"In the next few days, Pope Benedict XVI plans to issue his second encyclical, in which he is expected to denounce the use of tax havens as socially unjust and immoral in that they cheat the greater well-being of society.

He is also expected to argue that the globalized economic world needs to be regulated.

Prime technology companies playing the offshore 'profit laundering' game include Dell, Google, Microsoft, and Sun, who set up subsidiaries in Ireland, where the corporate tax rate is a low 12.5% and no taxes are charged on royalties (e.g. from patents)."

After learning of the plight of a Filipino shepherdess stranded there for 18 years, Filipinos and consulate officials in Jeddah in Saudi Arabia have set up a bank account for her.

Online news site Arab News (www.arabnews.com) reported Sunday that Filipinos sympathizing with the plight of Leonora Somera, 65, also promised to shoulder her fare home.

Somera had worked in Saudi Arabia’s Al-Baha area since 1987 without receiving a regular salary. Somera said earlier she is willing to forego some P784,000 in back pay just to get home.

Philippine Consul General Pendosina Lomondot instructed Welfare Officer Abdurajaik Samain to issue a certification letter so Somera could open a bank account at Telemoney.

“I’ve received several calls from Filipinos across the country who want to help. One caller even said they would help raise the money to pay for her ticket back home," added Samain.

Samain accompanied Somera to the Telemoney branch in Balad last Friday and opened an account for her with the help of PNB Western Region business manager Roberto Constantino.

The account was in her name at the PNB’s branch in San Jose City, close to Somera’s hometown in Nueva Ecija province.

The PNB account number is 471-530606-4. All donations for Somera can be deposited at any Telemoney branch in the Kingdom. Only Somera can withdraw the money in the Philippines.

Telemoney handles the Philippine National Bank’s financial services in the Kingdom.

Somera’s first deposit to the account was the SR7,000 (P86,858) she received from her employer more than a year ago when he appeared at the consulate and pleaded insolvency.

Earlier, Somera said her salary was SR500 (P6,204) a month. She said she wants to go home and be with her daughter now aged 24 and is working at a hotel in Manila.

“Please help me go home. I want to see my daughter," she said, adding she “never dreamt" this would be her lot since 1987.

“In the Philippines I was working as a bus conductor when my husband died. With a six-year-old daughter to support alone, I had no choice but to seek my fortune abroad. It was a colleague who suggested I apply to work as a maid in Saudi Arabia," she said in an earlier interview.

Somera said she occasionally had arguments with her employer over her delayed salaries, but to no avail. At times she was so hard up for cash that she was forced to sell some of her goats.

She also said she had several run-ins with the authorities who were surprised to see a foreign woman tending to goats in such a remote area.

After she put out an appeal through the Filipino community that she wanted to be rescued, a consular team visiting Al-Baha in December 2005 rescued her and brought her to the center for runaway maids at the Philippine Consulate in Jeddah.

But while the consulate helped her file a case with the labor court against her employer to try and get back some of her owed wages, Al-Ghamdi never appeared in court and showed up only once at the consulate in Jeddah.

While Somera is ready to go home without having recovered all of her back pay, Lomondot said that she cannot leave until the labor court issues her permission to do so.

Health and Food / Tambal (Treatment) sa Sexual Impotence
September 03, 2007, 09:39:51 PM
    1. Treatment using Garlic

Garlic is believed to act as a tonic for loss of sexual power due to any particular cause, sexual weakness, impotency resulting from sexual overindulgence and nervous exhaustion. Two to Three cloves of raw garlic if chewed daily can make a world of difference.

    2. Sexual Impotence treatment using Onion

Onion comes second to garlic; especially white variety of onion serves the best for treating impotency. It increases libido and strengthens the reproductory organs, therefore helping men to get over sexual impotency.

    3. Sexual Impotence treatment using Carrot

Carrots are considered very valuable to cure impotency. For better results, about 150 gm of carrots, chopped finely, should be taken with a half-boiled egg, dipped in a tablespoon of honey, once daily for a month or two. This combination increases sexual stamina.

    4. Sexual Impotence treatment using Lady’s Fingers

Lady’s Finger serves as another tonic to cure impotence. According to Ayurveda, persons who take five to ten grams of the root powder of this vegetable with a glass of milk and two teaspoons of ground mishri (rock sugar/rock candy) daily, will never lose sexual vigor.

    5. Sexual Impotence treatment using Asparagus

Dried roots of Asparagus are highly recommended for impotence by Unani medicine. Fifteen grams of these roots boiled in one cup of milk should be taken twice daily.

    6. Sexual Impotence treatment using Drumstick

A soup made with about fifteen grams of drumstick flowers boiled in 250 ml milk is very useful as a sexual tonic. It is also useful in functional barrenness in both men and women. The powder of the dry bark of drumstick tree (Horseradish tree) is also a valuable cure for impotence, premature ejaculation, and thinness of semen. Thirty grams of this powder, mixed with a tablespoon of honey, should be taken three times daily for a month.

    7. Sexual Impotence treatment using Ginger

Half a teaspoon of ginger juice should be taken with a half-boiled egg and honey, once daily at night, for a month.

    8. Sexual Impotence treatment using Dried Dates

Dried dates are a highly-strengthening food. Pounded and mixed with almonds, pistachio nuts, and quince seeds in equal quantities, about 100 gm should be taken daily as an effective medicine for increasing sexual power.

    9. Sexual Impotence treatment using Raisins

Black raisins are useful for restoration of sexual vigor. They should be boiled with milk after being washed thoroughly in lukewarm water. This will make them puffed and sweet. Intake of this milk three times a day will surely be fruitful for impotency problems.

    10. Fresh Fruit diet followed by a well-balanced diet

Adopt an exclusive fresh fruit diet for seven days. Take fresh juicy fruits three times a day with a gap of five hours. After the exclusive seven day treatment go for a well-balanced diet consisting of seeds, nuts, grains, vegetables , fruits, whey, sour milk- particularly goat’s mailk, millet , garlic , honey, cold-pressed vegetable oils, and brewer’s yeast.

    11. Things to avoid

Avoid Alcohol, Smoking, Tea, Coffee, and processed, canned, refined and denatured foods, especially white sugar and white flour, and products made from them.

   12. Body Massage

A vigorous body massage proves highly beneficial in the treatment of impotence, as it helps to revive muscular vigor and mental peace.

    13. Cold hip bath

The nerves of the genital organs are controlled by the pelvic region. Hence a cold hip bath for ten minutes in the morning or evening is very effective .

Health and Food / Causes of Sexual Impotence
September 03, 2007, 09:37:22 PM
Primary instincts of life not just include hunger and sleep but also sex. There is no denial about it and there is absolutely nothing in not being upfront about it. While sex gives utmost satisfaction, inability to have a healthy sex life might lead not only to be an indicator of some physical disorder but also to a disturbed mental state.

Sexual activity demands a relaxed state of mind and complete concentration. But when tension takes over often this activity is dampened beyond repair. Sexual dysfunction is a crucial problem found commonly in case of men more than in women and it might take the form of impotence. If taken care at the initial stages sexual impotence can be dealt with healthy lifestyle.

Definition of Sexual Impotence:

“Impotence is the inability to maintain an erection of the penis for satisfactory sexual intercourse regardless of the status of ejaculation.”

Causes of Sexual Impotence:

• Diabetes
• Depression
• Alcoholism
• Tiredness
• Therapeutic use of Oestrogens
• Paralysis of parasympathetic nerves by drugs

Family & Parenting / Remedies for Diaper Rashes
September 03, 2007, 09:27:30 PM
The main reason why soft skin of a baby reacts to diapers is the plastic that prevents diapers from leaking. This plastic also prevents air circulation, thus creating a warm, moist environment where rashes and fungi thrive. Therefore it becomes imperative to keep your baby’s skin dry and clean even while using diapers. This can be done through frequent monitoring and precautionary methods, which include:

    * Changing your baby’s soiled diapers as soon as possible.

    * Soaking your baby’s bottom between diaper changes with warm water.

    * Using a zinc oxide cream or ointment to soothe the skin and protect it from moisture.

    * If you use cloth diapers, rinse them several times after washing to remove any traces   of soap or detergent that can irritate your baby’s skin. Fabric softeners are also not viable options as they can also irritate baby’s skin.

    * Experts do not approve of using diapers all day long as it doesn’t allow the skin to remain dry and to ‘breathe’.

Diaper rash usually goes away within 2 to 3 days with home care. If it persists, or if sores start to appear on your baby’s skin, talk to your child’s doctor.

First trimester

Initial indication of pregnancy can be through missing a period and learning that the pregnancy test is positive.

Later some physical changes like fatigue, nausea, vomiting and breast tenderness might be seen. These are not necessary symptoms but are quite commonly found.

Often for no apparent reasons the lady might feel depressed, irritated or very happy. When asked reasons for her mood swings she might not be able to give specific reasons. It is commonly believed that the mood changes in pregnancy are caused by hormonal changes.

This situation can be very unsettling for the partner or people around the pregnant lady. The partner might also try to aloof themselves from the lady thinking he is the cause of the trouble. But in stead of retreating the best medicine is to give extra care and show concern towards the lady.

In certain cases even if the pregnancy is planned, there will be an element of surprise that conception has occurred. The lady might also feel uncertain about the pregnancy. In spite of the planning the lady might feel anxious about her career or life ahead. But these are just part of the mood swings that are caused due to hormonal changes.

Threat for miscarriage persists if the lady is not healthy enough. Special care should be taken and doctor’s advice should be properly ensured.

Second trimester

Second trimester is usually peacefull. Morning sickness will gradually fade and threat for miscarriage lessens. The most pleasurable experience during this trimester will be feeling the baby move. This generally occurs during the 20th week. The lady will now start enjoying having the baby and become excited about the pregnancy.

The pregnant lady will be much more energetic and happy during this time. The commonly called ‘Glow of Pregnancy’ comes during this time. Also it is time to prepare for the arrival of the baby.

Third trimester

Third trimester will instill a mix of pride and anxiety about what is to come. Special care should be taken during this time as the baby is now almost ready to see the outer world and the mother is vulnerable during this time.

Also a feeling of eagerness to end the discomforts of pregnancy will creep in. Concerns about changing nature of relationship with one’s partner and also motherhood might worry some. Anxiety regarding the impending labor pains also appears in some.

Summary

Experts say “The feelings and fears experienced during pregnancy are intense and varied. These feelings and concerns are a normal part of pregnancy. Each woman comes to terms with the changes in her own way, with the support of her partner or family”

Health and Food / How To Treat Sunburn
September 03, 2007, 09:08:10 PM
    * First, cool your skin with a cool damp cloth. This will give temporary relief for your burning skin, and you can find out other right methods for you. Taking a dose of aspirin, Advil or Tylenol can also help.
    * Take one or two leaves of Aloe plant, and gently rub it on the affected skin. You can get instant relief from your sunburn. Aloe works effectively for minor skin irritations.
    * If you are not able to get Aloe leaves, try lotions that contain Aloe. Though these may not be highly effective, but surely they work.
    * Vinegar is a great solution for your sunburn problem. A dab of white vinegar on a cotton ball works wonders. Gently glide the cotton ball with vinegar over your sunburn affected skin. The burning sensation will vanish soon.
    * Apply some diaper rash cream to your skin. This not only eases your irritation, but will also block the sunrays. If you do not have the sunscreen with you when you are away from home, this simple idea can save you from sunburn.

Fashion Trend / Got Wrinkles?
September 03, 2007, 09:06:28 PM
    * Wash your face with lukewarm water, and then wipe with a rough towel. Apply mixture of cream of milk and 4 drops of lemon on your face in the night. Apply this mixture till it is completely absorbed into your skin. Wash with water after half an hour. Do it for 15-20 days, and you will find no wrinkles or black spots.
    * Massage gently with olive oil, which is a very effective cure for wrinkles.
    * Cold water is also very effective in preventing wrinkles. After washing your face with cold water do not wipe your face immediately after washing. Instead pat it with hands to dry. This helps some amount of water enter your skin, and keeps your face fresh and glowing.
    * Drink ½ gram of carrot juice daily for 2 weeks. It is a proven cure for wrinkles.
    * Apply ripe papaya on your face. Also apply on the neck and massage. Daily application of papaya helps cure wrinkles and make your skin fair.
    * Place a piece of cucumber around your eyes and also on your forehead. Lie down relaxed. This helps cure the wrinkles around your eyes and forehead within two weeks.
    * Apply lemon juice on your face. Do it for several days, and your face will become soft and glowing.
    * Try massaging in the opposite direction of wrinkles for a better effect. Massage from bottom to top on your forehead and towards the temporal region.
    * Green vegetables and fruits keep you young and look better.
    * Avoiding tension and stress, and entertaining yourself all the time is the best key to refresh you and avoid wrinkles.

Facts and Trivia / Violence and Video Games
September 03, 2007, 08:35:05 PM
The debate around video games and violence rears its head every few months. But are the right questions being asked?

Like most of the electrified world, I am currently hypnotised by Puzzle Quest.

A variation on the classic task of matching three gems, it integrates role playing game elements into a simple puzzle game, producing something that has all the short-order appeal of Tetris, and all the long-term pull of Final Fantasy.

And hypnotised isn't a word I use lightly. The gentle clatter of gems and the steady whirl of primary colours soon become all-consuming.

It's not that it's hard to stop playing, it's that it's pointless. Just because my DS is closed and my eyes are back on my work doesn't mean that I don't see Puzzle Quest every time I blink.

Just because it's time for bed doesn't mean I'm not battling an Ogre Mage on the inside of my eyelids.

It's a phenomenon most gamers are familiar with. If you're spending a lot of time with a game, it becomes your mental screen-saver, popping up when your brain isn't occupied.

It's most obvious with visually simple, repetitive games like Puzzle Quest, but it can happen with anything.

    * Peppermint or chamomile tea is also capable helping you get rid of the nauseating feeling.

Travel and Tours / World's Biggest Passenger Jet
September 03, 2007, 08:17:13 PM
The world's biggest passenger jet flew through Hong Kong harbour Monday to mark the arrival of Asia's largest air show, as delegates aim to tap into the booming Chinese aviation market.

The double-decker Airbus A380 roared past the city's famous skyscrapers to open the four-day Asian Aerospace International Expo and Congress, now a purely civilian show after years of focusing on military and commercial aircraft.

"The Asia Pacific region is one of the most dynamic areas for growth in the entire aviation industry," said Mike Rusbridge, chairman of Reed Exhibitions, which organised the event.

"It has a strategic part to play to maintain growth and progress."

After 25 years in Singapore, Asian Aerospace is being staged in Hong Kong, with delegates from the mainland's aviation authorities and airlines among some 10,000 visitors expected to check out the latest products on offer.

Hong Kong's Financial Secretary John Tsang highlighted the importance of the Chinese market.

"China has emerged as a major player in the aviation sector. China is set for double-digit growth for the airline sector in the next two decades," he told reporters.

The Chinese government says it will declare its annual defense spending and arms sales to the United Nations to ease concerns about transparency in its military build-up. However, as Daniel Schearf reports from Beijing, analysts doubt China will declare all defense expenditures.

China's Foreign Ministry says it will begin declaring its "basic" annual defense spending and resume reporting annual arms sales to the United Nations this year.

The Foreign Ministry website on Sunday said the declarations are part of efforts to show China is "further enhancing its military transparency." The statement, however, did not say what information would be declared.

Robert Karniol is a military analyst and long-time observer of China's defense build-up. He says China's known defense spending is in line with its economic development, but its hidden budget is cause for concern.

"In military circles there are two signals that one watches for. And, those are development of capabilities and intent," explained Karniol. "China has been moving forward with the development of capabilities but its intentions remain unclear."

Palestinian militants in the Gaza Strip fired six rockets and a mortar shell into Israel on Monday, with one projectile exploding near a nursery school, emergency services said.

There were no casualties or damage, but several people were treated for shock in the southern town of Sderot, an army spokesman said.

The radical Palestinian group Islamic Jihad in a statement admitted responsibility for the attacks following "Zionist threats."

Tzahi Hanegbi, chairman of the Israeli parliament's defence and foreign affairs committee, said the attacks proved that "sooner or later the army needs to launch a large-scale operation in the Gaza Strip to stop them."

World Daily News / Missile Shield in Europe
September 03, 2007, 07:48:20 PM
Moscow is not prepared to bargain over Kosovo or Washington's plans for a missile shield in Europe and the West must understand this, Russian Foreign Minister Sergei Lavrov said on Monday.

He said Kosovo, a Serbian province pressing for independence, and the U.S. plan to station parts of a missile shield in eastern Europe, represented for Russia "red lines" which must not be crossed.

"It should be understood that we have red lines, that is where our national security or the world order is threatened," Lavrov said in a speech to students at the Moscow State Institute of International Affairs.

South Korea made a promise to the Taliban to build five hospitals in the southwestern region of Afghanistan bordering with Pakistan, in return for the release of 19 Korean hostages, a report said Monday.

The report came amid a flurry of local and foreign news reports that Seoul had paid a huge ransom to the Islamic militant group to save the lives of the Christian missionary team kidnapped July 19, while traveling on a bus from Kabul to southern Kandahar.

Quoting an unidentified government source privy to the hostage crisis, the Munhwa Ilbo newspaper said South Korean negotiators made the verbal promise to build five small hospitals in southern Afghanistan in face-to-face talks with Taliban insurgents. Indonesia guaranteed the deal, it said.

``That (southern) region is governed by pro-Taliban Pashtun tribes, and leaders of tribes asked for the building of hospitals,'' the source was quoted as saying. ``While most Islamic countries were reluctant to be involved in the deal, Indonesia participated in the Korea-Taliban talks as an observer to guarantee the deal.''

The source said Seoul had sent a special envoy to notify the United States of the deal.

Bribes and hidden trade barriers are costing APEC member states at least 148 billion US dollars in lost economic activity, according to a World Bank report published Monday.

The report, released for an Asia-Pacific Economic Cooperation (APEC) summit in Sydney, said some poorer countries could increase trade by a quarter to 50 percent if they could eliminate bad practice.

At the same time, it said companies also badly need more transparent and predictable rules to reduce the uncertainty of trading.

The World Bank said APEC economies generally had a good record on reducing regular trade barriers such as tariffs but called for more action to address 'hidden' barriers and 'unofficial payments' or bribes.

More than 100 people have died because of a fever epidemic in the centre of the Democratic Republic of the Congo, health officials say.

Many of the victims are people who have been in contact with the deceased, including medical staff, and who lack equipment to deal with the illness.

The latest victim was a nurse at a local hospital. She died on Thursday after taking care of infected patients.

Health officials say the medical staff had no masks and this put them at risk.

Speaking from Kananga, the capital of West Kasai region, Dr Jean-Constantin Kanow said the illness had first started three months ago, when chickens and pigs started dying - but now people were also affected.

The epidemic was affecting four villages: Kampungu, Makonono, Kaluamba and Mombo.

A leading group of obstetricians and gynecologists Friday urged women to stay away cosmetic genital surgery, according to a report in the Chicago Tribune.

The American College of Obstetricians and Gynecologists (ACOG) said there is no evidence that cosmetic genital surgeries, which include "vaginal rejuvenation," "designer vaginoplasty," "revirgination" and "G-spot amplification," are safe or effective.

The organization also said it is "deceptive to give the impression" that these procedures are "accepted and routine surgical practices."

Doctors offering the surgeries often claim they will enhance a women’s sexual pleasure, but critics say women are exposing sensitive body parts to “questionable benefits” and "unknown risks.”

NASA scientists have developed a new model that is among the first to simulate the strength of updrafts in storms. This model was applied to a global warming scenario to give a possible peek at what future weather might look like

NASA's Goddard Institute for Space Studies is a leading research center, located in New York, which studies Earth's past, present and future climates.

The Institute has recently announced a new study which discusses what future storms might look like in a global warming scenario.

NASA's scientists at the Institute developed a new climate model for the study.  The model is among the first to successfully simulate the strength of updrafts in storms.  This allows the model to give a more complete picture of the strength of storms that are occurring around the world, and those that may someday occur.

The model is the first to successfully simulate the observed difference between land and sea storms.  It also is the first model to simulate how the strength of storms may change in a warming environment.

The model is run over regions several hundred miles wide.  It does not directly simulate thunderstorms and lightning, but instead identifies conditions conducive to producing storms of varying strengths.

Music and Video / Nokia to challenge Apple
September 03, 2007, 07:25:03 PM
By Mark Halper
Time Magazine
time.com

If Apple encroached on Nokia's turf when it introduced its much-heralded iPhone, Nokia is striking back by taking aim at Apple's dominance in the digital music biz. On Wednesday Aug. 29, in a gala event in London, Nokia CEO Olli-Pekka Kallasvuo announced that his company will soon fire up its long-anticipated music downloading service.

The Nokia Music Store will go live later this year as a crucial component of a new Nokia website called Ovi. Competing against downloading sites like Apple's iTunes, it will let consumers download millions of songs directly onto their PCs and Macs or, unlike iTunes, straight onto their phones via mobile airwaves.

But if Apple CEO Steve Jobs found Nokia's announcement interesting, there's little doubt that executives at the world's mobile phone networks found it positively riveting. Nokia's download site marks a radical departure from the traditional way of doing things in which handset makers like Nokia have to sell their phones to mobile operators like Vodafone, Orange, T-Mobile and 02.

And those companies, in turn, sell services â€" not just voice calls but increasingly things like ring tones, music and other forms of entertainment â€" to consumers. In listening to Kallasvuo on Wednesday though, it was clear that Nokia is messing with the status quo. "This world does not work the way the old world worked," he said, explaining that Nokia is now an Internet company. "We have begun expanding our business beyond hardware to include services and software."

Bible Study / Avoiding Unpleasant Consequences
September 03, 2007, 07:21:38 PM
Christians sometimes approach obedience as a way of avoiding the negative consequences of disobedience.  They see obedience as a burden, not as a wide road to blessing.  But God intended our walk of faith to be a thrilling adventure, motivated by our love for JesusChrist.  OBEDIENCE IS ABOUT DISCOVERING GOD, not about avoiding unpleasant consequences. - C. There are 100,000 Britons in Dubai alone.

"There'll Always Be an England" -- popular World War II song.

Perhaps there will not always be an England. An exodus unprecedented in modern times, coupled with a record influx of foreigners, is threatening to erode the character of the land of William Shakespeare and overpowering monarchs, a land that served as the cradle for much of American thought, law and culture.

The figures, making headlines in London newspapers, tell only part of the story. Between June 2005 and June 2006 nearly 200,000 British citizens chose to leave the country for a new life elsewhere. During the same period, at least 574,000 immigrants came to Britain. This number does not include the people who broke the law to get there, or the thousands unknown to the government. Britain's Office of National Statistics reports that middle-class Britons are beginning to move out of towns in southern England that have become home to large numbers of immigrants, thereby altering the character of neighborhoods that have remained unchanged for generations.

Britons give many reasons for leaving, but their stories share one commonality: life in Britain has become unbearable for them. They fear lawlessness and the threat of more terrorism from a growing Muslim population and the loss of a sense of Britishness, exacerbated by the growing refusal of public schools to teach the history and culture of the nation to the next generation. What it means to be British has been watered down in a plague of political correctness that has swept the country faster than hoof-and-mouth disease. Officials say they do not wish to "offend" others.

Weird and Extreme / Newspaper Ad That Smells
September 03, 2007, 07:05:48 PM
By STUART ELLIOTT
By New York Times

The Los Angeles Times plans to run a “scratch and sniff” advertisement in a 32-page section about fall films scheduled for next Sunday. The ad, for a family movie called “Mr. Magorium’s Wonder Emporium,” uses a scented ink meant to evoke the olfactory pleasures of frosted cake.

The Times is among several newspapers looking into new ways to use fragrance to entice marketers to buy more ad pages. The loss of ad revenue to online media is a major reason for the economic difficulties of publishers like the Tribune Company, which owns The Times.

“We’re trying to be more creative,” said Lynne Segall, vice president for entertainment and fashion advertising at The Times, “to stay relevant and keep the reader engaged.”

Soon, the expression “this movie smells” could be a statement of fact rather than a value judgment.

The empire is preparing to strike back â€" again.

In 1995, Microsoft added a free Web browser to its operating system in an attempt to fend off new rivals, an effort ultimately blocked by the courts.

This week, it plans to turn that strategy upside down, making available free software that connects its Windows operating system to software services delivered on the Internet, a practice increasingly referred to as “cloud” computing. The initiative is part of an effort to connect Windows more seamlessly to a growing array of Internet services.

The strategy is a major departure for Microsoft, which primarily sells packaged software for personal computers. With this new approach, Microsoft hopes to shield its hundreds of millions of software customers from competitors like Google and Salesforce.com, which already offer software applications through the Internet.

Microsoft’s new Windows Live software suite includes an updated electronic mail program, a photo-sharing application and a writing tool designed for people who keep Web logs.

At least 38 African migrants have been rescued after their boat capsized in the Atlantic Ocean when a journalist travelling with them phoned for help.

A passing Russian ship heard the emergency satellite phone call and saved those on board.

The migrants had set off from Mauritania and were trying to reach the Canary Islands. They have been taken to Dakhla in Western Sahara.

Some 30,000 migrants were caught trying to reach Spain's Canaries last year.

Many more are believed to have died en route when their rickety wooden canoes sank.

Journalist Dominique Molard was travelling with the migrants to make a report for German television channel ARD, reports the Efe news agency.

Due to higher operational costs, the Department of Tourism's transfer to Cebu City is on hold for now, according to Secretary Joseph Ace Durano.

"We think the transfer could affect our operating costs, especially the financial aspect, because we'll be far from important financial agencies," Durano told reporters in a recent interview.

The DOT, he explained, needed to be in constant coordination with funding agencies such as the Department of Budget and Management and the Development Bank of the Philippines so that it could embark on promotional projects.

He said other reasons for the delay are the ongoing rationalization of the civil service and the government's moves to have a balanced budget.

The transfer of the DOT to Cebu was earlier announced by President Gloria Macapagal-Arroyo in line with her policies of decentralization, decongestion of Metro Manila, and the speeding up of regional development.

Bible Study / God will supply our needs
September 03, 2007, 06:41:31 PM
We must always keep at heart that when God supplies his abundance, He didn't necessarily mean that he would give us everything materially, making us millionaires or billionaires in the process. Sometimes He does.. when He feels that the person will not self-destruct from overabundance, and when He feels that that person will be a faithful steward of the additional riches that had been bestowed upon him.

In general, the key point in God's abundance is His promise that He will "supply" our needs.. it will be just right or sufficient for what we need, no more no less. When we live in obedience to His Word, we can assured of that sufficiency in our daily lives. So by being obedient, we in fact avoid the absolute negative consequences that are brought on by sin. Sometimes we are tested in the course of our obedience, but if we keep faith, the final outcome will not be in doubt.

"...Behold the fowls of the air, for they sow not, neither do they reap, nor gather into barns; yet your heavenly Father feedeth them. Are you not much better than they?......Wherefore, if God so clothe the grass of the field, which today is, and tomorrow is cast into the oven, shall he not much more clothe you......Therefore take no thought, saying What shall we eat? or What shall we drink?, or Wherewhithal shall be clothed? (For after all these things do the Gentiles seek:) for your heavenly Father knoweth that ye have need of all these things.." (Matthew 6:26-32)

Praise the Lord and God Bless everyone this morning...

Health and Food / No Caffeine in Chocolates?
September 03, 2007, 05:50:46 PM
There is a persistent urban legend that Chocolate contains caffeine. It would seem that this rumor is based primarily on a confusion between two similar alkaloids: caffeine and Theobromine. Theobromine is the active ingredient in Chocolate and it occurs only in Cacao. The two stimulants are related and have a similar structures, but are very different chemicals with different properties, effects and origins. There are of course, some Chocolate products that have added caffeine, but it does not occur naturally in Chocolate.

This rumor seems to have a life of its own; it won't go away and yet most references to it are references to the urban legend itself! Amusingly, almost all of the Chocolate & caffeine references on the Internet are circular. (Follow the references through a few links sometime -- you often wind up back at the page where you began!!) It is actually quite common to see references that confuse Caffeine and Theobromine. Many people and some semi-scientific sources confuse the two. Stollwerck, for example, says in one place Chocolate contains 1.2% Theobromine and 0.2% Caffeine, but in another place it says just 1.4% Caffeine and doesn't mention Theobromine, which is obviously wrong.

There is no scientific substantiation that Chocolate contains caffeine, and a great deal of evidence that it does not. The Biochemist, (Apr/May 1993, p 15) did chemical composition tests where they specifically distinguished between Caffeine and Theobromine. They found regularly up to 1.3% by weight Theobromine in Chocolate. They also found other pharmacologically active compounds including up to 2.20% Phenylethylamine up to 1.54% Tele- methylhistamine and occasionally up to 5.82% Serotonin. They could not detect any Caffeine at all.

"Kundat" refers to something "pulse, movement."

We hear people say "kundatan nga babaye" which means "lihokan" or restless (but that statement can be offensive to a girl since it connotes sexual activities).

World Daily News / Japan's Minister of Agriculture Quits!
September 03, 2007, 05:37:32 PM
Japan's Agriculture Minister Takehiko Endo has resigned only a week after being appointed, in a fresh blow for embattled Prime Minister Shinzo Abe.

On Saturday, Mr Endo admitted that a private farm group he heads was involved in illegal dealings.

He said the group had been paid 1.15m Yen ($9,900) by the state after overstating crop damage in 1999.

He will be replaced by Masatoshi Wakabayashi, who becomes Japan's fourth agriculture minister in four months.

Mr Endo submitted his resignation to Mr Abe early on Monday, and the prime minister accepted it.

"I apologise. The series of scandals has added to the people's distrust," he said as he stood down.

September 03, 2007, 04:58:10 PM
French utility groups Suez and Gaz de France (GDF) have agreed to merge to create one of the world's largest energy firms, worth 70bn euros (£47bn).

Both firms have been trying to merge since 2006, but a final deal was agreed over the weekend following meetings between both firm's boards.

Under the terms of the deal, the French government will hold more than 35% of the new firm - to be called GDF Suez

The deal has faced opposition from unions who feared job losses.

The French government currently owns 80% of GDF, and was keen to prevent Suez from merging with the Italian energy company Enel.

Technology / U.S. Official Job Search Site Hacked!

Cybercrooks who raided Monster.com's database also pilfered the personal information of an estimated 146,000 from USAJobs, the US government's official job search site. Monster Worldwide is the technology provider for the USAJOBS website, so the recent attack on Monster.com's systems also exposed the contact information of USAJobs users, it emerged on Thursday.

Hackers used malware (Infostealer-Monstres) to gain unauthorized access to the Monster.com resume database and steal the contact information of job seekers. Compromised data included the name, address, telephone number, and email address of people who registered with the job seeking service. Neither Social Security nor credit card records are thought to have benn exposed by the recent attacks on Monster.com and USAJobs.

World Daily News / 2 Canadians Killed By West Nile Virus
September 03, 2007, 04:42:38 PM
By Anne Kyle, Leader-Post

The West Nile virus is reported to have been a contributory factor in two more deaths -- a man and a woman -- in southern Saskatchewan this month.

The latest victims were from the Saskatoon and Sunrise (Yorkton) health regions. The first victim was a woman in her 80s who lived in the Sun Country Health Region in southeast Saskatchewan. All three had underlying chronic medical conditions, according to Dr. Ross Findlater, chief medical health officer for the province.

"Our West Nile numbers on the Web site have increased by 308 compared to last week. We are up to 647 (confirmed and suspected) cases this summer,'' Findlater told reporters on Friday.

"We are quite aware that there is still some risks in the province. We had a reminder last week because we had three people test positive who were donating blood. The blood was taken out of the system, so it is not really a safety problem at all. But it is a sign to people in Saskatchewan that although we are past the period of peak risk, there is still a risk.

Wikileaks, the website for whistleblowers, has broken one of the world's biggest corruption stories in the international press (Guardian, BBC, Forbes, Sydney Morning Herald).

The site has leaked a secret report on looting by ex-president Moi of Kenya â€" and possibly altered the outcome of an impending national election.

Moi has become a key player in political life in Kenya, and is now an essential pillar in President Kibaki's campaign for re-election in December 2007.

From the Wikileaks page: 'The suppressed auditor's report reveals that currency worth billions of US dollars was looted from Kenya by President Moi and his associates.

The money was laundered across the world and includes properties and shell companies in London, New York and South Africa and even a 10,000 hectare ranch in Australia.'"

World Daily News / U.S. Senator Craig Resigns
September 03, 2007, 04:24:17 PM
fter weeks of denial and pressure from the public as well as politicians, Idaho Republican Senator Larry Craig has resigned. His resignation will go into effect September 30.

The senator made the announcement in Boise, Saturday morning, in a much anticipated news conference. Many people on Capitol Hill have been pushing for this resignation, following a sex scandal that has damaged his reputation, and his party.

Craig was arrested in June at a Minnesota airport by a plainclothes police officer that was investigating lewd conduct complaints in a men's public restroom.

The officer said in court that the senator's behavior indicated he wanted some kind of sexual contact. Craig denies that saying it was a misunderstanding.

On August 8th, Senator Craig pleaded guilty to misdemeanor disorderly conduct in the Hennepin County District Court. He paid more than $500 in fines and fees, and a 10-day jail sentence was stayed.

Since then, audio tapes have been released of the interview between the Senator and the undercover officer, damaging Craig's reputation even more.

World Daily News / India Launches Satellite
September 03, 2007, 04:03:27 PM
India yesterday successfully launched its latest communications satellite, Insat-4CR, into orbit, scientists at the Indian Space Research Organisation (ISRO) said. The satellite was carried onboard a 49m tall Geo Synchronous Satellite Launch Vehicle, GSLV-F04, which soared into the sky at 6.21pm from the Sriharikota space station.

Some 18 minutes after lift-off, the rocket placed the Insat-4CR, which is expected to boost digital communications in India, into orbit, the scientists said.

The launch, which follows a failed attempt last July, was delayed by two hours as scientists tried to overcome what they described as “a technical snag in parametres related to the launch.”

The satellite, which weighs 2,130kg and has a lifespan of 10 years, is expected to boost direct-to-home television broadcasts, digital news gathering services and high-bit rate data transmission in India.

I am thanking you because I have the ability and the opportunity to do more and do better.

I'm thanking you because FATHER, YOU haven't given up on me.

Health and Food / We Are What We Eat: Foods For Your Skin
September 03, 2007, 12:27:04 PM
We've all heard the phrase, "we are what we eat", and that sentiment definitely holds true when it comes to our skin.  It’s our body’s biggest organ, and it deserves all the nutritional TLC we can give it. So take a look at what you’ve been feeding yourself, and therefore feeding your skin.

One the most important components of skin health is vitamin A, and  one of the best sources of vitamin A is low-fat dairy products. It could be said that the health of our skin depends on vitamin A.

Low-fat yogurt is not only high in vitamin A, but also acidophilus, the "live" bacteria that is good for intestinal health. It may also have an impact on the skin, since it aids in digestion.  Other good sources of vitamin A include cod liver oil, sweet potatoes, carrots, leafy vegetables, and fortified breakfast cereals.

It’s important to also make sure you’re eating foods rich in antioxidants, such as blackberries, blueberries, strawberries, and plums. The benefits of these foods for healthy skin are plentiful. The antioxidants and other phytochemicals in these fruits can protect the skin cells, so there is less chance for damage.

Bible Study / How To Pray
September 03, 2007, 09:57:10 AM
Six Vital Questions About Prayer

Q: What Is Prayer?

Simply put, prayer is communicating with God. Real prayer is expressing our devotion to our heavenly Father, inviting Him to talk to us as we talk to Him.

Q: Who Can Pray?

Anyone can pray, but only those who walk in faith and obedience to Christ can expect to receive answers to their prayers.

Contact with God begins when we receive Jesus into our lives as Savior and Lord (John 14:6). Praying with a clean heart is also vital to successful prayer. We cannot expect God to answer our prayers if there is any unconfessed sin in our life or if we are harboring an unforgiving spirit (Psalm 66:18; Mark 11:25). For God to answer our prayers, we must have a believing heart and ask according to His will (Matthew 9:29; 21:22; 1 John 5:14,15).

Q: Why Are We to Pray?

      God's Word commands us to pray (Luke 18:1; Acts 6:4; Mark 14:38; Philippians 4:6; Colossians 4:2; 1 Timothy 2:1,2).

We pray to have fellowship with God, receive spiritual nurture and strength to live a victorious life, and maintain boldness for a vital witness for Christ.

Prayer releases God's great power to change the course of nature, people, and nations.

Q: To Whom Do We Pray?

We pray to the Father in the name of the Lord Jesus Christ through the ministry of the Holy Spirit. when we pray to the Father, our prayers are accepted by Jesus Christ and interpreted to God the Father by the Holy Spirit (Romans 8:26, 27,34).

Q: When Should We Pray?

God's Word commands us to "Pray continually" (1 Thessalonians 5:17). We can be in prayer throughout the day, expressing and demonstrating our devotion to God as we go about our daily tasks.

It is not always necessary to be on our knees, or even in a quiet room to pray. God wants us to be in touch with Him constantly wherever we are. We can pray in the car, while washing the dishes, or while walking down the street.

Q: What Should We Include in Our Prayers?

Although prayer cannot be reduced to a formula, certain basic elements should be included in our communication with God: Adoration, Confession, Thanksgiving, Supplication (ACTS).

      A-Adoration

To adore God is to worship and praise Him, to honor and exalt Him in our heart and mind and with our lips.

      C-Confession

When our discipline of prayer begins with adoration, the Holy Spirit has opportunity to reveal any sin in our life that needs to be confessed.

      T-Thanksgiving

An attitude of thanksgiving to God, for who He is and for the benefits we enjoy because we belong to Him, enables us to recognize that He controls all things - not just the blessings, but the problems and adversities as well. As we approach God with a thankful heart, He becomes strong on our behalf.

Talk of the Town / Boholanos Had the Last Laugh
September 02, 2007, 11:27:49 PM
Sun Star Daily Cebu - That Casimero “Meloy” Garcia and the rest of his gang, formerly called the Bohol Robbery Group, were arrested in Tagbilaran City and neighboring Panglao town the other day can be considered poetic justice.

The robbery group gained a certain degree of notoriety that, because police and the media attached the word Bohol to the gang’s label, rubbed off a bit, rather unfairly we should say, on the home province of its members.

But the fall of the gang, now called the Casimero “Meloy” Garcia robbery group, made dramatic by the heroic act of the security guards of a bank in Tagbilaran and the help provided by informants, was vindication for Bohol.

Heroic act

Compared with the sloppy manner the police and other sectors reacted to the robberies perpetrated by the group in Cebu and Mandaue cities, the success of the Boholanos easily stood out.

Unlike in the heists in Cebu, security guards of the Bank of Commerce fought it out with the robbers and wounded two of them, making it easier for the police to track down the group’s whereabouts.

(In the process, one security guard was killed and two others wounded.)

Of course, in law enforcement as in everything else, one should not distinguish a unit, a province or a group of people from another, meaning, there should only be unity in fighting criminality.

Last laugh

Comparison, however, is difficult to brush aside in this case considering the origin of the Meloy Garcia gang and the kind of operation the police attributed to them.

By shifting their operation from Bohol to Cebu and back, the group conjured images of Cebu being assaulted by outsiders, reinforcing their erroneous tag as the Bohol Robbery Group.

That resurrected almost buried perceptions of Cebuanos about Boholanos, as shown by the digging up of old jokes that are not flattering to the latter.

In the end, though, Boholanos had the last laugh.

Another children's product made in China has been added to the growing list of recalls over concerns about lead, making it the fourth such recall in less than one month.

Health Canada has recalled Favor Set children's pencils because the coating contains high amounts of lead, just two days after another children's product was recalled due to similar concerns.

Amscan Canada is voluntarily recalling 140,000 units of all 16 models of the pencils.

The company and Health Canada advise that Favor Set pencils purchased since January should immediately be taken away from children.

There is no risk of lead exposure from holding a pencil with a coating that contains lead, only from sucking or chewing on a pencil.

Health Canada has not received any reports of incidents or injuries from use of these pencils.

Several other children's toys made in China have been recalled recently because of high amounts of lead -- including 27,000 crayon and paint sets recalled by Toys "R'' Us Inc. just two days ago.

Imaginarium Wooden Coloring Cases were recalled because the packaging of the wooden box contains lead, as does some of the watercolour paint.

Contrary to Vice-President Noli de Castro’s assertion that the growing number of Filipinos employed abroad was proof of an economic boom â€" an alliance of overseas Filipino groups said the rising number of OFWs underline a worsening Philippine economy.

“VP de Castro is sorely mistaken. OFWs are forced to seek work overseas precisely because there are no jobs here for them. They represent the thousands of unemployed and underemployed. They testify to the government’s failure to provide decent livelihood for the people,” says Connie Bragas-Regalado, Migrante International Chairperson.

Official first quarter employment data shows the number of jobless workers grew by 13,000 and reached 2.9 million last January. Underemployment also rose by 442,000 to 7.2 million.

Citing an IBON report, Bragas-Regalado added that Arroyo’s boast of creating more jobs is also misleading because the majority of these so-called jobs were among the lowest earning or outrightly non-paying ones. IBON figures state that around 673,000 or more than half of the net increase in jobs of one million in April 2007 from last year are in unpaid family work (524,000) and in domestic household help (147,000). There were also 105,000 jobs lost in the manufacturing sector in April 2007 from the same period last year.

Iran has met a key target for its nuclear programme and now has 3,000 centrifuges enriching uranium, President Mahmoud Ahmadinejad has said.

Mr Ahmadinejad said Iran would continue its drive in spite of UN sanctions aimed at forcing a suspension.

Centrifuges enrich uranium to the level required for a power station but also to higher levels for a nuclear bomb.

The West has accused Iran of seeking to develop nuclear weapons - a charge Iran has strongly denied.

korek jud. that's why i want to suggest to Sen. Miriam Santiago that we will rename our political exercise from  "election" to AUCTION, to make the process relevant to the times. anyway, the two terms sound the same, and much easier to pronounce ang "auction".

There are millions of Filipinos who are not yet educated. Perhaps the word auction is strange to them.

YouTube videos could once again be viewed today in Thailand, nearly six months after the video-sharing website was blocked for hosting a video that showed images deemed offensive to Thailand's monarch, King Bhumibol Adulyadej.

Information and Communications Technology Minister Sitthichai Pookaiyaudom said the ministry unblocked YouTube after the website said it had developed ways to block Thailand viewers from seeing contents that violate Thai laws.

In April, YouTube was blocked in Thailand after a video was uploaded that showed graffiti scrawled over the king's face, and feet being placed over the king's face; both highly offensive acts in Thai culture. Against the king, the offense is known as lèse majesté, a crime that can carry severe penalties.

Sitthichai told The Nation newspaper that the unblocking of YouTube is not in response to an apology issued in May by the video uploader.

A 94-year-old woman who this year became the world's oldest recipient of a masters degree has been named South Australia's adult learner of the year.

Phyllis Turner, enrolled at university at the age of 70 - more than half a century after leaving school when she was 12.

At age 75 she was awarded a bachelor of arts at Adelaide University and then in 2002 graduated with an honours degree in anthropology.

She completed her masters in medical science in July this year.

Further Education Minister Paul Caica said there could be no better winner of the adult learner award than Mrs Turner.

"Her amazing story of enrolling at university at 70 after having left school before she was in her teens and going on to win an armful of qualifications is a remarkable accomplishment," Mr Caica said.

"It's a reminder to us all that it is never too late to return to life-long learning.

South Korean scientists, who played classical pieces including Beethoven's Moonlight Sonata in rice fields, say they have identified plant genes that can "hear".

Plants are known to respond to light, wind, and soil nutrients. Some gardeners believe flowers can be revitalised by music.

The researchers, whose work is highlighted in this week's New Scientist, say their discovery could in future enable farmers to switch specific plant genes on and off - potentially making crops flower at certain times or grow more quickly.

Mi-Jeong Jeong of the National Institute of Agricultural Biotechnology in Suwon, South Korea, and colleagues began their research by playing 14 different classical pieces to rice plants.

They monitored gene expression in the plants - the process by which their DNA code is translated into instructions for biological processes such as growth.

They found that sounds at specific frequencies - 125Hz and 250Hz - made genes rbcS and Ald more active, whereas sound waves at 50HZ made their less active.

As both are known to respond to light, they repeated the experiments in the dark and concluded the sound was causing the effect.

The researchers speculated that the production of chemicals that lead to the genetic changes they observed could be harnessed to activate other specific genes that could trigger the flowering of crops.

As children head back to school savvy teachers are looking for the best ways to help students maximize their learning potential.

Laptops are replacing traditional notebooks and educators are using technology to provide individualized instruction and online tutoring, which can add variety and help students to learn better.

"It's an exciting time to be in education because we are no longer looking for one method," Kris Enright, executive director of the Professional Association of Colorado Educators, said in an interview.

"Now, with the opportunity to meet individual needs, schools are becoming more diverse."

Enright added that the ability to address student needs with a variety of tools is key to good instruction and effective learning.

Tutor.com, a company based in New York City, served 750,000 online students last year. This year it expects to help more than a million, George Cigale, founder of the site, said in an interview.

Tutor.com has a network of 1,800 certified teachers, college professors, undergraduates and graduate students in the United States and Canada from accredited universities.

"The vision from the early days eight years ago was to make it possible for a student to connect... whenever they are stuck, whenever they need help overcoming an educational challenge," Cigale said.

The use of online tutors who meet government-approved academic standards is supported by the U.S. Department of Education for supplemental educational services under its No Child Left Behind Act.

Loay councilor Brigido Imboy was reelected president of the Philippine Councilors League (PCL) Bohol Chapter amidst allegations of massive vote-buying during its elections Wednesday at the Bohol Tropics Resort.

The actual voting started Wednesday afternoon but lasted until early dawn the next day.

After the last ballot was counted, Imboy garnered a majority vote of 269 while his closest opponent Garcia Hernandez Kag. Tita Gallentes gathered 148 votes. City Kag. Danilo Bantugan mustered 44 votes.

Councilors claimed that two of the candidates spent as much as P3,000 for each voter.

The PCL has a total membership of 482 councilors, including Liga ng Barangay and Sangguniang Kabataan presidents of 47 towns and this city.

Former Sikatuna councilor Ruben Ungab, who led the campaign staff of Imboy, said the reelection of the incumbent PCL head showed that members "approved his brand of leadership."

"We conducted a clean level of campaign. This was in contrast to the smear campaign thrown against Imboy," Ungab said.

As early as Monday morning, two days before the election, Gallentes bared on radio that she distributed P2,000 to league members to match Imboy's dole outs.

However, some councilors admitted they did not receive money from the bets.

Instead, they were given "souvenirs".

A day before elections, businessman Angelo Balili and City Mayor Dan Lim also expressed total support for Gallentes and Bantugan, respectively.

Gov. Erico Aumentado and the three Bohol congressmen, stayed "hands -off" on the PCL polls.

The governor was in Manila while the election maneuvering raged here.

The Board of Elections, headed by DILG provincial director Rustica Mascariñas, proclaimed Imboy as reelected president at around 7 a.m. Thursday.

Other PCL officers elect are Catigbian councilor Doris Obena, executive vice-president; city Kag. Leonides Borja, internal vice-president; Jagna councilor Senen Lloren, external vice-president; and councilors Maribojoc's Fructuoso Redulla, Inabanga's Rodrigo Jumamoy, and Alicia's Julita Tan, vice-presidents for 1st, 2nd and 3rd districts, respectively.

Lawyer Bienvenido Rebusora of Antequera, secretary-general; Mabini's Jesha Cuyacot, assistant secretary-general; Catigbian's Ariel Neciforo Lungay, treasurer; Tubigon's Aldrin Uy, assistant treasurer; Loboc's Pableo Sumampong, auditor; Candijay's Antonio Po, assistant auditor; and Carmen's Nathaniel Binlod, business manager.

In the recent routine revamp procedure at the Bohol Detention and Rehabilitation Center (BDRC), retired officers of the Philippine Army replaced the provincial warden and three prison guards effective August 30.

Upon the instruction of Governor Erico B. Aumentado, Executive Assistant on Peace and Order retired Lt. Col. Raul Mendez now assumes as the officer-in-charge of the BDRC replacing then Provincial Warden Anthony Apale, now reassigned to the Provincial General Services Office (PGSO), together with then BDRC prison guards Robert Calamba, Edgar Sempron, and Rogelio Bacor.

Mendez also serves as executive officer of the Provincial Disaster Coordinating Council and heads the Provincial Security Force.

The new BDRC prison guards are retired Philippine Army Major Sergeant Lito Respicio, retired Second Lieutenant Carlosito Narisma, and retired Major Eddie Labor Jr.

Right after the turn-over-of-command ceremony held on Thursday morning last week at the BDRC compound, Col. Mendez had called for an emergency staff meeting.

Mendez emphasized the importance of strengthening the custodial force of the BDRC and the implementation of a system that would ensure peace and order in the rehabilitation center.

Simultaneous to the ceremony on the turn-over of command, the composite team of the provincial command of the Philippine National Police, under Provincial Police Director Edgardo Ingking, and the Philippine Army, under Col. Porlucas, conducted a surprise inspection on the prison cells which found out that some prisoners have cellphones and were in possession of improvised weapons.

The new leadership in the management of the BDRC poses to implement an improved security system, policy on escorting inmates and on accommodations of visitors.

Elements of the City PNP arrested at around 11:30 last night the suspect in the killing of Jack Arat, a marketing executive of the Bohol Tropics Resort Club.

The suspect is identified as one Jeffrey Garrote, 25, a resident of Maribojoc town.

Police Chief Inspector Jacinto Cesar, city police chief, said in an interview with the Chronicle last night, that Garrote was arrested following a tip from a concerned citizen that the suspect was selling one of Arat's two cellular phones which was taken from the latter after he was gunned down in cold blood in front of his residence early dawn last August 13.

A roving City PNP team spotted Garrote along Belderol Street, this city, but were able to arrest at Graham Street after the suspect eluded arrest.

According to C/Insp. Cesar, Garrote denied responsibility in the killing of Arat during an interrogation last night.

The suspect is reportedly a police character who sells stolen cellular phones, C/Insp. Cesar said.

Arat, 30, was a marketing and sales executive of Bohol Tropics Resort Club. He was shot in front of his residence along JS Torralba Street, this city.

Police said the apparent motive is robbery as Arat was divested of two expensive mobile phones and cash amounting to P15,000.

Tagbilaran Mayor Dan Lim yesterday stressed that the support of the people is crucial to the maintenance of peace and order in the community.

"A vigilant citizenry is the biggest obstacle to crime. The people who deserve to enjoy peace are those who are willing to defend it," Lim declared.

The mayor said the spate of criminality in the city is a consequence of its growth and progress.

"We have become a victim of our own success," he said, noting that the progress has attracted criminal elements who want to exploit the situation.

The mayor said cooperation was the key to the swift solution of the Bank of Commerce hold-up last Tuesday.

Due to the participation of different sectors in the community, the dreaded Meloy Garcia gang was completely busted when all six suspects who took place in the violent hold-up that claimed the life of security guard Remegio Cañizar are now in custody.

"The success of the operation was due to the cooperation of different sectors. As the saying goes, a boat will glide swiftly if the people riding it paddle in harmony towards the same direction," he added.

The mayor said the first sign of cooperation was shown by the guard of the neighboring establishment who shot it out with the suspects even though his post was not at stake.

Lim said that second was the swift response of the policemen from the Tagbilaran PNP, Camp Dagohoy , the Criminal Investigation and Detection Group and those in the towns of Panglao and Loay.

The mayor also took the occasion to dispel the claims of former Panglao Mayor Doloreich Dumaluan that the resort guards were the ones who arrested the two suspects.

Lim said that when the Tagbilaran policemen arrived at the resort, it was already surrounded by elements of the Panglao PNP.

He added that a conference was held with Dumaluan who identified the room rented by the suspect.

"Contrary to report that the guards were the ones who arrested the holduppers, it was the team from Tagbilaran who conducted the raid," the mayor stressed.

Lim said the intention is not to brag but to set the records straight so the people will know the truth.

The mayor added that all those who gave tips at various times of the operation should also be commended because this led to the arrests in Panglao and Loay.

"The success that resulted in solution of this crime is a clear statement on the need for unity of the different sectors in the community. If this will continue, there is no reason why we will not be able to solve the other crimes and prevent the spread of bad elements in our society," he stressed.

Lim said he is sad that notwithstanding this success, the life of the guard who was killed in the line of duty can no longer be brought back to his wife and four children who will forever be deprived of a father because of the greed of the holduppers.

The Energy Regulatory Commission (ERC) will hold its second round of public hearing this Friday on the application of a 16% power rate increase of Bohol Light Company Inc. (BLCI).

The hearing will be conducted even as the ERC has already granted a 25-centavo provisional increase which will take effect starting this month.

The public hearing, to be presided by ERC commissioners, will be conducted at the Governor's Mansion, this city.

Meanwhile, Bohol Light board of trustees member Atty. Victor dela Serna said he will continue to oppose the proposed increase being applied by Bohol Light.

He urged Bohol Light consumers to attend the hearing.

Dela Serna questioned the 25-centavo provisional rate hike granted by Bohol Lght which was announced during the public hearing last August 4.

According to Dela Serna, a power hike can only be granted by at least three commissioners of the ERC.

However, the provisional authority was only decided by Commissioners Rauf Tan and Jose Reyes who came here last month.

The ERC authorized a provisional 25-centavos per kilowatt-hour increase to Bohol Light Company Inc. (BLCI) last Thursday.

On the September electric billing of Bohol Light, the new rate will already apply.

Dela Serna said he will file his opposition to the increase.

The fight against criminalities in the city is expected to even improve even as the city PNP arrested last night the suspect behind the murder of Bohol Tropics sales executive Jack Arat.

This developed after City Mayor Dan Lim and PNP Prov'l Director Edgardo Ingking declared to join hands in the fight against crimes in the city.

It maybe noted that these two officials were not in their "comfortable terms" since the time Ingking assumed as the police provincial director here vice Police Senior Supt. Arturo Evangelista who also crossed path with the city mayor.

Lim and Ingking were noted to be on a dynamic discussion after the meeting of the Bohol Prime Movers headed by Hans Schoof at the Capitol last Wednesday.

The "cold treatment" between the two officials almost erupted into a major conflict during last Tuesday's bank heist wherein Ingking ordered that rob suspect leader Meloy Garcia be brought to Camp Dagohoy while Mayor Lim insisted to bring said suspect to the city PNP headquarters for initial interrogation.

However, during their discussion last Friday, the two officials agreed to frequently exchange notes on police matters.

Police are now investigating local connections and backers of the Casimiro "Meloy" Garcia robbery group.

This was bared by City Mayor Dan Lim in an interview with the Chronicle yesterday.

All robberies of the Garcia group appeared to have been carried out with "insider information", the mayor said.

Lim cited reports of the police showing that the holdup of a Unitop Department Store cashier in December last year, which is owned by the Garcia group, strongly points to an "inside job".

The cashier was on the way to deposit the store's collections amounting to over P500,000 at the First Consolidated Bank when Meloy's group hit them. The cashier's escort guard was shot at close range and died on the spot.

Garcia also admitted his group was responsible in the robbery of an ICM cashier, employees of FCB Foundation, Caltex gas station and another gas station in Talibon town.

The Garcia group, according to the mayor, could not have accomplished the robberies without information from people who knew their targets well.

The ICM cashier was about to transfer over P300,000 to a security agency within the mall's premises when Garcia's band struck.

The cashier's escort security guards failed to catch up with the bandits.

On the other hand, the three FCB employees had just withdrawn some P300,000 for the bank's funded community projects in the towns when Garcia and his group blocked them outside the bank and took away the cash.

Probably the most daring hit of the group was the robbery of the Caltex gas station near Plaza Rizal, this city.

Days before the holdup, one member of the gang called the City PNP station saying that they would rob the said gas station.

This prompted the police to set up surveillance in the area. However, the group struck at lunchtime.

During his weekly "Mayor's Report," Lim indicated that some residents could be cuddling robbers and lawless elements.

Lim warned he is giving 30-days for all suspected criminal elements to stay away from Tagbilaran City.

The Medical Mission Group Hospital and Health Services Cooperative (Coop Hospital) will file charges against six employees for allegedly conniving to overstate hospitalization claims on the city's Blue Card program.

The filing of cases against the hospital's 2 cashiers, 2 billing clerks and 2 assistant bookkeepers will pave way for their dismissal.

This was bared in an interview with a hospital official who spoke on condition of anonymity.

The source admitted the padding of hospitalization bills charged on the Blue Card happened several times.

It started with a non-city resident who was able to claim refund of hospital bills, the source said.

According to the hospital official, connivance among their key staff was only part of the irregularity.

Along the process of making claims, the source said, there is also collusion with City Hall employees.

Even if the six employees implicated in the padding of claims have not yet been officially terminated, they are no longer reporting for work, according to the Coop official.

It may be recalled City Mayor Dan Lim prohibited further payments of claims to Coop Hospital patients covered by the Blue Card.

The mayor likewise threatened non-renewal of the cooperative's lease of the hospital buildings, which is owned by the city government, if he is not satisfied with the investigation undertaken by the hospital's ethics and grievance committee.

Atty. Eliseo Labaria, Coop Hospital legal counsel and hospital ethics committee chair, bared in a separate interview with the Chronicle yesterday that the employees to be dismissed were found to have directly participated in the reported padding of claims.

Initially, when the padding of claims controversy was uncovered, three employees who were accused to be involved were suspended by the hospital.

This included an employee who complained to the mayor and accused the hospital of using her Blue Card to fabricate claims.

Asked to comment if the hospital management has responsibility in the Blue Card mess, Labaria said top management of the Coop Hospital were even surprised to learn regarding the padding of claims.

According to Labaria, he also submitted his findings to Blue Card administrator and city health officer Dr. Antonio Porticos for review.

It is now up to the city mayor to decide, Labaria added, on the Coop Hospital Blue Card accreditation.

Senior Supt. Patrocinio Comendador Jr. said the robbery and kidnapping group of Casimiro “Meloy” Garcia is backed by a financier in Manila.

But the Cebu City police chief declined to reveal the financier’s name until strong proof is ready.

In his report, Comendador said the group was first organized in Metro Manila headed by Roy Fernandez, a reported member of the Kuratong Baleleng robbery gang.

Fernandez’s group was allegedly behind the kidnapping of Ryan Yu, a student at an exclusive school in Sta. Cruz, Manila.

After Fernandez split from the Kuratong Baleleng gang, he recruited Harris Atega and Garcia to form his own group. When an internal conflict arose between Garcia and Fernandez last year, Garcia and Atega returned to Bohol and formed their own group.

Comendador said based on the group's well-equipped crime operations, it is “likely” that the Garcia group is backed by a Manila-based financier.

He said the group is equipped with baby armalite rifles, UZI Ingram, .9 mm pistol, Lite Ace Van, Toyota Corolla, and motorcycles.

Robbery crime statistics show that the Garcia group was involved in the following robberies at Du Ek Sam, near Vic Enterprises; Bacong Rural Bank in Minglanilla, and the robbery of a Metrobank armored van.

But Comendador said they were able to foil the group's plan to rob Prince Warehouse (Mandaue), Prince Pardo, Fulda Kelly Tires (North Reclamation Area), Bank of the Philippine Island (BPI)-Osmena Boulevard branch, Union Bank, and an armored car withdrawing cash in Ayala.

Comendador said he will check if Garcia and his cohorts have pending warrants of arrests for these charges.

Garcia was arrested Tuesday evening shortly after they held up the Bank of Commerce in Tagbilaran City.

Also arrested were Cresencio Reguya and Aniceto Nuez. Still at large are Arsenio Polo and Danilo Flores.

The Garcia group was also tagged as responsible for the P2.7 million robbery in La Nueva Supermart two weeks ago.

Their alleged cohort in the La Nueva robbery, Rodolfo Atega, 21, who was also identified as one of the robbers in the P2.5 million Penbank robbery was arrested Wednesday in San Miguel town in Bohol.

Atega also allegedly robbed Jimmy Motano of P12,000 in barangay Sambag Dos.

Atega has denied any involvement in the robberies.

“Wa koy labot anang mga tulis,” Atega told reporters.

He said during the PenBank robbery on July 23, he was in his hometown doing house chores.

Atega’s brother, Harris who was reportedly involved with Garcia’s group was killed in January this year in Sambag Dos. He said a certain Albert Almedilla killed his brother who is the “right” hand of Fernandez, former leader of their group.

Despite his denial, Comendador said based on information gathered, Atega was involved in bank robberies in Das Marines, Cavite and Sta. Cruz, an armored van robbery in Montalban, the kidnapping of Yu, and an armored van robbery in Mandaluyong.

Comendador said they are still coordinating with other law enforcement agencies if Atega has any pending warrant of arrest.

Atega was committed to the Bagong Buhay Rehabilitation Center yesterday afternoon after Executive Judge Fortunato de Gracia issued the commitment order.

Meanwhile, Mayor Jonas Cortes vowed to give a cash reward to those who had tipped the police which led to the arrest of Atega. But he did not say how much will be the reward.

He said giving a reward will encourage witnesses to give information against lawless elements.

He added that the public should not rely only on the police because police in Mandaue City are undermanned.

Cortes also asked Mandate City Police Director Alexander Badinages to study the alarm system to be installed in major establishments, especially banks, in the city. -With a report from Chris A. Ligan
