Dunay panglantaw karon nga kon failure ang atong election sa Mayo, there will be a great chaos. Then, Arroyo will declare martial law. THis is one way  to remain her in power which she had been dreaming for. There will be a military take over.
if this will become true, that truly shows the real color of gloria.

Although many professional athletes toil in relative obscurity, there is a well-publicized minority that makes a killing. These players' hair-raising salaries are shocking in their size alone, but some athletes' compensation is even more disturbing because they fail to live up to the pay they command. Read on for a list of the top multimillion-dollar contracts that have haunted the players who scored them.

#1 JaMarcus Russell - 6 Years, $68 Million
JaMarcus Russell gets the No.1 slot on this list for a reason; in fact, his contract is so bad it deserves its own list. Six-years, $68 million, with $32 million guaranteed. Is there anyone on the planet who could justify this contract (besides Russell himself)? Following the Raiders' 38-0 blowout loss to the Jets, Russell told the San Francisco Chronicle, "I don't think it's me personally". While football is most definitely a team game, you need only look at the numbers to see that yes, it actually is Russell: a 2-5 record this year, with a completion percentage of 46.3, two touchdowns, eight interceptions and a QB rating of 47.2. Those are brutal numbers for any quarterback.
Russell's poor play and perceived lack of interest have many comparing him to another first-round super-bust: Ryan Leaf. The Raiders may be stuck with Russell as their starter for a while, as team owner Al Davis may force the coaching staff's hand at playing Russell to justify his contract, which was signed following his holdout prior to the 2007 season. While a lot of the other contracts on this list have sent chills up fans' spines, Russell's ongoing deal is the thing of nightmares.

#2 Vernon Wells - 7 Years, $126 Million
Here's another albatross of a contract from the '06 MLB off-season. Recently fired Blue Jays general manager J.P. Ricciardi signed Wells to a back-loaded seven-year, $126 million deal on the heels of a decent season in which Wells hit .303 with 32 home runs and 106 RBI. Wells was overpaid the moment the deal was signed, but the Jays had hoped the Gold Glove center-fielder would continue to progress into one of the premier five-tool players in the game.

Wells has done just the opposite. With three consecutive sub-par seasons in which he has struggled with various injuries and inconsistency, Wells' poor performance ultimately cost Ricciardi his job (along with a laundry list of over-payments and questionable signings).
With four years remaining on the deal, Wells' contract is virtually untradeable, so the Jays are stuck with an underachieving, overpaid center fielder to build their team around. It may be a while yet before fans in the Great White North get to see some October baseball.

#3 Zach Randolph - 6 Years, $84 Million
Is it possible to be one of the biggest surprises and busts of the same draft? It looks like Zach Randolph may have done it. After being drafted 19th overall in the 2001 draft, Randolph became one of the best young low-post threats in the league, prompting the Blazers to sign him to a six-year, $84 million extension. Since the signing, Randolph has been traded three times, most recently this past summer by the Clippers to the Memphis Grizzlies. Randolph easily has the worst contract in the league, yet general managers like Mike Dunleavy and Chris Wallace continue to pay this guy more than $16 million a year to poison their teams.
But it's definitely not his numbers that make his contract one of the worst in all professional sports (averaging over 20 points and 10 rebounds in three of the past four seasons), it's the fact that Randolph is a ticking time bomb, and has shown little interest in getting into shape. Why would the Grizzlies bring him into a locker room full of young, impressionable players? With two years and $33 million left, expect to see Randolph's contract back in the top three next season.

#4 Barry Zito - 7 Years, $126 Million
Zito has probably had the most disappointing drop-off of anyone on our list. The quirky lefty was one of the best pitchers in baseball during his tenure with the Oakland A's, where he was selected to the American League All-Star team on three occasions and took home the 2002 Cy Young Award. Following the 2006 season, in which he went 16-10 with a 3.83 ERA, the Giants signed Zito to a seven-year, $126 million contract, making him the highest paid pitcher in Major League history at the time.
Since signing the deal, Zito has gone 31-43, never posting an ERA under 4.00. Zito has also lost between three and five miles per hour on his fastball, allowing hitters to sit on his once-unhittable curve ball. The Giants have experimented with pitching Zito out of the bullpen, looking for any signs that the once dominant lefty can recapture his form. So far, the results have been mixed.

#5 Gilbert Arenas - 6 Years, $111 Million
Arenas is definately the wild-card on our list. It's hard not to like Gilbert Arenas. The self-proclaimed "Agent Zero" has proved time and time again that we should never discount his talents and his drive. After bursting onto the scene in the 2004-2005 season, Arenas proceeded to wow fans and opponents alike with his clutch play and unorthodox behavior, making him one of the most popular players in the league.

However, after only playing a total of 19 regular season and playoff games in the past two seasons due to a knee injury, Arenas needs to have a huge comeback season in order to justify the six-year, $111 million contract he received from the Wizards in the summer of 2008.

Almost 80 percent of National Football League players are flirting with bankruptcy two years after they retire, according to Sports Illustrated. NBA players aren’t faring much better. 60 percent of former National Basketball Association players end up broke within five years of retirement. Athletes squander millions of dollars due to bad decisions, lavish spending and poor financial planning. Here is a list of athletes that have lost their fortunes through some of the biggest financial blunders of all time.

Scottie Pippen
Known more for his on court defense than his off court business sense, former Chicago Bulls star Scottie Pippen lost $120 million in career earnings due to poor financial planning and bad business ideas. Air Jordan’s sidekick blew $27 million on bad investments and spent $4.3 million on a Gulfstream II corporate jet.

Evander Holyfield
Four-time boxing champ Evander “The Real Deal” Holyfield reportedly made over $250 million in cash during his boxing career, but despite this he reportedly is flat broke. Holyfield lost all his money by making “smart” business decisions look really foolish. You thought buying a house was a smart move? It normally is, but not when you buy a house the size of Rhode Island. Holyfield bought a $20 million house with over 54,000 square feet and 109 rooms. The house has 11 bedrooms, 17 bathrooms, a movie theater, a bowling alley and an Olympic-size swimming pool. Imagine how much it must cost to cut the grass on all 235 acres! You could buy a Range Rover with the electric bill payment alone.

Lenny Dykstra
Former New York Mets and Philadelphia Phillies star Lenny “Nails” Dykstra was a success on the baseball diamond, but in the business field Dykstra has struck out. Dykstra’s failed businesses include car washes, a magazine company, real estate investing and a stock trading website. According to Dykstra’s July 2009 bankruptcy filing, he owed more than $30 million to creditors, including his $18.5 million purchase of Wayne Gretzky’s home. The amazing part is that after two foreclosed homes and numerous failed businesses Dykstra is offering the investment advice that led him into bankruptcy for a mere $899 a year! In the investment world, it is often said that past history does not dictate future performance. Nevertheless, it’s pretty clear Dykstra isn’t the guy to go to for advice.

Latrell Sprewell
Look up the word “shortsighted” in the dictionary and you will see a picture of Latrell Sprewell. He famously turned down a $21 million contract because he said it wasn’t enough money to feed his family. Sprewell, who made over $96 million during his career, lost his $1.5 million dollar Italian yacht, named “Milwaukee’s Best”, in 2007. According to MSNBC, a U.S. marshal seized the yacht after Sprewell defaulted on his mortgage. His $5.4 million house went into foreclosure in May 2008. Don’t blame Sprewell for turning down the three-year, $21 million contract though. I mean really, who could live off a measly $7 million a year?

John Daly
Two-time PGA major champ John Daly gambled away between $50 and $60 million in career earnings, according to his 2006 autobiography. Daly once lost $1.65 million in five hours playing the slot machines at a casino. If you think that’s impressive, there’s more. Daly blew $1.2 million in a mere two hours and 30 minutes at a casino in Las Vegas. He just had his $1.6 million house foreclosed on. Did Daly quit gambling after blowing so much cash at the casino tables? Not by a long shot. Instead, he decided to downgrade from the $5,000 slot machines to the $100 and $500 machines. It looks in John Daly’s world, that is considered sound financial planning.

Jack Clark
Former professional baseball slugger Jack Clark was driven into bankruptcy in 1992 by his appetite for luxury cars. According to his bankruptcy filing, he owned 18 luxury automobiles, including a $700,000 Ferrari and a Rolls Royce. Clark was trying to pay 17 car notes simultaneously, and whenever he got bored with a car he would get rid of it and just buy another one. He ended up losing million-dollar homes and his drag-racing business because of his extravagant spending habits, but despite one of the most publicized bankruptcies in baseball, Clark reportedly got back on his feet in the late ’90s.

Mike Tyson
The king of them all is boxer Mike Tyson, who squandered a $350 million to $400 million dollar fortune. So what did “Iron” Mike spend his fortune on? Everything. He dropped half a million dollars on a 420-horsepower Bentley Continental SC with lamb’s wool rugs, a phone and a removable glass roof. It is one of only 73 Bentley Continental SCs ever built. The sad part is that’s not even the only Bentley that Tyson owned! He spent over $4.5 million dollars on cars alone. Throw in a $2 million dollar bathtub and $140,000 for two Bengal tigers and you can see why Tyson’s fortune is down for the count. He filed for bankruptcy in 2003

March 12, 2010, 05:40:03 AM
Almost all of us knew what happened to our country during the declaration of Martial Law by President Marcos. I wasn't born yet that time and what I knew about it are all stories from Lolos and Lolas, Uncles and Aunties. Some said Martial Law can do good to our country but others said otherwise. Now it's time for us to vote and give inputs as to why we are against another martial law or why we pro-martial law. There are so many definition of Martial Law from Encyclopedias to Military Law but what is more concise is that military government involving suspension of ordinary law.

bai aaron, according to Forbes there are 937 billionaires for 2010 and there were 2 filipinos on the list: they are henry sy and lucio tan, jr. henry sy and family's networth is at $4.2B or roughly around P192B landing him in the 201st slot while lucio tan and family's networth is $1.7B or around P78B which is only good for 582nd slot. henry sy's wealth increased by 10% from $3.8B while lucio tan's wealth did not change. jaime zobel de ayala who was part of the 2009 list did not make the cut this year.

neither tan or sy made it to the asia's top 25 billionaires whose wealth ranges from $7B to $29B. of the 25 asian billionaires, the indians stood out as the region's richest since they have 10 out of the top 25 while hongkong and japan have 5 each and mainland china has 1 while the rest are from other asian countries.

World Daily News / World's Billionaires 2010
March 11, 2010, 10:40:28 PM
Carlos Slim Helu takes No. 1 spot on Forbes World's Billionaires list as a record 164 10-figure titans return to the ranking amid the global economic recovery.

For the third time in three years, the world has a new richest man.

Riding surging prices of his various telecom holdings, including giant mobile outfit America Movil (AMX), Mexican tycoon Carlos Slim Helu has beaten out Americans Bill Gates and Warren Buffett to become the wealthiest person on earth and nab the top spot on the 2010 Forbes list of the World's Billionaires.

Slim's fortune has swelled to an estimated $53.5 billion, up $18.5 billion in 12 months. Shares of America Movil, of which Slim owns a $23 billion stake, were up 35% in a year.

That massive hoard of scratch puts him ahead of Microsoft (MSFT) cofounder Bill Gates, who had held the title of world's richest 14 of the past 15 years.

Gates, now worth $53 billion, is ranked second in the world. He is up $13 billion from a year ago as shares of Microsoft rose 50% in 12 months. Gates' holdings in his personal investment vehicle Cascade (CAE) also soared with the rest of the markets.

Buffett's fortune jumped $10 billion to $47 billion on rising shares of Berkshire Hathaway (BRK). He ranks third.

The Oracle of Omaha shrewdly invested $5 billion in Goldman Sachs (GS) and $3 billion in General Electric (GE) amid the 2008 market collapse. He also recently acquired railroad giant Burlington Northern Santa Fe (BNI) for $26 billion.

In his annual shareholder letter Buffett wrote, "We've put a lot of money to work during the chaos of the last two years. When it's raining gold, reach for a bucket, not a thimble."

Many plutocrats did just that. Indeed, last year's wealth wasteland has become a billionaire bonanza. Most of the richest people on the planet have seen their fortunes soar in the past year.

This year the World's Billionaires have an average net worth of $3.5 billion, up $500 million in 12 months. The world has 1,011 10-figure titans, up from 793 a year ago but still shy of the record 1,125 in 2008. Of those billionaires on last year's list, only 12% saw their fortunes decline.

U.S. billionaires still dominate the ranks â€" but their grip is slipping. Americans account for 40% of the world's billionaires, down from 45% a year ago.

The U.S. commands 38% of the collective $3.6 trillion net worth of the world's richest, down from 44% a year ago.

Of the 97 new members of the list, only 16% are from the U.S. By contrast, Asia made big gains. The region added 104 moguls and now has just 14 fewer than Europe, thanks to several large public offerings and swelling stock markets.

The new billionaires include American Isaac Perlmutter, who flipped Marvel Entertainment (MVL) to Disney (DIS) for $4 billion last December. The Spider-Man mogul netted nearly $900 million in cash and 20 million shares of Disney in the transaction.

Also new to the ranking: 27 billionaires from China, including Li Shufu, whose automaker, Geely, announced plans to buy Swedish brand Volvo from Ford in December. The deal is expected to close in March 2010.

Finland and Pakistan both welcomed their first billionaires.

For the first time China (including Hong Kong) has the most billionaires outside the U.S. with 89.

Russia has 62 billionaires, 28 of them returnees who had fallen off last year's list amid a meltdown in commodities. Total returnees to the list this year: 164.

Eleven countries have at least double the number of billionaires they had a year ago, including China, India, Turkey and South Korea.

Thirty members of last year's list fell out of the billionaire's club. Moguls who couldn't make the cut: Iceland's Thor Bjorgolfsson, Russia's Boris Berezovsky and Saudi Arabia's Maan Al-Sanea.

Another 13 members of last year's list died. Among the deceased: real estate developer Melvin Simon and glass tycoon William Davidson.

im in favor for this kind of ads. it will make the people aware about contraceptives such as condoms. if condoms are regularly and properly used, i think the risk of getting STD's will diminished and at the same unwanted pregnancies can also be prevented. i don't believe that some condoms are not weak and substandard and are easily tear off or punctured.

i will choose gibo over noynoy. i admit i didn't know him that much but based on what read about his life, he's more ideal to become a president since he has own principles and he is intelligent as well. noynoy, will be more predictable as he has to make sure that he will not tarnish the reputation of his parents specially cory who is more allied to the church. any rulings or laws that the church won't agree will surely hit a snag.

for me, it doesn't matter at all as long you are responsible enough to take all of the consequences later if it will result to pregnancy. be brave to face all of the hardships and burdens of a married life. but in the purist side, sex after marriage is ideal because you really sanctify purity and virginity. however it seems that's no longer a practice today.

Quote from: nat-cast on January 30, 2010, 05:43:12 PM
is there a HNU survey results for the local election in bohol?

Chatto leads HNU survey

CHATTO   Administration bet Rep. Edgar Chatto is on top in the latest survey among the gubernatorial bets conducted by the Holy Name University (HNU) Research Center last Jan. 28 to Feb. 8, 2010.

The last termer solon garnered 48%.

Boholano movie director/actor Cesar Montano trailed far behind at 24% while Vice Gov. Julius Caesar Herrera got only 19%. Eight percent (8%) of the province-wide respondents did not give an answer to the question "If elections were held today, who would you vote from among the candidates for Bohol governor?"

His accomplishments like numerous development projects and competence by experience were the top two reasons why the Boholanos want him to be the next governor, according to the HNU survey.

The people also cited Chatto as a leader who is approachable, amiable, helpful to the needy, a good man and has principles which other do not possess.

Chatto consistently garnered highest votes in the First District at 57%, Second District, 46%, Third District, 42%, and Tagbilaran City, 52%.

Across economic class, 56% or more than half of Class ABC picked Chatto for next governor. He is also the commanding choice of class D at 46% and class E at 46%.

Herrera got 8%, 23% and 16% from the three classes, respectively. Montano got 19%, 23% and 29%, respectively.

Fifty percent (50%) of the female and 46% of the male voters preferred Chatto as against the two other contenders.

Voters in all age brackets from 18 to 45 and above gave Chatto a wide margin.

In the survey in the urban areas, Chatto got a total of 51% and in rural areas, 47%, as against Herrera's 15% and 21% and Montano's 26% and 24%.

The survey noted an "almost" equal distribution of Boholano voters in the three Bohol districts.

Chatto topped in the previous surveys of HNU, which has learned and mastered its public pulsing system from the Social Weather Station (SWS), and those initiated by other independent outlets.

honestly, i really don't vote for businessmen. it is because businessmen will run to get a position in the government to protect their business interest. then again, all of our politicians are running their  own businesses. im not sure exactly if the reason is the salary they get in their respective position or simply they just want to hide unscropulous and anomalous transactions behind their businesses.

i think there is really a need to have a direct flight from bohol to davao and vice versa. davao is a major city and surely it has businessmen who be dealing with other businessmen here in bohol. i think it's up to the airline to consider this option specially that there was an endorsement made by CAB as what I posted earlier.

CAB endorses Davao, Tagbilaran direct route

TO help boost economic and tourism industry in Bohol, the Civil Aeronautics Board (CAB) has thrown its support for the clamor to put up a direct flight from Davao City to this city and vice-versa.

In its letter to Vice-Gov. Julius Caesar Herrera dated July 8, 2008, executive director Carmelo L. Arcilla said that CAB “extends its support to this endeavor and assures the Province of Bohol that it will be true to its mission in accelerating economic development by building linkages to new/under-served points within the country.”

Earlier, the Philippine Airlines, the country’s flag carrier, is also considering linking this city to Davao City through direct flights following the twin Resolutions requesting for direct flights passed by Bohol and Davao City.

In a bid to provide easy access to visitors particularly Boholanos, the Sangguniang Panlalawigan has approved a Resolution supporting the move of Davao City asking the airplane companies to establish direct flights between this capital city and Davao City. The SP Resolution was adopted en masse during the regular session on June 10, 2008 presided over by Herrera.

The SP found merit of Davao City’s approved Resolution No. 0768-08, requesting Philippine Airlines, Cebu Pacific and Asian Spirit to explore the possibility of establishing direct flights between Davao City and Tagbilaran City, Bohol, said Vice-Gov. Herrera after the approval of SP measure.

Gov. Erico Aumentado, who was in receipt of the said Davao City Resolution, stressed the direct air travel “will definitely be to our mutual and equal advantage, as it will further promote tourism and investment in our places.”

Davao City officials said that it’s the city’s policy to promote the City as a tourism, investment and trade destination, hence, it is needed that it has to have a direct transportation links with other cities and countries.

The Resolution recognizes that Davao and Bohol share the same thing because both are the country’s prime tourist destinations and visited by both foreign and domestic tourists alike.

“Davao City and its neighboring provinces are home to hundreds of thousands of residents tracing their roots to Bohol, who travel on a regular basis, particularly to attend town fiestas, family homecoming and to transact business.”

Davao City Resolution was signed by Vice-Mayor Sara Z. Duterte, daughter of Mayor Rodrigo Duterte and approved by 24 city councilors as certified by Zuleika T. Lopez, secretary to the Sangguniang Panlungsod of Davao City.

Arcilla said that his office has been sending letter-request to all domestic airlines, encouraging them to conduct direct flights in these routes

sa issue na gi pili si relampagos over salinas......why would you choose someone na technically di taga diha nga distirc? nya why would you choose someone with great track record over a mediocre ug achievements???? kay bossom buddies sila......sakto ba na? plus naa pay dako na issue gi karga si relampagos....this is on the salcon issue....actually the privitization was a good idea....pero why would you choose a bid 0f 75M(salcon) over a bid of 115M (aboitz)......rason nila di daw sila mo implement ug rate increase in the next few years......palihug daw ug check kung wala bay rate increase na hitabo ato na time.....kung tanawon nimo ang achievements ni salinas sa katigbian dako kaayo ug improvement when he came in......pero ang balilihan mao lang gihapon.....and to think na congressman ang anak ha......plus doul doul ang balilihan sa tagbilaran......improvements should have happened decades ago kung tinoud na maayo ang tao nag pa dagan didto...........naa koy theory ni ani.....di lang sigur ganahan ma pulihan cya ug lain na congressman na molihok.......kay makalro unsa cya ka banga........mao gi pili  niya si relampagos kay kamao cya na ka level ra niya si relampagos......

di ba kung state university it's a public school kay ang tag-iya gobyerno man? ngano kinahanglan man ug scholarship? di ba considered naman unta nga scholars ang mga students aning mga state universities kay funded and subsidized by the government man? and only those who are qualified and passed the qualifying exam can enter the said schools?

State University and College Systems in the Philippines, or also known by its acronym SUC refers to any public institutions of higher learning that were created it by an act passed by the philippine congress, and is fully subsidized by the national government.

SUCs lamented the philippine government's inadequate financial aid. for the year 2003-2004, SUCs only had PHP 16.8 billion, and about 40 percent of it went to the UP and the MSU. however, in 2008, the philippine congress alloted PHP 20.8 billion in subsidy for the operations of state universities and colleges.

collectively, SUCs have a student population of approximately 865,000, which means that every student is subsidized by an average of PHP 24,000 per school year. Each Filipino family contributes PHP 1,185 a year to run these schools through their tax payments. of the total amount, PHP 15.4 billion for the salaries of faculty members and employes.

in region vii, there are 5 SUC's:
Bohol Island state university (formerly bsat, cvscaft)
cebu normal university (formerly cebu normal college)
cebu technological university (formerly known as cebu state college of science & technology)
negros oriental state university (formerly know as central visayas polytechnic college)
siquijor state college (formerly larena high school)

1 dead, 2 wounded in Batuan encounter

Cebu City (7 February) -- ANGRY exchange of gunfire and some 45 minutes of running gunbattle left a scout ranger dead and an army man and CAFGU wounded when armed men attacked government troops in routine patrol in Batuan Saturday February 3.

The recent encounter is 302nd Brigade new commander Colonel Jessie Dellosa's baptism of fire, as the consummate ranger fresh from his Muslim secessionist exploits in Mindanao has hardly warmed his seat in his Bohol duty tour.

Col. Dellosa took over army's 302nd Brigade based in Carmen, Bohol barely five days before the incident that shattered Bohol peace erupted.

According to reports, elements of the 1st Scout Ranger Battalion (1SRBn) led by SSgt. Sulpicio Depacto were having lunch while on routine combat patrol operations in Sitio Candalis, Barangay Sta. Cruz Batuan when an estimated 40 armed members of the New People's Army sprayed them with bullets, around 10:45 am.

The rangers, guided by unnamed members of the Civilian Armed Forces for Geographical Units (CAFGU) were reportedly validating reports of enemy sightings of an estimated 40 armed rebels in the vicinity of Barangay Behind the Clouds, some six kilometers away. The initial burst of live fire left the Ssgt Depacto-led team to seek tactical advantage but being exposed to fire, three were immediately wounded.

As the government troops battled to establish defense counter measures, a ranger whom military sources refused to name was killed in the initial burst while two more troopers are currently recuperating at the Central Command Hospital in Cebu following evacuation operations.

Army Civil Military operations Officer Major Jun Suaybaguio refused to give the names of the fatality and those wounded in action pending notification of their immediate families.

Progress reports sent to the Post detail that the pursuing troopers are following bloodstains left by retreating red fighters. The rebel group have reportedly broken themselves into small fighting units and escaped to the general direction south west of the encounter area.

Mop up operations also report several personal belongings left by the retreating rebels, though military spokespersons refused to divulge the items pending the nod from higher authorities.

The encounter slid Bohol's peace efforts a notch, with the latest marring a record of years of relative peace here.

As the joint forces of the 15th Infantry Battalion (15thIB), 1st SR Bn and other responding units conducted hot pursuit operations, army Major Jun Suaybaguio in a phone interview issued a call for the rebels to peacefully give up the fight before the pursuing government forces could get them.

In another development, army elements, acting upon a tip recovered three radio handsets with complete accessories in an abandoned house in Sitio Sto. Niño, Hanopol Balilihan within the week. The recovered items were left inside a sack and could probably be left by fighters in their haste to escape the approaching government troopers.

Reported recovered were 1 PRC-77, hand set with battery pack and another 2 PRC-126, also with complete accessories.

The recovery of the radio items happened a few days apart from the 302nd Bde leadership turn-over rites.

Arrested NPA man bares revolutionary tax ‘targets’
Friday, February 5, 2010

Sugarcane planters, contractors, hardware stores, private individuals, and politicians are among those in the list of entities allegedly giving revolutionary taxes to the Communist Party of the Philippines-New People’s Army, documents confiscated from a suspected top official of the NPA who was arrested last Sunday in Dauin, Negros Oriental, showed.

The documents also showed that the rebel movement has been collecting from a certain Lule, Noli and Pedring all of southern Negros Oriental, monthly tax dues ranging from P4,000 to P8,000, provincial police director, Senior Supt. Augusto Marquez Jr., said.

A contractor based in Dumaguete City is undertaking mostly road projects is also reportedly paying the NPA a monthly revolutionary tax of P12,000, and a sugar planter P6,000 a month since 2008.

These were revealed by Florencio Quiño, a perceived top cadre of the NPA’s Komiteng Rehiyon Sentral Bisayas whose armed group is operating in southern Negros Oriental.

Quiño, 39, who carries the aliases of Pony/Benjie/Lito/Ale/Warren, is believed to be the head of the taxation group of the Southeast Front of the KRSB, military sources said.

A resident of Barangay Tagustusan, in Balilihan, Bohol, he was arrested recently when residents of Barangay Tugawe in Dauin confronted him after noticing him acting suspiciously.

Policemen invited him to the police for questioning but later arrested, when it was confirmed that he had was facing arrest warrants in Bohol and Cebu for illegal possession of firearms and multiple murder charges, Marquez said.

Marquez said Quiño’s arrest is a big blow to the rebel movement considering that he is handling its tax collection system.

The police now want to ask the court to freeze two bank accounts after the confiscation of ATM cards, cellphones and “subversive” documents from Quiño, he added.

He also said he will consult with the anti-money laundering council on the process for tracing funds transferred through the ATM accounts.

Marquez said he is calling on businessmen, politicians and individuals who had received threats or demand letters from the NPA to come out and support a case build-up against Quiño who will be transferred to Bohol where he is facing illegal possession of firearms before Regional Trial Court Branch 3 under presiding Judge Pacoto Yape in Tagbilaran City.

Quiño allegedly admitted involvement in the attack of the 78th Infantry Battalion in Barangay Caorasan in Carmen, Cebu in December 2001, where at least three soldiers were killed and a number of high-powered firearms carted away by rebels.

He claimed to have been recruited when he was 18 and has been active in the revolutionary movement for 21 years.

He said he had served in various positions in the KRSB in Bohol, Cebu and Negros Oriental. He also said he will cooperate with the authorities and will face the charges against him.

He also said that he had considered a voluntary surrender but was fearful that his comrades would kill him.

Marquez said that Quiño will be transferred either to Bohol or Cebu, where he is facing criminal charges if no case is filed against him in Negros Oriental.

Soldier, 4 rebels slain in Bohol clash

A MILITARY sergeant and four rebels were confirmed dead in a gunfight that lasted for more than three hours in Batuan, Bohol starting around 5:30 a.m. yesterday.

The encounter came a day after the burial of high-ranking New People’s Army leader Silvino “Ka Bino” Clamucha, who was one of two men who died in an encounter last week in Catigbian, Bohol.

Major Raul Mendez, 302nd Infantry Brigade civilian military operations officer based in Bohol, said the gunfight happened in Sitio Kansingi, Barangay San Jose in Batuan.

It was also in that town where rebels raided a government armory and ran off with some 50 high-powered firearms almost five years ago.

“The encounter was the result of a tip given by civilians to the military about the presence of the rebels. It showed that we are starting to get support from civilians, which can be attributed to our relentless pulong-pulong (meetings) in the barangays,” Mendez said.

PO3 Gamaliel Merlas, investigator of the Batuan police, identified the soldier who died as Sgt. Menardo Modelo.

Mendez, in a telephone interview, said they initially identified one of the rebels killed in the combat as Ka Alvin.

The military has no further details about Ka Alvin’s background but he is believed to be the leader of the NPA’s Front 3 in Bohol.

They were later informed that three other rebels who remained unidentified were also found in the encounter area.

Rebel camp

The encounter involved joint forces of the 28th Special Forces Company based in Bilar, Bohol and the 7th Special Forces Company based in Balilihan, Bohol.

Mendez said it was also the result of the constant active security patrols done by soldiers.

He added the rebels set up a camp in the area for their meetings and were planning to launch tactical offensives for their anniversary on March 29.

They also planned to avenge the death of Clamucha.

Bohol Provincial Police Office Director Supt. Sancho Bernales has ordered all the police stations in the towns to be extra alert in order to learn if wounded rebels were brought to hospitals or clinics in their area.

On June 11, 1999, rebels raided the camp of the Regional Mobile Group in Barangay Rizal, Batuan, Bohol.

The rebels carted away around 50 high-powered firearms. At least 36 RMG personnel who were caught off-guard by the rebels were immediately relieved from their posts.

No one was hurt during that raid.

Troops apprehend wounded, left-behind NPA rebel

A wounded New People's Army rebel was apprehended by the operating troops of Charlie Company, 79th Infantry Battalion under 2Lt Espinosa while scouring barangays in Sta Catalina, Negros Oriental at 9 a.m. on May 29.

Troops identified the wounded rebel as Digno Lumbo alias Jimbo, 35 years old, and a resident of Balilihan who fainted upon seeing the troops probably because of hunger and fatigue. He bore slight gunshot wound on his left foot and was immediately given food and water and treated by the troops.

During the initial investigation, Lumbo revealed that he was left behind by his group because of his condition after an encounter against the Army troops on May 27 at Sitio Avocado, Brgy Talalak, Sta Catalina, Negros Oriental.

Lumbo disclosed that after the encounter, his group, numbering about 60, split into four groups and withdrew instantly toward different directions.

Allegedly, certain Roy Erecre alias Toto/Gary, Ramon Patriarca alias Dodong/Aking, and a dozen newly recruited minors were with his group. Lumbo pointed the direction of his group’s route of withdrawal so the troops immediately went after them.

A sporadic gun battle ensued which resulted to the recovery of one Motorola radio, subversive documents and backpack with personal belongings.

No casualty was reported on the government side.#

LGU Philippines / Party List - Are you In or Out?
March 02, 2010, 02:16:31 AM
The Party List System of the Philippines

A PARTY-LIST system is any system of proportional representation in which voters choose among parties rather than among candidates. Votes are awarded to parties in proportion to the votes they receive. Most countries in Europe, as well as Russia, South Africa and Israel favor some form of party-list system because it opens up the political process beyond one or two dominating political parties.

A party-list system can help create a healthy democracy, providing a citizens’ voice in Congress and in local government. The Philippine party-list system aims to increase the representation, particularly of “marginalized and underrepresented” sectors and enhance transparency and accountability, leading to more efficient government. Political parties are strengthened, encouraging program and platform-based politics instead of weak affiliations between opportunists. This challenges moneyed and patronage politics that have bred corruption and inefficiency, hindering the country’s development.

In the Philippines, voters have two votes for their congressional representatives. The first elects a district representative. The second elects a party-list representative. Twenty percent of the 260 seats in the House of Representatives are reserved for party-list. Every 2% of total party-list votes cast gets a seat in the House, with each party allowed only a maximum of three seats.

District representatives act on behalf of their own district, tending to make laws for the good of their constituencies alone e.g. building sheds, basketball courts, etc. Party-list representatives, on the other hand, are national candidates elected by voters countrywide and thus have a broad vision for national good. They are not the “trapos” (traditional politicians) whose party loyalties is superficial and who are chosen for their popularity. They sit in the House for a party that is elected to Congress on the basis of its electoral platform and thus push their party’s programs. They are accountable to the party they represent and can be removed and replaced by it if they violate its principles or programs, as in the case of corruption.

The party-list system is based on Republic Act 7941 which was signed into law on March 3, 1995. In keeping with the call for “new politics”, this system reflects the move towards program-based politics focused on competent parties with comprehensive programs rather than on personalities and “trapos”.

The Filipino electorate was first introduced to this system during the May 1998 elections. 123 party-list organizations registered but only 13 (with a total of 14 representatives), including Akbayan! and Sanlakas, received 2% of total votes. Of the 80% total voter turnout, only 26% cast their party-list vote. This was expected as the Commission on Elections (Comelec) failed to conduct a comprehensive education campaign. As a result, 38 party-list seats in Congress were not filled.

In 2001, there were 162 party-list organizations which participated in the elections. Eventually, a number were disqualified and only four parties were proclaimed to have won seats in the House. Eventually, eight more were proclaimed to have been elected to Congress, although getting a seat much later, a number only this year, just a few months from the next elections. Comelec reported that 11,434,554 party-list votes were cast, 42% of the total 35,297,479 voters.

Some party-list organizations were: sectoral groups (such as Abanse! Pinay representing women, NFSCFO representing small coconut farmers); people’s organizations (ABA representing farmers, peasants and fisherfolk, AKO representing the urban poor); as well as multi-sectoral coalitions (Sanlakas for instance); and political parties (like Akbayan!). In the 2001 elections, only 64 met the 8-point guideline issued by the Supreme Court. The others, big traditional parties like Lakas and NPC, Filipino Chinese Chamber of Commerce and Industry, Inc. controlled by Lucio Tan (hardly a “marginalized and underrepresented” sector), actor Richard Gomez’ DILG/PNP-related and government-funded Mamamayang Ayaw sa Droga, and the True Marcos Loyalist Association, clearly defeat the spirit and purpose of the party-list system and thus were belatedly disqualified.

In the May 2004 elections, progressive party-list organizations will field local candidates across the country as part of their commitment to improve local governance, strengthen local government units and make them accessible and accountable to the people. They will also support progressive senatorial bets as well as campaign against corrupt and turncoat candidates, those who consistently take anti-people positions on crucial national issues and incompetents or non-performers who personify the worst in traditional politics and are dangers to democracy.

This rare game sold for $41,300. Impressed by the story of the North Carolina eBay seller who stumbled upon an ultra-rare, $13,000 Nintendo game? So were we -- and so was Kansas reader Dave, who headed for his basement to see if there was video game gold lurking down there.

"We had quite a collection (185+ games) that has sat in our basement for over 20 years," Dave told Y! Games. "The games were on a list to be brought to Goodwill â€" in fact, within a month, Goodwill was going to have them."

To his astonishment, not only did he find a copy of the same game that just fetched over $13,000 on eBay -- highly sought-after collector's item Stadium Events -- it was in perfect condition, right down to the original shrinkwrapping and Richard Gordman pricetag. (A mere $29.99, if you're wondering.)

"Now I’m not much of a collector, but I know that having a factory seal is good," he said.

But he's only just now finding out quite how good.

As it turns out, the game's unopened condition makes Dave's copy of Stadium Events three times more valuable: he sold it on auction site eBay for a breathtaking $41,300. It's thought to be one of only two shrinkwrapped copies of the game still in existence.

Why had he never unwrapped it? He couldn’t see the point. Stadium Events needed a special floor mat controller to play, and Dave couldn't find one.

"The pads weren't available when we went to purchase it," he said. "We never got around to returning the game...lucky us!"

"Lucky us" indeed. Nintendo bought the rights to the floor mat controller in 1988, and recalled the few copies of Stadium Events that reached retailers. Fewer than 200 games are thought to have escaped destruction, and fewer than 20 are thought to still exist. Dave's procrastination earned him a $41,270 profit, which he and his wife plan to invest.

"After taxes and tithing, the rest of our part will be going to a retirement account that has been decimated by the dot-com bomb, 9/11, and the recent market problems. Not very sexy, but needed." He's also going to auction off the rest of his Nintendo paraphernalia.

If that's inspired you to comb your basement, attic, or other dark corners for valuable 1980s video game memorabilia, don't underestimate the demand for even the most everyday of Nintendo collectibles -- this box of Nintendo breakfast cereal sold on eBay last week for over $200. And if you think you've happened on a valuable game, check it against the list here to avoid disappointment.

Most Expensive Nintendo NES Games

Some of the most rare and expensive games ever are from the Nintendo NES. Below is a list of the rarest and most expensive Nintendo games and what makes them so valuable.

The list is ranked by highest recorded sales price per game.

Stadium Events
New Price: $41,300 Used Price: $1,000
An auction for a sealed copy of Stadium Events set a record for the highest priced game ever sold. The game was released in a limited number of stores in 1987, but Nintendo bought the rights to this Bandai game so they could release it as World Class Track Meet. This is considered to be the rarest of the licensed NES games with only an estimated 200 copies in existance. Don't confuse this with the PAL version (see below) which is not as rare but looks very similar. You can use a Stadium Events version guide to tell them apart.

Nintendo Campus Challenge 1991
New Price: NA Used Price: $20,100
In 1991 Nintendo held a video game tournament at college campuses across the country. For the competition they created a cartridge which had three games on it, Super Mario 3, Dr. Mario, and PinBot, and a 6 minute time limit. Only one of these is known to exist and was found at a ex-Nintendo employee's garage sale. The game sold on ebay this past summer for $20,100.

Nintendo World Championships Gold
New Price: NA Used Price: $18,000
Considered to be the "Holy Grail" of game collecting by many, it is no longer the most expensive video game or even the most expensive Nintendo game. Nintendo gave away 26 of these gold cartridges after the 1990 Nintendo World Championships (see below). The game cartridge has Super Mario, Tetris, and Rad Racer on one cartridge and gives players a combined score for all three games after playing for six minutes.

Nintendo World Championships Gray
New Price: NA Used Price: $5,500
The gray version of Nintendo World Championships is not as rare as the Gold version, but still sells for more than $5,000. Nintendo held a video game competition in 1990 to determine the best Nintendo players in three different age groups. The winner in each age group and each city was given a gray cartridge as a prize so only 90 of these exist today.

Myriad 6-in-1
New Price: $5,000 Used Price: $985
Myriad 6 in 1 is a collection of six games on one cartridge. Myriad bought all the remaining 6-in-1 cartridges from Caltron (see below) as they were going out of business. Myriad then changed the sticker on the front and added a unique serial number to each cartridge. The game was unlicensed by Nintendo and there are thought to be fewer than 100.

Stadium Events PAL Version
New Price: $4,000 Used Price: $990
The European version of Stadium Events is not as rare as its American counterpart, but is still an expensive NES game. The PAL version was released in multiple languages so some versions have English wording, while others have German or even Dutch. The game isn't as rare because Nintendo never recalled it like they did with the NTSC version.

Caltron 6-in-1
New Price: $1,775 Used Price: $860
Caltron 6-in-1 is an unlicensed game for the NES and is notoriously bad. All six games are of very low quality and this helped limit the number of games sold. Caltron Industries shut-down as a video game publisher after this game came out and it is the only game they ever released. The six games on the cartridge Cosmos Cop, Adam and Eve, Magic Carpet 1001, Balloon Monster, Porter, and Bookyman, are all take offs on other popular NES games.

Peek-A-Boo Poker
New Price: NA Used Price: $1,300
Peek-A-Boo Poker is another unlicensed game for the NES, but it is also adult rated. The game is basically strip poker on the NES with female characters on the game removing clothes if you win. The game was made by Panesian, the same publishers who made Bubble Bath Babes and Hot Slots, which are two more pornographic games you will see lower on this list.

Bubble Bath Babes
New Price: NA Used Price: $725
Bubble Bath Babes is an adult version of Tetris with bubbles. You arrange bubbles of similar colors so they are touching and they disappear. The game was produced in very limited quantities and were sold in VHS style boxes instead of the usual NES game box. Very few of these ever sold because it was only sold through Video stores, and not game stores.

Cheetahmen II
New Price: $870 Used Price: $650
Cheetahmen II is a sequel that was never officially released. It was completed by it's developer but never sold. In 1997 all 1,500 of the games were found in a warehouse and sold in the secondary market. The game has so many bugs that it considered almost unplayable. In-spite of its poor quality it will still fetch more than $600 on a regular basis.

Hot Slots
New Price: NA Used Price: $550
Hot Slots has you play a slot machine on the NES but at certain times during the game pixelated woman without much on will show up on the screen to say something. The game was only sold through mail-order to video stores and for obvious reasons was never licensed by Nintendo.

Punch-Out Special Edition
New Price: NA Used Price: $415
A gold version of Punch-Out for the NES. 10,000 copies of the game were made and given out as part of a Nintendo Golf competition in Japan. The game is for the Famicom in Japan. The special editon was actually released before any other version of Punch-out and doesn't even have Mr. Dream or Mike Tyson as the final fight. Super Macho Man is the last character in the game.

Mr. Gimmick
New Price: NA Used Price: $200
Mr. Gimmick was came out in Japan as Gimmick and Europe as Mr. Gimmick. The European version is the rarer of the two. The game plays like a traditional platformer but is notoriously difficult. The Electronic Gaming Monthly reviewed the game in their American magazine so it was thought it might come out in the US, but the game was never released stateside.

Flintstones Surprise at Dino Peak
New Price: NA Used Price: $170
Surprise at Dino Peak was the second Flintstones game for the NES but it came out three years after the Super Nintendo released. Most gamers had moved away from the original Nintendo so the game sold poorly, which makes it quite rare today.

Devil World
New Price: NA Used Price: $150
Devil World was designed by Shigeru Miyamoto and published by Nintendo, but is still a rare game. Devil World plays very similarly to PacMan but depicted the Devil and other religious symbols. Because of this Nintendo never released the game in North America, which makes it the only game designed by Miyamoto that didn't come out in the USA.
