The Intergovernmental Panel on Climate Change (IPCC), the leading world body for the assessment of the climate crisis,  reaffirmed last night many years of dire warnings to cut emissions and adapt to the new climate.

The Synthesis Report of the IPCC Sixth Assessment Report (AR6) integrates and summarizes the findings of the six reports released during the current cycle which began in 2015. This includes three Special Reports and the three IPCC Working Group contributions to the Sixth Assessment Report.

The report echoes what scientists and climate advocates have been saying all these years: The state of the climate is bad but we can still do something about it.

Before going to the local LGU to apply for a building permit, you need to prepare the following documents ahead of time:

1. Completed application forms signed by your engineers. This set includes:
    - Five (5) copies of the Building Permit Forms
    - Three (3) copies of the Electrical Permit Forms
    - Two (2) copies of the Sanitary Permit Forms
    - Two (2) copies of the Mechanical Permit Forms
    - Two (2) copies of the Plumbing Permit Forms

2. If the applicant is the legitimate owner of the property, these documents are needed:
    - Certified true copy of the Transfer Certificate of Title (TCT)
    - Certified true copy of the Tax Declaration

3. If the applicant is not the legitimate owner of the property, these documents are needed:
    - Certified true copy of the Contract of Lease or Authorization to Construct
    - Certified true copy of the Tax Declaration

4. Five (5) complete sets of Detailed Plans for the structure.

The Department of Interior and Local Government (DILG) has directed LGUs to implement a four-step processing system in issuing building permits. This procedure begins with the submission of application with complete documentation, followed by the receipt of order of payment, then payment of fees, concluded by the issuance of permits. The circular also trimmed down processing time to five days³.

I hope this helps. Let me know if you need more information.

Internet and World Wide Web / Chatgpt 3 vs Chatgpt 4
March 21, 2023, 06:07:32 AM
GPT-4 is the successor to GPT-3 and is expected to be released in 2023. The biggest difference between GPT-3 and GPT-4 is the number of parameters it has been trained with. GPT-3 has been trained with 175 billion parameters, making it the largest language model ever created up to date. In comparison, GPT-4 is likely to be trained with 100 trillion parameters⁵.

GPT-4 promises a huge performance leap over GPT-3 including an improvement in the generation of text that mimics human behavior and speed patterns. GPT-4 is able to handle language translation, text summarization, and other tasks in a more versatile and adaptable manner¹.

I hope that helps! Let me know if you have any other questions.

BREAKING NEWS: SAVE THE CRUMBLING, CORRODING SAN SEBASTIAN CHURCH IN MANILA

SAN SEBASTIAN CHURCH CAN BE SAVED THROUGH REHAB LED BY PRIVATE SECTOR, WITH FOREIGN ASSISTANCE, AND GOVERNMENT SUPPORT AND FACILITATIO

Manila (Third District) Rep. Joel R. Chua, in a privilege speech, has asked national government agencies to support and facilitate private sector-led rehabilitation of the San Sebastian Minor Basilica in the capital city, "but with foreign assistance and some national government supporting and supportive roles."

"I understand, realize, and accept that this undertaking I am appealing for needs massive funding, multi-year effort, much detailed engineering, and highly-specialized technical expertise," Congressman Chua said.

"Ang Basilika Menor ng San Sebastian ay yaman ng sambayanang Pilipino kaya't kailangan natin itong isalba mula sa tiyak na pagkawasak. With urgency, I now ask for the concerned agencies of the national government to band together to rehabilitate the San Sebastian Church," Rep. Chua has said.

The agencies Chua identified to team up for the San Sebastian Church are the Tourism Infrastructure and Enterprise Zone Authority, the Department of Tourism to work with the National Historical Commission of the Philippines, the National Museum, the Commission on Higher Education, the Department of Science and Technology, and the NEDA Public-Private Partnership Center on the rehabilitation of the San Sebastian Church.

Rep. Chua asked these government agencies to "collaborate and coordinate with the San Sebastian Church, the San Sebastian Basilica Conservation and Development Foundation, the San Sebastian College Alumni Association, the Order of Augustinian Recollects, and the Archdiocese of Manila."

The congressman raised the possibility of foreign assistance from the international aid agencies of the European Union, the Government of Spain, Belgium, Portugal, Italy,  the Vatican, and other countries in Europe which have the technical expertise on rehabilitation of centuries-old churches and art, and the United Nations Educational, Scientific and Cultural Organization (UNESCO).

"Let the rehabilitation of San Sebastian Church be private sector-led, supported by foreign assistance, but with the concerned government agencies behind them or with the provision of technical expertise, technical assistance, and grant funding," Chua said.
Lĺlll
"This way, the rehabilitation program will not be a massive drain on public funds and will not divert any funds for high-priority purposes, especially those for the poor and the middle class," the lawmaker said.

Chua acknowledged his appeal for the San Sebastian Church "does come at a time of great economic hardships the Filipino people are recovering from. For a country saddled with roughly one-third of its population in poverty and another one-third of the middle class, who could easily slip into poverty as they face intense difficulty making ends meet."

"But there is that upper one-third of the people who are among the wealthy and upper middle class—among whom there are sectors who can spare resources for the rehabilitation of San Sebastian Church. Public support can come from them and resonate among them. Some more public support could also grow from among the Manila community within the immediate area around San Sebastian Church," Chua noted.

"This appeal for San Sebastian Church involves near-term, medium-term, and long-term timelines and components. The near-term component involves much fewer funds than those which will take much longer to implement; therefore, the immediate impact on national government funds would not be massive.
2016 STUDY IDENTIFIED VULNERABLE SPOTS OF CHURCH

Congressman Chua cited a 2016 advanced structural engineering study by Portuguese Engineer Rui Tiago Pinto dos Santos Beleza de Seabra funded by the European Commission.

The De Seabra study stated the different tests conducted on the church to check for the effect of gravitational and seismic loading. These tests included using ground penetrating radar to match soil conditions, steel beams below the floor, and drainage lines. Temperature and humidity checks were also done because these factors affect corrosion. Inclinometers were used to check for any movement to the entire church structure.

De Seabra's study discovered vulnerable spots in the structure of the San Sebastian Church after  modeling analyses on gravitational, and seismic load factors were done. These vulnerable spots where failure or collapse could happen are:

1. at the beam connection with the lateral posts;

2. at the middle span of the rafters, with excessive tensile stresses;

3. at the central arch also presented extreme compressive and tensile stresses.

4. at the tie beam;

5. at the connection between the truss and the columns, where the "mechanism formation" would start at the base and the beam connections; and

6. at the lower beam of the roof, a decrease on the stresses, due to the span reduction, where a global failure mechanism was obtained.

The De Seabra study recommends the following:
1.  a detailed inspection of all structural elements including damage detection and evaluation;

2. It also said the choir floor should be also studied, and their structural elements should be characterized;

3.  The thickness of the vaults should be determined, since its thickness might affect the lateral stiffness of the structure, and depending on the thickness, its inclusion on the numerical model should be evaluated;

4.  The study also said an inspection to the dome should also be carried out, aiming at verifying their geometry properties; and

5. Finally, a global model of the church should be prepared and calibrated, aiming to evaluate the global seismic performance of the church and identifying the most vulnerable elements.

Chua also cited the San Sebastian Conservation and Development Foundation which noted some of the serious incidents in recent years:

• 2008 - a large piece of metal fell from a high point underneath the dome and damaged the priest presider's chair. This accident occurred during the middle of a mass.

• 2009 - Early reports of metal elements detaching from the main structure were written.  Some of these elements are found on the ceiling (rib vaulting) and also the columns (flat bars and fluting)

• 2014 - A crocket from one of the pinnacles of the structure prompted the installation of safety nets in the pinnacles.

• 2016 - A crocket fell from one of the pinnacles of the structure and injured a mass-goer.

• 2018 - Water cascaded from one of the basilica walls in the middle of a wedding ceremony. (END)

BACKGROUND: A HISTORICAL LANDMARK, CULTURAL TREASURE

The San Sebastian Church is actually not a mere church but a minor basilica built according to the Gothic architecture style. By virtue of Presidential Decree 260 on August 1, 1973, then President Ferdinand E. Marcos declared the San Sebastian Minor Basilica a National Historical Landmark.

The all-metal San Sebastian Basilica was inaugurated in 1891. All metal parts were shipped from Belgium. The minor basilica was declared a National Cultural Treasure through Republic Act 10066 in 2010. In 1998 and 2010, San Sebastian Basilica was included in the World Monuments Fund's list of most endangered monuments in the world.

For Manila residents and transients in these areas, San Sebastian Church is a daily part of life. Their hearts ache when they see the cracks and corrosion on their beloved minor basilica's pillars, beams, and trusses. The deterioration of the San Sebastian Minor Basilica continues to this day. The church is still standing because of the high quality of its original design and the strength of materials, but a church as tough as the San Sebastian Minor Basilica is no longer as strong as it was centuries since the 19th Century. We hope the private and public sectors, catalyzed by the 19th Congress, can find the ways, means, and resolve to save the San Sebastian Minor Basilica and preserve it for future Filipinos.

San Sebastian Church is almost always a part of the Visita Iglesia tradition during Holy Week which Filipino Catholics observe faithfully every year. Visitors and churchgoers are in awe of the church structure and the artworks on its walls and ceilings.

Most of the churchgoers who walk to the San Sebastian Church come from the immediate neighborhood street blocks whose defining road is by Recto Avenue starting from the intersection with Mendiola to the intersection with Morayta Street. The churchgoers come from either side of that section of Recto Avenue. Walking and trike or pedicab-riding churchgoers can come from as far as the vicinity of National Teachers College along Concepcion Aguila Street, Cancer Street, and F. Hidalgo Street. Sometimes, some students and faculty of the nearby Centro Escolar University and Technological Institute of the Philippines walk all the way or ride trikes and pedicabs to San Sebastian Church.

Philippine Showcase / Commodity Trading
March 19, 2023, 07:49:38 PM
Commodity trading has been around for centuries, long before modern financial markets evolved. As ancient empires developed trade routes for exchanging their goods, commodity trading began to take shape. A commodity is a basic good used in commerce that is interchangeable with other goods of the same type. Commodities are most often used as inputs in the production of other goods or services. The quality of a given commodity may differ slightly, but it is essentially uniform across producers.

Commodity trading is the exchange of different assets, typically futures contracts, that are based on the price of an underlying physical commodity. With the buying or selling of these futures contracts, investors make bets on the expected future value of a given commodity. If they think the price of a commodity will go up, they buy certain futures—or go long—and if they think the price of the commodity will fall, they sell off other futures—or go short.

Hope this video gets cleared.

*MURMURATION... What does it mean ?*                                                                                   The phenomena when huge flocks of birds in migration form shape-shifting flight patterns is known as Murmuration.  A truly amazing wonder to behold.  So let's all watch it happen in the video.                                                                    The phenomena gets phenomenal at about 50 seconds into the clip.  Here. you see *Zarover Birds* flying in different formations.  *Scientists tried to figure out how they fly like this without colliding with each other and concluded that is only possible when each bird can do about 100 million mathematical calculations in 1 second in order not to hit each other.*  One of natures greatest and most fleeting phenomena.  Nature never stops amazing us. Perfect harmony without traffic signals.

Inspiration & Hope / Your Next 5 Moves
March 18, 2023, 12:44:27 PM
𝟓 𝐬𝐭𝐞𝐩 𝐥𝐞𝐬𝐬𝐨𝐧 𝐟𝐫𝐨𝐦 𝐛𝐨𝐨𝐤 -𝐘𝐨𝐮𝐫 𝐍𝐞𝐱𝐭 𝐅𝐢𝐯𝐞 𝐌𝐨𝐯𝐞𝐬

Move #1 — Master knowing yourself.
Knowing yourself is rarely talked about in business circles, but it's impossible to think ahead without self-awareness. Once you definitively decide who you want to be, which direction to take will become much more clear, as well as why it matters.

Move #2 — Master the ability to reason.
How to process issues, and having a methodology for making decisions are important. No decision is ever black-and-white, and if you can learn to see all the shades of gray, that will help you move forward decisively, even in the face of uncertainty.

Move #3 — Master building the right team.
To build the right team around you, it's vital that you get to understand others. If you help people find the best in themselves, you can build a team that will help you grow. Ask questions, challenge your people to understand themselves, and build trust in your team.

Move #4 — Master strategy to scale.
Ideally, you want to spark exponential growth. Learn how to raise capital, invest in rapid growth, and create systems which will allow you to gain and maintain momentum. Tracking and constantly measuring the key parts of your business model is required.

Move #5 — Master making power plays. Everyone wants to beat the Goliath in your industry, and if you do that it will be great for your reputation and future operations. Learn how to control your narrative and leverage social media productively to frame your story. Always keep thinking five moves ahead.

Science and Research / How Bruce Lee Trained
March 17, 2023, 07:06:04 AM
By Wu Feng
Bruce Lee practiced strength training faithfully, just like martial arts. However, he was very secretive about his training. The programing Bruce created for himself was specifically designed to keep him lean and fast. He experimented with power, endurance, coordination, agility, flexibility, nutrition, and even the amount of time he could rest before training again. Speed and power were Bruce's essential outcomes, so he focused on training that would produce minimal hypertrophy. Bruce had specific training regimens that he researched extensively through practical application.
"Research your own experience. Absorb what is useful, reject what is useless, add what is essentially your own." Bruce Lee
Bruce trained three days a week, basically every other day. The purpose of doing this was to develop his strength conditioning using circuit training. Using all his muscles in different movements, the routine that Bruce did develop his neuromuscular pathways for his body to function maximally. If you want your nervous system to adapt, you must train repetitiously. If you're going to build your strength, you have to do it more often. However, the trade-off for this type of training is using minimal sets each training day and not pushing with heavyweights.
"Above all, never cheat on any exercise: use the amount of weight you can handle without undue strain." Bruce Lee
You can train every day, but the problem society thinks is that every workout should be intense to be beneficial. This is far from the truth. If you don't do enough, there is no stimulation to advance your body. On the other hand, if there is too much stimulation, negative feedback mechanisms are activated to decrease your strength. So, you have to do just enough without causing too much force on your muscles if you are training every other day. This way, you will progressively increase strength and adapt your nervous system over time.
Bruce Lee's Routine
Perform every other day. Do one exercise, then move to the next. After completing all the exercises, rest for 1 minute, then do it again for a second set. He only did two sets in circuit-style training. Perform 8-12 reps for all exercises except legs. Bruce did 12-20 reps for leg exercises. CTTO

A bit off topic but I thought you might enjoy it. This is the Mirny Mine in the Sakha Region of Siberia, Russia. This diamond mine, one of deepest excavated holes on earth is 1,755 ft (525 m) deep and 3,900 ft (1,200m) across. Opened in 1957, at its height it was producing 10,000,000 carats a year. It closed operations in 2004. Below the city of Mirny was built right up the edge of the open pit mine. The diamonds were both jewelry and commercial grade stones used in optics, communication, diamond coating as well as commercial and medical lasers.

Showbiz & Celebrity / About Harrison Ford
March 14, 2023, 06:17:51 PM
Harrison Ford is one of Hollywood's icons with several legendary leading roles in some of the best movies in the industry. Ford's time in college accidentally exposed him to acting. He decided to sign up for a drama class, thinking it would be an easy way to get good grades. Though Ford had found something he enjoyed in college, he was not the best student, so he left the university before graduating and decided to build his acting career independently. But the road was difficult, so he became a carpenter while scraping for acting roles. "Through carpentry, I fed my family," revealed Ford, whose job as a carpenter allowed him to sieve through the acting roles that came his way and patiently wait for his breakthrough role. He eventually did make it big after his role in the 'Star Wars' franchise and rose to immense fame.

Despite the massive success that Ford has built, he still approaches every job with the utmost humility. In 2023, he was named one of the highest-earning actors, with an estimated net worth of $300 million. Ford always finds himself doing house maintenance, working in his workshop, or helping some guys fix more significant house problems, like the roof. Other than that, he loves spending quality time with his wife. He and Flockhart have been married for almost 13 years, but they were together eight or eight years before walking down the aisle.

PCG ARRESTS ILLEGAL RECRUITER IN BACLARAN

The Philippine Coast Guard (PCG) has arrested an illegal recruiter in Baclaran, Parañaque City, on 10 March 2023.

On December 2022, the Coast Guard Intelligence Force (CGIF) received a complaint from a PCG applicant regarding MR. OMAR SAMPANG who was allegedly offering him SURE ENLISTMENT in the Coast Guard service, provided that he will pay PHP 350,000.

When the applicant said it was too big for him to pay immediately, Mr. Sampang told him to pay an initial amount of PHP 50,000.

Upon receipt of the complaint, CGIF operatives conducted further investigation and coordinated with the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) to set up an entrapment operation.

On 10 March 2023, the CGIF and PNP-CIDG operatives apprehended Mr. Sampang while receiving the marked money from a CGIF agent who acted as a PCG applicant.

As of press time, Mr. Sampang is under the custody of the PNP-CIDG for the booking process and filing of appropriate charges: ESTAFA AND USURPATION OF AUTHORITY.

The PCG urges aspiring applicants to remain vigilant and report illegal recruiters for immediate action.

To receive nationwide recruitment updates, follow the PCG's official Facebook page where latest announcements from the Coast Guard Human Resource Management Command (CGHRMC) are published.

Anonymous Diary Blog / Best Parting Words
March 12, 2023, 12:32:37 PM
I have pain in my heart, but there is no bitterness. I don't see you as a mistake. I still remember the beautiful moments we had. Yes, our journey was riddled with many rough patches, but life is never just one shade. I was angry, to be honest. I was mad at you. I was blaming you for everything. But I later realized that I won't find my peace that way. So I looked back at everything again. And you know, it was just meant to be. We are better this way, apart from each other, but in peace. We were both just burning to keep this dead wood alive. It was good that we buried it. I know I have said many mean things to you. And you too have hurt me with those toxic words. You know, we end up saying the worst things when we are hurting. And we both were hurting. So let's not seek apologies and reasons. We are tired of those endless fights, aren't we? So what to seek now? I think closure is all I want. And I don't want it from you. I am writing this just to pour my heart out.

You know where you lost me? You started to make me feel disrespected. I went to bed, feeling unappreciated and worthless. I thought this was not big enough a reason to say goodbye. But I was so wrong. Respect is what keeps a relationship alive after the initial spark. It keeps suffocating you, that burn in your heart when you fight to be treated with respect. So yes, you were right. I did not have many reasons against you. It was just one. You did not respect me. For you, it was no issue. And for me, it was everything. That's where we grew apart. So I will never have any regrets about this decision. It was critical for me to keep my soul alive, my dignity intact. And I hope you bloom the same way. I wish you all the happiness and love in the world. But I pray that we don't cross paths again, ever. I don't want to keep in touch. I want us to just live peacefully and apart from each other. Trust me, that's the best thing that can happen to us now. I have almost healed already. And I won't let anything come between me and my peace now, no person, no relation. From now on, my life is about me and my dreams.

Anonymous Diary Blog / Thoughts Lead to Purposes
March 11, 2023, 10:12:29 AM
Thoughts lead to purposes; purposes go forth in action; action forms habits; habits decide character; and character fixes our destiny. Tyron Edwards

Saying your thoughts are not powerful and that they have no effect on your life because you tried to manifest something and it did not work is self-deception. Most people who make such statements did not even stay on track for a month. Some may have tried it for two or three months and then quit, and others only made a half-hearted attempt for a few weeks before quitting.

These principles are not magic. You don't work on changing your thoughts for a few weeks, meditate on and off for a while, and focus on the principles in this book whenever you happen to think about them and expect great results. That is a blab-it-and-grab-it mentality, and inner peace does not work that way. Developing your inner peace and changing your internal thoughts is a process, and it takes time and dedication.

Think about it like this. If you were interested in developing great martial arts skills like Chuck Norris or Bruce Lee, do you think that is going to happen after you start training for a couple of months or even a year and then quit? Of course not!

Those men did not develop those skills overnight, and neither will you. They consistently focused their minds on developing their skills for years and years. They trained their minds, put their thoughts into action physically, mentally, and spiritually, and then consistently stayed on their path until their thoughts and goals became reality. The E-GAM system automates the prioritization process of programs, projects and activities (PPAs) of city and municipal local government units (C/MLGUs) using the Goal Achievement Matrix (GAM), a tool that helps align local plans with national priorities. The E-LDIP system serves as a platform for the digital encoding and generation of Local Development Investment Programs (LDIPs), which are multi-year plans that identify PPAs to be funded by local resources³.

The activity was participated by the Local Planning and Development Coordinators (LPDCs) or representatives and the City/Municipal Local Government Operations Officers (C/MLGOOs) of the city and municipalities in Bohol. The orientation aimed to enhance their knowledge and skills on using the digital systems for efficient and effective local development planning.

The DILG Bohol Provincial Director John Doe said that the orientation was part of their efforts to support C/MLGUs in achieving their development goals through innovative technologies. He also thanked Reyna's The Haven and Gardens for hosting the event amid health protocols.

The participants expressed their appreciation for the orientation and said that they learned a lot from it. They also committed to apply what they learned in their respective LGUs.

Russian cargo plane stuck at German airport for a year sold to mystery buyer

A Russian-owned Boeing 747 cargo plane that has been parked at Frankfurt-Hahn airport in Germany for a year due to sanctions over the war in Ukraine has been sold to an unknown buyer.

The plane, which belongs to CargoLogicAir UK, a subsidiary of Russia's Volga-Dnepr Group, was sent to Hahn airport for maintenance in March 2022.

However, it was prevented from taking off by German authorities after the European Union imposed sanctions on Russia for its military intervention in Ukraine.

According to Bild newspaper, the plane has been racking up fees of €1,200 per day for parking and security at the insolvent airport.

The fees have been paid regularly by the owners, who have also maintained contact with the airport and the Landesbetrieb Mobilität (LBM) Rhineland-Palatinate, the state agency responsible for enforcing the sanctions.

The LBM said that the plane could only leave if it was sold to a buyer who was not subject to sanctions or if it obtained a special permit from the German government.

However, no such permit has been granted so far. On Friday, LBM spokesman Harald Schmitz confirmed that the plane had been sold and that it would be transferred to its new owner soon.

He did not reveal any details about the buyer or their plans for the plane. The sale of the plane could bring some relief to Hahn airport, which has been struggling financially since its main shareholder, China's HNA Group, went bankrupt last year. The airport is mainly used by low-cost carriers and cargo operators.

LGU Philippines / Sogod: Cebu's Eco-Tourism Gem
March 10, 2023, 03:05:21 PM
Sogod: Cebu's Eco-Tourism Gem and Model of Good Governance

Sogod, a 4th class municipality in the province of Cebu, Philippines, has been recognized as the lone recipient of the most coveted Seal of Good Local Governance (SGLG) in four straight years. The SGLG is an award given by the Department of Interior and Local Government (DILG) to local government units that excel in various areas such as financial administration, disaster preparedness, social protection, health services, environmental management and tourism.

Sogod Mayor Lissa Marie Durano-Streegan attributed the town's success to its people-centered approach and its strong partnership with various stakeholders. "We always put our people first. We listen to their needs and aspirations. We also work closely with our barangays, civil society organizations, private sector and other government agencies to deliver quality services and programs," she said.

One of the town's flagship programs is its eco-tourism development that showcases its natural attractions and cultural heritage. Sogod is home to pristine white sand beaches, picturesque landscapes, scrumptious delicacies and hospitable people. Some of its popular destinations include Binaliw Spring, Bagatayam Falls, Esoy Hot Spring, Calumboyan Public Beach and Paseo de Porferio Campsite.

Sogod also boasts of its rich history and culture that dates back to the Spanish colonial era. The town was one of the first places where Christianity was introduced in northern Cebu by Jesuit missionaries in 1596¹. It also played a role in the Philippine Revolution against Spain and the Philippine-American War¹. The town's heritage can be seen in its old churches, ancestral houses and historical landmarks.

With its brand of good local governance and eco-tourism development, Sogod has proven itself as a model for other towns to emulate. It has also earned the admiration and respect of its visitors who are drawn by its beauty and charm.

Philippine Government / Pledge of Loyalty
March 09, 2023, 12:58:55 PM
Pledge of Loyalty

If you work for a man,
in heaven's name,
work for him,
speak well of him,
and stand by the institution he represents.
Remember, an ounce of loyalty
is worth a pound of cleverness.
If you must growl, condemn,
and eternally find fault...
- resign your position,
and when you are outside,
damn to your heart's content...
- but as long as you are part of the institution,
do not condemn it.
If you do,
the first high wind that comes along
will blow you away,
and probably you will never know why.

Talk of the Town / Pamplona Massacre
March 08, 2023, 06:36:37 PM
By Negros News
The recent Pamplona massacre that claimed the lives of nine people, including Negros Oriental Governor Roel Degamo, has once again exposed the deep-rooted problems of violence, corruption and impunity in our society. While the authorities are still investigating the motive and mastermind behind this heinous crime, some have already pointed out the possible links to illegal activities such as drugs and gambling⁴⁶.

This is not surprising, given that these vices have been plaguing our country for decades, despite countless efforts by various sectors to eradicate them. Jueteng and e-sabong are everywhere and no big government officials, religious leaders or big-time media seriously fought against these criminalities despite billions of resources. Only the late Bishop Cruz criticized this illegal activity. The names of those involved cannot even be mentioned by the powerful people of these powerful institutions (government, church and media) because the persons involved are sacred to them? Syndicates exist. How many crimes are committed because of the money from illegal activities? How many died due to e-sabong and jueteng? How many mercenaries and nerve-trembling crimes are financed by gambling lords and drug lords?

And then solutions would be to spend public money, deploy elite men and use sophisticated weapons to guard and protect powerful government, religious and business leaders and their establishments, clear the area where they go. How about small-time and ordinary people? The fight and effort, the goal, should be to make the community safe for all, not to allow violence and injustice in the community, and protect the few from the violent world. Ideally.

The helpless people even prefer Tulfo as their protector, refuge and pillar of justice because they see no better institution that could help them⁴. And in the recent Pamplona massacre, many manifested their indignation but only Senator Tulfo had the balls to say- that until drug lords and gambling lords exist with their money this kind of crime will also exist.

This is a sad reflection of how far we have fallen from our ideals of democracy, human rights and rule of law. Until now no government no church no media or powerful institutions exist which truly work for true equality justice peace development for all for people Why? There are still many sacred cows favored groups which are untouchable or allowed to exist grow Private armed groups exist mostly in Luzon anf Mindanao even Visayas this is because there lot illegal money used finance them.

We need a radical change in our system that will address these root causes of violence corruption impunity We need leaders who have integrity courage vision who will not tolerate any form of evil who will uphold justice for all who will serve people not themselves We need citizens who will participate actively in governance who will demand accountability transparency who will resist oppression exploitation who will promote peace harmony We need institutions that will function effectively efficiently who will collaborate coordinate who will innovate reform who will empower educate

We cannot afford to lose more lives more hope more dignity We cannot let Pamplona massacre be another forgotten tragedy We must act now before it's too late.

G.R. 114972 is a Supreme Court decision dated January 24, 1996 that affirmed the conviction of Fernando Castañeda y Sales for robbery with rape by the Regional Trial Court of xxx. The accused-appellant appealed on the grounds that he was not positively identified by the victim and that his confession was obtained through torture and coercion¹. The Supreme Court rejected his arguments and found him guilty beyond reasonable doubt based on the victim's testimony, his confession, and other circumstantial evidence. The Court also ruled that his confession was voluntary and admissible as it complied with the constitutional requirements for custodial investigation.

Philippine Laws / FPIB vs Carlos Ejercito
March 08, 2023, 06:38:57 AM
This case involves a dispute over the ownership of two parcels of land located in Quezon City. The petitioners are First Philippine International Bank (FPIB) and its president Mercurio Rivera, who claim to have acquired the properties through foreclosure of a mortgage executed by Demetrio Demetria, the original owner. The respondents are Carlos Ejercito, who substituted Demetria after his death, and Jose Janolo, who bought one of the lots from Ejercito.

The respondents filed a complaint against the petitioners for annulment of sale, reconveyance and damages before the Regional Trial Court (RTC) of Quezon City. They alleged that Demetria's mortgage was fraudulent and simulated, and that FPIB's foreclosure was irregular and void. They also claimed that they were in actual possession of the properties and had introduced improvements thereon.

The RTC ruled in favor of the respondents and declared FPIB's foreclosure null and void. It ordered FPIB to reconvey the properties to Ejercito and pay damages to Janolo. The petitioners appealed to the Court of Appeals (CA), which affirmed the RTC's decision with modification.

The petitioners then filed a petition for review on certiorari before the Supreme Court (SC), raising several issues of fact and law. The SC denied their petition for lack of merit and upheld the CA's ruling. It held that FPIB failed to prove its good faith as a mortgagee and purchaser in foreclosure, and that it colluded with Demetria to defraud his creditors. It also held that Ejercito had a better right over the properties as Demetria's heir, and that Janolo was an innocent buyer for value who relied on Ejercito's title.

Philippine Laws / Pantranco North Express vs NLRC
March 08, 2023, 12:17:54 AM
The case is about the illegal dismissal of Reynaldo Rueda, a bus driver of Pantranco North Express, Inc. (Pantranco). Rueda was dismissed for serious misconduct after he was involved in a vehicular accident that resulted in the death of two passengers and injuries to several others. He filed a complaint for illegal dismissal and damages against Pantranco before the Labor Arbiter.

The Labor Arbiter ruled in favor of Rueda and ordered Pantranco to reinstate him with full backwages and benefits. The Labor Arbiter found that Rueda was not guilty of serious misconduct because he did not act with malice or bad faith in causing the accident. The Labor Arbiter also found that Pantranco failed to comply with the procedural requirements of due process in terminating Rueda.

Pantranco appealed to the National Labor Relations Commission (NLRC), which reversed the decision of the Labor Arbiter. The NLRC held that Rueda's dismissal was valid because he committed serious misconduct by driving recklessly and negligently. The NLRC also held that Pantranco complied with the procedural requirements of due process by giving Rueda ample opportunity to explain his side.

Rueda filed a petition for certiorari before the Supreme Court, which granted his petition and reinstated the decision of the Labor Arbiter. The Supreme Court ruled that Rueda's dismissal was illegal because he did not commit serious misconduct as defined by law. The Supreme Court explained that serious misconduct requires a wrongful and perverse attitude that implies wrongful intent and not mere error in judgment. The Supreme Court also ruled that Pantranco violated Rueda's right to due process by failing to give him a written notice specifying the grounds for his dismissal and a hearing or conference where he could defend himself.

The decision was issued by the Supreme Court of the Philippines on January 24, 1996. It involved a labor dispute between American Home Assurance Co., Inc. (AHAC) and its former employees Virgilio Malinao, Rosemilo Gacusan and Dominador Loriaga who were dismissed for allegedly falsifying their travel expense reports. The Labor Arbiter ruled in favor of the employees and ordered AHAC to reinstate them with backwages and other benefits. AHAC appealed to the NLRC which affirmed the Labor Arbiter's decision with modification. AHAC then filed a petition for certiorari with the Supreme Court challenging the NLRC's jurisdiction and factual findings.

The Supreme Court denied AHAC's petition and upheld the NLRC's decision. It ruled that AHAC failed to prove that it had valid grounds to dismiss its employees for serious misconduct or fraud. It also held that AHAC did not comply with the procedural requirements of due process in terminating its employees. The Court further stated that AHAC's allegation of lack of jurisdiction by the NLRC was belatedly raised and had no merit.

Leyte landslide survivor mourns loss of 2-year-old son

A mother who survived a massive landslide that buried an entire village in Leyte province is grieving the death of her 2-year-old son, who was among the victims of the disaster.

Daisy Mae Villaroel, 23, said she was at home with her son Zharyn and her husband when the landslide triggered by heavy rains hit their village of Pilar in Abuyog town on April 12.

She said she heard a loud rumble and saw rocks and soil coming down from the mountain. She grabbed her son and ran outside, but they were swept away by the debris.

"I tried to hold on to him, but he slipped from my arms. I shouted his name, but I couldn't see him anymore," she said.

Villaroel said she was able to cling to a coconut tree until rescuers arrived. She was taken to a hospital where she was treated for injuries.

She later learned that her son's body was found by searchers near their house. Her husband also survived the landslide but suffered a broken leg.

"I don't know how to move on. He was my only child. He was so sweet and smart. He always smiled at me," she said.

Villaroel is among hundreds of residents from Pilar village who are now staying at an evacuation center at Abuyog Community College covered court. She said she hopes to receive assistance from the government and other groups to rebuild their lives.

The landslide that buried Pilar village killed at least 27 people and injured dozens more, according to local authorities. It also damaged houses, roads, bridges and crops in the area.

The Philippine National Police (PNP) said debris covered 80 percent of the village, making it difficult for rescuers to reach some areas.

The Department of Health (DOH) has sent medical teams and supplies to assist the survivors and prevent outbreaks of diseases.

The National Disaster Risk Reduction and Management Council (NDRRMC) has declared a state of calamity in Abuyog town and other areas affected by Tropical Depression Bising, which brought heavy rains that triggered landslides and floods across Eastern Visayas region.¹²³

Science and Research / Rock in Planet Mars
March 07, 2023, 06:17:23 PM
NASA's Mars Perseverance rover has captured an intriguing image of a rock on the Red Planet that appears to have been weathered down by a river. The rock, located at the bottom of a mountain, has features that resemble those found in sedimentary rocks on Earth, suggesting that it may have been shaped by flowing water. Capture at  the local mean solar time of 15:20:47.

The discovery of this rock is significant because it provides further evidence that Mars may have once had liquid water on its surface. Scientists have long been fascinated by the possibility of life on Mars, and the presence of water is a crucial factor in determining whether the planet could have supported life in the past or even currently. The Perseverance rover's mission is to search for signs of ancient microbial life on Mars, and the discovery of this rock is a promising indication that the rover may be on the right track.

Philippine Laws / Paredes vs Sandiganbayan
March 07, 2023, 02:22:57 PM
The case of Paredes vs. Sandiganbayan involves two petitioners who were charged with violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) for allegedly conspiring with each other and with respondent Teofilo Gelacio in awarding a contract for the construction of a road project to Gelacio's company without public bidding and despite its lack of qualifications and experience. The petitioners filed a motion to quash the information on the ground that it did not allege facts constituting an offense and that they were denied due process by the Ombudsman and the Special Prosecutor. The Sandiganbayan denied their motion and issued a warrant for their arrest. The petitioners then filed this petition for certiorari, prohibition, and mandamus with prayer for preliminary injunction before the Supreme Court, seeking to annul the resolution of the Sandiganbayan and to enjoin their prosecution.

The Supreme Court dismissed the petition for lack of merit. It held that the information sufficiently alleged all the elements of Section 3(e) of R.A. No. 3019 and that there was no violation of due process as the petitioners were given ample opportunity to submit their counter-affidavits and supporting evidence before the Ombudsman and the Special Prosecutor. It also ruled that there was no forum-shopping on the part of Gelacio, who had filed several cases arising from the same incident, as these cases involved different causes of action, parties, issues, reliefs sought, and venues.

The case involves a dispute over a check issued by the Province of Tarlac to pay for its purchases of palay from farmers. The check was drawn against the Philippine National Bank (PNB) Tarlac Branch and was payable to cash or bearer. However, before it could be delivered to the payee, it was stolen by an employee of the Provincial Treasurer's Office and was subsequently encashed at Associated Bank (AB) Cabanatuan Branch after forging the signature of the Provincial Treasurer.

The Province of Tarlac filed a complaint against PNB and AB for recovery of the amount of the check plus damages. The trial court ruled in favor of the Province and ordered PNB and AB to pay jointly and severally 50% each of the amount of the check plus interest and attorney's fees. The Court of Appeals affirmed this decision.

On appeal to the Supreme Court, AB argued that it was not liable as a collecting bank because it exercised due diligence in verifying the genuineness of all prior endorsements before cashing the check. It also claimed that PNB was solely liable as a drawee bank for failing to detect the forgery.

The Supreme Court denied AB's petition and modified the trial court's decision. It held that both PNB and AB were negligent in their respective duties as drawee bank and collecting bank, and thus they should share equally in bearing 50% each of
the loss suffered by
the Province¹².

Philippine Laws / DENR Union vs DBM Florencio Abad
March 07, 2023, 02:10:14 PM
Case Digest: The petitioners are two unions of employees from the Department of Environment and Natural Resources (DENR). They challenged the validity of a circular issued by the Department of Budget and Management (DBM) that reduced their monthly longevity pay. The longevity pay is a benefit granted to DENR employees who have rendered at least five years of continuous service in the department. The DBM circular reduced the longevity pay from 5% to 1% of their basic salary for every five years of service.

The petitioners argued that the DBM circular violated their right to non-diminution of benefits and that it was issued without prior consultation with them. They also claimed that the Commission on Audit (COA) erred in disallowing their claims for payment of their full longevity pay.

The respondents countered that the DBM circular was issued in accordance with law and that it harmonized the longevity pay with other similar benefits under existing laws. They also asserted that the COA acted within its audit jurisdiction and authority in disallowing the petitioners' claims.

The Supreme Court ruled in favor of the respondents and dismissed the petition. The Court held that the DBM circular was valid and did not violate the petitioners' right to non-diminution of benefits. The Court explained that the longevity pay was not a vested right but a conditional benefit subject to modification by law or regulation. The Court also found that there was no need for prior consultation with the petitioners as they were not directly affected by the DBM circular.

The Court also upheld the COA's disallowance of the petitioners' claims for full payment of their longevity pay. The Court said that COA had audit power over all government funds and expenditures, including those pertaining to salaries and allowances. The Court added that COA's findings were supported by substantial evidence and were accorded respect and finality unless overturned on appeal.

Philippine Laws / Morigo vs People
March 07, 2023, 11:29:04 AM
**Case name:** Morigo v. People
**Court:** Supreme Court of the Philippines
**Date:** February 6, 2004
**Facts:** Lucio Morigo married Lucia Barrete in 1990 in Bohol, Philippines. Lucia left for Canada to work and later sent divorce papers to Lucio. Lucio remarried Maria Limbago in 1991. A former in-law filed a bigamy charge against Lucio. The trial court and the Court of Appeals convicted him of bigamy.
**Issue:** Whether Lucio committed bigamy by marrying Maria while his marriage with Lucia was still valid.
**Holding:** No, Lucio did not commit bigamy because his marriage with Lucia was void ab initio (from the beginning) due to her obtaining a divorce abroad without his consent or participation.
**Reasoning:** The Supreme Court held that there was no valid marriage between Lucio and Lucia because under Philippine law, divorce obtained by a Filipino citizen abroad is not recognized as valid unless both parties are aliens or naturalized citizens of another country. Since Lucia was still a Filipino citizen when she obtained a divorce in Canada, her marital bond with Lucio was not severed. Therefore, there was no first marriage to speak of and Lucio's subsequent marriage with Maria was valid.
**Disposition:** The Supreme Court acquitted Lucio of bigamy and reversed the lower courts' decisions.

The US is home to many of the world's best universities, including the famed Ivy League, which is known worldwide for the first-class education, experiences, and post-grad opportunities its graduates enjoy. But with a global reputation and students flocking to its elite institutions, getting accepted into the Ivy League can seem like a far-fetched goal.

This was the case for Ayaka, a Japanese student who worked with Crimson to gain admission to Brown University — an Ivy League university whose acceptance rate in 2021 was just 5.4%!

After moving back and forth between Japan and the US multiple times as a child, Ayaka knew she wanted to study at a US university, but she wasn't quite sure how to get there. She was a highly qualified student, with impressive grades and extracurriculars; but she knew it would take more than that to get accepted to a university like Brown.

This is where Crimson came in. With help from her Crimson team, Ayaka was able to transform her long list of interests and achievements into a compelling personal narrative that stood out in her Personal Statement and Activities List.

To hear more about Ayaka's journey from Japan to her dream university, from zeroing in on Brown to building her best possible application, you can watch her 'How I Got In' video on Crimson's YouTube channel! And for an even deeper dive into her application process, you can read Ayaka's student story here.

By Usec Hope Libiran
When I was still with DOTr  before, I always hear Sec Art Tugade say: "I want transportation to become a great equalizer, which the rich and the poor can ride and enjoy. This is not anti-poor. This is anti-poverty."

And so I understand his desire to see this program through.

Which is why amid the recycled issues used by some groups to delay, I put my wholehearted support towards the implementation of the PUV Modernization Project.

And so allow me to refresh our memory.

BAKIT NGA BA ISINUSULONG NG GOBYERNO ANG PUV MODERNIZATION?

Scientific studies show that air pollution kills. According to the Department of Environment and Natural Resources (DENR), more than 80% of air pollution in Metro Manila comes from unabated emissions of motor vehicles.

Damage to Property - 33,230
Fatal - 130
Non-Fatal Injury - 6,777

- Walang silang regular preventive maintenance.

Most of the models are proudly made and assembled here in the Philippines. It provides jobs to thousands of workers. From the tires, glass, battery, seatbelts, and headlights— these are made in the Philippines na.

Check out various designs of modern PUVs in this post:

https://www.facebook.com/130406490431829/posts/1730679023737893/?extid=owwEcHgqMXEb7wDs&d=n

Napakaraming manufacturer. Price ranges from P900k to P2.6-Million, depende sa laki, disenyo, specs, makina, etc.

Ogie Diaz defends Star Magic amid Liza Soberano's claims of being controlled

Former talent manager Ogie Diaz has spoken up about his former ward Liza Soberano's recent statement that she felt like she was being controlled by the people around her during her early years in showbiz.

In an interview with ABS-CBN News on February 27, Diaz said that he and Star Magic, the talent agency that launched Soberano's career, only wanted what was best for the actress.

"If Liza Soberano says that she feels like she's being controlled by the people around her, if I were her and Star Magic, I would thank Liza because she followed us and that's why she became famous," Diaz said.

He added that Soberano should be grateful for the opportunities and guidance that Star Magic gave her when he was still managing her.

"Imagine if nothing happened to Liza's career when I handled her and Star Magic, maybe she would have achieved something different now. At least that's okay rather than ranting that nothing good happened to her career," he said.

Diaz also denied rumors that he had a huge percentage on Soberano's talent fee, saying that he only got 10% as a standard practice in the industry.

Soberano, who is now one of the most popular actresses in the country, recently opened up about feeling restricted by some people in showbiz who wanted to mold her into a certain image.

In an episode of Toni Gonzaga's online show "I Feel U" aired on February 21, Soberano said: "I felt like there were so many things na parang kino-control sa akin ng mga tao sa paligid ko. Parang they wanted me to be this person na hindi naman ako."

(I felt like there were so many things that were being controlled by the people around me. They wanted me to be this person that I'm not.)

She also revealed that she turned down an offer to star in a Philippine remake of the hit Korean drama "It's Okay To Not Be Okay" with her boyfriend Enrique Gil because she wanted to do something different from their usual romantic-comedy projects.

Soberano is currently working on a new teleserye titled "Make It With You" with Gil under Dreamscape Entertainment.

Mercedes-Benz VISION EQXX: The electric car that can travel over 1,000km on a single charge

Mercedes-Benz has unveiled its latest concept car, the VISION EQXX, which promises to set a new benchmark for efficiency and range in electric vehicles. The sleek and futuristic sedan can travel over 1,000km on a single charge, thanks to its innovative battery and motor technology.

The VISION EQXX is powered by a single 180 kW (245 hp) electric motor that has been optimized to minimize energy loss. The motor achieves an impressive energy efficiency of 95%, meaning that 95% of the energy stored in the battery reaches the wheels. This is far superior to conventional internal combustion engines, which only convert about 30% of their fuel energy into motion.

The battery of the VISION EQXX is also a marvel of engineering. It has a capacity of 70 kWh, which is comparable to some current electric cars, but it delivers more than double the range. The battery uses advanced materials and cooling systems to reduce weight and increase performance. It also features intelligent software that optimizes charging and driving modes according to the route and traffic conditions.

The design of the VISION EQXX reflects its high-tech nature and its Mercedes heritage. The car has a low and aerodynamic profile, with silver, rose-gold and gloss black accents that create a striking contrast. The front grille features a digital display that can show different animations and messages. The interior is spacious and luxurious, with leather seats, ambient lighting and a large touchscreen dashboard.

The VISION EQXX is not intended for mass production, but rather as a showcase of what Mercedes-Benz can achieve with electric mobility. However, some of its technologies will be transferred to future models of the EQ family, which are part of the brand's ambition to become carbon-neutral by 2039.

Philippine Archive / Covid Vaccine in 2021
March 04, 2023, 04:24:50 AM
STATEMENT OF NATIONAL TASK FORCE AGAINST COVID-19 CHIEF IMPLEMENTER AND VACCINE CZAR SECRETARY CARLITO GALVEZ JR.
ON THE STRICT IMPLEMENTATION OF WHO SAGE AND DOH-NITAG VACCINE PRIORITIZATION.

5 March 2021

We would like to thank all government officials, civil society leaders, and personalities who wish to join our vaccination campaign in encouraging the Filipino people to get inoculated. We value your support and appreciate your intention to help us boost the people's confidence in the vaccines even as volunteering to take the jab in public. Indeed, seeing our leaders getting inoculated will significantly affect the perception and decision of our countrymen on the vaccine program.

However, due to the limited global supply of vaccines and following the recommendation of the National Immunization Technical Advisory Group (NITAG) along with the directive of President Rodrigo Roa Duterte, the allocation of vaccines must strictly follow the priority framework issued by the Inter-Agency Task Force on Emerging Infectious Diseases (IATF) to ensure that those who have the highest risk of exposure and death will be protected.

The framework prioritizes medical frontliners and healthcare workers to be followed by our senior citizens and other sectors. This prioritization primarily ensures that we will be able to protect and preserve our healthcare system as we continue to battle this pandemic.

The same priority groups have also been identified by the World Health Organization with respect to the vaccine rollout of almost 44 million doses from the COVAX facility. All the doses from COVAX must first be administered to the agreed upon priority groups starting with healthcare workers . Giving the vaccines to other sectors when not all healthcare workers have been vaccinated will jeopardize succeeding deliveries from COVAX.

Hence, all vaccine supplies that we have received and will be delivered this month are specifically allocated to all healthcare workers from all regions across the country. Initial deliveries for April will also follow this allocation until we have completely inoculated nearly two million individuals under this sector.

The succeeding sectors in the priority list, including those who will take part in boosting public trust on the vaccines, will be attended as soon as we receive the supplies for the second and third quarters.

We remind our countrymen especially our co-workers in government that in these trying times, it is our moral obligation to ensure that our healthcare system is protected and will be able to withstand possible spikes in COVID 19 cases.  By respecting and following the priority framework, we will be able to reduce COVID-19 morbidity and mortality, protect the populations most at-risk to the disease, slow down the transmission rate, and minimize social and economic disruptions. We need to preserve our healthcare institution.
END

Maxene Magalona talks about letting go of friendships in her recent Instagram post.

The actress shared that in life, it's normal to lose friends as people grow and advised netizens to not force any connection.

"In your healing journey, whether you like it or not, you will lose friends and relationships along the way.

"If the souls around you are not doing the work to heal and grow, their energy will no longer be a vibrational match to yours. When this happens, it's up to you to decide whether you will lower your own vibration to meet theirs or stay in your frequency and choose to vibe with the people there. This is why we can be friends with someone for so long but feel a deeper connection with someone whom we've only met. Remember-time is an illusion. The number of years that you've known someone can never compare to the depth and strength of the connection that you share," Maxene wrote on Instagram.

History / Discovery of Rosetta Stone
March 01, 2023, 09:35:01 PM
This message is awaiting approval by a moderator.
In 1799, Napoleon's engineers on his Egyptian campaign discovered the Rosetta Stone. Immediately, it caused a sensation in the learned circles of Europe, for on it were inscriptions in three languages: Egyptian hieroglyphics, Demotic (a cursive from of hieroglyphics) and Greek. It was evident the three panels represented the same inscription in three languages, so it was possible to proceed with a decipherment of the hieroglyphs and the Demotic by reference to the Greek. In 1822, the genius of Jean-Francois Champollion finally solved the decipherment riddle. With this, the age of Egyptology proper began. A door to the past was opened that many had thought permanently closed.
The newly-translated inscriptions and documents revealed an intellectucal culture that had attained a startlingly advanced level of development. The prototypes of mathematics, medicine, astronomy, metallurgy, philosophy, religion and the arts were, by degrees, coming to light among the vast ruins of this intriguing civilization. For a people accustomed to believing for 15 centuries that all learning, all science, and all art had begun with the Greeks, the evidence of Egypt required a radical restructuring of thinking.

The Philippines can, but together, we can be more!

In his speech during The Manila Times' Economic Forum 2023, Ambassador Franz-Michael "Dan-Dan" Mellbin acknowledged the government's positive efforts to sustain the momentum of a growing economy, but also underscored the need for structural reforms to attract more foreign investments.

Amb. Dan-Dan mentioned that there remain opportunities for the Philippines to improve in cutting red tape, upholding rule of law and governance, energy, infrastructure, and education.

The Ambassador also mentioned that enhancing investments in agriculture, equipping workers with life-long learning and technical skills, and providing space for increased business competition are key drivers to improve domestic productivity.

We will continue to work with our local partners to support the Philippines' economic growth and further improve the lives of Filipinos.
