Talk of the Town / The Curse of Sachets Used in Products
September 16, 2013, 09:40:08 AM
By Amy R. Remo
Philippine Daily Inquirer

Sachets provide economic relief for ordinary Filipinos, but these small plastic packages, unfortunately, continue to choke Mother Earth.

Millions of these sachets, containing shampoo, detergent, coffee, among other items, are sold and produced, but their disposal often poses the biggest problem as far as the environment is concerned. Most of the time, sachets contribute to the worsening solid waste problem in Metro Manila.

Philippine Daily News / 12.4 million Jobless Filipinos
September 16, 2013, 09:33:21 AM
By Michelle V. Remo
Philippine Daily Inquirer

The World Bank said the number of unemployed and underemployed Filipinos may jump to 12.4 million by 2016 even if the economy would be able to sustain its current growth pace.

Last year, the country’s unemployed and underemployed stood at 10 million, with the latter accounting for 7 million.

According to the World Bank, the Philippines needs to sustain a growth pace of at least 7 percent to accelerate job creation. In the first semester, the economy grew by 7.6 percent from year-ago level.

However, the World Bank said maintaining a rapid pace of growth alone would not be sufficient to prevent the rise in the number of unemployed and underemployed Filipinos.

This, it said, was because the rate of increase in jobs created would be outpaced by the rise in the number of new entrants to the labor force.

Economic growth should come along with measures that will directly create high-quality jobs to reduce unemployment and underemployment, it said.

Prudentialife Goes Bankrupt
By Michelle V. Remo
Philippine Daily Inquirer

“It was just too much to bear,” said Edna Roxas, a 45-year-old mother of two, upon hearing the bad news that Prudentialife Plans Inc. (PPI) had collapsed.

Roxas, who worked as a midwife in Libya from 1991 to 2001 so she could send her daughter and son to college, said she had spent nearly P400,000 over a five-year period during her overseas employment to pay premiums for two educational plans she had bought for them.

“I did not mind going to the Middle East and working in long-hour shifts because I wanted to support my children and make sure they go to college,” Roxas told the Inquirer. Her job, she recalled, would often require her to work 24 hours.

What she thought was a valuable investment proved to be good in helping pay the tuition of her daughter only for the first year in college. Her son, who would be in college next year, will never benefit from the educational plan.

Minerva Lubong, 61, who owns an eatery in Nueva Vizcaya province, expressed shock upon learning that PPI was in liquidation. She helped her husband, Abraham, who works as a farmer, pay for a pension plan bought from the preneed firm.
The couple had banked on the preneed policy to help support them in old age.

“We were told that buying a pension plan was a good investment. It turned out we lost money because of what happened to PPI. It is difficult to accept that we just lost our money that way,” Minerva said in Filipino.

The Lubongs paid a total of P84,900 from 2002 to 2006 as premiums for the pension plan, which was supposed to have matured last year. Under the preneed policy, which was in her husband’s name, they were supposed to get P100,000 in benefits last year and P100,000 in 2017.

245,000 plan holders

Roxas and Lubong were just two of some 245,000 plan holders who suffered losses from the collapse of PPI.

The country’s leading universities remain highly regarded in international academic circles, but most of them slipped in the latest ranking of the world’s top 800 universities by the ratings firm Quacquarelli Symonds (QS).

The University of the Philippines, Ateneo de Manila University and the University of Santo Tomas dropped in the 2013 QS World University Rankings, while De La Salle University maintained its place from last year.

UP still led Philippine universities on the list, but the premier state university was down to 380th this year from 348th last year.

Ateneo was also down to ranks 501-550 from 451-500 last year, while UST was down to rank 701+ from 601+ last year.
DLSU ranked at 601-650, basically the same as its 601+ rank last year.

No, the Philippines has not lost Panatag (Scarborough) Shoal to China. In fact, the government is mulling over whether to remove the concrete blocks the Chinese have laid down at the site, Navy chief Vice Adm. Jose Luis Alano averred on Tuesday.

“The situation is being monitored as to developments there… the National Security Council is looking into it,” he said.

The removal of the concrete blocks that were discovered by the Philippine Navy a week ago remained under discussion by the government, Alano told reporters on the sidelines of the 7th Asean Navy Chiefs Meeting (ANCM) which the Philippines is hosting.

Asked if the country had lost Panatag to the Chinese after the latter installed 75 concrete blocks in the area, Alano was quick to say no.

As to what the Philippines was going to do about it, the Navy chief replied: “As of now that is being discussed. But I do not want to preempt the decision.”

Alano said the Philippine military was conducting “constant surveillance” of Panatag Shoal but he was not “at liberty” to discuss operational details.

It is strongly believed that the Chinese installed the concrete blocks to serve as the foundation for a permanent structure to be built at the shoal. China had done the same thing in portions of the Spratlys group of islands owned by the Philippines where there are now permanent Chinese structures.

A former barrister was sentenced to seven and a half years in jail Tuesday for paying for young girls to be sexually abused in the Philippines while he watched on a webcam in Australia.

Dominic Patrick Hickey, 49, pleaded guilty to one charge of procuring a child under the age of 16 to engage in sexual activity outside Australia.

He had paid for girls as young as 7 to be sexually abused by males to his instructions, paying organizers in the Philippines about $12.90 each time, according to reports.

His requests reportedly included one involving a young girl between the ages of 4 and 7, and one which would have been something “like (in) a porno film.” However, not all his requests were carried out.

In sentencing, Victorian County Court Judge Felicity Hampel said Hickey had preyed on poor, vulnerable children.

“Your conduct showed no regard for the children. You actively encouraged the abuse,” she said, according to The Age.

The newspaper said that Hampel ordered Hickey to undergo sex-therapy treatment while in custody and said he would be registered as a sex offender for life.

History / Why Hitler Wanted This Picture Destroyed?
September 11, 2013, 11:58:09 PM

tabletmag.com

Maybe there’s a little too much enthusiasm for these “unbelievable” photographs (h/t Alex Aciman) of Adolf Hitler practicing movements for a speech, but I suppose as historical curiosities go, it’s always surprising when old artifacts bubble up to the surface.

Taken by photographer Heinrich Hoffmann, the extraordinary pictures show Hitler rehearsing while listening to a recording of one of his own speeches. They were reportedly taken in 1925, soon after Hitler was released from a nine-month stint in prison during which he dictated his autobiography, Mein Kampf.

While originally published in Hoffmann’s 1955 memoir entitled Hitler Was My Friend, the pictures haven’t been released elsewhere until this week when they started making the rounds. The photos show Hitler dramatically acting out movements to accompany the text of the speech. I can’t imagine why he’d want these destroyed.

Philippine Daily News / Filipino Millionaire in India
September 11, 2013, 10:25:20 PM
A Filipino chemical engineer related how he made his first million in India.

In ABS-CBN's "Rated K," host Korina Sanchez asked Noel Arellano how he, at the young age of 25, earned his first million.

"Yoon po ang po target ko eh. At the age of 25 or 30, dapat ma-earn ko na po ang first million ko," he said.

Back in 2006, Arellano started his own company that produces shoe cushions and soles in India. And with its success, he also became known for giving out loans to fellow Filipinos.

"Pakaunti-unti lang po pero tulong na rin," he said.

Arellano, the president of the Filipino community in the country, said that even though there are relatively fewer Filipinos in India, they are a close-knit group, often throwing parties during weekends. - ABS-CBN

Former First Lady and now Ilocos Norte Congresswoman Imelda Marcos has revealed she wants her son, Sen. Ferdinand "Bongbong" Marcos Jr., to run for president in 2016.

In an exclusive interview with ABS-CBN reporter Anthony Taberna, the former First Lady said she wants her only son to follow in his father's footsteps and continue the legacy of the late former President Ferdinand Marcos.

She said she believes Bongbong is fit for the position.

"As his mother, I sent him to the best schools. He has an impressive track record and and a good vision for the country. What I like most about my children is that they love this country so much,” she said in an interview on ABS-CBN's "Tapatan Ni Tunying."

The 84-year-old Imelda also said that she has no plans of retiring yet.

“I don't want to waste away my experience in serving the people. The government's potential depends on the people's commitment to help,” she said.

Despite Imelda's support and encouragement, Bongbong said he remains uncertain about his presidential bid.

“When I was young, I really didn't want to be involved in politics. I would always tell myself: why I should get into politics when my father already became president? Besides, running the country is not easy. So I really avoided it at first,” he said.

In the interview, Bongbong also answers questions regarding his family’s alleged ill-gotten wealth, which he considers a possible major problem if he runs for a higher government position.

(The interview with the Marcoses will air this Thursday, September 12, 4:15 PM on ABS-CBN’s Kapamilya Gold.)

'Great potential to be president'

It is not the first time that the former First Lady said she wants another Marcos to take the helm in Malacañang.

She earlier told Kyodo News that Bongbong has great potential to become president because his record in Ilocos is very good.

Between 1998 and 2007, the younger Marcos served three consecutive terms as governor of the northern province of Ilocos Norte, his father's birthplace, now led by Bongbong's elder sister Imee. He also represented the Marcos stronghold in the House of Representatives before becoming a senator in 2010.

The younger Marcos was only 8 years old when his father, a former senator himself, became the Philippines' 10th president on Dec. 30, 1965.

Over the next two decades of his father's rule, he completed his secondary education in Britain, graduated from Oxford University with a degree in philosophy, politics and economics, earned a master's degree in business administration from the Wharton School of Business in the United States, and became vice governor of Ilocos Norte in 1980 at the very young age of 23.

It was during his many years abroad that his father placed the Philippines under martial law to suppress civil strike and the threat of armed rebellion, a period which lasted from 1972 to 1981.

"My father was always one to comment on current events and history, and the conversations I had with him cumulatively over the years gave me a more complete, if not complex, picture of the context in which martial law was declared," Bongbong said on Sept. 21, 2012, the 40th anniversary of the martial law declaration.

"On a more personal level, I remember people saying how thankful they were for the relative peace and order that followed martial law, the positive image of the Philippines worldwide, the emergence of a tourism industry, the cleaner streets," he added, countering critics' claims that it was the darkest period in Philippine history.

Even so, Bongbong asked the public to "move on and move forward," saying the past cannot be changed and that "blaming others and finding scapegoats are not solutions" to the many problems the country faces at present.

He also categorically dismissed martial law as an option in the present time, and went on to say that his actions and decisions as a public servant "are consistent with democratic principles and participatory governance."

While he admits he is aspiring for the top post, it being the ultimate dream of any ambitious politician, Bongbong has yet to definitely commit to contesting the 2016 presidential election.

"That depends on destiny," his mother said. "As they say, man proposes, God disposes."

However, "success is made up of preparedness and opportunity," both of which Bongbong has, she was quick to add.

Amid the lingering criticisms, the Marcos matriarch said she remains strong and active "because I'm at peace with myself and my God."

"Maybe the Lord is keeping me still alive to show to the world that if we are with the side of the truth, nobody can touch you, even superpowers in government," she declared. - ABS-CBN Online

Effective immediately, air passengers no longer need to present printed copies of their tickets at the country's airports, with the Department of Justice announcing that electronic tickets will now suffice for entry and transit.

The DOJ, under which the Bureau of Immigration and Deportation (BID) operates, on Wednesday issued Operations Order No. 2013-003, titled "Removing the Requirement of Presentation of the Printed Hard Copy of Return and/or Onward Passage Ticket". Electronic tickets, or e-tickets, as displayed on smart phones, tablets, and other mobile electronic devices, will now be accepted for entry and processing at airports.

"This is another simple step to improve access to basic government services," the DOJ said. "We shall continue to work with all stakeholders to inject common sense and process logic into our systems."

The first attempt by the Moro National Liberation Front (MNLF) to raise its flag and declare Mindanao an independent state was in Jolo on Feb. 13, 1974 but failed with the timely arrival of the 14th Infantry Battalion (IB) preventing the MNLF from hoisting its flag just in the nick of time.

The famed 14th IB commanded by then Col. Salvador M. Mison fought the well-entrenched MNLF forces in a fierce and bloody battle dubbed as the burning of Jolo that signaled the start of a long and protracted Mindanao war that killed 150,000.

In an interview with the Philippines News Agency, Mison, a retired three-star general and former AFP vice chief of staff, vividly recalled how the 14IB popularly known in the military circle as the “Avenger” crushed the MNLF forces who had virtually controlled all of Jolo, except the airport and adjoining military camp.

At that crucial time of the country’s history, government forces earlier stationed in Jolo were pinned down by the surprise MNLF attack in early February of 1974.

Mison said his battalion was supposed to be deployed in Zamboanga peninsula when he received an order from high headquarters to proceed immediately to Jolo which was taken over by MNLF forces under Nur Misuari, the MNLF chairman.

The next thing he knew, Mison, who was then a colonel in the Philippine Army, and his entire battalion board a Philippine Navy transport ship on their way to Jolo.

When the 14th IB arrived in Sulu, the naval ship could not go near the wharf because it was occupied by MNLF forces.

The navy ship came under fire every time it attempted to steer towards the wharf.

Despite the difficulty, Mison ordered the whole battalion to go to shore by wading into the water neck-deep.

Without much knowledge of the MNLF strength, Mison said he was inside his quarters when he heard the sound of gunfire first from distance when suddenly a bullet hit the tent he was occupying.

“I dropped all fours to avoid from being hit as firing was all over the place,” Mison said.

He recalled that when his troops landed in Jolo, he saw hundreds of men in fatigue uniform and thought they were government forces but it turned out they were MNLF rebels who had infiltrated the capital town.

Mison ordered his men to prepare for a counter attack and that was the start of the heavy fighting between the 14th IB and the MNLF forces that lasted for days that prevented the MNLF from raising its flag in Jolo on the eve of Valentine’s Day in 1974.

Early dawn Monday, September 9, 2013, fighting broke out between government forces and the MNLF tried when the latter tried anew to raise the MNLF flag in Zamboanga City.

At least six people were killed, 20 others wounded while some 20 others were being held hostage by heavily armed MNLF rebels who slipped secretly into the coastal area of the city at 1:30 this morning.

Of those killed one was a soldier, the other a policeman while the four were civilians.

The attack was apparently aimed at derailing the ongoing exploratory peace talks between the government and the breakaway Moro Islamic Liberation Front (MILF) set in Kuala Lumpur this week.

Prof. Miriam Coronel-Ferrer, chair of the government peace panel negotiating with the MILF, told PNA in a phone interview Monday morning (Manila time) that the peace talks in Kuala Lumpur would push through as scheduled this week.

The MNLF rebels numbering about 100 were aboard pump-boats when they sneaked into the coastal area of the city where they were blocked by soldiers manning a checkpoint, triggering a firefight.

City residents were awakened from their sleep from the exchange of automatic gunfire and propelled grenade fired by the MNLF identified with the faction of Nur Misuari, MNLF chairman, who signed the peace pact with the government in Manila on Sept. 2, 1996, ending a 23-year fratricidal war in southern Philippines that killed some 150,000 people.

Government forces repelled the MNLF rebels who tried to go to the city hall with the aim of raising the MNLF flag. It was the second time in 40 years that the MNLF attempted to raise their flag. The first time was in Jolo, the capital town of the island of Sulu, on Feb. 13, 1974

The rebels fled to a nearby village where they held some 30 civilians as hostages, using them as shields.

The military has imposed a curfew from 8 p.m. to 5 a.m. starting Monday night. At the moment, there is a stand-off.

Soldiers, backed by tanks and armored personnel carriers have put up roadblocks in strategic points in Zamboanga City to prevent MNLF forces from spilling over to nearby towns.

"They (MNLF) were trying to march on the city hall and we cannot allow that,” Lt. Col. Ramon Zagala, AFP spokesman, told a news conference in Camp Aguinaldo, the AFP headquarters in suburban Quezon City.On the other hand, the Manila government denounced the MNLF attack in Zamboanga City.

"The authorities are responding to the situation in a manner that will reduce the risk to innocent civilians and restore peace and order to Zamboanga City at the soonest possible time," presidential spokesman Edwin Lacierda said in a statement.

During the fighting, the city was virtually at stand still as streets were deserted and shops, schools and government offices and the Zamboanga international airport were closed.

Zamboanga City mayor Maria Isabelle Climaco-Salazar said some 1,500 people evacuated to safer places.

It may be recalled that the Philippine government and the MNLF signed a final peace agreement on Sept. 2, 1996, ending more than two decades of warfare in Mindanao, the Philippines’ second largest island.

In signing the peace pact, the MNLF dropped its bid for independence and opted for autonomy.

But in 2001, Misuari’s forces also attacked Zamboanga and Jolo that killed dozens of people and held several hostages.

The hostages were later freed in exchange for a safe passage for Misuari to flee to Malaysia where he was arrested and deported to the Philippines.

Misuari was detained in a police detention center in the province of Laguna but was released in 2008 when the government dropped all the charges against him.

The Civil Aviation Authority of the Philippines said that all commercial flights to and from Zambanga City continue to be suspended on Tuesday due to security reason as the conflict there has not been resolved

“Yung aming Notice to Airmen (NOTAM) ay hanggang alas-9 lang sana kagabi (Monday night) pero ang aming information from the Armed Forces , sa intelligence unit nila, and aming sariling intelligence people, ine-extend po namin ang suspension hanggang alas-9 ng gabi ngayong araw na ito (Tuesday),” said Deputy Director General Rodante Joya, CAAP chief financial officer .

He said the suspension of commercial flights in Zamboanga will all depend on the prevailing situation in the coming days.

Zamboanga City Mayor Beng Climaco on Tuesday morning appealed to CAAP to lift the suspension order as it is affecting commerce in the city, aside from the many passengers stranded there. She said the airport is secured since the conflict is just confined to the five barangays of the city.

Classes in all levels and work in offices are suspended for the day.

But, Joya said there were reports that reached them which said that stray bullets have reached the airport’s runway. The airport is about three to four kilometers from the conflict site.

He added that the risk factor for aircraft is still present considering the standoff is not over yet.

The CAAP suspended commercial flights in Zamboanga City on Monday morning which affected at least 10 flights, stranding some 1,500 passengers.

Joya said 10 flights will also be affected on Tuesday.

Awarding the 2022 World Cup to Qatar may well have been "a mistake", FIFA president Sepp Blatter said for the first time on Monday.

Staging the tournament in the Middle East has caused much controversy because if it is held over its traditional dates in the middle of the year, players will have to contend with searing 50 degrees Celsius heat.

Calls to move the World Cup to later in the year, during the European winter, have also been unpopular as it will cause major disruption to domestic league competitions in countries such as Spain, England, Italy, Germany and France.

Asked by insideworldfootball.com about awarding Qatar the tournament, Blatter said: "It may well be that we made a mistake at the time."

Blatter, who in May said it was "not rational" to play in Qatar in June and July, added: "On the other hand, you must also consider political and geo-political realities.

"The World Cup is FIFA's biggest, if not only, global event. Who are we, the Europeans, to demand that this event has to cater to the needs of 800 million Europeans above all?

"I think it is high time that Europe starts to understand that we do not rule the world any more, and that some former European imperial powers can no longer impress their will on to others in far away places.

"We must accept that football has moved away from being a European and South American sport - it has become the world sport that billions of fans are excitedly following every week, everywhere in the world."

World Daily News / Chemical Weapons in Syria Fake?
September 11, 2013, 09:17:54 AM
Participants of a UN briefing in Geneva said the evidence of alleged chemical weapons attack in Syria was fake, Russian Foreign Ministry said Tuesday.

Participants of the Monday briefing in Geneva noted that video footage and photo images of the chemical attack near Damascus have been cooked in advance, the ministry said in a statement published on its website.

International experts, Syrian representatives and a Russian TV reporter used to work in Syria attended the briefing.

"Numerous witnesses said unanimously that chemical weapons at East Guta was used by the rebels," the ministry added.

They also said that "the U.S. leadership must be accounted for illegal threats to use force against Syria," said the statement.

Also on Tuesday, Alexei Borodavkin, Russia's UN Permanent Representative in Geneva, condemned the use of chemical weapons in Syria which he called "a provocation."

The diplomat, who participated in the 24th session of the UN Human Rights Council in Geneva on Monday, called for a thorough probe by UN experts following the alleged chemical weapons use in Syria.

He reminded that Russia recently offered Damascus to put Syrian chemical arsenals under international control, to destroy them subsequently and to join Organization for Prohibition of Chemical Weapons.

The Crisis Management Committee (CMC) announced the imposition of curfew in this city will continue Tuesday starting at 8 p.m. until 5 a.m. Wednesday.

Mayor Ma. Isabelle Climaco-Salazar, who chairs the CMC, at the same time, said the suspension of classes in all levels, both public and private, will also continue and all schools will remain closed Wednesday.

However, Salazar said that city government operations will resume Wednesday and heads of national agencies are also encouraged to evaluate the possibility of resumption of work.

Salazar said operation of banking institutions will be upon discretion of management in coordination with Bangko Sentral ng Pilipinas.

“We urge business establishments to be opened starting tomorrow (Wednesday) except those in affected areas which will be upon the discretion of the owners/operators,” Salazar said.

“We likewise appeal to business establishments to ensure that prices of commodities remain stable. The buying public is also advised not to resort to panic buying but purchase provisions enough for the day to prevent shortage of supplies,” she added.

She said the main public market will remain closed but the Sta. Cruz Commercial Complex and the Bagsakan center will be opened starting Wednesday.

At least 15 evacuation centers have been set up to temporarily house evacuees from the barangays of Rio Hondo, Sta. Barabara, Sta. Catalina, Kasanyangan, Talon-Talon and Tetuan.

The biggest evacuation center is the Joaquin F. Enriquez, Jr. Memorial Sports Complex in Barangay San Jose-Cawa-Cawa.

“To ensure continuous supply for the mounting number of evacuees, we encouraged donation of cooked meals or foods that can easily be cooked such as rice, noodles, sardines and water as well as milk, clothing, blankets and mats, sanitary pads and underwear. Please course all your donations to the command center under the supervision of City Administrator Antonio Orendain Jr. at the City Council or the designated drop off centers such as Ateneo de Zamboanga and Claret School,” Salazar said.

Business and Economy / Philippine Exports Picking Up
September 11, 2013, 09:12:33 AM
By Leslie Venzon

Philippine exports are expected to recover in the remaining months of the year as major overseas markets are picking up, according to the country’s chief economic planner.

Socioeconomic Planning Secretary Arsenio Balisacan expressed optimism about the sector’s rebound after export sales grew for the second consecutive month in July on higher demand for electronics products.

“With relatively good numbers coming from other countries â€"the United States is picking up, Europe apparently has bottomed out, I think the prospects are good,” he said in a media interview on Tuesday.

“(But) whether it (recovery) is going to be enough to offset the negative growth in the first half of the year is something else. We hope that it is big enough but that might still require us to take a second look at that (exports) forecast,” he added.

Balisacan noted that even with the declining share of electronics revenues to total exports revenues, the Philippines has already diversified its exports products.

“What we are coming out are more varied sources of exports like agriculture processed exports, furniture, gifts and chemicals. Those are the ones growing quite respectably,” he said.

Balisacan, the National Economic and Development Authority (NEDA) Director General, also hopes that more competitive industries will come out as the country is working to improve its business environment.

“This especially if we can continue our momentum in building the infrastructure that can make our industries more competitive. If we can address that backlogs in our logistics and improve our regulatory (processes), the cost of doing business in this country will continue to decline,” he further said.

Balisacan believes that maintaining the momentum will result in surging business confidence in the country.

“That will mean exports will become more diversified because more industries that can compete globally will sprout,” he added.

Economists of First Metro Investments Corp. and University of Asia and the Pacific (FMIC-UA&P) also projected that the exports sector would stage a comeback in second half of 2013 on the economic recovery of the US, Japan and the Eurozone.

Government data indicated that total export earnings rose 2.3 percent to $ 4.84 billion in July 2013 from $ 4.73 billion during the same period last year.

World Daily News / Japan on Syria's Chemical Weapons
September 11, 2013, 09:10:10 AM
Japanese Prime Minister Shinzo Abe said Tuesday that Tokyo supports the proposal raised by Moscow to tackle the alleged use of chemical weapons by the Syrian government, according to local media.

Abe told Russian President Vladimir Putin over telephone that Japan closely watches the response of the Syrian government, reported Japan's Kyodo News, quoting Deputy Chief Cabinet Secretary Hiroshige Seko.

Russian Foreign Minister Sergey Lavrov said Monday Russia hopes Syria would place its chemical weapons under international control so as to avoid being struck by the United States, which claimed the Syrian government used such weapons against the opposition.

For his part, Putin said that his country is making efforts on Syria and has achieved progresses.

The two countries also agreed to keep communication on the issue.

World Daily News / France on Syria's Chemical Weapons
September 11, 2013, 09:09:02 AM
France would propose a U.N. resolution outlining conditions to place Syrian government's chemical arms under international control and dismantle them, French Foreign Affairs Minister Laurent Fabius said on Tuesday.

"Concretely, France will propose to its partners in the U.N. Security Council a draft of a resolution under chapter 7 that aims at realizing immediately (France's conditions)," the minister announced.

According to Fabius, the planned resolution would set conditions for the handover of Syrian chemical weapons to international control and allowing their destruction.

France also will request "extremely serious consequences for violation of Syria's commitment" and sanctions those behind the Aug. 21 chemical attack "who have to be brought before the International Criminal Court."

In addition, Paris would propose the establishment of a system of inspection and control under the International Organization for the Prohibition of chemical Weapons.

"It is the acceptance of such specific conditions that we will judge. (Meanwhile), all options are on the table now," Fabius said.

On Aug. 21, the Syrian opposition claimed that some 1,300 people were killed in a chemical weapon attack by the government troops on militant strongholds in the suburbs of Damascus, something the Syrian government strongly denied.

The Syrian government has accepted a Russian proposal to put its chemical weapons under international control, Syrian Foreign Minister Walid al-Moualem said here Tuesday.

"We held a round of very effective talks with Russian Foreign Minister Sergei Lavrov yesterday. He proposed a chemical weapons initiative and we accepted the Russian initiative later that evening," al-Moualem said when meeting with State Duma Speaker Sergei Naryshkin.

According to the diplomat, Syria made the decision in order to "stave off an American aggression," Interfax news agency quoted him as saying.

Philippine Daily News / Zamboanga City Attacks
September 11, 2013, 08:58:27 AM
By Edwin Fernandez

Army, police and Marines are now securing the 10-hectare Autonomous Region in Muslim Mindanao as part of measures to prevent entry of renegade Moro National Liberation Front similar to Zamboanga City attacks.

While MNLF members belonging to other factions have expressed they will not sympathize with their comrades in Basilan, Sulu and Tawi-Tawi, ARMM officials said the steps were meant to prevent "sympathy attacks."

Abdulrashid Ladayo, chief security officer of the Office of the Regional Governor, said the presence of Philippine Marines contingent, Army and Police was part of the preventive measures taken by the government while the Zamboanga City siege remained unsolved.

MNLF forces in mainland Mindanao and under the leadership of Chairman Muslimin Sema have publicly declared they still support and respect the 1996 final peace agreement.

Ladayo said the ARMM was, in fact, appeased with the assurance by the group of Sema, the largest and most politically active MNLF faction, that its forces in mainland Mindanao will not participate in the activities in Zamboanga City of Nur Misuari’s followers.

“However, we’re not taking chances because any `third party’ can just do something to either embarrass our local security forces, or put the `Sema group’ in bad light,” Ladayo told reporters.

About 100 government forces have encircled the ARMM compound here which also houses about 50 government regional and provincial offices.

The Marines are backed by three V-300 combat vehicles securing the entry and exit points of the ARMM compound.

Ladayo explained that security preparations are being closely coordinated by the office of ARMM Gov. Mujiv Hataman with the Cotabato City police and the Army’s 6th Infantry Division.

Mayor Susan V. Parilla has ordered continues search operation to verify and confirm the reported crash of a private plane at Naval’s Imelda village early morning of Tuesday.

A 28-man search team composed of personnel from the Biliran Geothermal Inc, local government unit of Naval and the Provincial Disaster Risk Reduction Management Council (PDRRMC) of Biliran is ready to take off Wednesday morning to resume the search operation amid the negative result of the aerial survey that was conducted by two choppers of the Philippine Air Force (PAF) today.

Temporarily, the operation was stopped tonight because of the difficult terrain.

The reported crash site is around 30 kilometers away from the town proper of Naval.

It is a mountainous area adjacent to the Culaba town and communication signal is very limited.

Naval information officer Jerome D. Pitao said that Mayor Parilla is not discounting the testimony of three village residents who saw the plane crashed at the mountainous portion of the barangay.

The testimony was corroborated by statements from other locales that they heard a loud explosion.

Also the 11-man search and rescue team, majority are personnel of the Bureau of Fire Protection (BFP) during this morning’s operation, said that there was a smell of fuel and burned tire within the area, which they claimed to be unlikely in a mountainous area, Pitao added.

USA and Canada / Sites of Chemical Weapons in Syria
September 11, 2013, 08:55:12 AM
Syria's Foreign Minister Walid al-Moallem said Tuesday that his country is ready to reveal the sites of its chemical weapons storages to representatives of Russia and the United Nations, according to the pan-Arab al-Mayadeen TV.

Al-Moallem made the remarks in Moscow exclusively to al- Mayadeen, in which he stressed his country's readiness to " completely cooperate" with Moscow to implement the latest Russian initiative to place Syria's chemical weapons under international supervision in exchange for sparing Syria a military strike by Washington.

"Our commitment to the Russian initiative aims to end the possession of all the chemical weapons," al-Moallem told the TV, adding that his country has an intention to join the treaty of Non- Proliferation of Chemical Weapons.

On Monday, Russia proposed a fresh initiative on Syrian crisis, stimulating to secure the chemical stockpiles of the Damascus government under international observation.

Syrian Foreign Minister Walid al-Moallem soon welcomes the Russian proposition.

Oil prices fell Tuesday as Syria agreed to surrender its chemical weapons, easing concerns that a possible U.S.-led military attack will disrupt Middle East oil exports.

A potential military strike against Syria triggered widespread market concerns about oil supplies in the Middle East, a region which produces a third of world's crude, and sent oil prices higher last week.

Investors' worries waned after Russia made a proposal Monday, asking Syria to "place its chemical weapons stockpiles under international control so they can be destroyed."

Damascus responded positively to the proposal, with Syrian Foreign Minister Walid al-Moualem saying Tuesday in Moscow that his government had agreed to the Russian initiative.

U.S. President Barack Obama also threw his support behind the plan and asked Democratic senators to delay a vote on authorizing military strikes against Syria to allow time for talks on eliminating the country's chemical weapons.

On the economic front, U.S. small business optimism remained little changed in August, dropping 0.1 from July to 94.0.

Light, sweet crude for October delivery moved down 2.13 U.S. dollars to 107.39 dollars a barrel on the New York Mercantile Exchange.

Syria is ready to give up chemical weapons and join an international convention banning them, the country’s foreign minister said Tuesday.

“In line with Russia’s initiative, Syria will fully abandon chemical weapons,” Foreign Minister Walid Muallem said in an interview with the Al-Mayadeen pan-Arabic satellite television channel.

Damascus will declare its chemical arms facilities and stop producing such weapons, Muallem said. “We are ready to show chemical weapons facilities to representatives of Russia, other states and the United Nations,” he said.

Washington is currently contemplating a strike on Syria as retaliation for a deadly August 21 chemical weapons attack in a Damascus suburb, which it has attributed to the regime of Syrian President Bashar Assad which has blamed the attack on rebel forces. Russia has tentatively backed its long-time ally, while calling for further investigation.

Russia will soon put forward a “workable” plan for placing Syrian chemical weapons under international control, Foreign Minister Sergei Lavrov said Tuesday, following up on a day-old Russian proposal that has shifted the international debate on military intervention in war-torn Syria.

A day earlier, Lavrov announced that Moscow would push Damascus to accept an off-the-cuff proposal voiced Monday by U.S. Secretary of State John Kerry, who said a U.S. strike against Syrian targets could be averted if Damascus put “every single bit” of its chemical weapons under international control by week’s end. Syria’s foreign minister, in Moscow for talks, responded by saying Damascus “welcomes” the Russian initiative.

Lavrov and Kerry on Tuesday held a phone conversation and agreed to continue talks, including a possible meeting in the next few days to discuss ways to implement the Russian initiative on a settlement over Syria, the Russian Foreign Ministry said Tuesday.

The low pressure area (LPA) spotted off Visayas has already enter the Philippine Area of Responsibility (PAR), the Philippine Atmospheric Geophysical, and Astronomical Services Administration (PAGASA) said Wednesday.

PAGASA weather forecaster Aldczar Aurelio said that as of 4 a.m, the LPA was seen at 830 km east of Visayas (12.5°N, 134.0°E) embedded along the Intertropical Convergence Zone (ITCZ) across Luzon and Visayas.

Aurelio said the potential cyclone still too far to affect the country but the ITCZ will continue to bring light to moderate rainshowers in most parts of the country including Metro Manila.

He said the agency’s numerical models continued to show that the weather disturbance has a high chance to become a tropical depression since “it is still in the sea, where it could pick up more moisture.”

He said it will be named “Odette” once it intensifies into a cyclone.

However, Aurelio noted that if the potential cyclone maintains its present “northwest” track, it is not likely to make landfall in any part of the country.

He reiterated that it will just pass over the eastern side of the country by the sea.

Meanwhile, Aurelio said that Luzon including Metro Manila and the eastern section of the Visayas will continue to experience partly cloudy to cloudy skies with passing light to moderate rains until today because of the Intertropical Convergence Zone (ITCZ).

He also advised the public that those who will join the EDSA prayer rally -- scheduled 11 a.m. to 4 p.m. today -- to bring umbrella due to the expected rains brought by thunderstorms.

Mindanao and the rest of the Visayas, on the other hand, he noted will have partly cloudy to cloudy skies with possible afternoon or evening rains.

In its advisory, PAGASA said Metro Manila, Central Luzon, Calabarzon, Mimaropa, Bicol, Visayas and Caraga regions will experience cloudy skies with light to moderate rainshowers and thunderstorms.

It added that the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

PAGASA also said that light to moderate winds blowing from the southwest to southeast will prevail over Luzon and coming from the southwest to west over Visayas and Mindanao.

Pres. Benigno Aquino III has accepted Friday the irrevocable resignation tendered by National Bureau of Investigation Director Nonnatus Rojas.

"We in government recognize, however, that his period of service has taken a serious toll on his health. It is my belief that it would be an unwarranted imposition on the well-being of a model public servant, for Director Rojas, to remain in the NBI. For this reason, I am constrained to accept, with deep regret, his resignation," Aquino said in a statement.

Aquino said Rojas excelled in tasks assigned to him.

"He did not fail us. Director Rojas excelled in his assigned tasks, and was instrumental in restoring the credibility of the NBI," Aquino said.

Aquino also praised Rojas for transforming the bureau "from an agency reeling from very serious controversies, to one that has regained pride of place as the foremost investigative arm of the Department of Justice."

Rojas resigned amid a case buildup against businesswoman Janet Lim Napoles who allegedly masterminded the P10 billion pork barrel fund scam.
