, police have yet to officially conclude he was killed by crocodile bites, Neniza told AFP by telephone.

"There was no evidence of foul play, but the farm security guards told us they were clueless on how he got into the pond."

Sajona lived in a village about five kilometres (three miles) from the crocodile farm, Neniza said.

He was last seen drunk the previous day at the local cemetery, visiting the graves of his relatives like many other residents on All Saints' Day, he added.

Malacanang on Tuesday expressed satisfaction at the low inflation rate for the Philippines in October -- which registered 3.1 percent, the lowest among Southeast Asian nations.

"We are pleased to announce that the headline inflation rate for October eased further to 3.1 percent from 3.6 percent in September, and 3.8 percent in August this year. This marks a four-month low for the consumer price index and markedly lower compared to the inflation rate in the same month last year, which stood at 5.2 percent," said Deputy Presidential Spokesperson Abigail Valte during the press briefing.

"Among Southeast Asian nations, which have reported their inflation rates thus far, the Philippines registered the lowest inflation for October compared to 7.0 percent in Vietnam, 4.61 percent in Indonesia, and 3.32 percent in Thailand," she noted.

According to the National Economic and Development Authority (NEDA), cheaper prices of agriculture and fish products slowed down headline inflation to 3.1 percent in October -- from 3.6 percent in September, bringing average inflation in the first three quarters at the low-end of government’s target.

Aside from agriculture and fish products, NEDA said, price gains in petroleum-related products were generally subdued, contributed to lower inflation for the period.

"Slower annual increases in the price indices of electricity, gas and other fuels (4.9 percent from 5.0 percent), and transport services (1.4 percent from 1.5 percent) in October 2012 stopped further upward price pressures," it said.

Lower annual gains in the prices of unleaded gasoline (0.3 percent in October 2012 from 0.7 percent in September 2012, kerosene (3.5 percent from 5.7 percent), and diesel (3.1 percent from 5.6 percent), were also registered even though higher electricity charges in October along with higher price adjustments for liquefied petroleum gas (LPG).

The National Statistics Office (NSO), on the other hand, attributed the slowdown to "the deceleration in the annual increases recorded in the heavily-weighted food and non-alcoholic beverages index and recreation and culture index."

Annual inflation in the National Capital Region also improved to 2.9 percent in October -- from 3.5 percent in September. Ten regions have also registered slower annual rates.

Valte said October’s inflation rate was well within the range of 3-5 percent as set in the Philippine Development Plan for 2011-2016, and comes at the heels of upbeat consumer confidence and another all-time high in the Philippine Stock Exchange Index.

"The Aquino administration has consistently pursued equitable and inclusive economic growth. Ensuring a manageable inflation rate is part of this effort. This is reflected in the third quarter Pulse Asia Ulat ng Bayan survey that indicated an 11-point improvement in the performance rating of the administration in controlling inflation," she said.

USA and Canada / Key in improving America's job market
November 07, 2012, 02:32:08 PM
By Globalsources.com

Historical data shows US exports, not trade sanctions against China, are key in improving America's job market.

Republican presidential candidate Mitt Romney is taking a tough China stance, asserting a crackdown is necessary to, simply put, create more jobs in the US.

At the Oct. 16 presidential debate, Romney said, "And for me, this is about jobs…We don't have to live like this. We can get this economy going again. My five-point plan does it. Energy independence for North America in five years. Opening up more trade, particularly in Latin America. Cracking down on China when they cheat. Getting us to a balanced budget. Fixing our training programs for our workers. And finally, championing small business."

The Romney campaign maintains unfair trade practices are enabling China to take employment opportunities away from the US. Historical data, however, suggests otherwise.

from Globalsources.com - Over the past couple of years, the mobile devices industry has witnessed a deluge of portable gadgets and gizmos in different forms and sizes. And this has brought tech-savvy consumers to wonder: What device should they buy next?

From smartphones to tablets and everything in between, makers of wireless communication devices are in a rat race to deliver the next best thing.

Now here comes the phablet, a hybrid of a phone and tablet. While there seems to be no strict definition yet of what exactly it is, a phablet is a touchscreen device that is larger than a smartphone but smaller than and not as costly as a tablet. Devices with a screen size of >5 to <7 inches fall under this category, making the 5.3-inch Samsung Galaxy Note a perfect example.

The segment remains in its infancy but mobile device enthusiasts predict phablets as one of "it" gadgets for 2013. In fact, a study done by Strategy Analytics shows that the category is foreseen to constitute almost 6% of total smartphone sales in 2017.

5-inch phablet uses Qualcomm MSM7227A CPU
Running on Android 4.03, this tablet phone has a 5-inch, 800x480 TFT screen, and front and back 3.2MP camera with video capacity. The device is infused with a 1GHz Qualcomm MSM7227A processor. Connectivity features include 802.11b/g/n Wi-Fi and GPS+AGPS.

Early US Election Results

Republican Mitt Romney seized an early lead over President Barack Obama as the first votes were tallied in an election that left Americans the choice of starkly different visions for the country's future.

Romney led Obama 76 electoral votes to 64, as The Associated Press called races in 16 states and the District of Columbia. But no races had been decided in the nine swing states likely to decide the election.

The swing states â€" those that are not predictably Democratic or Republican â€" were pulling outsized attention Tuesday night because the president is chosen in a state-by-state tally of electors, not according to the nationwide popular vote.

source: Metaphysics: A Contemporary Introduction by Michael J. Loux

According to a traditional view, there is a mind-independent world about which we form beliefs and make statements; those beliefs/statements are true just in case they correspond to the world they are about; and the correspond-ence that is truth is a property that can transcend our ability to determine whether or not it obtains. The traditional view can be called Realism (with a capital ‘R’). Opposed to Realism is the view that what we call “the world,” what we called “reality,” is constituted in part by our conceptual activities or the conceptual tools we employ in our inquiry. Nowadays this view is called anti-Realism. Anti-Realism is originally the product of eighteenth- and nine-teenth-century critiques of Realism. In the context of recent Anglo-American philosophy, anti-Realist critiques of Realism focus on semantical issues.

Thus, Michael Dummett argues that the semantical theory underlying Real-ism fails to provide an adequate account of the meaning of undecidable statements (statements whose truth value is in principle impossible for us to determine), and Dummett takes this failure to suggest the need for anti-Realist theories of meaning and truth. In a similar fashion, Hilary Putnam extends Quine’s arguments for the inscrutability of reference to show that the word-world relations presupposed by a Realist theory of truth do not obtain; and Putnam, like Dummett, goes on to give an account of truth that is anti-Realist. The central question for these anti-Realists is whether their own accounts of meaning and truth are any more successful than the Realist’s account at avoiding the problems they claim to uncover.

The Department of Health (DOH) has recorded 316 human immunodeficiency (HIV) cases last September, the highest ever since the country started recording its cases in 1984.

Of the 316 cases, 10 were already reported as Acquired Immune Deficiency Syndrome(AIDS)and were all males. The median age for the cases is 24 and all contracted the infection through sexual contact - six homosexual, one heterosexual and three bisexual.

Based on the DOH’s Philippine HIV and AIDS Registry, the new recorded cases have brought to 2,466 the number of cases this year and to 10,830 since 1984 when the virus was first detected in the country.

The new number of cases are 25 percent higher than the 253 recorded in September 2011.

Of the 316 cases, 10 were already reported as AIDS who were all males. The median age for them is 24 and all acquired the infection through sexual contract â€" six homosexual, one heterosexual and three bisexual.

The DOH said that males-having-sex-with-males were the “predominant type of sexual transmission". Some 97 percent of the cases or 306 are asymptomatic or still not manifesting symptoms at the time of reporting.

Of the recorded cases, sexual intercourse was the mode of transmission for 312 cases and needle sharing among injecting drug users for the rest.

The Senate approved Monday on third and final reading Senate Bill 1198 allowing members of the media to vote earlier than other regular voters in the mid-term 2013 national and local elections.

Authored by Sen. Manny Villar, the proposed Senate bill allows “only duly registered media members” to vote before the election day.”

”Media members must also be accredited by Comelec as recommended by the media outfit to which they belong and may only vote on the days fixed by the Comelec in the city or municipality where their media outfit has established as its main or satellite office,” Villar explained in the bill.

Senate President Juan Ponce Enrile lauded the passage of the bill which gives media the same privilege granted to the members of the Armed Forces, the Philippine National Police and other government officials and employees who have to report for duty during election day, as provided under Republic Act 7166 on local absentee voting.

“If there is one sector of our free society whose eye witness reportage on the conduct of our electoral process is vital and indispensable, it is none other than the mass media of our country,” Sen. Koko Pimentel, chairman of the Committee on Electoral Reforms and sponsor of the bill, said.

“This bill would allow media practitioners to vote on specified days earlier than election day so that even if on election day, they are assigned to cover election events away from their place of registration as voters, they would nonetheless have the opportunity to cast their votes,” Pimentel added.

Last month, the Commission on Elections approved a petition filed by media personalities allowing media members to vote before election day.

Pimentel explained that media members are limited to vote for the President, Vice-President, senators and party-list representatives.

“The limitation is purposely made to make it jibe with the limitations set forth in Executive Order No. 157, as amended, that grants the same privilege to other groups of people to vote earlier than on election day and to minimize confusion among voters concerned and the implementation of the bill once it becomes law,” Pimentel explained.

Magnanimous and archaic, visionary and impure, enthralling in its promise but noisy, bewildering and illusory in its delivery.

The chaotic pageant that is American democracy hits its fevered climax Tuesday with selection of a leader who can plausibly claim to have obtained the consent of the governed.

The current occupant of the White House, President Barack Obama of the Democratic Party, hopes he will be given another four-year term to “finish what we started” in 2008.

His main rival, Republican Party nominee Mitt Romney, says Obama has made a colossal mess at home and around the world that only a new leader â€" such as him â€" knows how to clean up.

There are four other candidates on the ballot in most states too â€" Jill Stein of the Green Party, Gary Johnson of the Libertarian Party, Virgil Goode of the Constitution Party and Rocky Anderson of the Justice Party.

But apart from Stein, who has been arrested twice in recent weeks â€" once in a protest at her exclusion from a presidential debate in New York and again at a protest in Texas over controversial plans to build a new oil pipeline â€" these challengers have received next to zero national media attention and are generally considered to have no chance of winning.

On Tuesday, tens of millions of voters in the 50 US states and the country’s capital, the District of Columbia, will make their way to thousands of polling places across the country to push computer buttons or mark paper ballots and express their will of who they would like to see designated the official leader of the United States.

At the same time, a little more than half of the approximately 207 million eligible US voters will make choices on numerous other ballot questions ranging from electing legislators and judges to deciding if marijuana and same-sex marriage should be legal and if rich corporations should be permitted to spend unlimited amounts of their money to support particular candidates.

The undertaking appears enormous and the stakes are, in theory at least, high, not just for Americans.

At issue are questions of public policy, governance and personality, but also of national character, morality, societal values and even basic dilemmas of the human condition today that will color future discussion within the United States but also far beyond US shores.

The real question is not whether the selection of a US leader today and the host of other issues Americans will confront on Tuesday are important, but rather: Is the bewildering, wooly American electoral process truly what it purports to be -- government of the people, by the people and for the people?

Champions of the US political system that will reach another apogee on Tuesday argue that, at the very least, it offers wide and fertile ground for the unrestricted public airing of all manner of ideas. Critics however assert that it does nothing of the kind and, in fact, even actively discourages truly free thought.

“Essentially, the election is a method of marginalizing the population,” Noam Chomsky, the political activist, writer and linguistics professor at the Massachusetts Institute of Technology noted for his outspoken liberal views, wrote of the US political system ahead of the 2004 US presidential election that pitted Republican incumbent George W. Bush against his Democratic adversary, John Kerry.

“A huge propaganda campaign is mounted to get people to focus on these personalized quadrennial extravaganzas and to think, ‘that’s politics’. But it isn’t. It’s only a small part of politics,” Chomsky wrote in an article published in the Dubai-based Khaleej Times daily.

Other critics point to features of the US presidential election system such as the preponderant role of private finance, supervision of the voting process by partisan officials, inadequate public campaign funding and the electoral college voting system as just a few of the elements that conspire to keep the people at as far a distance as possible from genuine political participation.

“The political class fears a truly engaged citizenry,” political commentator Steven Rosenfeld wrote last month in an article published on the salon.com and alternet.org websites.

“Anyone who has looked at how elections are run outside the US knows how backward key pillars of our election system are. … Too much of the process doesn’t measure up to 21st-century standards.”

Even the live, nationally-televised, one-on-one debates between those determined to be the “main” candidates â€" Obama and Romney had three in the past month â€" often held up as proof of transparency in the US political process, are, critics charge, really little more than a superficial side-show.

“It is not really a debate but a glorified press conference,” commented one blogger on the Open Salon platform. “Journalists hurl softball questions at the candidates giving each the opportunity to regurgitate their perfectly rehearsed sound bites.”

The staunchest defenders of American democracy admit that the process does not always protect the interests of all voters. But they argue that, despite a litany of flaws ranging from wildly skewed voter registration lists in some parts of the country to documented, serious problems in actually counting votes, it remains the closest thing to allowing people to choose their leaders themselves.

The process that will crescendo on Tuesday is vulnerable to cheating and oppression, riven with flaws and injustices, complicated, often opaque and confusing for many. But, its proponents say, it works.

“Obama and Romney are presenting clear and contrasting visions of the future. That debate may get raucous, even shrill and angry. Nonetheless, on Nov. 7, one candidate will concede and the other will govern,” said Terrence Casey, political science professor at the Rose-Hulman Institute of Technology in Indiana.

History / Compensation for Philippine Martial Law Victims
November 06, 2012, 01:04:49 PM
by pna

The Philippines and Switzerland have agreed to work closely together to fast-track the immediate release of compensation funds for Martial Law victims, Presidential Communication and Operations Office (PCOO) Secretary Herminio Coloma Jr. said on Monday.

Coloma said the agreement was reached during a bilateral meeting between Philippine President Benigno S. Aquino III and Swiss Confederation President Eveline Widmer-Sclumpf at the sidelines of the 9th Asia-Business Meeting being held here from November 5 to 6.

He said the President “promised to do what is needed to complete the process of getting the compensation paid out eventually to the intended beneficiaries.”

“So this means clearing whatever administrative or procedural hurdles that still needs to be handled or resolved,” Coloma said.

“So that was taken up and both parties agree to work toward an early completion of this compensation process,” he added.

A Hawaii court ordered the Marcos family to pay US$ 776-million in damages to Martial Law victims in September 1992 following a class action suit filed against the former dictator by 9,539 victims.

Although a total of P35 billion (US$ 833 million) have already been recovered from the Marcos family by past administrations, the victims have not yet been compensated due to many factors -- one of which is the need to pass legislation to appropriate part of the sequestered funds from the Marcoses for the victims of Martial Law because the Comprehensive Agrarian Reform Law provides that all sequestered assets from the Marcos family would be utilized for the implementation of land reform program of the government.

USA and Canada / US Election Result a Tie?
November 06, 2012, 12:32:36 PM
by pna

The race to the White House remains close ahead of the US presidential election Tuesday, with national polls showing US President Barack Obama and Republican challenger Mitt Romney in a statistical tie.

But after all the votes are tallied, what happens if the election ends in an actual tie?

“I would put this in the category of a possibility, not a probability,” Peter Bergerson, a political science professor at Florida Gulf Coast University, told the Florida newspaper The News-Press. “This appears to be the closest race in a long time for the possibility of there being a tie.”

The US presidential election is not decided by the popular vote. Instead, each state gets a predetermined number of the 538 total electoral votes nationwide, and a candidate must capture 270 electoral votes to win the presidency.

And while a 269-269 tie in the Electoral College is highly unlikely, experts say it could happen.

In one possible scenario, Romney could win tightly contested races in the states of Iowa, Florida, New Hampshire, North Carolina, and Ohioâ€"a feasible achievement based on recent polling data.

If Obama were to win Colorado, Virginia, and Wisconsin in this scenario, the contest could plausibly end in an Electoral College deadlock.

Should such an unlikely impasse occur, the US Constitution empowers the House of Representatives to elect the president and the Senate to choose the vice president.

Republicans are expected to maintain their current majority in the House after Tuesday’s election, while the Democrats are widely predicted to hold on to their Senate majority.

Assuming each of these chambers of the US Congress votes along party lines, America could be looking at a divided administration, with Romney as the new commander-in-chief and current Vice President Joe Biden staying on as the No. 2 man in the White House.

The last time the United States faced such a peculiar presidential end game was in 1824, when no candidate was able to secure a majority of the Electoral College votes. In that race, the House elected John Quincy Adams as president over Andrew Jackson, despite the fact that Jackson garnered more electoral votes.

Danao Mayor Thomas Gonzaga had called on his supporters to stay calm amidst report that they are being harassed by his political opponents. “Kon ang atong kontra kalayo, kita mao ang tubig nga maoy mopalong kanila (if our opponents are like fire, we are the water to douse them out), Gonzaga said. At the same time, the Danao mayor also called for sobriety in handling threats of political opponents. A certain Jimmy Artiaga told DyTR anchor Boy Pernia that he had received several threats from supporters of Mayor Gonzaga’s political enemies. He said that dawn of last Friday, he heard shouts from outside his house that he will be killed if he comes out. He did not come out as he was prevented by her daughter. Broken glass bottles were also thrown to their house by the group who threatened him. He also heard several gunshots fired outside. Two other supporters Gonzaga were threatened Sofronio Macalandag of barangay Carbon and Fany Torreon from barangay Taboc.

The harassed supporters told Pernia that Mayor Gonzaga had told them not to retaliate in order not to further fuel the on-going heated conflict which are perceived to be politically related. Police investigator of Danao PO2 Felix Zaldivar had confirmed that two groups had separately filed in the police blotter, all regarding incidents of harassment. The latest complainants, barangay kagawad Samuel Ayensa, Ruel Doydora and Aurelio Artiaga alleged that they were also threatened by four armed men on board a Toyota Hi-Lux. They identified one of the passengers in the car as a certain Agapito Ampong. PO2 Zaldivar said they will be filing a case at the Provincial Prosecutor office this week. Police chief PInsp Norman Nuez could not be contacted, even through his personal mobile phone, for further updates on the peace situation in Danao. The town has lately been seen as a possible election hot spot after siblings-cousins are pitted against each other in the coming May 2013 elections. Mayor Gonzaga, now serving his third and last term is running for vice mayor while on the other side, his cousin vice mayor Jose Cepedoza is the one heading the opposing political camp, running as candidate for mayor.

Baclayon - Bohol / Sad Fate of the Uys in Baclayon, Bohol
November 05, 2012, 11:59:00 PM
By Sunday Post

A town councilor and scion of the prominent Uy family of Baclayon died last October 21 or 18 months in comatose after he was waylaid by armed men in a desolate area in the Corella-Sikatuna highway January 2011. The violent incident also resulted in the death of his sister. The high-profile robbery-slay claimed the life of Conchita Uy, 67 of Poblacion, Baclayon town while his elder brother Angelito,68, died last week after lying in coma as a result of the gunshot wound in the face. It was a harrowing ordeal for the elder Uy after he was discharged from a Cebu hospital following the gunshot wound that rendered him unconscious until his death last week.

The Uy siblings were on their way to Sikatuna on a Thursday, the town’s market day, when sidled up at gunpoint by two armed men in the unpopulated part of the Corella-Sikatuna highway. Motive of the killing was robbery. The Uys who were in the copra buying business were already victims of at least three robberies but the latest proved to be fatal as it claimed the life of Conchita and lately her brother. To this day, the daring robbery remains unsolved as the driver and helper of the cargo truck where Conchita was on board reportedly suffered mental breakdown when subjected to police investigation if they ever knew anything about the suspects.

The elder Uy was a town councilor of Baclayon when shot in the daylight robbery. He was in another vehicle, a multicab, when fired at by the same suspects. Incapacitated for 18 months, he was replaced as member of the Baclayon Sangguniang Bayan by his wife Josefina. This Uy was the eldest of brothers Felix, a lawyer, and Benecio, an accountant, who both became mayors of Baclayon. Angelito Uy was buried last Thursday at the Baclayon Catholic Cemetery.

Even in politics, the conjugal partnership of a power couple is expanding to two neighboring towns.

While the husband, a civil engineer, is trying his luck in the Candijay mayoralty, the wife, a physical therapist, is throwing her hat in the Guindulman vice mayoralty race. Thus, six months into next year’s election, the municipal mayoralty candidate, Engr. Christopher Bernados Tutor, is facing a disqualification case due to material misrepresentation in his certificate of candidacy. Sought for his reaction, Tutor, who is in Manila to give moral support to his wife who is taking the bar exams, said all the allegations racked up against him were baseless. He said he is a registered voter of Candijay.

The petition was to deny due course or cancel his COC filed at the Commission on Election for not an actual bonafide resident of San Antonio Heights, Poblacion, Candijay which he indicated as his residence. According to the petition, Tutor is a resident of Sawang, Guindulman, Bohol, has a house there, lived with his wife and children and conducted business using the address for the 15 years. He is running under the United Nationalist Alliance and was officially nominated by UNA provincial chairperson Conchita Toribio Delos Reyes who is also running as governor in next year’s mid-term elections against re-electionist Gov. Edgar Chatto. Petitioner for the disqualification of Tutor is Candijay incumbent mayor Sergio Amora Jr., who is serving his third and last term that ends on June 2013.

Respondent Tutor is a former resident of Candijay but he abandoned his residency and transferred to Guindulman with his wife and children since 1997. His last voting record in Candijay was yet on June 21, 1997 but he re-applied and revalidated the same only on August 9, 2012. The action of Tutor to revert his residence to Candijay on August 9, 2012 or nine months before the election on May 13, 2013 by registering at Candijay, Bohol, to qualify him to run for the position of mayor is clear proof that he considers himself a resident of Sawang, Guindulman, Bohol, the petition alleged. While Tutor is in hot water in his mayoralty bid in Candijay , his wife is throwing all cautions to the wind by running for vice mayor of Guindulman. This gave Tutor’s opponents in Candijay the necessary ammunition to question his residency qualification on the basis of his wife’s foray in politics in nearby Guindulman. The petition showed proof that respondent Tutor is a resident of Sawang, Guindulman, Bohol arising from the fact that his wife Kristine Alexie Besas-Tutor also run and filed her COC for vice mayor of Guindulman town this coming May 2013 elections.

The COC of Tutor’s wife indicated residency at sitio Punod, Sawang, Guindulman, Bohol. Her Certificate of Official Nomination and Acceptance (CONA) was issued by the Liberal Party. The petition pointed out that respondent and his wife have declared, through their respective COCs, two separate residences; one in Candijay and the other in Guindulman. One cannot maintain two residences just for the purpose of running an elective position. There is also no evidence to show that Tutor and his wife maintained separate residence. The fact that respondent occasionally visited Candijay did not signify an intention to continue his residence there, the petition said. The petitioner also cited a clear provision of the law, particularly in Article 68 and 69 of the Family Code that say: Art. 68. “The husband and wife are obliged to live together, observe mutual love, respect and fidelity and render mutual help and support.” Art. 69. “The husband and wife shall fix the family domicile. In case of disagreement, the court shall decide.” Respondent’s declaration of his residency is a material misrepresentation. It is very substantial and affects the qualification for elective position. This misrepresentation is deliberate attempt to mislead, misinform or hide a fact which would otherwise render a candidate ineligible. It was made with the intention to deceive the electorate as to the qualifications for public office, the petition further stressed.

It was a case of political dishonesty the canard peddled by critics of Gov. Edgar Chatto that his opponent for governor Carmen Mayor Conchita Toribio de los Reyes was ambushed three Saturdays ago. “When the public is wanting in information, let us precisely give the people the truth,” said the governor while his detractors intensified last week their senseless calculated “I-was-ambushed” propaganda. Both the provincial and municipal police commands firmly reiterated in their official reports that there was no ambush, not even an attempt, on Mayor De los Reyes, her armed escorts and convoy. But the camp and cohorts of the first-termer mayor, who is so obsessed to rule the entire Bohol, appeared hell-bent to drag Chatto, Provincial Administrator Alfonso Damalerio II, Trinidad Mayor Roberto Cajes who is running for congressman in the Second District and Rep. Rene Relampagos of the First District to the otherwise imaginary ambush apparently to depict them as violent and dangerous.

An ambush is defined as a trap in which concealed persons lie in wait to attack by surprise, the governor quoted during his weekly media interaction on the Kita ug Ang Gobernador radio program. Chatto drew from this description five elements of an ambush, namely, the trap, concealed persons, lying in wait, attack, and by surprise. While there was never an attack by surprise during the supposed ambush because what actually happened was a traffic vehicular accident, the policemen only found near the area two young men with knives and wires believed to be stolen. Right on the spot and at the time of the road mishap, the Carmen mayor herself called the police and reported that their convoy figured in a vehicular accident---not an ambush--- because of some stones blocking the road. As they responded, the policemen spotted the two men not far from the accident site and arrested them. They have been charged by the police with malicious mischief, not ambush. In spite of this, the governor wanted to get into the bottom of the issue as he ordered a separate NBI probe which finding he still awaits.

In police parlance, an ambush is a series of acts leading to overpower a target, according to the governor, and thus the attackers must have a superior force. Chatto noted that the policemen had only charged their two arrested suspects with malicious mischief only for how could these young people solely armed with knives ambush a mayor with armed bodyguards in a vehicular convoy. There was a superior strength present on the side of the mayor, but the governor understood why some partisan quarters redefined ambush to suit their intent. Many from the agencies involved in the Provincial Peace and Order Council wondered why the Carmen mayor and his handlers like Tagbilaran City Mayor Dan Lim themselves did not initiate ambush charges. Instead, they concocted the ambush story only several days after the vehicular accident and fanned it on their favorite radio. Chatto said that if he were surprised by the members of the Bohol tri-media and interviewed there and there, it would be an ambush interview.

“Then do we need a firearm for that, to use the word ambush?” the governor asked. “I could only complaint against being ambushed because I am trapped by the mediamen in concealed position and interviewed by surprise.” The context here is not intended to harm but rather get information, yet the act is still defined as an ambush, Chatto emphasized. The ambush tale tailored by De los Reyes and Lim should involve an alleged plot to inflict harm or injury, or maybe even greater danger that requires higher tool of violence to overpower the target, her security group and convoy. In this ambush, a different context assumes with the elements of trap, concealed persons lying in wait, design to overpower, and surprise attack, Chatto said. The governor prayed that he has clearly shared his view on the issue in the face of falsehood and deception spread out and wide by the partisan “intellectual dishonest.” “Intellectual honesty is critical in time like this and we just have to be honest in our comprehension and understanding,” Chatto appealed.

He said the public has to be rightly guided and this is a responsibility of every Boholano, whether he is a government official, politician, journalist or professional. The ambush that never was has annoyed the Boholano community since the citizens of Bohol are not used to such a dangerous falsehood. The governor said the issue cannot make our business and investment climate fair while at the same time tending to sabotage Bohol’s tourism boom and other economic gains. Chatto thanked God that the ambush only exploded in fertile minds. But even if it was purely a hoax, spreading the falsehood spiced with wild allegations already transgressed Bohol peace and security, the governor lamented. (Ven rebo Arigo)

LGU Philippines / Baba Yap Leads in HNU Mayor Survey
November 05, 2012, 11:51:46 PM
By Sunday Post

Early on in the hotly-contested elections for city mayor, a random sampling, albeit informally, by word-of-mouth showed, that John Geesnell ‘Baba’ Yap is leading the pack of mayoralty hopefuls. Of course, the results were self-serving if peddled mostly by the candidate’s avid followers. Now it can be told. As if to demolish the self-serving tale, the no. 1 city councilor is showing again as the top pick of the city electorate when validated by the latest poll survey conducted by the prestigious Holy Name University Research Center (HNURC). Posting a stunning result of 55%, the young Yap bested his two opponents by “a mile”. His uncle Dr. Abraham Lim and lawyer Agustinus “Dodong” Gonzaga, garnered an identical 13% as against the leading survey leader. They constitute the three-cornered contest for city mayor.

The latest survey results surpassed an earlier record of 40% he posted in a poll conducted by the same survey outfit March-April 2012. This time, the survey covers the period from August to September 2012. The first HNURC survey results covering the period March to April 2012 also pointed to Yap as the city electorates’ overwhelming choice for city mayor. Political observers said the consistency of Yap as survey leader is a result of his result-oriented and action-man as city councilor. He was elected the number one councilor in the May 2010 elections and from there, Yap hadn’t stop working and connecting to the people. Through his flagship project “B.A.B.A.” (Building an Active Barangay Advocacy) he personally delivers varied community services that benefitted all walks and sectors of the city community. This is the reason that Yap is the top choice for city mayor, observers noted.

Yap latest survey rating is higher by 15% compared to the March-April survey result. The phenomenal rise in Yap’s survey ratings could also be attributed to the unbeatable team-up  of first Councilor John Geesnell “Baba” Yap for City Mayor and Councilor Anne Mariquit “Kit” Oppus as his vice-mayor running mate for next year’s mid-term elections. The broad coalition appropriately named “Pundok Panaghi-usa” was a result of a series of direct consultation in barangays, socio-civic organizations, youth clusters and other multi-sectoral groups. This was further bolstered by the results of the earlier independent survey by Holy Name University Research Center that placed Yap at the No. 1 position against two other mayoralty bets of Tagbilaran City. The perfect combination in the   Panaghiusa Team  is composed of Vice mayoralty bet and active advocate for women's and children's rights Kit Oppus. The slate for councilor includes reelectionist Councilor Beben Inting,  Barangay Kagawads Joseph Bompat (Dampas)  and Tim Butalid (Pob1), Cogon councilman Jerry Pabe,  Cogon kagawad Charles Cabalit, Dr. Allan Real (Pob2)  and Mimi Vitorillo (Pob3). Former Congressman Adam Jala, civic leader Ondoy Borja, and businessman Johnny Enerio.

Councilor Yap who just celebrated his 35 th birthday last week, expressed his heartfelt gratitude to the high percent of electorates’ confidence in him as reflected in the latest HNURC survey result He said the survey results also indicate the city residents’ trust in his team Pundok Panag-hiusa.  “I have gathered a slate in response to the clamor of the people of Tagbilaran for a new breed of leaders. This is a product of a consultative process that allows the public to freely express their sentiments and opinions. We listened and we heed their call for I  strongly believe that the Tagbilaranons deserve only the best,” Yap added.

Boholanos from all walks of life will pause from their daily toil today to mark the 116th birthday anniversary of the province’s most illustrious son, the late President Carlos P. Garcia. Since today is a Sunday, as in usual practice, the following day is considered as a holiday but in this case, no declaration was made to make tomorrow as a non-working day in place of today’s Garcia day. Holiday or not, Gov. Edgar M. Chatto will lead the provincial government and all Boholanos in reliving the natal day celebration of this simple son of Talibon who became an unforgettable national figure by becoming the 8 th President of the Philippines and the 4 th President of the Third Republic. Although he is just a cousin of Pres. P-Noy, organizers an Aquino to grace the occasion as guest of honor. Paolo Benigno “Bam” Aquino IV, a former chair of the National Youth Commission will lead dignitaries including lawyer Fernando Campos, the late President’s son-in-law, as composing the prominent guest list of the commemoration.

The late CPG was born on November 4, 1896. In his lifetime, he was a simple and humble Boholano and was a teacher, poet, orator, lawyer, public official, political economist and guerilla leader rolled into one. Pres. Garcia was most known for his “Filipino First Policy” which heavily favored Filipino businessmen over foreign investors. He was also greatly responsible for the changes in retail trade in the Philippines which has greatly affected Chinese businessmen in the country which, even to this day, still exists. Celebrations for the day will begin with the Foyer Honor and Wreath-laying Ceremonies, complete with the mandatory Flag Raising and the much-awaited 21 Gun Salute at the Pres. Garcia Park at the New Capitol Site. This would then be immediately followed by a commemorative mass and program at the Bohol Cultural Center to be led by Gov. Chatto, Vice-Gov. Concepcion Lim, Provincial Administrator Alfonso Damalerio II, the late President’s son-in-law, Atty. Campos, also the Secretary General of the CPG Foundation, Inc., Sangguniang Panlalawigan (SP) members, and the young Aquino as keynote speaker.

Bam Aquino is the president of the Ten Accomplished Youth Organizations (TAYO) Awards Foundation, former chairman of the National Youth Commission (NYC), the cousin of Pres. Benigno Simeon “Noynoy” Aquino III; and, a mirror-image of the late Senator Benigno “Ninoy” Aquino, Jr. The Chatto-Lim Administration has already laid out a complete list of activities for the day, which would also include the Ceremonial Planting of the White Gumamela as the Provincial Flower, the Signing of the Manifesto of Support for its Mass Propagation in the Province of Bohol, and a guided tour of the CPG Heritage House which has been declared as a Historic and Tourism Site by the National Historical Institute. This year, the CPG Awardees are Noel P. Tuazon for Literature, Charlito S. Ayco for Public Service and Zosima N. Acuram for Music, who will be conducting the Dimiao Children’s Rondalla during an intermission number.

There will also be other agreements to be sealed for the day, namely: for the Deed of Donation between the province and the National Bureau of Investigation (NBI), to be officially inked by Gov. Chatto and Director Caesar Nonnatus Rojas; and for the Executive Order creating the Pres. CPG Heritage House Board, by Gov. Chatto, Vice-Gov. Lim and the provincial board members. The 3 rd Pres. CPG Chess Festival, which is sponsored by the provincial government and Chessmen, Inc., would be also having a whole-day chess tournament at the Activity Center of the Island City Mall. “It is only fitting that a big honor be bestowed upon a great Filipino and a great son of Bohol,” Chatto admitted proudly. Cong. Rene Relampagos of the First District of Bohol bared that in anything you do, you cannot always make all people agree with you. This is one reality that you cannot do away with. People will always have a different appreciation or opinion of things. This is true in pushing for road improvement works when not all are expected to have something favorable to say; but just the same, ours is a democracy and that we need to respect others’ opinions too. Nonetheless, Relampagos resolves that for as long as he is given this privilege of representing and serving the people of the first district of Bohol as its congressman, he will always make it a big priority the upgrading to concrete of all the national roads and highways within his district including national roads within the city of Tagbilaran. Focused on permanent rather than “band-aid” solutions, Relampagos stressed that the need for upgrading the asphalt to concrete need not be over emphasized. He added that because of the fast-growing tourism industry not only in the first district but the entire province in general, he has to exert necessary efforts for the demands of the on-going development in the province and help pave way for its future.

Relampagos was therefore very excited that very soon the additional P100 million for the road upgrading project of J.A. Clarin Street that will lead all the way to the municipality of Corella (Tagbilaran - Corella Road) will soon be bid out by the Department Works and Highways (DPWH) Regional Office. This is part of the P608 million that Relampagos was able to secure for the district under the Department of Tourism (DOT) â€" Department of Public Works and Highways (DPWH) tourism convergence program for fiscal year 2012 for improvement of roads leading to tourist destinations. The release of said funds for the implementation of tourism road projects is covered under Special Allotment Release Order A-12-00749 as released by the Department of Budget and Management (DBM) dated September 12, 2012 as approved by Undersecretary Mario L. Relampagos who signed the document by authority of DBM Secretary Butch Abad.

Relampagos hopes that the completion of this project would help provide the right climate for investors to come in. He added that unless we succeed in providing the right atmosphere for investments, we will have difficulty creating jobs and economic and livelihood opportunities for our people. The development of the tourism industry is the key towards helping alleviate poverty amongst our people by way of the jobs generated and its multiplier effect that will impact our local economy. Presently, J.A. Clarin Street is undergoing a road upgrading project (asphalt to concrete) funded under the General Appropriations Act (G.A.A.) of 2012 in the amount of P50 million. Present work is being undertaken by LABB Construction and is supervised by the District Office of the DPWH under Engr. Ted Castillo. The project is expected to be completed before the year ends. If City Mayor Dan Neri Lim’s sharp reaction to his indictment to the Sandiganbayan as the handiwork of Cong. Rene Relampagos, then there’s no mistaking that the first district congressional derby is heating up. The incumbent Cong. Relampagos will tangle for the first district congressional combat against the challenger Lim in a do-or-die finish of two bitter political enemies. Call it a temporary setback on the part of the respondent or major victory for the complainants, the outspoken city mayor was haled before the Sandiganbayan after the Ombudsman-Visayas found probable cause for one count of violation of Section 3(e) of R.A. 3019, as amended, otherwise known as the Anti-Graft and Corrupt Practices Act. “In whatever forum or venue, I can face my accusers and I will finish the fight they started till the end.”

This was how Tagbilaran City Mayor Dan Lim greeted the news that the complaint filed by radio anchor Jeremias Pabe of DyRD, together with technician Gerry Cajes before the anti-graft court. The case, first filed at the Ombudsman Visayas, stemmed from the disconnection of electric power lines from the houses of Pabe and Cajes, who are both living at the Capitol Valley socialized housing project, in this city, for low â€"salaried government employees. Pabe and Cajes alleged that the disconnection was instigated by Mayor Lim citing as reason, their affiliation with radio station DyRD that has been critical to the mayor since his second term. Despite the conflict, Lim won his third and last term, breaking the impression that the power of media can make or unmake a politician.

Mayor Lim stood as guarantor in the power connection application of Pabe and Cajes with the Bohol Light Company Inc., the company that provides the electric supply at the housing site. The guaranty provided to Pabe was revoked by the city mayor upon realizing that the person was not supposed to be a beneficiary of such socialized housing site. Pabe receives a sizable salary as barangay councilman of Cogon, one of the biggest districts in the city, and is also engaged in the lucrative business of money lending. “Ang tinood nga kampeon dili modagan sa bisan unsa mang hagit (a true champion never runs from any challenge),” the city mayor declared in his radio program. The city mayor admitted that having a case at the Sandigabayan bothers a lot. He also expressed surprise why the person, who allegedly ordered the cutting of electric power line on the houses of Pabe and Cajes, though it was publicly identified, was not included in the case that indicted him. Mayor Lim said he knows who are these businessmen and politicians that are backing up Pabe.

BLAMES RELAMPAGOS

Making no pretentions of whoever was behind his indictment, Mayor Lim blasted Cong. Relampagos as having a hand in his present predicament. The mayor believes that the first district lawmaker was in familiar territory as chair of the committee on human rights in Congress. While the case filed by the two DYRD personnel was pending at the Ombudsman, a parallel complaint was lodged at the Commission on Human Rights. “In due time, the same people will answer cases that the public will be filing against them. It will be soon,” the city mayor said.

OTHER RESPONDENTS

Other than Mayor Lim, the original complaint also named four other persons as respondents. Teodoro Estoque, a building official of the city government, was named respondent along with three others who are officials of the Bohol Light Company. They were identified as Engr. Eulogio Signe, BLCI general manager; Engr. Rey Grapa, operations manager; and Rotelio Lamdagan, Jr., consumer services supervisor. But in the resolution of the case as approved by acting Ombudsman Orlando Casimiro, all four respondents including the building official , were found to have no culpability in the criminal complaint. According to Portia Pacquiao-Suson, graft investigation and prosecution officer II, respondent Estoque was charged mainly due to his act of informing BLCI of the withdrawal of the warranty and recommending the disconnection of the electric service. However, he was merely acting pursuant to the revocation of the temporary permit. Since BLCI required the warranty before they could install or continue with the electricity services, the operative act was the withdrawal by the respondent mayor of the warranty.

Bohol Rep. Erico Aumentado (2nd District) filed Monday a bill providing subsidies for hybrid rice and corn planters all over the country for farm inputs such as seeds and fertilizers.

Aumentado thought of replicating to the entire country his pilot pet projects in his district, as a way to attain rice and corn self-sufficiency for the Philippines in support of the Aquino administration’s food security program-â€"and in the process, become an exporter of the commodities.

Aumentado cited the success in his district, anchored on the experience during the Marcos presidency when the Philippines, with then Executive Sec. Rafael Salas and Agriculture Sec. Arturo Tangco as spearheads -- succeeded to become rice and corn self sufficient and an exporter to neighboring countries.

"The government succeeded because of its programs on Masagana 99 for rice and Masagana 55 for corn, and subsidy given to the farmers," according to Aumentado.

The subsidy Aumentado proposes consists of hybrid rice and corn seeds, fertilizer, insecticides and post harvest facilities.

"This way, the Filipino rice and corn farmers can compete globally. The strategy is a paradigm shift from the present trend of importing rice and corn from producers abroad thereby indirectly subsidizing foreign farmers instead of the Filipinos engaged in the same rice and corn production," Aumentado pointed out.

In the bill's explanatory note, Aumentado emphasized that subsidizing and strengthening the Filipino farmers can rapidly increase the economic multiplier effects of the program, making the agriculture sector a major player in increasing the gross domestic product of the country, and open more windows of opportunity for the Philippines to attain the coveted investment grade by Standard and Poor Fitch Rating Service and Moody’s Investors Service.

"The amount needed for the purpose shall be charged against the current budget of the Dept. of Agriculture and, thereafter, to the regular annual appropriations to ensure continuity.

North Korea is being plagued by a widespread and difficult strain of tuberculosis and needs urgent measures to curb it, the chairman of a South Korean aid group said Monday.

"The spread of multidrug-resistant tuberculosis is so serious that North Korea is judged to be missing the crucial 'golden time' to root out tuberculosis," Stephen Linton, the chairman of Eugene Bell Foundation, said in a news conference.

The chairman of the charity foundation dedicated to medical aid for the reclusive country paid a two-week visit to the North in October to tour eight tuberculosis treatment centers in Pyongyang and central regions.

Multidrug-resistant tuberculosis is defined as tuberculosis that is resistant to several types of drugs, a strain that is relatively difficult to treat and requires far more expensive medicine than easier cases of the disease.

"My trip to North Korea showed that multidrug-resistant tuberculosis is a serious concern," he said. - PNA.gov.ph
