Autobiography Of Atty. Dionisio D. Balite, Ph.D.
Third Congressional District, Bohol Provincial Board Member

On April 8, 1941, I saw the first light of day at barangay Cansibao, Valencia, Bohol, the

at the Valencia Elementary School in 1954 as 1st honorable mention. My secondary education was completed in 1958 at the Valencia High School as salutatorian of the whole graduating class.

My parents could not afford to send me to college, but my thirst of acquiring higher educational attainment drove me to pursue this dream, thus I work my way towards college as a striver of then Rafael Palma College, now University of Bohol.

By sweating it out, I was able to acquire the following college courses: Associate in Arts,

Hon. Ma. Fe Camacho-Lejos
Second Congressional District, Provincial Board Member

The new board member is a beauty and got the best life can offer. She is the youngest child
from a brood of nine of Engineer Magdaleno T. Camacho, Sr., once Bohol’s District Engineer
who hails from Getafe and a retired public school principal of Chinese descent from Tubigon, Filomena Tan.
Her eldest sister, Victoria is an OB-GYNE consultant, also owns a clinic in the U.S. Next is, Cecilio, also a general surgeon in the U.S. Her other sister Carmen, is a nurse in the U.S.
while brother Jessie, is a manager of a firm there. Another brother , Feliberto, a graduate of
Philippine Military Academy Class 65, who retired as colonel (pilot) of the Philippine Air Force, is
now a successful entrepreneur in Canada.

Before her is her brother Cariso who was mayor of Getafe from 1992-2001. He is now ABC President there and subsequently Bohol’s ABC Vice President. His wife Theresa, who
followed suit, is now on her second term as mayor of Getafe, Bohol.

Another brother Magdaleno, Jr., was a philosophy professor of Adamson University in Manila. Unfortunately, God took his life earlier so with another brother Thomas Dewey.
Hon. Maria Fe Camacho-Lejos or simply MAFE as her friends fondly call her, was born on
March 23, 1957. She finished her elementary grades in Getafe in 1968. She pursued her secondary course at Holy Spirit School, Tagbilaran City and graduated in 1972. Not certain
yet in which way to go through as a profession, she took up Bachelor of Arts at Velez College, Cebu City and finished it in 1976.

Finally, MAFE chose to be a nurse, which she studied at the University of Bohol, Tagbilaran
City and completed Bachelor of Science in Nursing in 1981.

MAFE’s leadership potential was discovered as early as during her student days when she became the Class President of U.B.’s Nursing Students’ Association from school year 1979-1981. She also became the President of the Quezon Institute Nurses’ Organization from 1982
to 1986 while working there as an O.R. staff nurse. MAFE has been likewise an active member
of the Philippine Nurses’ Association and Alliance of Health Workers as its National Secretary from 1984-85.

Working abroad for dollar also attracted the young MAFE like most of our brother Filipinos at
that time, when in 1986, she accepted an overseas employment as staff nurse of the Ministry
of Health, Kingdom of Saudi Arabia until 1996. She, again, worked as chief nurse of Marzouk Primary Health Care Center, Al-Baha, Kingdom of Saudi Arabia from 1996 to 2004.

MAFE comes from a family of politicians. Her grandfather was once a long-time mayor of
Getafe, Bohol in the 20’s and 30’s. An uncle also became a board member of Bohol during
the stint of Carlos P. Garcia as governor. A brother as mentioned above has been a
successful politician.

But, MAFE has never had a dream of becoming one. If not probably for an ailing cousin, the
late Estanislao Camacho, Board Member of the 2nd District of Bohol, who withdrew his bid
for reelection in 2004, MAFE could not have ran in his stead and won as Board Member of
the Province of Bohol.

The new Board Member is dynamic. She is output-oriented. MAFE is religious too. Her
being a nurse makes her an ideal surrogate mother to all her constituents.

Being a working mother is already a tough task. Being a politician at the same time
multiplies the challenge quadrofold. But effective time management can allow her to be
an efficient wife, mother and public servant at the same time.

MAFE is happily married to Mr. Cristopher O. Lejos, a businessman from Capiz, who
also once an oversea worker and they are blessed with two children, Kevin, who is now in
his second year college in political science at the University of Bohol and Kristofferson, a
high school sophomore of Holy Name University.

Biography of Atty. Felix R. Uy
Province of Bohol Board Member

You will certainly find him anywhere with anybody, inside & outside the hall of the Provincial Sanggunian. When sessions are called to order, you find him seated listening intently to every proceeding or hear him standing before the podium with elegance, with his well-embroidered barong tagalog to air his views with rationality and eloquence.

As he appropriately blends with any kind of situation, any kind of person, outside or inside
the hall of the Provincial Sanggunian, Board Member Atty. Felix Realista Uy is indeed a “real flexible legislator” of the Province of Bohol.

Felix as he fondly called was born in Baclayon, Bohol on November 25, 1956 to a hardworking Chinese businessman father and a very loving and supportive mother who has a pure Filipina descent.

So blessed with fame and fortune, he is happily married to Marilyn “Bobs” Rubillar from
Tagbilaran City and presently a Municipal Councilor of Baclayon, Bohol. They are blessed
with three (3) children; Jacqueline Majella, Christine Carrieanne and Felix Maverick.

Because of the proximity of Baclayon to the province capital or for whatever other reasons,
Board Member Uy finished almost all his studies at Divine Word College (DWC) Tagbilaran
City from elementary (1963-1969), secondary (1969-1973), Bachelor in Political Science
(1973-1974) and Bachelor of Laws (1976-1980). He had only two years stint at the University
of Bohol in 1974-1976 where he finally graduated his A.B. in Political Science there in 1976, before going back to DWC, the following school year for his law course.

Passing the Philippine Bar Examination in 1980, he immediately threw himself to the
practice of law which eventually won for himself a distinct honor, name and respect among
legal luminaries for which relatives, friends and allies in Baclayon were so proud.

He entered the political arena in his hometown Baclayon in 1988, ran for Municipal Mayor
and won. Because of his superior performance, he was liked and loved by his constituents
who brought him back and back to the realm as town’s chief executive until 1998. While
being Mayor in Baclayon from 1988 to 1998 or a span of nine (9) years, he was also elected
as President of League of Mayors of the Philippines (LMP) Bohol Chapter in 1990 up to 1992.

When his maximum three (3) term period as Municipal Mayor has ended, he humbly opted
to ran for Municipal Councilor of Baclayon with only one thought in mind to continue his
services to his people.

Again, topping the race, his good name in politics spread like fire which caught the attention
and support of the Philippine Councilors League â€" Bohol Chapter, choosing him as their
President in 1998 to 2001 and consequently an Ex-Officio Member of the Sangguniang Panlalawigan in the Province of Bohol.

In the local elections of 2001, he ran for Provincial Board Member in the 1st district of the
province and won. Again, in 2004, he got reelected. As a legislator, Board Member Atty.
Felix Realista Uy is the Chairman of the Committee on Cooperatives & NGO’s, Committee
on Public Utilities & Franchises, and Committee on Rules. He is a Vice Chairman of the Committee on General Resolutions & Ordinances and Committee on Personnel & Related Policies. A member of the Committee on Trade & Industry, Committee on Education,
Committee on Zoning, Rural & Urban Development and Committee on Appropriations,
Finance & Budget. For, “real flexible legislator” that he is, with performances beyond
reproach, public service for Provincial Board Member Atty. Felix Realista Uy is no longer
a challenge but his way of life.

He has fought against foes ranging from the Green Goblin to Doctor Octopus, but Spider-Man now faces an even more formidable challenge: improving the battered image of the United Nations.

In a move reminiscent of storylines developed during the World War II, the U.N. is joining forces with Marvel Comics, creators of Spider-Man and the Incredible Hulk, to create a comic book showing the international body working with superheroes to solve bloody conflicts and rid the world of disease.

The comic, initially to be distributed free to 1 million U.S. schoolchildren, will be set in a war-torn fictional country and feature superheroes such as Spider-Man working with U.N. agencies such as Unicef and the “blue hats,” the U.N. peacekeepers.

Weird and Extreme / Man Accused Of Stealing Underwear

By Andy Cerota
ABC 13 Online News

Santa Fe, Texas - He's accused of breaking into his neighbor's home to steal underwear. And now, the Galveston County man explains to us why he did it; the bizarre thefts, and even more bizarre explanation from a man who lives in Santa Fe.

In a seemingly quiet neighborhood in Santa Fe, there was a crime almost too bizarre to believe and a confession from the man who says he did it.

"Well, it's true. I went into this lady's house twice," said burglary suspect Charles Clark. "I took her bra, but I didn't know nothing about her panties."

The lady Clark is talking about is his 61-year-old neighbor, who caught him in the act. Clark went through the back door.

Eyeball / Tubag Bohol Santas: Now They Can Be Told
December 28, 2007, 09:53:09 PM
At first, she declined to be named. She just wanted to be anonymous. But I told her: "The media would spread bad news, why won't we spread the good news." Convinced, she agreed to be named.

Okay, Tubag Bohol would like to thank Gemma (aka Glen) for initiating the T-shirt. I had no idea about it. I just learned it from her PM that she already sent funds to St. Agnes (Elsie Ente) for Tubag Bohol t-shirt. I did not even ask for it nor did I even plan about it.

Then, Jun Ayag of Saudi Arabia sent more funds to St. Agnes for the T-shirt so that more friends can be accommodated. I did not know about Jun's generosity. Karon lang. :)

One more Santa who loves street kids and orphans: she doesn't want to be identified. Hint: she lives in Europe. Ako pa ni siyang pangulitawhan para mosugot nga I would disclose her name. She already sent funds to Sigbin II (Paul Vistal) for the gift-giving at the hospital and at the orphanage.

The other Santa is Bambi. She has a surprise windfall for those who'd attend the Eyeball on December 30, 2007, Sunday, 9 a.m. at Brewpoint Coffee Shop, Tagbilaran City

Did I miss other Tubag Bohol Santas? Please PM me, St. Agnes, if I miss someone.

The significance of our Eyeball is when we touch the lives of those who are homeless and "parentless" and those who are in pain at the hospital.

And of course, the celebration of our profound friendships.

The difficulties that the people are facing at present should be an inspiration for them to work harder and to hope for better things to come, declared Vice Gov. Julius Caesar Herrera.

The vice-governor said he is sad when he come across people who have given up hope in the face of the many difficulties at present.

"The difference between people who succeed and those who fail is obvious," he noted.

Herrera said people who succeed are those who are not easily discouraged even when the odds are high while those who fail give up when they ran into difficulties.

"We should not give up because sooner or later things will improve," the vice-governor noted.

According to the vice-governor, people in every nation experience crisis and defeat at certain time in their history.

The reason why those in progressive countries were able to get where they are now is because they refuse to yield to the difficulties of life.

"Look at many countries that went through very painful wars, they are the ones who are moving up and developing," he added.

The vice-governor also pointed out that people in other places face very difficult weather conditions.

He said some have to work in very extreme conditions like freezing cold or under the heat of the sun in the desert.

The vice-governor said the Philippines has not been at war except for the communist insurgency and the Muslim rebellion in the south.

He said these wars are not comparable to the wars in Indochina and Latin America which were very savage and brutal.

Although war is always painful, Herrera said most Filipinos go on with their life as if nothing happened.

He also noted that the weather in the country is ideal compared to the extreme conditions in the desert and cold countries.

Herrera said that being exposed to crisis and difficulties is not exclusive to the Filipinos so they should use these as an inspiration to work harder.

"As we reflect about the meaning of Christmas, let us thank God for our blessings but we should also promise ourselves to work harder and think more positively because that is the only way for us to develop," the vice-governor concluded. -- www.boholsundaypost.net

LGU Philippines / The Dominance of Cajes In Bohol
December 28, 2007, 06:06:00 PM
By June S. Blanco
Published By the Bohol Sunday Post

It's Cajes out and Cajes in at the Sangguniang Kabataan Provincial Federation (SKPF).

This after Frances Bobbith Cajes-Auza bowed out of office - to be replaced by younger sister Jane Censoria Cajes.

Jane ran unopposed - garnering 47 out of 48 votes. SK Tagbilaran City Federation President Ramy June Alturas was a no-show at the Harbor View of the Bohol Tropics Resort during the elections Monday.

Gov. Erico Aumentado who administered her oath of office expressed pride in Cajes' win, not only because her parents are his close friends and political allies, but because Jane is a consistent dean's lister at the Assumption College in San Lorenzo Village of Makati where she is taking up Bachelor of Communications major in Advertising.

Only recently, she was awarded as one of the Ten Outstanding Students of the Assumption and conferred the Outstanding Student Leader Award for her academic excellence and community involvement.

Aumentado entered the Harbor View only after the whole proceedings. He was also the administering officer for the rest of the SKPF officials.

Provincial Director Rustica Mascariñas of the Department of the Interior and Local Government (DILG-Bohol) supervised the proceedings. She and Sr. Supt. Edgardo Ingking, provincial director of the Bohol Police Provincial Office (BPPO) and Assistant Region 7 Director Veronico Petalcorin of the Commission on Elections comprised the Board of Election Supervisors for the exercise.

Dennis Calunia of the Social Action Center of the Diocese of Tagbilaran, Assistant Bohol Schools Division Superintendent Joseph Erwin Lagura and Provincial Secretary Bonifacio Quirog comprised the panel of observers.

Following her SKPF win, Jane called on the governor to seek his support in her next aspiration - the SK national presidency.

Aumentado obliged - calling his successors Gov. Loreto Leo Ocampos of Misamis Occidental and Mayor Ramon Guico Jr. of Binalonan, Pangasinan at the League of Provinces of the Philippines (LPP) and the Union of Local Authorities of the Philippines (ULAP), respectively, to ask for their support.

The governor is for the retention of the SK: some people simply are born leaders and capable. But he wants to raise the minimum age to qualify.

After all, one cannot legally transact business if he or she has not reached the age of majority, which, in the Philippines, is 18 years.

Jane will celebrate her 18th birthday on January 10, 2008.

You can make noise as much as you can, but no firecrackers are allowed.
This was the reminder given by Tagbilaran Mayor Dan Lim as the celebration for the Christmas and New Year holidays intensify.

"There are many ways to celebrate but exposing people to danger by playing firecrackers will never be tolerated," the mayor declared.

Lim said he has given strict orders to apprehend vendors who will sell pyrotechnics during the season.

The mayor said deputized government workers will augment policemen in monitoring vendors who might be tempted to secretly sell firecrackers.

Lim made it clear that the firecracker ban that he imposed during his first year in office will again be put in place.

"I will not spare anyone who will disregard this policy," the mayor warned.

Lim said the lessons of the past years when firecrackers endangered not only the lives of those playing with them but also those who are nearby should not be disregarded.

Aside from injuries and even death for children who innocently swallow toys laced with powder, pyrotechnics have also been blamed for some major fires that hit different parts of the country in the past.

The mayor said that people always find ways to make noise and this should be enough to make up for the absence of firecrackers during the season.

"Many people complain about the prevailing economic crisis but there are some who are willing to buy firecrackers that will burn their money in a few seconds," he noted.

At the same time, the mayor warned residents about the expected proliferation of criminal activities particularly snatching, break-ins, hold-ups and other thefts.

The seemingly harmless idea of a cluster facility for the garbage of 10 contiguous towns to be hosted by the municipality of Alburquerque has escalated into a combustible issue with stakeholders resorting to death threats.

Bearing the brunt of possible death was Gov. Erico Aumentado who brokered for the hosting of Alburquerque as garbage capital for the municipalities of Lila, Loay, Loboc, Baclayon, Corella, Sikatuna, Cortes, Balilihan, Dauis and Panglao. Tagbilaran City was included in the cluster, but Mayor Dan Neri Lim opted to go on its own and decided to set up its own garbage facility.

Although it came in the form of an anonymous text message, the recipient governor was not taking the threat lightly.

The governor has all the reasons to take the threat seriously.

Threats to the life of the governor may be part of the territory but having survived an assassination attempt in 2004, was enough justification to be cautious.

Gov. Aumentado is at the forefront of the garbage dump project after he lobbied for funding support from the Philippine Tourism Authority as part of Bohol's tourism program. He was able to secure P75 million from the PTA to realize the Alburquerque project.

But all is not well in the Alburquerque front of the project. Majority of town residents protested the host role of the town dramatizing their complaints through screaming banners and headlines of local newspapers.

In fact, one of the reasons why the son of former mayor Efren Tungol lost in last May's elections on the basis of the landfill issue.

Feeling the heat of the people's protest, Gov. Aumentado called for the suspension of its implementation pending completion of a massive information dissemination campaign.

The contractor, the Laguna-based Cervantes Construction, almost started the civil works of the project when Aumentado filed the request for suspension with PTA.

Aumentado was informed during the recent Governor's Report, that a text message was relayed to one of the mediamen attending the weekly forum. The eerie message reads: "Good morning governor, imo man kaha pa-stop ang landfill sa Albur, why man nagsige pa man ang work sa landfill? Kung dili ka ka-stop sa landfill project, hulata ang imo nga kamatayon". (You have vowed to make a move to stop the works on the landfill project in Albur. Why is it that construction works on the landfill project continued. If you cannot stop the landfill project, wait for your death.)

Apparently getting used to death threats, the governor dismissed this one as a misled grudge. He explained that while he had filed a request with the office of General Manager and Chief Executive Officer Robert Dean Barbers of the PTA, seeking the suspension of the civil works on the project, it would be up to the PTA to take action because this office is the one implementing the project.

"Ang atong gihangyo sa PTA mao ang pagsuspendir sa pagpatrabaho sa sanitary landfill kay ang PTA man ang nagpundo sa maong proyekto ug ila kana sa PTA. Dili man kita maoy tag-iya sa project, ang PTA man (Our request to PTA was to suspend the works on the sanitary landfill because it is the PTA that funds the project and it is their project. It is not our project. It is PTA's), Aumentado said.

The governor welcomed the threat, though, as part of his job as public servant.

"Apil ni sa risgo sa atong pagpangatungdanan….Maong kinsa nang tawo nga nanghulga kanako moingon lang ako kaniya nga pasensya lang apan ikaw manubag kung unsa'y mahitabo kanako. Hinuon nia may imong cellphone [number] tawgon taka human ning akong programa aron istoryahan ni nato og tarong (This is part of the risk of my job. That's why, to whoever made the threat, I say, sorry but you shall be liable whatever happens to me. Anyway, we have your cellphone number.

I will call you after this program to talk things over)," Aumentado added.

Implying a solicitation of appreciation on his effort, the governor explained that he was just trying to strike a compromise deal where all stakeholders are given fair treatment.

"Ako naningkamot nga makatabang nga kahatagan og katin-awan ang atong mga katawhan. Mao nga nihangyo ako sa PTA nga maoy tag-iya sa proyekto- -Albur Cluster Sanitary Landfill, nga hatagan og kahigayonan ang taga eco-governance, taga-BEMO ug taga-HNU nga mohimo sa education and information campaign aron kahatagan og hipno nga katin-awan ang atong mga kaigsoonan dinha sa lungsod sa Albur (I am trying my best to help let the people understand. That's why I asked PTA, who implements the project- - Albur Cluster Sanitary Landfill, to give ample time for eco-governance people, BEMO and HNU to conduct education and information campaign to let the people of Albur understand the project," Aumentado explained.

Inspiration & Hope / Rebuilding Troubled Families
December 28, 2007, 04:11:55 PM
These stones shall be for a memorial to the children of Israel forever. â€"Joshua 4:7

In her book The Shelter of Each Other, Mary Pipher gives advice on rebuilding troubled families. She explores how today’s children sometimes overuse TV and video games to the exclusion of informal instruction received from extended family.

She gives an example of a family reunion where the youngsters are given a video to watch in the back room so the adults can talk undisturbed. Dr. Pipher believes this diversion actually deprives kids. Children need to mix with the older generation so they can hear the stories of aunts, uncles, grandparents, and parents. This helps them learn from those who have gone before them.

The Old Testament places a high value on children being taught their spiritual heritage. After God parted the waters of the Jordan River, Joshua was instructed to take 12 stones from the river to create a memorial for future generations. “When your children ask . . . ‘What do these stones mean to you?’ then you shall answer them that the waters of the Jordan were cut off. . . . And these stones shall be for a memorial to the children of Israel forever” (Josh. 4:6-7).

We need spiritual interaction between generations. Remember, Bible stories are often family stories. And our children need them and us.
â€"Dennis Fisher

Oh, may all who come behind us find us faithful;
May the fire of our devotion light their way;
May the footprints that we leave lead them to believe,
And the lives we live inspire them to obey.  â€"Mohr

Whoever desires to save his life will lose it, but whoever loses his life for My sake will find it. â€"Matthew 16:25

Western Michigan is plagued by snowy winters, requiring that salt be put on road surfaces to make them safer to travel. The problem is that salt eats away at a car’s metal body. So, going to a car wash is a frequent winter ritual.

Recently I was sitting in a car-wash facility near the end of the washing process when the machines began to spray a special liquid all over the car. The sign said it was a “drying agent,” but that struck me as odd. Wetting something down to dry it seems contrary to what you’d expect. Yet that is precisely what those chemicals are designed to do. It is counter-intuitive thinkingâ€"a paradox.

Jesus also dealt in counter-intuitive thinking when presenting His kingdom message to His followers. In Matthew 16:25, He said, “Whoever desires to save his life will lose it, but whoever loses his life for My sake will find it.” That doesn’t sound right. To save your life, you have to lose it? That seems like saying, “To dry something, you wet it down!” Yet, it is absolutely true. Only as we die to self, entrusting ownership of our lives to Christ, can we learn what it means to really live.

“Dying to live” may seem counter-intuitive, but it is the heart of the Christian experience.
â€"Bill Crowder

Less of self and more of Jesus,
More and more each day like Thee;
Just to live in full surrender
For my Lord who ransomed me.  â€"Wonder

To live for Christ, we must learn to die to self.

Bohol Sunday Post

Truth to tell, we really don't want to compete the business of eye specialists. We do have our business to mind and never will we intend to intrude in the " I business". Until, this one, where a first person account is virtually best understood to everybody who cares to read our "I peroration."

In the spirit of Christmas, pardon us for using I in this thesis. After all, I still relish the thought of saying "I love my own".

Own I did of a Christmas message I want to impart to all those who make the Sunday Post surviving 20 Christmases past. And still counting.

Indeed, Christmas is the time of the year where one reminisces the good, old days gone by. To the materialistic, the Christmas goodies that go with each celebration are all that matters at this time when the greatest story ever told in all of mankind. But there's more than material things to the birth of our good Lord as we recall two days from now. Truth is, if not most of the times, we only see the forest but not the trees.

All told, what we are obsessed up is the thought of the center of the celebration which is the giving of material things courtesy of kin and kith, ninongs and ninangs and all those who dispense bundles of joy during Christmas.

We seem to forget that Christ came into this world through the miracle of birth in the dilapidated manger in Bethlehem to save us from our sins. Now wonder no more why He is called the great messiah or savior. Why I sound surprisingly religious? It's because I considered myself a repentant sinner.

Where before I admit that I wallowed in sins in terms of all imaginable vices. You name it, I have it. But everything in this world has its own end. Including the limits of how long who long will you defy the Ten Commandments of God.

I have my own share of trials, challenges and their corresponding failures and frustrations.

But if this is God's will, who am I to argue.

I committed indiscretions and infractions to God, to my wife and to my fellowmen, then what do you expect? A reward from heaven? Ano ka sinusuerte? As I have been telling people who care to listen that what happened to me when I was in the verge of death two years ago (due to kidney failure), I said to myself, this is it.

Citing the critical situation as a case of crime and punishment, I did not hesitate for a moment to contemplate that what happened was within the bounds of expectations. Just because I committed sins of unmanageable proportions, then I deserved to be punished. That's the long and short of it!

This is my secret of why some people were asking why I was not as depressed when I supposed to suffer from a deadly ailment.

My secret is that I accepted my fate with no rancor in my heart. I accepted it as part of God's infinite wisdom to serve wake up calls to those who seem to forget their mortality. Wake up calls to those who think they will live forever.

Sometimes, the runner stumble and I did. No hurt feelings.

I even thank the Lord that He gives me the kind of disease that can still be healed. Can you imagine if the Lord God give the kind of ailment that is incurable.

That is enough to suffer depression. No amount of damage control in our emotions can do the trick.

Anyway, as I contemplate meet my renal ailment head on through a kidney transplantation, I was elated no end that some good samaritans assured me of financial support.

My heart is oozing with joy when people like lawyer Anos Fonacier, Richard Uy of FCB fame, Geesnell and John Yap of Bohol Tropics, Marlito Uy of ICM, City Mayor Dan Neri Lim, Gov. Erico Aumentado, former Cong. Butch Pichay and many others who do not wish to be identified who pledged assistance should I decide to go under the knife.

It was even a comic relief that current joke circulating around that with a powerhouse cast of donors to my kidney operations, I would end up having more than two kidneys. And of course, all brand new at that.

Atty. Adelino Baguio Sitoy (ABS) is a name that resounds especially in the Visayas and Mindanao. His fame in the legal and political domain is widely admired; his nuggets of thoughts as a radio commentator are well received; but there are some who have no idea that Atty. Sitoy is also a man of letters. LUDABI (Labas sa Dagang Binisaya) can attest with pride that the gifted Mayor is also a journalist and a creative writer, especially in the Visayan tongue.

Meeting the Mayor of Cordova, Cebu at Villa Alzhun last Saturday, December 15, was my opportune time to shake hands with an individual I greatly admire. As Special Guest, Inducting Officer, and Speaker of LUDABI, AWRAFI (Association of Writers and Radio Announcers Foundation, Inc.) and BLAC (Bohol Literary Arts Circle), he reminded me of the late Atty. Victoriano D. Tirol, Sr. for both shared the same passion and love for the Visayan language. It was also then when I learned that the Great Patriarch of the University of Bohol was born in Cordova.

As a lawyer, Atty. Sitoy stands tall in legal prowess so that even if the Code does not allow him (as Mayor) to appear in court, he has his law office and his five associates being kept on their toes with the endless number of cases by a public that knows brilliance when it spots one. As Dean of the College of Law of the University of Cebu, he was instrumental in producing one of the Bar topnotchers a year ago.

This LUDABI stalwart has all praises for Governor Erico Aumentado, sharing his dream of building a bridge between Bohol and Cebu, by linking Jetafe and Cordova.

A big dream, perhaps, but for a man of vision, it is a big possibility.

Atty. Adelino Sitoy finished Bachelor of Laws, Cum Laude, at the University of San Carlos, and his Master of Laws at the University of Southern Philippines. Trying to spread his wings in an effort to hasten development, he entered politics and became a Board Member of Cebu. He became a Congressman, and later City Fiscal, at which position his integrity became more pronounced.

Cordova has long recognized and accepted the Sitoy family and clan as the leaders of the town. An uncle and a brother became Mayors of the municipality. At this prime-time of his life, he reversed a trend of other towns of offsprings following the footsteps of their parents. This time, it was Atty. Sitoy who followed the footsteps of his son. After the three terms of his son as Mayor of Cordova, and after being a Congressman and Board Member, he became the Mayor of his hometown. For him, service is not measured in terms of the vastness of the physical area, but of the passion and dedication of the one who serves.

LMP: Let's start with LUDABI, how long have you been associated with the organization?
ABS: Since 1961. LUDABI was organized in 1950.

LMP: Can you still remember its first President?
ABS: The late Martin Abellana, cousin of Gov. Hillario Abellana of Cebu.

LMP: As far as affiliation with LUDABI is concerned, unsa may murag nakadani nimu to be a part of LUDABI?
ABS: First of all, I love writing. Even before I went to high school, I was already writing some balak ug mga essay in Cebuano. My uncle was a writer sa Bisaya Magazine. Siya nag kinaunhan nga nagpa-develop nako sa Cebuano writing. When I was in high school, I had difficulty catching up English words, mao nga nagkugi gyud ko unsaon pagkahibaw ug English. I memorized 20 English words everyday sa dictionary, to catch up with my deficiency in English. I managed to catch up by the end of the year, that's why first year high school ko sa Abellana High school, ming apil ko ug essay writing contest sa United States Information Service.

Luckily, I won. LMP: You are both accurate in Visayan and English, pero kung ikaw maoy pangutan-on, unsa may imong palabihon?

ABS: I would prefer the Cebuana language gyud. Mas comfortable ta sa atong pinulungan. Pero dapat pod ta makahibaw ug English kay that's our window to the outside world.

LMP: Namatikdan nato nga naay mga Bisaya nga maglisod na sa p inulungang binisaya, but that's already adultery. What's your comment on this?

ABS: Nagkaanam gyud ug kahinay kung kini man gani hisgutan.

Gipaeskwela pod ni nako sila ug Masters of Arts in Cebuano teaching.

LMP: Asa man ni eskwelahana?
ABS: Sa amo sa cordova. Ang teacher nila taga University of Bohol, si Dr. Jess Tirol. Kada Domingo tua siya magtudlo.

LMP: Siya man ang hawod gyud anang binisaya. When we have problems about terminology nga binisaya, siya man ang makahatag.
ABS: Amu siyang gi-imbitar sa lungsod kay iyang papa Cordovanhon man sad.

LMP: With the pro's and the con's, unsa man ang kaugmaon sa lengguwaheng binisaya.
ABS: Dakog kaugmaon kung magkugi lang ta. Kinahanglan nga magsugod gyud ta sa mga bata kay sayon ra man sila kat-unan sa atong pinulungan.

LMP: That's for the spoken language. How about sa written?
ABS: Mao nay dako kaayong suliran. Didto sa Cordova karon, nagtukod mi ug magazine nga gihinganlan namu ug Kaliwat.

LMP: Finance na sa local government?
ABS: Yes.

ABS: Receptive man pod sila, except nga kinahanglan gyud mag follow-up. Muadto usab ako sa gobernador kay ang akong tumong muhangyo unta kaniya nga maghatag unta ug rice subsidy kay duna man poy relasyon sa history kining preservation of our language. Unya galihok pod ang lalawigan sa Sugbu kay nagasuwat man sila ug volume of history.

LMP: Is that initiated by the government?
ABS: Yes. Kada lungsod gibuhatan nila ug history. That is legislated and promulgated by the provincial board.

LMP: Kanus-a man ni mahuman tanan?
ABS: In one year time.

LMP: Who are the editors?
ABS: With the university of San Carlos chaired by Liezel Mujares. Ang ilang grupo ang nag-gather sa tanan, pero kada lungsod nag-submit ug history, with their own style but is subject to editing by the editorial board.

LMP: Basically ang profession nimu is with politics, at the same time you are a lawyer. Now, as a writer unsa man imong mga involvement karon sa sinuwatang binisaya?

As a lawyer.
ABS: I've been a lawyer for 46 years now. After 2 years sa pagka abogado, I became Fiscal for 6 years. I resigned in 1969, then hilangsad ko ug CONCON in 1970. Unfortunately, na junk ko pagka kandidato nako. Then nahimo kong Dean sa College of Law at University of Cebu. I opened the college. In the history of law school sa tibuok Pilipinas, ang akong mga graduates ma top 10 dayon Everytime mukuha ug bar.

LMP: What made you decide to join politics?
ABS: Dugay ra nang politika. Karon pako nakahunong sa akong practice, kay karon paman ko nakahawid ug executive position. Kaniadtong Board Member of the Provincial Board pa ko, maka practice pa man. From 1974- 1984, sa Batasang Pambansa, maka practice pod kay legislative man. Pag mayor nako, dina gyud.

LMP: Pila ka tuig ka na Mayor?
ABS: Karon pa. Hingsunod ko sa akong anak kay akong anak maoy mayor for nine years. Ang iyang gisundan, akong manghod pod who was mayor for 23 years. Ang gisundan pod sa akong manghod, ang among uyoan nga na mayor for 17 years.

LMP: Sa pagka karon, how would you consider your lifestyle, muingon ba ka nga you are a Mayor, a writer, a lawyer?
ABS: I am more of a Mayor. Pero wala mawala ang akong pagka writer, my love for language.

LMP: In my opinion, you are more popular as a lawyer here in the Visayas and Mindanao. Ang imung punto pagka writer, murag na-overshadowed by your being a lawyer, considering the fact that daghan mi ug nadunggan sa imong abilidad labi na sa korte. Retired na ba ka?
ABS: Aduna koy law office. Karon, counseling nalang akong gihimo.

LMP: So would you like to say that your life is fulfilled?
ABS: Not yet. Daghan pa ko ug pag palambo nga himuon sa among lungsod. My plan now is to make our fourth class municipality a first class one. LMP: How will you do that?
ABS: First, kining dako nag project nga adunay kalambigitan sa Bohol.

LMP: Would you like to say nga kanang proyekto karon imu gyud na nga humanon?
ABS: Definitely. Nag pasalamat pod ko kay gipadayon ni siya ni Governor Aumentado.

LMP: There are people, mga visionary ba nga without them, murag lisod ang paglantaw sa unahan. What's your message sa mga katawhan?
ABS: Akong mensahe, is ipadayon nato ang pagtambayayong sa lalawigan sa Bohol ug lalawigan sa Sugbu. Kinahanglang kusgan gyud nato ang atong relasyon.

ATTY. Adelino Sitoy has a project, which requires Engr. Jess Tirol to go to Cordova as professor in the Visayan Academy of Arts and Lectures, which focuses on Master of Arts in Teaching Cebuano. The Mayor has his sense of history, and is a protector of heritage. He is one of those who initiated and insisted that the Philippine National Anthem be sung in Visayan.

As President of the IBP (Integrated Bar of the Philippines), his influence was outstanding. As an exponent of the move in teaching Visayan as a third language, he has overcome various obstacles coming from the skeptics. As a Legislator in Congress and in the Sangguniang Panlalawigan, his bills became models of developmental goals. As a Dean, his mentoring wisdom positively influenced the minds of both the faculty and the students. As City Fiscal, there are only a few who can equal his feats. As a Mayor, Cordova once a side-stepped town, is now in the tourism hub. As a lover of the Cebuano language, he inspires even the dumb.

ROTARY CLUB OF UPPER TAGBILARAN: Its Excellent Community Service
Proem

Allow me to greet everyone a Merry Christmas and a Happy New Year; Malipayong Surapô ug Bulahang Bag-ong Tuig!

There are many Civic Clubs in Bohol and Tagbilaran City. All of them are endeavoring to serve the community. Among the Rotary Clubs in Bohol, the Rotary Club of Upper Tagbilaran is the youngest. It is yet two years old and has already served thousands of Boholanos.

Monday Club

The core of the members of the Rotary Club of Upper Tagbilaran already organized themselves as the Monday Club of Tagbilaran before it was officially accepted as part of Rotary International.

As the Monday Club it already conducted different medical missions, fed and gave school supplies to school children and donated a library to an Elementary School in Cortes, Bohol.

It was officially accepted as a Rotary Club on June 30, 2006 and designated as Rotary Club No. 73958 and part of Zone 1B, R.I. District 3860. Its charter President was Steven "Dondon" Suganob.

New Rotary Club

As a new Rotary Club, the Rotary Club of Upper Tagbilaran continued to conduct medical missions. It helped enlivened the Christmas season by giving gifts to the less privileged in our society. It also conducted a reforestation project in the Municipality of Danao, Bohol.

In its second year of existence, the club is headed by banker Rodney Lumuthang, the Branch Manager of China Bank in Tagbilaran City.

Last July 28, 2007, the club conducted a medical and dental mission at Dampas District, Tagbilaran City. It was conducted in partnership with the Rotary Club of Dumaguete East. The number of beneficiaries were 110 medical cases and 64 dental cases.

This Christmas season the club has the following community service programs: a) Deember 22, 2007 will be the "Bundle of Joy" to be conducted at Bo-ol District, Tagbilaran City. b) December 29, 2007 will be the distribution of clothings to t Cabawan District, Tagbilaran City. c) January 6, 2008 will be the "Giving Joy to Children" where selected children from poor families will be treated to a children's party at Jolibee-Marcela.

Last December 8 and December 15, the club members went out of their way to help cement the site for the proposed building for the SPED Center at Tagbilaran Central School. The project will be done in partnership with the Rotary Club of Grafton, Midday in Australia.

Bonding Time

Aside from its formal but enjoyable club meetings every Monday evening at Mellow Apartele, Dampas District, the club members also have bonding time during birthday parties of its members. Last December 21 the club had its Christmas Party at Villa del Sol, which is own by one of its members, Rotarian Primo Yu and Ursula Alturas Yu.

These frequent meetings and fellowships have bonded together the club members in such a way that bickering between members is non-existent. Everybody is trying their best to be of service to the community in their own simple way.

Service Above Self

The primary motto of Rotary International is "Service Above Self." Like any other Rotarian, the members of the Rotary Club of Upper Tagbilaran have pledged themselves to serve the community to make it a better place to live in where peace and harmony prevails.

May this young Rotary Club grow into a mature and responsible club that will help uplift the lives of the less fortunate in society.

The significant development of Philippine tourism today has improved the quality of life among Filipinos. This was the overview statement made by Emma Ruth Yulo, director of the Philippine Department of Tourism in New York.

Yulo was the guest speaker and inducting officer during the 16th Annual Sandugo - USA Family Club Christmas Party which was held Dec. 8 at the Forge Inn in Woodbridge, New Jersey.

According to Yulo, Philippine tourism has gained prominence worldwide with the aggressive promotion being conducted by the government and other concerned private entities with tourism-related business. She described the Philippines particularly Bohol now as a preferred tourist destination among foreigners. The booming tourism industry in the Philippines resulted in the creation of jobs and business opportunites translated into an escalating economic improvement, Yulo said.

Yulo sits as a board member of the prestigious Pacific Asia Travel Association (PATA), New York chapter.

PATA is the world's largest travel organization promoting travel to the Asia Pacific Region. Her most recent accomplishment was the creation of a Philippine Specialist Program seminar on the internet for travel agents in the United States under the the auspices of the Travel Agent Academy.

Luis Antonio Dejaresco was sworn-in as the new president of Sandugo USA Family club.

During his inaugural address, Dejaresco acknowledged the term Sandugo as a reference to the Blood Compact of Friendship entered into between Miguel Lopez de Legazpi representing Spain and Datu Sikatuna of Bohol, in what is known to be the first International Treaty of Friendship.

He described the club's primary direction towards helping Boholanos in need. For the past 15 years, the club has been a consistent donor to "Operation Alagad" in coordination with Station DYRD and the Bohol Chronicle. He challenged his fellow officers and members of the organization to pursue this fund raising drive in order to assist underprivileged Boholanos buy medicines in times of need.

"As I humbly accept the presidency tonite, I therefore appeal to all of you - to stand beside me and let us move this Club forward to greater heights". Dejaresco said. As the good book says "to whom much has been given, much will be asked". Since we are earning our keeps in this most affluent nation in the world, the need for us to share these blessings with those in need cannot be overstated, Dejaresco added.

Prominent Boholano personalities is what makes one proud to be a Boholano today.

Dejaresco explained that our Beloved province has produced a Philippine president Carlos Polistico Garcia, Senator Olegario Clarin of Loay and Congressman Simeon Toribio , a bronze medalist in the broad jump in the world Olympics.

Other distinguished Boholano personalities include Anna Mariz Igpit who was crowned Binibining Pilipinas last year.

Rey Boom-boom Bautista and AJ Bazooka Banal are world class boxers. The late Yoyoy Villame is a rare talent as is Jerome Sala. The film industry has the highest respect for our Boholano artists like actor Cesar Montano and film director Maryo delos Reyes.

Napoleon Abueva is a national artist for sculpture. Lest we forget, the angelic voiced and internationally-renowned Loboc Children's choir, Dejaresco said.

The newly inducted president expressed elation over the tremendous job of his predecessor Boni Dante and vice president Ed Frejoles who were instrumental in the shipment of medical equipment and supplies to different government hospitals in Bohol including the distribution of free laptop computers to various municipal and barangay schools in Bohol.

Recipients to the assorted medical supplies which included an operating room lamp, surgical gloves, linens, laboratory gowns, syringes, and sutures were the Cong. Simeon toribio Memorial Hospital in Carmen, Bohol, the Ubay Emergency Hospital and the Carmen center in Carmen.

Mary said, “Behold the maidservant of the Lord! Let it be to me according to your word.” â€"Luke 1:38

It seems that most of our struggles revolve around wanting something we don’t have or having something we don’t want. Our deepest longings and our greatest challenges are deeply rooted in trying to see the hand of God in these two facts of life. This is where Luke’s account of the birth of Jesus begins.

The aging Elizabeth longed for a baby. For the young and engaged Mary, however, pregnancy should have been a disgrace. But when both learned they would have a child, they accepted the news with faith in the God whose timing is perfect and for whom nothing is impossible (Luke 1:24-25,37-38).

As we read the Christmas story, we may be struck by the real-life context of the people whose names have become so familiar. Even while Zechariah and Elizabeth suffered their culture’s stigma of childlessness, they were described as “righteous before God, walking in all the commandments and ordinances of the Lord” (v.6). And the angel told Mary she had found favor with God (v.30).

Their example shows us the value of a trusting heart that accepts the mysterious ways of God and the presence of His mighty hand, no matter how perplexing our circumstances may be.
â€"David C. McCasland

Though you cannot see the outcome,
Trust the Lordâ€"He knows what’s best;
Be assured He sees your trial,
And He’s with you in your test.
  â€"Hess

For the Christian, testing cannot be separated from trusting.

New People’s Army (NPA) rebels from Bohol went to Leyte to augment their decreasing forces there, a military official said yesterday.

Lt. Col. Mario Lacurom, commander of the 43rd IB that covers Southern Leyte and the fifth district of Leyte province, confirmed that rebels from Chocolate Hills Front in Bohol had gone to Leyte.

In an interview yesterday morning, Lacurom said that there were about 40 NPA rebels who crossed from Bohol to Leyte and Southern Leyte. It took them two hours to travel by banca (outrigger) from Ubay town in Bohol to Bato, Leyte and Maasin, Southern Leyte.

Since Bato is very strategic to Bohol and Cebu, “peace and order should be maintained” in the area, Col. Rauol Reyes, 802nd Brigade commander, said in a separate interview yesterday morning.

Reyes admitted that the insurgency problem would not be totally eradicated "but their presence, specifically in Leyte Island, would be insignificant."

"The active members of the NPA are now about 60 in the island of Leyte while (the rebels') firearms have been reduced to 40," he said.

Reyes said the military had dismantled the rebel forces' mass base in the northwest area of Leyte with the surrender of about 1,500 officers and members of the Samahan sa Mag-uuma sa Calubian (SAMACA) and Kahugpungang Mag-uuma sa San Isidro (KAMAS), under the umbrella of the Samahan sa Gudti nga Parag-uma (SAGUPA), an alleged front organization of the Communist Party of the Philippines (CPP) in Leyte. All three are organization of farmers in Leyte Island.

Reyes also urged the members of the newly created Drivers Action and Reaction Team, a group of passenger motorcycle drivers in Bato, to watch possible entry of rebels in their town.

Bohol Latest News / Rebels In Bohol Will Surrender

Philippine Information Agency - Bohol

Christmas 2007 may be the last Christmas of restlessness and apprehension for the 185 rebels in Bohol who have indicated to go mainstream.

Barring any more snags, at least five of the 11 bills Malacanang certified as urgent and needs to be passed by Congress before the yearend could be passed.

And of the five, the concurrent resolution in favor of Presidential Proclamation 1377 or the national general amnesty bill is one that gets through, Atty. Sedfrey Candelaria, Chairperson of the Government of the Republic of the Philippines Monitoring Committee said during a gathering at the Bohol Plaza December 19.

The granting of amnesty is very important to former rebels who want to go mainstream as it qualifies them for a safe conduct pass by the Provincial or City Peace and Order Council Amnesty Center (P/CPOC-AC). The Pass grants him the immunity from warrant-less arrests for offenses covered with the Proclamation, Bohol Provincial Peace and Order Council said.

Legal eagles in Bohol have hinted that despite the steps that the PPOC and Bohol PLGU have initiated to cater to local rebel surrenderees, there could be "stiff legal implications" if anybody gets interested in the way it is processing the surrender without a national amnesty proclamation.

It may be recalled that because of this, sectors here formally asked the President to offer amnesty to communist rebels during the Local Peaces and Security Assembly in Bohol last August.

The request, sectors believed, would formalize and institutionalize the national amnesty program as a means to put the backbone for national reconciliation and arrest the hounding insurgency problem in the country.

The President issued the Presidential Proclamation 1377 immediately in September, one which would need concurrence by Congress.

Covered by the amnesty proclamation are crimes of rebellion and other crimes incident in the pursuit of political belief as defined, whether punishable under the Revised Penal Code or special laws.

Eligible for the amnesty are members of the Communist Party of the Philippines, New People's Army, National democratic Front and other communist rebel groups who apply for amnesty under oath with the National Committee on Social Integration (NCSI) and the Provincial or City Peace and Order Council Amnesty Centers (P/CPOC-ACs) within the effectivity of the proclamation.

The National Committee on Social Integration (NSCI) issues the corresponding Certificate of Amnesty to qualified applicants after deliberations on the application but the filing does not at the same moment grant the amnesty.

The amnesty blanket also restores the grantee's civil and political rights lost or suspended by virtue of conviction for crimes covered by the proclamation.

The amnesty decree is part of the social integration program for former rebels as provided under Administrative Order No. 172 which the President issued on March 23, 2007.

According to Executive Secretary Eduardo Ermita, amnesty grantees are also eventually provided with access to the government's existing socio-economic services, things Malacanang consider as essential to attaining peace and reconciliation in the country.

Other than the amnesty proclamation, Executive Secretary Eduardo Ermita said the Cheap Medicines Bill, the proposed 2008 National Budget, the proposed amendments to the Electric Power Industry Reform Act (EPIRA) and the University of the Philippines Charter.

Gokongwei-owned budget carrier, Cebu Pacific (CEB), will mount a second daily service to Singapore starting June 6, 2008  in response to the growing demand for flights to serve this route.

Using CEB's 179-seater A320 aircraft, the second Manila-Singapore service will depart from Manila at 06:25am and arrive in Singapore at 09:50am. The return flight leaves Singapore at 10:35am and arrives in Manila at 02:00pm.

Candice Iyog, CEB VP for marketing and product, said, "Our high loads for this route has driven us to add another frequency and at the same time provide a convenient schedule for both business and leisure travelers."

Iyog added, "We are also very happy to serve the growing market for Filipino workers in Singapore who can now come home to the Philippines more frequently because of CEB's trademark low fares."

One-way fare to Singapore starts at P1,999 one way, exclusive of taxes and surcharges.

CEB will have the most number of direct flights to Singapore from the Philippines than any other Filipino carrier with 14 flights weekly from Manila and five flights weekly from Cebu.

CEB also announced that it will fly direct to Singapore from Davao three-times weekly beginning May 8, 2008.

Iyog explained that the best way to get CEB's lowest 'Go' fares to any destination is through its website, cebupacificair.com., though this is available through CEB ticket offices and accredited travel agents.

Now in its 12th year, CEB has the youngest fleet of aircraft in the Philippines. CEB flies to 12 international and soon to be 21 domestic destinations with the addition of Boracay (Caticlan) beginning February 29, 2008.

A Sulpicio Lines vessel carrying 1,010 passengers bound for Tagbilaran City was stranded just about 300 meters from the city port since Friday noon.

Strong winds drove M/V Dipolog Princess off course until it got stuck on reaching a shallow portion at the Tagbilaran bay area around 12:15 pm Friday, according to the Bohol district coast guard.

All of the passengers had to be transferred to a Sulpicio Lines rescue ship starting yesterday morning as there was no sign that the stranded ferry could get off the shallow waters.

Earlier, three sickly passengers had to abandon the ship and were confined at the Ramiro Hospital.

According to Sulpicio Lines officials here, they will just have to wait when the tide rises before they will tow M/V Dipolog Princess. - - www.boholchronicle.com

A bill has been filed at the House of Representatives seeking to nullify the franchise of Bohol Light Company Inc. (BLCI).

Third district Rep. Adam Relson Jala filed House Bill 3355 last Wednesday at the House committee on legislative franchises and committee on rules.

"The franchise issued by the National Electrification Commission (NEC) to Bohol Light is null and void, without legal basis and invalid," Jala said in an interview with the Chronicle yesterday.

The bill, which will have to undergo through the legislative process when congress resumes session in January, is the first move by high official of the province to directly question the legal personality of the utility company.

"If this measure will succeed, it will change to a great extent the lives of city residents," the neophyte lawmaker said.

House Bill 3355, titled "An act revoking the franchise issued to Bohol Light Company Inc. by the National Electrification Commission, to operate light and power services" is "one major concrete step towards finding a resolution on the issue of one of the most important public utility."

If the bill is enacted by congress, Bohol Light could no longer operate as a public utility in the city.

The Sangguniang Panlalawigan has recently approved the revision of the schedule of fair market values (FMV) of real properties of the province.

The move has altered the previous schedule "to determine its assessed value" based on an approved Ordinance No. 016-2007 sponsored by Ways and Means committee chair Bienvenido Molina, Jr.

Lands are assessed according to its classification. Commercial, industrial and mineral lands are set at 50% while agricultural lands are to be assessed at 40% while residential and timberland at 20% apiece.

Three 2nd class municipalities of Talibon, Ubay and Carmen had a uniform assessment of P410/square meter for first class residential, first class commercial is pegged at P981/sq. meter and first class industrial at P691/sq. meter.

Under the 3rd class towns (Loon and Tubigon), first class residential lands will be assessed at P378/sq.m. while first class commercial and industrial lands will be assessed at P577/sq. m. and P546/sq.m., respectively.

First class residential lands under the 4th class municipalities are pegged at P239/sq. m. while commercial and industrial at P456/sq. m. and P277/sq. m., respectively.

Fourth class towns include Buenavista, Calape, Candijay, Dauis, G-Hernandez, Guindulman, Inabanga, Jagna, Getafe, Mabini, Panglao, Pilar, San Miguel, S-Bullones, Trinidad, and Valencia.

Under the fifth class municipalities, first class residential, P182; commercial, P265/sq.m.; and industrial, P234/sq.m. The towns of Alburquerque, Alicia, Anda, Antequera, Baclayon, Balilihan, Batuan, Bilar, Catigbian, Clarin, Corella, Cortes, Dagohoy, Danao, Dimiao, Duero, Lila, Loay, Loboc, Maribojoc, Pres C. P. Garcia, Sagbayan, San Isidro, Sevilla, Sikatuna and Bien-Unido are classified as 5th class towns.

Lands are classified according to its predominant use, the Ordinance stated.

Thus, agricultural lands are assessed on a per hectare per classification basis. Lowland irrigated riceland is pegged at P314,119 per hectare; Lowland unirrigated riceland, P289,87/ha.; upland ricefield, P147,823; corn land, P106,444/ha; coconut land, P131,521/ha.; and palm (oil) land, P81,588/ha.

The Ordinance also quantified the improvements per plant or crop, such as coconut at P312/tree; Bamboo, P403/clump; mango, P3,510/tree; and Palm Oil, P200/tree and others.

It also provides the schedule of base unit cost (per square meter) for buildings according to type, such as gymnasium, one family dwelling; two-family; apartment, boarding house/lodging; and market/shopping center/restaurant and component parts of the buildings. They are classified according to materials used such as reinforced concrete, mixed concrete, strong materials and light materials.

The approved amendments or revised schedules of FMV will take effect starting January 2009.
