Again, a former close ally of City Mayor Dan Lim is breathing fire close to his neck asking where and how P97.6-million in the year 2006 was spent.

Lawyer and former OIC governor Victor de la Serna, in his letter to City Budget Officer Rosemarie Palma dated Feb. 4, 2008, said the total of P97.6-million, or roughly ONE THIRD of the total budget of the city of P304.5 million in 2006 is just “too big to be left to the discretion of any public official” of the City of Tagbilaran which has an annual budget of only P304 million.

The latest demand of the former governor particularly asked “listing of these items of expenditures” which he presumed is “programmed items” of expenditures for social services and other expense items.

Giving the City Mayor the benefit of the doubt, De la Serna surmised that “maybe these items are expenditures that were just classified under the general heading of Maintenance and Other Operating Expenses (MOOE) for the City Mayor and the GSO.”
