Technology / Tips on buying a digital camera
August 27, 2007, 11:30:33 PM
source: www.pcworld.com

Megapixels still matter a lot to digital camera shoppers, in part because manufacturers and retailers hype that specification above all others. If you're having a hard time figuring out which camera to buy, you may be tempted to make a decision based solely on megapixel count; that's why nearly all manufacturers print the number on the front of their cameras.

But a camera needs more than just a high pixel count to take great pictures, so pay attention to other traits as well. For example, a lethargic camera that takes too much time between shots may miss the best action, and a big, heavy camera may spend more time on the shelf than in your carry-on bag. A camera with no manual controls may take fabulous shots in bright sunlight, but lousy ones in more challenging situations.

Key Features

Resolution: If you intend to take pictures only to e-mail them to distant friends or to print at snapshot size, a camera of most any resolution will do. Even so, having more pixels gives you greater flexibility--you can print sharper pictures at larger sizes, or crop and print small sections of pictures. These days most cameras offer a resolution of at least 5 megapixels, which is enough to make a sharp 11-by-14 print.

Size, weight, and design: To some users, how much a camera weighs and whether it fits in a pocket may be more important factors than resolution. PC World has tested cameras that weigh as much as 2.3 pounds and as little as 4.2 ounces. Small cameras are convenient, but they frequently have tiny dials and few buttons, which make changing settings somewhat trying.

Zoom lens: Inexpensive cameras often lack a powerful optical zoom lens. If we had to choose between a camera with more optical zoom and one with higher resolution, we'd take the model with the more powerful zoom lens--it means you won't have to magnify your subject and then use software to crop the image (and discard some of the resolution as a result). A few cameras now offer zoom ratings of up to 15X. These lenses are great for nature or sports photography, but you may need a steady hand or a tripod to avoid blurry pictures at extreme telephoto lengths if the camera doesn't have image stabilization. You should try a camera's autofocus at full zoom: We've tested some models that were slow to focus at full zoom in low light.

Be wary of advertised zoom ratings--many vendors combine the optical zoom (which moves the lens to magnify the subject) with digital zoom, which merely captures fewer pixels and magnifies those. Optical zoom gives you all the benefit of the camera's maximum resolution, combined with the ability to get closer to the action.

Manual focus: For close-ups or situations in which the camera can't get a focus lock, switching to manual focusing can help you get the shot. Low-end cameras often omit manual focusing or allow only stepped focusing, which forces you to choose from a few preset distances.

Storage: At its highest resolution, a typical 5-megapixel camera can store six to eight images on a 16MB "starter" memory card. The size of the memory card that a camera ships with isn't terribly important, because you'll almost always have to buy another one (unless you're willing to transfer your images after every handful of shots). CompactFlash, SD (Secure Digital) Cards, and SmartMedia cards cost about $6 to $15 for 512MB, or $25 to $40 for 2GB.

Batteries: Cameras use one or more of several types of batteries: AAs, either nonrechargeable alkaline ($5 for four) or rechargeable nickel metal hydride (NiMH, about $14 for four); high-capacity disposable CRV3s (around $10 apiece, and some cameras take two); or proprietary rechargeable batteries that can cost $25 to $65 to replace.

A hard-hitting radio program now feels the pressure coming from those it exposed,- most of them corrupt government officials.

Kagawad Roberto “Batchoy” Alba, anchor man of the primetime public affairs radio program PULSO heard on DyRD, said four of his major advertisers have pulled out their commercial spots over the weekend.

The reasons were unclear but reports reaching Alba said these business establishments were pressured by a top city hall functionary and were ordered, under threats, to pull out their advertisement from PULSO.

The pullout came following the unrelenting expose’ of Alba on alleged bloated claims for payment of medical expenses under the Blue Card health program of the city government.

Alba was the first to publicly release a letter from a certain Anatacia Bertumen, a health card holder who complained of alleged bloated payment claim of her medical expenses that reportedly reached P50,000.

Assisted by counsel Atty. Dodelon Sabijon, the complainant wrote City Mayor Dan Lim condemning the use of her name in claiming payments, which to her, were only worth P2,000.

The claim was for her alleged hospital confinement, medicines and other hospital fees from May 8 to 11, 2007. Bertumen said she was “never confined at the hospital.”

The hospital claimant was identified as the Medical Mission Group Hospital and Health Services Cooperative, Philippines; popularly known as the Coop hospital.

It is now conducting its own separate investigation. (SEE related story)

Alba earned the ire of city hall when he provided airtime to opposition councilors seeking public accounting of the mayor’s intelligence funds and review of the controversial blue card health program.

Most of the city mayor’s critics are often heard in Alba’s radio program; names that include lawyer Victor dela Serna and former ally councilor Djingo Rama.

Alba said whoever is behind the series of advertisement pullout of his radio program have only one intention; - to silence him.

“This is an assault to press freedom but this evil act will not triumph. Good men won’t bow down and will always do something,” Alba issued the challenge.

Chinese premier Wen Jiabao described reports of Chinese hackers breaking into German computers as a matter of "grave concern" and said Monday that his country will cooperate with Germany to resolve the matter.

Jiabao's comments, made during a press conference with German Chancellor Angela Merkel in Beijing, were prompted by a report published two days earlier in the German news magazine Der Spiegel claiming that Chinese hackers had been able to infect German government computers with spyware.

Merkel said that for Chinese relations with industrialized countries to move ahead, everyone needs to "respect a set of game rules" and "protect intellectual property rights."

Security experts from Germany's Federal Office for Information Security (BSI) and Federal Data Protection Office discovered Trojan horse programs in computers used in several government ministries, including the Foreign Ministry, the Ministry of Economics and the Research and Development Ministry, as well as Merkel's office, the report in Der Spiegel said.

MTV Networks and RealNetworks Inc. will merge their online digital music stores in the latest attempt to reduce Apple Inc.'s hold on the music download market, the Wall Street Journal reported Tuesday morning.

MTV has scheduled a news conference concerning online music for 11:00 AM ET Tuesday, but company representatives declined to comment on the Journal's report, which cited unnamed sources.

Verizon Wireless Inc. and Vodafone Group PLC will distribute the new alliance's content for mobile devices, the paper reported.

MTV Networks, owned by Viacom Inc., already runs Urge, its own music download service. MTV partnered with Microsoft Corp. on Urge, which launched in May 2006. RealNetworks runs Rhapsody, a subscription service which offers access to its entire catalog for a monthly fee and also sells individual songs.

The Philippine Councilors’ League-Bohol Chapter elections will be held Wednesday.

To those candidates openly declaring to contest incumbent PCL President Brigido ‘Boy’ Imboy, they are in for a surprise.

Early straw votes revealed league members prefer reelecting their incumbent president as compared to the unknown contenders. And for a contender planning to negotiate for a last minute deal of a buy-out, Imboy said a loud “no.”

“My performance as league president and my relations with members will be my potent tool for reelection,” Imboy said.

Therefore, it is now resolved as it is hereby resolved, that pretenders to Imboy’s throne won’t get any centavo from any premeditated ploy for a buy-out.

An Imboy campaigner said: “Buy-out? Dili man gani ta kasiguro ug moboto ba siya sa iyang kaugalingon (we are not even sure if he will vote for himself).”

Wa jamo diay masapi ning mga bright candidates kuno nga magpa buy out unta?

Haskang dimalasa! He..he. ilhan naman gud daan ang tuyo!

* * * * *

As of yesterday, top contender Garcia-Hernandez councilor Tita Gallentes was reported to have shelled out P2,000 to about half of the PCL members. A second wave will follow on Tuesday.

But the Imboy camp remained cool and said they won’t engage in a bidding contest.

The other wannabes are sitting and praying for rain, -“all sounds, no fury.”

Love Talk / How to Befriend a Receptionist
August 27, 2007, 10:14:28 PM
DO: Make sure you know his or her name and always say hello. He/She might give you insightful tips if she thinks you are her friend such as, "the VP is in today, so go the other way to your office so he doesn't know you're late." Receptionists are often the eyes and ears and can be valuable when you trying to get away with something.

DON'T: Saying hello and being polite is nice, but don't engage the receptionist in too much conversation. She's generally not that busy, often bored and if you over engage her you might get stuck in a 20 minute conversation that has no end. Keep it light and stay away from stories so they don't eat up your valuable time.

Transparency, fueled by blogs, Twitters and social networks, is the new mantra uttered by many in the tech business lately. But as more and more execs bare their souls for the world to see, the term "too much information" comes to mind. Sometimes what was supposed to be cleansing transparency results in juicy market intel/leverage for one's competitors. These ideas came to mind recently as we watched a new Vator TV presentation by Friendster CEO Kent Lindstrom.

Now that the pioneering social network has been pummeled into near oblivion by Facebook and MySpace, even the company's top dog is willing to offer some probably too-candid remarks about the company's past and future. Lindstrom said, "When you see anything working, follow it as far and as quickly as you can. Uhm, we didn't even get to that stage because we were having trouble following other technology." Adding to the indignity, just underneath the presentation, Vator TV posted a Nielsen/NetRatings graphic showing the top 12 social networks in the U.S. ... and Friendster isn't listed in the chart.

World Daily News / People with AIDS buried live!
August 27, 2007, 10:04:52 PM
source: news.bbc.co.uk

Some people with HIV/Aids in Papua New Guinea are being buried alive by their relatives, a health worker says.

Margaret Marabe said families were taking the extreme action because they could no longer look after sufferers or feared catching the disease themselves.

Ms Marabe said she saw the "live burials" with her own eyes during a five-month trip to PNG's remote Southern Highlands.

PNG is in the grip of an HIV/Aids epidemic - the worst in the region.

An estimated 2% of the six million population are believed to be infected, and HIV diagnoses rise by around 30% each year.

International health agencies have warned action must be taken to prevent hundreds of thousands of people becoming infected.

The Philippines has more than 31,000 new nurses, including those who retook the nursing licensure examination to remove the stigma that they benefited from a leak of test questions last year.

A graduate from Our Lady of Fatima University-Valenzuela topped the exam conducted in June in Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Tacloban, Tuguegarao and Zamboanga cities.

Of the 64,909 takers, who included first-timers, repeaters and voluntary “retakers,” 31,275 -- or 48 percent -- passed the exam given by the Professional Regulation Commission’s Board of Nursing (BON).

The voluntary “retakers” were those who had passed the June 2006 nursing board exam but decided to retake all the five tests. They signed a waiver in order to give up their 2006 licenses so they could take the tests again.

But the results of Test III (Medical-Surgical Nursing) and Test V (Psychiatric Nursing) taken by some 13,000 nursing graduates from the June 2006 batch were not announced by the PRC. The two tests were the ones affected by the leakage.

The Department of Labor and Employment (DOLE) will announce the results Tuesday, according to a DOLE information officer.

The 13,000 nursing graduates, who passed the June 2006 licensure exam, voluntarily decided to retake Tests III and V in order to comply with a requirement of the United States-based Commission on Graduates of Foreign Nursing Schools (CGFNS).

Of the 13,338 nurses who voluntarily retook Tests 3 and 5 of the controversial June 2006 nursing licensure examination, 9,198 or 68.96 percent have passed, the Department of Labor and Employment (DoLE) announced Monday.

The retake of the tests, which was given June 11, was initiated by DoLE to allow nurses who passed the leak-tainted 2006 nursing board and wishing to work in the United States to secure UV VisaScreen certificates as required by the United States' Commission on Graduates of Foreign Nursing Schools (CGFNS).

Fortune Magazine - In a clear sign that the credit crunch is still affecting the nation's largest financial institutions, the Federal Reserve agreed this week to bend key banking regulations to help out Citigroup and Bank of America, according to documents posted Friday on the Fed's web site.

The Aug. 20 letters from the Fed to Citigroup and Bank of America state that the Fed, which regulates large parts of the U.S. financial system, has agreed to exempt both banks from rules that effectively limit the amount of lending that their federally-insured banks can do with their brokerage affiliates. The exemption, which is temporary, means, for example, that Citigroup's Citibank entity can substantially increase funding to Citigroup Global Markets, its brokerage subsidiary. Citigroup and Bank of America requested the exemptions, according to the letters, to provide liquidity to those holding mortgage loans, mortgage-backed securities, and other securities.

This unusual move by the Fed shows that the largest Wall Street firms are continuing to have problems funding operations during the current market difficulties, according to banking industry skeptics. The Fed's move appears to support the view that even the biggest brokerages have been caught off guard by the credit crunch and don't have financing to deal with the resulting dislocation in the markets. The opposing, less negative view is that the Fed has taken this step merely to increase the speed with which the funds recently borrowed at the Fed's discount window can flow through to the bond markets, where the mortgage mess has caused a drying up of liquidity.

Inspiration & Hope / Weary on your travel?
August 27, 2007, 07:24:48 PM
Come to Me, all you who labor and are heavy laden, and I will give you rest. â€"Matthew 11:28

After a long journey from Hong Kong, which involved a 7-hour layover compounded by a 3-hour delay, we arrived in Chicago. We missed the last flight to Grand Rapids, our destination, by just 20 minutes. The airline arranged hotel rooms for us, and we took a shuttle for a short night’s rest. We must have been a pretty sorry sight to the hotel staff. One of them looked at us, shook his head, and simply said, “Distressed travelers.” Perhaps in the travel industry that is a common term, but it was new to me. And it felt appropriate after 2 hard days of travel.

That experience was, for me, something of a metaphor for life. We are pilgrims in this world, traveling to a heavenly home that will be beyond description. Along the way, however, the cares and burdens of the journey can rob us of our hope and joy. We become distressed travelers in desperate need of encouragement and refreshment. The Lord calls to weary pilgrims like us, “Come to Me, all you who labor and are heavy laden, and I will give you rest” (Matt. 11:28). Only He can give us rest for our souls to strengthen us for the road ahead.

Are you distressed in your journey? Lean on Him! His love and care are there to restore your heart. â€"Bill Crowder

Strength and courage for the weary,
God’s own hand to guide each dayâ€"
This and more is for the asking
When we meditate and pray.
â€"Anon.

As you travel life’s weary road, let Jesus lift your heavy load.

Palupara ang imong mga mata ngadto sa kapunawpunawan;

Whether on a ship, in a car or on an airplane, most people have experienced the miseries of motion sickness. While the cause is always the same â€" conflicting sensory signals going to the brain â€" the list of potential remedies is vast. One of the oldest, ginger, is among those backed by the most evidence; several studies have found it effective against nausea from seasickness and other conditions.

A study in the journal Lancet involved 36 people highly susceptible to motion sickness. The researchers had the subjects take either two capsules of powdered ginger, an antinausea medication or a placebo, and then, 20 minutes later, spin on a motorized chair for up to six minutes. Taking ginger delayed the onset of sickness about twice as long as taking the medication. The study also found that half the subjects who took ginger lasted the full six minutes, compared with none of those given the placebo or the medication.

A study by Danish scientists looked at 80 naval cadets prone to seasickness and found that those given one gram of ginger powder suffered less in a four-hour period then those given a placebo.

Precisely how ginger works is unclear, but at least one study suggested that one of its active compounds, 6-gingerol, enhances “gastrointestinal transport.”

New York Times - The health of the nation’s 300,000 nail salon workers has become a major concern for many environmental and women’s organizations, which often point to academic studies that highlight the hazards posed by the chemicals manicurists use.

Studies led by professors at Wayne State University in Detroit and published in a journal on neurology found that nail salon work was associated with poor performance on tests of attention, mental processing speed, memory and verbal learning.

A study by researchers at the University of Toronto and other institutions found that children who were prenatally exposed to the compounds these workers use performed worse on tests for cognitive function, language and behavior.

“The intensity of exposure for salon workers is 1,200 times what it would be for the average American,” said Sonya Lunder, a senior analyst for the Environmental Working Group, a nonprofit organization that seeks to protect public health and the environment. “Immigrant women often don’t understand the safety information.”

The moon is expected to turn anything from a yellowish brown to a blood red in Tuesday night's total lunar eclipse.

The eclipse, visible to the naked eye anywhere in Australia, will begin at sunset when the earth, the sun and the moon fall into perfect alignment.

The moon's surface will darken as the earth's shadow creeps across it to create a partial eclipse from just before 7pm (AEST), with the total eclipse visible one hour later.

Although it will be a total eclipse the ring of light around the earth's edge is enough to illuminate the moon's surface.

If there is enough dust in the earth's atmosphere the surface will appear blood red.

An eclipse occurs when the earth passes between the sun and the moon, blocking the sun's light. It is rare because the moon is usually either above or below the plane of the earth's orbit.

A vasectomy is a surgical procedure performed on males in which the vas deferens (tubes that carry sperm from the testicles to the seminal vesicles) are cut, tied, cauterized (burned or seared) or otherwise interrupted. The semen no longer contains sperm after the tubes are cut, so conception cannot occur. The testicles continue to produce sperm, but they die and are absorbed by the body.

Purpose

The purpose of this operation is to provide reliable contraception. Research indicates that the level of effectiveness is 99.6%. Vasectomy is the most reliable method of contraception.(enotes.com)

Health and Food / Removal of the Breast
August 27, 2007, 06:00:39 PM
Definition

Mastectomy is the surgical removal of the breast for the treatment or prevention of breast cancer.

Purpose

Mastectomy is performed as a surgical treatment for breast cancer. The severity of a breast cancer is evaluated according to a complex system called staging. This takes into account the size of the tumor and whether it has spread to the lymph nodes, adjacent tissues, and/or distant parts of the body. A mastectomy is usually the recommended surgery for more advanced breast cancers. Women with earlier stage breast cancers, who might also have breast-conserving surgery (lumpectomy), may choose to have a mastectomy. In the United States, approximately 50,000 women a year undergo mastectomy. (enotes.com)

Old buried memories you can't forever keep
Loving another, away from prying eyes you weep.

The Duchess of Cornwall's decision not to attend a memorial to mark the 10th anniversary of Princess Diana's death has met with approval.

One of Diana's friends, Rosa Monckton, said it would be "deeply inappropriate" for Camilla to attend Friday's service.

Camilla said she feared her attendance "could divert attention from the purpose of the occasion".

Ingrid Seward, editor of Majesty magazine, said the Queen would have sanctioned the duchess's decision.

'Support princes'

In a statement explaining her decision not to attend, Camilla said she was "touched" at her invitation from Princes William and Harry.

"I accepted and wanted to support them," she said.

"However, on reflection I believe my attendance could divert attention from the purpose of the occasion, which is to focus on the life and service of Diana.

A robot that can fly "like a mini-helicopter" and a second that can glide across ice will aid Chinese scientists during an Antarctic expedition slated for October, Xinhua news agency reported on Sunday.

The airborne robot can fly for an hour at speeds of 50 to 100 kilometers (30 to 60 miles) an hour and will be equipped with a camera and an infrared radiometer for observing ice on the sea.

The second robot can slide across ice crevasses and snowy slopes, the report said.

"The use of robots can reduce the risks and costs in scientific research," Xinhua quoted Qin Weijia, of the Polar Research Institute of China, as saying. "No matter how bad the weather is, they can still work normally."

The 200-strong expedition team will set up seismic stations in Antarctica to measure tremors and tectonic movements on the continent, the report said.

US Internet titan Yahoo on Monday is introducing an upgraded free e-mail service with enhancements that include letting people send text messages from computers to mobile telephones.

The improved Yahoo! Mail being rolled out around the world in the coming weeks is the most extensive overhaul of the web-based e-mail service since it was launched a decade ago.

Because the text messaging feature depends on cooperation of mobile phone service providers its debuts are limited for now to India, Canada, the Philippines and the United States.

"We are really bringing text and instant messaging to a new audience," Yahoo! Mail vice president John Kremer told AFP.

"My mother now instant messages through mail to my children. She can send messages to my son while he is at soccer practices; he carries his mobile phone everywhere."

Yahoo doesn't charge for sending or receiving text messages, but mobile telephone users may be charged fees by carriers that provide their services.

Yahoo is making its upgraded service available to the more than 250 million users of its e-mail as it competes with rivals Google and Microsoft for "eye balls" that can be parlayed into advertising revenues.

An adopted daughter, Peace Corps Volunteer (PCV) Regina Russo of New York, USA visited Jagna after 20 years of hiatus.

Having spent fruitful moments with the folks here in the past, a warm welcome met her on her return after 20 years as she joined the local officials, government employees and old acquaintances when she visited the municipal hall.

Russo was here way back in 1983 during the administration of Mayor Alexander Villacastin.

In fact, Mayor Villacastin offered a piece of his land nearby his residence for Russo who opted to stay alone in a dwelling house.

It can be recalled that this hearing-impaired New Yorker started the sign language class here in 1983.

This could have been her significant contribution on the development of the hearing impaired education in this part of the province.

The sign language then was under the deaf education program financed by the Bohol Foundation for the Deaf and Disabled (BFDD) before it was absorbed by the Department of Education (DepEd).

Russo facilitated then the employment of Visitacion Soquillo and Anita Gumapac, both from Sagbayan town to be the pioneer teachers.

The mayor had then affirmed the Sangguniang Bayan (SB) resolution, adopting Russo as a daughter of Jagna.

She had, from time to time, gone home to New York for a few months.

While in New York, she had maintained contact with the deaf-mute class teachers here on the development of their work.

Even as Russo was already in the US, her generosity and keen interest on civic and religious projects for the folks here continued.

She even continued to respond to some solicitations from civic and religious projects here.

Jagna - Bohol / Jagna was once a fish rich town
August 27, 2007, 01:48:05 PM

Bohol Sunday Post

Don't look now but a phenomenon has just occurred. The pamo fishers had just a heyday, what with tons of blue water fishes particularly the striped, and dog tooth tuna and bonito tangling in their nets. This happens only in fish rich regions like some parts of the Zamboanga provinces but not in Bohol . Where Jagna has to import fish from other towns, it has become an exporter this time perhaps for the time being. We hope this will last for a while. This may be an interesting study for marine biologists.

Legends say that Jagna was once a fish rich town. In fact, the place derived its name from the word nahagna, which means, the sea went dry because of the arrival of thick schools of baitfishes called tigi. The story was apocryphal but anyway informational. The tigi, a sub specie of sardine like other sardine species are filter feeders. They must have found Jagna waters full of plankton to thrive. Their predators such as mackerels and tuna prey on them. Long before the Great War, mackerel and tuna were caught in bungsods or fish traps.

Perhaps, because of population pressure, pollution or ecological changes, the fish population dwindled. Where game fishes were once found a few meters from the shore, they are now found way out. Near shore seas, which once full of plankton are now clean and lifeless. The bolinaw or anchovies, once abundant, are no longer found in Jagna waters. The gabon or lantern fish, which once swarmed beneath coconut leaf torches no longer swim even beneath bright lights. Perhaps the reappearance of the striped tuna in numbers might be a harbinger of things to come.

The first line in the marine food chain is the diatom, minute marine sea grass. The grazers are the radiolarians, dinoflagellates and copepods. They thrive in near shore waters. This means Jagna waters was once fertile. Bathers once complained of itchy waters full of jellyfish larvae and other nektoplankton. Those plankton are in turn preyed upon by anchovies, sardines, scads and other baitfishe. Now, near shore waters are clear, a boon to bathers but a bane for bait fishes.

How to restore Jagna water to its pristine condition is a problem for marine scientists. The first inkling of the returning striped tuna is the presence of the tamban tuloy a sardine sun specie. They are caught in abundance in long lines called one time along with the mackerel. The abundance of mackerel and tamban tuloy caused the influx of the tunas. This happens in some months of the year and in some years but not all years.

Since Jagna fishing units range all over Bohol Sea from Anda to Siquijor, an almanac will be in order so the fishermen may know what to expect in any time of the year in any place in the Bohol Sea . The marine research could be funded by the fishermen and fishing operators association, LGU and a foundation. The information gathered may be useful to all blue water fishermen.

Old Diego Rañoa once predicted the coming of the manta or sanga once. He was either well informed of the coming of the krill or ujap, the small red shrimps. They are either caught in scoop nets or found in stomachs of the mackerel. When they ujap are found, old Diego calls for a buhatbuhat, a ceremony, which is said to make the manta appear in the Jagna waters. Old Diego may be some sort of a clairvoyant but he might have relied on his knowledge of marine biology. If Old Diego was able to predict the arrival of the sanga perhaps, modern biologists could be able to predict the coming of the tunas. It takes a little research. It would save the Jagna fishing units time and money roaming all over Bohol Sea looking for fish.

History / Unitop Store Robbery in Tagbilaran
August 27, 2007, 01:45:17 PM
Has this been solved?
source: Bohol Sunday Post

Tagbilaran City Mayor Dan Lim minced no words in describing the Thursday robbery involving the ill-fated Unitop General Merchandizing: it was an inside job. Only three days earlier or on Christmas Day, the Unitop branch in Ormoc City went up in flames killing 26 persons. The Tagbilaran robbery was the latest in a series of break-ins and hold ups in this city. Executed in daring fashion, the latest caper netted P500,000 in loot topping the recent hold up of a gasoline station owned by George Lim where P20,000 was lost to the suspects. Both robberies were pulled off in broad daylight. According to Mayor Lim, he came to the conclusion that it was an inside job after he invited for interview the Unitop secretary identified as Rufa Balingit and the store manager Robert Chua. Also invited for questioning by Mayor Lim was Rene Raut-raut of Bilar said to be the live-in partner of Balingit.

Balingit a trusted employee of the store is familiar with the establishment's daily cash in and cash out. She also knows the store's deposit schedules and the banks the supposed deposits are going to be made. As the store's way of avoiding a pattern, the management made it as a policy to deposit in different banks. A day before the Unitop robbery, the combined sales after a four-day holiday (from Dec. 23-26) were deposited without any hitch. It was not known how much in store sales were deposited that day but according to police sources, it went on smoothly because management decided to allow the guard to take the company's service van in going to the bank instead of the usual motorcycle. This time also, Balingit was waiting for the guard at the bank Deposit time, the following day was a different story. Balingit and the security guard identified as Dalmacio Casimsiman, Jr. walked the short distance from the Unitop Store to the FCB downtown branch, one of the depository banks.

This time, the robbers, waited for their prey near the Caltex Station at the corner of CPG Avenue and M.H.del Pilar St . The bank is located just beside the gasoline station. According to police sources, the store has an average of from P100,000 to P200,000 in daily sales but Thursday's take was boosted by the previous day's 5:00 pm supposed deposit. Balingit was supposed to deposit the late afternoon sales of the store but said she forgot to do her routine. The store deposits its sales for the day at least three times and the last is at 5:00 pm. Police are looking at the possibility that a burglary in the store sometime last June may have a connection with Thursday's robbery. In that break-in, some P400,000 were lost to the burglars.

The integration of information technology in basic education and making it free as a college course are being pushed by two lawmakers at the House of Representatives who filed separate bills on the proposal.

Marikina Representative Marcelino Teodoro filed House Bill No. 8 seeking the inclusion of IT as a compulsory subject in public and private elementary and high schools.

“Whereas before, intelligence and emotional quotient would be sufficient for the holistic development of a child, we could no longer limit ourselves to these factors considering the changing of time," Teodoro said.

He stressed in his proposal that teaching IT in schools would encourage young people to put technology to good use, as well as make them more globally competitive when they grow up.

Cebu City First District Raul Del Mar filed House Bill 442 mandating students to avail of free college IT education from state universities and colleges.

Del Mar said the bill, to be known as the "Free Information and Communication Technology College Education Act of 2001," seeks to provide a two-year free college education in ICT courses to all high school graduates of public schools.

One of the shocks in life that we had received was that a fellow columnist of the Post Leo Udtohan floated rumors of our intention to run for municipal councilor. Nothing is so far from the truth. We wondered where he got the idea. We never had the intention of running. In the first place, we do not know how to campaign. A politician must be a good campaigner first and a good administrator or lawmaker second. The second may be forgotten when one wins.

As a computer information systems analyst, we are development and results oriented, very different from a campaigner. We had called a spade a spade instead of the diplomatese digging instrument. This means, we could be blunt no matter what the other fellow feels. We cannot not pussy foot around. We had been commissioned to straighten out information systems in some local government units. We have made them functional but petitions came thick and fast asking for our removal. With a trait like that, we would never win a political position, not in a lifetime.

The President has announced that a Free Trade agreement has been signed between the Philippines and one of the progressive countries in the world, the United States of America . This means that goods between two countries can be traded without protective barriers. Our province will be flooded with cheap and quality products. With the purchasing power of the peso rising, there will be plenty of things imported to buy. The bad thing is some of our industries will be swept away by competition.

In recent times, a country is no longer isolated. That means, every country must interact with one another to give their citizens a better quality of life. One nation cannot offer a decent standard of living to her citizens by herself. She must depend upon other nations to furnish what she lacks. Industrialized nations like the United States , Canada , Japan and Germany cannot provide all the necessities and luxuries to their citizens without exchanging good through trade. Even trade between themselves cannot suffice they must deal with other nations.

By necessity, a country must trade with another because she does not have this product. The Philippines must import wheat for bread, cakes and pastries because we are not wheat growers and we had acquired a taste for wheat products. After several centuries of colonization, the natives have been conditioned to appreciate something imported such as apples, grapes, cigarettes, wines and liquor. Other countries buy our bananas, mango pineapple, mangosteen and so on. There is more or less a fair exchange. Even if tariff barriers are lowered, the arrangement can be mutually beneficial. However, if the imported item competes with the native product, then that is another story.

Take the case of vegetable products. Filipinos, being cosmopolitan had acquired a taste for foreign vegetables. Some enterprising farmers grow cabbages, carrots, cauliflower and broccoli to fill the local demand. Since these vegetables are not native, production costs are high. To protect the local farmers, tax is imposed on imported vegetables of the same kind so they cannot compete with the locals. This is what is called tariff. Take that away and we will be flooded with cheap vegetables. The garlic industry of Nueva Ecija and Ilocos was killed due to imported or smuggled garlic.

Whether we like it or not, Bohol will be affected by the Free Trade agreement. What do we produce that we can sell for a profit in the international market? Our products are mostly agricultural; we do not have anything sellable outside the country. All we can do is buy since we cannot produce what we like. Our rice industry will die. The US is not a rice eating country and can produce quality rice cheap because of their modern farming methods and vast lands suitable to rice. The budding vegetable industry will also die. Perhaps, if we change our direction, we could take advantage of the agreement. We go to sea farming since we are surrounded by seas. What we could not catch perhaps we can grow. We could develop our fishing industry. We could put up fishing fleets to fish for blue water fishes around and away from Bohol . Boholanos are known to be adventurous. If our fish products will sell outside the country without tariff barriers, we could make a decent living. This way the agreement could be a boon.

Cortes - Bohol / Bohol afraid of cell sites?
August 27, 2007, 12:45:08 PM
By Joe Espiritu
Bohol Sunday Post

The residents of Barangay La Paz in Cortes voted against the construction of a cellsite tower in their barangay. Residents claim that they have research information, which tells them that continued operations of the tower would expose them to the radiation, which will cause health hazards and illnesses. Opposers further allege that the Globe Telecom, operators of the communications tower allegedly asked them to sign a waiver.

The people of La Paz are not alone. There were other citizens in some other barangays of Bohol , who refused to have cellsite tower in their vicinity for the same reasons. This time the La Pazeños cite a finding by a group called Sodeman and Sodeman citing that non ionic radiations may cause tissue heating, which may in turn cause cancer. This is new. The Department of Health has yet to issue a statement regarding the result of continued exposure to emissions of a telecommunications tower.

Wireless telecommunication is not a new technology. It began with the invention of the telegraph and wireless telephone. However, wireless transmission was from telecommunications center to another, both of which are stationary or immobile. Since man is always on the move and he wants to be in touch with his base or another person who may be also on the move, a mobile communications system is needed. This caused the invention of a small, compact and mobile transceiver, the cellphone.

However, the transceiver must be within a certain distance of a communications tower, which relays the signal from one sending/receiving unit to another. A communications tower has a limited range; from 2.4 kilometers to 48 to 56 kilometers away from the unit. To increase the communication range, a cluster of towers were built in a honeycomb fashion so a faraway caller may receive or send messages relayed from tower to tower until it reaches its destination. Thus, the name cellphone was coined.

Signals are transmitted through radio waves or electromagnetic force, EMF, like radio and television. EMF is measured in frequencies; say a number of waves in a certain distance. If in a distance of one centimeter, there are ten waves, then the frequency is ten waves per centimeter. Low frequency waves travel far distances but give poor quality of sound or picture, while high frequency waves travel short distances but convey high picture resolutions and purer sounds. Radio waves frequencies are measured by Hertz, a microscopic distance. A megahertz, MHZ, means million hertz and communication waves may reach up to 1,900 MHZs or more.

Patho-physiological studies say that radio waves are not harmful. In 1996, the National Academy of Sciences reviewing 500 scientific papers found no ill effects in radio wave exposure. In the New England Journal of Medicine 1997 said that in the 8 year study of 1,200 children in 9 States costing $4.5 million, exposure to EMF radiation has no connection with leukemia.

Radio waves or EMF had been with us since birth. They come from cosmic radiation, radio and telephone communications, computers and other electronic devices. They travel in wires or are broadcasted into the atmosphere and when in the air it is not beamed in rays like the light waves or laser but are diffused. That is why they are amplified when received from the air. Anything concentrated could be harmful. If the EMF is beamed, it could perhaps be but since it is diffused in a broadcast, the energy is scattered. Besides, a cellsite tower may not have enough power since its range does not exceed 60 kilometers. They are welcome to establish in our barangay if they like.

This project will need the talents of marine biologists, professional photographers, writers, computer specialists and trained researchers as well as writers and illustrators. If the Marine Education Center is to present a relatively complete information on the marine life and conditions in the Bohol Sea , it would be a great undertaking.

First, it would concern itself in local marine ecology. Although the Jagna marine environment is similar to that of any marine environment of the coastal towns in Bohol , there would be subtle variation because of the influence of nature and people in the locality. There would be a great difference from the pristine condition of a virgin area to that of an environment, which has to produce livelihood even if marginal to thousands of people depending upon fishing for survival.

In the attempt to reconstruct the original conditions of an over fished area, lithe researchers will have to observe untouched places near the vicinity. However, in the case of Jagna, researchers will have to go farther afield since the marine environment of Jagna is relatively different from that of Duero or Garcia Hernandez. Jagna has varied environment. There are rocky shores, small tidal flats, mangrove strands, coral reefs, sandy bottoms and steep drop offs. Name it, Jagna has it.

To cite examples: there was once abundance of mudskippers tanasak if you like - in the rocky shores and tidal flats. Now none could be found. There were once flat, blue green crabs locally called kaskas, scurrying among the rocks. Like the tanasak, they were abundant once. The mole crab or kabya could be found in numbers along the area where the waves break. Now none could be found even if the places where they could be found are disturbed by turning up the sand where they hide. Once there were sand fleas, the ones that jump among the high water mark on the shore when they are disturbed. Now they are gone. Local folks had even forgotten the name of that crustacean. Those are scarcely edible but they disappeared just the same.

The disappearance of those small animals may be insignificant to ordinary people but to an ecologist, they pose a warning. An ecological balance had been disturbed. Further investigation would be needed to decide whether an attempt to restore the environs to its original condition or just to minimize the effects of population encroachment to marine areas to avoid further disruption of the ecological balance. The BFERPPI has a great work to do. We hope that they will not deviate from their original objective. It is difficult to balance the need for livelihood and conservation and restoration of the environment. Perhaps, we could suggest that one of the projects of the BFERPPI would be to convince the fisherfolk to limit its population growth.

Calape Mayor Dr. Junie Yu confirmed last week that Candijay-born Rey “Boom Boom” Bautista will take on an Argentinian pugilist sometime in November at the Calape Cultural and Sports Center.

Dr. Yu accepted the offer of City Mayor Dan Neri Lim (one of the benefactors of the Boholano boxer) to stage a boxing match in Calape featuring the former World Boxing Organization champion of the Asia Pacific.

His opponent in the Calape match is yet to be named. To be handled by SGG Promotions of boxing patron Antonio L. Aldeguer, the Calape fight is expected to be a blockbuster considering “Boom Boom's” wide following in Bohol.

The previously undefeated Boholano pug has just suffered a humiliating setback against a more experienced slugger in Mexican Daniel Ponce de Leon, the reigning WBO super bantamweight champion, in fight at the Arco Arena in Sacramento California last August 12.

A U.S. congressman heading a bipartisan delegation to the volatile southern Philippines has said he will push for more American aid for the country's fight against al-Qaida-linked terrorists.

The five-members of the congressional mission traveled to southern Zamboanga city, where they met Philippine military and government officials and U.S. troops training and assisting Filipino soldiers fighting the al-Qaida-linked Abu Sayyaf group on Basilan and Jolo islands farther south.

"We will continue to pour support to boost whatever efforts both countries have done to fight terrorism," said Representative Silvestre Reyes, a Democrat from Texas and chairman of the House Permanent Select Committee on Intelligence.

Reyes, also a member of the House Armed Services Committee, told reporters in Zamboanga he will review U.S. military assistance to the Philippines.

A statement issued before the group flew to Zamboanga, about 860 kilometers (530 miles) south of Manila, said Reyes' group wants to "learn more about the many strong aspects of the U.S.-Philippines relationship, and to talk about ways that we can make our relations even stronger."

A passenger tried to open a plane door during a Frontier Airlines flight on Saturday morning but was subdued by airline staff and passengers, an airline spokesman said.

Police and Transportation Security Administration staff met Flight 514 after the plane landed in New York City and took the man into custody, said Frontier spokesman Joe Hodas.

Hodas said the man, whose name was not released, would not have been able to open the door even if he had not been subdued. "You need special training to open the door," he said.

There were 128 passengers and five crew members on the plane, Hodas said.

A popular brand of toothpaste imported from India contains dangerously high levels of harmful bacteria, Health Canada says.

Yesterday's warning comes a month after the agency revealed Neem Active Toothpaste with Calcium also contains a poison used in antifreeze.

Tejinder Narula, owner of Bombay Grocers in Mississauga, stopped selling the toothpaste last week after a customer mentioned the earlier warning.

"I use it myself. For 10 years," Narula said.

Yesterday, several Indian grocers in Toronto said they too heard of the earlier Health Canada warning only from customers.

Health Canada scientists discovered the bacteria during tests conducted after they found the syrupy poison diethylene glycol in the toothpaste made by Calcutta Chemical Co.

The bacteria pose "additional significant health risks, especially to children and individuals with compromised immune systems."

If anyone’s work which he has built on it endures, he will receive a reward. â€"1 Corinthians 3:14

I like to read, and I enjoy buying books. But I don’t like it when publishers refer to me as a “consumer.” The word consume can mean “do away with completely” or “spend wastefully.” It brings to mind forest fires that devour acre after acre of vegetation, leaving behind only scorched remnants of trees and homes. When we read books, we don’t consume them in that sense, for they don’t cease to exist after we’ve used them. In fact, quite the opposite is true. They become a part of us; they change us.

This is especially true of the Bible. When the words of Scripture remain in us, they keep us from taking the destructive way of sin (Ps. 119:11). Jesus said that when His words abide in us, we will bear much fruit (John 15:5-8). In other words, we will be creators, not consumers; givers, not takers.

The apostle Paul referred to Christians as “God’s fellow workers” (1 Cor. 3:9), who are to build things that cannot be consumed in the fire of God’s judgment of their works (vv.13-15). Later he urged readers to excel in gifts that build up the church (14:12).

As Christians, let’s be known not for the goods we consume but for the good fruit we produce. â€"Julie Ackerman Link

Thinking It Over
Why does God give us spiritual gifts? (Eph. 4:11-13).
On what are we to build our works? (1 Cor. 3:10-11).
What is the result of work that will last? (1 Cor. 3:14).

A selfless life reaps an eternal harvest.

Forest fires are burning inside ancient Olympia, birthplace of the Olympics, but firefighters have kept the site safe, Greek officials say.

Flames licked the edges of the original Olympic stadium and scorched the yard of the museum, home to one of Greece's greatest archaeological collections.

Fires have ravaged large parts of Greece, affecting the Peloponnese, areas around Athens and Evia island.

On Sunday five bodies were found on Evia, bringing the death toll to 56.

Five fire engines are protecting the archaeological museum, which houses sculptures from the Temple of Zeus and artefacts from the ancient Olympics, and anti-fire systems have been switched on, according to the secretary general of the culture ministry, Christos Zahopoulos.

A new fire protection and sprinkler system was installed at the Unesco World Heritage site for the 2004 Athens Olympics.

Weird and Extreme / Boy Kills 10-foot Snake
August 27, 2007, 09:04:18 AM
source: The Associated Press

A man who shows snakes and other reptiles at schools, festivals and libraries says a boy who told the man he hated snakes stomped and killed the man's 10-foot-long python. Scott Braunstein said he was showing Popcorn, a nonpoisonous albino Burmese python, Sunday at the St. Bernadette Festival near Cincinnati.

"The next thing I know ... the kid raises his leg and stomps down on the snake's head," Braunstein said. "The snake started convulsing."

Braunstein said he saw a man grab the child and say, "This is why I don't take you anywhere," before disappearing.

"I've never, never, had anything like that happen," said Braunstein, who operates House of Reptiles, based in Dry Ridge, Ky.

Sergeant Stubby (1916 or 1917 â€" 16 March 1926), was the most decorated war dog of World War I, and the only dog to be promoted to sergeant through combat.

Stubby was found on the Yale campus in 1917 by John Robert Conroy. He was of unknown breed; some sources speculated that he was part Boston Terrier[1] while his obituary described him as a "Bull terrier" (which was at the time synonymous with "American Bull Terrier" and "Pit Bull terrier").[2] Stubby marched with Conroy and even learned an approximate salute. When Conroy's unit shipped out to France, Stubby was smuggled aboard the USS Minnesota.

Stubby served with the 102nd Infantry, 26th (Yankee) Division in the trenches in France for 18 months and participated in four offensives and 17 battles. He entered combat on February 5, 1918, at Chemin des Dames, north of Soissons, and was under constant fire, day and night for over a month. In April 1918, during a raid to take Schieprey, Stubby was wounded in the foreleg by the retreating Germans throwing hand grenades. He was sent to the rear for convalescence, and as he had done on the front was able to improve morale. When he recovered from his wounds, Stubby returned to the trenches. After being gassed himself, Stubby learned to warn his unit of poison gas attacks, located wounded soldiers in no man's land, and â€" since he could hear the whine of incoming artillery shells before humans could â€" became very adept at letting his unit know when to duck for cover. He was even solely responsible for capturing a German spy in the Argonne. Following the retaking Château-Thierry by the US, the thankful women of the town made Stubby a chamois coat on which were pinned his many medals. There is also a legend that while in Paris with Corporal Conroy, Stubby saved a young girl from being hit by a car. At the end of the war, Conroy smuggled Stubby home.

After returning home, Stubby became a celebrity and marched in, and normally led, many parades across the country. He met Woodrow Wilson, Calvin Coolidge, and Warren G Harding. He attended Georgetown University with Conroy, and became the Hoyas' mascot. He would be given the football at halftime, and would nudge the ball around the field to the amusement of the fans.

World Daily News / New Immigration Tests in Australia
August 26, 2007, 08:55:29 PM
source: news.bbc.co.uk

Australia has unveiled details of a new citizenship test for immigrants.

They will be asked questions about history, institutions and culture - as well as committing to Australian social values focusing on "mateship".

The aim of the test was to get "that balance between diversity and integration correct in future", said Immigration Minister Kevin Andrews.

Critics believe the requirement of an English language exam discriminates against non-English speakers.

The new citizenship test is expected to be introduced later this year.

The details were unveiled in a 40-page draft guide that is to be given to all applicants.

Inspiration & Hope / It's More Than "I'm Sorry"
August 26, 2007, 08:51:52 PM
Even the stork in the heavens knows her appointed times . . . . But My people do not know the judgment of the Lord. â€"Jeremiah 8:7

It’s not often that police must break up a brawl between a bear and a tree. The fight began with a playful insult and an accidental bump. Suddenly the bear talked! Then the tree talked back! Soon a guy in a bear suit was mixing it up with someone dressed as a tree. Police had to pull the two apart. The two mascots for Stanford and University of California had stopped entertaining and started fighting.

Bears and trees weren’t made to fight. Neither were we. Yet, throughout history people who were created to love and serve each other have often added insult to injury.

The amazing thing, according to the prophet Jeremiah, is that even those who know God’s law can hurt one another without regret. “No man repented of his wickedness,” he reported (8:6). “They were not at all ashamed” (v.12). Jeremiah also expressed God’s astonishment that even creatures of the wild reflect more wisdom than those who say “peace, peace” while doing harm (vv.7,11).

The One who designed birds to migrate at His command (v.7) does not merely call attention to our wrongs. He offers to fill our emptiness with the fullness of Himself. The alternatives are good: grace for bitterness, wisdom for foolishness, peace for conflict. â€"Mart De Haan

Heavenly Father, forgive us for our reluctance
to recognize and confess our sins. Replace our
eagerness to vindicate ourselves with a willingness
to see things Your way. Help us to repent. Amen.

Repentance not only says “I’m sorry,” it also says “I turn from my sin.”

Countdown to 2008 when the government would have conquered the darkness started here in Bohol when President Gloria Macapagal Arroyo flipped the switch to dramatize the administration’s intent on making power available to all the country’s barangays before her term ends.

The President’s Rural Power Project (RPP) as implemented by the National Electrification Administration (NEA) and the Department of Energy is a move to empower rural communities through opening up their access to energy.

The RPP would get to the remaining 5% of the country’s un-energized barangays in the remaining year, says NEA Administrator Edita Bueno during a presentation at the President’s Pulong Bayan and Barangay Visit in Tawala Panglao, Bohol Thursday.

The President also congratulated Bohol Electric Cooperative (BOHECO) for even attaining the full energization of Bohol’s 1,109 barangays and small islands since 2004.

Boheco I in fact fully energized its share of 602 barangays since 1999, General Manager Carlos Itable reported to the President.

Citing Boheco as a consistent outstanding electric cooperative in the country with a 6.5% systems loss, President Arroyo said the ceremonial switch on was to demonstrate her administration’s resolve to conquer darkness in 2008.

In a separate interview, NEA Administrator Bueno said the ceremony is done in a venue where we have a typical barangay energized by a good electric cooperative.

The Department of Energy allotted a P200M electrification budget and another P300M from NEA to attain the target in 2008. With the funds made available from the government’s tax reforms and revenues, the president also thanked representatives present at the ceremony for their congressional support.

With the president were Cebu Representative and Deputy speaker Raul del Mar, Oriental Negros representative Emilio Macias, Bohol representatives Edgar Chatto, Adam Relson Jala and Roberto Cajes.

Also sitting with the President at the Pulong Bayan after the ceremonial switching on were Barangay Tawala Chairman Ranulfo Milallos and Panglao Mayor Benedicto Alcala.

LEGACY OF THE DAGOHOY REVOLUTION

Proem

The official report of Major Manuel Sanz to Governor General Mariano Ricarfort stated that the Dagohoy Revolution in Bohol officially ended on August 31, 1829. That revolution was started by Francisco Sendrijas alias "Dagohoy" on July 4, 1744.

When the revolution was defeated, the leader of the Boholanos was already Handog who was a son of Dagohoy. The co-leader was Awag or Cawag, another son of Dagohoy.

Legacy of Freedom

When we hear speeches about the Dagohoy Revolution, we always hear the political aspects such as the love of freedom, independence, and the fight against tyranny.

However, seldom can you hear being mentioned the legacies in the social and cultural aspects.

First Land Reform

According to the Year 2000 census, ninety-seven percent (97%) of Boholanos own or have owner-like possession of the house and lot they live in. In the province of Bohol, there are no big landed estates. This situation was brought about by the land reform made by Francisco Dagohoy. He confiscated the big Spanish haciendas and distributed it to the people.

However, the book "The Philippine Islands", authored by Blair and Robertson could only mention the Jesuit Estate known as the "San Xavier" hacienda. In my recent research conducted at the National Archives, I found in the records named Varias Provincias Cebu: 1761, another name, Hacienda de Pedro Garaycochea. Unfortunately, I could not pinpoint its definite location in Bohol.

Concept of Land Ownership

The present concept of land ownership by means of land titles is of western origin. It was first brought here by the Spaniards and followed by the Americans.

Our old concept was actual possession. You own the land where your house is being built and its immediate surroundings, usually evidenced by a fence. You own the land that you actually till. If a farm is left idle or not tilled for two successive years, it is deemed abandoned and anybody could go to the village council to be allowed to work the abandoned farm.

Any passerby can climb a coconut tree, if he is hunry or thirsty, and get a coconut. As evidence of hunger or thirst, you must leave the coconut husk at the base of the tree.

If you bring home the coconut, then it is considered as stealing.

In any camote or sweet potato farm, the farmer has the right of first harvest and the tubers from the sweet potato mounds. After the first harvest, anybody in the community can harvest any tuber found in the stringers (katay) of the sweet potato plant.

Division of Inheritance

Occasionally you will find a Boholano practice of land inheritance that is different from the one prescribed by our westernized laws.

The old practice was to divide the land among the heirs and the plants will be considered for a separate division. So occasionally you will find in Bohol that one heir owns the land but he does not own a particular plant growing in his land. It is even extended to the situation that the brother or sister who planted the tree owns the tree and not the heir who inherited the land.

Even though these practices are not generally honored by our present court of law, still the custom is practiced and honored by some Boholanos.

You Could Not Inherit a Mortgage

Our present laws about mortgages are of western origin. The laws of mortgages fostered by the Dagohoy Revolution are somewhat different.

The only type of mortgage practiced during the Dagohoy Government is what is presently called Dacion en pago, or to allow the use of something as a payment.

For example I owe you one thousand pesos. As a security of payment I will mortgage to you my coconut grove. I will allow you to harvest the fruits from my one hundred coconut trees for three harvest seasons and the debt will be extinguished. Unlike today when you mortgage you land to the bank and you will eventually lost your land because the bank will not be interested to take over the operation of your land. The bank will be interested only of their money and interest that you must pay out of the product of your land. In former times, you surrender you land for a period of time and then repossess it. It is up to the reader to conclude which is the better procedure.

Most of all, during the Dagohoy government, a mortgage is not subject to inheritance.

For example, Pedro owes P1,000 from your father and Pedro mortgaged his coconut grove for three years. Your father died, and you as the sole heir you could not inherit the privilege enjoyed by your father. You could not inherit the privilege of harvesting the coconuts because the mortgage was only to your father. The coconut grove will return to the ownership of Pedro even if the debt was not fully paid. This is a very pro-poor custom, which unfortunately is no longer practiced.

The provincial board exempted, if not broke its own rules on committee protocol, in realizing the low-cost Gawad Kalinga housing project in the municipalities of Ubay and Calape.

Initiated by floor leader Jose Veloso after he was called up by the governor, the lawmakers passed last week a Resolution authorizing the governor to enter into in behalf of the province a Memorandum of Agreement (MOA) with the Gawad Kalinga Community Development Foundation represented by Couples of Christ.

The approval practically bypassed the committee on appropriations chaired by Vice-Gov. Julius Caesar Herrera, who is out of the country.

It was not known if Herrera was informed prior to the approval considering that the matter was referred to the said committee after then committee chairperson Concepcion Lim failed to endorse it.

Gov. Erico Aumentado said the matter was "urgent and priority administration's measure" in his endorsement letter dated April 13, 2007 to Lim as appropriations committee head then.

The governor's endorsement was turned over to Herrera by Lim after the former assumed as committee chairman. But, the (endorsement) bore no copy of the MOA.

The rushed approval of the Resolution was prompted because the governor's office wanted to present it (approved Resolution) with the MOA to the President during her visit here last week.

It was not immediately known whether the governor really presented it to GMA.

However, if presented, expectedly the counterpart fund of P3 million from the president's social fund (PSF) will be released to the province.

According to the provincial budget office, the province counterpart fund to the tune of P3 million was already released and spent in constructing the houses in said towns.

In her letter dated March 28, 2007 to the governor, Atty. Erlinda M. B. de Leon, special assistant to the President, reminded the province that the project (fund) is subject to accounting and auditing rules and regulations under Financial and Performance Audit.
