(AFP) - To their high society owners, a pair of haute couture shoes can be a precious thing.

But to guard a 62,000 pound (120,000 dollar) pair of ruby- sapphire- and diamond-encrusted Rene Caovilla sandals at their London launch, retailer Harrods went to extreme lengths: bringing in a live Egyptian cobra to patrol the shoe counter.

Whether hiring a poisonous snake is, strictly speaking, the most effective means of guarding precious footwear might be a moot point with security experts.

But it makes for a pretty effective photo opportunity.

A spokeswoman for Harrods admitted that the cobra had been hired strictly for MondayÃ,?s launch of the shoe collection.

Two-thirds of the world's polar bears could disappear by 2050 as global warming continues to melt the Arctic's sea ice, according to a series of U.S. government studies released last Friday.

The new findings paint a sobering picture for polar bears, whose dependence on sea ice makes them particularly vulnerable to warming temperatures.

"Our results have demonstrated that as the sea ice goes, so goes the polar bear," said Steven Amstrup, a U.S. Geological Survey (USGS) wildlife research biologist in Anchorage, Alaska, and leader of the polar bear studies.

USGS conducted the studies to help the U.S. Fish and Wildlife Service determine whether polar bears warrant protection under the U.S. Endangered Species Act. That decision is due in January 2008.

Outsourcing firm Accenture is running a training program that would allow its Filipino software developers to be granted certification by the Massachusetts Institute of Technology (MIT).

MIT's Professional Education Programs (MIT-PEP) will help design the Accenture Solutions Delivery Academy, a worldwide initiative that targets to train some 20,000 of the company's workers.

The local Accenture office is enrolling around 100 Filipino software professionals into the program, the company said in a statement.

Employees who successfully complete the program are awarded "application developer" or "application designer" certifications by Accenture and MIT-PEP.

The certification gives recognition to software engineering, system integration and application delivery skills.

Reading materials like this, makes my eyes water, Dong Mike, as it is almost instinctive for most people to blame God for calamities and problems!

Some people even think that they do not need God in their lives, as they think that they are self-sufficient and very able, in all respects!  But until they are besieged with problems beyond their control, it is then that they start to acknowledge the presence of God!

It matters a lot what a person's perspective of God is. One who believes that God is just, righteous, perfect, fair, and that there is nothing evil in Him, will not point his finger to God when something goes wrong.

If I believe that God is perfect, then I find no wrong in Him in whatever circumstances in life.

Proem

Everyone has a dream and there are those who dream to serve the people. The Monday Club of Bohol Island and APPO has just completed a Medical Mission in Tagbilaran City and Loon, Bohol from January 30 to February 3, 2006.

APPO

APPO is the acronym of Association of Philippine Physicians of Ohio (USA). Majority of the members are Filipinos who are medical practitioners in Ohio, USA but some are Americans and of other nationalities. Every year for the past 25 years, the APPO conducts a medical mission in the Philippines. This year their President is Dr. German Neri Jr. who hails from Tagbilaran City and his mother is from Loon, Bohol.

As President he has the authority to select the place for the medical mission. So Dr. Neri selected Tagbilaran and Loon. He made the choice in order to fulfill his dream of giving back something to his people a portion of God's blessings.

The Preparations

February, last year (2005) a representative of the APPO attended a regular meeting of the Monday Club of Bohol Island. The APPO was looking for a counterpart organization to coordinate the planned medical mission. The officers and members of the club accepted the challenge. When the challenge was accepted, the APPO sent later on another group to finalize the plans.

The Set Up

The members of APPO do not come from one place. They come from Ohio and other places in the USA and the Philippines. Actually they will be gathered for the first time here in Tagbilaran. The common bond of love and service to fellowmen is what connects these medical practitioners (doctors, nurses, medical technologist, volunteers, etc.)

The Monday Club of Bohol Island is similarly situated. It is a group of men who gathers together every Monday Evening looking for a way to serve their fellowmen.

The agreement was finalized. The Monday Club realized that funds must be raised to achieve our goal. The President, Dondon Suganob was energetic in raising funds that there came a time when the Monday Club was labeled as a bunch of unreliable people.

In his eagerness, Dondon Suganob went to the United States to coordinate with APPO and raise funds, not realizing that it would be difficult for him to come back on time for the medical mission. However, you could not put down a group that is bonded together with the love of service to fellowmen. Mr. Rodney Lumuthang accepted the challenge to lead the Monday Club.

Preparations continued, coordinations were made with APPO, the City Government, the Gallares Memorial Hospital, the Bohol Medical Society, and the University of Bohol. Medicines were sent months in advance of the actual mission.

The Missionaries

The Missionaries or members of the medical mission will pay all their expenses including their travel and stay in Tagbilaran City. They will provide free medicines, free surgical supplies, bring their necessary equipment and donate that equipment that they do not need to bring back. But of course, they brought with them their expertise in treating patients, and their inner desire to help alleviate sufferings.

The Medical Mission

The APPO medical mission was announced. A pre-screening of prospective patients were screened by the City Health Department, the Bohol Medical Society, and the Gallares Memorial Hospital. The pre-screening team was wary to accept many patients because it was not known how many doctors would come.

January 28, 2006 an advance group of APPO members arrived in Tagbilaran City. The next day the main group arrived. In all, 106 missionaries arrived with 60 physicians of different specialties.

Monday, January 30, the medical mission started treating patients. The venue of the surgical team was the Celestino Gallares Memorial Hospital. Our coordinator was Mr. Marjun Lumayag, the proprietor of BMC Lending.

The venue of the medical team was the University of Bohol Gym with Engr. Francisco Pamaran Jr. as our coordinator.

Late Monday morning the APPO missionaries were complaining, there were too few patients. The Honorable City Mayor Dan Neri Lim announced over the radio that patients were needed. Patients came and at the end of the day the quota was achieved.

By the end of Thursday afternoon, the APPO medical mission treated 2,843 patients complete with medicines for a full treatment. The APPO surgical group treated 175 different major surgical cases.

On Friday, February 03, 2006 the APPO mission went to Loon, Bohol. The venue was the Natalio Castillo Memorial Hospital. Ninety (90) surgical operations were performed and 1,150 medical patients were attended to.

The Cost?

For the local counterpart, we also spent something. If we put a cost to labor, equipment, facilities, etc. maybe the costing can be estimated to a little over one million pesos.

However, if we put a cost to the benefits, here is the estimate: The present consultation fee for a doctor is P300. Multiply it with 3,993 patients, it will amount to P11,979,000. Assuming that each patient was given P300 worth of medicine, it will amount to another P11,979,000.

The 265 major surgical operations are difficult to estimate. How much will you pay for a Menindioma or hernia of the brain of a two (2) day old baby? The surgeons led by Doctors Damian, Tabura, and Reyes patched up the hole in the brain. To top it all, the APPO mission paid P15,000 for the hunt to cover the hole. Doctor Phil Jones is the top plastic surgeon in Cleveland, Ohio, how much would it cost to have a complete harelip operation? There were other major surgical cases. One was cancerous and sent to Manila (free fare) with the APPO doctor to follow later to do the operation in Manila. If we put the average cost of surgery at P30,000 (this is low for expert American surgeons) the 265 cases will amount to P7,900,000. How about the auxiliaries who donated to the Sunshine Home and Crisis Center?

If we put a money value to the APPO Medical Mission, the low estimate will be P31,858,000.

At The End of Day

The Medical Mission is not about money but the fulfillment of a dream to serve other people. The APPO Medical Mission members have the euphoric feeling of fulfillment for a chance to serve his fellowmen. At least they can assuage their conscience for a job well done to treat; to cure, or just ease the suffering of their fellowmen.

The local officials, doctors, and other personnel can say to all and sundry that they were there to help when they were needed by the people.

The other members of the Monday Club who were there to do the thousand and one chores: this writer; Rev. Jun Esmero, our Secretary; Rev. Nemie Carbonilla; Bishop Arnold Corsiga; Bert Biloy, our Treasurer who also donated his Maxi Pure drinking water; Eric Matig-a; Oreste Borja; Jun Sale; Romeo Goloso; and those members who were with us in their prayers.

Let us congratulate everybody for a job well done!

More than 30 Israeli soldiers have been injured, three seriously, in a rocket attack from Gaza, reports say.

The rocket landed near an army base in southern Israel. The wounded were treated at the scene of the explosion.

Preliminary reports suggest Tuesday's early morning attack led to the largest number of injuries sustained in a single attack of this kind on Israel.

Palestinian militants frequently fire rockets at Israel, but they rarely cause high numbers of casualties.

The Israeli Army confirmed the rocket hit the training base near Zikkim, just inside Israeli territory.

Most of the wounded soldiers were hit by shrapnel while sleeping in adjacent tents.

The Popular Resistance Committee's armed wing said it carried out the attack, Israeli media say.

Back in January, the Roanoke school system's human resources director traveled to the Philippines to recruit teachers.

When she came back, she said she had hired six qualified teachers, all of whom were to teach special education, a notoriously hard-to-fill position for schools across the country.

Fast forward about eight months. There's a new administration in the school system. The former human resources director, Gloria Simon, left over the summer.

Now, a day before the start of school, new administrators are left with a pressing question: Where are the six Filipino teachers?

"I am just dumbfounded by this," said Rita Bishop, who took over as superintendent a month ago.

The school system had prepared orientation packets for the Filipino hires and expected them on the first day of new teacher orientation Aug. 23.

They did not show up.

School administrators then tried unsuccessfully to contact Green Life Care International, the recruiting company that was supposed to arrange for the teachers to come to Roanoke. The company also arranged and paid for Simon's January trip to Manila and Cebu in the Philippines.

Last week, the school system finally got through to the company and cut ties with its missing teachers, canceling their contracts by mutual agreement, according to Bishop.

The teachers have not received any money from the school system, she said.

Loss of the six teachers comes at an inopportune time. As of the end of last week, school officials were still in need of eight teachers.

Isidro Rodriguez, who runs Green Life Care International, did not return several calls for comment last week. The company's Web site, greenlifecareinternational.com, appears to have been taken down.

"The best word I have is that one [teacher] is in the country," said Bishop.

Over the past few years, a shortage of teachers in such hard-to-fill areas as math, science and special education has forced school districts around the country to resort to hiring teachers from outside the United States. Virginia Beach and Spotsylvania, Bedford and Henry counties have all hired foreign teachers.

With the proper degrees, Filipino teachers can count as "highly qualified teachers" under the definitions set by the federal No Child Left Behind Act.

In a February interview, Rodriguez said he has placed 300 or 400 Filipino teachers in North Carolina and Virginia. The teachers work on H-1B visas, which allow them to work temporarily in the country.

10. Regine Velasquez. Ok fine, you’re in love. That’s a good thing I guess but please, let’s move on shall we? I am assuming that she took lessons for that fake American accent she likes to use; she reminds me of those trying-hard collegiala types who speak Taglish in musical tones. And someone should tell her to stop with those low-cut gowns. She looks like a plump pigeon.

9. Iwa Moto. Kung talagang paninindigan mo ang pagpapaseksi at ang pagsuot ng bikini on national television, please lose the pounds first. I know she probably won’t be able to do anything about the grating, high-pitched voice but please spare us the baby fat.

8. Jon Nite. He’ll be familiar to those who ever caught a glimpse of German Moreno’s late night Saturday show…I was told that this guy is a licensed doctor but he chose to be a host instead. I have to agree with Anton on this: “the worst English grammar ever”. He actually mispronounces some of his guests’ names.

7. MSP Teenstars. For those who don’t know them (I’m sure marami kayo!) this is a group of teens who usually have at least one production number in the same German Moreno show mentioned above. A word of advice: when dancing as a group, dapat sabay-sabay. Hindi dapat magkanya-kanya. At kung gustong maging sikat na artista, dapat huwag lang magpa-cute ng magpa-cute. (I tried to look for a group picture pero wala e. Does that imply anything?)

6. Pinoy Big Brother housemates turned actors. Hay naku… I already posted about the non-actress that is Wendy Valdez and the rest of her PBB housemates. They should have gone back to their lives after the reality show. Enough said.

5. Butch Francisco. Is that really his voice? Really?

4. Ruffa Gutierrez. Aside from entertaining us with the sordid details of her personal life, she and her friend Gretchen Barretto, barrage us with continuous “brand-dropping”: that the gown she wore for this event is Gucci and her shoes is from this designer… Whatever Ruffa. I wonder, are you and Malu Fernandez friends?

3. Kris Aquino.Do I really need to explain? Her voice for one. And the way she treats the contestants who join her game shows. There’s this thing called TACT. You might have heard of it.

2. Cristy Fermin. Her lapses into really deep Filipino seems an effort to appear more intelligent than she really is. Her views are often (if not always) one-sided and her statements reeks of prejudice and bigotry. And she’s not even TV-friendly.

1. Willie Revillame. I don’t get why this person is glorified on TV despite the number of scandals and controversies he has been involved in. How many times has his crying face been seen on television? I do not find him funny and I do not appreciate his constant pleas for sympathy. What’s more irritating is that his ploys actually work on some peopleâ€"the Filipino audience is really “a weird bunch of folks”.

A lightweight solar-powered plane has smashed the official world record for the longest-duration unmanned flight.

UK defence firm Qinetiq, which built the Zephyr unmanned aerial vehicle, said it flew for 54 hours during tests.

The researchers believe it is the first time a solar-powered craft has flown under its own power through two nights.

The previous unmanned endurance record was set in 2001 by a jet-powered US Air Force Global Hawk surveillance aircraft which flew for more than 30 hours.

Ug gisud-ong ko ikaw…

"You're Still You"

Through the darkness
I can see your light
And you will always shine
And I can feel your heart in mine
Your face I've memorized
I idolize just you

I look up to
Everything you are
In my eyes you do no wrong
I've loved you for so long
And after all is said and done
You're still you
After all
You're still you

You walk past me
I can feel your pain
Time changes everything
One truth always stays the same
You're still you
After all
You're still you

I look up to
Everything you are
In my eyes you do no wrong
And I believe in you
Although you never asked me to
I will remember you
And what life put you through

And in this cruel and lonely world
I found one love
You're still you
After all
You're still you

The National Police Commission will attempt to end the credit grabbing squabble among those responsible in the eventual arrest of the notorious Meloy Garcia robbery group.

Boholano Napolcom Region 7 Director Bernardo Calibo said he will determine first who were present in the actual operation that led to the arrest of the gang leader and five of his cohorts.

Garcia was arrested, 6:00 in the evening of August 28, together with a wounded suspect Gelvin Nuez. inside a room at the Dumaluan Beach Resort, in barangay Bolod Panglao, about 12 kilometers from the Tagbilaran City.

Earlier that day, the Meloy Garcia group held up a bank teller of the Bank of Commerce, in front of the bank’s branch office along CPG avenue in the city and took an estimated P90,000 cash.

The robbery turned out bloody when bank security guards shot it out with the robbers.

Killed on the spot was the guard escort, while two suspected robbers and two security guards were wounded and brought to a government hospital.

In a Sun.Star-Cebu report, Calibo was quoted saying, “he would be very careful since the listing will be forwarded to the office of the President for commendations.”

The Napolcom director, was guest of the Kapihan sa PIA held at the Department of Interior and Local Government 7 office, Cebu City last week.

“In the past, there were policemen who were in the list for recommendation but they were not present in the actual operation,” he added.

The arrest of gang leader Meloy Garcia created a noise when city mayor Dan Lim insisted that, “it was the city police who effected the arrest and not Dumaluan resort guards, Panglao police personnel nor the Criminal Detection and Investigation Group (CIDG) operatives” that were also present in the operation.

Witnesses at the resort where Garcia was arrested, however, narrated that it was the resort in-house guards that detected the presence of Garcia, his girlfriend and the wounded suspect inside the room.

Like rice bugs that already hit the province but contained, lethal coconut bugs or Brontista Longissima threatened the precarious coconut industry here when they started to destroy several coco trees in the municipality of Baclayon, said Philippine Coconut Industry Bohol field office.

Reports reaching the Chronicle bared that some 200 fully grown coconut trees in barangay Cambanac of this town have been found positive of the bug infestation.

This prompted PCA Bohol officer-in-charge Timoteo Lago, Jr. to dispatch last week his personnel and technicians to look into the presence of the bugs.

PCA has been launching massive campaign informing the farmers of the deadly pest and urging them in the barangays to report any presence of unusual bugs or pests that might plague the trees. And their campaign paid off when Baclayon folk responded positively.

PCA explained that it has to treat immediately and apply appropriate pesticides using an syringe-like instrument injecting the pesticide to the trunk of every tree affected by the bug.

If the infested coconut trees won’t be treated right away, they will just die down within six months, PCA said.

It was learned that some municipalities have passed legislative measures strictly prohibiting the bringing coconut specimen from other provinces without pertinent papers. Those found doing so are meted with penalties.

Corella - Bohol / 123rd Birthday of Corella, Bohol
September 10, 2007, 06:14:01 PM
Published by www.theboholstandard.com

On September 3, 2007 the municipality of Corella celebrated its 123rd Foundation Day with the turn over of the newly reconstructed Public Market Building as its highlight.

Congressman Edgar M. Chatto was represented in the said turn over by his wife, Pureza Veloso Chatto while his message was delivered by his Chief of Staff, Former Board Member Isabelito Tongco. In his message, Chatto said that the development of a town or a locality is strongly influenced with the development of its market, being the center of commerce and trade. As such, if a market is active, vibrant and progressive it follows that the town likewise is experiencing economic growth. He further urged the municipal officials to be united and set aside political differences to have a robust town.

It may be recalled that Corella, being the home of the Tarsier Sanctuary, Chatto worked for a yearly Five Million (P5,000,000.00) Tarsier Preservation Fund that has just started this year.

Anonymous Diary Blog / Mike, your room is ready...
September 10, 2007, 06:04:13 PM
My Thai friend and MBA classmate built a 4-million baht house next to his parents' residence. The house of his parents (in fact it was built for him) is so big already that there actually was no need for him to build a new house.

I have been staying at his parents' house every weekend when I have MBA classes in Bangkok. It'd be too far for me to go back to my campus where I am teaching and at the same time living.

So my 29-year-old friend (I will turn 28 last week of this month) built another big house. (Kanus-a pa kaha ko kabalay ug ako? :) ).

More than a month ago the house saw its complete completion. I mean the house is already complete in every sense of the word - furnishings, furniture, appliances, etc.

On the night I came to his house last month, my friend, with his Thai friends, welcomed me at the dining table. We ate and talked and occasionally I checked Tubag Bohol out. The whole house is powered with a wireless Internet.

"Mike, your room is ready," my friend told me, pointing his finger at the second floor. I smiled. "You can stay here as long as you want, and that's your room and Sumit's (our Indian friend in the MBA class). But Sumit seldom joins us on weekends as he stays with his relatives in Bangkok. So, most of the time I stay alone in this room and even alone in the whole house as my friend and his girlfriend would often go out for work and party.

The room is better than many hotel rooms that I've been to.

Friends are jewels of treasure - they can give you or lend you their room or entire house.

I have written this line as a comment to one article about how to remove Mayor Dan Lim, but some friends here in Tubag Bohol have encouraged me to put this as one new topic for discussion.  So here it is.  Please tell me what you think of this opinion or suspicion or indignation...

How true is the story circulating around the city that Mayor Lim has tens of millions of Intelligence Funds but has never met the City Peace and Order Council?  and has not given share to the City PNP office?  It was the Provincial PNP team who ran after the bandits who robbed the Bank of Commerce, except when ex Mayor Dumaluan called in to have the wounded escapee captured while in his resort.  But why was Mayor Lim acting as if he were the hero when the first member of the gang was captured?  He showed himself being interviewed about the capture, went on the air to make pronouncements, asked the police to have the accused come to his office, and all the media hype his spinners could muster were done.

I was dining with a friend tonight and later another friend (not common to my friend with whom I am dining with) came to join us.  I was surprised at their opinions telling me that Mayor Lim is considered the Illegal Gambling Lord of the Province of Bohol.  This is why the City PNP has very low morale.

Help!!! I am greatly disturbed... please tell me these issues are not true or tell me to understand why people believe these issues and why these are circulating around the good people of Tagbilaran City.

What can you say about this buddies?

In the May 2007 city mayorial election, this allegation was scattered on air by Joe Torralba's camp. Dan Lim's political foes said they have evidence (on record) that millions of intelligence funds allegedly went to wrong directions.

Being a journalist I have to see yet the physical piece of evidence (paper documents) before I can formulate my stand on this issue.

The problem with our people is that they would only drop a mind-blasting expose/issue during an election period. Anyone who becomes target of an issue, whether true or untrue, would simply respond: "This is an election propaganda!"

It would make a really big difference in our society if our concerned citizens would unleash an expose on times that election is far from people's stream of consciousness.

Weird and Extreme / Fiscal sleeps with Judge
September 09, 2007, 11:57:20 PM
Castle Rock, Colorado - A former prosecutor faces up to a three-year suspension of her law license after admitting to having sex at the Douglas County courthouse with a judge before whom she prosecuted at least two cases.

Laurie Hurst, 29, admitted misconduct and agreed to a three-year suspension, with the understanding she would serve only serve six months with the rest of the suspension stayed upon successful completion of 2 1/2 years of probation, according to documents submitted Thursday to the Colorado Supreme Court's Presiding Disciplinary Judge William Lucero.

Lucero will decide whether to accept the recommendation from a panel of lawyers.

Hurst, previously known as Laurie Steinman, was fired on Dec. 22. Grafton M. Biddle, 57, resigned his position after Hurst was fired.

A complaint filed in April said the affair began in the spring of 2006. Both admit to having sex in the judge's chambers and "on a number of occasions Judge Biddle would `sneak' into the women's shower facilities in the courthouse early in the morning," the complaint said.

The man said "I love your car" before he was attacked by up to six people, with at least one brandishing a metal bar.

"The victim was severely beaten and left unconscious," Detective Senior Constable Brett Hampson said.

He was taken to the Royal Melbourne Hospital with sever head injuries and blood loss.

The victim's wife was also taken to hospital for treatment of minor injuries.

The mayor of Tonganoxie is apologizing after admitting he sent a pornographic e-mail from his computer.

And he says if those who voted him into office want him to resign over this, he will.

Mike Vestal forwarded an e-mail to a list of undisclosed recipients, including a 6 News Reporter.

The message shows a topless woman and reads: "Next Monday is national female breast appreciation day. Beats the "expletive" out of Martin Luther King day, doesn't it?"

Vestal said he did intend to send the e-mail to a few people, but not to the reporter, who received it one week ago Friday.

At his home Friday afternoon, the Mayor apologized to the citizens of Tonganoxie.

"I hope the citizens understand it was a mistake," Mayor Mike Vestal said. "An honest mistake. And I'm very sorry. And I'm very upset. I'm very embarrassed for myself. I don't want to portray that as the mayor of the city of Tonganoxie and if the citizens want me to resign, they need to let me know and I will resign if they want me to."

Florence, Oregon - A woman was arrested and charged with arson and burglary after police say she set fire to the home of a neighbor she thought had stolen her keys.

Sgt. Clint Riley of the Lane County Sheriff's Office said the 23-year-old woman later found her keys hanging from her pants pocket.

The woman was being held in the Lane County Jail in lieu of $350,000 bail.

According to a police report, the woman told a deputy that after discovering her keys missing, she broke into her neighbors' trailer, and began trashing the place.

After going home to fetch lighter fluid and cooking oil, she returned to the neighbors' place and tried to start a fire by spraying lighter fluid on a hot stove burner, according to the report.

When that didn't work, she allegedly placed the oil and a stuffed animal on the stove, according to the report.

She called 9-1-1 and hid in a bush across the street while deputies and firefighters responded, Riley said.

The woman's boyfriend said a friend called him at work and he rushed home to find her hiding in the bushes, barefoot and incoherent, according to the report.

The woman told her boyfriend her keys were missing, at which time he pointed to a set of keys hanging from her pants pocket and "she began to cry," Riley said.

LGU Philippines / So Young, So Corrupt?
September 09, 2007, 08:52:52 PM
Reports from Bohol reaching Tubag Bohol are disturbing.

Former Governor Rene Relampagos now has all the crystal clear evidence (on records) that he was and he is a victim of "dagdag-bawas" (election cheating) in Bohol's third district congressional race last May 2007.

If Relampagos's claims were true, then who was behind the dagdag-bawas?

Was the father of 27-year-old Rep. Adam Jala, former Congressman Eladio Jala, behind the election deception? That is if it were true?

Or was the inexperienced 27-year-old boy, who spent most of his life in Manila and now congressman in the illustrious province of Bohol, behind the election manipulation? That is if Relampagos's allegations were true?

If it were true, isn't that disturbing to your minds and hearts? So young, so corrupt. Hope it were not true.

An overwhelming number of Boholanos want barangay and sangguniang kabataan elections to push through next month, according to a random phone and text survey by dyRD’s top-rated “Inyong Alagad” last Thursday.

This despite a comprehensive bill adopted by the House of Representatives committee on suffrage and electoral reforms to defer the polls set on October 29.

The radio survey was conducted over dyRD’s top-rated Inyong Alagad where 96-percent, or 49 out of 51 survey respondents, said they do not want the elections to be postponed.

A little less than 4-percent, or only 2 out the 51 respondents, favor the postponement.

Respondents who want elections to be held next month said they want change in their barangay leadership as there are barangay officials who have not been performing well.

Many respondents want the elections to push through saying barangay and SK officials are overstaying in their posts.

Barangay elections have already been cancelled twice in the past years. The last barangay polls were in 2002.

City Mayor Dan Lim demanded that City Hall employees alleged to be involved in the padding of Blue Card claims be identified.

The mayor’s challenge came after accusations were made by a Medical Mission Group Hospital and Health Services Cooperative (Coop Hospital) official that there is connivance among the hospital’s staff and certain city government employees to overstate the hospitalization claims.

The hospital official revealed that padding of claims happened several times.

Lim created last week a task force to investigate into the supposed involvement of city employees.
The task force, headed by the mayor’s executive assistant Mark Leo Monton, was given five days to release results of its findings.

Members of the task force include Kag. Edi Borja as chairman of the Sangguniang Panlungsod committee on health, Kag. Oscar Glovasa, city budget officer Rose Palma.

During its meeting last Thursday, Monton said the investigating team will particularly look into the alleged collusion by City Hall staff to overstate claims.

All Coop hospitalization billings charged against the Blue Card will be examined whether the patients were really confined at the hospital, the type of illness and the medical intervention.

Since Blue Card accreditation was given to Coop Hospital, there were already a total of 190 patients at the Coop Hospital that were purportedly Blue Card beneficiaries.

Claims from these beneficiaries amounted to over P2-million, according to Monton.
For its part, the Coop Hospital is filing charges against six employees who were found to have participated in claims padding.

According to Coop Hospital’s legal counsel Atty. Eliseo Labaria, they are suing these employees in order to be officially dismissed.

The city government will file a petition at the Supreme Court seeking to nullify the franchise of Bohol Light Company Inc. (BLCI).

Another complaint will be filed at the Energy Regulatory Commission (ERC) for the cancellation of the 25-centavo provisional power rate increase granted to power utility company.

During the public hearing at the Governor’s Mansion conducted by the ERC last Friday, city legal officer Atty. Doni Piquero manifested the city’s intent to file said petitions.

However, Commissioner Jose Reyes told Piquero that the said hearing was not the proper venue for such petition as it was conducted for the purpose of Bohol Light’s application for the unbundling of its rates and capital expenditures for projects.

Reyes said the commission will have to set another hearing for the purpose after they receive the petition.
This came after the Sangguniang Panlungsod (SP) during its session last Wednesday directed Piquero to file the complaints against Bohol Light in the appropriate courts.
In said resolution, city lawmakers argued that Bohol Light should have presented to the Sanggunian its complete records as basis of its application for capital expenditures and the unbundling of rates which resulted to an increase.

The same resolution requested the ERC to suspend further hearings on Bohol Light’s applications until the Sanggunian, through its assigned committee, has completed an evaluation of said applications.

The Bohol Chronicle

The arrested members of the notorious Meloy Garcia Robbery Group could not apply for bail.
This was the assurance given by police provincial director SSupt. Edgardo Ingking, in an interview with the Chronicle who allayed public fears that anyone of the six now in police custody may be temporarily granted liberty.

Ingking’s assurance was backed by Integrated Bar of the Philippines (IBP) Bohol president Atty. Isabelo Sales Jr. in a separate interview with the Chronicle.

Sales said robbery with homicide is a non-bailable crime when the evidence is strong against the accused.
One of the group’s alleged members, Rodolfo “Dopong” Atega, who was captured by Cebu City police in San Miguel town was granted bail Tuesday but was felled by assassins a few minutes after he was released from detention. He was on his way to the Cebu City pier to take a homebound ferry.

Casimiro “Meloy” Garcia, Gelvin Nuez, Arsenio Polo, Gerardo Fuentes, Cresencio Reguya and Sofronio Remoreras were all charged with robbery with homicide at the City Prosecutors Office.

Except for Reguya who is recovering at the Gov. Gallares Regional Hospital, the suspects are detained at the City PNP lock-up jail.

Doctors handling Reguya say that he may be paralyzed for the rest of his life.

Mrs. Luzminda P. Araneta, principal of the VDT-ALC emphasized that the Okusa’s feat is just one of the results of the schools Math and Science- base curriculum. The offering of high school levels at VDT-ALC is now being worked on and hopefully, the school can already accept high school students starting next school year.

A Fayetteville man was charged Sunday with having sex with one of his boss’ dogs.

The Moore County Sheriff’s Office charged Samuel James Johnson, 30, of Wilson Avenue, with felony crimes against nature and misdemeanor cruelty to animals. Bail was set at $3,500.

A neighbor told authorities she saw Johnson assaulting one of two adult female pit bulls the morning of Aug. 21 in his front yard, said Animal Control Officer Frank Ringleberg.

Johnson was living in a mobile home on Autumn Drive in Vass before he moved to Fayetteville, Ringleberg said. The owners of Presidential Tree Service, the company where Johnson works, let their employees live in the mobile home, Ringleberg said.

Both dogs were taken to a veterinarian for examination, Detective Bill Mackey said. One of the dogs had minor injuries, but the veterinarian could not determine how the injuries were made, Mackey said.

Health and Food / Four Nutrients Women Need More
September 09, 2007, 04:54:40 PM
For extra calcium, try Nature Made Calcium with Vitamin D. Vitamin D helps your body absorb calcium. But take this supplement at a different time than when you take a multivitamin, because your body can't absorb over 500 mgs of calcium at a time.

For extra magnesium, try Nature's Bounty Magnesium. Magnesium can protect against heart disease, diabetes and colon cancer. New DRIs say we should get 320 mgs a day.

For extra Vitamin K, try Puritan's Pride All Natural Vitamin K. Vitamin K is really important for bone health. Women's Health recommends a supplement of 100 micrograms called Puritan's Pride, which you can only get through the mail. Vitamin K can interfere with a blood thinner called coumadin, so talk to your doctor if you take that medication before taking vitamins.

For pregnant women and athletes, try Country Life Vitamin B12 and Floradix Iron and Herbs Extract. You need more iron if you exercise more than an hour a day or if you're pregnant. Iron helps hemoglobin deliver oxygen at greater volumes.

Vegetarians and vegans should look for supplements with B12 and iron. If you're vegan you need those plus Vitamin A. Women's Health recommends drinking carrot juice to get extra Vitamin A.

Women who are breast feeding should take 5 mgs of zinc a day.

The Bohol Chronicle

Former Gov. Rene Relampagos, who ran for congressman in the third district during the last elections alleged aberrations of elections results in the towns of Loay and Sierra Bullones may have altered the final result of the third congressional race.

This was the statement issued by Relampagos after documents showed of the alleged aberrations of the May 14 elections in the 3rd district in which newcomer Rep. Adam Jala, son of former Rep. Eladio Jala, was declared by the Commission on Elections as winner.

Jala garnered 65,081 votes against 62,106 votes of Relampagos.
The former governor who few weeks after the elections insinuated to bid goodbye to politics resurrected the alleged election anomaly after documents gathered revealed some irregularities which were not taken into consideration by the local election board.

Comelec Supervisor Atty. Veronico Petalcorin could not be reached for comments who was out of town when contacted last Friday. Text messages from the Chronicle failed to get reply from the Comelec official.
It maybe recalled that the young Jala has repeatedly denied fraud committed in the congressional race while saying that he left it to the Comelec to decide on some complaints raised by Relampagos shortly before he was proclaimed as the duly elected 3rd dist congressman last May.

Direct, testimonial and circumstantial data gathered by the Chronicle Research, however, seem to show that in the two towns of Sierra Bullones and Loay, Relampagos may have been a victim of the infamous "Dagdag-Bawas" method of electoral fraud.

I spent only about three to four consecutive years of my early childhood (up to kindergarten) in Jagna, Bohol. If I remember correctly, the school was Colegio de la Medalla Milagrosa where my mother finished her AB English as well. Is it still existing?

Yes, this institution is still alive. It is located near the road to Jagna pier.

Toddlers may act up like little apes, but researchers who compared the species concluded a 2-year-old child still has the more sophisticated social learning skills.

In one test, preschoolers who wanted a toy hidden in a trick tube intently copied a scientist's movements to retrieve the prize. Chimps watched the lesson, but then mostly tried to smash or bite open the tube. When it came to simple math, however, the apes seemed to know more than the youngsters, apparently "adding" how many tasty raisins researchers had hidden.

In a novel study, scientists lured 106 chimpanzees, 32 orangutans and 105 toddlers to sit through five hours of testing over several days. Researchers were trying to tell which innate abilities are distinctly human.

"Human children are not overall more intelligent than other primates, but instead have specialized skills of social cognition," concluded the lead researcher, Esther Herrmann of Germany's Max Planck Institute for Evolutionary Anthropology. "They learn in a way that chimpanzees don't learn."

But the findings, published in Friday's edition of the journal Science, conflict with other research that suggests the great apes, humans' closest relatives, are quite good at social learning, too. In fact, a second study in the same journal suggests chimps and monkeys have some capacity to infer someone's intentions by their actions. That is pretty complex, human-like thinking.

Weird and Extreme / Getting a 'Mrs. Degree'
September 09, 2007, 04:21:48 PM
Intermingled with the fresh faces of first-time freshmen at the nation's universities this fall are some nontraditional students.

"The number of adult learners is increasing rapidly," said Brian Pusser at the University of Virginia. "There will be over a million baby boomers enrolled this fall, some for personal enrichment, others to gain degrees and skills to position themselves for the knowledge-based economy."

Journalism major Cindy Downes is part of a growing trend of adult students over the age of 45 flocking to college campuses.

The 57-year-old is a sophomore at Oklahoma State University, and her original journey to campus began in 1968.

"I got a Betty Crocker Homemakers Award scholarship and off I went," she said. "I was going to be a home-economics teacher."

Getting a 'Mrs. Degree'

After spending two years at the University of Delaware, Downes' academic goals wavered. And when Downes married Bill, her long-time love, she decided to drop out of school.

"I got my "Mrs. degree" you could say," she said. "[It's] a degree I still have."

Yet her decision to leave college left her uneasy and weighed heavily on her. Then when her father died in 2005, Downes' re-evaluated her long-ago decision.

A RESOLUTION

DIRECTING THE HOUSE COMMITTEE ON NATURAL RESOURCES TO INVESTIGATE THE IMPACT OF OFFSHORE MINING IN THE VISAYAN SEA

WHEREAS, in keeping with the Philippine government’s plan to make the country an energy independent country set forth in the 2004-2010 Medium-Term Philippine Development Plan, the government has been awarding service contracts to various foreign oil and gas exploration companies since the Malampaya oil and gas project in 2001;

WHEREAS, the targets of oil and gas exploration operations are protected seascapes rich in marine biodiversities, as well as other fishing grounds declared as environmentally fragile;

WHEREAS, there are 34 service contracts for offshore mining in such critical waters as the Visayan Sea to include the Tañon Strait, a body of water separating the island provinces of Cebu and Negros, and Cebu-Bohol Strait, separating the provinces of Cebu and Bohol, as well as the waters of Antique, Leyte, Palawan, Mindoro Occidental, Albay and Camarines Sur;

WHEREAS, in the Tañon Strait, two oil and gas exploration companies- the Forum Exploration Inc. of Canada, and Japan Petroleum Exploration Co. Ltd. (Japex) entered a 7-year contract with the Philippine government to explore and undertake oil and gas exploration, and another 25-year contract for the extraction and controlling process;

WHEREAS, in the Cebu-Bohol Strait, the oil and gas exploration activity in 444,000 hectares of marine waters will be undertaken by Trans-Asia Oil and Energy Development, Alcorn Gold Resources Corporation, Petro Energy Corporation and farmed-in by the Australian-owned AustralAsian Energy Ltd. and Ottoman Energy Ltd;

WHEREAS, showing just how important the Visayan Sea is, the Sangguniang Panlalawigan of Cebu Province approved on July 30, 2007 Resolution No. 2524  Exhorting the Congress of the Philippines to Proclaim the Visayan Sea as Marine Reservation and Heritage Site, Being Host to the World’s Richest Marine Biodiversity Area;

WHEREAS, ongoing oil and gas exploration activities in the Cebu-Bohol Strait have met strong opposition from small fisherfolk, local government officials, beach owners and environmental groups who fear long-term, adverse effects on areas covered by all the Congressional Districts of Cebu Province, Cebu City, Negros Oriental, Bohol, the Lone Congressional District of Bacolod City and First and Second Districts of Negros Occidental;

WHEREAS, national fisherfolk group Pamalakaya and its local chapter in Cebu, Pamana-Sugbo, and other NGOs namely the Cebu Relief and Rehabilitation Center, Rural Concern’s Network, Cebu Alliance for Renewable Energy and the Central Visayas Fisherfolk Development Center (FIDEC) conducted an Enviromental Investigative Mission (EIM) on September 9-11, 2005 in the fishing barangays of Toledo City, Pinamungajan and Aloguinsan to find out the effect of seismic tests and other oil exploration exploration activities of Forum and Japex;

WHEREAS, the investigative mission undertaken yielded the following results: 1). Average fish catch (in areas where seismic tests were conducted) were drastically reduced by 67 to 75 percent or from pre-oil gas exploration of 15 to 20 kilos average catch per day to 3-5 kilos of fish per day. 2). A total of 120 “gangos or payaos”, local name for artificial coral reef and indigenous fishing methods were destroyed in Toledo City and municipalities of Pinamungajan and Aloguinsan. Only 33 payao owners were paid by Forum and Japex, during the early phase of oil and gas exploration. 3). Fish kills occurred in coastal barangays of Talavera, Luray II, Calong Calong, Ibo and Bato in Toledo City, Tajao, Pandacan, Tutay and Cabiangon in Pinamungajan, and Cantabogon, Boho, Poblacion and Bonbon in Alguinsan. 4) Skin rashes and other types of skin diseases occurred victimizing mostly children ranging from 5 years to 12 years old;

WHEREAS, marine experts’ studies show that offshore mining causes a significant amount of air pollution. According to a briefing paper prepared by Pamalakaya, Pamana-Sugbo and FIDEC, each offshore oil platform generates approximately 214,000 pounds of air pollutants each year;

WHEREAS, the same briefing paper says that an average exploration well for natural gas could generate 50 tons of nitrogen oxides, 13 tons of carbon monoxide, 6 tons of sulfur dioxide and 5 tons of volatile organic hydrocarbons;

WHEREAS, Pamalakaya and FIDEC assert that oil and gas drilling operations produce huge amount of water waste ranging from 1,500 to 2,000 metric tons of highly toxic water waste materials per drilling;

WHEREAS, oil and gas exploration activities could lead to massive production of other toxic waste materials such as cadmium which causes lung cancer, lead which causes gastrointestinal diseases, blood and kidney disorders, mental retardation and affects on the nervous system, chromium which causes lung and liver cancers, kidney and other respiratory illnesses and arsenic which causes lung, liver and skin cancers;

WHEREAS, the Philippine government through the Department of Energy are pushing these projects despite the problems posed by offshore mining activities to the livelihood of small fishermen and marine environment and these undertakings’ implications to the country’s natural resources, national patrimony and sovereign rights of the people;

NOW, THEREFORE, BE IT RESOLVED, that the House Committee on Natural Resources conduct a full-blown inquiry on the impacts of offshore mining in the Visayan Sea, Central Philippines, in the name of public interest, environmental protection, social justice and the national welfare.

Surely He has borne our griefs and carried our sorrows. â€"Isaiah 53:4

Was God sadistically absent? That’s what Robert McClory, professor emeritus of journalism at the Northwestern University’s Medill School of Journalism, asked after Hurricane Katrina devastated the New Orleans area of the US.

We may want to try to exonerate the Almighty for permitting disasters that rip apart vulnerable communities. But is God absent in such situations? No, McClory insists. Talking about the Katrina tragedy, he said that God was invisibly present “with the suffering and the dying. He was in the individuals, communities, churches, and schools that organized aid for the victims and took evacuees into their cities and homes. He was with the hundreds of thousands who showed compassion by prayer and financial assistance.”

So it is in our own lives when a heartbreaking tragedy occurs, such as the death of someone we love. We have no completely satisfactory answer to life’s painful problems. We do know, however, that the Lord is present with us, for He said He would never leave us (Heb. 13:5). Jesus’ name “Immanuel” literally means “God with us” (Matt. 1:23).

Even though suffering baffles our minds, we can trust God to be near and to work out His purposes. â€"Vernon Grounds

God’s unseen presence comforts me,
I know He’s always near;
And when life’s storms besiege our soul,
He says, “My child, I’m here.” â€"D. De Haan

The storms of our life prove the strength of our Anchor.
