Philippine Daily News / Siren Alarm
October 19, 2019, 09:08:50 AM
PIA Davao City: Mayor Sara Duterte wants the information on siren alarm to be disseminated by barangay officials. This after a widespread panic ensued in the aftermath of a strong earthquake last night (Oct. 16) which made residents of coastal barangays in Matina Aplaya and Toril to scamper to higher areas due to fears of an impending tsunami.

PIA Davao City: The Davao City Police Office – Toril Police Station reported that earlier this afternoon, it took custody of a minor accompanied by her mother Mary Jane Taher both residents of Kalubin-an, Barangay Daliao, Toril, Davao City for malicious spreading of fake news through her FB account about an impending earthquake and tsunami that brought panic to many locals. Many proceeded to higher ground at Matina Shrine Hills after reading posts that a tsunami is expected. Said minor is now under the custody of CSSDO for appropriate legal actions.

The PNP stressed that this will serve as a warning for those who will maliciously spread fake news of tsunami threat and imminent earthquake regardless either if it is intentional or not. - press release

Bible Study / Deciphering False Teachers
October 19, 2019, 07:41:58 AM
Reposted from FB
FALSE PROPHETS AND WHAT WE SHOULD DO (KNOW)

FIRST, please read ALL of this post before commenting (I DID NOT CREATE THIS PICTURE COLLAGE MEME)! There are pictures of 60 TV evangelists here. We may or may not agree with "parts" of what each of them teach. I know there are pictures of several prosperity teachers included here – maybe all of them are.

Instead of getting stuck on the "prosperity" teaching; can we focus, instead, on the measure we should use which EVIDENCES WHETHER THEY ARE A FALSE TEACHER OR NOT?   . . . which is:

1 John 4:1-3 "Beloved, believe not every spirit, but try the spirits whether are of God: because many false prophets are gone out into the world.2 Hereby know ye the Spirit of God: EVERY SPIRIT THAT CONFESSES THAT JESUS CHRIST IS COME IN THE FLESH IS OF GOD:3 And every spirit that confesseth not that Jesus Christ is come in the flesh is not of God: and this is that spirit of antichrist, whereof ye have heard that it should come; and even now already is it in the world."

Matthew 7:15-20 "Beware of false prophets, which come to you in sheep's clothing, but inwardly they are ravening wolves.16 YE SHALL KNOW THEM BY THEIR FRUITS. Do men gather grapes of thorns, or figs of thistles?17 Even so every good tree bringeth forth good fruit; but a corrupt tree bringeth forth evil fruit.18 A good tree cannot bring forth evil fruit, neither can a corrupt tree bring forth good fruit.19 Every tree that bringeth not forth good fruit is hewn down, and cast into the fire.20 Wherefore by their fruits ye shall know them."

DOES the alleged false teacher/prophet preach that Jesus is the Son of God, that Jesus is the only way to Heaven and repentance?  If so, Warriors, they are NOT considered a "false prophet" according to scripture.

I seldom watch/listen to TV evangelists. I have heard messages by some pictured here and I have heard God's Word accurately preached and I have been blessed spiritually. Do I agree with everything they teach?  What I "think doesn't matter.  What matters is what does God's Word say.

Why doesn't it bother me if they don't get it ALL RIGHT? Because being regularly in the Word of God, listening to the Holy Spirit and allowing Him to work in me is my safeguard.  I choose to believe ONLY what is in God's Word.  I do not depend on my memory of what I think I heard someone else say about any subject.  God's Word does not tell us that every pastor will lead me into all truth – NO.  He does tell me that the HOLY SPIRIT will lead ME INTO ALL TRUTH and I just happen to believe that. Surprised? You shouldn't be. When something's wrong, God tells us that the Holy Spirit will let us know.  Are you listening?  Do you know God's Word well enough to discern whether a pastor/preacher/evangelist/FRIEND? is bringing to you erroneous teaching or whether they are simply using Believers to financially ingratiate themselves.  You see, there is a difference TO GOD between the two.  A False teacher DOES NOT PREACH JESUS.

It is not scriptural to tear down or attack those who have been called and appointed by God. I am not saying that some of those pictured here may indeed be false teachers, but I cannot speak to that one way or another.  BE CAREFUL WHAT YOU SAY (Psalm 105:15).  Just because one point is different than what you have been taught does not make someone a false teacher.  Go to the Word of God. We will EACH answer for everything we have taught whether right or wrong. We should be focusing on the GOOD they do for the Kingdom of God.  And I speak this to our shame – that the majority of us are not doing anything for the Kingdom except for complaining, arguing, bickering, fighting, etc.

Just as God loves us but does not love our SIN, we do not like others' sins, when we are aware of them.  The fact is that we are commanded to WARN THEM (Ezekiel 33:7-9). We are not to fight each other or against one another. In fact, we are commanded to be in UNITY.  That means, if you don't believe something a pastor has preached is scriptural, ask the Holy Spirit to guide you how to handle it. If need be, STOP LISTENING, DON'T GO TO HIS/HER CHURCH, and DON'T SEND THEM ANY MONEY.  DO NOT publicly "diss" them.  People have accused me of writing/saying things in posts that WERE NOT EVEN THERE and we're talking stuff that is in "black and white."

We should be careful not to join a witch hunt against a pastor/teacher, particularly if we do not have PERSONAL KNOWLEDGE of all allegations being brought against them.

2 Corinthians 13:1 "This is the third time I am coming to you. In the mouth of two or three witnesses shall every word be established."

Deuteronomy 19:15 "One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established."

We are called to UNITY (Psalm 133:1; 1 Peter 3:8; Ephesians 4:3) and to LOVE (1 John 4:12; Colossians 3:14-17). We need to be in the Word so we KNOW whether to receive a message or not. AMEN!

Crying out in the wilderness,

Philippine Laws / Writ of Habeas Corpus
October 19, 2019, 12:42:54 AM
The Constitution now provides that the suspension of the privilege of the writ of habeas corpus does not suspend the right to bail, thus resolving a doctrinal dispute of long standing.

The suspension of the privilege of the writ of habeas corpus and the proclamation of martial law have been limited to sixty days and are now subject to the power of Congress to revoke. In addition, the Supreme Court is given the jurisdiction, upon the petition of any citizen to determine
the sufficiency of the factual basis of the suspension of the privilege of the writ of habeas corpus and the proclamation of martial law.

There is also recognition of the right of expression, an express prohibition against the use of torture, a mandate to the State to provide compensation and rehabilitation for victims of torture and their families.

Some rights have been expanded. For
instance, free access to courts now
includes access to quasi-judicial bodies and to adequate legal assistance.

The requirements for interfering with some rights have been made more strict. For instance, only judges can now issue search warrants or warrants of arrest. There must be a law authorizing the Executive Department to interfere with the privacy of communication, the liberty of abode, and the right to travel before these rights may be impaired or curtailed.

Philippine Archive / KALAHI CIDSS Water Project
October 18, 2019, 04:51:31 PM
Eleven water projects under KALAHI-CIDSS completed in Region 8
Tacloban City (October 2 2006) -- "Life seems more comfortable now. Thanks to the water system construction project under President Arroyo's KALAHI-CIDSS program."

This is the joyful remark of a volunteer who helped construct his barangay's water project.

He is but one of the many happy beneficiaries of the eleven water systems projects which have already been completed in the three provinces of Leyte, Eastern Samar and Biliran, under the Kapitbisig Laban sa Kahirapan- Comprehensive Delivery of Basic Services: Kapangyarihan at Kaunlaran sa Barangay (KALAHI-CIDSS:KKB).

Department of Social Welfare and Development (DSWD) Region 8 Director Letecia Corillo informed that of the sixty five completed projects in the Region under the KALAHI-CIDSS:KKB, eleven are water system projects.

She said that the beneficiary barangays are from the municipalities of Leyte, Leyte; Maslog, Eastern Samar; San Policarpo in Eastern Samar; Can-avid in Eastern Samar; and Balangiga also in Eastern Samar.

Director Corillo said that the total sub-project cost for the eleven water projects is five point five (P5.5M) million. She added that P1,077,622.17 of the total cost came from the municipal government, the barangay government and the community members who, alongside with skilled workers, worked for free during the implementation of the project.

The KALAHI volunteers and members also handled the financial transactions under the guidance of the KALAHI workers assigned in the areas. This is in consonance with one of the aims of the project which is to empower the barangay people in the planning and implementation of development projects in their respective areas.

The completed water projects will benefit more than 1,066 direct household beneficiaries and are expected to serve more depending on the operations and maintenance strategies of the community structures, Director Corillo said.

At present, the municipal local government unit, the barangay government, community residents and the Barangay Waterworks Sanitation Association are managing the water systems project of the respective barangays, Director Corillo concluded. (PIA 8) [top]

Philippine Archive / Tindahan Natin Project
October 18, 2019, 04:50:38 PM
Four Tindahan natin operators granted loans by Tacloban gov't

Tacloban City (October 1 2006) -- Thanks to the F4 Fund Loan Assistance of the Tacloban City Government, four (4) Tindahan Natin operators will now be able to make available rice and noodles at prices affordable to the masses.

Ms. Catherine Janz Sikoy of Kimro said that during the Flag Ceremony of the City government on September 28, Mayor Alfredo Romualdez together with National Food Authority (NFA) Region 8 Director Benjamin Marta, the Tacloban City Cooperative Development and Livelihood Assistance Office and the City Social Welfare and Development Office, handed the P19,800.00 loan assistance to the four Tindahan Natin operators. The loan will be payable in ten months with an annual interest of 6% or a total of P2,000 plus.

Ms. Sicoy informed that the operator-beneficiaries are Mrs. Fanila Dotillos (Brgy. 83, San Jose), Mrs. Lucila Dialca (Brgy.103, Palanog), Mr.Rafael Manhuyod (Brgy. Kawayan), and Mrs. Rosita Elveña (Brgy. 59, Picas).

Each of the operators will be given 20 sacks of rice (50 kls/each) and 5 boxes of noodles. Rice will be sold at an affordable price of P18.00 per kilo and noodles will have a corresponding price bulletin.

NFA Director Benjamin Marta said that the selling price in the Tindahan Natin will be monitored by NFA to insure that no violations will be made by the operators. NFA. Director Marta added that of the 550 Tindahan Natin targeted in Region 8, 139 are already operational.

The Tindahan Natin is one of the projects under the Kapit Bisig sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDDS), the flagship poverty alleviation program of the Arroyo administration.

This National Government initiative aims to provide financial assistance to small entrepreneurs so that they will be able to basic commodities like rice and noodles at a very affordable price to the more disadvantaged people in the depressed areas.

Mayor Romualdez said that as a businessman, he has had apprehension on the capacity of the operator-beneficiaries to sustain the Tindahan Natin operation because of some stereotype attitudes of Filipinos. Experience, however, taught him that with enough cooperation and unity in helping monitor the projects, it is possible.

"This is another good program of President Arroyo," Mayor Romualdez said. "It is the responsibility of everyone concerned to see to it that its implementation is sustained." (PIA 8) [top]

Philippine Archive / Tourism Potentials in Region 8
October 18, 2019, 04:49:33 PM
Int'l tour operator lauds tourism potentials of Region 8
Tacloban City (October 1) -- Mr. Francisco Atayde, Jr., the proprietor and manager of the La Viajera Travel and Tours in Manila, extolled the tourism potentials of Region 8 even as he praised the natural beauty of the countryside.

Rotarian Atayde was with some Rotarians from Manila who together with the sister club Rotary Club of Kandaya conducted a Medical Mission in Dulag, Leyte . The group also conducted another medical and dental mission in partnership of the Rotary Club of Borongan, Eastern Samar at the municipality of Llorente , also in Eastern Samar .

Having had the chance to see the countryside of Region 8, Atayde who is an international travel and tour operator said that there is so much that the Region can contribute to the Tourism Industry of the country even as he volunteered to help in the promotion of the tourism industry of the Region with in the country and also abroad.

Mr. Atayde who is the President of the Rotary Club of Pasay Illustrado, was guest of the joint meeting of the Rotary Clubs of Kandaya, San Juanico, Tacloban and Leyte Gulf last week, where he campaigned for the attendance of the local Rotarians to the forthcoming Rotary International Convention in Salt Lake City Utah on June 17 -20, 2007.

He said that the Rotarians themselves can promote the tourism industry of the Region whenever they attend Rotary gatherings. Their attendance at the Rotary International Convention may also serve as a promotions and marketing mission for the tourism industry of the Region.

The mere presence of Rotarians coming from Region 8, in the Rotary International Convention will already make the Rotarians from other countries curious about Region 8, Atayde said.

It is actually not the place alone which make people come, more important is the people. Having acquaintances in a particular place, is a plus factor for people from other places to visit a certain place.

In the case of Rotarian Atayde and his group, they decided to come to Region 8 because of the Rotarians. (PIA 8) [top]

Philippine Archive / Typhoon Milenyo Aftermath
October 18, 2019, 04:48:31 PM
People, LGUs clamor for power restoration
Tacloban City (October 1 2006) -- Rapid normalization, full restoration of power is as much the clamor of the government as it is the people's. No less than President Gloria Macapagal Arroyo has made a directive to the concerned government agencies and private entities to effect the full restoration of power supply in Metro Manila within the next 24 to 48 hours.

Typhoon Milenyo was the strongest typhoon to hit Metro Manila in eleven years but it does not qualify as among the worst natural disaster to hit the country. The metropolis and the country as a whole have survived the typhoon Milenyo largely intact, if badly shaken. Thanks to the disaster preparedness efforts of government and cooperation and support of the private sector.

In the aftermath of the typhoon, there are many things to attend to, each one competing for the attention of the government leaders. The 61,000 people who were displaced need to be housed and fed and attended to lest there be an outbreak of typhoon-related diseases. Those who lost their homes need help to rebuild. Streets have to be cleared of debris.

Power, water, telephone and other communication services need to be restored as quickly as possible. It is noteworthy to mention that power and communication facilities have been restored in most parts of the metropolis, thanks to the support and hardwork of the men from the National Disaster Coordinating Council, the Department of National Defense, the Armed Forces of the Philippines, the Department of Public Works and the private entities concerned.

Yet reality of the situation tells, that there are some blown down power lines which will take more time to repair because electrical lines got entangled up with fallen tree branches. And so, a little understanding and a little more prudence are requested from the affected individuals in the stricken areas.

Once the situation normalizes and when the urgent needs are attended to, the leaders will once again turn their attention to enacting measures that will mitigate the effects of typhoon and other natural disaster wherever possible. (PIA 8) [top]

Petilla bats for professionalization of vocational, technical occupations

Tacloban City (October 1 2006) -– Congresswoman Petilla of the First District of the Province of Leyte is working for the professionalization of vocational and technical occupations.

This was learned from Congresswoman Petilla during the Education and LGU Collaboration Conference held recently at the Department of Education Regional Office 8.

The Lady Solon revealed that she is the principal author of House Bill 04869 in Congress which is called the "Professionalization of Vocational and Technical Occupations Act of 2005." The bill is an act regulating the practice of all vocational and technical occupations, creating a vocational and technical licensing commission, appropriating funds therefore and for other purposes.

Congresswoman Petilla said that she envisions that the practice of vocational occupations should entitle the practitioner to become a professional in her vocational field of endeavor.

This will hopefully erase the stereotype notion of many people who look down at vocational and technical courses as a second class way of earning a living. With the passage of this bill, after a number of years practicing the vocational or technical occupation, will entitle a person to be called a professional.

"Through the bill, we will soon have professional mechanics, professional make-up artists, professional welders, professional technicians and many other professionals," the Lady Solon said.

Whether people will accept it or not, the graduates of vocational and technical courses, land a job faster and easier, than the graduates of baccalaureate courses. Besides, for poor families, it is also easier to send the children to vocational and technical schools than to colleges and universities.

This will also be a plus factor for the students who cannot qualify the Intelligence Quotient required by the colleges and universities before they are accepted to college. Many students are also disappointed when doors to college education are closed to them because they are unable to pass the entrance examinations.

The bill of Congresswoman Petilla will keep the sun shining for these young people because even if they are not college graduates they will still have the chance of becoming professionals. (PIA 8) [top]

Lady solon dreams of making the mentally challenged become more productive

Tacloban City (October 1 2006) -– Representative of the First District of Leyte, Honorable Remedios Loreto Petilla revealed that aside from the House of Representatives' bill setting English as the medium of instruction, she has also other pending bills pertaining to education.

First, she has sponsored House Bill 04699 which is on the education and welfare of Special Persons, particularly, "An Act Establishing a Productivity Center for Mentally Challenged Persons in the First District of the Province of Leyte and Appropriating Funds Therefor."

This bill, Representative Petilla said will make the mentally retarded or mentally challenged persons in the first district of the province of Leyte, more useful and more productive members of society.

The development-oriented Lady Solon said that if the bill is passed in Congress, then every municipality in the First District of Leyte will have a Productivity Center for the Mentally Challenged Persons where the same will be taught special skills that will make sure that they are gainfully employed.

She said that in Hongkong, she saw that these special persons are made to become useful citizens, they are not being treated as somebody different from normal persons. They are given the chance to earn their own income. Surely, there are chores which they can do which will not only give them the chance and the privilege to earn their living but to have the fulfillment of being productive as normal people do.

She observed that there are many mentally challenged persons in the various municipalities of Leyte. Some families are even ashamed to introduce them to their friends and neighbors. These people are just a hairline away from being normal and with patience, are capable of being taught and trained.

The Lady Solon said that the bill is now pending with the House Committee on Education and Welfare of Special Persons where it is scheduled for third reading already. (PIA 8) [top]

Feature: Bethel int'l school in Tacloban prepares children for the modern world

Tacloban City (October 1 2006) -– With the aim of preparing children for the modern world, the Bethel International School of Tacloban sponsored an Art Exhibit over the week-end featuring Bethel International School Students and renowned guest artists Mar Vidal and Gabby Abellana.

The Art exhibit which was held at the Kanluran Building, Bethel International School on September 29, was a big hit since it featured the pastel paintings of the students from Grades I to Grade VII.

Mr. Mar Vidal and Mr. Gabby Abellana taught the children the intricacies in painting and helped them to display their paintings.

Mar Vidal is one of Cebu's finest artists. He has received various awards and citations and has done so many exhibits. His professional works include a one-day exhibition entitled "Mactan's Best" at Waterfront Hotel in Lapu-Lapu City in 1997, among others.

Gabby Abellana is an award-winning artist having been the first prize awardee in the 2003 Cebu Modern Art Contest at the Montebello Hotel, Cebu City; Gold Medalist in the Annual Joya Award, Abstract Category, UP Cebu in 1982, among others.

Some of the paintings of the two Cebu artists were displayed and were for sale. The children's works of art were mounted on both sides of the wall and were to be sold to those interested to buy them but the parents expressed their desire to buy them themselves so that they could have them framed and kept as souvenirs as their children's first paintings.

The proud parents were so surprised their children could learn to paint in so short a time. Some did not even know their children have the talent for painting. The Art exhibit is a revelation of their children's latent talents which must be developed. The beautiful subjects of the paintings will open the eyes of the children in the beautiful things which God created.

No less than Tacloban City Mayor Alfredo Romualdez was present to cut the ribbon together with Mr. Paul Varberg, the school administrator and Mr. Richard Ang, the PTA president. Also present were some guests like Tanauan Mayor Roque A. Tiu, PIA Director Olive Tiu and Mrs. Cristina G. Romualdez whose daughter is also enrolled at Bethel . (PIA 8) [top]

Philippine Archive / Charter Change Proposed in 2006
October 18, 2019, 04:32:01 PM
Constituent assembly pushed in House
Quezon City (2006 30 October) -- TIME MAY be slipping away but there is no turning back from Charter change for the House majority bloc.

Administration lawmakers made that clear Sunday as they dismissed calls for the House of Representatives to abandon its plan to push through with a constituent assembly and amend the Constitution.

Deputy Speaker Gerry Salapuddin and Representative Mauricio Domogan (Lakas, Baguio City), vice chair of the House committee on constitutional amendments, said the House would not be swayed by critics' claims that Charter change was dead.

Salapuddin said a caucus called by Speaker Jose de Venecia for next week would be crucial for House members in planning their strategy on convening a constituent assembly and proposing Charter amendments even without the Senate's participation.

"We may call the double loss in the (Commission on Elections) and (Supreme Court) a temporary setback, but certainly nobody loves a loser," he said.

Salapuddin said the Charter change proponents wanted to "fast-track the process because we believe that time is not on our side."

He added: "To say that we should scrap con-ass (constituent assembly) now is to turn our backs on our constituents who want Cha-cha (Charter change) for the betterment of our country."

Domogan said opposition calls for the House to give up the idea of a constituent assembly "is always their song."

"This is a crucial moment for Cha-cha and we, in the House, will show solidarity in pushing con-ass to dispel the ne

Business leaders chart course of Mindanao, eye something big
by Prix D Banzon

Davao City (31 October 2006) -- Something big is coming out within the last two months of the year as business leaders chart the course of Mindanao.

Mindanao Business Council chair Romeo Serra during Kapehan sa Dabaw held at SM City on Monday said projects are already on the works and these involves international funding communities.

Although he did not give details Serra said there will be major shake up and the Davao City Chamber of Commerce and Industry (DCCCII) will play a critical role.

"A lot of things are brewing up on the ground and all of these will redound to the benefit of Mindanao," he said.

Serra who was vice president for Mindanao of the Philippine Chamber of Commerce and Industry (PCCI) resigned last week after the national body implemented the reconfiguration of vice governors in Mindanao from eight to five and proceeded with the elections of the reconfigurated number.

"MinBC is completely an independent organization from PCCI and PCCI has in no terms have anything to do with MinBC," he said.

After his (Serra) resignation, he said MinBC will continue to move towards the development of Mindanao which is one of the forerunners of the BIMP EAGA where plans for the next five years are now prepared.

Jayson Magnaye, MinBC executive director said the Mindanao Chamber Management Institute (MCMI) one of MinBC's "baby" will be moved out to chambers of the island who are willing to work with them.

Meanwhile DCCCII president Atty. Bienvenido Cariaga said that up to this time they haven't come up with a stand and remain disaffiliated with the PCCI.

Cariaga said there is no disadvantage on their part not being affiliated with the national chamber (PCCI) because they will no longer pay the yearly dues of P7,500.

He said they get nothing from PCCI and their earnings of P11 million for the period September 2005 to August 2006 was purely their efforts and none came from the national body.

DCCCII has to meet again with the board to study further the issue although during their board meeting last Friday at the Waterfront Insular Hotel Cariaga said that his announcement of disaffiliation got numerous support verbally and thru text from the members.

PCCI president Donald Dee and party met with the members of the board of DCCCI last week but has not reached a possible solution where the former was trying to ask the local chamber to reconsider its disaffiliation.

"As of this time, DCCCII is no longer a member of the PCCI," Cariaga said. (PIA XI) [top]

ARMM chambers decide to chart their own destiny
by Prix D Banzon

Davao City (31 October 2006) -- The local chambers of commerce in the Autonomous Region for Muslim Mindanao (ARMM) decided to bond together to chart their own destiny without the intervention of business leaders from Metro Manila.

In a one page statement signed by Datu Haron U. Bandila, chairman, ARMM Business Council and president of Maguindanao Chamber of Commerce and Industry and Dr. Jainal M. Hamad, Mindanao Business Council trustee of Sulu Archipelago they expressed to come up with one major voice for them also to be recognized and heard.

"Metro Manila people may have hidden agenda or other personal interest at the expense of bountiful and potentially progressive Mindanao," the statement further said.

According to Bandila and Hamad, the strong manifesto of unity emerged from the recent dissolution of the Sulu Archipelago region from the Philippine Chamber of Commerce and Industry (PCCI) without prior consultation.

"This action by the national board of PCCI to remove Sulu Archipelago region is characteristic of the way how Manila people look and treat us by not recognizing our unique existence and supporting our desire to play a major role within the context of the BIMP-EAGA business development and interaction with our Muslim bothers in Indonesia, Malaysia and Brunei," it said.

It further said that the provinces of Sulu, Basilan and Tawi-tawi have so much in common and very much unique in their location and culture to justify their association into one business region.

He stressed that the geographical proximity, cultural affinity and historical relationship with the BIMP EAGA participating countries of Indonesia, Malaysia and Brunei are invariably big asset that must be further developed and allowed to flourish to benefit not only the people within the area but perhaps serve as our contribution to the growth of the Nation and to the success of the ongoing peace process.

"We would like to make this strong appeal to our benefactors in Metro Manila who are suppose to help us move forward to please leave us alone if your intervention will just lead us to more confusion and division among our members," Bandila and Hamad further said. (PIA XI) [top]

Politicians suspected behind illegal logging in Davao Oriental
By Mai Gevera

Davao Oriental (31 October 2006) -- After the Aliwagwag Bailey Bridge incident which paved the way for the discovery of illegal logging in the province, four criminal cases were immediately filed against owners of the vehicles used in the operation of the alleged illegal logging in the municipality of Cateel.

The campaign against illegal logging in the province came about through the joint effort of the Philippine National Police, the church, non-government officials, and local government units that have shown high degree of commitment in catching the people behind illegal logging operations.

Of the four cases, three are said to be operated by elected officials in the municipality and nearby towns. Four instant cases of violation of PD 705 or the Forestry Law were brought to the attention of the Provincial Prosecutor's Office.

Owners of the apprehended vehicles are found to be barangay captains and even board members of nearby municipalities. Identified owners of apprehended vehicles are Evelyn Rosit, wife of Boston mayor; Larry Aquilino, barangay captain of Caatihan, Boston; Camilo Nunez, Board Member; Edgardo Reyes, barangay captain of San Alfonso, Cateel; and Asterio Magdao, barangay captain of Malibago, Cateel.

Fr. Darwey Clark of the Cateel Parish admitted that some politicians in the said town are the ones behind illogging operations which makes it harder for the authorities to control the said activity.

However, with the recent action of Davao Oriental Governor Ma. Elena Palma Gil in strengthening the inter-agency Task Force against Illegal Logging, she ordered the authorities to apprehend operators of illegal logging in the province.

Tenth Infantry Division Commander Ernesto Boac bared that more operators of illegal logging will be apprehended with the intensified campaign of the inter-agency task force.

"There is now a check and balance in which one agency has the power to catch any irregularities made by another agency involved," Boac said.

He cited the recent accomplishment made through the joint efforts of the government agencies and private citizens in the province.

PNP Cateel reported nine trucks recovered and confiscated with 50 pieces of Dipterocarp logs, 137 pieces of Lauan, Mayapis, and Pine, 71.17 cubic meters of mixed Lauan, Mayapis, and Pine, and 56 pieces of mixed Falcata and Mayapis. All these were turned over to the Department of Environment and Natural Resources. (PIA XI) [top]

Mati boasts market compost center
By Mai Gevera

Davao City (31 October 2006) -- Mati's 1.5 ton of market waste daily produced from the public market is now converted to organic fertilizer as the local government unit structured a specialized compost center for market wastes.

Local officials commended the high compliance rate of market vendors in surrendering their daily garbage to the said compost center for cleaner surroundings and an additional government income from the by-product which is the organic fertilizer.

The vendors underwent series of trainings to absorb the proper procedure of composting from waste gathering from the surroundings to constant delivery to the compost center which is just a several meters away from the market.

Mati Vice Myor Cesar de Erio bared that this is the LGU's strategy of maintaining cleanliness and order in the public market, generating government income, and at the same time using it as a model for a wider scope of solid waste management program in the municipality.

"We are temporarily maximizing the vacant lot near the market to accommodate market wastes while the LGU is yet preparing the 15.2-hectare of landfill area at Sitio Tagbobolo," he said.

The bigger compost area is expected to start operation as soon as the newly-constructed Mati Public Market will open on December.

More wastes are expected with the bigger market that was why the LGU pushed for a wider compost area.

Meanwhile, the local government of Mati was recently awarded the Gawad Pangulo sa KAPALIGIRAN, ranked number one for its environmental programs.

Topping all the municipalities in the Davao Oriental Province, Mati is seen as having well-maintained greenbelt areas, laudable initiative in putting up a composting center, presence of a permanent dumping site, a well-maintained terminal, well-maintained mangrove area, and for the other environmental programs that the LGU strictly implemented. Philippine Education / Crimes Inside MSU Marawi Campus
October 18, 2019, 09:16:48 AM
Written by Ernesto Barbante
JUSTICE FOR IVAN ALMEDA! JUSTICE FOR ALL THE VICTIMS!

October 17, 2019 at around 6:55 pm, Ivan Almeda was shot by an unidentified person in the Commercial Center at Mindanao State University Main Campus in Marawi City. He sustained one gunshot wound in the forehead and the reason of critical injury is still unknown and the suspect is still at large.

Ivan Almeda, a 20 years old.  A first year student taking up Bachelor of Physical Education in MSU-Marawi, He is from Bayugan, Agusan del Sur.

Over the past years, unresolved criminal cases inside the MSU Marawi Campus is increasing which made the campus unsafe for the students from the MINSUPALA region and from all over the country.

To remember, Crish Lanne Masancay, a first year HRM student  was shot dead in the campus last 2015; Samuel Go, a 4th years Agricultural Engineering Student was also shot dead in the campus on June same year. Seven years ago, Prof. Othelo Cobal and Erwin Diaz were both murdered in broad daylight. These five people were killed inside the campus and until now, the perpetrators are still wandering freely.  Justice was not delivered and served. It has never been served.

These incidents left a chilling effect in the entire studentry. It even intensified biases and division among tri-people constituents in the university.

As the state institution, it is imperative from the MSU to promote, uphold and protect the human rights of its constituents. In the spate of murder victimizing the students, the concerned students and faculty of msu-Marawi believes that the MSU administration is fully accountable for all the violence and crimes involving the students, faculty members and staffs. These violence and crimes are apparently violation of their human rights. The MSU-Administration's leniency in immediately bring justice to the victims and its inability to put an end to this violence is intolerable and devalue human rights of the students.

We, therefore, demand to the MSU Administration:
1.Undertake transparent, accountable and speedy action to bring the justice of Ivan and other victims.
2.Conduct immediate investigation on the cases of murder of the campus, and
3.Strengthen the security mechanism centered on the rights and welfare of the students in the campus.

We are taking this stand because we believe that MSU campus is not only mandated to give quality education but to secure and uphold the rights and welfare of the students. #JusticeforIvan

Inspiration & Hope / What Killed the Frog?
October 18, 2019, 06:43:27 AM
Reposted from FB
Put a frog into a vessel fill with water and start heating the water. As the temperature of water begins to rise, the frog adjust its body temperature accordingly. The frog keeps adjusting its body temperature with the increasing temperature of the water. Just when the water is about to reach boiling point, the frog can't adjust anymore. At this point the frog decides to jump out . The frog tries to jump but it is unable to do so because it has lost all its strength in adjusting with the rising water temperature . Very soon the frog dies.

What killed the frog???
Think about it.
I know many of us will say the boiling water . But the truth about what killed the frog was its own inability to decide when to jump out.

We all need to adjust with people and situations , but we need to be sure when we need to adjust and when we need to move on . There are times when we need to face the situation and take appropriate actions. If we allow people to exploit us physically, emotionally , financially , spiritually nor mentally they will continue to do so. Let us decide when to jump !
Let's jump until we still have strength.!

GOD bless us all mornight everyone

"Providing the secure and fast processing of energy projects is the main objective of the EVOSS Act. That is why we are conducting IECs to ensure that our constituents and investors are well aware of the benefits and impact to our country," Secretary Alfonso G. Cusi highlighted.

The briefing aims to establish a network among key stakeholders such as the Local Government Units (LGUs), Electric Cooperatives (ECs), and existing and potential energy investors on the implementation of energy projects in the region. Speakers also provided updates and an overview of the EVOSS Act; Visayas Power Supply and Demand Outlook; Benefits for Power Generation Host Communities; and the experience of Iloilo City as host of a power project which resulted to more opportunities and investments in their communities.

On 8 March 2019, President Duterte signed the Republic Act No. 11234, or the EVOSS Act, which streamlines the permitting processes for power projects. The Implementing Rules and Regulations of the EVOSS Act was then signed by Energy Secretary Cusi on 28 May 2019, which serves as the EVOSS policy framework.

Mr. Renan Escoto Environmental Management Specialist of Iloilo City made a testimony that, "Iloilo City was present from the inception of the power project and the people benefited from all the sacrifices that we made. Now, we are reaping the fruits of our labor."

Present in the event were DOE Undersecretary Felix William B. Fuentebella, Electric Power Industry Management Bureau Assistant Director Irma C. Exconde, Renewable Energy Management Bureau Assistant Director Marissa P. Cerezo and Visayas Field Office OIC-Director Jose Rey D. Maleza. Representatives from LGUs, ECs, energy developers, and the region's constituents were also in attendance.

MANILA -- Newly-appointed Philippine Marine Corps (PMC) commandant Maj. Gen. Nathaniel Casem vowed to make the force more "mission-ready" as this is what the country needs.

"Our archipelagic nation deserves no less than a "mission-ready" Marine Corps. We, along with our brothers in the AFP (Armed Forces of the Philippines) are in the middle of modernizing our warfighting capabilities, it would be for the best interest of our shared social values with our stakeholders that such should be done in the most efficient and effective manner," Casem said in his assumption speech which was forwarded to reporters Tuesday.

Casem, a member of the Philippine Military Academy Class of 1987, replaced Maj. Gen. Alvin A. Parreño in a ceremony presided by Philippine Navy (PN) flag-officer-in-command Vice Admiral Robert Empedrad at Acero Hall, Marine Barracks Rudiardo Brown, Fort Bonifacio, Taguig City Monday afternoon.

Before his assumption as PMC's 32nd commandant, Casem served as The Naval Inspector General for 15 months.

He hails from Bayombong, Nueva Ecija and is highly respected and decorated Marine officer.

"After the institutionalization of our Marine Corps Ethos, we shall continue to uphold our collective desire to develop and sustain discipline within our ranks and pursue developing the character and warfighting spirit of our Marines" the new PMC chief added. (PNA)

Press Release Philippines / Cebu Traffic Crisis
October 16, 2019, 01:38:56 PM
CEBU CITY – With the declaration that Cebu is in a traffic crisis, the Cebu Provincial Board wants President Rodrigo Duterte to exercise "extra-ordinary power" in solving road congestion in Metro Cebu.

Glenn Anthony Soco, chair of the committee on commerce and industry in the board who sponsored the resolution declaring traffic crisis in Cebu, on Tuesday said that proposed projects meant to solve traffic congestion have long been in the pipeline but need presidential intervention in order to materialize.

"We want to bring the President closer to Cebu. We need him to fast-track proposed solutions to traffic. We have so many solutions that are in the pipeline that could only move through Duterte's iron-fist," Soco said in an interview with the Philippine News Agency (PNA).

Soco delivered a privilege speech on Monday, pitching the idea of tapping Duterte's emergency powers to beat the traffic congestion which, he claimed, has cost millions worth of man-hours.

He quoted a Japan International Cooperation Agency (JICA) study which states that traffic has caused the Cebuanos an estimated PHP1.1 billion of losses in productivity in 2018, which is more than double than the PHP500 million in 2017.

"We could already project that if we do not do anything it will only get worst. Perhaps, for us, the traffic problem is still acceptable right now. But what about in 2030 and even in 2050 if we will do nothing?" he stressed.

According to him, Cebu has many projects viewed to boost decongestion efforts on metropolitan roads that could not get maximum implementation because of lack of presidential intervention.

"Take for example the PHP50-billion 74-kilometer Metro Cebu Expressway from Naga to Danao that could not get fully implemented because of budgetary constraints. Imagine that, for the PHP50-billion budget, we only get PHP600 million that will only answer the segment from Naga to Talisay," Soco said.

He said that the Guadalupe-to-Lahug Bypass Road here was proposed 20 years ago in order to ease congestion along Escario Street and other peripheral roads in the city's uptown area. He claimed, however, that the project has never been funded by the national government until today.

The Metro Cebu Development and Coordinating Board (MCDCB), he said, has pushed for the creation of the Metro Cebu Development Authority (MCDA) which is akin to Metro Manila Development Authority (MMDA), that will direct traffic and development in the metropolitan Cebu.

The bill that seeks for the creation of MCDA has slept in Congress, he said.

Soco said the Cebuanos are also clamoring for an efficient mass transport system like the Light Rail Transit as a component of the Integrated Intermodal Mass Transport System (IITS) of the Department of Transportation (DOTr).

"Our people commute using PUV. But for the long-term solution, what is really needed is the mass transport system like LRT that can ferry more passengers at any given time or the carrying capacity is even higher than the demand," he said.

He mentioned that road opening and road widening projects of the Department of Public Works and Highways (DPWH) meant to add more capacity on existing thoroughfares are lagging in implementation because of right of way (ROW) issues which, he said, can only be addressed through Duterte's intervention.

Soco said after his speech during their regular session on Monday, that he urged local government unit heads in Cebu to revisit existing traffic code and traffic laws and implement revisions. He also asked Governor Gwendolyn Garcia to hold a traffic summit. (PNA)

MANILA -- The massive North-South Commuter Railway (NSCR) Project continues to draw a significant number of proposals from here and abroad, as Packages 4 and 5 of the PNR Clark Phase 2 attracted one local and five international companies.

Bid submission was held Monday (Oct. 14) at the office of the Procurement Service-Department of Budget and Management (PS-DBM).

Following the record turnout of 11 international and local bidders for Packages 1-3 in August, Department of Transportation Undersecretary for Railways TJ Batan and Philippine National Railways General Manager Junn Magno noted that the sustained interest of proponents in the NSCR Project, as manifested in the level of participation for Packages 4 and 5, is continuing proof of the international infrastructure industry's trust in the Duterte administration's "Build, Build, Build" program.

Jointly implemented by the DOTr and PNR, and procured through the PS-DBM, "the turnout of bidders for Packages 1-5 of PNR Clark Phase 2 is proof that competition and value for taxpayers' money are enhanced with a bidding process that is transparent, fair, and corruption-free," Batan said.

"The vibrant turnout of proponents yet again for Contract Packages 4 and 5 reflects the solid support and trust of the international infrastructure industry in the Duterte administration. With a robust competition, we also raise the standard of quality of our infrastructures that shall, in the end, best serve the Filipino people," Magno added.

The NSCR Project -- a mega railway network spanning 148 kilometers with 37 stations -- is worth PHP777.55 billion. It is co-financed by the Asian Development Bank (ADB) and the Japan International Cooperation Agency (JICA).

It notably remains to be both the ADB's fastest rail project implementation and recipient of its largest financing -- further proof of the trust that the international development finance community has extended to President Rodrigo Duterte's promise of delivering the Philippines' Golden Age of Infrastructure.

PNR Clark Phase 2 is a 53-kilometer segment from Malolos, Bulacan to Clark, Pampanga, which forms part of the NSCR. This rail line will feature the country's first airport express railway service.

Package 4 consists of 8 kilometers and includes Clark International Airport Station. Package 5, meanwhile, consists of the NSCR's Clark Depot.

Companies that participated in the bidding are Acciona (Spain), EEI (Philippines), GS Engineering & Construction (Korea), Posco Engineering & Construction (Korea), PT Waskita (Indonesia), and PT Wika (Indonesia).

PNR Clark Phase 2 is targeted for partial operations by 2022. This rail line will reduce travel time between Malolos, Bulacan and Clark International Airport to just 30-35 minutes; and from Buendia in Makati to Clark Airport from two hours via car to just 55 minutes through the airport express.

It aims to serve 340,000 passengers daily in its opening year.

Before 2019 ends, more contract packages are scheduled for bid submission and publication.

These include bid submission for PNR Calamba Package 1 (1 kilometer including Blumentritt Station) on Nov. 5, 2019, and the start of bidding for the NSCR's 304 commuter train cars, 56 airport express train cars, and electromechanical Systems within the last quarter of 2019. (PR)

CARLOS CELDRAN
By Ma. Isabel Ongpin of The Manila Times

IT is untimely to pass away at 47 as Carlos Celdran did in Madrid last October 8.

It is hard to imagine the hyper personality that he was — talking, moving, yelling, gesticulating — now gone. And we have lost a part of ourselves as he goes beyond the horizon of our experience in art, history, patriotism, passion.

Carlos Celdran was first and foremost an artist. He had the artistic sensibility, and it showed early on. At 14, he was drawing cartoons for national broadsheets. He went on to the Rhode Island School of Design, experienced the New York art scene and came home to fit into Philippine society as a pre-eminent cultural worker. He was a performance artist. He could do stand-up comedy in the form of satire or irony or irreverence about historical and contemporary figures and national moments. He was a tour guide who used props while acting out the history he was referring to and the places he was bringing back to life in his tours. He had a devastating sense of humor that brought on laughter and pricks of guilt from those targeted.

As a tour guide, he brought Intramuros and Binondo, historic areas of old Manila, back to center and demonstrated their importance in
He was a student of Rizal and of course, an admirer. The Rizalist eye for critical analysis of Philippine society was cultivated in him. It brought out the rebel against authority that was part and parcel of his personality. Injustice and inequality prompted him to assail their perpetrators.

Naturally, it brought him to contemporary politics and the political figures that populate the Philippine political firmament — good and bad, colorful and inane, Macchiavellian and complicated, self-serving and ridiculous. He left the public servants who did their jobs and the servant leaders who strived to give their best at great sacrifice to be themselves without a word of criticism. Their deeds defined them; he did not need to elaborate on their service and behavior. But those who engaged in transactional politics, human rights violations, dictatorial instincts and the great enterprise of enriching themselves, he skewered in language and art.

A personality like Carlos' invites strong feelings, either of like or dislike. He was much too forthright and too blunt to not have hurt some sensibilities, get peoples' backs up, or become the object of snide criticism when he zeroed in on their flaws. But he was what he was, flaws and passions, with no apologies, no need to kowtow. He had high expectations for those in public life to show good governance, good behavior and love of country, exemplary public behavior that its citizens would reciprocate.

His love for history and his references to it in his performances would be perhaps DIY (Do It Yourself for more traditional academic historians). But it struck a chord with the young, making them think about their past and understand more their present in context. For others like tourists and foreigners, it was a window to the understanding of Filipino character and history, social mores and contemporary outlooks.

So, we look back at his Binondo and Intramuros tours, his concept of our history and his bringing to life versions of its recent controversial characters, and we regret to say goodbye. They were that good, that entertaining, that true. Nay, we are downcast and sad to have lost a character that was ubiquitous in our national journey and caused us to think seriously about our country and our patriotic duty.

One of Carlos' passions was his promotion and defense of the Responsible Parenthood and Reproductive Health (RH) Act of 2012, which the country's Catholic establishment attacked with hammer and tongs and not a few lies and apocalyptic threats. He believed that overpopulation was a cause of social problems. Therefore, he was seriously and passionately promoting the RH bill. His passion caused him to interrupt an ecumenical conference at the Manila Cathedral dressed as Rizal, in a bowler hat and black coat, to denounce friar misapplication of authority. He carried a placard on which was written the name "Damaso," a friar of uncertain morals and dictatorial ways in Rizal's novel, Noli Me Tangere, the epitome of colonialism's sins. It was performance art.

But it did not amuse the target. Forgetting its Christian template of forgiveness, the Philippine institutional Church, in particular the Archdiocese of Manila, reacted swiftly and forcefully by filing a suit invoking an article of law against disturbing or insulting religious feeling. Then began Carlos Celdran's Calvary — he was arrested, he was tried, he was convicted. He sued for pardon and apologized. This time he needed to be humble and ask for forgiveness. He knew it and did it. The Archdiocese claimed it had forgiven, but the suit went on all the way to the Supreme Court which affirmed his jail sentence. He went into exile, worked as a tour guide in Madrid, and died suddenly after only a few months of being away. Exile took its toll on someone who belonged to the Philippine political and social equation.

It was the ultimate hypocrisy that upon his death, the Archdiocese felt compelled to issue a statement that it had nothing to do with the case filed in court. It claimed it was not them but Catholic lawyers who pursued the case because of the infraction against religious sensibilities. It brought back to mind the vindictive colonial equivalent of refusing burial in church grounds of the brother-in-law of Jose Rizal, Mariano Herbosa. That was vengeance against Rizal who told the truth of the sins of colonial frailocracy that echoes in the Celdran case today.

Hardly anyone believes the Archdiocese's self-serving statement. All it had to do was desist from pursuing the case and/or persuade the so-called "Catholic lawyers" to drop it when Carlos Celdran apologized and asked for pardon.

We are all sinners here and forgiveness is the mark of our Christianity, our faith and love, the virtues of Christ. In every Mass there is a prayer of confession that asks forgiveness for the sins one has done as well as for what one has left undone that should have been done. It could not be clearer to anyone who intones it at a Catholic Mass.

On this last, the Archdiocese of Manila failed big-time and publicly and we see it in what happened to Carlos Celdran, well-meaning, if impetuous, human and vulnerable, condemned by unforgiving religious institutional arrogance.

Goodbye Carlos, you go to Divine Benevolence which was denied to you here.

SHARING ENERGY EXPERIENCES

Secretary Alfonso G. Cusi met with Ghana officials yesterday (11 October) and discussed experiences and possible energy cooperation between Ghana and the Philippines. The Ghanese Delegation was headed by Minister John Peter Amewu (Energy – fourth from left) and Minister Ken Ofori-Atta (Finance – fifth from left). Also present were Philippine Ambassador to Ghana Shirley Ho-Vicario (middle), Consul to Ghana Carlos Rufino (second from left), Senior Undersecretary Jesus Posadas (second from right) and Philippine National Oil Company President Reuben Lista (first from right).

Ghana consulted the DOE about their experiences in the power sector, as the Ghanese government is exploring options on how to go about the possible privation of its power sector segments- generation, transmission and distribution. Currently, generation and transmission in Ghana is a government monopoly, and the country is seeking ways to increase supply and manage its high tariffs. Distribution of power in Ghana, meanwhile, is being operated by a consortium led by Philippine-based, Manila Electric Company (MERALCO). The Ministers of both countries also agreed to forge a cooperation agreement to strengthen the ties of the Philippines and Ghana and to have capacity building, as well as technical, technological and manpower exchanges.

The Ghanese high-level delegation is here in the Philippines to encourage local investors to invest in Ghana, particularly in the power sector.

Bohol Latest News / Salary increase in Bohol
October 12, 2019, 09:51:43 PM
Press release from PIA Bohol
BCCI pleads 'moratorium,'
BALO seeks pay increase

TAGBILARAN CITY, Bohol, October 11 (PIA)—Arguing more on the productivity basis for a wage increase, Bohol Chamber of Commerce and Industry (BCCI) thinks an across-the-board increase in daily wages this year is irrational and not economically viable and instead, the group bats for a moratorium of the P338.00 daily pay.

BCCI, with two more organizations: Panglao Island Chamber of Commerce and Industry (PICCI) and Bohol Association of Hotels Resorts and Restaurants (BAHRR) as well as the Bohol Alliance of Labor Organizations (BALO) presented their positions papers during the last of the series of wage hearings across the Visayas that the Regional Tripartite Wage Productivity Board -7 (RTWPB-7) brought to Boholanos at the MetroCentre Hotel, October 11.

And while BCCI suggests a moratorium considering that Bohol's minimum wage is already higher than [those] of other provinces with almost the same or even better economic landscape, BALO, which is an aggrupation of six labor organizations asks for a P48.30 across-the-board adjustment in daily wages for all the workers in the non-agriculture and agriculture sectors in Region VII.

The RTWPB-7 led by National Economic Development Authority Regional Director Efren Carreon, Trade and Industry Regional Director Asteria Caberte, management representative Philip Tan and labor sector representative Jose Tomongha came to Tagbilaran to hold the last of the series of wage public hearings and also brought the wage proposals for kasambahays.

DTI Director Caberte said this is the first time that the RTWPB included the wage determination for the region's kasambahays.

As to the RTWPB, the NEDA Director Carreon assured that the wage hearing would be a basis for the Board to decide on the wisdom of a wage increase considering the labor, management and the government in their decisions for the Department of Labor and Employment.

The wage hearing also came in with pending petitions of Cebu-based groups: Cebu Labor Coalition (CELAC), Lonbisco Employees Organization (LEO), Metaphil Workers Union (MWU) and UnionBank Employees Association for a P341.75 across-the board increase.

Over this, BCCI, through its chairman Reginald Ong, admitted that while the petitions are workers' rights, labor groups should [also] consider filing petitions for wage increase but seek for a win-win footing, based on the economic activities and annual GDP of a province or a city, and should never be computed on regional basis.

Labor groups have cited supervening conditions: high inflation rate, TRAIN Law, prices of basic commodities and services, high fuel prices, erosion of the peso purchasing power, low wages, poverty incidence and the widening gap between the rich and poor, growing unemployment, under-employment, job insecurity, and a horde of other factors.

BALO, with its officers and members from Bohol Light Company Incorporated Employee's Union (BLCIEU), Bohol Limestone Mine Workers Union (BLMWU), Tagbilaran Coca Cola Plant Employee Workers Association (TACPEWA-AWATU), Southern Star Bus Incorporated Workers Union (SSBIWU), Philippine Marine Institute Faculty Employees Union (PMIFEU) and University Of Bohol Union Employees (UBUE), bunt for increased purchasing power of workers, balanced and equitable decision on wage increase decisions.

But, former BCCI Chairman Engr Albert Uy, pressed that Bohol can not go across the board because workers are not all equally skilled, and there is a noted attitude problem in local workers.

He said while workers in Luzon work on overtime, local workers not only hate that, they also go on long absences after paydays.

Besides, Chamber officials Marietta Gasatan, who works in the tourism sector revealed that this is not a favorable time to grant an increase when the economic driver tourism suffered some 20% decline in tourist arrivals.

BAHRR President Engr Allen Varquez also supported the claim and hints that any increase in wages in Bohol would dent on the industry.

Considering all these, while the chamber agrees to the RTWPB's functions to determine and fix wages applicable to a region, it should not, hamper or jeopardize the creation of jobs, erode the gains made by labor and capital in maintaining industrial peace and cooperation; hinder economic growth and development especially with Bohol economy largely comprised or micro and small enterprises that an increase can put these investments to agony in its capacity to pay its workers. CHATTO ONE OF ONLY TWO FILIPINOS TO SPEAK AT ASIA PACIFIC LEADERS FORUM
BY VEN REBO ARIGO

Bohol Gov. Edgar Chatto will be one of only two Filipinos to speak at the Asia Pacific Leaders' Forum (APLF) on Open Government in Jakarta, Indonesia on Thursday in a rare global recognition of Bohol governance.

Department of Budget and Management (DBM) Sec. Benjamin Diokno is the other invited speaker from the Philippines.

The forum will bring together heads of states/governments, ministers, local government leaders, civil societies, business communities and development partners, among others, from the region and beyond.

The country is also sending as delegates Commission on
Audit (COA) Chairman Michael Aguinaldo and Department of Interior and Local Government (DILG) Usec. Austere Panadero.

The Philippines is one of the signatories to the Open Government Partnership (OGP), which today involves 75 countries and 15 sub-national (local) governments committed to be more open, accountable.

The OGP is a multilateral global initiative aiming to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance.

The Indonesian government asked the Bohol leader to speak on "Exploring the Impact of Open Government for Inclusive Development at Sub-National Level."

Chatto received the invitation from the APLF host country thru Indonesian Minister of National Development Planning Bambong P.S. Brodjonegoro, who also heads the National Development Planning Agency.

"We believe that your expertise and experience in open government implementation in Bohol, especially through people participation and empowerment, will be an excellent addition to our forum," Brodjonegoro told Chatto on the formal invitation.

Many have considered the want of Asia Pacific region to showcase Bohol governance as a bonus validation of the province's string of awards and recognitions.

Just recently, Bohol earned the "Most Business-Friendly Province" Award from the Philippine Chamber of Commerce and Industry (PCCI) and Seal of Good Local Governance (SGLG) Award from the Department of Interior and Local Government (DILG).

No less than Pres. Rodrigo Duterte presented the PCCI award to Chatto while the DILG SGLG is Bohol's third in a row, a hall of fame feat for the provincial government.

OPEN GOV'T CHAMPION

Likewise, the APLF organizers cited the Bohol governor as "one of our lead open government champions at the sub-national level, specifically in the open local legislation process."

Carrying an overarching theme "Open Government for Inclusive Growth," the forum will open in a morning plenary keynoted by Indonesian Pres. Joko Widodo at the Hotel Borobudur on December 14.

Public-private partnership is one sterling marks of Chatto's administration in the pursuit of the governor's principle and practice of shared leadership.

Thus, the APLF would like Chatto to also emphasize co-creation and citizen engagement for better development outcomes.

Specific to this is how working with the civil society and citizens on opening up legislative and budget processes helps in achieving more inclusive development in Bohol.

Bohol was highlighted as an open government model province at the High-Level Regional Conference on Open Government Partnership at the Philippine International Convention Center last August.

The conference was considered a side-event of the Philippine chairmanship of the Association of Southeast Asian Nations (ASEAN) 2017.

Bohol even hosted four major meetings of the ASEAN, plus its dialogue partner countries, this year, polishing the province's image as an emerging international convention destination.

LEARNING EXCHANGE

The upcoming forum will give ample opportunities for participants to exchange knowledge and best practices on how the Asia-Pacific region has used open government to attain inclusive development.

This is development by promoting economic growth, reducing poverty, efficiently and effectively delivering public services, and promoting sustainable development both at national and local levels.

"With the world now experiencing a crisis of trust in institutions, there is a significant need to reinvigorate political leadership on open government that puts people's well-being at the core," forum organizers SAID.

Reforms towards more government openness and inclusivity are considered critical not only to assess progress and plan the future, but also to celebrate accomplishments.

Among others, the forum intends to achieve the building of relationships that encourage cross-country learning, working together to find ways to bolster individual efforts for reforms that put citizens first.

LOCALIZING GLOBAL AGENDAS

Since its launching in 2011, the Open Government Partnership or OGP has engaged in a discourse about "localizing the global agendas."

In essence, it requires a two-way approach by which national priorities derived from global agendas are matched and shaped by local needs and priorities as determined by the local stakeholders.

Experiences have emphasized the importance of creating an enabling environment, which requires institutionalizing a legal or policy framework for reforms and financing initiatives that link global and local thrusts.

Also to speak are Mayor Sunduin Batbold of Ulaanbaatar City in Mongolia; Mayor Tri Rismaharini, Surabaya, Indonesia; Anano Tsintsabadze, Open Society Georgia Forum; Dr. Youngsook Nam, seceratary-general, WeGo; and Dr. Bernardia Irwati Tjandradewi, secretary-general, United Cities and Local Governments – Asia Pacific (UCLG-ASPAC).

The Bohol governor is the only from the ranks of Philippine local government to speak at the global forum, aside from being one of the only two invited Filipino speakers.

The Indonesian government fully sponsors the trip of Chatto, who will be accompanied by Bohol First Lady and Balilihan Mayor Pureza Veloso-Chatto

Yap had gone to all the barangays of his district while he was their solon.

He said it is now the turn of the barangay officials to come and see their new provincial capitol.

The governor is setting separate times to personally see the officials of the First and Second District barangays.

In his campaign rounds especially in the island barangays off Second District, Yap was appalled by the living condition of the people who have no access to care and facilities on health and sanitation, water, electricity.

For Yap, allowing neglect to continue consuming their human dignity is too much hurtful a mistake

GREED  UNLIMITED
By Luis Teodoro/ Businessworld/ 10.9.19

"In the Duterte budget, members of the House majority approved for themselves a P100 million bonanza each, and a P750 million bounty for each of the 22 deputy speakers whose posts Duterte ally Alan Peter Cayetano and his accomplices created to reward those who led the campaign to elect him Speaker.

But the same House majority also approved Mr. Duterte's cuts in the proposed budget of the Department of Education by some P21 billion, as well as P16.6 billion from that proposed by the Department of Health.

Charged with implementing the free tertiary education program, the Commission on Higher Education (CHED) budget was also cut by P11.7 billion.

If the national budget is any indication of regime priorities, as proposed by Mr. Duterte and as approved by the House, the message it is sending is that further enriching the alleged representatives of the people is first.

As Senator Panfilo Lacson pointed out, those worthies will get at least P100 million each in pork barrel funds that they may use for whatever purpose.

The same budget is also saying that Mr. Duterte now has over P2 billion more (for a total of over P4 billion) to do with as he pleases since intelligence and confidential funds are not subject to COA (Commission on Audit) oversight.

The same budget is also declaring that despite the perennial shortfall in classrooms and teachers in the public school system, the education of the country's young is of little or no concern at all to both Mr. Duterte and the ladies and gentlemen of the House of ill-repute.

It is also announcing, for the information of the entire country and the world, that they couldn't care less about enhancing and maintaining the health surveillance and vaccination system, despite the surge in the number of dengue and measles cases and the return of poliomyelitis to the country after more than 30 years.

The latter health issues, as almost everyone knows by now were partly created by the partisans of the Duterte regime's politicization of the Dengvaxia issue in 2017 by whipping up mass hysteria over the supposed dangers of vaccinations.

That campaign was led by a non-doctor with the connivance of certain government and media personalities.

Like their patrons, that sorry band was completely indifferent to the consequences of what they were doing as long as they could heap blame on the administration prior to that of Mr. Duterte's.

That episode only helps validate the conclusion that ONLY GREED, RATHER THAN PUBLIC INTEREST, citizen well-being, health or even safety, is what drives the dynasties, their collaborators and their agents who have monopolized political power for decades." (all caps mine, for emphasis)

Health and Food / Story Behind Founder of KFC
October 11, 2019, 05:28:45 PM
Reposted from FB
At age 5 his father died.
At age 16 he quit school.
At age 17 he had already lost four jobs.
At age 18 he got married.
Between ages 18 and 22, he was a railroad conductor and failed.
He joined the army and washed out there.
He applied for law school, he was rejected.
He became an insurance sales man and failed again.
At age 19 he became a father.
At age 20 his wife left him and took their baby daughter.
He became a cook and dishwasher in a small cafe.
He failed in an attempt to kidnap his own daughter, and eventually he convinced his wife to return home.
At age 65 he retired.
On the 1st day of retirement he received a check from the Government for $105.
He felt that the Government was saying that he couldn't provide for himself.
He decided to commit suicide, life wasn't worth living anymore; he had failed so much.
He sat under a tree writing his will, but instead, he wrote what he would have accomplished with his life. He realized there was much more that he hadn't yet done. There was one thing he could do better than anyone he knew. And that was how to cook.
So he borrowed $87 against his check and bought and fried up some chicken using his recipe, and went door to door to sell them to his neighbors in Kentucky.
Remember, at age 65 he was ready to commit suicide.
But at age 88 Colonel Sanders, founder of Kentucky Fried Chicken (KFC) Empire was a billionaire.
Moral of the story: It's never too late to start all over.
MOST IMPORTANLY, IT'S ALL ABOUT YOUR ATTITUDE. NEVER GIVE UP NO MATTER HOW HARD IT GETS.
You have what it takes to be successful. Go for it and make a difference.
