The provincial board exempted, if not broke its own rules on committee protocol, in realizing the low-cost Gawad Kalinga housing project in the municipalities of Ubay and Calape.

Initiated by floor leader Jose Veloso after he was called up by the governor, the lawmakers passed last week a Resolution authorizing the governor to enter into in behalf of the province a Memorandum of Agreement (MOA) with the Gawad Kalinga Community Development Foundation represented by Couples of Christ.

The approval practically bypassed the committee on appropriations chaired by Vice-Gov. Julius Caesar Herrera, who is out of the country.

It was not known if Herrera was informed prior to the approval considering that the matter was referred to the said committee after then committee chairperson Concepcion Lim failed to endorse it.

Gov. Erico Aumentado said the matter was "urgent and priority administration's measure" in his endorsement letter dated April 13, 2007 to Lim as appropriations committee head then.

The governor's endorsement was turned over to Herrera by Lim after the former assumed as committee chairman. But, the (endorsement) bore no copy of the MOA.

The rushed approval of the Resolution was prompted because the governor's office wanted to present it (approved Resolution) with the MOA to the President during her visit here last week.

It was not immediately known whether the governor really presented it to GMA.

However, if presented, expectedly the counterpart fund of P3 million from the president's social fund (PSF) will be released to the province.

According to the provincial budget office, the province counterpart fund to the tune of P3 million was already released and spent in constructing the houses in said towns.

In her letter dated March 28, 2007 to the governor, Atty. Erlinda M. B. de Leon, special assistant to the President, reminded the province that the project (fund) is subject to accounting and auditing rules and regulations under Financial and Performance Audit.
