President Gloria Macapagal-Arroyo has assured that the country would weather the rice crisis, telling the people not to panic over the lack of supply of the staple and vowing to lead the charge against those who would be caught stealing and hoarding them.

In her opening statement Tuesday at the Cabinet meeting, Arroyo also announced that millions of metric tons of rice would be imported from Vietnam, Thailand, and Pakistan in the coming months to ensure ample supply.

She also asked Congress to expedite the passage of the Consumer Bill of Rights to impose stiffer penalties against unscrupulous traders.

Arroyo led an ecumenical prayer at the start of the meeting, centering on "prayer for good harvest and fair price."

She also facilitated a video conference with rice traders and local officials from rice-producing provinces.

Arroyo said it was important for the people to understand the rice situation and of efforts by the government to stem crisis.

"It would be unfortunate if panic overtook logic, for we will endure and survive this moment and come through it stronger. In the meantime, however, it will take unity and hard work. We must all pull together including the government, the private sector, civil society, and our faithful community to help the poor and see us through this challenging time," she said.

Arroyo revealed the government's Action Plan comprised of three phases: securing supply, ensuring proper distribution, and guaranteeing the enforcement of laws against gouging and corruption.

"Those who seek to take advantage of our people must be stopped. I am leading the charge to crack down on any form of corruption by public or private officials who would divert supplies or pervert the price of this essential commodity in any way," she said.

"Anyone caught stealing rice from the people will be thrown in jail," Arroyo said.

"In order to reinforce this, we will be submitting a Consumers Bill of Rights to Congress that will help protect and defend consumers while strengthening penalties against those individuals or entities that abuse the right of our people to this basic commodity," she added.

Millions of cavans of imported rice have arrived and are due to come in the country to secure supply, she said.

At least 500,000 metric tons (MT), 70 percent of which are from Vietnam and 30 percent from Thailand, have arrived. In April, May and June, 700,000 MT more are arriving from Vietnam and Thailand and 30,000 MT from Pakistan.

There s a public bidding on April 17 for 500,000 tons arriving in May, June, and July and another bidding in May for rice deliveries in June, July, and August for the balance of 500,000 MT.

Arroyo said the Department of Agriculture has tapped the help of the Catholic Church and mosques to assist n the distribution of government-subsidized rice.

CLEVELAND â€"  A fast-acting child was credited as a hero Monday for grabbing the wheel of a runaway school bus and steering it into a pillar after the driver apparently left the bus to fill up with gas and take a bathroom break.

After all the chaos, 15 students suffered only minor injuries.

"This kid did some quick thinking," said Larry Gray, a fire department spokesman.

The bus, carrying 27 children in kindergarten through seventh grade, started rolling down a hill away from the gas station across the street from Progressive Field, home of the Cleveland Indians.

The gas station's manager, Conner Strickland, said the driver had purchased $40 of diesel for the bus, and was in the bathroom when the bus started to roll. He said he banged on the door to alert the driver, then chased the bus with another employee.

Authorities said the child took the wheel to keep the bus from going farther down the hill, and drove it into a bridge support pillar, where it crashed.

The children jumped out of the side door and landed in the street, said Strickland. "I'm surprised none of them got hit. There was a lot of traffic," he said.

Gray said none of the children's injuries were life-threatening, and all were released after treatment. The driver the was taken to a hospital with chest pains, Gray said.

The driver and firefighters from a station at the top of the hill helped the children off the bus. Most just had bumps and bruises, Strickland said. "I thought it was going to be worse than that," he said.

It wasn't immediately clear why the bus started rolling down the hill. Authorities were investigating.

The bus was carrying students to Arts Academy, a charter school, Gray said. Officials at the school declined to comment. The bus is operated by Aqua Limousine Ground Transportation, he said. A message seeing comment was left with the company.

COLUMBUS, Ga. â€"  The widow of a soldier killed in Iraq last week is in a fight against time and her mother-in-law to harvest her husband's sperm before he is embalmed.

Army Sgt. Dayne Darren Dhanoolal was killed on Monday when a roadside bomb tore through the Husky mine-detecting vehicle he was driving in Iraq. The 26-year-old combat engineer was assigned to Fort Benning's 2nd Battalion, 69th Armor Regiment and was scheduled to come home just weeks before his death.

Upon his return, his wife, Kynesha Dhanoolal said they planned to start a family. In November, she had surgery to remove uterine fibroid tumors to clear the way for conception.

"Having kids is all we talked about," Dhanoolal told the Columbus Ledger-Enquirer. "I want to look at this child knowing that's him."

On Friday, Kynesha Dhanoolal got a federal court order restraining her husband's mother from embalming the body until she can get his sperm, which she hopes to use to have a child through artificial insemination.

According to her attorney, Frank Myers, the procedure was done on Friday and the sperm will be preserved and maintained by a medical representative until further order of the court.

"We know that the technology is there," Myers said. "We don't know for an actual fact that it's going to work."

Not claiming the sperm before Darren Dhanoolal's body was embalmed would cause the sperm to be lost. His wife was made temporary administrator of his estate on Wednesday, but he died without a will.

Darren Dhanoolal designated his mother as the person authorized to handle his remains upon death. His body was sent to Dover Air Force Base in Dover, Del., on Wednesday.

Kynesha Dhanoolal also wants her husband to have a full military burial at Fort Benning. Currently, plans are for his remains to be sent to Texas, where his mother will handle the funeral arrangements.

Six Filipinos were among 30 crewmembers of a French luxury cruise yacht taken hostage by pirates off the coast of Somalia last week, the Department of Foreign Affairs said Tuesday.

The crew of French-registered cruise ship Le Ponant, including five Filipinos and one Filipina cabin steward, were “safe and in good condition, Foreign Affairs Undersecretary for Migrant Workers Affairs Esteban Conejos said, quoting the French Ministry of Foreign Affairs.

But from the expressed wishes of their family, Conejos said he could not release the names of the Filipinos. They were deployed by the manning agency Magsaysay Maritime Inc., he said.

The 32-cabin, four-deck yacht was sailing between Somalia and Yemen when pirates seized it on Friday, French officials said. There were no passengers on board at the time.

Conejos said he has instructed the Philippine embassy in Paris to “get in touch with the French authorities and impress on them that we seek the early and safe release of hostages.”

The owner of the yacht, French shipping group CMA-CGM, said it was "working closely with the foreign ministry. The French authorities are handling the situation."

France, which has its largest foreign military base in nearby Djibouti, flew a helicopter over the ship on Friday.

Conejos said that the nationality of the hijackers remained unknown, adding authorities believe the ship was anchored in the northeast coast of Somalia.

The Philippine embassy in Manama has also been instructed to confirm the incident with the United States 6th Fleet, which is part of the coalition naval forces patrolling these dangerous international waters, he said.

When asked about the identity and the demands of the hijackers, the Philippine official said he did not have any other information about the incident.

The 850-ton Ponant, equipped with lounges, bar and restaurant, had been due to host a cruise between Alexandria in Egypt and Valletta in Malta on April 21-22, its owner said.

The ship is one of three owned by the Marseille-based cruise operator Compagnie des Iles du Ponant, which presents itself as France's leading cruise provider.

Pirate attacks are frequent off Somalia's 3,700-kilometer (2,300-mile) coastline, prompting the International Maritime Bureau to advise sailors not to come closer than 200 nautical miles to its shore.

Somalia, which lies at the mouth of the Red Sea on a major trade route between Asia and Europe via the Suez Canal, has not had a functional government since the 1991 ousting of dictator Mohamed Siad Barre.

They come up time and time again, those seemingly “credible” newsy bits about sex that consumer magazines love to regurgitate. Many have been around for so long that they’ve become the standard “truth” by which we view the sexes and sexual response.

But they’re simply not the facts.

The cost to you: misinformation and missed moments for sexual fulfillment. So make sure you’re not being duped with the following falsehoods about our bodies and their sexual pleasure potential ...

1. A female is not a virgin if she does not have a hymen.

The thin tissue that spans at least part of the vaginal opening known as the hymen is a big deal. Societies around the world still believe that an intact hymen is proof of a woman's virginity. In these cultures, “chaste” women are the ones who can be married off. Sadly, what they don’t know is that some girls and women can stretch or break their hymens through a variety of activities, like sports or tampon use. Furthermore, many hymens are merely stretched â€" not torn â€" during first-time intercourse. Therefore, a hymen, and particularly the lack thereof, cannot and should not be used as an indicator of a woman's sexual history.

2. Men are more visually stimulated than women.

Even some sexologists get this one wrong all the time. While we have been taught that men are more visual than women when it comes to arousal, a study in the journal Brain Research indicates otherwise. Researchers out of Washington University measured the brainwave activity of 264 women viewing a variety of color slides of erotic and non-erotic images. Naturally, the brainwave activity became markedly different with the erotic slides. But what threw off researchers is that the female participants responded as strongly as men do to such imagery.

3. Only women can have multiple orgasms.

Females are not alone in their ability to reach bliss time and time again. Men too can experience several non-ejaculatory orgasms in a row during a single sex session. This happens when: (A) A man has been strengthening his pelvic floor muscles for greater control in postponing his ultimate pleasure; and (B) He has learned to back off from that moment of his sexual response cycle known as the “point of ejaculatory inevitability.” It is when a man can postpone his response that he’s likely to have an even greater orgasmic applause.

4. Being uncircumcised is unhygienic.

For decades, parents in the U.S. have been circumcising their infant sons in the name of “cleanliness.” Only recently have parents started to second-guess the idea that having a foreskin is unhygienic. As research has shown, as long as the foreskin is retracted during bathing, uncircumcised males are no more likely than circumcised males to develop problems like inflammation, phimosis (a condition where the foreskin cannot be fully retracted from the head of the penis), or adhesions.

5. A woman must be in love to climax.

Sorry, but orgasm has little to do with love, or experience for that matter. Research out of the University of New Mexico in Albuquerque has found that a woman’s romantic attachment does not increase how often she orgasms. Instead, it discovered that a woman’s capacity to reach climax is partly due to her subconscious evaluation of her lover’s genetic merits. Men deemed more symmetrical, that is men whose bodies and features have the appearance of "evenness" and right-left balance, correlated with a high frequency of female orgasm, thus increasing the likelihood that she would conceive. (It should be noted that this refers only to orgasm through copulation.)

6. Men do not have sensitive nipples.

Lots of men have nipples that are sensitive, if not very sensitive. While society tends to regard this erogenous zone as one for a lady’s pleasuring, some men’s nipples are more sensitive than a woman’s. Likewise, not all women have sensitive nipples.

7. A woman must have an orgasm in order to conceive.

As many women can attest, females don’t need to climax in order to get pregnant. British biologists Robin Baker and Mark Bellis have found, however, that when a woman has an orgasm from one minute before to 45 minutes after her lover emits semen, she retains a much greater amount of sperm than she does after non-orgasmic sex. The investigators also confirmed the ‘upsuck hypothesis.’ This “uterine suction” of sorts is where the muscular contractions associated with orgasm pull the sperm from her vaginal canal to the cervix, making it much easier to reach her egg for fertilization.

8. Men’s members need to be handled with care.

Just about any bloke will tell you that while his valuables are just that â€" valuable â€" he can handle a bit of manhandling. The key to figuring out just how much he can take, and where, is that matter of communication. Lovers need to talk about what grips, touches, and tugs feel good, especially since every guy is unique.

In-the-Know Sex News:

â€" L.A. VA offering free oral rapid HIV tests
. The Veterans Affairs’ of the Greater Los Angeles Healthcare System is giving veterans no-cost tests as part of its campaign to encourage testing and treatment. Veterans are slightly more likely than the general population to contract the virus. About half of those newly diagnosed only learn about their status after they find themselves in need of medical treatment for HIV.

â€" Florida teens gravely misinformed about sex. Florida lawmakers are looking to overhaul their state’s sex education after learning that Florida teens believe that drinking a cap of bleach prevents HIV and a shot of Mountain Dew prevents pregnancy. The state, which is currently implementing abstinence-only sex education, has the sixth-highest teen pregnancy rate in the country.

â€" Circumcision down in U.S. According to the Agency for Healthcare Research and Quality, while 85 percent of boys in the U.S. were circumcised in 1965, 56 percent were snipped in 2005. Worldwide, however, about 25 percent of males are circumcised. Experts hold that factors for the U.S. decline include less insurance coverage for such and a lack of compelling data as to whether or not circumcision offers medical benefits. Its use in possibly reducing the risk of HIV infection is currently under great debate.

BANGKOK -- A Bangladeshi airliner made an emergency landing Tuesday in Bangkok after a man with a fruit knife caused a panic among passengers, Thai aviation officials said.

The pilot of the GMG Airlines flight from Kuala Lumpur to Dhaka asked for an emergency landing at 9:30 a.m. (0230 GMT) after a passenger took out the knife, said Chana U-Sathaporn, president of Airports of Thailand.

Aviation authorities directed the plane to land at Bangkok's domestic Don Mueang airport, he added.

"This is not a hijacking or terrorism. The pilot asked for an emergency landing just to be safe," Chana told a press conference.

An Australian father and his adult daughter whose sexual relationship has rocked the island nation revealed Sunday night on national TV that they had an apparently healthy child together after first losing a baby to congenital heart disease.

John Earnest Deaves and his daughter Jennifer Anne Deaves are at the center of an incest scandal in South Australia over their seven-year relationship.

The pair revealed their relationship on Australia's "60 Minutes" Sunday night, saying they were just asking for some respect and understanding.

In March this year, they were placed on three-year good behavior bonds after pleading guilty to two counts of incest.

District Court Sentencing Judge Steven Millsteed said the first count of incest was based on an act of sexual intercourse which resulted in the birth of the couple's first child.

The second count of incest related to an act of sexual intercourse which resulted in the birth of their second child in May last year.

"The first child was born in 2001 but died a few days after birth due to a congenital heart disease," Millsteed said.

The couple had begun a relationship after being reunited in 2000, almost 30 years after Deaves separated from Jenny's mother.

Because of problems with her own marriage, Jennifer Anne Deaves had gone to live with her father at Yongala, in South Australia.

Their physical relationship developed later that year and both ended their marriages and began living together.

"Each of you say that the other has provided care and affection that was missing in your marriage," Millsteed said.

"You also say that although you are father and daughter, that you were virtually strangers when your relationship commenced and that the relationship was based on mutual love and respect."

The couple had their first child while living in Rockhampton, Queensland, before moving to Port Pirie, in South Australia.

After the birth of their second child they moved to Bordertown, near the Victorian border where the Department of Families and Communities became aware of their relationship and turned the matter over to police.

Millsteed said that when contacted by police, the Deaves made full admissions.

He said both Jenny and John Deaves told him that they accepted their sexual relationship must end but hoped they would be able to continue to support one another and the children.

But he said while the case was not typical he had to impose a sentence that impressed upon them that any resumption of their incestuous relationship was unacceptable.

"The offense of incest exists not merely to protect children from sexual abuse," Millsteed said.

"In my view, other relevant factors include the need to prevent the high risk of congenital defects in children born of incestuous relationships and to prevent children suffering psychological harm and social stigmatization."

Revealing their relationship on "60 Minutes" last night, the Deaves said they were just asking for some respect and understanding.

Deaves admitted that he "initially" thought having sex with his daughter was wrong.

"Emotions take over, as people no doubt realize. There are times during your life where emotions do rule the heart, it rules the head," he said.

"I knew it was illegal. Of course, I knew it was illegal but you know, so what."

TOKYO--Japanese police said Monday they had arrested a man in connection with the death of a Filipina whose body was cut up into pieces.

Police arrested Hiroshi Nozaki, 48, on suspicion of mutilating the body of the 22-year-old Filipina earlier this month.

In his report to the Department of Foreign Affairs (DFA), Philippine Ambassador to Japan Domingo Siazon Jr. said his office is coordinating with the Tokyo police, which is investigating the suspected killing and mutilation.

Police said the victim's coworker had reported seeing the man with part of the dismembered body at an apartment that they shared in Tokyo.

"The coworker thought it was suspicious that the victim did not turn up at work. She went to the apartment, where she saw the human body pieces," a police spokesman said.

Nozaki was taken into custody late Sunday, after trying to commit suicide on a street in a Tokyo suburb by slitting his wrist, police said.

"Investigators found a scribbled note and a key he was carrying to a baggage locker where they found part of a human body," he said, adding that the suspect was not seriously injured and was refusing to talk to police.

Local media reported that the victim, a food service worker in the Roppongi entertainment district, was cut into more than 10 pieces that were put into plastic bags inside a suitcase in the locker at the World Trade Center, but her head had not yet been found.

According to Siazon, the victim's cousin, who lived with her, and the victim's mother are in police protective custody.

INQUIRER.net is withholding the name of the victim pending notification of her next of kin by the DFA.

A MAN believed to have been dead and buried showed up at his half-brother’s doorstep yesterday morning in barangay Sawang Calero, Cebu City.

Mario Tormis and his neighbors were surprised to see Ricky Espinosa, 28, alive and well. They thought the charred remains of a man found March 19 was his.

“Nagsagol gyod akong gibati â€" nahadlok, nasurprisa ug nalipay sa dihang akong nakit-an akong igsoon (I had mixed feelings â€" I was scared, surprised and happy when I saw my brother),” Tormis said.

On March 19, the partially burned body of a man was found in barangay Maghaway, Talisay City. Tormis’ parents believed this to be Espinosa, who has been missing since November.

They said they recognized his clothing and some features. They claimed the body on March 27 and held a burial on April 1 in the Labangon cemetery.

Espinosa said he has been to several places since he left last November, reaching as far as the town of Daanbantayan and Bogo City in northern Cebu.

He said he could not tell his family of his whereabouts because he did not have a cellular phone.

Since Espinosa is alive, the identity of the man buried in the cemetery remains a puzzle.

MANILA -- The Philippines is targeting 92 percent self-sufficiency in rice this year and 98 percent by 2010, an agricultural spokesman said Saturday.

The statement comes after President Gloria Macapagal-Arroyo announced an ambitious multi-billion-peso plan to overhaul the country's agricultural sector to cope with the rising world price of food, particularly rice, the national diet staple.

This will be accomplished by restoring irrigation and post-harvest facilities, said Rex Estoperez, spokesman of the National Food Authority, the agency tasked with importing rice and monitoring the rice market.

He did not say how self-sufficient the Philippines was in rice but experts have previously estimated it at between 85 to 90 percent.

Speaking in an interview with ABS-CBN television, Estoperez said Arroyo had been upgrading the agriculture sector even earlier but the increase in population and the global rise in food prices had forced the government to step up its work.

He said that even with increased rice production, the country would still need to import, adding that it was still more expensive to produce rice in an archipelagic country like the Philippines compared with those with large land masses like Thailand and Viet Nam.

The government has previously announced plans to import 1.5 million tons of the staple cereal this year and has the capacity to import up to 2.7 million tons if needed.

Arroyo on Friday unveiled a plan to increase food production through increased spending on fertilizer, irrigation and infrastructure, education and research, credits for farmers, and distribution of higher-yielding seeds.

She did not give a total for how much would be spent and even local newspapers gave differing figures ranging from P36.5 billion ($874 million) to P48.7 billion.

Arroyo had said some of the funds would come from government financial institutions, foreign aid and multilateral institutions such as the Asian Development Bank.

She said she hoped spending for these programs would not jeopardize her target of balancing the budget this year.

"We are close to balancing the budget. We will try to balance the budget even with all the expenditures we will have to make," she said.

The country is one of the world's biggest importers of rice and not even increases in local production have been able to meet the demand of the growing 90-million-strong population.

In 2007 Manila imported 1.871 million tons of rice, mostly from Vietnam with a little from Thailand.

MANILA, Philippines -- The Bureau of Immigration (BI) on Friday deported two Jordanians suspected of allegedly plotting to assassinate President Gloria Macapagal-Arroyo and bomb the United States Embassy in Manila.

Immigration Commissioner Marcelino Libanan said Khalil Kh. Al-Ali and Walid Abu Aisheh were taken on board Philippine Airlines flight to Bangkok en route to Amman , Jordan.

Libanan said the Jordanians had been expelled pursuant to a summary deportation order that the BI Board of Commissioners issued against them last March 13 for violating Philippine immigration laws.

“They were also placed in our immigration blacklist, hence they are now banned from re-entering the Philippines for being undesirable aliens,” the BI chief said.

Libanan declared that the BI would continue to play an active role in the fight against international terrorism.

“We shall continue to cooperate and coordinate with our military and police forces in hunting down these terrorists who pose serious threats to our national security,” he said.

According to BI Associate Commissioner Roy Almoro, Al-Ali was ordered deported for working in the country without a permit while Abu Aisheh was found to have been an overstaying and undocumented alien.

“These offenses are both punishable with summary deportation under our immigration act,” Almoro explained.

Records showed that the Jordanians were arrested separately in Manila and Pasay last February 27 by a joint team from the BI, Philippine Army, and Philippine National Police on the strength of a mission order issued by Libanan.

Police and army intelligence sources have revealed that the Jordanians were allegedly involved in plots to bomb several embassies in Manila, such as the United States, Australian, British and Israeli embassies.

PNP officials have also claimed that the suspects were planning to assassinate ranking government officials, including Arroyo.

Birth control options are growing for women 40 and older â€" a group that once viewed its choices as pretty much limited to tube-tying surgery and condoms.

For them, the pill is back. So is the IUD. The reason is that both are safer. There's even a nonsurgical method of tube-tying.

Such options have long been needed, experts say, because 40- and 50-somethings are a complex group. Some have had several children and are willing to have sterilization surgery. Others may want children, but not right now.

Traditionally, women 40 and older are the least likely to use birth control. Along with adolescents, they have the highest rates of abortion. At the same time, these women are more experienced at using contraception and follow instructions better.

When it comes to contraceptives for women 40 and older, "one size definitely does not fit all," said Dr. Vanessa Cullins, vice president for medical affairs of the Planned Parenthood Federation of America.

A review of the current science of contraception and women 40 and older was published recently in the New England Journal of Medicine. The author, University of Florida gynecologist Dr. Andrew Kaunitz, noted that the risk of dangerous blood clots rises sharply at age 40 for women who take birth control pills containing estrogen.
The risk is even greater for overweight women, who also are more likely to have high blood pressure and diabetes.

But the dosage of estrogen in current birth control pills has been dramatically reduced. The pill is now considered a safe alternative for lean, healthy, older women Kaunitz and other experts said.

"It may not be well known that the current low-dose formulations are a reasonable option for healthy women in their 40s," said Dr. JoAnn Manson, a Harvard endocrinologist who wrote a book on menopausal hormone therapy.

The pill may be preferable for some women, because it can help control irregular menstrual bleeding and hot flashes and has been shown to reduce hip fractures and ovarian cancer, wrote Kaunitz. He has received fees or grants from several companies that make oral contraceptives.

But middle-aged women who are obese, smoke, have migraines, high blood pressure or certain other risk factors should be steered toward IUDs or progestin-only treatments like "mini-pills," experts said.

Higher breast cancer rates have been reported in older women who took estrogen-progestin pills for menopause. However, studies did not find an increased breast cancer risk in women 35 and older who took oral contraceptives.

The most common form of contraception for women 40 and older continues to be sterilization â€" a category that counts tubal ligations (tube-tying) in women as well as vasectomies in their male partners.

Increasingly, gynecologists are offering a newer type of tubal ligation that is nonsurgical. The procedure, called Essure, was approved by the government in 2002. Instead of cutting through the abdomen to cut and tie the fallopian tubes, a doctor works through the cervix, using a thin tube to thread small devices into each fallopian tube. These cause scarring, which in about three months plugs the tubes, stopping eggs from the ovaries from reaching the uterus.

Also relatively new is a product called Implanon, approved by the government in 2006. It's a matchstick-sized plastic rod, placed under the skin of the upper arm, that is a more modern cousin of Norplant and can last about three years.

"Things have definitely changed. There are a lot more options for older women than there used to be," said Dr. Erika Banks, director of gynecology at New York City's Montefiore Medical Center.

Choosing the right contraception can be a bit of an odyssey, said Lisa Riley, a 44-year-old who works in Banks' medical practice. Last week, Riley got a new IUD.

When she was younger, she took the pill. It worked, but she stopped it to have kids â€" twins â€" in 1993. She was nervous about returning to the pill because of worries about a possible cancer risk. For about a year, she and her husband used condoms, but he got tired of that, Riley said.

She had friends on IUDs so she chose that option. It worked well for several years until it began to cause heavy menstrual bleeding. After Banks advised her to get a new one, she chose Mirena, a version that releases hormones and should last for five years.

For now, Riley doesn't plan any more children. But she wasn't ready for sterilization. "It's too permanent for me," she said.

BEIJING -- Chinese police opened fire during a "riot" in a Tibetan-populated area of southwest China, the official Xinhua news agency reported on Friday, the latest in three weeks of deadly unrest.

One local official was seriously wounded during the incident, which took place on Thursday evening in Garze county of Sichuan province, Xinhua reported.

"Local officials exercised restraint during the riot and repeatedly told the rioters to abide by the law," Xinhua quoted an official with the local government as saying.

"(But) police were forced to fire warning shots and put down the violence, since local officials and people were in great danger."

Xinhua did not give any other details in its brief dispatch.

The London-based Free Tibet Campaign, citing a source in the region, said security forces opened fire when 370 monks from the Tongkhor monastery and about 400 other Tibetans staged a protest there.

Eight Tibetans had been killed after security forces opened fire on the protesters, Free Tibet Campaign spokesman Matt Whitticase said, citing the source.

He identified seven of those people. However, he emphasized he only had the information from one source.

Whitticase said the Tibetans had been protesting over the detention of two monks on Thursday. He said the two monks had been held because they had been found with photos of exiled Tibetan spiritual leader the Dalai Lama.

The protest was the latest in three weeks of deadly unrest pitting Tibetans against Chinese security forces.

The protests began in Tibet's capital, Lhasa, to mark the anniversary of a failed 1959 uprising against Chinese rule of the remote Himalayan region.

Four days of peaceful protests erupted into rioting in Lhasa on March 14, and the unrest spread to other areas of western China with Tibetan populations, including Sichuan province.

China says Tibetan rioters have killed 18 civilians and two policemen. Before the latest unrest, Tibetan exiled leaders said 135-140 Tibetans had been killed in the Chinese crackdown.

China has ruled Tibet since 1951, after sending in troops to "liberate" the Buddhist region the previous year.

LONDON â€" Queen Elizabeth II's husband, Prince Philip, has been admitted to a hospital with a chest infection, Buckingham Palace said Friday.

A spokeswoman said the 86-year-old was taken to the hospital for "assessment and treatment for a chest infection." She said she had no information about his condition.

"His royal highness's program of engagements for the weekend have been canceled," the spokeswoman said on condition of anonymity in line with palace policy.

The British Broadcasting Corp. reported that he was admitted Thursday night. Officials at King Edward VII's Hospital in central London said they would not comment on Philip's condition.

Philip has been married to the queen since 1947. A member of the Greek royal family, he renounced his royal title when he became a naturalized British subject in 1947.

He joined the Royal Navy in 1939, and saw active service throughout World War II, rising to the rank of Lieutenant. After Elizabeth became queen, Philip gave up his naval career to support her.

He has no constitutional role other than as one of the queen's privy counsellors.

Philip is a great-great-grandchild of Queen Victoria. His paternal grandfather, King George I of Greece, was Queen Alexandra's brother.

Thanks for posting the video Dong Enzo, it made me cry. :'( :'(

Damn! shes so young and pretty!

In my deepest sorrow and sadness,I extend my sympathy to the family of the late  Ruby Jade Ruba.

As we ponder this terrible tragedy, we have to come to terms with the gruesome reality that violent crime must be abated. However this is a situation which can only persist if we allow it to, and so as conscientious citizens we must all abhor and become appalled by criminal activity no matter who the perpetrators are. We must develop an intolerance for criminal behavior and those who commit crimes must not be able to find any comfort or protection among family or friends. Crime is no respecter of persons as Ruby Jade Ruba case clearly demonstrates, and today’s protector can very well be tomorrow’s victim.

ANd may the Lord grant the departed souls a place in his kingdom and strength to the families to carry on.

MANILA, Philippines -- President Gloria Macapagal-Arroyo has been advised by a Catholic bishop to “act according to conscience” as there were people considering “drastic moves” against her.

“The President knows what is happening. The President knows what’s in our heart, what she is before God. So I hope that she will act according to what her conscience dictates her,” Caloocan Bishop Deogracias Iniguez said when asked what his birthday message was for the President, who would turn 61 this Saturday.

Iniguez disclosed that there were people thinking of enforcing “drastic moves” to end the perceived evil that was happening now in the country. He did not elaborate.

The bishop was at a forum on Thursday in Quezon City on human rights violations.

“Well every one of us has conscience kaya lang kung minsan pwede kang magmatigas sa sinasabi ng konsyensya mo [but sometimes we harden ourselves to our conscience] and that’s what we are appealing and we’re praying for -- that all of us, pati ang ating Pangulo [including the President], [should really] look at what is happening and she acts according to her conscience,” he said.

“Kung hindi [If not], that will imperil her [Arroyo]… because there are others thinking of drastic moves in order to end this perceived evil that’s happening in our country,” he said.

But Iniguez stopped short of calling for Arroyo’s resignation.

While he was inclined to support the resignation call, Iniguez opted to join those seeking for “genuine solutions” to the problems facing this present administration.

“Sa ngayon kasi ako [For now], although I’m inclined to go with others to ask for the resignation of the President but in due process siguro dapat talagang magkaroon ng [maybe there should really be] special effort for these truths to come out so that walang magsisisi sa atin [nobody can blame us] in the future,” he said.

“Pero [But] from all indications, mukhang talagang [it looks like] the present government is to be blamed for the many ills that are happening in our country but it’s another thing to prove that. Yun nga yung hinihintay nating mangyari [That is what we’re waiting for],” he said.

President Gloria Macapagal-Arroyo will take a day off on Saturday to celebrate her 61st birthday, which leftwing migrant workers have declared a "zero remittance day" as a protest for her alleged neglect of overseas Filipino workers (OFWs).

It will be a private affair, she told reporters before she ended her three-day working visit in Hong Kong on Tuesday.

Her birthday wish was for the country to "weather the global slowdown ... so that we will be uninterrupted in our journey toward the first world in a generation." Ms Arroyo has often talked about her desire for the country to be transformed into a developed economy.

Migrante International, an umbrella group of militant OFW groups around the world, said Saturday would be a zero remittance day to signify the OFW sector's contribution to the Filipino people's legitimate search for truth and accountability.

The action also was aimed at supporting calls for the resignation of Ms Arroyo, the group said. It accused Ms Arroyo of "criminal neglect" of OFWs in distress.

The President returned from Hong Kong bringing home a pledge of a $2 billion in investment from a Chinese property development company.

She was joined in Hong Kong by her husband, Jose Miguel Arroyo, and her two sons -- Representatives Juan Miguel "Mikey" Arroyo (Pampanga) and Diosdado "Dato" Arroyo (Camarines Sur) -- and grandchildren.

On Saturday, the Arroyo family will attend a Mass in her hometown in Lubao, Pampanga, Dato Arroyo said. "Then we'd all go back to each one's jobs," he told the Philippine Daily Inquirer (parent company of INQUIRER.net).

"My wish is for her to continue the way she has been focusing on her work to strengthen the economy," he said.

Ms Arroyo's brother-in-law, Negros Occidental Rep. Ignacio Arroyo, said she most probably would mark her birthday with just a "simple celebration." He said he wished her "good health and good discernment."

"I wish that she continues her good work," he said.

"Zero-remittance will be OFWs' not-so-happy birthday gift to the President. OFWs have had enough of being neglected," Migrante secretary general Maita Santiago said in a statement.

Earlier, Migrante said that 5,000 OFWs had already pledged not to send their money to their families on Saturday. OFW remittances have significantly helped improve the Philippine economy.

ANCHORAGE, Alaska â€"  A former stripper-turned-soccer-mom convicted of plotting to kill her former fiance 12 years ago was sentenced Wednesday to 99 years in prison.

Mechele Linehan, 35, who until her arrest had been living a quiet life as the wife of an Olympia, Wash., doctor, was convicted in October of first-degree murder in the 1996 shooting death of Kent Leppink.

Prosecutor Pat Gullufsen said Linehan plotted with another man who hoped to marry her, John Carlin III, to lure Leppink to a rural trail, where Carlin shot him with a .44-caliber handgun.

The motive was a $1 million insurance policy that Linehan mistakenly believed named her as the beneficiary, prosecutors said.

Carlin was sentenced in January to 99 years in prison for firing the shots that killed Leppink.

Anchorage Superior Court Judge Philip Volland called the crime the worst in its category: premeditated, cold and cruel.

"It was a calculated homicide accomplished through deceit, deception and manipulation," Volland said. "It was done for the most venal of reasons and it was dismissed by the two participants in the most casual of ways. It was a man killed by his friend and his fiance."

Supporters of ousted President Joseph Estrada will present him with one million signatures on his birthday on April 19 to convince him to run for president in 2010.

Actor Rez Cortez, an initiator of ERAP 2010 for president movement, told The STAR they are set to distribute pamphlets containing the opinions of three retired justices of the Court of Appeals and the Supreme Court that there is no legal impediment for Estrada to run in the 2010 elections.

“The target is by April 19, which incidentally is the 71st birthday of President Estrada, the group will be able to present an initial one million signatures supporting his presidential bid in 2010,” he said.

Former Senate president Ernesto Maceda, a member of the committee on elders of the United Opposition (UNO), earlier said that the three justices, whom he did not name, believe that the ban on re-election applies only to the incumbent president as the framers of the Constitution used the words “The President.”

“So, when you said ‘The President,’ it means that no incumbent or sitting president can seek re-election,” he said.

“The justices pointed out that if the framers of the Constitution really wanted to disqualify all former presidents from running, then they should have said, ‘Any person who has served as president can no longer run for re-election or can no longer run for another term.’”

Maceda said a study conducted by the three justices, whom the opposition commissioned, showed that Estrada, along with former Presidents Corazon Aquino and Fidel Ramos, can still run in the presidential elections in 2010.

“We have commissioned two retired justices and review from another retired SC justice on the ban for re-election of the president,” he said.

“Precisely, they have a very clear and concise opinion that any former president â€" Erap, Cory for that matter, President Ramos can still run.

“The principal explanation is that the ban against running for reelection is exactly in the same paragraph, which says that the President shall have a term of six years, and that it continues that the President shall not be eligible for re-election.

“Let the people decide the issue of whether former President Estrada should be president again of the Philippines. Vox Populi est suprema lex. And our Constitution expressly states that sovereignty resides in the people and all government authority emanates from them.”

Maceda said the three retired justices cited Article II Section 1 of the Constitution in coming out with their opinions supporting the legality Estrada’s candidacy in the 2010 presidential elections.

Pangasinan Rep. Jose de Venecia Jr. blamed the rice crisis yesterday on the government’s policy of “massive importation” of the basic staple and on its failure to modernize agriculture.

“It is more lucrative to import rice than to produce it. There is no compulsion to make the country self-sufficient in rice,” he told reporters.

He said this is the reason why the government did not fully implement the 10-year modernization program embodied in the Agriculture and Fisheries Modernization Act (AFMA) of 1997, for which Congress had appropriated a total of P145 billion on top of nearly P44 billion in annual operating budget of the Department of Agriculture.

Asked who is making money in rice importation, the former speaker said it is common knowledge that corrupt officials and their patrons pocket huge commissions involved in rice imports.

This year, President Arroyo has ordered that a total of two million metric tons (40 million 50-kilo bags) of rice be imported.

De Venecia said the same corrupt officials and their patrons benefit from rampant rice smuggling in Northern Luzon, Subic, Manila, Cebu, and Mindanao.

“Rice smuggling is the result of our failure to attain rice self-sufficiency, which also perpetuates the policy of massive importation of rice,” he said.

De Venecia lamented that despite the appropriation of billions yearly for AFMA projects, the government failed to modernize agriculture, especially rice production.

He said a large part of the money was obviously misspent.

Data released by the House committee on agriculture chaired by Palawan Rep. Abraham Mitra last week showed that in 1997, Congress appropriated P14.5 billion to improve agricultural production, principally rice since it is the national staple that is directly linked to food security.

Some P12.9 billion was set aside in 1998, P11.6 billion in l999, P16.6 billion in 2000, P11.4 billion in 2001, P14.4 billion in 2002, P12.1 billion in 2003, P9.4 billion in 2004, P10.3 billion in 2005, P11.5 billion in 2006, and P20.4 billion in 2007.

As operation funds of the Department of Agriculture, Congress appropriated a total of P43.8 billion over the same period.

De Venecia said with the expenditure of nearly P190 billion for agricultural modernization, the country should be self-sufficient in rice by now.

He said the government should account for the money.

Asked what is the solution to the rice crisis, he said while rice importation is a temporary remedy, the long-term answer to the country’s rice requirements is still “massive production of rice.”

He said the nation has to go into a rice production program similar to the late President Ferdinand Marcos’ Masagana 99 with the necessary irrigation support and assistance to farmers.

“That is the only way we can put an end to rice importation and smuggling, because then, it will not be lucrative to import and smuggle the staple,” he stressed.

In a related development, Mitra urged Mrs. Arroyo to appoint a deputy ombudsman for agriculture.

He said since there is a deputy Ombudsman in the military, “one may be needed in the agriculture sector considering the fact that farm spending is now bigger than defense spending.”

He projected that for rice imports alone, the government would spend P62 billion this year, an amount bigger than the defense department’s budget of P51 billion this year.

He said since Agriculture Secretary Arthur Yap cannot watch over each and every transaction is his agency, which is composed of nine bureaus, 10 attached corporations and 14 regional field offices, a watchdog can probably make deals aboveboard.

Duque, Palace sabotaging forum

De Venecia has accused Malacañang and Health Secretary Francisco Duque III of sabotaging the Mass and forum for truth that administration critics are set to hold in Dagupan City tomorrow.

“The people of Secretary Duque and Albert Balingit, who are both from Dagupan, have been tearing down streamers and posters announcing the Mass and forum,” the former speaker told reporters.

“But it is really Malacañang that is behind the move to prevent this event from taking place,” he said.

However, he said despite such effort, the Mass and forum for truth will take place tomorrow as scheduled.

The Mass will be officiated by Lingayen-Dagupan Archbishop Oscar Cruz, an arch critic of President Arroyo. Rodolfo Noel Lozada Jr., star witness in the Senate’s national broadband network investigation, will speak in the forum afterwards.

De Venecia, whose district covers Dagupan City, said Balingit is a director of Landbank, and whose son Brian is an assistant secretary in the Department of Agriculture.

He said the Duque-Balingit teams “have been at work at night when nobody was looking.”

“But they cannot really prevent people from going to the Mass and forum. Neither can they suppress the truth,” he said.

He said he has been invited to attend the Mass and forum, but he is leaving for South Korea today with his wife for a speaking engagement.

“Besides, we do not want the event to be tainted with politics,” he added.

Interviewed by radio station dzMM, Bishop Cruz confirmed that Duque and Balingit’s people have been tearing down streamers and posters for the Mass and forum for truth.

“That is the information that we’ve been getting,” he said.

He said the Mass and forum would be held at the Dagupan Astrodome, whose use has been allowed by City Mayor Alipio Fernandez.

He said Fernandez, apparently due to pressure from Malacañang, wanted to withdraw his approval of their request to use the facility.

However, he added that he insisted that the mayor stick to his approval of their request.

Cotabato City police maintained on Thursday they had a strong case against Egyptian professor Sheikh Mohammed al-Sayyid Ahmed Mussa whom they arrested late last year with bomb-making materials in a rented room in the city.

On Thursday, Mussa turned up in his native Cairo, Egypt, claiming he was mistreated by Filipino police and soldiers before his release on bail and eventual acquittal in court.

The 42-year-old maintained he was an envoy from Sunni Islam’s Al-Azhar University, The Associated Press reported.

Mussa was arrested on December 19 after police found bomb components in the room he was renting from a Filipino Islamic preacher in Cotabato City, following suspicions he had links to the Indonesia-based Jemaah Islamiyah and Osama bin Laden’s al-Qaeda terror groups.

Superintendent Dave Ombao, chief of the Criminal Investigation and Detection Group in the Autonomous Region in Muslim Mindanao, said they had evidence Mussa was planning to conduct bombings in Mindanao.

Investigators said they also found a booklet on the separatist Moro Islamic Liberation Front (MILF) in the room.

Ombao expressed disappointment Mussa was able to leave the Philippines and fly back to Egypt.

“We have the evidence and our case is still there and it is strong. It’s really sad. We did our job but he was still able to leave the country,” Ombao said.

He said it was now up to the Department of Justice to request Mussa’s extradition.

Mussa was freed about a week after his arrest, upon posting the P200,000 bail. He was released to the custody of the Egyptian Embassy in Manila.

HAGERSTOWN, Md.  --  A set of human remains found in a crude grave have been identified as those of a Salvadoran immigrant missing since her husband killed their four children and himself more than a year ago, authorities said Thursday.

Cindy Feadstein of the state's medical examiner's office confirmed the skeletal remains had been identified as Deysi M. Benitez, 25, who vanished in March 2007.

The remains were found Feb. 29 in a patch of wooded land along a highway near Emmitsburg, about 20 miles north of Frederick, where Benitez and her family lived.

Police found her husband, Pedro Rodriguez, 28, and their children, ages 1 to 9, dead in the home on March 26, 2007. Police concluded he had smothered the three girls and killed the boy with a blow to the head, and then hanged himself.

The mother had not been seen by neighbors since about a week earlier. The couple had been grappling with financial problems and the husband had recently learned he was losing his job, officials had said.

Police officials declined to comment until a news conference.

Retired Frederick City Police Lt. Thomas Chase, who investigated the case before his retirement last year, said he hoped the resolution would bring closure to the couple's families.

"I'm deeply saddened that she was killed as well. I had hoped that she wasn't," Chase said.

Child Protective Services will investigate the welfare of a 14-year-old student who birthed an infant inside a Baytown middle school restroom but allegedly drowned it during an attempt to flush it down the toilet.

Officers were dispatched to Cedar Bayou Jr. High School, located at 2600 Elvinta near Highway 146, to investigate a possible miscarriage after school officials notified them that a 8th-grade student birthed a baby inside a school restroom at 10:51 a.m, Baytown Police Department Lt. Eric Freed said.

Investigators said they were notified after the teen reported the incident to a school counselor and said that she attempted to flush the baby down the toilet. Police said the baby, who was born alive, drowned in the toilet.

The middle school's principal, Gary Allen, sent a letter to parents to notify them of the incident.

"The staff closed off the restroom and kept students in class until the situation was contained, and students were then escorted to lunch," Allen said in the statement.  "I announced to students that a student had a medical issue and was receiving treatment. I assured them that everything was under control and asked them to try and remain focused on their classes."

The sex of the baby has not been released. The Harris County medical examiner will determine the exact cause of death.

Emergency officials transported the teen to a nearby hospital in stable condition.

Baytown Police Department detectives and the Harris County Medical Examiner's Office are investigating the case.

ARWIN, Australia  â€"  A man rescued his wife from the jaws of a crocodile in remote northern Australia by jumping on its back, police said Thursday.

The woman, 36, suffered leg and hand injuries in the attack late Wednesday in an Outback creek where the couple were swimming, Northern Territory Police spokesman David Wright said. But the 2.5-meter (8-foot) reptile released the woman and fled when the man jumped on its back. The man was not injured.

"It was real Crocodile Dundee stuff," Wright said, referring to the 1986 movie featuring an Outback hunter who can kill crocodiles with a knife.

The attack happened 160 kilometers (100 miles) southwest of Darwin, Australia's northernmost city, where the woman was taken to treat wounds that included eight teeth punctures in her thigh. The names of the couple were not released.

"The husband's very swift and diligent actions have saved the day," Royal Darwin Hospital general manager Len Notaros told reporters.

It was the fourth close call involving a crocodile this year in the Northern Territory.

Last week, police opened fire on a crocodile as it closed in on a drunken 27-year-old man who had accepted a dare to swim out to an offshore crocodile trap, and last month a crocodile nearly snatched a 27-year-old Israeli tourist from his boat on a river.

In January, a man rescued his colleague from a crocodile's jaws but accidentally shot the unlucky co-worker in the process.

But based on Philippine geographical survey, we got enough land to cultivate,  as Phils. is consist of  a total land area of 115,000 square miles. If only the natural wealth of the Philippines were to be tapped and developed by the Filipino people themselves for their own benefit,Im sure that there would be no rice shortage, we can have more than enough to sustain a population that is several times bigger than the present one. However, the domestic feudalism prevent the Filipino people from making use of their natural resources to their own advantage .

Health and Food / Dangers of snoring
April 03, 2008, 04:20:58 PM
What is sleep apnea?
Usually associated with snoring, sleep apnea means the cessation of breathing during sleep. This breath-holding initially lasts for 10 seconds and progresses to 20 to 30 seconds, and each episode is immediately followed by gasping for air. This cycle could repeat itself several times (20 to 100 times per hour) the whole night long. The snorer is totally oblivious of all this and only the roommate is aware of this bothersome snoring and scary sleep apnea.

How prevalent is sleep apnea?
The incidence is about 2% among middle-aged women and 4% among men of that age group, which is similar to the incidence of diabetes and asthma. Sleep apnea is a primary risk factor for hypertension (high blood pressure).

What are the types of sleep apnea?

There are two types: Central Sleep Apnea (CSA) and Obstructive Sleep Apnea (OSA). CSA is much less common, less than 10% of cases comprises this group, and is due to the brain’s failure to send a signal for the person to breathe. This can happen among individuals with cardiac or neurological diseases. In OSA,  part of the back of the throat collapses and blocks the airway during sleep, preventing airflow to the lungs. This causes decreased oxygenation and a low blood oxygen level, which alerts the brain to transmit a “wake up and breathe” message to the sleeping person.

What effects does sleep apnea have?
The person wakes up with a dry mouth and throat, perhaps with a headache, and a lousy feeling akin to a hangover. There may also be fatigue and sleepiness throughout the day, together with some memory deficiency, poor attention and concentration, and bad mood â€" all signs of lack of sleep, due to sleep apnea. The psychological stress of all this impacts negatively on the individual. The recurrent transient hypoxemia (low blood oxygen level) and daily impairment of sleep are added risk factors for the development of hypertension and coronary heart disease.

What causes snoring?

In some people, especially after middle age, the muscles of the upper airways in the back of the throat, like the soft palate (the back end of the roof of the mouth), the uvula (tiny appendage that hangs down), tonsils, adenoids, become flabby and vibrate with the airflow, causing the various classical noises of snoring. They also cave in and out (like a floppy valve) with respiration, blocking the upper airway and causing sleep apnea. After a hard day’s work, exercise, or following sex, people’s snore gets louder.

Are “snore stoppers” effective?

“Snore aids” advertised in the various media, such as nostril clips, nasal or throat sprays, magnetic wrist bands do not work to stop snoring, much less cure sleep disorders. Only those fraudulent vendors who make bundles of money by duping the ignorant public could sleep well, minus their conscience. One contraption, the jaw sling, which prevents the jaw from dropping while the person is asleep, shows promise for some snorers, but uncomfortable to wear.

What is the non-specific therapy?

Weight loss for those who are overweight can minimize the episodes of sleep apnea. Avoidance of sleeping pills, sedatives and alcohol, all of which increase the frequency and duration of sleep apnea, is most essential. Lying flat on the back induces sleep apnea for a lot of people. This could be avoided by placing a pillow at the back and lying on the side.

What are the various treatment regimens?

The three modalities are: (1) Physical or Mechanical, (2) Surgery, and (3) Non-specific therapy. The specific prescription depends on the medical examination and laboratory findings. The physical or mechanical treatment works only when used as the patient sleeps and apnea returns when the regimen is not utilized. There are two forms: Continuous Positive Airway Pressure (CPAP) and Dental/Oral Appliances. CPAP, the most commonly prescribed, uses a snugly fitted face mask where continuous positive pressure air is blown into the nose, forcing the airway to stay open for proper breathing. Dental/oral appliance, which is fitted by an ortho dentist, uses a device that moves the lower jaw forward to cause an under bite, which opens the airway.

What is the surgical treatment?
Surgery removes tissues, like nasal polyps, adenoids, tonsils, and any oro-pharyngeal deformities that causes obstruction to airflow. One of them is called uvulopalatopharyngoplasty, which excises tissues at the back of the throat. The success rate is low, between 30-60% and it is hard to know which patients will benefit from it, side effects and eventual outcome. The others are tracheostomy (creating a hole in the windpipe for those with severe obstruction, which, fortunately, is not too common), surgical reconstruction for those with deformities, and surgery to treat obesity, which contributes to sleep apnea.

LONDON  â€"  A coroner sent a jury out Wednesday to consider its verdict in the deaths of Princess Diana and her boyfriend, Dodi Fayed.

Lord Justice Scott Baker told the jury to take as long as they need to consider the evidence from the six-month inquest into how Diana and Fayed died a 1997 Paris car accident in while being trailed by photographers.

More than 240 witnesses have given evidence, including Diana's close friends, Prince Philip's private secretary, a former head of the Secret Intelligence Service and Diana's former butler, Paul Burrell.

"There is no pressure of time," Baker told jurors. "Take as long as is necessary."

Among the last questions he put to the jury was whether Diana and Fayed would have survived had they worn their seat belts and whether Diana would have lived had she been taken to the hospital more quickly.

He told the jury that the conspiracy theory promoted by Dodi's father, Mohamed Al Fayed â€" that the couple were killed in a secret-service plot masterminded by Prince Philip â€" "has been minutely examined and shown to be without any substance."

He said the jury could consider evidence that the deaths were the result of gross negligence by driver Henri Paul, the paparazzi who pursued the couple, or both.

Baker had previously told the jury that to reach a verdict of unlawful killing they would have to find evidence of recklessness amounting to manslaughter. If not, he said, they should consider whether the crash was simply an accident.

The last resort for a verdict was an open verdict which could include the possibility of a staged accident.

MANILA, Philippines -- A militant alliance of overseas Filipino workers and their families urged President Gloria Macapagal-Arroyo to go to Kuwait again to save domestic helper May Vecina from a death sentence that was recently affirmed by the emirate's highest court.

“If it would take such a step to save her, then by all means she should go, not just to Kuwait, but to each and every country where there are OFWs on death row,” Migrante International secretary-general Maita Santiago told the Philippine Daily Inquirer in a phone interview.

“In fact, the government shouldn't have waited for the (Vecina's) sentence to become final before launching a full effort to save our OFWs facing execution,” she added.

Last November, Arroyo went to Kuwait to personally seek clemency from Emir Sheikh Sabah al-Ahmad al-Sabah that he may spare the life of another domestic, Marilou Ranario, who was also sentenced to death for murdering her employer.

The emir later commuted her sentence to life imprisonment.

Santiago said the President should use her full diplomatic powers in saving OFWs as assiduously as the current administration has been promoting the country's labor export policy.

“Ms Arroyo said promoting and protecting the welfare of OFWs are one of the pillars of her foreign policy, so she should prove this now by doing all that she can to save Vecina,” the Migrante leader said.

Migrante members carrying pictures of Vecina, Ranario and other OFWs in death row held a noise barrage in the group's office in the village of Claro, Project 3, Quezon City on Wednesday.

They were joined by Ranario's sister Wilfreda, who mentioned that the Arroyo administration had yet to make good its promise to help Ranario's family go to Kuwait to see her.

Migrante chair Connie Bragas-Regalado relayed the group's sadness about the Kuwaiti Court of Cassation's upholding of Vecina's death sentence.

“We empathize with her family and demand that the Arroyo government truly exhaust all means to save her life. At the same time, this is another grim wake-up call regarding the very exploitative and vulnerable plight of OFWs, particularly of domestics,” she said.

Regalado also called on the family to stay strong in this entire ordeal and to never stop fighting for Vecina in Kuwait.

She said the government should conduct a “genuine investigation” of how the Philippine Embassy in Kuwait address cases of abuses of domestics in the emirate.

She quoted Vecina's lawyer Faisal al-Matar as saying that Vecina complained of maltreatment by her employer before the killing. Regalado said Migrante received reports every month of “hundreds” of Filipino domestics forced to run away from their abusive employers.

Vecina, 28, was sentenced to hang for killing her employer’s youngest son Salem Sulaiman Al-Otaib on January 6 last year, as well as attempting to kill his 13-year-old brother Abdulla by slitting his throat and stabbing his 17-year-old sister Hajer.

The court ruling is final and only needs to be signed by Kuwait's Emir Sheikh Sabah al-Ahmad al-Sabah to be implemented.

Migrante's Middle East chapter said it was also preparing to launch an online petition to appeal to Ms Arroyo to “act without much ado,” and to the Kuwaiti government to spare Vecina.

In a statement from Riyadh, Saudi Arabia, Migrante-Middle East regional coordinator John Leonard Monterona said that despite the pronouncement from Malacañang and the foreign affairs department that they would “exhaust all legal remedies and take diplomatic initiatives” to save Vecina, Migrante members around the world would closely monitor and follow up any remedial and diplomatic actions to be undertaken by the Arroyo administration.

“We will closely keep an eye on Vecina’s case and will tightly observe the actions to be undertaken by the government especially that Ms Arroyo herself promised last year to intervene on Vecina’s case and those of other 25 OFWs in death row,” Monterona added.

Citing government data, Migrante counted 73,000 OFWs in Kuwait, with 60,000 of them working as domestic workers earning less than US$200 monthly.

According to the group, more than 25 Filipino workers are on death row around the world while five OFWs have been beheaded overseas during the term of the Arroyo government.

MANDAUE CITY, Philippines - Mandaue City policemen arrested a neighbor of the call center agent who was found dead inside her rented room in Barangay (village) Guizo.

Jerome Oporto, 30, was taken into police custody after the cellphone stolen from Cheryl Reoma was traced to a buyer on Monday night.

Police said Oporto, who was captured in his house in Barangay Guizo, did not resist arrest. In the presence of a public attorney, he later signed an extrajudicial confession admitting to killing the woman and stealing her cellphone.

Oporto appeared remorseful when he was presented to the media on Tuesday before he was taken to the court.

Charges of robbery with homicide were to be filed against him for the death of Reoma, a 28-year-old call center agent who was also a widow with one child.

Oporto was a neighbor of the victim and was peeping through a hole in the wall near the door when Reoma noticed him, according to his confession, said Mandaue City Police Office (MCPO) station 1 commander, Senior Inspector Seigfred Toribio.

Police said Oporto pretended to ask Reoma if he could borrow P200 from her.

But when the door was opened, Oporto slapped the woman twice and forced her inside her rented room in Magaling Compound.

According to the police report, Oporto got a knife from the table inside the room and stabbed Reoma once.

He then fled with her Sony Ericsson mobile phone.

A witness saw Oporto jump off the fence of the compound.

Police said they believe that Oporto had been spying on his female neighbor, who was living alone since her husband died.

Police said Reoma died on Holy Tuesday but her body was only discovered three days later on Good Friday.

The woman’s wallet and mobile phone were missing.

Last Monday night, the stolen phone was recovered from a buyer in Barangay Guizo who later turned it over to police.

KUALA TERENGGANU, Malaysia -- It was no April Fools’ joke. The short messaging service (SMS) was real -- a Malaysian man divorced his two wives within three minutes.

In the Lower Syariah Court, businessman Roslan Ngah, 44, divorced both wives by pronouncing talak (intention to divorce) to each of them.

He pronounced talak to his second wife Mastura Ahmad, 35, about 11.50 a.m. Tuesday, then to Norhayati Ismail, 46, before judge Wan Abdul Malik Wan Sidek.

Wan Abdul Malik said this was the first time in the court’s history that two wives had sought a divorce at the same time.

Earlier, someone had sent out a message “there is a case in Syariah (court), husband divorces two wives.” Four reporters here who received the SMS brushed it off as a prank.

An hour later another SMS came: “This is not a joke, please come to court now.” The reporters gave it a shot and headed to the court. They made it in time to listen to the proceedings.

Norhayati, a homemaker, has four children (aged nine to 22) with Roslan after marrying in 1986.

Mastura, a nurse at the Sultanah Nur Zahirah Hospital, has two, aged six and 10, following their marriage in 1995.

Both women looked composed during the proceedings. Accompanying Norhayati was her eldest daughter, Nurfarhana, 19.

The divorces were made under Section 44 of the Terengganu Syariah Enactment.

Outside the court, Roslan said he felt sad to be separated from his wives whom he claimed had asked him for the divorce.

He said both women shared “a very close relationship” and lived in a house in Pasir Panjang here. He stays in another house a few meters away.

“They are like good friends but I never imagined that both of them had collectively decided to divorce me.

“I admit that my relationship with them had been strained over the past few months but I never expected our marriages to end in this manner,” he said in a calm voice.

Roslan confessed that he was also married to another woman in 2001 and they were blessed with a baby girl but they separated in 2004.

When asked whether he would remarry, Roslan replied: “If my fate says so, I have no qualms and this time I hope that my marriage will last forever.”
