A teacher at a Tokyo school has been arrested for making a group of boys undress at knifepoint and stealing their underpants.

A group of eight boys aged 12 to 13 were playing in school grounds earlier this month when the 26-year-old man, who teaches at a different school, approached them, Kyodo news agency said.

Two of the boys ran away but he made the other six take off their trousers and underpants, it quoted local police as saying. The knife touched one boy, causing minor injuries, it said.

The teacher is also suspected of taking a mobile phone from one of the boys and making nuisance calls to his home afterwards, Kyodo said.

LONDON (AFP) - A man thought to have died 15 years ago has been discovered alive and well -- and claiming British state benefits under a fake name -- according to a report published Monday.

In details that resemble the circumstances surrounding back-from-the-dead canoeist John Darwin and his wife's deception -- for which they were arrested and charged -- The Sun tabloid claimed Walter Dominy, feared drowned, was living in France and claiming benefits under a former neighbour's identity.

Darwin and his wife Anne were remanded in custody earlier this month after their story generated worldwide interest since he walked into a London police station on December 1 last year, saying he had amnesia and thought he was a missing person.

It later emerged that, having been officially declared dead in 2003, he had been living with his wife in Panama.

Citing Dominy's daughter, The Sun said the now 71-year-old disappeared aboard a ferry in October 1993 and left a suicide note in his car, after he and his wife owed around 200,000 pounds (270,000 euros, 395,000 dollars) to creditors and tax authorities.

Love Talk / Thrown Engagement Ring Found 67 Years Later
January 28, 2008, 08:19:00 PM
By ANDREW PARKER
http://www.thesun.co.uk/sol/homepage/news/article732992.ece

Thrilled Violet Booth has got back the engagement ring she threw into a field during a lovers’ tiff 67 years ago â€" after her grandson dug it up.

She and fiance Samuel hunted in vain for the diamond and gold ring and had to buy another when they wed months later in 1941.

But metal detector fan Leighton Boyes, 33, found it in just TWO HOURS after he pinpointed the spot where the pair had rowed on a country walk.

Yesterday Violet, now 88, wept with joy as she put on the ring. She said: "This is amazing and very emotional."

Violet, whose husband died 15 years ago, added: "We got another ring in time for the ceremony but it is not the same, is it? This ring means the world to me and brings back so many happy memories. I can’t stop looking at it."

Leighton took maps round to his gran’s home at Thurmaston, Leics, to identify the spot 16 miles away at Gilmorton. Then he got permission from the landowner to comb the area.

He said: "I knew it meant so much to her. She had regretted throwing the ring away as soon as it left her hand."

TOKYO (AFP) - A letter that a young girl in Japan sent into the sky in a balloon some 15 years ago has been found on a fish hauled from 1,000 metres (3,300 feet) below the Pacific.

A fisherman found the still legible piece of paper sitting on a sticky flatfish in his catch on Thursday, along with a torn-off string and the fragment of a red balloon.

He opened the folded paper, discovering it was a handwritten letter from a six-year-old girl at an elementary school in Kawasaki, 150 kilometres (93 miles) away from where the fish was caught off Choshi port.

The sender, Natsumi Shirahige, and her friends released letters as part of events to mark the school's 120th anniversary, which was in 1993.

"Our school is 120 years old... If you pick up this letter, please write to me," the letter reads, listing the school's address.

The 52-year-old fisherman said the letter was a nice surprise.

Bohol Directory / Eco Proposals for Bohol
January 27, 2008, 06:50:38 PM
The Bohol Chronicle

Environment Secretary Jose “Lito” Atienza has directed Bureau of Forest Management Director Romeo Acosta to implement two proposals presented by Gov. Erico Aumentado and other Bohol leaders in their meeting Wednesday at the former’s office in Diliman, Quezon City.

The first concerns reforestation of seven watersheds or major river basins while the other proposes the joint management by the Protected Area Management Board (PAMB), the local government unit (LGU) of Bilar and the Provincial Tourism Council (PTC) of the Magsaysay Park in Logarita, Riverside, Bilar town.
Aumentado made the announcement during Friday’s edition of The Governor Reports, simulcast over three Bohol radio stations and delayed broadcast over a fourth.

The governor brought along congressmen, Provincial Board (PB) members and the president of the Bohol Chamber of Commerce and Industry (BCCI) as he proposed that the government tap the private sector in its reforestation efforts including in idle and barren alienable and disposable (A & D) lands.

Among others, the Philippine Agricultural Land Development and Mill, Inc. (PALM, Inc.) has expressed interest to plant 10,000 hectares more of idle and barren lands to oil palm to enable it to expand the production of its processing plant from palm oil to biofuel as well.

Health Secretary Francisco Duque III and Interior and Local Government Undersecretary Austere Panadero graced Friday’s inauguration of a P10-million building and groundbreaking for another P5 million building of the Garcia Memorial Provincial Hospital (GMPH) in Barangay San Jose in Talibon town.

Gov. Erico Aumentado had waited as early as the middle of 2007 for the availability of both officials who play vital roles in the improvement of hospitals in the country.

Duque confirmed this, adding that the success and effectiveness of the administration of President Gloria Macapagal-Arroyo are due largely to hard-working local officials like Aumentado who gives health top priority.

“Officials like Gov. Aumentado makes our job a lot easier to implement and to effect because of the level of support the local government provides us,” he said.

On the Cheap Medicines Bill, he said, “We are not taking from physicians the power to give the right medicines.”

He gave the comment after Aumentado said Duque solved the row the day before.
Aumentado had said Duque was able to convince the Philippine Hospitals Association during the bicameral committee meeting to do away with the hospital holiday.

Bohol police provincial director SSupt. Edgardo Ingking is seeking for the relief of former Ubay police chief Supt. Eduardo Saavedra for allegedly receiving protection money from swertres operators and financiers.
Ingking has a pending administrative complaint at the National Police Commission (Napolcom) against Saavedra for grave misconduct.

The complaint, filed last January 15 is separate from another administrative case filed by the provincial police director against Saavedra in November last year.

The previous case stemmed from a series of pilferage and the eventual loss of 11 heavy equipment stationed in barangays Bulilis and Himbabauran, Ubay town, worth about P20-million.

The pilferage was done purportedly with the knowledge of Saavedra who was then Ubay chief of police.

The incidence of murder, robbery and rape has increased this month compared to the same period last year and in 2006.

A comparative distribution by type of index crimes data collated by the Bohol Police Provincial Office (BPPO) showed that while there is a 17.4 % decrease in the incidence of index crimes in the first three weeks of January â€" murder, robbery and rape has gone up.

In the first 22 days this year, the police recorded a total of 6 murder cases, from only 1 and 3, of the same period last year and in 2006.

Twenty robberies were also reported since January 1 compared to 17 and 6 cases in 2007 and 2006, respectively.

According to the PNP, there were 3 rape cases since January 1. During the same period last year, police recorded only one incident of rape and two in 2006.

SHOOTINGS IN CITY

The PNP likewise highlighted 6 shooting incidents in the city, three of which are attributed to youth gang-related conflicts.

Two of the shootings resulted to death of the victims while 4 have been injured.
Police claimed three of the 6 shooting incidents were already solved. The cases happened between 9 p.m. to 4 a.m., except for one which took place at 2 p.m.

BURGLARIES IN CITY

The PNP likewise recorded six burglaries in Tagbilaran since the start of the year.
All of these cases have not been solved, the police bared.

The robberies occurred between 11 p.m. to 4 a.m. all victimizing so-called “soft targets” or targets of opportunity, police said.

According to the PNP, all six targets of robberies were without security alarm systems, 2 have security guards, and were discovered only after the next day. The loot mostly consisted of valuables and money.
The BPPO reported an overall 28.2% decrease in crime volume for the first three weeks of 2008, compared to the same period in 2006 and 2007.

Index crimes decreased by about 17.4% while non-index crimes also decreased by 41.8%, the comparative data showed.

Talk of the Town / Revamp of Bohol Capitol Workers
January 27, 2008, 06:28:40 PM
The proposed “re-engineering” scheme perceived as no different from “overhaul” of civil service bureaucracy apparently aimed at getting rid of misfits in provincial government has sparked a debate among Capitol workers.

The issue of the said scheme was raised during the annual general assembly attended by almost 800 members of the 1,200-strong members of the Bohol Provincial Employees League (BOPEL) and presided over by its president Dr. Felino Columnas.

The good news about it, however, is that Gov. Erico B. Aumentado was quoted by one of the consultants of the reengineering as saying that whenever the plan will push through he would not want that all of the existing permanent positions now being occupied by regular employees will be declared vacant.

Assessment and Design Bridges is the consultant that takes charge of the training of the Change Management Team (CMT) of the reengineering. Most of the CMT members are selected Capitol employees representing different offices.

Reengineering plan has been interpreted in so many ways. It is a plan seen as similar to reorganization, if not streamlining, of the Capitol workforce. The result of the plan will eventually dislodge some employees or make them jobless.

The reengineering proponents said that the main motive of the said plan is to place the right employee in the right place he is capable of. Once this is in place, it was expected that government service will be effective and efficient and remuneration will be improved.

LGU Philippines / Tagbilaran A Crime City?
January 27, 2008, 06:27:37 PM
Editorial of the Bohol Chronicle

Somebody had the nerve to ask who was responsible for calling Tagbilaran a Crime City in last week's editorial. Of course, the Editor in Chief claims full responsibility for that statement.

Having a preponderance of murder, shooting and robberies in almost reckless abandon even before one can rip the page of the January calendar is our basis for the new name of Tagbilaran. It was also enclosed in a question mark - because if it is not yet a Crime City, the records certainly said Tagbilaran City is becoming one.

Consider the records showing that cases of robbery, murder and rape has gone up as compared to last two years.

In the first 22 days of the year, the police recorded a total of 6 murder cases from only 1 and 3 in the same period during the last two months of January in 2006 and 2007 respectively.

A total of 20 robbery cases recorded during the past 22 days means there is thievery almost every day in the city. The figures show an uptrend with only 6 cases in 2006 and 17 in 2007 for comparable period.  In the city, the robbers seem to have a special liking for the thickly populated Cogon district. Police has identified some of the so-called police characters. But, surprisingly no "big catch" has yet fallen into the police dragnet.

Worse, the robberies are becoming bolder, from highway holdups in broad daylight and the boldness of rob suspects to enter even rooms of victims. With that kind of crime record, it is clear that we are not living in Bethlehem during the time of Jesus' birth.

We hope this high crime incidence in the city will be consistently checked by PNP authorities. For his part, Mayor Dan Lim expedited the mobilization of "intelligence men" to arrest the suspects. But, it seems his efforts are not enough since there are still cases of robbery happening still.  We hereby also call on the barangay captains to spearhead in this context by organizing their tanods as their "intelligence" network in their area.

We know for a fact that PNP Director Edgardo Ingking is a close friend of Mayor Dan Lim and we expect these two officials to blend together into one common direction.

The citizens, in the meantime, must fully defend their residences from intruders from hereon with licensed firearms, rotating household guards and get a dog, for Christ sake. They serve their masters and people far better than most people who claim they do.

Until we solve the crimes reported and stop the unabated incidents of criminality, we stand by our Editorial last week. We may even remove the question mark after "Crime City Tagbilaran?" God forbid.

Philippine Daily Inquirer columnist Randy David wrote “All over the country, the old farming communities are disintegrating in the wake of the unabated conversion of agricultural land…Ironically, the agrarian reform program has worked against the rural folk.” (PDI, Jan. 26, 2008, p. 10).

In my analysis the above observation is true and correct.  My question is, why could the rural folks not cope with the situation when there are now many high school graduates in the countryside?  What happened to their educational training?

Only In The Philippines

The expression “Only in the Philippines” is now very popular.  The people and media are looking for situations that happens only in the Philippines.  The following situation is one of my contributions.
When there is a contest, it is the standard that the “first” is the best, the “second” is next lower, and so on.

In Bohol our “first language” is Sugboanon Bisaya.  Our “second language” is English, and our “third language” is Tagalog.  In our schools there is a subject entitled “Teaching English as a second language”.  It is admitted in the academe that English is a second language.

It is only in the Philippines, the second language English is considered better than the first language Sugboanon Bisaya.  In fact only the second language is allowed to be the medium of instruction in our schools.  Only in the Philippines, the second language is taught in school while the first language is not taught and studied!

Therefore in the Philippines the “second” is considered better than the “first”.  So next time you obtain second place in any contest, be happy because in the Philippines context you are better than the first place.

Our Situation

The brain of a child is initially wired-up or programmed for the mother language.  In our case, Sugboanon Bisaya.  However, the mother language is only extensively used from Grades I and II.  From Grade III onward to college, the English language is extensively used.

It is admitted in psychology that the child will think and talk to himself using the mother language.  The problem is, when the child goes higher in the education ladder, the Grade II level Sugboanon Bisaya could no longer cope with the level of the English language.

If and when the student will drop out during the high school level (and there are many), the student lapses to the use of the mother language.  Why?  Because the community is using Sugboanon Bisaya.  In effect, the drop out student will go back to his Grade II level in education because that is his real education in the mother language.

So why could the rural folks not cope up with the changes brought about by the Agrarian Reform Law?  It is because his Grade II level of education is not equal to the task.

The Proposal

My proposal is to teach Sugboanon Bisaya vertically parallel with English.  If the law says that English should be emphasized and Bisaya would only be “auxiliary”, so be it.  Teach Sugboanon Bisaya as an “auxiliary” language.  It means study Bisaya and in every grade level assign a separate subject using Bisaya that would synthesize all the other subjects taught in English or Tagalog.  In other words, Sugboanon Bisaya will be a true “auxiliary” language.

As an analogy let us compare it to computer languages.  There are now so many computer languages.  In computer programming it is possible to process the same data with the use of different computer programs or languages.

Let us assume that Sugboanon Bisaya is the BASICA computer languague and the English is the C++ computer language.  The BASICA language is very fundamental.  It can also program data but it lacks the capability to perform the “frills” of the C++.  The preference in computer programming is of course the C++ but if for some reason it is not available, the back up BASICA language can still perform the task without the “frills”.  In fact the BASICA without its frills is better in computing mathematical data.

In the same manner, if we teach Sugboanon Bisaya vertifically parallel with English and of the same level of difficulty per year level, then if the student will drop out and lapses to Sugboanon Bisaya his level of education is till the same.

It is not true that Sugboanon Bisaya is inferior to English.  I know this because at present I am making a Sugboanon-English dictionary.  It has the terms but only you do not know it because you did not study it.  Just like the Japanese language, they also have the terms equivalent to English and you do not know it because you did not study Japanese.

So in order to improve the educational level of the rural folks we must teach Sugboanon Bisaya vertically parallel with English.  I do not propose to lessen the English language proficiency.  I propose only to strengthen the Sugboanon Bisaya.  It also strengthen the understanding of the English language.

Former President Joseph Estrada will be the godfather at the wedding of the newest Philippine boxing sensation Nonito Donaire Jr., IBF and WBO flyweight champion, scheduled to take place before the year ends.

Nonito will wed Rachel Marcial, a Filipino-American athlete who was one of the qualifiers in the AAU Championships, US Collegiate Nationals and World University Games. Rachel, who is also 2002 World Taekwondo Military champion, also wants to be a member of the Philippine Taekwondo team to the 2008 Beijing Olympics.

Both US residents, Nonito and Rachel were personally escorted by San Juan Mayor JV Ejercito to visit former Pres. Estrada at his San Juan home last Sunday. Donaire presented his IBF championship belt to the former chief executive, after dealing a knockout to the then-undefeated champion Vic Darchinyan last July.

The couple is currently in training, with Rachel acting as Nonito’s special trainer so that she can personally monitor her fiance’s weight, and help him with quicker moves for his April 14 fight against Hussein Hussein in Dubai.

Former Pres. Estrada told the couple he would do his best to be present at Nonito’s Dubai fight.
DONAIRE GIVES “Z” ADVICE
Filipino prospect Z Gorres must move a lot and jab a lot if he wishes to beat Armenian knockout artist Vic Darchinyan when they clash on Feb. 2 at the Cebu Waterfront Hotel and Casino.

This advice comes from International Boxing Federation flyweight champion Nonito Donaire Jr., who owns the distinction of handing Darchinyan his only loss (5th round knockout) in 30 outings in their title-duel last July.

“Z just has to stick to his game plan,” said Donaire. “He has to move and move since he’s a lot quicker than Darchinyan, who really has a power punch. He needs to jab a lot and try to outbox Darchinyan.”
Since that loss, Darchinyan has managed to bounce back, scoring a 12-round knockout of Filipino Federico Catubay to raise his ring record to 30-1, including 23 by knockouts.

Gores, the pride of Mandaue, is coming off an eight round technical knockout of Eric Ortiz.

Sports and Fitness / Regional PRISAA Meet in Cebu
January 27, 2008, 05:13:52 PM
The Cebu-PRISAA team is expected to dominate again the Private Schools Atletics Association (Prisaa) regional meet right in their own turf early next month.

Region 7 Prisaa Secretariat head Bernard Ricablanca presided over a solidarity meeting last Jan. 9 to finalize the coming event, which was hosted by Tagblaran City last year.

The defending champion Cebu-Prisaa team is expected to meet stiff opposition from Tagbilaran and Dumaguete in its quest to represent region 7 anew in the national meet in Zamboanga City.  Two other participating teams come from Negros Oriental and Bohol.  The Cebuanos, however, are heavily favored to retain the overall championship.

The Cesafi dancesport, on the other hand, will finally be held on Feb. 8 during the opening of the regional meet at the New Cebu Coliseum.

The competition is open to high school and collegiate dancers who will vie in the standard category.
The high school level is open to all athletes including those who have competed in national and international contests while the collegiate class open only to athletes who have not seen action in any international meet.

The collegiate level is a qualifying event where winners represent Region 7 n the National Prisaa in Zamboanga City this July.

The high school level meanwhile, remains a non-qualifying event, since the National Prisaa is only open to collegiate players.

Defending champion, University of Cebu leads the dancesport class along with University of Souther Philippines Foundation, University of San Carlos, University of the Visayas and University of San Jose-Recoletos.

Meanwhile, Ricablanca clarified football is not a first time event in the annual meet contrary to earlier reports since it already debuted in Tagbilaran City, Bohol last year with Dumaguete City as champion.  Dumaguete eventually placed third in the national final.

Some 208 Boholano skilled workers, the biggest delegation of local hands pooled by the Bohol Employment and Placement Office (BEPO) leaves for Subic as an the opening salvo of another glorious year for local employment here, reports BEPO’s Ma. Vilma Yorong.

The skilled workers, mostly electricians, welders and machine operators head for Subic to train and perhaps be hired to man Hanjin’s multi-billion peso shipbuilding facility, the BEPO official said over the weekly Kapihan sa PIA, Thursday.

BEPO, which facilitates local employment by coordinating with manning and crewing agencies has been into a flurry of activities to hit the government target of easing out unemployment by matching local skills with the demands both local and overseas.

It also monitors the employment trends here to keep track of the province’s still unutilized labor force.

Aside from BEPO, the local Department of Labor and Employment (DOLE) and its Public Employment Service Officers in the towns have also been into jobs placement coordination with employment agencies and hiring companies, Terry Salas of the local DOLE added.

As this developed, employment here rose .8 points to 92.6% from a slightly lower figure in 2007, official records from the local DOLE state.

That however could be lower, agree both BEPO and DOLE agree.

Both Yorong, the assistant Public employment service manager and Salas, DOLE labor and employment officer bared that the figures may be lower compared to that if all the PESOs in the towns could have religiously reported their employment statistics.

Also, both Salas, who sat for DOLE Bohol manager Wilson Cenas, and Yorong, shared the positive employment prospects for Boholanos as the year opens.

Pointing to a feat, BEPO has deployed 173 local workers abroad, way above the 1-3 workers deployed monthly as a “good” indicator by the government labor agency.

Majority of those deployed were into domestic work and into the medical fields, Yorong reports.

Also with the brighter employment prospects in 2008, both authorities warned Boholanos seeking employment to be very vigilant about the scrupulous agencies conducting illegal activities, especially those without the DOLE special recruitment authority.

These people deal illegally and no way will the government be able to go after them, unless they be caught red-handed, authorities warned.

Most problems with illegal recruiters is that they demand money without assurance of work, contract amounts higher than the one’s received by the worker and jobs not according to the contract. Several illegally contracted workers end up either abused or get at the losing end of the deal.

The lure of better pay abroad has always been top reason for workers aiming abroad, despite the fact that the value of the dollar has shrunk compared to the peso, authorities also agree.

The dollar they send home do not anymore enjoy the high value and so much is lost in their remittances.

Bohol Latest News / Bohol Counter-Insurgency Experts
January 27, 2008, 04:27:09 PM
By Rey Anthony Chiu
PIA - Bohol

Bohol counter-insurgency experts from the military’s 302nd Brigade would be in for their biggest test, to see if their Bohol experience also works in Negros and Panay islands.

This as the now Carmen Bohol based 302nd Brigade is up for a transfer, this time in another counter-insurgency assignment with its mother unit, the 3rd Infantry Division (3ID), in Panay.

“The movement is basically in support of the President’s timeline of ending local insurgency by 2010,” sources from the military command here confirmed.

Bohol and Cebu islands, which were then part of the 3ID area of operation has now been transferred and forms an integral part of the Samar based 802nd Brigade.

In line with this, by March, the 802nd Brigade assumes jurisdictional control of Bohol and Cebu, rumors from the Provincial Peace and Order Council (PPOC) meeting revealed.

Furthermore, while Bohol majored on civil-military cooperation as bannered in its convergence program, 302nd Bde elements would be facing a slightly different war with the Negros based rejectionist communists in Panay.

Continuing for the Bohol anti-insurgency efforts would be the 802nd Brigade including the 42nd Infantry Battalion from Samar and the civil-military operations tested men of the 2nd Special Forces Battalion, government sources said .

It may be recalled that Bohol counter-insurgency experience became a national template after President Gloria Macapagal-Arroyo allowed its replicating in Sulu and Basilan, where the 2nd SF Bn applied the Bohol formula last year.

But even as this surfaced, radio commentators here have continually asked: is Bohol that free from the grasp of the insurgents as local officials have claimed, to be left to a practically new unit?

At the PPOC meeting, 302nd BDE Commander Colonel Cesar Yano reported that communist terrorist movement activities dwindled from 57 enemy sightings in July-September to just 18 in October-December of 2007. He also pointed out that there was just one violent encounter in February last year.

On the weakening of the insurgents, military intelligence operatives have pointed that the enemy is into “issue based” white area activities such as rallies and demonstrations, one that could easily be addressed by deliberate and aggressive government information campaigns.

League of Municipalities of the Philippines Bohol Chapter Chairman and Jagna Mayor Exuperio Lloren, who aired his apprehension of another breed of unfamiliar forces during the meeting however got assurances from the command.

Col. Yano who pointed out the success as a result from total convergence approach and the excellent leadership at various local government unit levels, assured that he would personally brief the incoming forces and their commanders of the Bohol situation and the current drives they wanted to be pursued further.

Moreover, the military commander recommended that the local government units be strengthening their communities so they could monitor and report the possible re-entry of the communists who have fled Bohol in the past.

PIA - Bohol

Facing the prospect of a possible re-entry of fleeing rebels after a successful saturation drive, Bohol Governor Erico Aumentado has issued a new directive to the local police: guard the coasts.

At the recent Provincial Peace and Order Council Meeting last Thursday at the Capitol, the governor has asked the Provincial Police Office through PSSupt Edgardo Ingking to guard the bays for the possible re-entry of the rebels with the impending pull-out of the army’s 302nd brigade here.

Police involvement into internal security operations has been one of the avenues exploited by the local government units here to set up a fool-proof dragnet to deter the re-organization and re-establishment of the communist mass base.

The Bohol governor whom the national government credited largely for his convergence strategy in toppling down the insurgency base also asked the local League of Municipalities of the Philippines for its help.

Through its chairman Jagna Mayor Exuperio Lloren, Aumentado told Mayor Lloren and the LMP to coordinate with the Philippine National Police over the creation of strong monitoring groups versus insurgency.

As per army recommendations, the governor wants with the LMP the identification and tapping of various organizations in coastal areas in cooperation with the army and the police for security purposes.

Earlier, the army through 302nd Bde Commander, Colonel Cesar Yano cited the development projects, poverty reduction programs, peace related initiatives, special operations teams and joint public information campaigns as that which bolstered Bohol’s dream of setting the foundations for peace here.

Such also has been credited solely as the government’s death blow to the local insurgency.

However, with the impending pull-out of the army, Col Yano pointed out the need to strengthen coastal areas to prevent the re-entry of communist terrorists from neighboring islands.

The army also recommended that the local government units in the coastal areas require the registration of all watercrafts within their jurisdictions as deterrent to such incident of sneak landings.

With this and with the cooperation of the Marine Industry Authority, they can enforce the laws on watercraft markings for purposes of identification, Yano said.

Would the government’s putting up of the proper signs and facilities in highways curb the alarming deaths by road accidents here, that still remains to be seen.

But, as a palliative solution to the alarming deaths by road mishaps here, especially on motorcycle accidents, the Provincial Peace and Order Council (PPOC) adopted a resolution asking the Department of Public Works and Highways (DPWH) to install proper signages to road sections identified by Bohol’s district engineers as accident prone, in a bid to stem the accidents.

This as the PPOC also took on the alarming fatalities brought about by road accidents here as a bad picture of a tourism-engaged province.

According to the presentation at the PPOC, PSSupt Edgardo Ingking said Bohol had about 1,626 vehicular accidents and at least 97 fatalities as recorded from road mishaps since January to December last year.

The most alarming of all, 1,461 of the 1626 cases, are motorcycle accidents, owning to the recorded 97 deaths. all of them, motorists without crash helmets on the incident.

According to the data analysis presented by the police, of the 190 vehicular accidents (four wheeled vehicles), majority or about 86.8% were all caused by human error.

The police data analysis did not however sort the statistics of motorcycle accidents, but observers speculate that a big percentage of it the deaths are also rendered by undisciplined motorcycle riders.

Of the past year, some 1063 were injured from motorcycle accidents while no data was given on other vehicles.

The numbers, now further highlighting the necessity for government to install road safety measures also comes as a stern reminder on the faulty driving practices of people, presses a PPOC member during the meeting.

At the PPOC, Ingking also said aside from human error, accident survivors also point to road defects and vehicle defects as causes of accidents.

Road defects make up to about 11.05% of the accident cases while vehicle defects only account to 2.1%, Ingking reports bare.  By road defects, PPOC means poorly lit highways and absent signages.

Taking this as cue, the PPOC immediately passed the resolution requesting DPWH Secretary Hermogenes Ebdane to cause the installation of traffic signs and accident prone areas as identified.

As to the human error, PSSupt has underscored in reports last week the need for every driver to abide by the provisions of the Traffic code of the Philippines.

Moreover, he called fro drivers to exercise road courtesy even as he bats for reinvigorated campaign for the use of crash helmets for motorcyclists in a bid to reduce accidents and lessen fatalities.

The latest road smash-up last night claimed the lives of three motorists while two were injured after five vehicles collided along the national highway in barangay Dao, this city.

The accident involved a 10-wheeler truck, a pick-up type multicab, two motorcycles and a Mitsubishi Pajero.

Both drivers of the two motorcycles died on the spot as the 10-wheeler truck, driven by one Welbin Nacis, 36, a resident of barangay Calinginan Sur, Sevilla, ran over them.

Putong’s wife, Desideria, also hit by the truck, was rushed to the Gov. Celestino Gallares Regional Hospital but was pronounced dead on arrival.

Police said that the multicab, driven by one Saturnino Darunday, followed by the two motorcycles and the Mitsubishi Pajero, driven by one Virgil Tabingo, were going on the same direction when the 10-wheeler truck bound for the city proper veered towards their lane.

The speeding truck, loaded with sand, rammed first into the multicab which swerved on impact.
The two motorcycles crashed into the multicab throwing off its drivers and passengers on the road including Sheena Millanar, 11, daughter and backrider of Ronelio Millanar.

Truck driver Nacis told police that he lost brakes as he tried to maneuver out of the line of vehicles.

Bohol's grandest Filipino-Chinese economic patron and adopted son, Special envoy Carlos Chan of the Liwayway (international) Corporation Ltd. recently earned the Presidential Medal of merit for his important contribution in strengthening Philippines-China relations, Malacanang reports said.

President Gloria Macapagal Arroyo personally conferred the award to Chan in recognition for his outstanding service and selfless commitment especially in helping the country weld its relations with China, Chan’s mother country.

Chan’s feat, bolstered by his position as the Philippine’s special envoy for trade and investment to China, he played a crucial role in promoting trade relations between the two countries and governments as well as attracting Chinese investments and tourists here.

Though born in the Philippines, Chan, also a veritable economic and arts patron of Bohol has also been building a crucial tie between Bohol and China fostering twinning agreements between the province and Jiangxi, years ago.

Bohol Sangguniang Panlalawigan formally adopted him as son and went as far as declaring a May 8 as a special day for Bohol-Jiangxi, it being now the friendship day, said Vice Governor Julius Caesar Herrera, citing its recognition for his feat.

Chan heads the Philippines Soong Chin Ling Foundation and sits as a member of the Jiangxi Economic Advisory Council.

He partnered with the country’s diplomatic missions in China and was instrumental in the 2006 Presidential visit to Nanchang and Naning and the later working visit in Shanghai, Malacanang sources said.

For the country, he was considered a key figure in the planning and construction of the Philippine Pavilion for the 2010 Shanghai World Expo. The pavilion would showcase the Philippines as an attractive investment destination.

For Bohol, Chan, who has been working with the Loboc Children’s Choir worked for the airing of the island’s tourist attractions in China’s television commercials. Chan used the talents of the internationally acclaimed “Loboc kids” in his products jingle commercials.

Awed by the choir’s singing prowess, he donated for them, a multi-million Loboc Children’s Theater, which President Arroyo inaugurated  in August, helped organize and equip the Loboc Youth Band in partnership with local musicians and dipped his pockets again to fund an ambitious river bank lighting project which was reportedly already on the drawing boards.

Chan also donated for the ambitious Bohol Diagnostic Center, in support for the health and well being of the Boholanos, said Gov. Erico Aumentado.

Chan did this for Bohol tourism and went in assisting Capitol in beckoning more Chinese investors.

“Rest assured that we will do our best to support your project of promoting Philippine tourism in China,” he assured Aumentado and President Arroyo, according to newspaper reports quoting from one of their formal meetings’ proceedings.

Moreover, Chan’s company is eyeing technical assistance to local farmers in potato production, the base for his Oishi products.

Businessman Mariano Uy has filed yesterday at the City Prosecutor's Office two complaints for libel and grave slander against City Councilor Edgar Kapirig.

Uy is asking P10-million in damages against Kapirig for allegedly maligning his name and the Botika sa Katawhan, which he established.

In his complaint, Uy stated that last November 16, 2007, the respondent Kapirig uttered defamatory words against him.

Kapirig allegedly questioned the finances and proceeds of donations from the United States intended for the Botika sa Katawhan.

The Botika sa Katawhan is a project of Uy, providing free medicines to poor city residents. Uy claims the Botika has currently given free medicines to about 8,000 beneficiaries.

According to Uy, the city councilor uttered the defamatory statements in the presence of a doctor assigned at the Botika sa Katawhan and three others who have executed their sworn statements in support to Uy's allegations.

The complaint cited that "the words uttered by the respondent (Kapirig) has cast doubt on the integrity of [Uy] as the founder and administrator of the Botika sa Katawhan.

I would have not known it but thanks to one concerned citizen in Tagbilaran who wrote an email to me. This listener was shocked at how a mayor can use his radio program against me (who is no longer directly involved in mainstream Bohol media).

This is the nth time that I am being lambasted over the radio by this mayor.

It hurt me so much because what Mayor Dan Lim had said were all lies and fabrications.

I prayed about it and I decided to hold my peace. God is just and fair. HE knows the true content of people's hearts.

Somewhere, somehow, somebody must be kidding. And please, and this somebody is no phantom of the opera. He's for real. He is even somebody whose name rings a bell. For sure, he has not earned the moniker "Big Time" for nothing.

And he is the flamboyant Victor de la Serna who leaked this information to this Bglante. Call this pre-emptive strike? Call it any name you like. We don't care. A rose by any other name still smell as sweet. But call it any name you like and if it stinks, it stinks all throughout.

Or consider another metaphor: If there's smoke, there must be fire.

This de la Serna revelation, is first and foremost, explosive. No doubt about it. To the critics of the target of the explosive issue, if true, he will earn another unpalatable designation as the "most notorious of all villains". For sure, they (critics) will engage in massive breast-bashing and dancing like chimpanzees out of joy and or sarcasm. But if de la Serna falls short of expectations, meaning the "bomb" he is about to explode is nothing but a big dud, then that's another credibility lost. For his part.

So he'll end up long in theatrics, short in evidence. That's de la serna for you, if he is lying through his teeth.

But if his revelation that about one third of city hall's budget represents the entire discretionary fund of Mayor Dan Neri Lim, then the beneficiary be better ready with his itemized accounting of where the money goes. That's a lot of money, Mr. Mayor, and you've got to be ready with you facts and figures or else you will end up being suspected of messing up with precious city hall funds.

If this Bglante hears it right (next time be careful when you open your mouth in front of nosy newsmen), the issue, if true, revolves around the suspicion that the city mayor has this much of a discretionary. How did de la Serna arrive at his figure?

According to de la Serna's own admission, finally, he was furnished a copy of the mayor's disbursements from the city budget office. Remember the incident where de la Serna reportedly demanded from Ms. Rose Palma, city budget officer, that he'd be given a copy of all the city's financial disbursements including the mayor's controversial discretionary funds (read: intelligence funds)? Remember also that the same incident provoked the city mayor into dishing out his own verbal assault against his close friend de la Serna.

Nothing was heard of the supposed dela Serna-Lim verbal tussle except that they were seen days after the torrid exchange of harsh rhetoric, whether in public and or private conversations, shaking hands as if they were long lost friends.

Enter this new development that promises to be as earth-shaking as any other (remember both protagonists are always good copy every time they open their mouths) from start to finish. That is if de la Serna makes good his threat to expose the alleged financial shenanigans of the city mayor. The threat revolves around the issue-- how the city mayor spent that huge amount in one--year time.

If say, the city's one year budget is in the vicinity of P300,000.00, one third of this, is about P100 million. We have it from City Kagawad Dandan Bantugan, known for his canine loyalty to Mayor Lim, that this amount was more or less last year's city budget.

Is de la Serna kidding? The way he told this Bglante about the issue, he appeared ready to swear before the grave of his ancestors that that "it was the truth and nothing but the truth".

But still another "if" is in the offing. If indeed de la Serna's story has a ring of truth to it, is his accusations defensible at Plaza Rizal? Is he not just engaged in a fishing expedition? Whatever, everybody is entitled to his own speculation-from Mayor Lim to de la Serna.

For Mayor Lim, we don't think he doesn't have the ready answer to de la Serna's demand where the money goes. To this tarsier-eyed Bglante, reading the lips of de la Serna showed that-- that's all he needs to know. Nothing more nothing less? That we cannot say unless he will react sharply after he reads this column.

Indeed, for all intents and purposes, Mayor Lim should better be ready with his own credible explanation about the funds. If he cannot present a convincing argument how and why he did spend this much (if true, the amount will add up to the equivalent of the entire city budget in three years), then something is rotten in Denmark.

As we said early on of this dissertation, that's a lot of precious city funds. If indeed, he spent that much money, he must be the biggest financial magician of all time and if he get away with it unmolested, there's no doubt that he will go down in history as the biggest fund juggler the city has ever known.

General Topic / The New Mindanao Republic
January 24, 2008, 08:14:19 PM
By Joe Espiritu
Columnist
Bohol Sunday Post

A column in a national broadsheet took up the issue of a Mindanaoan, whatever that is. The fellow is threatening to put up an independent Mindanao or a Mindanao Republic that not only the island has long been neglected by the central government but the citizens are also the object of "the general predilection of the Tagalogs to taunt, mock and show prejudice against the Visayans In his letter to the columnist, he longs for a Mindanao, which is governed by the Mindanaoans rather than be subjects of the imperialist North.

The fellow has a point. Mindanao had long been neglected. The center of gravity of the Republic has always been Luzon ever since the Spanish regime. All activities from political, financial, educational and even industrial have been in the Greater Manila area. The rest of the islands had been neglected. Only when insurgency reared its ugly head did Imperial Manila become aware of the rest of the country.

To begin, we ask; what is a Mindanaoan? The island is populated by not by a homogenous people but by several ethnic groups. The Tausugs and Samals consider in the Sulu and Tawitawi islands home base, the Maguindanaos the Cotabato provinces, the Yakans have Basilan while the Maranaos claim the two Lanaos as their homelands. The hinterlands are populated by isolated pockets of cultural minorities like the Mansaka, Mandaya, Tirurays, Bilaans, Subanons and many more.

The two Zamboangas are peopled by Cebauno Visayan speaking natives. Tagalog and Ilocano settlers had made their homes in the Davaos as well as Cotabatos to live side by side with the Moslems of whatever ethnic derivations. Boholanos had settled in the northern Mindanao provinces like the two Misamises, the Surigaos, and Agusans and as far south as the SoCSarGen. Every vacation months like March, April and May, Bohol sinks by several centimeters because Mindanaoans of Boholano descent come home to celebrate fiesta. This means, there is no such thing or animal as a Mindanaoan.

Assuming that Mindanao becomes a sovereign country, the situation would become complicated. It is hard to imagine that the Moslems will agree share the government with the Visayan Mindanaoans much less with Tagalog or Ilocano speaking Mindanaoans. Or that the Moslems would agree among themselves. It is hard to imagine the Maranao seeing eye to eye with Tausogs or Samals or Yakans.

In their bid for self-rule, they are even splintered into the MNLF and the MILF. The cultural minorities in the hinterlands would have no assurance that they will fare better in a Mindanao Republic.

There will be no definite boundaries between Mindanao and the rest of the Philippines. Those boundaries are hard to guard. The nearest contact point is the Surigao Strait between Southern Leyte and Surigao. It would be a good smuggling route. Visayans can come and go between the Mindanao Republic and the rest of the Philippines with nobody caring. What restrictions can be imposed on those who can easily commute between those two places?

There will be too many problems encountered to create a Mindanao Republic. And there will be too many problems to keep that Republic viable. There will be too many dual citizens among the two Republics. Quo vadis Mindanao?

Experts from the World Health Organization (WHO) were here last week to observe the implementation of the Provincial Rabies Eradication and Prevention Program.

Among the WHO technical officers who thronged here were Dr. Takeshi Kasai, regional adviser in Communicable Disease Surveillance Response and Dr. Bee Lee Ong, technical officer (Zoonotic Disease Epidemiologist).

National Professional Officer Dr. Nerissa Dominguez and Raffy A. Deray, program manager of National Rabies Prevention and Control Program of the National Center for Disease Prevention and Control (NHCDPC) of the Department of Health (DOH) joined the visitors.

They visited local partners and discussed the rabies program implementation in an attempt to come up with an innovative model strategy and requested to observed how extensive is the province's campaign efforts and the degree of support it gained from the Boholano communities.

The visitors were both impressed and amused upon learning that even barangay folks that they interviewed were able to answer their queries and show in graphic details, their understanding and the implementation of the province's rabies eradication and control program.

They plan to incorporate the data from the Bohol experience with programs of other nations in the Western Pacific region.

In 1999, the provincial government embarked a five-year program, Bohol Eradication of Rabies Program (B-ERAP) which also aimed to totally eradicate rabies by 2004.

The local chapter of the Environmental Legal Assistance Center, Inc. (ELAC) has allayed public fears in the event of an oil spill in the body of water separating Bohol and Cebu.

A Philippine Coast Guard observation showed that the Cebu Strait is the gateway of oil tanker traffic that could be dangerous in case one of them sinks in the course of navigating the narrow passage.

The passage becomes narrow in the strait where oil tanker and other vessels whether those plying domestic routes or ocean-going because of the many islands dotting the seascape between the two provinces.

The passageway on the part of Bohol is home to several islands like Panglao, Balicasag, Cabilao and Pamilacan. These islands, known as the Bohol Island Marine Triangle, are the leading tourist attractions and the habitat of thousands of newly-discovered marine species. They are also known of their world-class diving sites.

Philippine Business News / Fish Cartel in Bohol
January 24, 2008, 07:46:54 PM
By Kit Bagaipo
The Bohol Chronicle

The provincial and city governments will conduct separate investigations on reported expensive prices of fish by local vendors amid reports that a few businessmen are monopolizing the fishing industry here.

The high prices of fish alarmed Boholanos while visiting tourists commented on "why fish is expensive here when Bohol is known as a fishing village."

Prices of good quality fish in the market could never be as low as P130 per kilo, when it used to be priced at P80 per kilo only.

The Provincial Agriculture Office (PAO) has called an urgent multi-sectoral consultative meeting on Tuesday with the Philippine Coast Guard, the Bohol Environment Management Office (BEMO), Coastal Law Enforcement Council (CLEC), the Bureau of Fisheries and Aquatic Resources (BFAR), representatives of fisherfolk and fish vendors organizations to come up with recommendations regarding the high cost of fish in the province.

PAO head Liza Quirog called the consultative meeting after first district Rep. Edgar Chatto expressed concern over the frequent discussions and complaints aired over top-rated "Inyong Alagad" program of dyRD about the high cost of fish sold in the markets.

An enforcement measure is likewise being sought to address the so-called fish cartel here which is reportedly controlled by three bigtime fish compradors.

Bohol has the highest selling price of fish not only in the Visayas but in country, according to reports. The shortage in supply of fish is caused by the compradors, creating an "artificial shortage" on the local market.

One fish comprador here in the city allegedly ship fish daily to processing plants and buyers in Manila and Mindanao.

City Mayor Dan Lim bared over his weekly "Mayor's Report" yesterday that all fishing vessels docking at the City fish ports in Sitio Ubos and in barangay Manga will soon be required to secure a license.

In order to control pricing and monopoly in the trade of fish, "fishing vessels will not be allowed to dock at the fish terminal unless they are accredited," Lim said.

A suspected former leader of the Communist Party of the Philippines-New People's Army (CPP-NPA) in Central Visayas was shot dead by a still unidentified gunman Thursday night.

The victim was identified as Ronald Sendrijas y Cempron who was gunned down 9:20 p.m. while buying medicine from a pharmacy along Gallares Street, this city. He was celebrating his 35th birthday last Thursday.

SPO4 David Niluag of the City PNP said Sendrijas visited his sister, Aileen Pasagad, who had just given birth at the Ramiro Hospital last Thursday.

Two assailants riding on a motorcycle arrived at the vicinity and the back-rider disembarked from the vehicle, approached Sendrijas and shot him twice, Niluag said.

Sendrijas was shot in the back of his head with a 9-millimeter pistol. The attackers then fled the crime scene towards Visarra Street.

Pasagad, in an interview few hours after the incident, said that her brother had been receiving death threats in the past several months.

She said her brother claimed he was under surveillance. Pasagad also said that a few hours before her brother was murdered, Sendrijas allegedly received a call through his cell phone from one of those making the death threats.

According to Pasagad, her brother showed her one text message, which said he would be killed on his birthday but did not identify the persons behind the death threats.

Bohol Provincial Police Director SSupt. Edgardo Ingking said in a separate interview that the PNP would be checking on the status of Sendrijas' several cases still pending in the courts.

"These cases were related to his activities as an active member of the CPP-NPA," Ingking said.

The military and police operatives arrested Sendrijas (also known as "Ka Aram" and "Foreigner") in the mountain village of Gutlang in Argao town, Cebu in May 2004 but was released after posting bail in August 2006.

Sendrijas was captured with another suspected NPA commander, Jigger Geverola, now detained at the Cebu Provincial Detention and Rehabilitation Center (CPDRC).

Sendrijas, a native of San Jose, Inabanga, Bohol, had been charged with rebellion, murder, multiple murder, multiple frustrated murder and robbery in band.

Resort owners in the island paradise Panglao expressed elation that there is potable water available for their respective resorts after years of waiting.

This breakthrough came after Mactan Rock Industries, Inc. inaugurated its Panglao Water Desalination System last Friday in barangay Tawala, few meters away from Alona beach resort area.

Panglao Mayor Benedicto Alcala welcomed the development even as he bared that Bohol Water Utilities, Inc. (BWUI) is continuing its negotiations with the Baclayon local governance to source out water which will be pumped out to Panglao area.

"The water desalination is good enough while waiting for whatever development BWUI will make within the next six months," the mayor said.

Tony Tumpar, CEO of Mactan Rock told the Chronicle that this is not the first of its kind project they have made in the country. He assured that initial water output available is 300 cubic meters per day. If converted into resort usage, it can sufficiently supply water to 200 rooms. He said that resort owners who would be interested to avail of their services can apply starting tomorrow on a first come, first served basis.

The company is selling water at P28 per cubic meter which is a welcome note considering that the resorts are supplied by water deliveries from the city sold at P125 per cubic meter.

The company is willing to sell bulk supply to Panglao LGU which can handle the distribution system, Tumpar said.

Boholano Judge Gabriel Ingles, currently the presiding judge of the Cebu Regional Trial Court Branch 58, is among nominees for Commissioner of the Commission on Elections (Comelec).

The Comelec still has no chairman since October last year when former chair Benjamin Abalos Sr. resigned amid the National Broadband Network (NBN) deal controversy for which he was charged with bribery.

The commission will also have two more vacancies next month as two senior commissioners are also ending their 7-year terms of office. They are Commissioners Resureccion Borra and Florentino Tuazon Jr.

Ingles, a native of Tagbilaran City, is a former SVD seminarian and former dean of the College of Law of the University of San Carlos. He is being endorsed by a coalition of groups pushing for electoral reforms together with retired Supreme Court Justice Jose Melo and Carlos Medina of the Legal Network for Truthful Elections.

Aside from his judicial duties, Ingles is head legal counsel of election watchdog Cebu-Citizens' Involvement and Maturation in People's Empowerment and Liberation (C-Cimpel) while teaching law at the University of San Carlos.

Ingles welcomed his nomination as it is also being endorsed by civil society groups.

Ingles said to become Comelec chair or commissioner usually required political backing and the ear of the president, who makes the appointment to the position.

The Tagbilaran City Prosecutors Office finds prima facie evidence against a former officer of the Bank of Commerce (BOC) who was charged with estafa and falsification of private document by a depositor of said bank.

The complaint was filed by Mae Ann Ramasola, a resident of this city, against one Ada Marie Gallego-Mascarinas, who was a ranking officer of the BOC.

It may be recalled that Gallego-Mascarinas was accused by BOC clients of falsifying their bank accounts, involving the issuances of checks that bore forged signatures.

Another complainant, Sercio Manigque, has filed a similar complaint now pending at the Regional Trial Court (RTC).

In his joint resolution, City Prosecutor Conrado Supremo stated that the complaint against Gallego-Mascarinas is meritorious.

Ramasola and Manigque, both represented by Atty. Lord Marapao IV, were both persuaded by the respondent to establish accounts at the BOC.

Ramasola was allegedly told by Gallego-Mascarinas that she could transfer her deposits into a new product of BOC which yields higher interest.

The complainant, who was visited by Gallego-Mascarinas in her residence, acceded to transfer her deposit into the new product introduced by respondent after considering that it will be beneficial to her.

According to the complainant, the respondent handed her a blank withdrawal slip and asked her to sign it for the account transfer. Consequently, she signed the withdrawal after the respondent (Gallego-Mascarinas) assured her that she would complete the rest of the form.

The withdrawal slip would allegedly be used to close the complainant's existing account and subsequently transfer if to the said other product of BOC.

The respondent also told the complainant that she would keep her passbook since it would still be used for the new account.

It was only much later that the amount filled on the withdrawal slip was P2,015,781.88 when she secured a machine copy of it at the BOC.

About a month later, the respondent came and told the complainant to sign another withdrawal slip in order to accordingly facilitate the transfer of the latter's deposit to another better interest-yielding account which the BOC has offered. Again, due to complainant's full trust, she signed the blank withdrawal slip and relied on the respondent to accomplish the other details in the form including the amount to be withdrawn.

It was only after about four months that the complainant asked for her passbook from the respondent saying that she would be updating it. However, the respondent would not return it until she learned that the respondent had resigned from the bank.

It turned out that the complainant was defrauded by as much as P1,120,109.97 after she verified with the bank regarding her account.

Who's Who of Bohol / First Boholana Nurse in the U.S.
January 24, 2008, 06:53:13 PM
Michigan - One of the pioneer Boholana nurses has laid down her cap from service in the US.

Nursing course was yet unknown to Leonora A?asco and other young high school graduates of Inabanga after World War II. She was among the negligible few who were attracted and enticed to the rare opportunity.

To recall further, after World War II there was a dearth of public school teachers. Many took up teaching course after high school graduation.

A couple of years later U.S. Congress passed a law allowing foreign medical graduates and health care professionals, doctors, nurses and technicians to work in U.S.A.

Anasco was one of the pioneers of Inabanga to take up nursing after high school graduation. She was enrolled at Southern Island Hospital School of Nursing in Cebu City now Vicente Sotto Memorial Hospital. After graduation she took the nursing exams and passed.

She was immediately hired as a public health nurse of her own home town and one of the first Inabangnon to hold the job. She held the position for 10 years including a year when she was sent to the University of the Philippines in Manila by the Dept. of Health in 1968 to take up a professional refresher course. While in Manila she applied for an immigrant visa to work in U.S. When she returned home she resumed her position in Inabanga for 2 years after she received the approval of her application to work in U.S. She left in 1971. Her departure was considered one of the pioneers who blazed the trail for the younger generation to follow suit.

Her port of entry was Chicago, stayed for a while in Chicago with the family of Frank Ordiz' before proceeding to Detroit to join with Rarie Lao. As an immigrant she was able to work immediately. She worked at Highland Park General Hospital for 6 years then moved to Detroit Southwestern Hospital for 5 years.

The Wholesale Electricity Spot Market (WESM) will be delaying the planned opening of its Visayas market to allow further time for participants to complete registration and test their market trading interface systems.

The Philippine Electricity Market Corporation (PEMC) initially targeted the 26th of January 2008 as the Visayas WESM Commercial Operations launch date.  However, after deliberations were held by the PEM Board during its meeting last Tuesday, 22 January 2008, a decision was reached to delay Visayas Commercial Operations and extend the run of the Live Dispatch Operation (LDO). "Once we have completed the LDO, the PEM Board will reconvene and deliberate on the LDO results before it submits its recommendation to the Department of Energy which needs to give its final approval for full commercial operations in the Visayas," revealed PEMC President Lasse A. Holopainen.

The implementation of the LDO, which will run for at least two weeks, is intended to determine the readiness of the market participants and their respective systems to operate in a commercial environment.  All energy in the Visayas will be scheduled through the market during this time.  However, there will be no financial settlement.

According to Philippine Electricity Market Corporation (PEMC) Executive Vice President Mario R. Pangilinan, "All systems which have been put into place during the Visayas TOP are being utilized in the LDO to familiarize the participants and would-be customers with procedures associated with Commercial Operations."

The WESM began Commercial Operations in Luzon in June 2006 and has since contributed changes to the industry. One such significant change was the increase in the privatization program of generation capacities with over 119billion pesos worth of generation assets privatized since the market started.

"The presence of WESM is encouraging investors to invest in the Philippine Power Sector.  Operation of the Market in the Visayas will ensure the efficient pricing of electricity as well as the security of long-term power supply," said Holopainen.

The establishment of WESM is expected to create a more robust energy industry by encouraging competition and efficiency among industry players.  The Electric Power Industry Reform Act (EPIRA) of 2001 mandated the establishment of the electricity spot market to set the price of electricity thru market forces, free from the restrictions of regulation.  Transparency in market operations transactions ensure the reflection of the true cost of electricity and improve the delivery of power supply to the end-users.

What is being contemplated by Capitol as a streamlining formula for its staffing structure is actually “a reorganization in the pretext of reengineering.”

This was the revelation relayed by Bonifacio Quirog, Jr., Secretary of the Sangguniang Panlalawigan, in his letter to the Vice Governor and SP members regarding the so-called “reengineering” program of the provincial government.

Quirog, along with Rowena Bongcaras and Josefina Gulle, represented the SP to the consultants’ presentation of draft provincial government structure, design and staffing pattern” at the JJ’s Seafood Village last January 10, 2008.

“For the first time, it was revealed that the so-called reengineering program, in which we were made to believe since the beginning that no employee will be dismissed or end â€"up jobless, is after all a total reorganization of the provincial government where all positions will be declared vacant and everyone has to apply again and will be at the mercy of those who will be sitting in a placement committee and many will therefore end-up jobless,” the Quirog letter says.

This looming scenario is reportedly haunting the minds of provincial employees, like a sword of Damocles hanging over their heads.

The human resource development program is funded by the Australian International Aid (AusAID) with consultants coming mostly from the province of Davao.

Quirog cited as an example the structure in the Office of the Vice Governor wherein fifty (50) personnel will be reduced to just seven (7) who will all be co-terminus and the present average of six (6) employees for each SP Members will be reduced to two (2) under the proposed new structure.

“The idea is not economically viable, much less politically defensible considering that here in Bohol, the provincial government is one of the biggest, if not the biggest employer and there are not enough alternative jobs to offer in other sectors,” Quirog said.

“In stark contrast to the poverty-reduction program of the provincial government, under such restructuring scheme, lowly casual employees will end up jobless; as in the word of the consultants, “casuals would be the first casualties.”

“Under the same scheme, with all positions declared vacant, everyone will be at the mercy of the placement committee,” he added.

There is now enough water in the controversial Bayongan Dam to irrigate the estimated 5,300 hectares of target ricelands in the towns of Ubay, Trinidad and San Miguel; - even if it won’t rain in the next seven months.

With the onset of the rainy season, the desired water elevation of 52 meters is now reached at the Bayongan Dam reservoir; ready for the next two cropping seasons. The estimated impounded water volume reaches about 34.6-million cubic meters.Bayongan Dam project manager Engr. Modesto Membreve said the lateral canals are 98.5 % completed but the water can flow into an estimated 700 hectares of ricelands only in the targeted service area.

This is because the farmers are still in the process of building farm ditches to allow water into their ricelands while the land leveling is also on-going in the area of about 1,500 hectares.

“Officials of the Japan Bank of International Cooperation (JBIC) and the Department of Budget Management (DBM) will be here in Bohol middle of February for an on-site inspection. What they will see vindicate Gov. Erico Aumentado, father of the project and National Irrigation Administration (NIA) officials who were earlier accused of undertaking a project that is allegedly expensive and non-viable,” Membreve said.

Membreve clarified that Bayongan Dam “is not dependent on Malinao dam in Pilar,” as erroneously reported.

He pointed out that Bayongan dam has its own reservoir that can store 34.6-million cubic meters of water while Malinao has only a capacity of impounding about 9-million cubic meters of water.

“What flows into Bayongan (BHIP-2) is the excess of Malinao, but it does not mean it totally depends on it,” Membreve said.

Talk of the Town / Chocolate Hills For Rent?
January 23, 2008, 08:21:29 PM
Officials of Carmen town have come up with another idea on how to make the Chocolate hills complex economically viable and more attractive as a world-wide tourist attraction.

Mayor Manuel “Boy” Molina said he is amenable to the idea of renting the main Chocolate Hills facilities to a qualified business entity through rental agreement.

The idea is to be discussed and approved first by the local sanggunian but Mayor Molina said he don’t see any problem with his municipal council.

The rental idea is far different from what was earlier mulled as privatization pushed by the provincial government.

“The provincial government only has thirty (30) percent share of the Chocolate Hills operation while the town of Carmen owns the land where the complex sits,” Molina made it clear.

The land was donated to the town of Carmen by the Fiber Industry Development Authority (FIDA) sometime in the 1980s during the term of former Mayor Alfredo Galling.

“We have the documents to prove that,” Molina said.

The rental amount is pegged at P10-million a year based on the net income estimated from the Chocolate Hills operation.

From the time of Molina’s assumption as town mayor, the operation of the restaurant and gate proceeds have sharply increased. Up to October 2007, the town had already remitted to the provincial government about P500, 000 as share in the choc hills income.

Unlike before, the tourist complex always posted losses amounting to hundred thousand of pesos. Restaurant manager Narina Torrefranca was then replaced by a new manager Jovelyn Tongco.

The town of Carmen spends about P18-million of appropriations for the Chocolate Hills operation but only comes up with P4.6-million in realized income.

The rental plan will be announced this coming March, in time of the UBIDA Festival which is an agricultural and cultural celebration patterned from the town of Hein, Spain.
