Weird and Extreme / Labrador dog saves old man from death
February 16, 2008, 04:10:30 PM
Japanese police on Thursday heaped praise on a Labrador retriever who found an elderly man who fell over in freezing conditions at night, the second time the dog was credited with saving a life.

The three-year-old black Lab, named 'Dor, suddenly started barking when she was taking a walk with her owner, Koichi Wada, in the western city of Iwade one evening last month, a police officer said.

"The dog led Mr Wada to a nearby irrigation ditch, where an elderly man was lying face up," the officer said.

The ditch was one-meter (3.3-feet) deep and the 86-year-old man had been soaked in water up to his ears.

"Since it was cold and already dark, the man would have been frozen to death if she had not smelled something and told it to her owner," he said.

The elderly man soon had even more luck. Wada stopped a passing car and found that a doctor was behind the wheel.

The doctor drove the man to his clinic, where he was treated for minor wounds in the head and hands.

Hi Fortune,

I've been reading secret books on how millions of Americans become rich. One secret that I read is that Americans are risk-taker. They invest a lot in new ventures even if the business prospect is dim.

My MBA tells me that high-risk yields high-return.

As I've mentioned earlier, anyone can come up with his or her own design and print it in a t-shirt.

I believe it would be your lasting legacy for our province having helped spread valuable information about Bohol all over the world.

T-shirt is one of the best ways to raise awareness about our Tubag Bohol friendship.

Aron mas bibo and more memorable, anyone can produce a t-shirt according to his or her own design and slogan para naay freedom of expression. It's a celebration of one's creativity.

All of us are unique ug naay kaugalingong creative way of expressing something. That is if one can afford. :)

If I can afford, I will print my own t-shirt (example just 20 pieces) and I will come up my own design and slogan.

This has not been done before, I guess. Most EBs have same t-shirt design. But making history is to walk on a road less traveled.

we can remove the phrase PRE EB word or GRAND EB. people, who are not into computers, won't have any idea about EB or the word TB. If offline or in t-shirt, avoid using the word TB since it is known universally as "tuberculosis." :) the TB can be used online but not offline.

Not too much. Just enough. But the bad thing is that they did not answer my email. I had to go to the trouble of calling on the phone. I hate it when there is too much hassle. Any suggestions guys. What other resorts can you recommend.

Dear Fortune,

Many businesses in the Philippines lack customer care. They have not realized that the existence of a business solely depends on the patronage by its customers. Many times a business would treat you rudely and you had to beg first before they pay you attention.

I remember booking a ticket in a travel agency in Tagbilaran. I was ignored. I tried to speak but no one entertained my inquiry.

Was it because I was just wearing shorts when I came in their travel office?

Personally, I admire the business firms in America. The server of Tubag Bohol is located in California. Whenever I have a problem that I can't fix myself, the company would always come to rescue me. I asked many questions and they always answered my email promptly. At the end of every email, the customer care representative would always say: "Mike... should there be any other concern, please don't hesitate to contact us again."

I hope our Philippine businesses would improve the way they handle clients/customers.

The Bohol Chronicle

Police are now hunting for a fellow policeman who shot dead inside the PNP Cortes headquarters a drunken man Monday night.

The suspect is one Police Officer-2 Apolinar Galapin y Moring, 37, a native of Candijay but now residing in Cortes town. He is also police investigator of the Cortes police station.

According to PO1 Ranillo Lomonsod, PO2 Galapin together with SPO1 Nicolito Longgakit responded to a call from the Barangay De La Paz tanod outpost around 11 p.m. regarding a drunk man with two lady companions who were also intoxicated.

The responding policemen brought the three suspects to the Cortes PNP Station.

PO1 Lomonsod said he noticed PO2 Galapin, who was himself drunk, had an altercation with the intoxicated victim, later identified as one Leo Lagrada, 29, a resident of barangay De La Paz, when they entered the police station.

The heated exchange between PO2 Galapin and Lagrada continued until the two other policemen went out of the station.

According to PO1 Lomonsod, he was talking to the two female companions of Lagrada when he heard a single gunshot coming from the police office.

This Valentine's Day, Sophos is advising users to stay away from email with romantic lines -- especially those with the word "love" -- lest they become infected with a different kind of virus.

The antivirus firm warns such email may cause yet more virus outbreaks when opened or lead users to websites that contain viruses.

Sophos noted a latest one variant of the Storm virus (also called Dorf malware) that attacks via a "romantically themed" message that directs unsuspecting computer users to a website containing romantic images.

Technology / Robot as your bed partner?
February 14, 2008, 06:09:44 PM
source: AFP

A kinky sci-fi fantasy? Love and lust in the 23rd century?

Not at all, says David Levy, a professor of gender studies and artificial intelligence and author of "Sex with Robots: The Evolution of Human-Robot Relations."

By mid-century, predicts the 62-year-old expert, getting it on with an electronic femme-fatale or a superstud sexbot will become an accepted part of the human landscape.

"Think of it: great sex on tap, 24/7," he said. People may even fall in love with their hard-wired sex slaves, he adds.

Not everyone embraces Levy's vision of a future where humanoids guarantee satisfaction in bed along with pre-programmed post-coital conversation.

But many agree it is on the cards, given exponential leaps in computer power, progress in mimicking human muscles and movements, and headway in artificial intelligence (AI) software to replicate emotions and personality.

A team of Filipino IT professionals is responsible for creating Accenture's own social networking tool that allows collaboration among the company's workers worldwide.

Aptly called Accenture People, it resembles popular social networking sites much like Facebook, and allows employees to create their own profiles.

But more than a listing of hobbies and other personal interests, these profiles provide a glimpse of each employee's role in Accenture, including technical expertise and the projects in which he or she was involved.

For a global company with numerous business units like Accenture, the idea is to simply make everyone more familiar with each other's background and then encourage knowledge sharing.

In the Philippines alone, Accenture has around 15,000 workers doing management consulting, system integration and BPO (business process outsourcing). In terms of size, the Philippines is behind only to the US and India in Accenture's global network.

The road to one million outsourcing jobs in 2010 is not as easy as government and the private sector would have thought.

In an interview, Commission on Information and Communications Technology (CICT) chairman Ray Anthony Roxas-Chua III said the outsourcing industry demand is expected to grow by 50 percent year-on-year for the next three years.

With that demand, government led by the CICT and the Department of Trade and Industry Regional Operations Group, in tandem with the Business Processing Association of the Philippines (BPAP) are now identifying more than 20 cities where they can develop and recruit more talent.

These three groups are now working to push these cities as part of a strategy to "expand" the local outsourcing industry outside of Metro Manila, Chua said.

"We want to establish regional information and communications technology hubs so that not all the businesses are just going to Metro Manila," the CICT executive said.

Manila International Airport Authority (MIAA) and Cebu Pacific (CEB), in a joint effort, will upgrade and expand the Manila Domestic Terminal (MDT) to improve its facilities for its increasing number of passengers.

The project will start by February 15, 2008 and should be completed by April 15, 2008.

The improvements will include:

   1. The opening of a new arrival area with five baggage conveyors instead of the three conveyors today.
   2. A 66% increase in seating capacity of the pre-departure area with the addition of more than 500 seats.
   3. The expansion of the flight check-in lobby and security check areas.
   4. The construction and addition of boarding gates, holding areas, and restrooms which will double the capacity of these structures from present.
   5. The construction of a covered walkway to the aircraft parking bays at the ramp.

Candice Iyog, CEB spokesperson said, “We have definitely outgrown the MDT and we are looking forward to its expansion.  We recognize how important the airport experience is to our guests so we are happy about this joint effort with the MIAA.”

The airline will relocate its cargo receiving section to pave way for the new arrival area.

MIAA will spend for the amenities upgrade in the arrival area and the construction and upgrading of the pre-departure lounge and departure areas.

CEB expects to carry more than 7 million passengers in 2008, 70 percent of whom will be domestic travelers. The airline carried more than 5 million passengers last year.

CEB has the youngest fleet of aircraft in the Philippines. CEB flies to 12, soon to be 14 international destinations, with the addition of Ho Chi Minh and Hanoi this April.  CEB also operates flights to 21 domestic destinations with the addition of Boracay (Caticlan) beginning February 29, 2008.

I know that you have not found Tubag Bohol because no one has told you about this website. I am sure that you're not yet a member of Tubag Bohol, so I will be writing some letters about you, about the things that you did to me.

Pagnaa nay mag-invite nimo sa Tubag Bohol ug magpa-register na ka (we don't collect 12 dollars as registration fee, by the way), I will just ask one of the Global Admins of Tubag Bohol to delete these letters. I don't want you to read what I thought about you in the past.

Dear _______ ,

Our professor in The Life and Works of Rizal loved to call you as the Josephine Bracken of our class and he named me, unfortunately, as the Rizal. You were always absent in our class, thus I never learned anything about our national hero.

At the end of the school year, I saw you again: you were already pregnant. Too young.

I should have sent myself into self-exile somewhere in Dapitan. But.

Sincerely,

Dear _________ ,

You did not dance with me during our JS Prom. I don't know why you had to hurt me that night. You instead danced with your ex-bf. The gnawing pain in my heart was that our classmates were all looking at me as you drowned yourself in a music that tore my soul apart.

I remember how I scampered out of our school premise, walked hurriedly to a small store nearby, used collected coins in my pocket to buy two bottles of San Miguel beer, put a lot of Snowbear candies on them, and drank the beer without innocent hesitation.

I was young then. I don't remember myself drinking beer except that night. Ah, yes, I did. Because of you.

When the waves of pain had subsided, I came back to our JS Prom, and there I was, perhaps like a mad man, failing to recognize who you were in the eyes of my trampled heart, lost in the disillusionment of an unrequited affection, groping in the darkness of your cruelty.

I still have a picture of myself taken on that bruised night.

Dear (blank),

Masubay man jud ni karon.

I wrote you a love letter in pure Bisayan words. I thought you'd keep those melancholic pages of love letter private, but you passed it around, and many of your restless classmates at Divine High School in Tagbilaran were able to read it, and all of them desecrated my letter and mocked me because I wrote a love letter in Bisaya.

Ngano man diay ug mag-Binisaya ko?

First year high school pa ba ja ko adto...

Let me start:

Dear Miss ______ ,

I'm sorry Mrs naman diay ka karon. I don't know if you still remember this but still I do: wa ko nimo padajona sa injong balay sa akong pagpamisita nimo.

I went home past midnight after standing for several hours outside your house. Patience is a virtue, but daghan tawon ko ug pinaakan sa lamok adto.

You could have told me that you were not going to see me because your mother was so furious that a young boy from another barrio came to your doorstep so I would not have waited you that long, breathlessly anticipating for your illusive shadow to appear behind a muted door.

I can still remember how our classmates jeeringly laughed at me the next morning, asking me with mocking tone: "Mikeli, wa man kono ka padajona sa imong pagmisita ni (_______ )?"

Ngano kahang nakahibawo man sila?

LGU Philippines / Remain calm in the face of unrest
February 13, 2008, 12:12:26 AM
By Bohol Sunday Post

Vice Gov. Julius Caesar Herrera yesterday urged Boholanos to remain calm in the face of unrest in the capital over the allegations linking former Chairman Benjamin Abalos and First Gentleman Jose Miguel Arroyo to the ZTE Broadband scandal.

"These are mere allegations that have not been proven yet. Let us wait for the results before making any conclusions," Herrera said.

The vice-governor added that both Abalos and the President's husband have denied the allegations made by Noel Lozada.

"It is still a long way to go before we will know the truth," Herrera added.

He said Boholanos should be careful about agitations being made by political interest groups who want to take advantage of the situation.

"We need to be very careful because any crisis can be exploited for selfish interest," he added.

The vice-governor said it would be better for people to just go on with their lives while the latest events are unfolding in Manila .

Yap issued the statement during an interview with the local in appreciation to First District Representative Edgar Chatto's efforts in influencing Congress into adopting and funding several major DA programs on farm enhancement and food sufficiency.

Yap lauded Chatto for securing funds for vital farm facilities such as small water impounding systems to wet ricelands outside the service areas of the existing irrigation systems.

He recounted how Chatto had also firmly lobbied for the budgets of other agencies that support food sufficiency program.

Yap again proved his high regard for the Bohol leaders in personally gracing the season-long training on protective culture and vegetables harvest festival culmination activity in Libaong, Panglao Wednesday last week.

The sea collision involving Ocean Jet 3 last week generated so much interest that
a senior citizen who is also a lawyer has come into the open and tipped off local media that two of its top officials including the owner were issued warrants of arrest last December.

If not for the information provided by Loon-based lawyer Inccentes "Titing" Lopez, the local media would have been kept in the dark about the case faced by the two fast craft executives.

Haled to court for Violation of Section 4 (g) of Republic Act 9257 or the Senior Citizens Act, Victor Lua, one of the owners of Ocean Jet Fast Ferries Corp. and Roneldo Mendez, manager of the local Ocean Jet office here.

Municipal Trial Court in Cities Judge Sisinio Virtutdazo issued the warrants after City Prosecutor II Romeo Chatto found reasonable ground to believe that the two respondents had committed the offense charged.

In the information filed against the two, the prosecutor found probable cause to charge Lua and Mendez for their failure to discount the mandated 20% in boat fare from Tagbilaran City to Cebu city.
Lopez said despite his claim and protestations he was still made to pay the full amount of the fare.

Under the Senior Citizens Act, card bearing senior citizens issued by the Department of Social Services and Development (DSWD) are entitled to a 20% discount for every purchase of goods and services. Under the law, those with ages 60 above are considered senior citizens.

Upon receipt of the warrant which issued last December, the two accused posted bail at P4,000 each.

Tagbilaran Mayor Dan Lim yesterday detonated the verbal equivalent of an atomic bomb against bosom friend lawyer Victor de la Serna.

The dropping of the Lim bombshell ended weeks of bated anticipated after de la Serna tipped off this paper's BGlante about the city mayor's unexplained use of his discretionary funds.

This paper's BGlante column picked up the de la Serna tip and since then people of Tagbilaran have been waiting for Lim to make his own defenses against his former friend's potshots in the disbursement of discretionary funds.

The hot and cold relation of the two former friends began to surface when a common friend Kagawad Zenaido "Djingo" Rama had a falling out with Lim.
Apparently siding with Rama, de la Serna's relationship with Lim was never the same again.
The first verbal skirmish between the two erupted when de la Serna asked for a Copy of the Summary of Budget and Expenditure from City Budget Officer Rose Palma.

Taking the cudgels for his department head, Lim went on air to denounce de la Serna's demand for a copy of the city's summary of expenditure. The intensity of de la Serna's retaliation against Lim's tirades was not as devastating as what some people expected it to be. Then a cooling off period prevailed after the two were seen shaking hands at an uptown coffee house.

A few weeks later, de la Serna got what he demanded from Palma. When he got hold of the copy of expenditure, he said his attention was immediately attracted to the huge amount for Maintenance and Other Operating Expenses (MOOE) for the office of the mayor. He cited the amount of P39.6 million plus and for the General Services Offices (GSO) which is P58 million plus or a total of P97.6 million. De la Serna said this amount is roughly one-third of the total city budget of P304.5 million. This was the city's budget last year.

LIM REACTS

Although he skirted on many occasions the issue of his discretionary funds, Lim minced no words when he drew the battle lines against his close friend.

In an emotion-filled radio program aired over Station DYRD where Lim is the main host and in subsequent interviews, the city mayor dared de la Serna to prove his allegations "or you will regret that you started this".

Viewed from the outside as a total war between two close friends, the Lim attack was calculated to pulverize de la Serna's allegations of city hall shenanigans.

The two erstwhile allies had a falling out when de la Serna started sending letters of inquiries to the City Budget Office about the budget and expenditures of the city.

Lim said he would have gladly provided the information de la Serna wanted but he did not like it when the latter furnished copies of his letter to the Sangguniang Panlungsod including Vice Mayor Jose Antonio Veloso.

The mayor said it is obvious that de la Serna is resorting to trial by publicity.

Responding to the latest letter de la Serna sent to city budget officer Rosemarie Palma, Lim said this is the last straw.

"I am formally asking the Ombudsman to investigate me, to determine if there is any anomaly or impropriety," he explained.

The mayor wants the anti-graft body to resolve "the very issues being hinted against me, namely, the amount appropriated for the maintenance and other operating expenses, the amount under my discretion and, most important of all, whether there is abuse of discretion and whether graft and corruption has been committed in the presence."

Lim accused de la Serna of going on a fishing expedition.

LGU Philippines / Province needs new heavy equipment
February 12, 2008, 11:00:01 PM
By Felix Cempron
The Bohol Standard

“It is now high time for the province to purchase assorted units of heavy equipment to answer the needs for its roads maintenance work,” Engr. Edwin Vallejos said in an interview the other day.

Vallejos who heads the Provincial Engineering Office (PEO) said the existing heavy equipment has become so incapacitated to do the road maintenance operation in the entire province.

Equipments of the provincial government now have a “Zero Book Value” considering that it was purchased 20 years back during the administration of former Gov. Constancio “Nonoy” Torralba in the later part of the 80’s.

The province has a total length of 920 kilometers provincial roads and 144 of which are already concreted, while the 10 kms are asphalted,” Vallejos added.

The purchase request was submitted to the office of the governor for no less than 20 brand new heavy equipment units; itemized as follows; 2 bulldozers, 4 road graders, 4 road rollers, 10 dump trucks, 2 pay loaders, 2 buck hoe, 3 water trucks with pump to be distributed to every congressional district, 1 fuel tanker, 3 service vehicle and 1 prime mover.

In answer to the two criminal cases filed against him by deputy city mayor Mariano Uy, respondent city councilor Edgar Lo Kapirig is asking the prosecutor handling the preliminary inquest to dismiss the two cases for lack of merit.

The preliminary hearing is set on Tuesday, Jan 12 with Assistant City Prosecutor Romeo Chatto, handling the twin complaints filed by Uy.

“The dye is cast. There is no turning back. I would even file cases of perjury against Mr. Uy’s witnesses if they are found lying under oath,” Kapirig said.

Two witnesses of the complainant, namely Jedo Lopena and Constantino Garcia did not have any personal knowledge of the alleged utterances that are subject of the Libel case filed by Uy. The two only just heard it from a certain Dr. Sepe allegedly admitting the utterances of Kapirig.

Being not present during the actual alleged incident, their testimonies are all hearsay, the answer of Kapirig stated.

Uy is suing Kapirig for Libel with a corresponding claim of P10-million for damages.

“A noble project such as Botika sa Katawhan should be beyond reproach and must be allowed to continue with utmost transparency and without any taint of public suspicion.”

City councilor Zenaido “Djingo” Rama said this as he intend to submit a proposed resolution tomorrow during the Sangguniang Panlungsod regular session, urging the city council in their collective capacity, to conduct a probe on the operation of Botika sa Katawhan which is supported by the city government and generating donations from well-meaning private donors.

“My intention is actually to preserve the integrity of this noble project which has helped a lot many of our constituents,” Rama said. The Botika sa Katawhan gives free medicines to indigent city residents and is managed and operated by deputy city mayor Mariano Uy.

“Though Mr. Uy claims that this project is his idea and is private in nature, it cannot be denied that it is imbued with public interest since government resources are also utilized in its operation and it is even sanctioned by the city government,” Rama stressed.

Again, a former close ally of City Mayor Dan Lim is breathing fire close to his neck asking where and how P97.6-million in the year 2006 was spent.

Lawyer and former OIC governor Victor de la Serna, in his letter to City Budget Officer Rosemarie Palma dated Feb. 4, 2008, said the total of P97.6-million, or roughly ONE THIRD of the total budget of the city of P304.5 million in 2006 is just “too big to be left to the discretion of any public official” of the City of Tagbilaran which has an annual budget of only P304 million.

The latest demand of the former governor particularly asked “listing of these items of expenditures” which he presumed is “programmed items” of expenditures for social services and other expense items.

Giving the City Mayor the benefit of the doubt, De la Serna surmised that “maybe these items are expenditures that were just classified under the general heading of Maintenance and Other Operating Expenses (MOOE) for the City Mayor and the GSO.”

The P2-million burglary of runway lights, transformers and insulators was virtually solved with the voluntary surrender of the suspects to Gov. Erico Aumentado yesterday.

The prime suspect who will turn state witness was escorted by his father to the residence of the governor yesterday noon to provide other information leading to the case.

The parent of the prime suspect surfaced yesterday after he heard the "fatherly" appeal of Gov. Aumentado aired last Thursday during the top-rated dyRD "Tagbilaran-By-Nite."

"Nakonsensya ko, human nakabati sa hangyo ni Gobernor," the father narrated when interrogated by PNP Provl Director Edgardo Ingking and City Police chief Jacinto Cesar in the presence of the governor.

"Junil" will turn state witness while other suspects remain at large.

Col. Cesar said that other suspects will be picked up momentarily.

The stolen items were admitted to have been sold to city-based junk shops at very low cost as they were considered as scrap iron. Mayor Dan Lim immediately ordered the closure of all junk shops here.

Meanwhile, Gov. Aumentado received the assurance that the runway lights be restored by the Air Transportation Office (ATO) central offices after the governor personally met with top ATO officials in Manila last week.

The security of the airport and safety of the planes is our prime concern, the governor said when he swung into action to order the police for the manhunt and at the same time asked ATO to replace the stolen runway lights.

Talk of the Town / Increasing fish production in Bohol
February 12, 2008, 10:36:42 PM
By Kit Bagaipo
The Bohol Chronicle

Over talks of high prices of fish, two government agencies in the province see the need to increase fish catch and production in the province by 43 percent.

While ruling out the existence of a fish cartel operating here in the province which manipulates the supply of fish and its exorbitant pricing, the Bureau of Agricultural Statistics (BAS) and the Bureau of Fisheries and Aquatic Resources said there is a widening gap between production and consumption of fish here.

Speaking at the Kapihan sa PIA, Engr. Maximiano Servillon and Ghenie Mayol of BAS and BFAR respectively, admitted there is a dwindling fish catch in the province.

Over-fishing and bad practices of commercial fishers here were likewise cited as the cause of the dwindling supply while consumption has significantly gone up.

"Total consumption is simply too big compared to the supply," said Servillon.

Some 17 junk shops here are being closed down by Mayor Dan Lim.

The mayor's order came after the city police arrested the suspects of stealing 47 transformers and runway lights at the City Airport, reportedly worth P2 million.

The junkyard owners were already told by the mayor to stop its operations as police have linked cases of theft to junk shops.

Several reported stolen items by residents end up sold as scrap items at junk yards, according to police.

Since last year, the mayor has not issued business permits to junk yard operators.

The closure orders were served last Thursday by the City Permits and Licensing Section.

However, if the junk yards continue to operate this week, city general services officer Mark Leo Monton said a task force will enforce the closure order.
