Inspiration & Hope / Record of Our Sins
September 09, 2007, 11:56:47 AM
If You, Lord, should mark iniquities, O Lord, who could stand? â€"Psalm 130:3

Out of the depths” the psalmist cries to God (Ps. 130:1). His problem surfaces: terrible guilt for things done and undone in the past. “If You, Lord, should mark iniquities, O Lord, who could stand?” (v.3).

But, thankfully, God forgives. He does not keep an account of past sins, no matter how many or how grievous they have been. “There is therefore now no condemnation to those who are in Christ Jesus” (Rom. 8:1). God’s forgiveness then leads us to fear Him (Ps. 130:4). We worship and adore God, for grace and forgiveness cause us to love Him all the more.

But what happens if we slide back into old sins? What if sin lingers? We are to repent and “wait for the Lord” and be patient while God works (vv.5-6). We are not hopeless cases. We can “hope” in the One who will deliver us in His time.

We now have these two assurances: God’s unfailing loveâ€"He will never leave us nor forsake us (Heb. 13:5). And God’s promise of full redemption in due timeâ€"He will redeem us from all our iniquities (Ps. 130:8) and present us before His glorious presence without fault and with great joy (Jude 24).

We’re forgiven! We’re free! With the psalmist, let’s worship the Lord as we await His coming. â€"David Roper

How blest is he whose trespass
Has freely been forgiven,
Whose sin is wholly covered
Before the sight of heaven. â€"Psalter

When we’re forgiven, no record is kept of our failures.

The ants are a people not strong, yet they prepare their food in the summer. â€"Proverbs 30:25

A bug zoo in Philadelphia with more than 100,000 live insects entertains 75,000 visitors a year. The Insectarium’s founder and proprietor says, “I’ve got a million more bugs still in storage.” He points to boxes, cookie tins, and other containers piled floor-to-ceiling, filled with dead bugs from around the globe. Movies, holograms, microscopes, and games keep people of all ages occupied. There’s even a scale to weigh yourself in ladybugs, fireflies, and other creatures.

In Proverbs 30, a wise man named Agur also showcases insects and other small creatures. He calls them small but very wise.

Look at the ant. He’s weak, but his Creator has taught him to use whatever strength he has to prepare for the future. Consider the locust. He has no king, but when his numbers multiply, God has taught him how to line up and move as one. Look at the spider. He too is a lowly creature, but by using the ability God gives him, he rises to high places.

Do you sometimes feel small and insignificant like an insect? When you do, remember that God showcases His wisdom and greatness through even the smallest things. That’s because His “strength is made perfect in weakness” (2 Cor. 12:9). â€"Mart De Haan

Inadequate but mightyâ€"
How strange, yet wholly true;
Weak men endued with power
The Lord’s blest work shall do. â€"Bosch

God’s wisdom is given to those who humbly ask Him for it.

The Bohol Chronicle

Tagbilaran City Mayor Dan Lim formally made public his apology to the management of Station dyRD during his weekly “Mayor’s Report” yesterday after he criticized the radio management for hiring “rejects from the competing station.”

According to Lim, as a public official, he is vulnerable to all sorts of criticism. While he welcomes those that would contribute for the development of the community, he disapproves of personal attacks made against him over the radio.

The mayor said he expects the same transparency from members of the media, the way he is also transparent in handling his radio program.

Even as his tirades last week identified dyRD in general, the mayor clarified he was particularly referring to a block-time radio program which he claims, “is criticizing [him] everyday.”
He thanked the station’s management for putting a disclaimer in all block-time programs starting last Monday.

Lim said that since his first term, he had been criticized many times over dyRD and its sister company, the Bohol Chronicle. However, the mayor acknowledged he could see that the comments were made with the intent of finding solutions to flaws and deficiencies in the community.

Health and Food / Kids Snoring
September 09, 2007, 11:34:16 AM
As much as 4 percent of all U.S. children suffer from a sleeping disorder called obstructive sleep apnea.

For 6-year-old Timmy Vail, the sweet sound of sleep was always saturated with snoring, and it worried his mother.

"I noticed his really heavy breathing and snoring," said Kris Vail, Timmy's mother. "I noticed every now and then, when I'd wake up in the middle of the night. I'd hear him just [gasp] like short breaths, and it made me a little nervous."

In addition to Timmy's snoring, doctors found that the youngster had enlarged tonsils, which, along with the snoring, was a sign of obstructive sleep apnea.

Signs, Symptoms and Effects

The disorder can have huge ramifications for school-age children.

Studies suggest obstructive sleep apnea can lead to lower IQ scores and learning impairment. It also has been linked to cardiac problems and diabetes later in life.

The disorder's nighttime symptoms include snoring, labored breathing and gasping during sleep, while daytime signs can include excessive sleepiness, an inability to concentrate and hyperactivity.

According to the National Sleep Foundation, other symptoms include:

Difficultly waking up Headaches during the day, but especially in the morning Irritability, agitation, aggressiveness, and crankiness Being so sleepy during the day that the child actually falls asleep or daydreams Speaking with a nasal voice and breathing regularly through the mouth

"Children who have obstructive sleep apnea â€" what happens to them is that when they go to sleep, they actually tend to either partially close, or completely close their airway off," said Dr. Sumit Bhargava, attending physician in pediatric respiratory medicine and the co-director of the Yale-New Haven Pediatric Sleep Center in Connecticut.

Symptom Diagnosis

An early diagnosis is key to dealing with obstructive sleep apnea, and the best way to determine if a person has the disorder is to participate in an overnight sleep study.

That's exactly what Timmy did at the Yale-New Haven Pediatric Sleep Center. After his father read him a bedtime story, Timmy headed to dreamland with dozens of electrodes hooked up to him, which took more than an hour to place all over his body.

The Hugpong sa mga Mag-uuma sa Bohol (HUMABOL) strongly supports the extension of the Comprehensive Agrarian Reform Program (CARP) after the end of its implementation on June 15, 2008, provided it is not within the context of Republic Act 6657. This was bared during a dialogue conducted between HUMABOL and the Department of Agrarian Reform (DAR), Bohol provincial office last September 5 at Meridican Hotel, this city.

Humabol farmer leaders Danilo Olaivar, Walter Balonga, Camilo Tabada and John Ruiz of Bayan and the rest of the farmers who attended made a stand and promise to issue a manifesto of support for CARP’s extension after they extensively review Republic Act 6657 because accordingly, there are provisions in the said act that are not applicable/favorable for the farmers.

In the said dialogue, lawyer Johnson Sinco, DAR Bohol provincial head made a power point presentation of DAR Bohol accomplishment in terms of land distribution, program beneficiaries development and the delivery of agrarian justice. The said dialogue allows the farmers to know and understand comprehensively DAR’s contribution to the Poverty Reduction Program of the provincial government and its economic impact to the farmers in general.

Moreover, the farmers’ problem with their landholding in the towns of Alicia, Carmen, Dagohoy, San Miguel, Sierra-Bullones and Trinidad were heard and answered by the concerned Municipal Agrarian Reform Officers (MAROs), Atty. Aida Langcamon, chief of the Legal Assistance Division, Teofilo Enoc, Acting Chief of the Operations Division and Judge Josephus Baterna, DAR provincial adjudicator, among others.

Lawyer Roberto Maligmat, DAR’s Acting Provincial Officer I in his closing statement said that the Humabol plays a vital role in the implementation of CARP. He encouraged the same kind of unity, determination and active fight for its cause so that their rights must be easily heard and protected.

Catigbian is painting the town green, literally and figuratively! This augurs well for Catigbian Agro-Tourism and Technology for Livestock Enhancement or CATTLE Project.

Positioning itself as the livestock capital of Bohol, Catigbian LGU, with Mayor Roberto L. Salinas at the helm, has been proactively implementing initiatives to further develop and protect its livestock industry. CATTLE, currently being implemented by FCB Foundation Inc., in partnership with the LGU and selected people’s organizations, is one such valuable endeavor aimed at capacitating community-based groups to engage in eco-friendly and profitable livestock breeding and fattening business.

The formal ratification of the implementation and partnership arrangements for the CATTLE project was done through a MOA signing ceremony on September 4, 2007 in the Catigbian Conference Hall. This was being witnessed by the LGU officials and representatives from the FCB Foundation, as well as, FOCAS 1 and FOCAS 4 stakeholders. The MOA outlines specific commitments and responsibilities of the contracting parties.

Following the MOA signing is an orientation on the different FOCAS 1 and FOCAS 4 projects being implemented in Catigbian. This gave implementers opportunity to enlighten the LGU officials on certain aspects of the projects and update them of their progress.

Targeting a total of 760 beneficiary-households in 11 barangays for 5 years, the initial 2 years of CATTLE Project will be partly funded by the PhP 3.3 million grant from the Australian Agency for International Development-Philippines Australia Community Assistance Program (AusAID-PACAP) under the Focused Community Assistance Scheme 1 (FOCAS 1). Catigbian is just 1 of the 6 municipalities covered by FOCAS 1, the goal of which is poverty reduction through the development of sustainable agribusiness and enterprise in support of ecotourism in northwestern Bohol.

Bohol implements 4 FOCASes: FOCAS 1 (Agribusiness and Enterprise Development); FOCAS 2 (Eco-Cultural Tourism); FOCAS 3 (Sustainable Agriculture); and FOCAS 4 (Water and Sanitation). Overall, AusAID-PACAP funds 20 FOCAS projects in Bohol with a total grant portfolio of about PhP 74 million pesos. (Sol Virtudazo/FTCP).

Ubay - Bohol / Aimless scythes, Limbless cows
September 09, 2007, 11:06:07 AM
(A feature on the police-civilian cooperation in maintaining peace and order of Ubay, Bohol)
By Angeline Valencia

Aimless scythes and limbless cows formed shadows marring the innocence of green grass and tall trees on the mountains of Ubay.

The police blotter contained all the stains- -theft, robbery, hold-up, cows’ limbs cut, daughters raped, women battered.

Idleness, poverty and ignorance obviously stirred the criminals’ pulses.

But the mouths were mum, the eyes were shut. The ears heard no evil.

      Blurred leads led to limbo.

Criminals enjoyed anonymity as they lurked without masks in scattered corners of 44 barangays, as if it was normal and natural, leaving law enforcers groping for a grip on the bushes.

They’re all sepia now, images starting to blur when Col. Eduardo Saavedra traces the labyrinth and digs the pit, with his 1,000 volunteers composing the Community Information Access (CIA).

Lawlessness had almost wrapped the town completely when Colonel Eduardo Saavedra assumed as chief of police in Ubay in May 2006.

With the analysis that the people’s lack of interest to get involved kept the bad guys off the hook, Saavedra formed the CIA, his pet project.

With just a year and four months in service as police chief, Colonel Saavedra made it sure to establish rapport with the community to get the people’s cooperation in preventing and solving crimes.

CIA volunteers serve as advance forces of the Police in the far-flung barangays and get involved hands-on- -keep criminals from fleeing, settle conflicts between neighbors and couples, reinforce the barangay tanods and police visibility.

They started with just 43 members last year, and had expanded to 1,000 members now having chapters in all the 44 barangays with five as the least number of members per barangay and 20 as the most.

With this, crime rate in the municipality has significantly decreased since the deployment of CIA volunteers.

This only shows that the civilian component of the town’s thrust on peace and order is working, according to Saavedra.

For the accomplishments, the police chief exerts efforts to popularize the CIA concept for other towns to replicate and for the provincial, regional and national police commands to recognize.

In recognition to the contribution of the civilian volunteers to the town’s peace and order, the Ubay Police Station slated significant civic-action activities to highlight the first year anniversary of the Community Information Access (CIA) on September 5.

Saavedra, CIA president Wilfredo Sumalinog and the rest of the officers- -Union barangay captain Alfredo Avila (PRO), Evangeline Henson (secretary), Nestor Boncales (treasurer), Leonilo Eslaba (PRO and chairman of the blood-letting committee) and Alvin Monson (PRO) led CIA volunteers in the tree-planting, clean-up drive and blood-letting activities on Wednesday last week.

Some CIA members planted around 400 Mangium seedlings at the bank of the UWASCO dam in barangay Calanggaman, while the others conducted a clean-up drive at the market area.

And, at least 22 of them donated blood during the blood-letting activity conducted by a team from the Philippine National Red Cross led by Dr. Estrella Lim with blood bank staff Raul Cataño, Medical Technologist Nenen Diez and a detailed staff,Erlinda Lim.

The blood-letting activity was part of the PNRC’s mass blood donation program.

It’s a 3-day sale at the Island City Mall on September 14, 15 and 16, where up to 50% discounts will be given away on great selections at the Home & Fashion Department, including the tenant shops.

This coming Saturday, September 15, the mall is open until 12 midnight, featuring a concert at the Activity Center at 8 PM with Amber, the Fil-Am pop sensation who is behind the phenomenal dance hit, “Kembot,” and this year’s Best New Female Recording Artist in the recent 20th Awit Awards.

The child of an American father and a Filipina mother from Malolos, Bulacan, Amber Alejo Rowley was born in the US, relocated to the Philippines with her family at age five, then moved back to the US again for high school.

To pursue a singing career, Amber settled in LA and started as background vocals for Hillary Duff. In 2004, she signed up with NBA’s Dale Davis’ W.A.R. Entertainment as one of the artists and had two singles included in the original soundtrack of the movie "Player’s Ball." Then, she found herself headed to Japan as the lead vocalist of a popular rock and hip-hop stage show "Enwhy" at the Universal Studios. After making waves in Japan, she decided to make a detour in Manila for a singing career.

Like other international recording artists with Filipino bloodâ€"Apl.de.Ap of the Black Eyed Peas, Nicole Scherzinger of the Pussycat Dolls, and Mutya Buena, formerly of the Sugarbabesâ€"Amber is proud of her Filipino heritage. Her 12-track "Feel Good Music" album is a tribute to her Pilipino roots.

Aside from the carrier single “Manila”â€"which is already number one on various radio countdownsâ€"the album also contains songs like “In This Place,” a fun, upbeat love song; “Jungle,” a reference to the fact that when most foreigners think of the Philippines, they think 'jungle', “So Beautiful,” a mid-tempo love song with an alternative pop vibe; “Ikaw Ang Buhay Ko,” originally written in English and translated by Edith Gallardo, “See You Soon,” an English love ballad; “Feel Good Music,” a song about people going through trials and finding an escape through their favorite song; “He's Not You,” a soulful R & B ballad about finding the perfect guy; “All For Nothing,” an intense, uptempo track about feeling under-appreciated in a relationship; “I Need,” a fun, pop-up uptempo song about seeing someone you like for the first time; “We Need Love,” an inspirational song which says that as long as we put love first, there's nothing we can't overcome; and “Daddy,” a song about forgiveness and appreciation for the number-one man in our lives.

But her biggest break came in the ASAP Ultimate Dance 4 (UD4) when she composed and performed the dance hit, “Kembot,” through the collaboration with American producer Marcus Davis.

Amber is now busy recording her full-length album in between television appearances and live performance. With her smoldering, sexy looks which resemble like pop stars Mandy Moore and Gwen Stefani, no wonder she could be another icon in Philippine movies.

Amber used to be a part of the once popular TV show "PenPen de Sarapen" when she was seven years old. Her sister, Misty Blue, was a member of Kuya Germs’ "That’s Entertainment" family while her two brothers were part of the Universal Black and White Dance group.

Bohol Governor Erico Aumentado Friday asked the National Transmission Corp. (TransCo) to
prioritize energizing Tagbilaran City and the resort island of Panglao in case
power from the Leyte-Bohol Interconnection Project (LBIP) goes off.

This after Bohol experienced a blackout at 6:54 p.m. Friday â€" a time when most
people are having dinner. Power resumed at 7:13 p.m.

Aumentado immediately called Engr. Eulogio Signe, TransCo-Bohol operations
superintendent (OS) on duty Friday to ensure that power disruption remains minimal
in the city which is the center of business being the province’s capital, and
Dauis and Panglao towns where tourism-related businesses flourish.
  Signe readily gave his assurance.

Bohol is linked to Leyte via a submarine cable 17 kilometers long that is capable
of transmitting 100 megawatts of power from the Tongonan Geothermal Plant, through
Maasin City in Leyte, to Tugas Point in President Carlos P. Garcia island town in
Bohol and on to the “receiving” station in Barangay Imelda in Ubay town.

Engr. Rolly Sumampong, Area Control Center (ACC) principal engineer reported that
the blackout was due to a trip off on the Maasin side.

Trip-offs like this however do not last long so that while TransCo started its
diesel engines at the Bohol Diesel Power Plant (BDPP) in Dampas District also in
Tagbilaran, the ACC did not encourage its entering the system as it may cause
overload tripping instead. True to Sumampong’s calculated guess, the blackout
lasted for only 19 minutes.

While BDPP generates the power, ACC controls the megawatts it lets into the system
and where the electricity will go. Bohol has three distributors â€" Bohol Electric
Cooperatives 1 and 2 (Boheco 1 and 2) and the Bohol Light Co., Inc. (BLCI), with
the latter servicing the city.
Signe’s assurance, it turned out, was no big deal.

Sumapong said as standard operating procedure (SOP), when the Leyte connection
bogs down for rather a long while, they energize Tagbilaran first, including the
Dampas substation that services Panglao island. Energizing the Tagbilaran feeders
and the Dampas substation augurs well for zero or minimal voltage problems.

The city’s peak demand is during the night, at 13.2 megawatts (MW). The Dampas
substation services the needs of Boheco 1 that serves Panglao, among others.

Of the 100 MW maximum that the submarine cable is capable of transmitting, only
around 40 MW so far reaches Bohol. Tongonan routes the 60 MW to Cebu that has a
greater power demand, said Engr. Bert Sheker, yesterday’s TransCo-Bohol OS on
duty.

It would not be economically viable for TransCo to rely fully on LBIP. Bohol’s
load capacity from the BDPP stands at 16.1 MW maximum unless the generators are
just through undergoing preventive maintenance servicing (PMS) when the declared
capacity would stand at 18 MW.

This output is supported by the Loboc Mini Hydroelectric Plant and the Hanopol
Hydroelectric Plant in Balilihan. Both can generate a maximum of 1.2 MW and 5 MW
respectively. During summer when water is scarce, its volume and flow cannot turn
the hydroelectric plants big turbines so that their outputs are reduced to only
300 kilowatts and zero, respectively.

Another hydroelectric plant in Ewon, Sevilla town is still under construction
while a bigger one utilizing the Cantakoy Falls in Danao town is still being
evaluated by the National Economic and Development Authority (NEDA) after the
Bohol Provincial Development Council (PDC) that Aumentado chairs submitted it to
the Regional Development Council (RDC) of Central Visayas.

Sheker however intimated that four more diesel generators, now in Olongapo City,
are slated to be delivered to Bohol. The units’ rated capacity stands at over 40
MW, he said.

Office of the Governor

United States Ambassador Kristie Kenney Friday launched twin programs and
inspected US Agency for International Development (USAID) assisted projects in
Bohol.
Mixing business with leisure, she found time to view the Chocolate Hills from the
observation deck accessible through a flight of concrete stairs with 214 steps
where she was superfluous with her adjectives in describing the panorama.

At the project launch of Going Green: An Environmental Toolkit for the Tourism
Sector and signing of the memorandum of understanding for the Bohol Childhood TB
Control Program at the MetroCentre Hotel and Convention Center, Kenney said the
gathering was a celebration of partnerships.

Bohol already has a strong linkage among the funders â€" USAID included, the
non-government organizations (NGOs) who implement the projects and the
stakeholders who actively participate in such implementation.
Tasks are made easier with more hands to do, Kenney observed.

For his part, Gov. Erico Aumentado said he has taken partnerships even a step
farther: he taps several partners when possible so that there would be a
convergence of efforts and pooling of usually meager government resources for
bigger-impact projects no matter how small they may be.

Kenney witnessed Aumentado, the Department of Health and the Linking Initiatives
and Networking to Control Tuberculosis (TB LINC) sign the MOU after Provincial
Health Officer Reymoses Cbagnot presented a brief overview of the program.

She and David Valdez, president and CEO of the World Wildlife Fund (WWF) later
presented sample toolkits to Aumentado, Rep. Edgar Chatto of Bohol’s 1st District,
and to the public â€" after Nederev Saño, WWF Coastal Resources and Fisheries
Conservation Officer for Bohol and Cebu described its contents.

Saño said not only does the toolkit ask the tourism sector to help protect,
conserve and preserve the environment, but it teaches people how to do so.

Aumentado met the ambassador at the airport, after which she proceeded to the
tarsier sanctuary in Corella town. Unlike the rather ‘domesticated’ tarsiers kept
by some entrepreneurs along the Loboc River for tourists to hold and take pictures
with, the tarsiers, nocturnal by nature, they are in their natural habitat in the
sanctuary.

From Corella, Kenney’s party proceeded to the Chocolate Hills, and to the Soil and

from the column of Atty. Dandan Bantugan in the Bohol Chronicle

During his weekly Mayor’s Report yesterday morning, the city mayor
hinted that he may take a leave of absence starting next month to give
Vice Mayor Jose Antonio Veloso an opportunity to be at the helm of the
city government.
As we see it, the city mayor’s leave of absence will also test how his
political detractors, including some sectors in the local media, react
to his absence and compare the leadership of the acting mayor.
Edgar Bompat, the most ranking city councilor, will also act as
vice-mayor and the number of city councilors will be reduced to only
11. This is another innovative idea of Mayor Lim considering that
October kicks off the last quarter of the current fiscal year.

One of our sources in Bohol told Tubag Bohol that former Gov. Rene Relampagos who ran but lost in the congressional race has gathered strong evidence to back his claims there was massive election result alteration (dagdag-bawas) in certain towns in Bohol's third district.

Let's wait and see what Relampagos would do with this compelling evidence.

Will he pursue his complaint? Or will he just resign to defeat despite being cheated?

Flashback: Rene was advancing in the election result counting but in the last minute a 27-year-old son of the then congressman of Bohol's third district, Eladio Jala, popped up as winner.

Anyway, God knows who really won in that election.

Weird and Extreme / $100,000 for an airplane ticket
September 09, 2007, 12:12:24 AM
Singapore Airlines Ltd., the first carrier in the world to fly the new superjumbo A380, has auctioned a pair of premium seats on the jet's inaugural flight for more than $100,000.

Singapore Airlines is auctioning all seats on the A380's Oct. 25 flight from Singapore to Sydney on eBay and donating the proceeds to charity.

Airbus' first delivery of the hulking jet, with 471 seats in three classes, has been set for Oct. 15.

The highest bid on the double-decker aircraft so far was by an Australian businessman who paid $100,380 for a pair of first-class seats, said Stephen Forshaw, a Singapore Airlines spokesman.

The auction, which started last week, has raised about $400,000 in total so far. The first one-way economy-class seat sold for $5,000 and the first one-way business-class seat was purchased for $15,000, Forshaw said.

Just tell me, just answer one question, have you read or heard of any news that one airline demands an international airport in Bohol?

You cannot just build an airport without considering the side of the airline companies.

Noah built the ark up in the mountains, away from the sea, and people laughed at him for his useless endeavor.

Do we want to be a Noah or the people who laughed at him?

Sure there is money. Many people will enjoy or are already enjoying the money. And many more money is coming for everyone to enjoy. But is this alone enough reason to be against -- or in favor -- of the airport project?

Di na lang ta maghisgot sa kwarta o kon kinsa ang maka kwarta kay money is always in the equation, whether in government or private projects.

Everybody wants to get rich: either quickly, or at the normal pace.

Money has many faces. The problem comes when one wants to enrich himself at the expense of public funds.

Now, if it is a government project: the question is priority.

Let us remember that once you've built an airport, it becomes irreversible. It will be there forever.

Based on documents I've read, I know so well that this Panglao Airport lacks careful planning and feasibility study.

If a place is really good, people from all over the world will troop to the place with or without an airport.

Imagine this: you have an airport - but will there be airplanes that will land on your airport? Can you convince Japan Airlines, British Airways, Korean Airlines, etc to have direct flights from their country to Bohol? I'm not pessimistic here - I just want to be realistic.

Do you know that for an airline to put up one international flight it would cost the airline millions of dollars?

Airlines are not foolish to put up an international flight if there are no clamor for it, if there are no demands for it, if they are not sure that there would be steady stream of travelers.

What will happen to your airport if there are no airplanes?

A US federal judge has ordered Iran to pay $2.65bn (£1.3bn) to the families of 241 marines killed in a 1983 bombing of their Beirut barracks.

The ruling allows nearly 1,000 family members and survivors to try to claim Iranian assets from around the world.

But getting the money will be difficult and the families are backing a law in Congress that would make it easier for victims to claim such compensation.

Iran denies involvement in the bombing and did not respond to the lawsuit.

'Sense of victory'

"This is a sense of victory, of winning a battle," said Paul Rivers, who was a 20-year-old marine on the second floor of the barracks when it exploded.

"When we win is when we collect, when we make them pay for what they did," he said.

US District Judge Royce C Lamberth called the ruling the largest such judgement by a US court against another country.

It is the result of a six-year lawsuit brought by family members of the dead marines as well as those wounded in the 23 October 1983 attack, which was blamed on the militant Islamic group Hezbollah.

An explosives-laden truck disguised as a water delivery vehicle rammed through protective barricades at the entrance of the compound and detonated in front of the barracks, demolishing the building and killing more than 300 people.

The blasts led to the withdrawal of the international peacekeeping force from Lebanon.

If enough domestic dogs are vaccinated, worldwide the disease cycle could be broken leaving no threat to humans.

They hope village-based campaigns could reach 70% of the dog population.

A Filipina charged and jailed in Brunei for possessing a bullet, which she wore an amulet, was released on September 1 after spending 10 days in detention at the Jerudong Prison, the Department of Foreign Affairs (DFA) said Thursday.

In her report to the home office, Philippine Ambassador to Brunei Darussalam Virginia Benavidez said the public prosecutor said it did not wish to pursue the criminal case against Florida Narvarte Norman on “compassionate grounds.”

The public prosecutor also told the magistrate court that the Filipina did not pose a threat to the security of Brunei Darussalam following a background check on her.

Norman, a permanent resident of Australia, her Australian husband Peter, and her one-year-old son John Rainier, were traveling to the Philippines from Darwin, Australia, via Brunei Darussalam, when arrested.

The Normans were about to board their connecting flight to Manila when she was arrested at the departure hall of Brunei International Airport on August 21 after a bullet was found in her wallet in a routine check.

During the police investigation, she explained that her father gave her the bullet as an amulet during her university days in the Philippines. She has since kept it as a lucky charm.

Antibacterial soaps are no more effective than plain soap and water for killing disease-causing germs, but the jury is still out on whether they promote antibiotic resistance in users, a newly published research analysis shows.

Researchers from the University of Michigan School of Public Health reviewed 27 studies examining the safety and effectiveness of antibacterial products containing the active ingredient triclosan.

That includes most commercially available soaps, detergents and other products with the word 'antibacterial' on their labels, with the notable exception of alcohol-based hand gels.

Soaps containing triclosan at concentrations commonly seen in products sold to the public were found to be no better for killing bacteria and preventing infectious illness than soaps that did not contain triclosan.

World Daily News / APEC and OPEC: The Blunder
September 08, 2007, 03:55:06 PM
US President George W Bush has mistaken the name of the conference he's traveled halfway around the world to attend, in front of a summit of business leaders in Sydney.

Mr Bush, in Australia to attend the Apec (Asia-Pacific Economic Cooperation) summit of world leaders, took to the stage at the Sydney Opera House this morning and thanked Prime Minister John Howard for his introduction and for being such a "kind host" for the Opec (Organisation of Petroleum Exporting Countries) summit.

"I mean Apec summit," he said.

"I've been invited to the Opec summit next year.

"The Apec summit."

The faux pas brought laughter from his audience inside the auditorium.

White House aides later said Bush was joking and would not, in fact, attend an Opec summit.

Mr Bush also stumbled over his pronunciation of Jemaah Islamiah, the regional terror network.

And in another miscue, he botched the host country's name, referring to Mr Howard's visit to Iraq in 2006 as a thank-you to "the Austrian troops there."

Baliuag, Bulacan - A 13-year-old girl was gang-raped and later stabbed to death allegedly by three suspected “rugby” boys in an old cemetery in Barangay Sto. Cristo, this town, police said yesterday.

Police said the body of Mary Rose Quiarro, 13, a sophomore at the Mariano Ponce High School and resident of Barangay Concepcion, here, was found stripped to the skin on top of a tomb in the cemetery on Thursday night.

Superintendent Christopher Montillano, the town police chief, said investigators arrested a suspect whom he identified as Nuy P. Calderon, 25, said to be among a group of people sniffing solvent called rugby.

Senior Police Officer 2 Atoy Cruz, case investigator, theorized that Quiarro was on her way home from school when the three men snatched at knifepoint, forcibly dragged her onto a tricycle and drove her to the cemetery where she was violated.

Police said Quiarro apparently resisted, prompting her abusers to stab her seven times, killing her on the spot. (Freddie Velez, Tempo)

Several Internet users in the United States have been unplugged by their service provider because they download too much, a press report said here Friday.

Cable Internet and entertainment provider Comcast "has punished some transgressors by cutting off their Internet service, arguing that excessive downloaders hog Internet capacity and slow down the network for other customers," the Washington Post reported.

Comcast spokesman Charlie Douglas told AFP the company was addressing "the problem of abusive activity that adversely impacts on everybody else's experience."

"I can't give you a number" for clients who have been disconnected, said Douglas, while assuring that customers whose plugs were pulled are "very rare."

According to the Washington Post, a customer would have to download the equivalent of 1,000 songs or four feature films a day to trigger a disconnection warning.

Comcast gives customers a month to fix problems or upgrade their service before they are disconnected, the Washington Post said.

A militant lawmaker Friday questioned Agriculture Secretary Arthur Yap over the purported release of at least P3 billion in irrigation funds during the campaign period for the May 2007 elections.

Speaking during the House budget deliberations, Bayan Muna Rep. Satur Ocampo said the funds were released in two batches--P500 million in January and P2.6 billion in March.

He noted its similarity to the controversial release of fertilizer funds during the May 2004 elections. He was referring to the P2.8 billion fertilizer scam allegedly involving former agriculture undersecretary Jocelyn "Joc-Joc" Bolante.

"I hope this time in irrigation, it won't happen again," Ocampo said.

Yap, who attended the budget hearings to justify his department's proposed P25.9 billion budget for 2008, explained that the timing of the release of the funds was merely "coincidental" with the May 2007 elections.

"But that's really the period when we needed to repair (irrigation facilities) because there was no rain," he told the lawmaker. "The dry season is the best time to undertake all infrastructure repairs for irrigation."

At the heart of the exhibit hall of the 2007 China Dive exhibition is a luminous underwater photo mural that never fails to captivate visitors.

The mural is an image-based invitation to take a plunge in the Philippine seas. And judging by the queue at the booth that leads to the exhibition, indications are that the mural is doing its job as far as drawing the curiosity of foreign divers.

"Diving is a recreational sport; you need physical fitness to support your safety," said Filipino-Chinese dive master Ding Bang Ho.

"Why are we promoting diving in the Philippines? So that people will realize that we have such beauty in the country and it will be protected."

The mix of sports and tourism may potentially turn into one of the country's drawing powers--or better yet, one of its economic top-grossers.

"Divers visiting the Philippines return by an average of 10 trips each; this is due to the rich and varied underwater scenery," Jazmin Esguerra, tourism attaché of the Philippine embassy in China, said during the exhibition, an international trade exhibit, conference and networking event held here.

And there's a good reason the Philippines want to build on the enthusiasm of mainland China's diving community.

"China has a billion in population, but their total number of divers is just 30,000; they're just starting," noted Simon So, a full-time dive guide and scuba instructor accredited by the international Professional Association of Diving Instructors.

A year ago, Bernadette Sembrano took a gamble.

Using her savings and some money borrowed from the bank, she bought a piece of land in a middle-class suburb here and built two rows of townhouses.

She intended to sell the units to overseas Filipino workers, the main drivers of a property boom in this island nation of 85 million. But so far she has only found one buyer for the eight units.

"I am such an optimist," said Sembrano, who works as a television journalist.

Her optimism is widespread in the Philippines these days, where the government reported Aug. 30 that the economy grew at an annual rate of 7.5 percent in the second quarter, the fastest rate in 20 years. It is a remarkable event for a country plagued by political scandals and military mutinies - two perennial problems.

Stronger economic growth is already changing the lives of many ordinary citizens, who have new jobs and see bridges and roads springing up.

Still, there are doubts about the true vigor of the economy - related to increased government spending before an election and the sustainability of fiscal overhauls.

And, like elsewhere in Southeast Asia, the Philippines is vulnerable to a possible slowdown in the U.S. economy if problems in the housing market begin to spill over into other sectors.

But for a country that has seen so much turmoil and poverty since the 1970s, the Philippines' recent economic resurgence, however fragile, has nevertheless been a welcome surprise to economists.

President Gloria Macapagal Arroyo, a U.S.-educated economist, has taken credit for much of this, having implemented measures - higher taxes and improved revenue collections, to name two - that her political opponents and critics relentlessly opposed.

"While our economy has reached a new level of maturity and stability with one of the strongest macroeconomic fundamentals in two decades, we should not rest," Arroyo said after the release of the latest growth figures. "We're the only administration that has not experienced negative growth in any quarter."

Philippines: It's already beginning to look a lot like Christmas in the Philippines with the onset of the "ber" months from September.

December may still be months away but Filipinos are already busy preparing to usher in the yuletide season.

As early as September, Christmas lanterns of all shapes and sizes light up the streets of Metro Manila, signalling the start of the Christmas season.

Filipinos start buying these star-shaped lanterns called "parol" to hang outside their homes.

The "parol" symbolises the Star of Bethlehem that led the three Wise Men to the infant Jesus more than two thousand years ago.

Even Filipinos living abroad have already placed their orders for these colourful lanterns to beat the Christmas rush.

Alumni of 13 fraternities in the University of the Philippines, including Sigma Rho, blamed for the death of neophyte Cris Anthony Mendez, signed a covenant Friday denouncing hazing as part of initiation rites.

The fraternities signed a covenant called "The Multilateral Declaration Against Institutional Campus Violence in the University of the Philippines" on Friday afternoon at the UP Bahay ng Alumni in Diliman, Quezon City.

Last August 27, a heavily bruised Mendez was reportedly taken by a doctor to the Veterans Memorial Medical Center in Quezon City but was declared dead on arrival. Sigma Rho was blamed for the death of the 20-year-old graduating public administration student.

UPAA Director Rita Linda Jimeno said that the covenant of unity is the product of a conference among alumni officials and fraternities in the state university.

"This is a covenant of unity and a declaration that they will renounce forever the use of physical abuse during initiations, and even rumbles, to eliminate the culture of violence in campuses especially in UP," Jimeno told GMANews.TV.

Apart from Sigma Rho, the fraternities that signed the covenant were Alpha Phi Beta, Alpha Phi Gamma, Alpha Phi Omega, Beta Epsilon, Beta Sigma, Gamma Sigma Pi, Pan Xenia, Phi Kappa Mu, Scintilla Juris, Tau Alpha, Upsilon Sigma Phi, and Vanguard.

Despite the arrest of its supposed operator, the controversial Internet porn site boybastos.com (www.boybastos.com) remained online and accessible to visitors as of Friday night.

Except for a note at the bottom of the main page saying “Closed until further notice," the site continued to offer links to “free" porn videos and supposed “Pinoy Scandal" videos.

While the photos had been taken down since Thursday, the links remained active and opened external porn sites.

The National Bureau of Investigation (NBI) earlier in the day raided the house of suspected operator Mark Verzo, whom they believed earned some P2,600 a month from advertisements on his site.

Verzo, invoking his right to “freedom of expression," denied violating any law. He was eventually allowed to go home, though the NBI seized his computer.

The site was thrust into the limelight Wednesday after Sen. Loren Legarda asked authorities to shut it down because it offered free access to pornography.

The Filipinos' love of baths has been advantageous to the country's seafarers in terms of employment opportunities, according to a top official of the Technical Education and Skills Development Authority (TESDA).

"Filipinos are recognized for their exceptional hygiene and personal grooming," Roger Peyuan, TESDA deputy director general for field operations, said in a press conference at the Department of Labor and Employment on Friday.

Peyuan added: "This practice of ours has not escaped shipping companies who appreciate nice-smelling employees."

He quipped that Filipinos were well-known for their cleanliness, "in contrast to other nationalities who do not prioritize everyday personal hygiene."

Peyuan also said that aside from their good grasp of the English language, Filipino seafarers are sought after because of their humility and respectfulness.

"Filipino seafarers are also cool-headed and do not figure in many fights or brawls," the TESDA official said.

Peyuan noted that since 1987, the Philippines has been the leading supplier of seafarers to the international market, making it "the manning capital of the world."

He said almost 20 percent of the 1.23 million seafarers worldwide are Filipinos.

"However, despite this large number, not enough of our seamen are able to occupy the position of ship officers," Peyuan said, adding that most of the country's 300,000 seafarers lack the qualifications to be considered for higher positions.

The TESDA official said of the total number of Filipino seamen, only 60,000 are deck officers.

A 300-million-yen Japanese grant assistance for underprivileged farmers was formally turned over to the Philippines on Thursday, signaling the full implementation of the fertilizer assistance to poor Filipino farmers.

The grant, worth roughly $2.59 million, is also known as the 2KR or the Kennedy Round grant.

A symbolic turnover ceremony was held in Iloilo City, attended by stakeholders and government officials from both Japan and the Philippines.

Through the National Agricultural and Fishery Council (NFAC), the Department of Agriculture has already started distributing to small rice farmers 10,607 metric tons of ammonium sulfate fertilizer.

This volume came from the first two tranches of fertilizer shipments, which arrived last July 24 and Aug. 5 and forms part of 15,607 metric tons procured under the Japanese grant, signed last December.

Sending a five-man team to look over Chinese-made aircraft being offered for sale to the Air Force was neither an endorsement nor a commitment to buy, Air Force chief Lt. Gen. Horacio Tolentino said Friday.

The PAF team went to China on the invitation of aircraft manufacturer China Aviation Industry Corp. (CATIC) to view its line of utility helicopters and fixed-wing transport aircraft.

"There's an open bidding, but so far they are the only ones who have invited us to look at their products," said Tolentino.

He said the PAF paid for the trip of the team, which is expected to return to Manila this weekend.

The team includes representatives from the Cebu-based 220th Airlift Wing and the 205th Tactical Helicopter Wing and is headed by PAF Vice Commander Maj. Gen. Pedro Ike Insierto.

The Air Force is looking to replace its aging fleet, which currently has no China-made aircraft in its roster.

Tolentino said military asset procurement is a long and complicated process and the ocular inspection mission should not be taken as a sign that the PAF would buy China-made aircraft.

The Chinese offer came as questions are being raised worldwide about the integrity of China-made products, from toys to food items.

Five influential business groups and think tanks reiterated Friday that their call for Commission on Elections Chair Benjamin Abalos Sr. to resign for his "indiscreet conduct" in the controversial national broadband network deal.

In a joint statement, the Makati Business Club, Management Association of the Philippines, Financial Executives Institute of the Philippines, Foundation for Economic Freedom Inc. and Action for Economic Reforms said they were "appalled that the culture of impunity among government officials appears to have spread to an extent exceeding that of all past administrations."

"A glaring example is that of Comelec Chairman Benjamin Abalos who had no business in allowing himself to be entertained by officials of ZTE Corporation, a potential contractor of the Republic, particularly considering he had an important electoral exercise to administer. His indiscreet conduct and absence from his official duties could only have happened if he believed he was immune from sanctions. We therefore reiterate our call for Chairman Abalos to resign," the business groups said.

Abalos has been accused of allegedly helping to broker the $330-million broadband deal with China-based ZTE Corp. by connecting key Cabinet officials like Transportation Secretary Leandro Mendoza with executives of the Chinese company.

A Filipino maid who broke the arm of a baby boy while yanking him out of a car-seat has been jailed for 10 weeks, news reports said on Saturday. Karen Jimenez Francisco, 27, admitted to causing grievous harm to the 3-month-old infant at his Singapore home on August 29 last year.

Assistant Public Prosecutor Christine Liu told a district court judge on Friday that Francisco was busy with her work when the child started crying in the carrier, which was attached to a stroller, The Straits Times said.

Annoyed, she jerked him out of the carrier without realizing his right arm was trapped. She put the boy back in before lifting him out again.

When carrying him around did not stop the baby's crying, she pinched him on his lower back, the report said.

"Many in the Slashdot community say the reason music sales are off is the content. It appears the industry and some music producers agree. In todays NYTimes magazine there is an article that says the quality of today's music is the problem. I have an issue with one part however, it reads "...and the once lucrative album market has been overshadowed by downloaded singles, which mainly benefits Apple" and here I thought Apple made most of their money with their hardware sales and a pittance on each track, giving the majority to the producer."

Science and Research / Save Aging Satellites
September 08, 2007, 04:57:42 AM
"A new technique to save aging satellites promises to save millions of dollars by extending the life of communications spacecraft.

A process developed by researchers from Purdue University and Lockheed Martin has already saved $60 million for unnamed broadcasters by extending the service life of two communications satellites.

In a nutshell the technique works by applying an advanced simulation and a method that equalizes the amount of propellant in satellite fuel tanks so that the satellite consumes all of the fuel before being retired from service. Some aging communications satellites are each equipped with four fuel tanks.

If one of the tanks empties before the others, the satellite loses control and should be decommissioned, wasting the remaining fuel in the other tanks."

Calling any of these online relationships 'fantasy' dismisses the impact they have on the people involved and on those closest to them... I have yet to encounter anything that challenges my core belief: Relationships are real wherever they form."

Technology / Re: "Storm" worm spoils Labor Day for some
September 08, 2007, 04:50:03 AM
Stony Stevenson writes to mention that some security researchers are claiming that the Storm Worm has grown so massive that it could rival the world's top supercomputers in terms of raw power.

"Sergeant said researchers at MessageLabs see about 2 million different computers in the botnet sending out spam on any given day, and he adds that he estimates the botnet generally is operating at about 10 percent of capacity. 'We've seen spikes where the owner is experimenting with something and those spikes are usually five to 10 times what we normally see,' he said, noting he suspects the botnet could be as large as 50 million computers. 'That means they can turn on the taps whenever they want to.'"

Came from the Philippines vacation very dark color gjod - a man at the Airport asked me: Are you and African girl?

The funniest thing I experienced: I was in Frankfurt airport and I took my luggage- a group of Filipinas came to me and said.... dali- dali kayo, nandito si Lorna Tolentino.  (they wer five of them).... one came and said: Lorna?  I was much surprised, and the best was

Science and Research / Telescope As Big As The Earth
September 08, 2007, 04:28:37 AM
A week ago, seven telescopes around the world were linked together to watch a distant galaxy called 3C273 in real time and create a single world telescope.

The data from these telescopes, which are located in Australia, China and Europe, was streamed around the world at a rate of 256 Mb per second.

One of the Australian researchers involved in the project said that it was the first time that astronomers have been able to instantaneously connect telescopes half a world apart.

He added that 'the diameter of the Earth is 12,750 km and the two most widely separated telescopes in our experiment were 12,304 km apart.

Saksi Ang Kadagatan
gitagik ni m. o. ligalig

Wala koy laing nadungog kon dili kadtong

paghingos diin ang sip-on ug luha

nakapasamot kaparat sa dagat ug
nakatab-ang sa huyohoy sa baybayon -
kansang lapyahan nagtagbo sa
duha ta ka dalan human sa
dugayng panahon. Unsay akong mahimo?

sa gitay-an nga pagbati -

kay lagi imong gipalabi nga malomos
ang akong kasing-kasing sa kalawran
sa Tagbilaran.

Asianfairy, your dreams may tell you that you still have some unreleased emotions. These could be unreleased pain, unreleased joy, unreleased affection, or unreleased anger, whatever it is.

Once you manage to unleash the dam of the depths of your thoughts and emotions, then I think you'll experience a new sense of freedom in your bed in which "makatulog na ka nga maghayang."

nalingaw ko sa pungango sa imong himaya..

sakita man aning imong mga pulong sa gugma mike..makahilak mn ko ug noodles ani..

Julai, when we write a poem there should be no fear of expressing the depths of our thoughts. Some writers would keep on saying to themselves: "Ah, dili ni nako iapil, ah dili ni nako isulat kay basin unsay isulti ni Talpolano o Talpolana." It should not be like that. Let there be freedom in the floodgates of our hearts and minds.

For me, it is far from my imagination that those who read my poems would feel the pangs of pain either real or imaginary. I just write ideas and emotions either real or imaginary.

But being open and honest about your thoughts, as depicted in a poem, would touch one's heart because we (a poet and his/her readers) are all humans and we share some universal emotions.

Health and Food / One Glass Is Enough
September 07, 2007, 10:41:14 PM
We've all heard that a glass of wine a day or other light drinking can be good for your heart, but more than one or two glasses and you're doing much more harm than good, according to a study reported on by CBS News.

Specifically, the study defines one drink as "a 12-ounce bottle of beer, a 5-ounce glass of wine, or 1.5 ounces of 80-proof distilled liquor," and more than one glass for women and more than two for men is far worse than no alcohol whatsoever.

For those times you do go well over the healthy one-drink limit, though, these hangover preventions and cures might come in handy.

A woman arrested for exposing her breasts has accepted a $29,000 settlement from the city, her lawyer said.

Jill Coccaro, 27, was arrested on a topless stroll two years ago, despite a 1992 state appeals court ruling that concluded women should have the same right as men to take off their shirts.

She told the newspaper she had gone bare-breasted after running the 2004 city marathon without police bothering her.

"I've always just felt that was something natural," Feeley said of going topless. "I've kind of always done it out of practicality."

Technology / Opera Beats Firefox and Explorer?
September 07, 2007, 09:59:20 PM
Ars Technica takes the latest from Opera's stable â€" Opera 9.5 for a test run and finds some interesting results, including it being a "solid improvement to an already very strong browser."

On the performance front, Ars Technica reports "Opera 9.5 scored slightly higher (281ms) than the previous released version, 9.23 (546ms).

And Opera 9.x, let it be known, smacks silly the likes of Firefox and Internet Explorer, which tend to have results in the 900-1500ms range on this test machine (a 1.8 GHz Core 2 Duo with 2GB RAM).

Opera was 50 percent faster on average than Firefox, and 100 percent faster than IE7 on Windows Vista, for instance."

Technology / Apple and iPology
September 07, 2007, 09:43:36 PM
Apple Computer has developed and introduced an entirely new marketing innovation called the iPology that turns customer complaints into free publicity.

Late Thursday Apple CEO Steve Jobs unveiled the iPology in a letter to early purchasers of the company's iPhone who paid $600 for the devices just weeks before the company dropped the price by $200. See related story.

The letter apologized for disappointing some of them, but noted that price cuts on technology products are common in Silicon Valley.

"There is always someone who bought a product before a particular cutoff date and misses the new price or the new operating system or the new whatever," Jobs wrote. "This is life in the technology lane."

Apple said it would give everybody who was still mad $100 to spend anywhere they want ... inside an Apple store.

Cynical observes suggested that the company won't suffer from issuing the "gift" certificates, noting that if they are used to buy iPods, for instance, the company will likely make up the "cost" through increased sales at its iTunes store.

Travel and Tours / Cebu Pacific Offers One Peso Fare
September 07, 2007, 09:19:25 PM
Cebu Pacific (CEB) announced that it will offer a P1 fare for all of its domestic routes from September 7 to 11, 2007 in celebration of their domestic leadership for the year ending June 2007.

According to the Civil Aeronautics Board (CAB) published data, CEB carried a total of 3,980,340 passengers from July 2006 to June 2007, compared to Philippine Airlines' 3,814,565.

CEB will allot more than 100,000 seats for the seat sale which can be availed for travel from November 1 to December 20, 2007. This seat sale is non-refundable and is exclusive of government taxes and applicable surcharges.

Candice Iyog, CEB VP for marketing and product said, "We are happy that our continued efforts to stimulate travel have translated to domestic leadership and we would like to share this achievement with every Juan by offering a P1 seat sale."

"We encourage everyone to act quickly and take advantage of this offer because seats are going to sell-out fast.   Tickets can easily be purchased through our website, www.cebupacificair.com," Iyog added.

CEB expects the arrival of their 15th Airbus aircraft next month and their first two ATR 72 aircraft in the first quarter of 2008.

Now in its 12th year, CEB has the youngest fleet in the Philippines with a fleet age of a little over one year. CEB operates 14 Airbus aircraft to its 20 domestic and soon to be 12 international destinations with the addition of Shanghai and Xiamen this September and Guangzhou and Macau next month.
