Abatan River Under Massacre
By MICHAEL O. LIGALIG
Published by The Bohol Chronicle on January 29, 2003

"Our lives begin to end the day we become silent about things that matter," says civil-rights leader Martin Luther King Jr. three decades ago. For residents in Maribojoc, Antequera and Cortes towns living by Abatan River, this food-source river matters to them. A lot.

Recalls 33-year-old Bernar-do Docdoc: "I used to catch big fish here. Not anymore today." "Paji, tuway, bebe, and susu were once abundant. Today you can scarcely gather some for dinner," notes Meliton Tolop, barangay captain of Sto. Rosario, Antequera.

Residents say massive river sand extraction, which started as early as in the 70s, destroys fishing grounds and erodes soil, forcing trees, coconuts, nipa palms, buri to yield to floods on heavy rains.

The people know the river is for them, but "pipila lang ang nakapahimulos, (only few benefited from it)," says Tolop, 33, youngest barangay captain in Antequera. "Because we are poor, we are powerless, these sand extractors take advantage of us," laments a resident.

But what took them long to unzip their grievances when the damage has been done?

For one, the powerful would murder the courage of the powerless. A local official who spoke on condition of anonymity reveals to the CHRONICLE he received threats when his constituents attempted to stop the river sand extraction. "Gusto ka moundang kaon ug bugas? (Do you want to stop from eating rice?)" an extractor reportedly said to him in public.

Some residents in Antequera, one time, hurled stones to the extractors, who would sip sand as early as 1 in the dawn. They drove them away momentarily. But their stones are too little to crush the giants, who are reportedly leaning over the fat legs of some government officials. Well, a local official now board member was once even desirous to operate in Abatan. The offer to employ a dummy was turned down by a local official, sources say.

Meanwhile, the victory of Busao people spawns seeds of courage to neighboring barangays. Earlier Gov. Erico Aumentado issued a cease and desist order to Trinidad Recemilla, an extractor in Busao Creek, which water source is from Abatan. Documentations by Environmental Legal Assistance Center (ELAC), Task Force Kabukiran and Diocese of Tagbilaran's Social Action Center proved factual to reports of environmental havoc wrought by a voluminous extraction.

Later barangay Sto. Rosario in Antequera joined the crusade in Busao on a joint council session of local officials. Barangay Loreto in Cortes also locked arms with these two barangays. The dream, the struggle of the people: stop the massacre of Abatan River. Says Loreto barangay captain Roberto B. Lacastesantos: "These extractors have no permits from our barangay. Our people have long been condemning their operation."

Aside from void of permits, extractors, according to officials and residents, did not consult those who would be directly affected by the operation. "They just show us papers, and we don't understand what they are," sighs Juanito Coquilla, 62, of Loreto.

There must be social acceptability before extraction commenced, reminds Bohol Environmental Management Bureau (BEMO) head Nunita Pinat.

Why their battle often ended in frustration? Lacastesantos says they had gathered 200 signatures to air their plight, had sought DENR's and BEMO's intervention, but, he says, only empty promises were sent for their rescue. Lacastesantos recalls that the two past governors were indifferent to their state, including mayors of Cortes, Antequera and Maribojoc are seemed apathetic towards Abatan.

"We have not asked Aumentado's help," says Lacastesantos. Tolop hopes: "Aumentado redeemed Busao - he could be our hope for Abatan."

"They should put their concern in writing and send it to the governor's office," advises Pinat. "We haven't received formal complaints, so far."

Nestor Canda, Environmental Management Bureau (EMB) head, says he has received complaints about Abatan. EMB ensures that extractors followed the provisions stipulated in their ECC. Absence of trees in the upland, Canday says, causes soil erosion - but sand extraction is not the absolute culprit to the river destruction.

On the other hand, extractors or financiers hide in shadows. Except Felix Humoc. His extraction started in 1974. But he's willing to abandon this lucrative business when the environment faces risk.

"When people demand me to stop, I'm willing to stop," says Humoc.
Other financiers use proxies or dummies as permittees, like the alleged posing of Recemilla as one. Dummies are ordinary men and women, obviously without sampan of money to run this business. A permittee would just put their signatures on DENR's Environmental Compliance Certificate (ECC) and the governor's permit. Their masters processed the documents.

Pedro Paña, a Cortes kagawad for 15 years, has been a proxy since in the early 90s. Last year he called it quits. "Enough is enough" was his reply when asked why he refused thrice Manuel Cabang's nagging him to sign a permit paper.

"I have realized of the destruction in the river," says Paña, who turns 77 this April. Besides, his six children (one is in US, another works in DENR) detested his being a dummy for dread of taxation complexities. "For years I wonder why the government has not collected me taxes when in fact I acted as supposed concessionaire," he quips, adding laughingly, "Wa ko kadawat bisag usa ka dako sa akong pagka dummy ni Cabang (I never received even a single centavo as Cabang's dummy)." "I want my name be cleared from now on."

Since these barangays received not a penny from the extractors, in Loreto and Sto. Rosario there was a time residents formed a cooperative for which they themselves would finance their own sand extraction. But two months after, Tolop says, DENR snubbed their application to renew permit, and instead awarded it to Cabang, M-R Restaurant owner. Says Lacastesantos: "The government is inconsistent, puzzling sometimes."

The CHRONICLE, meanwhile, asked Cabang if he could present any document for his operation. "I will produce documents only when other extractors will do it first," he quips. "Those who oppose the extraction are the next interested parties in the area." Cabang, however, claims he has the governor's and the DENR's blessings.
Now residents of these three towns cast their hopes to Aumentado who proved earlier his heart bled upon learning of Busao Creek's fate.

On the other hand, the provincial government should listen to a heartbroken resident, saying about Abatan's condition, "Kung dili pa lang sayop magrebelde, dugay nakong nagrebelde (If only becoming a rebel is not wrong I have long been a rebel myself)."

Perhaps, that would matter.

Bogus TMG in road extortion
Published by The Bohol Chronicle on June 15, 2003

Fake enforcers of the Traffic Management Group (TMG) have been traced as suspects behind the unabated highway robbery and extortion reported in the province.

P/Insp. Paquito Co, provincial TMG chief, told the Chronicle that reports from the field confirmed there are individuals posing as traffic officials and wearing "unauthorized" identification cards, their lone weapon to terrify vehicle owners.

He blamed the use of these TMG IDs, which were "ordinarily" issued to friends by former TMG chiefs, as behind the reported robbery/extortion in Bohol's highways.

The newly installed traffic czar, who is still refashioning TMG's already tainted image, has vowed to sequester what observers called as "power-packed IDs" and charge before court those guilty of usurpation of authority.

Co replaced P/Insp. Simplicio Torredes after TMG's deputy regional director P/CInsp. Romulo Flores sacked Torredes from his post on May 13.

Torredes relief came following the Chronicle's exposé on alleged extortion activities by bogus TMG officials and by one Saturnino Balaba Jr., a famous fixer at the Land Transportation Office who also claimed to be a deputized traffic agent.

Since last week, TMG officials have been monitoring the highways in Loay, Baclayon and Tubigon towns, and Manga La Paz, this city, where suspects have been seen flagging down vehicles for some concocted traffic violations.

Though none of these "arrogant," fake officials have been caught red-handed, Co said he won't rest until suspects would be locked behind bars. He also admitted there are more towns, other than those have been identified, cuddling the culprits, but are yet to be confirmed.

Co dared those victims of road extortion to come out in open so probe could reel off.

"If you have been a victim, or would be a victim later, report the incident to the nearest PNP station," Co said, adding that names of suspects should be identified.

No case could progress in the court unless there are formal complainants, he stressed.

He said "real" TMG officials wear in complete PNP uniform, in shining boots, with Stretson hats, and have Temporary Operators Permit (TOP) with them, whereas the fake, usually in casual outfit, don't.

Declining to name previous TMG chiefs who issued the IDs, Co said he could not cite specific motives behind the easy, unrecorded issuance.

If the IDs were issued, they were simply for "identification," not for use as "deputized TMG agents."

Co said that only the LTO, another government agency facing intermittent allegations on corruption and extortion, could issue legitimate traffic IDs. (Michael O. Ligalig)

Million peso funds for individual loans stalled
By MICHAEL O. LIGALIG
Published by The Bohol Chronicle in 2003

There are funds. There is a law that could jazz up the grassroots economy. And all the law's features are good. But nobody cares about it because nobody knows about such and such.

Ninety days after Pres. Gloria Arroyo on Nov. 13, 2002 approved the Barangay Micro Business Enterprises (BMBEs) Act of 2002, the law, as expected to have taken off, should have been felt in the rural communities.

But the Chronicle learned on Friday that local agencies here tasked to breathe spirit to BMBEs were blind about it.

"This is a sad thing about our country," said Loy M. Palapos, president of the Bohol Chamber of Commerce and Industry. "It's a kind of indolence of the Filipinos," he added, referring to the inaction by national officials from trade and industry, labor and employment, internal revenues, interior and local government, and information agency to, including the "fearful business community."

"It's like a mother giving birth and leaving the baby without a caretaker," Palapos quipped of lawmakers who have seemingly abandoned the BMBEs.

Palapos said he learned of the Act, approved by the Congress and the Senate last week of October 2002, only on March 1, in a Cebu meeting. The Cebu government already has organized entrepreneurs who are keen on reaping benefits under the Act. Bohol has none.

On March 2, when Palapos got back to Tagbilaran, having foreseen the advantages of the Act, he "immediately" called up the DTI, PIA, DOLE, DILG, and BIR officials.

All said the same thing, he said. "They have no idea about BMBEs."

After he had gathered more details of the Act, Palapos convened on Tuesday the responsible local agencies at the MetroCentre Hotel and sought their commitment to implement the Act.

Stirred by the significance of the Act, Nestor Balatero, provincial treasurer chief, also called on a meeting to all 47 LGU treasurers at the Jj's Seafoods, on the same day.

Bereft of know-how, local treasurers unanimously said, as quoted during the said meeting: "How can we implement it when we don't even have registration forms?"

Meanwhile, Palapos said Gov. Erico Aumentado has vowed to speed up the Act's implementation and its information dissemination.

"We're not blaming anyone here," he said. "We are just saddened by the fact that here is a beneficial law and it seems nobody cares about it."

Our economy, Palapos said, is basically run by small and medium enterprises, comprising about 98 percent in the business sector. And BMBEs Act of 2002 is the right law to perk up the grassroots economy, he added.

BMBEs FEATURES
Through the Act, any individual(s) engaged in "the production, processing or manufacturing of products or commodities, including agro-processing, trading and services" can avail of loans from the Land Bank of the Philippines, Development Bank of the Philippines, Small Business Guarantee and Finance Corporation, and the People's Credit and Finance Corporation.

The Government Service and Insurance System and the Social Security System would also set up a "special credit window" to bankroll their members who want to establish a BMBE.

With an endowment fund of P300 million, the Act provides to enterprising individuals "exemption from income taxes and from coverage of the minimum wage law." (see related story on page 2)

HOW TO APPLY
Interested parties are advised to go to their respective municipal treasurer (or to the city treasurer) where the business is located and register their proposed or existing business.

Applicants have to accomplish a BMBE Form 01 in triplicate. Registration fee is P1,000.

If application is found satisfactory, the treasurer would issue a Certificate of Authority to applicants for them to avail of the benefits under the Act.

WHERE THE INDOLENCE COMES
Palapos, however, feared that many applicants might lose interest in availing of loans "because of paper works."

DTI requires a loan applicant a feasibility study on the proposed business. DTI itself has pledged to help applicants in coming up the study.

"The government now has a lot of money for investment," Palapos said. "But there are no risk-takers."

Filipinos, usually, would just like to borrow money and they won't care to pay or use it for its original purpose, he said.

Bishop asked to lead probe on church robs
Published by Bohol Chronicle on February 02, 2003

Bishop Leopoldo Tumulak was formally requested to convince local police officialdom to investigate the unsolved church burglaries in the province.

The request surfaced after seven antique icons were stolen from the Virgen del Villar Church in Corella town last Sunday. (See: related story)

The Corella Church was the first to be victimized by unscrupulous robbers this year. However, the province, known for its several old churches, holds a list of unsolved church burglaries over the years, including the centuries-old Baclayon Church (oldest stone church in the country) which has been burglarized for more than five times.

Church relics have been carted away in all those unsolved church burglaries, thus an honest-to-goodness investigation has to be done.

Msgr. Feliciano Nalzaro, Corella church parish priest, and Isabelo Daquipil, chairman of the Parish Pastoral Council (PPC-Corella) led the signatories of the letter request addressed to the bishop.

The concerned Corella residents asked Bishop Tumulak to convene a meeting with top officials in the province, Gov. Erico Aumentado and PNP Prov'l Director Sancho Bernales to discuss solutions to past burglaries and ways to prevent subsequent church burglaries in the province.

They said that until today no suspects are identified or picked up by the police for questioning.

It's about time, we bind our efforts together," the signatories said, "in solving and preventing more church burglaries in the province."

b) No. Decisions of the Court of Appeals merely have persuasive, and therefore no mandatory effect. However, a conclusion or pronouncement which covers a point of law still undecided may still serve as judicial guide and it is possible that the same maybe raised to the status of doctrine, if after it has been subjected to test in the crucible of analysis, the Supreme Court should find that it has merits and qualities sufficient for its consideration as a rule of jurisprudence (Civil Code, Paras).

2)  None. Obiter dictum and opinions are not necessary to the determination of a case. They are not binding and cannot have the force of official precedents. It is as if the Court were turning aside from the main topic of the case to collateral subjects: a dissenting opinion affirms or overrules a claim, right or obligation. It neither disposes nor awards anything it merely expresses the view of the dissenter. (Civil Code, Paras)

3)  A decision of a division of the Supreme Court may be set aside by the Supreme Court sitting en banc, a Supreme Court decision may be set aside by a contrary ruling of the Supreme Court itself or by a corrective legislative act of Congress, although said laws cannot adversely affect those favored prior to the Supreme Court decision. (Civil Code, Paras).

II.  1) Are decisions of the Court Of Appeals considered laws?

2) What are the binding effects of an obiter dictum and a dissenting opinion?

3) How can a decision of the Supreme Court be set aside? (1994 Bar Question)

SUGGESTED ANSWERS:  1) a) No. but decisions of the Court of Appeals may serve as precedents for inferior courts on points of law not covered by any Supreme Court decision, and a ruling of the Court of Appeals may become a doctrine. (Miranda v. Imperial 77 Phil. 1066)...

Philippine Laws / Compare Civil Law with Common Law
October 07, 2018, 03:38:33 PM
I. How would you compare the Civil Law system in its governance and trend with that of the Common Law system? (1997 Bar Question)

SUGGESTED ANSWER:  As regards "governance": Governance in Civil Law is codal, statutory and written law. It is additionally derived from case law.

Common law is basically derived from case law.  As regards "trend": Civil law is now tending to rely more and more on decisions of the courts explaining the laws. Common law is now codifying laws more and more. So they are now merging towards similar systems.

ADDITIONAL ANSWERS:  Common law refers to the traditional part of the law as distinct from legislation: it refers to the universal part of law as distinct from particular local customs (Encyclopedia Americana, Vol. 7).  On the other hand, civil law is understood to be that branch of law governing the relationship of persons in respect of their personal and private interests as distinguished from both public and international laws.  In common law countries, the traditional responsibility has for the most part been with the Judges; in civil law countries, the task is primarily reposed on the lawmakers. Contemporary practices, however, so indicate a trend towards centralizing that function to professional groups that may, indeed, see the gradual assimilation in time of both systems. (Vitug, Civil Law and Jurisprudence. p. XX]  In Civil Law, the statutes theoretically take precedence over court decisions interpreting them; while in Common Law, the court decisions resolving specific cases are regarded as law rather than the statutes themselves which are, at the start, merely embodiments of case law. Civil Law is code law or written law, while Common Law is case law. Civil Law adopts the deductive method - from the general to the particular, while the Common Law uses the inductive approach - from the particular to the general. Common Law relies on equity. Civil Law anchors itself on the letter of the law. The civilists are for the judge-proof law even as the Common Law is judge-made law. Civil Law judges are merely supposed to apply laws and not interpret them. ...

Bible Study / The Ordinary Abundant Life

The Ordinary Abundant Life
by Steve Zeisier

I think one of the best-known verses in Scripture is Jesus' statement, recorded in John 10, verse 10, "I came that they might have life, and might have it abundantly. " Our Lord suggests at least two things in that statement, it seems to me. The first is that there are people in the world who do not know anything at all about life. They are cut-off and broken and darkened. They need to know that it is possible to be alive spiritually, and responsive to the world God has made. The second thing suggested by that verse is that there are people who are acquainted with life, but who are not acquainted with abundance. "I have come, not just to bring life, but to bring life abundantly," the Lord said. Many of us here have been in that situation. We have known the Lord, we have gone to church, we are aware of what the gospel says, but our life has little overflow in it, little of deep fullfillment. We are going to spend the next two weeks addressing ourselves to these issues, but in reverse order. Next week we are going to talk about hope for the hopeless- those who know nothing at all about life- but this week we are going to talk about abundance for those who have lived in restriction.

There are a lot of ways to approach the question, "What is abundant living?" Those of you who have done any counseling, even on an informal basis, know that people come with different kinds of problems hurting them, and oftentimes they need to be supported, held up, encouraged and loved. That is one way of indicating that God wants to make life delightful to us. Hundreds of books have been written on various aspects of the subject, telling us how to live excited, valuable, godly, abundant Christian lives.

But there is another approach that is often necessary as well. Another statement needs to be made to people on what constitutes abundant living. We find that our Lord made this statement frequently in his ministry. He said that many will be kept from genuinely enjoying what God has for us and believing that God can accomplish his will in us, because we have settled for something less. Many of us need to be stabbed by God's Word. Many of us have grown proud of our Christian lives, of our sacrificial life-style, the way we obey God and the things we do for him. We have learned to think of ourselves as terrific in God's service. Or else we have learned to see the obstacles that surround us as being so awesome, so overwhelming that they cannot be dealt with. As a result, we have disbelieved that God can do anything with us.

There is a saying in financial circles that nothing succeeds like success. But in spiritual terms, I think there is a form of success that may very well be the worst thing that can happen to us. We learn to pat ourselves on the back, and cheer ourselves on. As a result, we lose sight of what God can do. We settle for something much less than he desires to give us. In Luke 11, verses 29 through 44, Jesus indicts the Pharisees at exactly this point. The Pharisees had determined that they were God's greatest accomplishment, the pinnacle of human development. They had separated themselves from everything. That is what the word "Pharisee" means, by the way, "a separated one." They had separated themselves from everything base and sinful and lowly, and had created a society which they felt reflected the greatness of God more significantly than ever before.

But what Jesus said to them is different than what we often think. We accuse the Pharisees of hypocrisy, and the Lord did use that word of them, but they were not hypocrites in the classical sense- for example, claiming to tithe when they really were not. We think of hypocrites as people who say something about themselves which they secretly know is not true. But Pharisees really sat out in their garden and literally counted every radish and weighed every bean, so they could be precise in giving a tenth of everything they had to the Lord. So they were not hypocritical in that sense. They were hypocritical in that they said, "The best God can do is to make radish counters out of us." They trivialized the gospel beyond recongnition. The Lord said of them, "Woe to you! You've tithed mint and rue and every garden herb, but you've neglected justice and the love of God. Your hearts are barren of love towards God, the widows and orphans in your community are barefoot and starving, and you say, 'We are the epitome of what God can do with men,' because you give away the things you grow in your garden ! "

The Lord describes exactly that same kind of problem in talking to his disciples. We are going to study the first ten verses of Luke 17 this morning, and we will see that Jesus has the same penetrating, gripping, stabbing ministry with his own men. The same principle is being violated, and he is saying to his disciples, "You can't be trivial in your understanding of the gospel. If you are going to live the abundant life, you have got to believe God can do great things. Because if you settle for something less, you will never know abundance." It's as if he were addressing adults who were taken up with the racing of tricycles, while he tried to teach them about space flight. They had settled for something less. The first two verses record these words:

And He said to His disciples, "It is inevitable that stumbling blocks should come, but woe to him through whom they come! It would be better for him If a millstone were hong around his neck and he were thrown Into the sea, than that he should cause one of these little ones to stumble."

Right away you can tell he is not messing around. He is not dealing with things of little consequence. It is impossible to escape the conclusion that what he is saying is this: if your life has the impact of, driving men from Christ (that's what he means by stumbling; it is stumbling in terms of their relationship to God, their walk with God, stumbling with the implication that they might fall away altogether), then we are better off dead. We should wish for a violent and immediate death for ourselves rather than find ourselves in a position where we're causing people to lose their faith in God.

The tendency when we hear something like that is similar to our reaction to the Lord's words in the Sermon on the Mount: "If your eye causes you to stumble, pluck it out." The tendency is to say, "Well, Lord, you're obviously coming on strong for the sake of emphasis." If we apply it at all, we assume he is talking about people like dope pushers who hang around school yards. These are leading little ones astray, right? They're out there selling heroin to these innocent children. Or he's talking about the sophisticated prostitute described in Proverbs, who stands on the street corner and lures naive young men into her lair. Of course those are the kinds of people Jesus is talking about here. But just so we won't let ourselves off the hook, he goes on in verse 3 and 4 to apply it in a way most of us would never think of doing.

"Be on your guard! If your brother sins, rebuke him; and If he repents, forgive him. And If he sins against you seven times a day, and returns to you seven times, saying 'I repent,' forgive him."

We tend to think of sin as something we commit, something we actively go out and do that is sinful. The Lord, however, will very often highlight, not sins of commission, but sins of omission, things we have failed to do. He is suggesting here that failure to get involved with people who are hurting, failure to go to a brother who is gripped by sin and to help him out of it, and failure to forgive again and again and again people who offend us, people who take advantage of us and hurt us- failure to do these things is putting stumbling blocks in people's way just as much as the prostitute or the dope pusher does. The things we fail to do can have the result of driving men from God as much as the things we actually do.

All of us are going to have a hard time with this. No one gets off the hook here. I had a neighbor one time who was one of the most emotionally needy people I had ever known in my life. He used to drive me crazy. He wanted time, time, and more time spent with him. He needed money. He needed all sorts of input in terms of energy and direction and attention, and I resented that guy. I felt that I was being used, taken advantage of, and I'd find myself hiding out, slipping out of our apartment under cover of darkness -- anything to avoid having to see this guy. I resented him, I wouldn't forgive him. If I had to spend time with him, I'd do it with gritted teeth. There was no way I could get rid of the feeling that I was being used, and I didn't like it.

Now the Lord isn't saying here that there are not good reasons for saying no to people. There are very good reasons for saying no to people. Sometimes the most loving thing you can do is to say, "No, I won't help you." But resentment and bitterness and an unforgiving spirit are not good reasons. And if that is the thing that is keeping me from being involved with someone, then I need to go before my Lord and say there is no way I can justify it.

At this point, the disciples cried out in a way that seems entirely appropriate. When they understood the implications of what Jesus was saying, first, that if you caused someone to sin, you were better off dead, and second, refusal to forgive someone again and again is what constituted causing someone to stumble- they looked at themselves and said, "Lord, increase our faith! (verse 5) We don't have a chance!" In fact, they may even have been saying something less godly than that. They may have been saying something like, "Lord, be realistic, for crying out loud! We appreciate the fact that you have a lot of insight from God, and there are all sorts of perfect ways of living that you can describe to us. But let's also talk about reality. Let's talk about real live human problems here. Let's not overdo it!" In any case, they were amazed at what he said. They couldn't believe that he said it.

So Jesus, in his typical wishy washy way, backs right down and says, "I'm sorry; I didn't mean it after all." Well, no, that isn't what he said. What he did was to sharpen the dagger even more, verse 6:

And the Lord said, "If you had faith like a mustard seed, you would say to this mulberry tree, 'Be uprooted and be planted In the sea'; and It would obey you."

They are saying, "Lord, here we are, men of God. We've followed you and we've gone a long way, and we're faithful men. We're interested in what God wants. Yet what you're asking of us is beyond what we can do. Increase our faith! " The implication is, "If we can't handle it, how can anyone handle it? We are men of faith, and yet we're unable to deal with this problem." But instead of saying, "You guys are pretty terrific after all!", the Lord says, "If you had faith the size of a mustard seed, which is not very big, you could yell at mulberry trees and they would bounce themselves into the ocean! You could accomplish things you had no idea you could accomplish, if you had just the smallest amount of faith." The implication is that not being able to deal with human resentment is less difficult than uprooting mulberry trees; and therefore their faith is even less significant than a mustard seed. He insists on seeing his children as capable of tremendous, significant impact on their world, and he refuses to let them settle for anything less. He refuses to let them believe that an on-going forgiveness is too much for them to handle.

This is reminiscent of the account of Jesus asleep in the boat when a storm came up. These fishermen, who knew enough about the lake to know when a storm was a bad one, said, "Our lives are forfeit; it's all over! The wind is up, the waves are up, the boat is swamped. We're going to die!" And they panicked. But when the Lord woke up, he didn't wipe their fevered brow, didn't pat them on the back and say, "That's really a tough situation you've been through here. Few great men could have handled this- you did a remarkable job!" He was somewhat upset with them, and he said, "Why are you afraid, you of little faith? Why do you give way to fear?" Then he calmed the wind and the waves and they found themselves crying out, "Who is this man, that even the wind and the waves obey? What have we gotten ourselves into?"

That same question, I think, is appropriate for us to ask at this point. Who is this man, anyway? How should we relate to him in our hearts? Does he really expect us to be the kinds of people whose lives can be on the very brink of destruction, and who can remain calm? Is that what he really expects of us? Does he really expect that we can forget the most odious, crummy thing that's been done to us, and forgive the person again and again when he comes to us, and not give way to resentment? Does he really believe that of us? The answer is yes. He goes on to tell us something about how to relate to him, by giving an illustration that ends this section, verses 7 through 10:

"But which of you, having a slave plowing or tending sheep, will say to him when he has come in from the field, 'Come immediately and sit down to eat'? But will he not say to him, 'Prepare something for me to eat, and properly clothe yourself and serve me until I have eaten and drunk; and afterward you will eat and drink'? He does not thank the cave because he did the things which were commanded, does he? So you too, when you do all the things which are commanded you, say, 'We are unworthy slaves; we have done only that which we ought to have done."

These men knew a great deal about slaves and servants, people who were in a position to be responsible to their employer. Jesus said it is never the case, when a slave has worked an ordinary shift out in the field, that the master goes to him and says, "That was overwhelming! You really did yourself in! Come in and let me serve you." Suppose a grocery clerk worked an ordinary number of hours pecking away at his machine and bagging the groceries. Now we would not expect to see his employer stand by and catch him as he collapses at the end of his shift, with a medical team ready to bandage up his swollen fingers, calling reporters to say, "An incredible feat has been accomplished at our store today!" If we expect anything, it is that the employer will hand him a broom and say, "Please sweep out the back room before you leave tonight."

That is what the Lord is saying to us. He has made us to be the sort of people who can live amazing lives (amazing from our point of view), and treat them as ordinary. We can face the fear of death itself, and be calm- or we ought to. We are the sort of people who can deal with pressure and deprivation and pain and anxiety; we can be courageous, sensitive and thoughtful, just as a matter of course. He has made us that way; the power of God in our lives is that great. The point is, this is nothing out of the ordinary. You do not deserve special commendation because you finally got up enough courage to share the gospel with your neighbor, something you've been afraid to do up to now. God is pleased with that, but not because it is an heroic deed. You have not done something above and beyond the call of duty; that is merely the sort of people we ought to be.

I recently learned a hard lesson in this regard. Ned and Charyl Coleman, who are missionaries with Wycliffe, spent an evening in our home talking about the kind of life they live. Both spiritually and materially, they live in a deprived situation. Their home consists of poles and mud and a swimming pool cover. There is no electricity, no running water, and meager medical facilities. (And they do not consider themselves spiritual heroes, either. They are fully aware of their own shortcomings, their own inability to trust God, and they fight all the same battles that you and I fight.) They are ministering to an Indian village because God loves these people, and they're willing to sacrifice for his; sake. Yet they think of themselves as being weak and ineffective and hurting, as Christians. There are no other christians anywhere nearby, no regular fellowship, no regular teaching. And up to this point, there has been very little response among the Indians with whom they are working, not much encouragement from outward things.

A horrible thought began to occur to me as we spent this evening, together. I remembered a time when I patted myself on the back; because of my spiritual depth, for my great loving sacrifice to God, my steadfast obedience to him. I was proud of myself for what I'd done. When I was first married, we had an old black and white television set that didn't work too well. When the world series was on, or some special program, I thought to myself, "Boy, it would sure be terrific to have a nice new color TV! " But since there isn't anything in the universe less spiritual than a TV, I knew that to give in and pamper myself that way would not be a very mature thing to do. Certainly it would not be a very pastoral thing to do! So we just soughed it out, getting along with this black and white tube. Eventually we were given a color TV as a gift. I thought at the time, "The Lord must really have been impressed with our sacrifice, because look at how he's rewarded us!" Obviously it was a good deal as far as he was concerned, because he was responsible for giving us this gift. Therefore I thought it was pretty good that I had soughed it out and hadn't given in to temptation.

While I was sitting there listening to Ned and Charyl, I thought, "For the Lord's sake, you gave up one TV (inferior) in place of another (superior), and there they are without running water, and the child they are about to have may be born with an Indian midwife. " I have a terrible time trying to picture my wife and me in those circumstances! It began to occur to me that in effect, what I had said was that abundant living consists of giving up one TV for another, that that is a work of God. What a glorious and terrific God we have, that he can accomplish something so magnificent! I had really believed that. And I found myself saying, "Well, if that is all I can believe God for, if that is a good deal, if that is an impressive work of God, then how in the world would I ever handle it if he called me to work in that Indian village?" I thought he had done something magnificent in the TV situation. If my God is no bigger than that, how in the world can I believe he can make me alive and rejoicing and helpful and loving in a situation like the colemans are in. Furthermore, the Lord says to the Colemans, "You aren't heroes, either. You're no big deal. You've done no more than you ought to have done. The power of God is capable of that. What you've done is not so amazing." God is the amazing one and what he is capable of is the amazing thing.

I have counseled with people in this church who feel that PBC is a difficult place to get along in spiritually, that people aren't as friendly as they ought to be, that it's too big and we don't reach out and care for others as much as we should. I am not for a minute going to suggest that those things aren't true, to some extent. There are problems, and we ought never to apologize for them, nor rationalize them away. But as I listened to Ned and Charyl talk, it occurred to me that if what I see at this church are genuine obstacles to Christian fellowship, then how in the world are the Colemans making it, where no other Christians are around? If I can live in a community like this and say the obstacles are insurmountable to spiritual growth, and the way people treat me is so uncaring that I have a right to sit here and not grow, then how in the world are Ned and Charyl making it?

Again, the question comes back to this: Can God overcome what I consider to be massive problems? Is God pleased with the great sacrifices I make, pleased in some special sense because I've knocked myself out? The Lord says the things he's given me to do are perfectly within his capability. I ought to have done them.

Now I would like to suggest some ways to apply this truth. Just to get yourself going on this subject of whether or not you believe God can do anything magnificent in your life, more than you are willing to let him accomplish, ask yourself what you think of Christian celebrities. Does it seem to you that God is really outdoing himself when he saves a famous quarterback? Did he really take a lot of extra time and effort, staying up late at night, to accomplish his salvation? Is God honored to hang around with people like that? Is God a sort of "groupie" because he feels good hanging out with movie stars? Obviously, the answer is no. But very often we appreciate such celebrities for the wrong reasons, and we think of God in those terms. We ought to be grateful that God saves anyone_celebrities included. And we ought to be grateful that they have a special platform to speak from. God is no bigger because he's able to do these things.

Another question I think is worth asking is this: How do we evaluate our lives? What are the criteria we apply in deciding whether or not what we are living for is valuable? Two very gripping passages in the New Testament deal with this subject, both of which include Paul's analysis of his own ministry. There were at least two times when Paul very succintly analyzed himself for us. Second Corinthians 11 and 12 is one of those, and Philippians 3 is another. After the section in Philippians 3 where he said, "I'm a Hebrew of the Hebrews; I was trained in the best schools; I was born to the best parents; I had all this great stuff going for me," then he says, in verse 7,

But whatever things were gain to me, those things I have counted as loss for the sake of Christ. More than that, I count all things to be loss in view of the surpassing value of knowing Christ Jesus my Lord, for whom I have suffered the loss of all things, and count them as rubbish in order that I may gain Christ, and may be found in Him, not having a righteousness of my own derived from the Law, but that which is through faith in Christ, the righteousness which comes from God on the basis of faith, that I may know Him, and the power of His resurrection and the fellowship of His sufferings, being conformed to His death; in order that I may attain to the resurrection from the dead. Not that I have already attained it, or have already become perfect, but I press on in order that I may lay hold of that for which also I was laid hold of by Christ Jesus. Brethren, I do not regard myself as having laid hold of it yet; but one thing I do: forgetting what lies behind and reaching forward to what lies ahead. I press on toward the goal for the prize of the upward call of God in Christ Jesus.

Essentailly, he is evaluating his life, not on the basis of what he has seen in the past, not on the basis of what he has done for God, not on the basis of his human ability or human background, hut on the basis of what is set before him. His evaluation is based on the kind of person Paul ought to be. He said in Romans, "that those whom God foreknew, he predestined to be conformed to the image of his Son." The thing he intends to do with us is to make us like his Son. Paul is like a bulldog with his teeth fixed tenaciously on that goal, and he says nothing will cause him to swerve from it. He won't turn around and say, "I did that real well, and I ought to feel happy about myself today; but tomorrow I probably won't do so well, and I'll feel crummy about myself then." What he says is, "I see where God has taken me. I know what he wants to do with me, and that is the criterion I'm going to use to evaluate myself. I'm going to press on for that. I'm going to lay everything else aside, and run as fast as I can in that direction." Paul would not settle for anything less than being like Jesus Christ himself, and he refused to evaluate himself on any other basis.

The third thing you might ask yourself is, "How do I deal with adversity and difficulty?" One option is to think of God's power in our lives as such that on a good day, when we're particularly pure in heart, and God isn't too busy elsewhere, we might have some temporary relief from this current difficulty. But if God has given us a good day any time this month, we shouldn't expect him back until next week at the earliest. Or, we can think of ourselves as people who are intended by God to rule the universe. Did you know that? Jesus is going to use you and me in ruling the galaxies that he's made. If he is capable of doing that in us, is he capable of giving us victory over pressure on our job? Or is he capable of helping us deal with disappointments? Is he capable of taking away the sense that we're deprived and put upon when people don't recognize how good we are, or treat us the way we want to be treated? If he's capable of making us rulers, is he capable of getting us through the day?

I'm really looking forward to the time when I can wake up in the morning and start looking for mulberry trees. I'm ready to uproot a mulberry tree, just give me one! Bring on those storms! I really believe that my Lord is capable of making me live abundantly, that it's not too hard for him. And I'm not going to settle for being faithful some of the time, and at peace occasionally, and following him on good days. I am not going to say that is abundant living. I am not going to say that is what he intends. I want to be the kind of person who recognizes that I'm not there yet, but I want to press on to the goal. I want to get to the day when I can wake up and say, "I've got crummy problems in my life. There are all sorts of things I wish weren't there, and they're hard and difficult. But I'm so aware that my Lord is capable, that I'm not going to sit around and stew about them. I'm going to look for him to be at work there. I'm not going to give way to this horrible fear when the storm breaks, but I'm going to wait for him to do something about it, and count on him to do it."

One last thing I'd like to mention is that what we are talking about here is not the power of positive thinking. A lot of Christians in many places in the world are talking about that today. What we are not saying, and what the Lord is not saying, is that we ought to figure out what great things we can accomplish for God, what terrific good deals we'd like to see ourselves into, and then just batter God into submission so that he gives it to us. We may find, as Job did, that the thing he's called us to is to live with confusion and pain and unresponsive and sorrow. That may be what he has called us to. But whatever it is (and we need to determine what God is asking us to do), he is capable of doing it in us. He won't ask anything of us that he is not capable of performing.

I would like to finish with the statement from l John 3:2 (Living Bible).

Yes, dear friends, we are already God's children, right now, and we can't even imagine what it is going to be like later on. But we do know this, that when he comes we will be like him, as a result of seeing him as he really is.

Lord, I admit that I don't know how to respond very well to challenge, and when I hear from you that there are things in me that you can do something about, I tend either to run off and do them myself, or to cower in fear that it can't happen. I don't know how to respond. I want to pray for all who feel that way, that we won't respond in the flesh, and that we won't respond in fear, but that we will look for you to be the kind of Lord that you declare yourself to be, and that we will expect abundant living as something that ought to be there. It is not just on good days and heroic days that we're to be that way, but every day. We thank you that you love us, and we're grateful. that you've chosen us, that you care enough to know us. In Jesus' name, Amen.

The Man Who Would Be King
by Stephen Zeisler

Over the years, I have been interested in talking to people who became Christians after they were in their teens. I like to hear about how God carried out the process that Jesus described when he said, "No man comes to the Father unless my Father draw him." How did God draw us to him? For those of us who met the Lord when we were young and who, it seems, always knew him, that process is probably hard to discover. I didn't come to Christ until I was a sophomore in high school. But I can look back and realize that God was doing things in my life prior to that.

I remember starting to read the New Testament after I became a Christian and being surprised to discover how much of it was familiar. The people in the Bible, in particular, were familiar. I remember discovering people I already knew something about. This was because when I was little I had gone to Sunday School. This was not at particularly Christ-- centered churches-- I don't ever remember hearing the gospel in church-- but I remember hearing stories about people, and many of them came back to me. I remember flannel board stories about Zacchaeus and his tree, and the fishermen, and some of the women who followed Jesus. As a result, I've always been kind of interested in the people in the Bible.

There are concepts in scripture that are overwhelming in their depth and their impact, and those concepts are exciting and enjoyable to understand and believe. Yet many of them are difficult. But we may be able to find an individual or a group of people in the Bible who exemplify these concepts and show us these concepts in action so that we might understand them.

God knows the importance of an incarnation. He wants to tell the truth to people, so he puts the truth in a person. So this morning we will study the lives of two men who are prominent in the Old Testament, David and Solomon.

These two men stand together on a plateau that is far above every other individual in the Old Testament in one respect-- they both provided leadership for the nation Israel when it was at its zenith of power, import, and impact. Never before and never after the lives of these two men has Israel wielded such influence. We all know that God intended Israel to be a nation of influence in the world. That is why he chose it, so it would be an instrument to declare the truth to the world. And it never had a greater opportunity than during the reigns of Solomon and David. Israel was an empire in those days.

Because these two men stand on this plateau together, it is natural to compare them. There are a lot of ways to draw comparisons between David and Solomon. In the realm of politics, Solomon was by far the superior figure. He was many, many times wealthier than his father; his influence extended over more territory; kings and queens and rulers from all over the world came to learn from him, amazed at his power and his wealth and his wisdom. In terms of stability' there is no question that Solomon was a superior figure. All of David's reign was characterized by turmoil, upheaval, rebellion, hassle, problems, and war; Solomon never faced any turmoil. Solomon's was an unbroken, peaceful, powerful reign that influenced the world around him.

We can also compare these two men in terms of the records we have of them. Here, I think, an interesting comparison develops-- one that begins to shed light on why these two men were the way they were. Despite the overwhelming influence that Solomon had on his own day, he drops like a stone into the ocean in the rest of the Scriptures. He almost disappears. He is rarely quoted, rarely referred to by anyone else in scripture. Most of the references to him describe a geographical boundary of some kind. ("This is Solomon's porch" or "a pillar that Solomon erected", or something like that.) Solomon had very little influence on or interest for the rest of the writers of scripture, except to provide a negative example of some kind, such as, "Solomon in all his glory was not arrayed as one of these. "

David, on the other hand, is in almost every book of the Bible. You can hardly pick up a book or a passage of scripture without finding some reference to David. David's influence extended to every generation beyond his. Everywhere men were blessed because of David. God repeatedly refused to stamp out the nation of Israel because of David. "For David's sake I will hang in there with you guys, but I wouldn't (he implies) if it weren't for him." "For David's sake I will keep a descendant on the throne, but not because Israel deserves it." "For David's sake I will bring the people back from rebellion and exile." David influenced everybody that followed him; Solomon influenced hardly anyone.

Curiously, in secular literature, the opposite occurs. The people in the world remember Solomon. David Hubbard says, in an article in the New Bible Dictionary, "No hero of antiquity, with the possible exception of Alexander the Great, is so widely celebrated in folk literature. The Jewish, Arabian, and Ethiopian tales about Solomon's intellectual prowess and magical powers are legion." The world remembers Solomon; the Scriptures remember David. In trying to unravel why that is true, we come to some interesting conclusions.

The key event in Solomon's life reveals why this is so. It is recorded in 1 Kings 3: 3-14. Immediately following Solomon's ascent to the throne, he went to Gibeon and sacrificed a thousand animals. It was a tremendous event. The whole nation cast its eyes on Gibeon. There was phenomenal hoopla and celebration and dedications. The next night Solomon was asleep, no doubt tired out-- he had probably eaten too much, probably didn't feel all that sharp, and certainly was tired. In the middle of this night God came to him. There were no people around; there was nobody to see, nobody to influence. God asked Solomon a question (verse 5):

In Gibeon the Lord appeared to Solomon in a dream at night; and God said, "Ask what you wish me to give to you."

Let's back up a minute and check the scene. In verse 3, a penetrating statement is made about Solomon: "Now Solomon loved the Lord, walking in the statutes of his father David, except he sacrificed and burned incense on the high places.'' That statement characterizes Solomon's life. He loved the Lord. There is absolutely no question that Solomon loved the Lord. Solomon's prayer at the dedication of the temple is remarkable in its depth of understanding and love for God. But there is an "except ' clause in verse 3, and that explains what always had been the case in Solomon's life. "He loved the Lord, except...." That doesn't mean that he didn't love the Lord; it means that he loved something else, too. He was a double-- minded man.

It is easy for me to see myself in this mold. I see others, too, who genuinely care for Jesus Christ, except they burn incense in the high places-- that is, they promote the worship of other gods. They love Jesus Christ, and they love Mammon, or security, or themselves, or something else. Solomon loved the Lord, except that he sacrificed and burned incense on the high places. And in this, the most important night in his whole life, he is face-- to-- face with his Lord, and God asks him this question: What would you like me to do for you?"

This sounds like an unusual scene, and it certainly is. I can't imagine waking up in the middle of the night-- especially since I hardly know what's going on for half an hour after I wake up-- and hearing the Lord ask me a question.

But, in another sense, this is not an unusual scene. This is exactly the question God asks every individual who has ever lived. Not quite as explicitly, but essentially, at one time or another, he asks us all the same question. He doesn't ask, "What can I get you to do for me? What service will you offer to me? What insight will you offer to me?" If we properly understand God, we know that he doesn't need anything. We could not conceivably add anything to him, or grant him anything that he doesn't already have. We could not influence him to do something that he does not desire to do. There isn't anything about us that we can give to him that will add to him. What we can do is let him give something to us. And so he asks, "What would you like me to give to you?"

As Christians, we have the opportunity to say, "Yes, God, I want you to give something to me." We will, or will not, let him give something to us, but that is the only option we have. We don't have the option of doing anything other than to receive from him. So this is a universal question. Solomon's answer is found in verse 6:

Then Solomon said, "Thou halt shown great loving-- kindness to Thy servant David my father, according as he walked before Thee in truth and righteousness and uprightness of heart toward Thee; and Thou hast reserved for him this great lovingkindness, that Thou hast given him a son to sit on his throne, as it is this day."

Solomon looks back on the career and life of his father and he says, "Lord, you have been abundant in your goodness to my father. Your lovingkindness to him is phenomenal." Then, of all the blessings that David received from God, Solomon picks one, and I think he gives himself away when he does. He says, "You have reserved for him a son to sit on his throne. Of all the kind things-- and you have done uncounted kind things to David-- the kindest is that you gave him a son to sit on his throne."

The thing that impressed Solomon the most was that David had been king and had wielded influence and power and everybody around David knew him and responded to him and was affected by him. David was a king, and that is the thing about him that impressed Solomon because that is the thing he highlights in analyzing his father. Remember, Solomon loves God. He isn't just saying that David was powerful for his own sake, but that David was powerful for God's sake. David had done great things for the Lord. So Solomon asks to be a great king. "Make me wise, give me what it takes to be the kind of king who can have an impact on the world around me. I want to be influential for God's sake. Make me a wise king."

But I think that if God asked David the same question, he would have responded differently. In effect, without being asked verbally, David does answer the same question in Psalm 27:4.

One thing I have asked from the Lord, that I shall seek;
That I may dwell in the house of the Lord all the days of my life,
To behold the beauty of the Lord,
And to meditate in His temple.

David didn't start out as a king; David was a shepherd, to begin with. But the one thing he asked for, the driving concern of his life, was that he be in a love relationship with God, and that he be able to experience the emotional uplift of God's beauty and the intellectual stimulation that meditating on him provides. That is the desire that burned in David's heart-- not that he be a servant of God, not that he be an effective Christian, but that he be in love with Jesus. "I want to live where you live, Lord, whatever that means."

God can make an individual like that into a king. God took a shepherd who was so unimpressive to people around him that his father didn't even think of him when Samuel was looking for a king. God can take a man like that and easily make him into a king. If we start out wanting to be king, and say, "God, make me effective in your service, give me impact and wisdom, because I want to change the world for your sake," and we forget the first step, "Lord, make me in love with you; give me a heart for you," we are going to find ourselves like Solomon-- tragic figures.

David was not a very kingly king. He did all sorts of non-- regal things. His wife was embarrassed by him when he danced around without his royal clothing in front of the Ark. He was delighted that God was present in Israel, and just couldn't contain himself. It just got to him, but it embarrassed his wife. That was the most unkingly thing that she could imagine, and she gave him lots of trouble for doing it. Later on, when David was running from Absalom, a merchant named Shimai gave David a hard time and cursed him and told him what a loser he was. The mighty men around David said, "Man, let's cut this guy Shimai's head off. He's got to go! You're the king, David!" But David said, "No, God might be telling me something through this guy. I don't want to get so concerned about being king that I don't listen to the Lord anymore." So he let him live. And even afterwards, when he was back on the throne, he didn't put him to death.

David didn't act very much like a monarch. In fact, Solomon's point that God had preserved someone to sit on David's throne contradicts David's own practice, for David didn't do a very good job of providing himself with a successor. There nearly was a revolution because it hadn't occurred to David to insure a successor so his influence might extend after his death.

But God comments on Solomon's request for wisdom in verses 10-14:

And it was pleasing in the sight of the Lord that Solomon had asked this thing. And God said to him, "Because you have asked this thing and have not asked for yourself long life, nor have asked riches for yourself, nor have you asked for the life of your enemies, but have asked for yourself discernment to understand justice, behold, I have done according to your words. Behold, I have given you a wise and discerning heart, so that there has been no one like you before you, nor shall one like you arise after you. And I have also given you what you have not asked, both riches and honor, so that there will not be any among the kings like you all your days. And if you walk in My ways, keeping My statutes and commandments, as your father David walked, then I will prolong your days."

The Lord was pleased with what Solomon asked for. The Lord displays remarkable humility, I think, in being pleased with so little. Knowing myself, I'd say most of the time I am like Solomon. I would much rather be a dynamic Christian than be in love with the Lord. And yet God is even satisfied with that. He is humble enough to accept even that from us. If he wasn't, there wouldn't be much left to accept. But God does comment further, after he says that he is pleased. He says, "Solomon, I am pleased, because you didn't ask for anything worse. You could have done worse, Solomon, and you didn't; I am pleased."

There is an account in the New Testament that parallels this, I believe-- the account of Mary and Martha. Remember how Martha was concerned with serving the Lord? She was in a dither, just working her fingers to the bone. She wanted to have an impact on the people around her, wanted to serve the Lord, wanted him to be happy with her service. The Lord doesn't rebuke Martha, he doesn't give her a hard time, but he teaches her something. He says, "Martha, there really is only one thing that is crucial, and Mary has chosen the good part." That is the kind of commendation Solomon did not receive. God never said, "Solomon, you have chosen the good part." He just didn't choose anything worse.

In many respects, I think this is like the church of Ephesus; described in Revelation. God says, "You have endured, you haven't bailed out, you have hated the right things." In a sense, those are negative commendations. "You haven't let go, you haven't fallen apart, you have succeeded in hating the right things. The problem is, you have lost your first love. You could be doing worse, and I am glad you are not, but there is a problem. You have given up that kind of relationship with Jesus Christ that says, 'Lord, I want to live where you live. Even if it means I will be a shepherd all my life, that's okay.' "

These things have helped me to relate to Solomon, to understand why he is such an enigma. Two things in particular strike me. One is that Solomon knew a tremendous amount of truth. Maybe no one knew more. All of us have been blessed by the Proverbs. They hold a tremendous amount of practical wisdom, particularly wisdom about how human beings ought to relate to one another. He knew an awful lot about that, but he was terrible when it came to putting it into practice. Probably the most profound passage on the nature of women, an in-- depth understanding of God's creation of woman and how God uses women to glorify himself, is found in Proverbs 31; and certain passages in the Song of Solomon explain what it means to have a delightful love for another. But nobody was worse than Solomon in putting what he knew into practice in his relationships with women. He understood a tremendous amount, but practiced very little. 1 Kings 11:4 says,

For it came about when Solomon was old, his wives turned his heart away after other gods; and his heart was not wholly devoted to the Lord his God, as the heart of David his father had been.

Solomon's downfall was his relationship with women. Yet he knew a tremendous amount. I think this tells me that if I am determined to relate to others, if the condition of my heart is such that what I want more than anything else is to be effective in ministering to people for God's sake, if I am dominated by my relationship with people and my desire to be a wise king, I will not have enough staying power. That may work for a time, but at the end of my life I will find, as Solomon did, that things have run dry. Because ultimately I am more concerned about people than I am with the Lord.

Secondly, a comparison of the lives of these two men gives us insight on the nature of sin. Solomon and David could not have been more different in the way they related to sin. The book of Ecclesiastes gives Solomon's point of view. At one point he says, "Because of sin in humanity, because everything falls apart eventually, because the good guys don't win more often than the bad guys, because life is so pervaded with problems -- because of sin, people who are dead are better off than those who are alive, and people who are never born are better off than those who are dead." That is the best answer Solomon could come up with. Don't ever be born.

Now David was a magnificent sinner; he was overwhelming in his ability to sin. He probably accomplished more for the sake of sin than this whole congregation could if we worked at it for the rest of our lives. But David knew how to be forgiven. His orientation was toward the Lord; though his heart was right, it didn't keep him from being deceived. But when he was deceived, and when he did sin, he could also write the words that are recorded in Psalm 51, "It is against you that I have sinned, O Lord." He sees that the problem is really between him and God. Even though tens of thousands of people have died as a result of his sin, it really comes down to an issue between him and God. David can also say, "If you will wash me, I will be white as snow." His heart belonged to the Lord, so there was an answer to sin for David.

Solomon could only despair, because he related only to men. It is much like liberal humanism today, a desire to serve man and promote justice and wisdom and goodness in the world. But based on that desire alone, a man eventually ends up in despair, "Why try?", and existential blackness. Men who love the Lord can say, "If you will wash me, I will be white as snow." There is hope for a world that is pervaded by sin.

I want to suggest a couple of areas where this truth might be applied. If we are the kind of people who are more concerned with being king, more concerned with being effective Christians, dynamic soul-- winners, or Bible study leaders of renown, than loving the Lord, then we are going to get on the bandwagon of things that produce immediate results. If we want to be a king, we've got to have something visible showing.

And if you are chained to enterprises that are going to produce visible results, then that is going to say some very striking things about your spiritual life. One is that it is going to affect the things you share. It is a lot easier to put on a happy face and share about our victorious Christian living than it is to talk about reality. Reality may include victorious Christian living, but it also is going to include pain and discipline. It is much easier to share only the victories because peoples' faces light up when you do. People love it and respond to it. You need results if you are going to be king. You've got to have positive feedback. You can't be like David and have generation after generation be blessed for your sake, because you're dead then, and you're not going to know about that. If you are going to be king, you need feedback. So you always will be chained to things that produce immediate results. It is much easier to talk to people than it is to pray. You can dash around talking to people, but it's hard to pray, because God may produce results that you are not aware of when you pray. It is much easier to teach Bible studies to people who are excited and can hardly wait to get hold of the truth than it is to love your enemy.

It is unbelievable how the Lord pointed this out to me. Last night I was studying my little heart out working away on this sermon. and a friend called and said, "Man, I've picked up this hitch hiker and he is really hurting. He is down-- and-- out, his hair is long and dirty, he hasn't had a bath for weeks, and he doesn't. have anywhere to go-- can you help him?" I said, "Well, I'll make a few calls and see what I can do." So I half- heartedly zipped through a few phone calls, and nothing came of them. So X called my friend. "Don, g***, I'm really sorry. I'm kind of busy working on this sermon. There'll be a lot of people at church tomorrow, you know, and, well, I've got to get this finished."

After I had hung up, I thought about it. "g***, here I am concerned with the thing that I'm going to do publicly, and not concerned at all with something that happens privately. What a great sermon illustration!" The craziest thing is that my friend called back this morning as I was going out the door. "Steve, I still don't know what to do with this guy." And I did it again! 1 thought, "This is a sermon illustration -- that's tremendous!" And I said, "Don, I haven't got time -- I've got to get going!" But that is the kind of person Solomon was. The things that you're drawn to are always the flashy things, the things that produce results.

Another way that we can apply what we have learned from the lives of David and Solomon is to ask ourselves, "What sort of influence do we have on the people around us? I think particularly-- and this is getting closer and closer to home with me all the time-- of children. Why is it that so many of God's people are first-- generation Christians? Why do so many pastors' children suffer difficulties? And not just pastors, but Christian leaders of all kinds. I think that, in large measure, it comes back to the fact that subtly, the things we communicate to our children are: Be an effective Christian, do well in Sunday School, have an effect on your classmates, be powerful, be wise, be good, be a good Christian." Even if we don't mean that, our actions betray what we are thinking. We are not saying to them, "Love the Lord your God with all your heart and soul."

Lastly, we need to recognize that the question the Lord asked Solomon is the same question that he asks everybody. "What would you like me to do for you? What can I do for you?" Eventually, I am going to have to come up with an answer. I think this question takes a lifetime to answer. Rather than saying, "Lord, make me a great king, make me an effective Christian," I have got to learn to say, and, Lord willing, I will learn to say,

One thing I have asked from the Lord, that I shall seek;
That I may dwell in the house of the Lord all the days of my life,
To behold the beauty of the Lord, And to meditate in His temple.
Lord, thank you for the Scriptures. What a great help they are to us as we learn from them and respond to them. Lord, I ask that you give us hearts to respond rightly. Thank you that you care for us so much that you are committed to making us into the kind of people who will do what is right. In Jesus' name, Amen.

CIDG says documents on suspects in order
By KIT BAGAIPO (published by The Bohol Chronicle in 2009)

The alleged gun-for-hire tagged in the killing of the owner of Via Bohol Tourist Inn blasted police investigators yesterday claiming he is a "frame-up" victim.

As the Criminal Investigation and Detection Group (CIDG) at Camp Dagohoy prepares its nine witnesses for today's preliminary hearing at the City Prosecutor's Office, the alleged hired gunman said police operatives are just looking for fall guys to have an immediate closure on their investigation.

Via Bohol owner Victoriano Taray, 48, was gunned down by a lone suspect in the early morning of March 12, 2009 after hearing mass at the Monastery of the Holy Spirit in barangay Ubujan, this city.

Named respondents in the murder case filed by the CIDG are Aurelia Taray alias Au-au, the wife of the victim; Arnaldo Sarto alias Bogs of barangay Atchila, Ubay; and Renato Sabalande alias Rene, a resident of Poblacion Dagohoy.

Based on corroborating statements of witnesses, Sarto was the alleged triggerman contracted for the slay job by the victim's wife through Sabalande for a sum of P150,000.

All three accused are still at large while the Bohol Police Provincial Office is said to be providing tight security to the witnesses during today's hearing at the Hall of Justice, this city.

"POLICE SET-UP"

Sarto, the suspected gun-for-hire, called up the Chronicle yesterday lambasting police investigators as he denied any involvement in Taray's murder.

He said the police should dig deeper into the case and correct the injustice of pointing to him as the fall guy.

According to Sarto, he does not know Aurelia or any plot perpetrated to kill the latter's husband.

The suspect disclosed he will be consulting a police official regarding his predicament but will remain in hiding until the CIDG will conduct an honest investigation.

PNP CHIEF'S ORDER

In an interview with the Chronicle, Chief Inspector Germano Mallari, CIDG-Bohol chief, said their investigation was in order.

Mallari pointed out that identifying the suspects through their witnesses was a result of diligent and careful police work.

The police official admitted that the case got the attention of PNP Director General Jesus Versoza after the mother of the victim wrote the former regarding the status of the case.

It was upon Versoza's direct orders that the investigation was turned over to the CIDG from the City PNP.

"STRONG CASE"

C/Insp. Mallari is confident that they have built a strong case against the three suspects.

The criminal complaint filed by the CIDG is buttressed by 11 affidavits of witnesses.

However, only three of which linked the wife of the victim with regards to her supposed participation in the crime.

The preliminary hearing will be conducted by City Prosecutor Alberto Rara this afternoon.

The Office of the Ombudsman found probable cause to charge Janet Lim Napoles and officials from the Department of Agriculture Regional Field Unit XIII (DA RFU) in Butuan City for the irregularities in the procurement of fertilizers for the Agricultural Reinforcement Project of the municipality of Del Carmen, Surigao Del Norte.

Napoles, together with DA Assistant Regional Director Edgardo Dahino, Chief Administrative Officer Jessica Da-an, Administrative Officer Merylinda Santos, and Accountant III Gerry Leop; private respondents Evelyn De Leon and Rodel Pontillas, both from the Philippine Social Development Foundation, Inc. (PSDFI), are set to face trial before the Sandiganbayan for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) and Malversation of Public Funds.

Investigation uncovered that in May 2004, the DA RFU Caraga entered into a Memorandum of Agreement (MOA) with the municipality and PSDFI for the procurement of fertilizers with a project cost of P5 million.

Upon scrutiny, it was discovered that the project had no appropriation as Republic Act No. 9162 (General Appropriations Act of 2002), the supposed source of funding, was effective only until December 2003, hence, it could not have served as the appropriation law for the MOA executed in 2004.

DA officials released the entire fund to PSDFI, as NGO-implementor, without complying with Commission on Audit Circular No. 96-003 which requires funds to be released in three tranches.  Records also show that no fertilizers were distributed in the municipality based on certifications issued by the municipality's agriculturist.

In a Resolution approved on 11 July 2018, Napoles was indicted "for conspiring with public respondents for ordering the reactivation of the PSDFI and entering into the transaction with the DA RFU Caraga and the municipality using PSDFI as conduit for the project; by allowing the issuance of fake official receipts to make it appear that the PSDFI received the public funds; by issuing a report of disbursement using her employee, respondent de Leon, to make it appear that the PSDFI used the P5 million in the acquisition of fertilizers, and by purchasing fake liquid fertilizers for P100.00 per 300ml/bottle and selling them to DA RFU Caraga at P800.00 per 300ml/bottle."

(rahc/PIA-7/Bohol)

Science and Research / Prevent Sexual Assault
September 29, 2018, 04:26:45 AM
Reposted from FB - Guys ask why women are so pissed off. Even guys with wives and daughters. Jackson Katz, a prominent social researcher, illustrates why.  He's done it with hundreds of audiences:

"I draw a line down the middle of a chalkboard, sketching a male symbol on one side and a female symbol on the other.
Then I ask just the men: What steps do you guys take, on a daily basis, to prevent yourselves from being sexually assaulted? At first there is a kind of awkward silence as the men try to figure out if they've been asked a trick question. The silence gives way to a smattering of nervous laughter. Occasionally, a young a guy will raise his hand and say, 'I stay out of prison.' This is typically followed by another moment of laughter, before someone finally raises his hand and soberly states, 'Nothing. I don't think about it.'

Then I ask the women the same question. What steps do you take on a daily basis to prevent yourselves from being sexually assaulted? Women throughout the audience immediately start raising their hands. As the men sit in stunned silence, the women recount safety precautions they take as part of their daily routine.
Hold my keys as a potential weapon. Look in the back seat of the car before getting in. Carry a cell phone. Don't go jogging at night. Lock all the windows when I sleep, even on hot summer nights. Be careful not to drink too much. Don't put my drink down and come back to it; make sure I see it being poured. Own a big dog. Carry Mace or pepper spray. Have an unlisted phone number. Have a man's voice on my answering machine. Park in well-lit areas. Don't use parking garages. Don't get on elevators with only one man, or with a group of men. Vary my route home from work. Watch what I wear. Don't use highway rest areas. Use a home alarm system. Don't wear headphones when jogging. Avoid forests or wooded areas, even in the daytime. Don't take a first-floor apartment. Go out in groups. Own a firearm. Meet men on first dates in public places. Make sure to have a car or cab fare. Don't make eye contact with men on the street. Make assertive eye contact with men on the street."

Philippine Business News / Islamic Banking Bill
September 28, 2018, 06:53:33 PM
The Islamic Banking bill (HB 8281) which was approved at committee level this week has the great potential to speed up economic development in Mindanao and the country's integration with ASEAN, as well as reduce the number of unbanked and underserved among Filipino Muslims, a ranking solon said.

"This is a landmark measure. When the future history of our country is told, the Islamic Banking bill this 17th Congress will enact will be identified as one of the pivotal pieces of legislation that spurred economic growth in Mindanao and other parts of our country where there are tens of thousands of Filipino Muslims," Rep. Henry C. Ong, Chair of the House Committee on Banks & Financial Intermediaries said.

HB 8281 empowers the Bangko Sentral ng Pilipinas to authorize the establishment of Islamic banks and allow the entry of foreign Islamic banks.

HB 8281 expands the country's financial vocabulary, as well as range of financial instruments and practices. It specifically mentions the following Islamic finance terms: riba (receipt and payment of interest); sukuk (bonds); mudarabah (partnership); musharakah (joint venture); murabahah (cost-plus financing purchasing); ijara (lease); and istisna'a (manufacture arrangements).

"Islamic banks will be regulated in the same ways as the other banks under the jurisdiction of the BSP, but the BSP will promulgate rules specific to how Islamic banking and finance practices shall be conducted," the Leyte 2nd District Congressman said.

Ong said he is "excited about HB 8281 because it will open up a whole new dimension to our economy that has been largely uncharted."

"More Islamic banks means more direct investments, including investments by international Islamic banks especially those here in ASEAN, the Middle East, and even Africa. For the public, their options will expand very significantly," Ong added.

The House banking committee chair said the country's economic ties with the Middle East would be given a boost.

"Aside from more ways for OFWs in the Middle East to send remittances, Arab investors and bankers will have more reasons to participate in the growth of our economy," Ong also said. (END)

LIGAO CITY -- The bamboo industry in Albay is fast growing as a major economic engine that would spur development in the field of environment and local economy, as well as tourism, an Albay solon said.
Albay 3rd District Representative Fernando Gonzalez said during the launching of the project, dubbed as "City Bambusetum", that the industry has vast potentials for the environment, livelihood, employment generation, food, energy, and tourism.
"Our major concern here is the environment since our forest lands, mountains are now denuded while our efforts to restore these areas would take some time, we thought of planting bamboos in between the planted trees," he said during the event on Saturday here.
He said the process involves intercropping. While waiting for the trees to grow, the planted bamboo in two years' time gets mature and ready for harvest.
The project is designed to plant about 16 to 30 varieties of bamboo on some six hectares of denuded and idle lands in the city.
Currently, there are 15,000 seedlings stored at the nursery.
The Albay lawmaker said the project started in 2014 when various species of bamboo were planted on the two-hectare land beside the Kawa-kawa Natural Park in Barangay Tuburan, four kilometers away from the city proper.
Gonzalez said as a pilot project in Albay, the city government would start buying idle or non-productive lands as an investment to meet the target of building a 100-hectare bamboo plantation in the coming years.
Ligao City Mayor Patricia Gonzalez-Alsua said the bamboo, considered by scientist as a "miracle plant," is a natural deterrent against the ill effects of climate change.
She said bamboo plants contribute at least 30 percent of the needed oxygen requirements since it converts carbon dioxide emitted by vehicles and machinery into clean air.
Alsua, citing scientific studies, also reveal that bamboo - which releases more oxygen than trees - will also help stabilize riverbanks, regulate watersheds, and protect soil erosion.
Bamboo products would boost the local economy as these can contribute to housing and furniture industry, manufacturing of foods, beverages, wine and beer, clothing materials, insect repellants, toiletries and deodorants and charcoal bricks from bamboo materials.
"Over the years there are products from bamboo materials that would come out in the market, actually there are now products displayed in both local and foreign markets," Alsua said.
Alsua said, "while it significantly contributes in the various business enterprise, the end in view is how it helps in generating employment."
The project has already trained volunteers who were given materials. "We are encouraging more people to join us," she said.
Alsua said the city government has formed an association to engage in bamboo production and this is made up of volunteers from Barangay Oma-oma, an upland village of the city.
Alsua said as they implement the "kawayan sa tinik plantation" under the City Bambusetum, a livelihood center would also be built to address the production and marketing aspect of the project.
Gonzalez said the two-hectare bamboo plantation would be converted into a top provincial Christmas destination, by installing lights on it. Christmas characters made of bamboo materials would also be on display.
Bamboo products such as furniture, houses, clothing materials. food and beverages, charcoal bricks products would also be sold. (PNA)

Philippine Daily News / Barangay and SK Election in Marawi
September 24, 2018, 05:21:07 AM
MARAWI CITY, Sept 23 (JTFR AFP) -- The Islamic City of Marawi concluded the Barangay and Sangguniang Kabataan Special Elections yesterday, September 22, 2018.

Dubbed as "the most peaceful elections yet, " the elections for the Islamic City's 96 Baranggays consisting of 351 established precincts in 34 voting centers took off with no alarming incident.

With the exception of heated arguments and isolated fistfights, the voting of an estimated 50,893 voters came to a close with a sound accomplishment.

Community Participation – The Key to Success

Weeks before the election, several preparations were made by the combined Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) forces, the Commission on Elections (Comelec), Department of Education (DepEd), Non-Government Organizations (NGOs), Civil-Society Organizations and the Local Chief Executives to ensure the Meranao People's right to suffrage.

"We have made measures to include peace covenants for the candidates and community-based dialogues to ensure we get a cohesive message across. We reaffirmed our fellow Meranaos that we have more than enough troops to secure their right to vote and go after those who intend to delay or disrupt the elections," notes Col Romeo Brawner, Spokesperson of the Joint Task Force Ranao.

Prior to the elections, several information intended to discredit the election circulated among the locals.

To ensure constituents are not deterred by the false information, security forces and other stakeholders sent out on an information campaign through the social media and loudspeaker operations around Marawi City. The information dissemination reassured the public that the security forces, Comelec, DepEd and other stakeholders are committed to make peaceful and credible election happen in Marawi City.

Locals lauds security preparations

Unlike previous elections, several organizations have observed a remarkable improvement on peace and order in the different voting centers.

"Peaceful! Sana ganito ka secured every election", cites Bae Soraida Sabdullah Sarigala, a local reporter for 27 years noted.

Residents also note that this is the first election in Marawi where "not a single election-related fatality" was recorded.

The Islamic City of Marawi is currently under Martial Law.

In a separate comment by National Citizen's Movement for Free Elections (NAMFREL) personnel, four of the 12 precincts visited by observers recorded incidents of fistfights with  supporters of opposing candidates but was immediately resolved by the Comelec and security forces without further disruption.

The swift response was made after residents actively reported incidents to security forces.

"This is a solid manifestation that our Meranao Brothers and Sisters are at one with our security forces in ensuing a peaceful Marawi. We would like to commend the Election Officers, the Board of Election Tellers (BETs), observers, and the voting public for a generally peaceful Election. Indeed, they are truly defenders of Democracy," Col Brawner said.

He also with the community's continued support, we are well on our way to making a better Marawi. (RJRTV/AFP)

Philippine Daily News / Zero Casualty in Isabela Province
September 24, 2018, 05:16:00 AM
ILAGAN CITY, Sept. 19 -- President Rodrigo Roa Duterte on Tuesday, September 18, arrived in the province of Isabela to assess the damages caused by Typhoon 'Ompong.' However, instead of counting losses, the President lauded Isabela for achieving zero casualty after the typhoon.

"Well, I'd like to thank you for sharing this time with me. Not really a part of my itinerary. Kasi alam ko na na wala naman masyadong pinsala dito," he told the members of his Cabinet as well as the local officials.

"As a matter of fact, the zero casualty was a most welcome news to me. Buhay talaga ang una. Pumunta ako dito to congratulate the officials, the governor, vice governor, and everybody who were at the forefront, ready to face the onslaught. And I admire the preparation," the President said.

According to President Duterte, looking at the Philippines' geography, we are vulnerable to typhoons because we are located near the Western Pacific.

Consequently, such hazard is inevitable and will always be part of the Filipinos' lives. Therefore, as a nation, we should still be ready for it, and impart to the next generation the importance of disaster preparedness.

"We can never avoid the typhoons and storms that would come our way. I don't know why God placed us here, but the fact is that typhoons and storms will be a part of our lives forever. That must be...pasok sa utak ng mga anak natin that they somehow have to improve on everything, whether infrastructure, build stronger bridges, more resilient shelters and everything," the President said.

The Chief Executive then reinforced his desire to build gym-type evacuation centers that could accommodate massive numbers of evacuees where comfort rooms for men and women are segregated.

By doing so, the typhoon-prone areas in the country will never have to rely heavily on public schools every time they are hit by a calamity.

"Ang gusto ko sanang mangyari — before I end my term, it's going to be an urgent...immediate talaga na meron tayong mapaglagyan. I don't know how it would be distributed — because we cannot place one [in] every city and province. That will be too expensive," he said.

"So ang tingin ko, every other five municipalities may isa, wherever it is, so that it can be put to good use during a typhoon unless it is really a massive one covering the whole area. That's a different story," he added.

The President explained that the government must concentrate on building such calamity-resilient facilities to at least alleviate social predicaments in the areas of education and health.

Concerning disaster preparedness and response, President Duterte pointed out that both national and local governments should improve the prepositioning of their assets to have an efficient relief operation for the post-disaster event.

"So kung saan 'yung expected area, the other personnel of the other provinces, they would go there. And doon, in every city or province dapat may stock na ng prepositioned food," the President suggested.

At the same time, he discouraged the public from giving donations to media organizations, saying they must instead hand over their assistance to organizations such as the Philippine Red Cross or the government and the military.

Isabela, compared to other provinces in the Cagayan Valley, suffered less damage after Typhoon 'Ompong.' The zero casualty feat of Isabela after the typhoon reflects its commitment to achieve effective disaster preparedness, mitigation, and response.

According to Isabela Governor Faustino Dy III, for three consecutive years, they were recognized as the Most Outstanding Provincial Disaster Risk Reduction Management Council.

However, in spite of the zero casualty, typhoon 'Ompong' gravely damaged the province's agricultural sector.

Based on the assessment report of Governor Dy to the President, out of 141,000 hectares of farmlands, 2,866 hectares were fully damaged, while 82,000 hectares were partially devastated.

Also, 104,000 hectares of cornfield were damaged. Isabela is known as the number one producer of corn in the country.

More than 200,000 farmers in the province were affected by the typhoon. (PND)

Philippine Daily News / Release of SSS Pension
September 24, 2018, 05:13:51 AM
QUEZON CITY, Sept. 23 -- The state-run Social Security System (SSS) has released P49.78 million in pension loans to 1,976 qualified pensioners during the first 12 days of pilot implementation of the Pension Loan Program (PLP), which is now being offered in 34 branches nationwide.

"We are very much overwhelmed with the influx of applicants in our SSS branches. We hope that the loan privileges under the PLP will help our dear pensioners to finance their emergency and short-term financial needs," SSS President and Chief Executive Officer Emmanuel F. Dooc said.

SSS launched the PLP last September 3 in response to the clamor from senior citizens to put an end to the growing incidence of pensioners falling victims to lending firms that offer steep interest rates and to help them with their short-term needs like emergency medical expenses.

Top six SSS branches that received the highest number of availees on the first two weeks of implementation were Diliman (406 availees), Cebu (221), Zamboanga (157), Bacoor (119), Alabang (114), and Davao (114).

To further serve pensioners who wanted to avail of the PLP, SSS announced that 50 more branches will soon receive PLP applications.

"Still in line with our 61st anniversary celebration, we are glad to announce that more SSS branches will receive PLP applications. This is our special way of saying thank you to all our pensioners for trusting SSS throughout the past 61 years" Dooc said.

Last September 19, additional 14 SSS branches in National Capital Region (NCR) have started accepting PLP applications, namely; Batasan Hills, Fairview, Cubao, Malabon, Antipolo, Marikina, Pasig-Rotunda, San Juan, Binondo, Legarda, Pasay Taft, Makati Ayala, Makati-JP Rizal and Taguig.

Another 36 branches in Luzon, Visayas and Mindanao areas will start receiving PLP applications on September 24. These include SSS branches in Laoag, Cauayan, Tuguegarao, Balanga, Cabanatuan, Camiling, Pampanga, Malolos, Olongapo, Angeles, Carmona, Lucena, Batangas, Lipa, Puerto Princesa, Legazpi, Daet, Masbate, Sorsogon Lapu-Lapu, Tagbilaran, Talisay, Ormoc, Bacolod, Dumaguete, Kalibo, Roxas, Butuan, Iligan, Dacao Ilustre, Tagum, Toril, Koronadal, Dipolog, and Pagadian.

"We would like to remind our pensioners that they are required to apply personally to the identified SSS branches and remind their  Social Security Card or Unified Multi-Purpose Identification Card, or any two valid identification cards both with signature and at least one photo," Dooc said.

The PLP is open to retiree pensioners who are 80 years old and below at the end of the month of loan term, have no outstanding loan balance and benefit overpayment payable to SSS, have no advance pension under the SSS Calamity Package, and have been receiving their regular monthly pensions for at least six months.

Approved loans will gain an annual interest rate of 10 percent until fully paid computed on a diminishing principal balance, which shall become part of the monthly amortization. The pension loan is payable within three, six, or 12 months depending on the loan amount and shall be deducted from the borrower's monthly pension.

Qualified pensioners can borrow for as low as their basic monthly pension for two months plus the additional P1,000 benefit or as high as their basic monthly pension for six months plus the additional P1,000 benefit, not exceeding P32,000. (SSS)

Philippine Archive / Medical Exam Scam in PNP
September 23, 2018, 10:05:50 AM
Press Release - The Office of the Ombudsman ordered the filing of four counts of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act against P/Supt. Elizabeth Milanes and P/Supt. Digna Ambas of the Philippine National Police (PNP) Health Service.

Aside from criminal charges, Milanes and Ambas were found guilty of Grave Misconduct and were ordered dismissed from the service.   They were both meted the accessory penalties of perpetual disqualification from holding public office, cancellation of eligibility and forfeiture of retirement benefits.

Based on the 2010 investigation conducted by the PNP Regional Investigation and Detective Management Group, anomalies were uncovered in the Regional Health Service 3 (RHS3) headed by Milanes and Ambas.  It was found that Milanes and Ambas manipulated medical examination results of police applicants, with 41 police trainees attesting that they paid for the medical examinations and vaccines in cash without any official receipts issued. Investigation also found that many police applicants were disqualified without being given copies of the results, and that the medical screenings were performed by on-the-job trainees without supervision from the organic personnel of RHS3.

The charge sheet also states that Milanes and Ambas allowed E. Indiongco Diagnostic Laboratory to conduct the medical exams without the benefit of public bidding and was allowed to use office space free of charge.

According to the Resolution, "respondents Milanes and Ambas gave Indiongco unwarranted benefit when they allowed him to collect payments from PNP applicants in the total amount of P1,868,050.00 without issuing any official receipt."

Also included in the charge sheet is Eduardo Indiongco of Indiongco Laboratory.

The Office of the Ombudsman indicted Anda, Bohol Mayor Angelina Simacio for violation of Section 3(g) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) for an overpriced P2.4million multi-purpose center built in 2013.

It was found out that Simacio initiated the construction of the Anda Multi-Purpose Building/Center that was publicly bid and won by A.S.O. Construction at the price of P2,498,923.50. Records show that the center was funded by the Priority Development Assistance Fund of former Senator Juan Ponce Enrile.

On 07 October 2013, the Commission on Audit (COA) issued an Audit Observation Memorandum, finding the project overpriced by as much as P754,517.36 and recommended that the contractor refund the amount to the local government. The COA explained that "the excessiveness is due to the high labor cost which is higher than the normal and usual practice in construction, and an overestimated quantity of reinforcing steel bars."

The Ombudsman stated that, "this Office is convinced that the contract entered into by the LGU with A.S.O. Construction was manifestly disadvantageous to the government. This is regardless of whether A.S.O. Construction indeed refunded the amount of P754,517.36. If anything, the refund is an indication that the contract was truthfully disadvantageous to the government."

"Respondent, being the Mayor of the LGU at the time of the execution of the contract, was the head of the procuring entity. She signed the contract, which incorporated the bid documents including the Bid Prices and Bill of Quantities and the Detailed Estimates. Moreover, she caused the disbursement of P2,498,923.50 based on the Accomplishment Reports submitted by A.S.O. Construction, which she notably approved. Clearly, she is not beyond reproach," the Ombudsman added.

Under R.A. No. 3019, Section 3(g) penalizes the act of "entering, on behalf of the government, into any contract or transaction manifestly and grossly disadvantageous to same, whether or not the public officer profited or will profit thereby."

In the related administrative case, Simacio was also found guilty of Simple Neglect of Duty and ordered suspended for three months. In the event of separation from the service, the penalty is convertible to fine equivalent to respondent's three months salary.

CITY OF MALOLOS, Bulacan -- Senate President Vicente Sotto III on Thursday cited the huge role of Bulacan in Philippine history as it was where most of the significant events took place, leading to the declaration of the country's independence from Spanish colonial rule.

Sotto served as guest of honor during the commemoration of the 120th anniversary of the opening of the Malolos Congress held at the historic Barasoain Church here.

According to him, the history of Bulacan is deeply rooted in Philippine history.

"It is important to recognize the role of Bulacan in the events of our history. The history of Bulacan reflects the entire history of the country," Sotto said.

He also noted that some of the Filipino heroes were Bulakenyos, among them Marcelo H. del Pilar, Maximo Viola, and Pio Valenzuela.

Sotto said one of these important events that happened in the province was the establishment and inauguration of the First Congress under the First Republic of the Philippines announced by President Emilio Aguinaldo on July 12, 1898.

The senator even suggested changing the last two phrases in the national anthem's lyrics as he believed that the original lines sounded "too defeatist".

Sotto recommended changing the phrase "Aming ligaya na 'pag may mang-aapi, ang mamatay nang dahil sa 'yo" into "Aming ligaya na 'pag may mang-aapi, ang ipaglaban ang kalayaan mo".

He even told the National Historical Commission of the Philippines (NHCP), the national government agency mandated to promote Philippine history, to study the proposed amendments.

Meanwhile, Malolos City Mayor Christian D. Natividad gave the welcome remarks in Thursday's event while Governor Wilhelmino Sy-Alvarado delivered a short message and introduced the guest of honor.

Prior to this, Sotto, together with Alvarado, Vice Governor Daniel Fernando, Natividad, and a representative of the NHCP, led the flag-raising ceremony and wreath-laying activity before Aguinaldo's monument at the Barasoian Church.

The event was also attended by members of the Sangguniang Panlalawigan, League of the Municipalities of the Philippines (LMP)-Bulacan president Guiguinto Mayor Ambrosio Cruz Jr., all chiefs of police in Bulacan, some officials of the local government units, and other guests. (PNA)

Philippine Daily News / Benguet Landslide Evacuees
September 22, 2018, 06:33:28 AM
ITOGON, Benguet -- The Catholic Church has responded to the call of the municipal government for help in urgent relocation of evacuees displaced by the landslide during the onslaught of Typhoon Ompong.

Itogon Mayor Victorio Palangdan, in a press briefing Friday, said the Social Action Ministry of the church through Caritas-Baguio has reached out to them and informed them of their willingness to shoulder the house rental of the evacuees for six months.

This is pending the identification of the relocation area for those whose houses were completely wrecked during "Ompong's" onslaught and have nowhere to go.

Department of Social Welfare and Development-Cordillera Administrative Region (DSWD-CAR) Director Janet Armas said they are finalizing the list of evacuees who need to be relocated, which will be submitted to Caritas-Baguio led by Fr. Manny Flores.

She said their social workers will coordinate with the village chiefs to make sure that the owners of the houses where the evacuees will transfer will not take advantage of the situation.

"We are appealing to the house owners to please not to take advantage of the victims," Armas said.

In a telephone interview, Fr. Flores said they will wait for the list from the government, validate it and go through the procedures.

He said they will help those most in need or those whose houses were totally damaged considering their limited resources.

"We will only augment what the government can give. We want to take care of our needy brothers and sisters," who were victims of the onslaught of Typhoon Ompong".

Meanwhile, Mayor Palangdan said the evacuees who are staying at the different schools in the town have to vacate the educational institutions as classes will resume on Sept. 24.

"The problem now is 18 evacuees have already confirmed that they will be returning to Ifugao. Now, the remaining 400, we do not know where to put them," he said.

As of Friday, some 40 evacuees have confirmed that they are availing of the "Balik Probinsiya" program and will return to their home provinces.

The mayor said makeshift shelters can be donated for the evacuees' relocation, but the problem lies on where these can be put up.

On Thursday, he said many of the evacuees wanted to return to their houses in Ucab near the landslide area, which, however, is still off-limits and subject to inspection by the environment department's Mines and Geosciences Bureau (MGB).

Palangdan lamented that there are no areas safe enough for a relocation site.

He said the municipal government is now also coordinating with government agencies like the Housing Land Use and Regulatory Board and the National Housing Authority for possible available areas for the temporary relocation of evacuees. (PNA)

DAVAO CITY -- A New People's Army (NPA) leader was killed in an encounter with government troops from the Army's 3rd Infantry battalion in Purok 1, Barangay Baracatan, Toril here on Sunday.

Lt. Col Oscar Partuza, commander of 3rd Infantry Battalion, said in an interview on Monday that the troops led by 2Lt. Roland Tangara chanced upon the rebels believed to be under the Pulang Bagani Command 3 while conducting focus military operation in the vicinity of said village.

"As the troops were approaching the enemy location, an encounter transpired and heavy exchange of fire followed," Partuza said.

After a 30-minute firefight, he said the enemies withdrew towards the southern part of the encounter site.

He reported no casualty from the government side, but the troops found one body identified as that of Viva Albert Abenua alias "Ivy", 37, single, resident of Ilang-ilang, San Mariano Loreto, Agusan del Sur, and a commander of the Pulang Bagani.

The troops also recovered two high powered firearms – M16A1 and AK47 rifle - along with four units of detonator switch, five magazines of AK47 and a fully loaded magazine of short M16.

"Nadala po natin sa baba sa funeral home, binuhat ng tropa ang patay para mabigyan ng disenting libing (We brought the body to the funeral home to be given a decent funeral)," Partuza said.

"We are not encouraging fighting between Filipinos but we are inviting them to surrender and lay down their firearms and return to the folds of the law," he said.

Partuza said surrenderers can always avail of the government's Enhanced Comprehensive Local Integration Program that will help them start a new life. (PNA)

Philippine Business News / Sydney to London Non stop
September 02, 2018, 07:48:20 PM
Does the idea of a 20-hour nonstop flight make your legs ache? Don't cringe just yet.

Qantas says a direct flight from Sydney to London — halfway around the planet — could be a reality by 2022. It could incorporate a sleeping area, child-care facilities, a gym, and a bar.

In 1935, flying from Australia to London took 12.5 days. In March, Qantas started 17-hour flights between Perth and London, the first direct link between Australia and Europe.

The new proposed routes are so long that the airline needs sign-off from regulators and a new agreement with pilots. https://www.wbca.st/UM1AvJw

DAVAO CITY -- Martial law has not dampened the prospects for residential condominium market, a real estate consulting firm said noting the prevailing high occupancy rates.

In a report on Tuesday dubbed "Davao City's Property Market Highlights 2018 H1," Prime Philippines chief executive officer Jet Yu said the implementation of martial law in Mindanao bears no significant impact on the property sector's growth because the sales are driven mostly by local buyers and investors.

Yu noted the skepticism of investors in other sectors due to martial law, but said the property market continues to see improvements because of Mindanaoans' "low aversion" towards martial law as compared to Luzon and Visayas residents.

In addition, he said the increase in Overseas Filipino Workers (OFWs) arrivals in Davao City has supported the increase in condominium property uptake. Currently, the city's residential condominium market has an occupancy rate of 83 percent, he added.

Condominiums in the city have largely concentrated along downtown J. P. Laurel Avenue, though areas like Matina and Poblacion are also being eyed as potential areas for further condo developments because of high occupancy rates and low supply relative to other districts.

Yu said rates are also within acceptable ranges making them an opportunistic investment for developers and investors since these prices are still at par with the rates of Metro Manila condominiums.

Among Davao City's condominiums are Camella North Point, One Oasis Davao, Aeon Towers, Avida Towers Davao, Abreeza Place, Palmetto Place, Verdon Parc, Seawind Condominium Davao.

The upcoming condominium projects in Davao City as of 2018 are the Dusit Thani Residences of Dusit International, Mesatierra Garden Residences, Ivory Residences, Amani Grand Citygate, and the The Residences at Azuela Cove.

SM Development Corp announced in June the building of its first real property project, the Lane Residences, which is adjacent to the SM Lanang Premier Mall, while homegrown retail store NCCC will build a condominium in Maa.

Yu said the value of properties here has also gone up compared to last year.

In 2017, he said, the selling price was at PHP60,000 to PHP80,000 per square meter but it is now pegged at PHP100,000 per square meter. But these prices, Yu said, are still lower than in Cebu and Manila.

Chamber of Real Estate and Builders' Associations (CREBA) national president Dr. Malou Monteverde said the land value in the city has since multiplied at a minimum of 500 percent.

Monteverde attributed this largely to the interest in President Rodrigo Duterte, currently the city's most famous resident.

Monteverde said the real property industry in Mindanao remains "very robust" whether for land banking or active development. (Digna D. Banzon/PNA

Philippine Daily News / OFW Retirement Program
September 01, 2018, 11:54:25 AM
REP. FRANCISCO G. DATOL, JR.
SENIOR CITIZEN Party-list
Member, Committee on Population & Family Relations

OFW RETIREMENT CARE PROGRAM PUSHED

Gov't should ready the 400 thousand OFWs age 45 and above for retirement

Millions of OFWs will be reaching retirement age in the coming years in batches of hundreds of thousands. Chances are most of them have no social security coverage and have made little or no provisions for retirement and emergency health care.

According to the Philippine Statistics Authority, 17.4% of the 2.3 million OFWs worldwide are age 45 and above, meaning in a matter of more or less one decade they will retire. One decade is still enough time for the government to prepare for their retirement.

These retiring OFWs are those who are turning 56 or older and have been working overseas since 1987 or any of the years thereafter. In other words, the OFWs who were deployed when they were young in the 80s and 90s but will be reaching retirement age in the coming years.

I ask the Overseas Filipino Bank, Social Security System, PhilHealth, Overseas Workers Welfare Administration to devise a program that will give a reasonable modicum of basic and upgradeable retirement care to our retiring OFWs.

The program should cover both documented and undocumented OFWs.

I am certain these three institutions can put together a program that can be sustained by a combination ofdirect and indirect premiums.

Indirect premiums I suggest because considering future costs of health and retirement care, direct premium contributions may not be enough to make the OFW Retirement Care Program sustainable and viable.

The indirect premiums can come from percentages of taxes, proceeds from the sale of state assets, shares in administrative fee collections, which can incrementally build up the fund backing the retirement care program.

In cooperation, with the associations of licensed recruitment agencies, these institutions can devise ways to enroll as many OFWs as they can into the retirement care program.

For the OFWs who are more financially-able, I suggest to the private insurance firms, pre-need companies, and health maintenance organizations to create new products specifically-designed for retiring and returning OFWs.

The retirement care program for senior OFWs should make it super easy for both undocumented and documented OFWs to deposit their premiums. Mobile apps and other financial technologies ought to be applied to make this happen and effortless. (END)

Love Talk / Perfect Marriage?
August 23, 2018, 07:40:30 PM
For couples so eager to call it quits and throw in the towel on your relationships because everything isn't "perfect" Here is some food for thought .

Lifelong commitment is not what most people think it is.

It's not waking up every morning to make breakfast and eat together🥞.
It's not cuddling in bed until both of you fall asleep, peacefully, at night.
It's not a clean home filled with laughter and lovemaking, everyday.

️ It's someone who steals all the covers (and snores hella loud!) .
️ It's slammed doors and a few harsh words, at times.
️ It's stubbornly disagreeing and giving each other the silent treatment until your hearts heal... and, then...FORGIVENESS️!
️ It's coming home to the same person, everyday, that you know LOVES and CARES about you in spite of (and because of) who you are.
️ It's laughing about the one time you accidentally did something stupid.
️ It's about dirty laundry and unmade beds WITHOUT finger pointing.
️ It's about helping each other with the hard work of life! 🤝
️ It's about swallowing the nagging words instead of saying them out loud 🤢.
️ It's about eating the cheapest and easiest meal you can make and sitting down together at a late hour to eat because you both had a crazy day ‍♀️‍♂️.
️ It's when you have an emotional breakdown ‍♀️‍♂️and your Love ️lays with you and holds you and tells you everything is going to be okay... and you BELIEVE them.
️ It's about still loving someone even though, sometimes, they make you absolutely insane🤷🏻‍♀️🤷🏻‍♂️.

Loving someone is not easy🤦🏽‍♀️🤦🏽‍♂️.... sometimes it's extremely hard‍♂️‍♀️; but it's amazing and comforting and one of the BEST things you'll ever experience!

If you are BLESSED to have a wonderful partner in your life , then copy and paste the above, attach a picture of the twoof you and post it...

The late lamented Chitang Guerrero Nakpil, an insider in the Malacañang of the Marcoses, having been in the inner circle of former First Lady Imelda Marcos, was Director General of Technology Resource Center (TRC), a government corporation under Mrs. Marcos's Ministry of Human Settlements when Ninoy Aquino was assassinated in 1983.

Below, Mrs. Nakpil's riveting first-hand account of how the Marcoses took the assassination of Ninoy Aquino, from her autobiographical trilogy:

"We had ordered shark's fin soup and it was just being ladled into our bowls, when a phone rang in the distance. An aide scurried and brought the phone to Mrs. Marcos. She rose to take the call privately, and we continued to attend to the scrumptious soup before us.

When she came back to our table, she spoke quickly and tersely, "We'll have to leave for Malacañang right away. That was General Ver." J.V. (Cruz) protested, "But the soup! We haven't even begun!"

Mrs. Marcos had already turned her back and was walking to her car at the entrance. We were asked to pile in and we drove to Malacañang at a high speed.

Marita Manuel of the Metro Manila Commission, Veronica Veloso Yap and Zenaida Seva of the Times Journal, perhaps sensing a story about the censors' board or Ninoy's expected arrival, had earlier turned up at the Gloria Maris, and were sitting at a nearby table.

They followed in the other Malacañang vehicles. The air was heavy with dark premonitions. What had happened? No one said a word. Zenaida, who's a psychic, afterwards said that the hair on the back of her head stood on end all the way to Malacañang.

At the reception hall, we sat at a long table that had been set up there. Mrs. Marcos excused herself, and came back wearing a hostess gown, saying she had to go and talk to the President in the Guest House.

We knew he was receiving medical treatment for his kidneys in the impromptu hospital that had been set up there. The rumor was that he had undergone a transplant.

After a short while, Mrs. Marcos came back. Her color had changed. Her face was so pale and sallow that the rouge in her cheeks stood out in clownish blotches. "Ninoy has been shot dead at the airport!" she said in a vehement whisper.

I had stood up and felt my knees buckle. Mother of Mercy! Marita jumped up screaming, "My God! My God!" Everyone else was stricken into silence. It felt as if a bomb had exploded in our midst.

People moved around like somnambulists. Some of them rushed up from the grand staircase and were milling around the table, aimlessly running to and from the Music Room, the President's Office, the Cabinet Room, opening and slamming doors in a frenzy of meaningless activity, round-eyed, sweaty, mute, stumbling into one another, guardedly touching friends' shoulders with their hands, like mutes at a wake.

I remember the arrival of Danding Cojuangco, of Blas Ople and Adrian Cristobal, in rumpled jackets; generals and other army officers; media cameramen, cabinet members, Palace intimates.

Everybody was strangely inarticulate, made meaningless remarks, "I just drove down from Baguio," "I just heard," essaying smiles that turned into grimaces, asking questions from one another with their eyes, not daring to frame conjectures or elicit information.

Everybody was waiting to be told something we desperately needed to know: what had happened? And, what next?

Only J.V. was doing something constructive. He had snatched a page from Marita's notebook and was calmly, deliberately scribbling, non-stop, one line after another, with no erasures, a simple presidential statement, using neutral words like "assailant" and not "assassin," "attacked" and not "shot," a calm statement of facts, assuring swift action and retribution, expressing sorrow, urging calm.

Marcos later released the statement exactly as J.V. wrote it, without changing a word.

Sometime during that macabre night, Jolly Riofrir, a cameraman friend of mine who worked under the Information Minister Greg Cendana, approached me, "I saw the shooting," he said, "I think I have it on film."

Thinking fast, I asked, "Do you have it, the film?" He was trembling, "It's been taken away from me."

The next time I heard from Riofrir was years later, after Marcos had fallen and Jolly was in San Francisco. He called several times, at long intervals, and it was always to ask me to find someone who would buy and publish the original photos he took on 21 August 1983 at the airport. I never found anyone. Maybe nobody wanted that film, or what was in it.

It was close to dawn when Maria and I decided to leave, found her car on the Malacañang grounds and went home.

We had not spoken to one another since we had left the restaurant at noon. We were usually loquacious, tripping over things to discuss and exchange, refute or make fun of. Now we lacked for words. What was there to say?

I recollect telling her at last, "Maria, this is the end." I knew she agreed, but couldn't even bring herself to say so. Poor Ninoy, I thought. He has had the last word, after all."

https://jcc34.wordpress.com/2015/08/28/carmen-guerrero-nakpil-on-the-death-of-ninoy-aquino/

(Part 2, to be posted at a later time, will be on how the Marcoses reacted after watching on television Ninoy Aquino's funeral, with a sea of humanity lining the streets to bid the fallen hero farewell, and joining the funeral march, which began at 9 am from Sto Domingo Church, reaching Manila Memorial Park 12 hours later.)

Travel and Tours / Calbayog Waterfalls
July 25, 2018, 10:25:25 AM
By PNA
CALBAYOG CITY -- The city tourism office here will validate the study of college students listing 35 waterfalls in the city, more than the number assessed by the local government.

Students of Northwest Samar State University taking Bachelor of Science in Environmental Management informed the city tourism office of the result of their study, based on the number of waterfalls they visited for their thesis, said Calbayog City Tourism Officer Ronald Ricafort, Jr.

Currently, the city tourism office listed 22 waterfalls based on the latest assessment of the City Tourism Office and the Department of Environment and Natural Resources. The number is more than the 19 waterfalls previously validated.

"We need to visit these sites like what we did in Tinaplacan when we learned that there are seven waterfalls and not just two as documented in the past," said Ricafort on Tuesday.

Tinaplacan is a village located in the northern part of the city, about 40-minute travel from Tarangban Falls -- the biggest and the most visited waterfalls in the city.

Other attractions in the village are Bangon Falls and the newly-discovered Larik Falls, Baru-baluto Falls, Madalunot Falls, Ginsanghan Falls, and Muto-buto Falls.

"Practically we have to go there and take pictures for actual validation. Even the information that we receive is supported with pictures and videos, our personnel have to go there for confirmation," Ricafort said.

"If these are validated and assessed that this number is indeed true, then Calbayog really is the City of Waterfalls not only in the Visayas but in the country. That is why I am really curious on the data of this thesis," he added.

Ricafort added that the high number of waterfalls is not surprising considering that Calbayog is the third largest city in the country in terms of land and water areas.

About 40 percent of the city's land area is plain and hilly, while the remaining are rugged mountain ranges with elevations ranging from 300 to 700 meters above sea level.

However, even if this information is validated to be true, the city tourism officer said that they could not immediately push for its promotion because they have to consider many aspects.

"There is a rapid assessment before we can promote these waterfalls as tourism site. We also have to prepare people on the ground," Ricafort added.

Some of the waterfalls in Calbayog, which are identified and assessed, are Bangon-Bugtong Falls,Tabukno Falls, Pan-as Falls, Lologayan Falls, Ton-ok Falls, Busay Falls, Kalidungan Falls, and Macawat Rock Slide.

The city of Calbayog is known as the gateway to Samar province.

From Manila and Cebu, there are flights directly to the city. There are also buses plying to Calbayog from Manila for a full-day trip.

The city is 172 kilometers north from Tacloban, the regional capital. (PNA)

Do not judge someone just because they are not like you. If you're a business-minded person, don't judge others as weak if they decided to be an employee. If you're a financial adviser, don't judge others right away as unwise spender if they buy a new gadget. If you're a public servant, don't judge others as unpatriotic if they decided to work for a private company. And the list goes on. Let us not create division but learn to understand and love people. NEWS RELEASE                              REF. : Johnny Dayang

                       Publishers,' judges' groups back

Marquez bid for SC justice post

MANILA – The Publishers Association of the Philippines, Inc. (PAPI) has thrown its unequivocal support for the appointment of the Supreme Court administrator Jose Midas P. Marquez as associate justice of the high tribunal. PAPI is presently headed by Nelson Santos as president.

PAPI is the fifth organization to endorse Marquez following the announcement and letters of support by the Philippine Judges Association (PJA), Philippine Trial Judges League (PTJL), Metropolitan and City Judges Association of the Philippines (MetCJAP), and the Philippine Association of Court Employees (PACE) to the Judicial and Bar Council (JBC).

Juan P. Dayang, PAPI chairman emeritus, said their group's endorsement is an affirmation of their trust in Marquez's experience in the high court, and in appreciation for his abiding concern in protecting the welfare and survival of community newspapers, particularly in the publications of judicial and legal notices.

Dayang said "in many PAPI previous engagements on various concerns, including issues affecting the press, Marquez has always been clear in his position relative to community journalists and the exercise of press freedom, something the media should also be proud of."

A former president of the Manila Overseas Press Club (MOPC), Dayang  stressed that the court administrator's familiarity with the high tribunal  and his supervisory function over lower court judges make him decidedly qualified to become a Supreme Court associate justice.

He also expressed regrets over the move of certain sectors that have raised opposition to Marquez for being shortlisted by the JBC roster.

Recently, in an effort to derail Marquez's SC bid, Rjhay Laurea, founder of the Group of Unified Youth for Social Change, filed a complaint against on the supposed misuse of the $21.0-million loan from the World Bank.

Marquez, who was SC official spokesman under two chief justices, however, responded and said the project and its funds never passed through his office despite his numerous positions. "That was under the Program Management Office, which was never under my watch," he explained.

Dayang noted that the move to remove Marquez from the JBC shortlist is not only suspicious given the timing of the complaint and use of a 2003 report as basis. His exclusion will also deprive the community press in the country of an able defender.

FAST-TRACK ENERGY PROJECTS: Department of Energy (DOE) Assistant Secretary Robert B. Uy tells participants of the Energy Investment Briefing on Wednesday that a policy is in place to fast-track energy projects. Hence the cooperation and feedback from stakeholders are vital for this undertaking. Uy added that the DOE fully supports the Ambisyon 2040 vision of the administration through the provision of secured and sustainable energy services, as well as ensuring an energy-resilient Philippines.

BACOLOD CITY -The Department of Energy (DOE) on Wednesday (27 June 2018) unveiled more business opportunities for investors, particularly in the energy sector in the Western Visayas area through an Energy Investment Briefing held at L'Fisher Hotel in Bacolod City.

Spearheaded by the DOE- Investment Promotion Office led by Chief Investment Specialist Lisa S. Go, the forum aimed not only to provide relevant information on emerging business opportunities in the region, but also to establish synergy among key players in the industry for a more efficient implementation of energy projects.

Among others, the forum provided information and strategies to facilitate the establishment of energy-related businesses at the local level, which in turn could help spur the economic progress in the area.

Likewise, the briefing included detailed updates on the Visayas Power Supply and Demand Outlook, as well as the existing and potential energy projects in the region.

In addition, the discussion also focused on the potential benefits that would accrue to a community hosting a power project and the requirements and procedures involved in the implementation of energy projects.

For his part, DOE Visayas Field Office OIC Director Saul Gonzales encouraged the participants to actively contribute in the exchange of relevant information on the energy sector in the region.

In his closing remarks, DOE Assistant Secretary Robert B. Uy, expressed hope for increased business activity in the energy sector, noting the significant strides the government has made to establish a level playing field for all energy investors.

He cited the creation of an Energy Investment Coordinating Council under Executive Order 30.

Participants in the briefing included representatives from the local government units, electric cooperatives, as well as existing and potential energy investors in the region.

The investment briefing is part of the DOE's effort to extend the message of the E-Power Mo campaign to the business sector, local government units and electric cooperatives, highlighting their critical role in providing reliable, steady and affordable energy supply to the consumers.

On Tuesday, the E-Power Mo campaign celebrated its first year anniversary, underscoring the need for the consumers, the developers and the operators of vital energy infrastructures to work with the government in bringing about an energy resilient Philippines.

Justice For All

An Amazing Fact: Americans spend close to $200 million on alcoholic drinks every day.

Wisdom Verses:

"It is not for kings to drink wine, nor for princes intoxicating drink; lest they drink and forget the law, and pervert the justice of all the afflicted." —Proverbs 31:4, 5.

Politicians, as a whole, have a reputation for drinking alcoholic beverages.

Several presidents of the United States have been heavy drinkers. Martin Van Buren was nicknamed "Blue Whiskey Van" because of his ability to drink large amounts of alcohol without showing signs of drunkenness. Andrew Jackson, Franklin Pierce, and James Buchanan were also known to drink heavily. Grover Cleveland suffered stomach problems from an excess of alcohol.

On a more pleasant note, our country has had several presidents who were teetotalers for at least part of their lives. William Harrison, Millard Fillmore, Abraham Lincoln, William H. Taft, and Rutherford B. Hayes reportedly were non-drinkers, as were Calvin Coolidge, Jimmy Carter, and George W. Bush.

As we saw earlier, the Bible clearly prohibits the use of alcoholic drinks, but the Scripture has a special warning for those in leadership positions: "It is not for kings to drink wine, nor for princes intoxicating drink; lest they drink and forget the law, and pervert the justice of all the afflicted" (Proverbs 31:4, 5). There is more at stake when there is alcohol use by those in positions of authority—whether you're a president, a pastor, or the head of a family.

Isaiah also warns against a perversion of justice by rulers who drink. He writes, "Woe to men mighty at drinking wine, woe to men valiant for mixing intoxicating drink, who justify the wicked for a bribe, and take away justice from the righteous man!" (Isaiah 5:22, 23).

Paul says, "And do not get drunk with wine, for that is dissipation, but be filled with the Spirit" (Ephesians 5:18 NASB). Even a "social drinker" can cause a perversion of justice. Just consider the fact that one drink can cause a person to become "legally drunk." If they're not fit to drive, how can they be fit to make and interpret laws? How can they render justice in a legal setting?

God is concerned for the afflicted. He wants them to get a fair trial; He wants them to receive justice. The best course for people in authority—as well as the rest of us—is to refrain from using alcoholic drinks and serve with a clear mind.

Father, please help those in leadership positions to resist the temptation of alcohol and avoid the perversion that follows it.

KEY BIBLE TEXTS
The words of king Lemuel, the prophecy that his mother taught him. What, my son? and what, the son of my womb? and what, the son of my vows? Give not thy strength unto women, nor thy ways to that which destroyeth kings. It is not for kings, O Lemuel, it is not for kings to drink wine; nor for princes strong drink: Lest they drink, and forget the law, and pervert the judgment of any of the afflicted. Give strong drink unto him that is ready to perish, and wine unto those that be of heavy hearts. Let him drink, and forget his poverty, and remember his misery no more. Open thy mouth for the dumb in the cause of all such as are appointed to destruction. Open thy mouth, judge righteously, and plead the cause of the poor and needy. Proverbs 31:1-9

General Topic / Women in Energy Workforce
July 01, 2018, 04:20:56 AM
TANAUAN CITY, BATANGAS – The Department of Energy (DOE) continues to invite more young women into the field of science, technology and engineering, as part of its strategy for energy security of the country.

On 28 June 2018, the DOE held its 12th ENEReady event for 160 Grade 10 students in Tanauan City High School, with the theme "Breaking Gender Stereotyping in the Energy Workforce." Through this program, the DOE is encouraging students to enroll in the Science, Technology, Engineering, and Mathematics (STEM) Track in Grade 11. The DOE, through its Gender and Development advocacy, is also focusing on women to harness their potential as they constitute half of the Philippine population.

During the event, the students were provided insights on technical career opportunities in the energy industry by linking them with the different bureau functions of the agency. At the same time, they were introduced to the concept of energy resiliency.

The lady speakers from the DOE Renewable Energy Management Bureau and Energy Resource Development Bureau shared their work experiences, as well as the benefits that they derive from their respective vocations in the energy department. They emphasized that among the adaptive capacity indicators of a country is the number of engineering graduates per year, as a percentage of the total population. For the Philippines, this stood at a meager 0.07% in 2016.

The school's principal Lilibeth L. Cabrera expressed her appreciation to the DOE for presenting a wide array of technical disciplines in the energy sector, as well as the various opportunities in energy industry. She said that before the ENEReady Program, their career counselling was limited to the more common jobs available in the market, such as nursing, medicine, accounting, and information technology.

The Batangas event was held in collaboration with the Junior Chamber International's (formerly the Philippine Jaycees, Inc.) Tanauan Mabini Chapter, through its President, Anna Marie Quarer and Engr. Edison Subala.

DOE-Consumer Welfare and Promotion Office headed by Division Chief Helen B. Arias spearheaded the ENEReady Program. Since its inception in 2016, the program already inspired more than 2,000 students to take up engineering and science courses.

IMPORT-DEPENDENT SIDE OF PH ECONOMY NEEDS SHOCK ABSORBERS

Amnesty that widens tax base needed for all income classes – Taxation Lawyer-Solon

If peso depreciation is going to be a long-term variable in the Philippine economy, then we need to prepare for it now. Forecasts of both the government officials and private sector analysts point to a P53-P54 to US$1.00.

Overall inflationary impact and direct adverse effects on household budgets will come in the form of higher fuel prices, hikes in the foreign currency adjustment component of utilities bills for foods and beverages with high imported content and packaging, electricity, water services, mobile phone charges, and internet services.

Manufacturing and retail industries depending on imported raw materials and consumer goods will take sustained hits on their operating and financing costs. If these sectors are able to adjust now with import substitution strategies and tactics, there can be significant collective impact that reduces our country's trade deficits with major trading partners.

SHOCK ABSORBERS

Those are the downsides and for these we need:

(1) shock absorbers at both the macroeconomic and consumer levels;

(2) medium to long term stability of the peso-dollar exchange rate; and

(3) stronger banks, especially in the rural and thrift banking segment.

Department of Finance officials have suggested a tax amnesty. Applied the right way, a tax amnesty can be an effective forex fluctuation shock absorber that will benefit the poor and middle class. In principle, I agree with this, but it must be the kind of tax amnesty that widens the tax base and makes compliance convenient.

The Department of Energy and the Energy Regulatory Commission might want to consider:

(1) encouraging power providers to diversify their foreign currency debt mix;

(2) create tools that can offset forex depreciation; and

(3) establish fuel reserves.

From the Securities and Exchange Commission, we need regulations on proper hedging and leveraging against forex fluctuations.

Both the government and private sector must identify local sources of raw materials and consumer goods which will serve as import substitutes. We should have more of those shared service facilities and equipment the DTI has been deploying. Same with the farm mechanization program, post-harvest, and cold storage warehouses of the Department of Agriculture.

Our malls, department stores, and convenience stores ought to be selling more locally-made products.

Now, for the flipside of the adverse effects of peso depreciation. All sectors and Filipinos earning dollars and other foreign currencies are the direct gainers. These include the OFW families, BPO families, exporters, and the tourism sector.

For them, we need to make their new-found wealth productive and channeled to investments and savings. (END)

Anonymous Diary Blog / GOD cannot be mocked
June 30, 2018, 06:10:14 PM
Sharing this from another viber group .

NEVER MOCK GOD. These Famous People Did and Died.

Many times when God lifts us high, we forget Him and we get to the extend of mocking Him. God is almighty and never should He be mocked whatsoever..........He created us and thus He has the power and right to destroy us. Below are examples of some of the famous people who mocked God and met their destruction.

Tancredo Neves (President of Brazil );

During the Presidential campaign, he said if he got 500,000 votes from his party, not even God would remove him from Presidency.
Sure he got the votes, but he got sick a day before being made President, then he died .

The man who built the Titanic:

After the construction of Titanic, a reporter asked him how safe the Titanic would be.
With an ironic tone he said: "Not even God can sink it"

The result: I think you all know what happened to the Titanic .

John Lennon (Singer):

Some years before, during his interview with an American Magazine, he said:

"Christianity will end, it will disappear. I do not have to argue about that. I am certain. Jesus was ok, but his subjects were too simple, Today we are more famous than Him" (1966).

Lennon, after saying that the Beatles were more famous than Jesus Christ, was shot six times.

Cazuza (Bi-sexual Brazilian composer, singer and poet):

During A show in Canecio ( Rio de Janeiro ),
while smoking his cigarette, he puffed out some smoke into the air and said: "God, that's for you."

He died at the age of 32 of AIDS in a horrible manner.

Marilyn Monroe (Actress)
She was visited by Billy Graham during a presentation of a show.
He said the Spirit of God had sent him to preach to her.
After hearing what the Preacher had to say, she said:
"I don't need your Jesus".

A week later, she was found dead in her apartment .

Campinas (IN 2005);

In Campinas, Brazil a group of friends, drunk, went to pick up a friend.....
The mother accompanied her to the car and was so worried about the drunkenness of her friends and she said to the daughter holding her hand, who was already seated in the car:

"My Daughter, Go With God And May He Protect You.."
She responded: "Only If He (God) Travels In The Trunk, Cause Inside Here.....It's Already Full "

Hours later, news came by that they had been involved in a fatal accident, everyone had died,
the car could not be recognized what type of car it had been, but surprisingly, the trunk was intact.

The police said there was no way the trunk could have remained intact. To their surprise, inside the trunk was a crate of eggs, none was broken .

Christine Hewitt (Jamaican Journalist and entertainer):

said the Bible (Word of God) was the worst book ever written.

In June 2006 she was found burnt beyond recognition in her motor vehicle .

God is Mighty and MUST be respected............It doesn't matter whether you are a believer or not........what matters is that we all were created by God and must bow before Him.

Many more important people have forgotten that there is no other name that was given so much authority as the name of Jesus.

Many have died, but only Jesus died and rose again, and he is still alive.

"Jesus"
