MANILA â€" President Duterte challenged 228 errant policemen to a gun duel as he showered them with insults and all kinds of expletives when they were presented to him in Malacañang on Tuesday.
The searing mid-afternoon heat was no match for Mr. Duterte’s profanity-laden outburst, which was shown live on national television and various social media platforms.
It was his strongest condemnation yet of irregularities in the Philippine National Police, which came to the fore with the kidnap-slaying of South Korean business executive Jee Ick-joo right inside Camp Crame, the national police headquarters.

“Are you angry at me? Wait until I finish my term as President. Let’s have a gunfight. Leche kayo,” a fuming mad Mr. Duterte told the policemen.
“I will not think twice. You will be the next victims of extrajudicial killings. That’s true,” he warned them in a 13-minute dressing-down.
With their heads bowed, the PNP personnel, including some with bulging stomachs, silently stood in squad formation while their Commander-in-Chief was berating them in front of the media in a virtual shame campaign employed by embattled PNP Director General Ronald dela Rosa.
“Don’t dare me to a gunfight (because) I will not back down, you sons of bitches,” Mr. Duterte said in a raised voice. “Wait for me. Six years from now we will see each other again. As I have said, I’m not a weak leader chosen by the rich in Metro Manila. I was voted by the people.”
Dela Rosa, who was assailed by some lawmakers for using the erring policemen for a media stunt, said he presented the PNP personnel to the President as part of the efforts to weed out scalawags from their ranks.
“As I have said, I will do anything to clean the PNP. I don’t care if they will be put to shame. If they are embarrassed, I am more embarrassed because I am the (PNP) chief. It means I’m a bad egg like my subordinates,” Dela Rosa told reporters.

Doctors in Chennai, India, faced one of their biggest challenges when they operated on a patient and removed a live cockroach from her skull.
According to The New Indian Express, a 42-year old woman was admitted to the hospital on Wednesday after she felt “strange” sensations around her nose and eyes. Before she experienced the symptoms, she recalled that an insect crept into her nostril, making its way inside her head. She tried to blow her nose to free the cockroach but it successfully climbed up her nose.
The results of her nasal endoscopy displayed the menacing cockroach sitting on her skull between her eyes for 12 hours.

“This is the first such case I have seen in my three decades of practice,” Dr. Shankar of the Stanley Medical College Hospital told the news site.
The woman said that before she approached the doctors for help, she suffered from burning sensations and inexplicable pains.
“I could not explain the feeling but I was sure it was some insect. There was a tingling, crawling sensation. Whenever it moved, it gave me a burning sensation in my eyes. I spent the entire night in discomfort, sitting up and waiting for dawn to go to Stanley hospital after getting the reference of a doctor from my employer,” she told local news sites.

Times of India reported that the bug clung to the tissues even if it was vacuumed with a suction apparatus. “It was alive. And it didn’t seem to want to come out,” said Shankar. “We had to use a combination of suction and forceps to finally pull it out.” After 45 minutes, the live cockroach finally came out from the abyss.
It was also the first time the doctors from the said hospital removed a “huge” insect from a human head

It's unclear if the 378 erring Philippine National Police personnel will be made to eat the water lilies blocking President Duterte’s tugboat on its five-minute run across the Pasig River from his Bahay Pangarap rest house to his office at Malacañang Palace.
That’s what Mr. Duterte said he would do to these policemen accused of minor infractions when he scrapped at the weekend an order by PNP Director General Ronald “Bato” dela Rosa that they undergo retraining at the Subic “values leadership training school.”
“The retraining is canceled. I am countermanding the order of Bato. They report to Malacañang. You know why? I need to clear the Pasig River. My tugboat can’t pass through because of the water lilies. I’ll make them eat it,” the President said.

Directive to PNP
In an interview at Camp Crame, PNP headquarters, in Quezon City on Monday, Dela Rosa said he was informed by Senior Supt. Felmo Escobal, the PNP liaison officer to Malacañang, of the President’s directive for these policemen to start cleaning up the heavily polluted river.
“I will bring them to Malacañang, make them do a formation in front of the President so they can start cleaning up Pasig River,” Dela Rosa said.
“The tugboat of the President when crossing from Bahay Pangarap to Malacañang always gets blocked by water lilies so we will let the policemen clean it up,” he said.
When asked by reporters, Dela Rosa did not say if the pesky hyacinths would be served as chow mein, only that the men would clean up the river.
The PNP chief, however, stressed that minor offenses, which range from frequent absences to tardiness, are not grounds for separation from the service, and policemen who commit these acts can still be rehabilitated unlike those who commit heinous acts.
These men, he said, are “beyond economical, moral and spiritual repair.”
“We consider these policemen as reformable unlike (those who committed) grave offenses,” Dela Rosa said, adding those accused of heinous crimes will be removed from the police organization.
Symbolic push-ups
Last week, Dela Rosa ordered seven policemen in Angeles City to do push-ups while berating them for their alleged involvement in an extortion case against three South Korean tourists, drawing criticism.
Sen. Panfilo Lacson, a former PNP chief, defended Dela Rosa. “The message is good. Push-up is symbolic and the cussing and everything, but it should go beyond that,” Lacson said.
The public is awaiting commensurate punishment for those who have strayed, he said.

World Daily News / Trump advised to do a Duterte
February 07, 2017, 11:01:31 AM
Some White House advisers of President Donald Trump want the controversial US chief executive to “do a Duterte” in dealing with terrorists and drug dealers and bringing down the crime rate in America.
I got this information from an American friend who has access to the White House.
In a phone conversation I had with him last week, my friend said many of Trump’s close advisers admire Mr. Duterte’s way of dealing with criminals and drug dealers.

“Knowing Trump, I’m sure he will follow the advice of his advisers,” my American friend who is from California said.
The advisers of the new but controversial US president know that the peace and order situation in the country has considerably improved since President Digong took over, according to my friend.
A frequent visitor to Manila, my friend had predicted that if Trump got elected to the White House, he and President Digong would become good friends.
“Both are straight talkers and doers, Mon,” my friend said.
My friend informed me Trump had invited President Digong to his inauguration and even asked me to accompany our Chief Executive because he would give me a tour of the White House.
(Mano Digong didn’t accept the invitation, saying he didn’t want to set foot in the United States.)
There goes Philippine National Police Director General Ronald “Bato” dela Rosa with his clownish antics again!
The PNP chief berated in front of TV cameras Pampanga policemen for abducting and extorting money from some Koreans in Angeles City months ago.
To top it off, Bato ordered the errant cops to do push-ups as punishment.
The policemen’s shenanigans surfaced after the kidnapping of Korean businessman Jee Ick-joo by antinarcotics cops who killed him inside Camp Crame in October.
Giving policemen who commit heinous crimes light punishment is like encouraging them to carry on.
Bato might as well have whispered to the errant cops: “Gawin ninyo uli, mga bata (Do it again, boys).”
Bato was playing to the media to boost his reputation as a funnyman, the first PNP chief in history to consider the post a circus stunt instead of a serious job.
It’s surprising why Bato still remains at his post despite all his boo-boos.
Environment Secretary Gina Lopez’s order to close down 23 mines should send a strong message to mining companies that the present dispensation won’t tolerate the destruction of the environment over economic gains for the country.
Lopez, a longtime environmentalist, ordered the closure of the mines for operating in watersheds.
“You cannot have any kind of mining operations in a watershed. Water is life,” she said.
Her appointment as environment chief was among the President’s wisest decisions.
Unlike her predecessors, Lopez can never be bribed by big business.
Although she belongs to the wealthy Lopez family which owns ABS-CBN, Gina doesn’t care about money, being a former Buddhist nun.
Years ago, she panhandled in India for her faith.

The shift to federal form of government espoused by President Rodrigo Duterte has been lobbied before large-audience fora and has gradually gained acceptance.

Board Member Romulo Cepedoza, president of the Liga ng mga Barangay (Bohol Chapter) said the idea earned positive response from the attendees. The confab opened last Wednesday with DILG Sec. Sueno as keynote speaker.
Cepedoza lauded the good attendance of the baragay leaders as 1,084 showed up out of the 1,109 barangay captains

Lawyer Raul Lambino, lead convenor of PDU30-CoRe (Constitutional Reformers), first talked about the federalism form of government on August 16 last year during a forum intended for such purpose alone.

Lambino talked about the topic when he addressed barangay captains during last week’s Liga gathering.

The forum on the topic last year was attended by mayors and vice mayors in the province, representatives from non-government organizations, civil society organizations, academe, religious organizations, and government offices.

Lambino declared during such forum that “the seed of federalism had been planted in Bohol” (figuratively).

Lambino’s talk during the Liga Congress last week was actually a sequel in the information campaign for the shift from Unitary form to Federal form of government in the Philippines.

PDU30-CoRe projected that the new form of government will take shape either in the last three years or the last year of the Duterte administration.

Lambino admitted though that the process won’t be as easy as creating a province or municipality or town.

Shifting to federalism involves “creating new states within a state in federalism,” Lambino said.

The Duterte administration may just be able to have it gradually taking form, and it would actually be established after the present administration.

Lambino explained they could only limit themselves to what are doable at this time.

This is why they call their cause “sowing the seed of federalism”.

Significant change might take 10 to 20 years to process, especially that the system of democracy is a controlling factor where a concept in governance has to be decided and be acceptable by the majority.

AUTONOMY OFLGUS

Lambino explained that in a federal form of government, there is greater autonomy of the local government units.

Establishing states within a state will reduce the dictating tendency of a president, thus producing the advantage of having people benefiting from the service of an honest and competent leader but less affected by any harm that a bad leader can do.

The places to be regrouped based on contiguity and common customs, for example, will be capacitated to design their economic agenda as a state that maybe distinct from another area though in consonance with the encompassing principles adapted by the federal government.

This will address the so-called Imperial Manila setting.

It will facilitate faster decision-making, more political stability, more power over funds and resources, promotion of specialization, and most of all, it naturally decongest Manila.

It will bring government closer to the people, and encourage competition just as Duterte had promised during the campaign, according to Lambino.

This impressed the  barangay captains who attended the three-day Provincial Liga ng mga Barangay Congress last week.

The Catholic Church finally formalized its condemnation on the alleged extra judicial killings happening in the midst of the war against drugs while citing the reign of terror in many places of the poor.

This was contained in the pastoral letter of the Catholic Bishop’s Conference of the Phils (CBCP) issued yesterday and to be read in Holy Masses nationwide today.

The CBCP pastoral letter signed by Archbishop Socrates B. Villegas cited that the Church is one with the nation in bringing change. However, it stressed “change must be guided by truth and justice,” while citing that the Church stands for “basic teachings rooted in our being human, our being Filipino, and our being Christian.”

Commenting on the pastoral letter, newly installed Bishop Alberto Uy of the Diocese of Tagbilaran told the Chronicle that it does not mean that the Church is against Pres. Rodrigo Duterte. In fact, Bishop Uy, together with Talibon Bishop Daniel Patrick Parcon actively participated in the formulation of the Drug Rehabilitation Program (Without Walls) which was approved during the joint meeting of the Prov’l Peace and Order Council and Prov’l Anti Drug Council held at the Governor’s Mansion last Tuesday.

Gov. Edgar Chatto who presided the meeting lauded the “Talibon experience” initiated by the two bishops in a genuine community effort in the drug rehabilitation program involving the cross section of society and even the various religion whose representatives were also present during last Tuesday’s meeting.

Commenting on the life of those afflicted with drugs, the CBCP said the “opportunity to change is never lost in every person” as God is merciful.
The Church committed to “work together to solve the drug problem and work for the rehabilitation of drug addicts citing that “every person has a right to be presumed innocent until proven guilty.”

“We will help drug addicts so that they be healed and start a new life,” the CBCP stressed while assuring that the Church will “stand in solidarity and care for those left behind by those who have been killed and for the victims of drug addicts.”

In denouncing extra judicial killings, the Church stressed that the life of every person comes from God, and thus it is only God alone who can take it back.
“Not even government has a right to kill life,” the CBCP said.

The pastoral letter said “a wrong doing cannot be corrected by doing another wrong.”

The Church leaders who have been attacked several times by Pres. Duterte posed a challenge to “solve the poverty of the majority which can be addressed once permanent work and sufficient wages be given to the workers.”

While the bishops’ group admitted that the Church is not an exemption of its own weaknesses, it will not stop them from speaking out the morality behind the issue as “we are all brothers and sisters responsible for each other.”

The pastoral letter ended by stating “let us not allow fear to reign and keep us silent.”

SUSPENDS “OPLAN TOKHANG”

The CBCP pastoral letter came barely a week after Pres. Duterte ordered the suspension of “Operation Tokhang,” an anti-drug campaign which generated praises from several sectors except on the reported extra judicial killings.

In a random phone/text survey conducted by the top rated “Inyong Alagad” program of station dyRD last Wednesday, 88% of the respondents did not favor the suspension for fear that the drug problem might escalate anew.

Majority of those who objected the suspension said the manpower of PDEA will never be sufficient to control the drug problem, unlike the PNP which has numbers in terms of manpower.

The respondents of the radio survey likewise called on the authorities to expedite the investigation of the erring cops allegedly involved in questionable drug operations in the entire country.

By JUNE S. BLANCO     INABANGA and Buenavista towns in northern Bohol stand to have their ports improved this year. This after Rep. Erico Aristotle Aumentado (Bohol, 2nd District) inserted funds for the purpose in the 2017 General Appropriations Act (GAA). Aumentado said a new and bigger P50-million port will be built for Inabanga in barangay Uog. This will replace the existing one which is behind the public market in barangay Tungod. The seawater off Uog is deeper. He said this augurs well for larger pump boats and motorized bancas. This will make regular the trips to Cebu and back. Many residents and store-owners buy provisions and stocks from Cebu rather than go on land trips to the capital Tagbilaran City. The solon, however, vowed to secure additional funds for this port when he returns to Manila, as this is a new construction, not just an improvement. On the other hand, also in the GAA is P40 million for the improvement of the Buenavista fishport. Of the three congressional districts in Bohol, the 2nd District has the most islands and islets. This means islanders travel a lot by sea to buy from the mainland or from Cebu, their needs at home or in school, or to bring patients to hospitals. Aumentado said the improved ports will also improve travelling conditions for the islanders and their cargoes. Meanwhile, the medical team of the Faces of Tomorrow arrived yesterday morning for a week-long surgical mission to correct cleft lips and cleft palates as well as perform general dentistry. Aumentado led the welcoming delegation at the Tagbilaran City Airport...

The wallets, fans, and key holder samples were created by Rowena, Telyz, and Angelita â€" all members of a women’s group in Barangay Cogon in Tagbilaran, Bohol. The souvenir items were made from used plastic shopping bags and snack wrappers. The women were trained by a 27-year old Japanese volunteer Chisato Kanno dispatched under the Japan International Cooperation Agency’s (JICA) Japan Overseas Cooperation Volunteers (JOCV) Program. “Bohol has a thriving tourism industry, but waste management is a challenge. I am introducing a system to the community on recycling plastic, and creating products that they can sell for income,” said Kanno. With help from JICA, Bohol’s local government, Department of Trade and Industry (DTI), Department of Education (DepEd), and barangay Cogon, an upcycling facility project was launched in Tagbilaran, the first of its kind in the Philippines to use digital fabrication equipment. “Upcyling” is converting unwanted objects like plastics into usable ones without degrading its quality. In Tagbilaran City, about 10 tons of waste materials, particularly plastic shopping bags are discarded on average. Through upcycling, waste materials like plastic are collected then washed and cleaned. The plastic materials are cut and pressed using a machine to form new plastic sheets that are then transformed into new products. The heat press machine was designed by another Japanese volunteer dispatched in Bohol’s Department of Trade and Industry, Shiro Takaki. Takaki assembled the upcycling equipment using a previous JICA-assisted project and the country’s first fabrication laboratory in Bohol. Through the project, women of Barangay Cogon saw how trash could be redesigned to become someone else’s treasure, while helping low-income families.

CANDIJAY, Bohol â€" A sinkhole about 1.5 meters deep and at least 1.5 meters wide appeared in the village of Boyo-an in this town following incessant rain last week.
The hole was believed to have been caused by rain water washing away the soil underneath.
A sinkhole is a vacuum or cavern beneath the ground or topsoil waiting for an occurrence of an earthquake or heavy rain to rupture.

Residents said the sinkhole first appeared in December last year with a size of a small ball when the incessant rain started. It gradually widened to at least 1.5 meters last week.
Local officials cordoned off the place after noting many people had gone there to look at the sinkhole.
At least 12 families are living near the sinkhole.
Vicenta Licong, 62, whose house is just a meter away from the sinkhole, said she could not sleep well since the sinkhole widened last week. Her daughter, Teresa, was also worried about the safety of her own two-year old daughter Anna.
So, whenever it would rain at night, they would sleep at her relative’s house for safety.
Jeryl Lacang-Fuentes, Municipal Disaster Risk Reduction and Management officer, said a team from the Mines and Geosciences Bureau (MGB) of the Department of the Environment and Natural Resources was assessing the sinkhole to determine if it posed a threat to the public.
“Initially, MGB identified it as cover collapse type of sink hole,” Lacang said. “It was noted that cavity is already present prior to the ground collapse.”
She said that MGB will inspect it the sinkhole further next week.
“There was an ocular inspection from MGB but they would be back next week with their equipment such as a ground-penetrating radar to further evaluate the sinkhole,” she said.
At least 11 families were evacuated last week to the Boyo-an Elementary Schoo as a precaution, according to Fuentes.
However, the Licong family were unwilling to leave their concrete house.
The sinkhole affected the barangay road that goes through Purok 1 to Sitio Cutan, making it impassable to motorists.
Fuentes said that it was not yet known how long the road would be closed, but motorists had been advised to avoid the area and diversion signs had been put in place.
The road may remain closed for several days, she said.
Several sinkholes started appearing after a magnitude 7.2 quake hit Bohol in October 2013. /atm

The chairman of the Provincial Board’s (PB) committee on peace and order and public safety expressed optimism over the continuation of the government’s anti-drug drive under the Philippine Drug Enforcement Agency (PDEA) and National Bureau of Investigation (NBI).

Board Member Ricky Masamayor said that he is confident in the agencies’ capability to continue the war on drugs as the Philippine National Police was ordered to stop carrying out anti-narcotics operations.

Masamayor downplayed speculations on the resurgence of illegal drug activities which have been ended by law enforcement agencies as he noted that the police will remain involved in the anti-drug campaign.

He said that policemen will coordinate with the PDEA and NBI as both agencies continue to go after drug personalities.

According to NBI Bohol executive officer Atty. Arcelito Albao, nothing has changed for the agency as they continue to conduct anti-drug operations.

For his part, SPO2 Herold Bihag of the Criminal Investigation and Detection Group-Bohol said that they will focus on arresting perpetrators of other crimes.

While policemen have been barred from conducting anti-illegal drug operations, they will go after wanted persons and intensify the drive against illegal firearms, Bihag added.

The Tagbilaran City traffic bureau is considering the implementation of a “one-way traffic loop system” as part of its bid to decongest several streets particularly in the central area of the province’s capital.

According to Tagbilaran City Traffic Management Office (CTMO) chief Tony Samante, they are planning to apply the one-way loop system along Gallares Street which is among the busiest roads in the city.

Heavy traffic has been reported in the said street particularly during rush hour as the narrow two-lane road leads to several establishments such as malls and hospitals.

Samante who projected that the system would ease traffic in the area urged the Sangguniang Panlungsod to study the CTMO’s proposal.

The traffic management official also noted that the system can also be implemented in other narrow streets in the central part of the city.

However, Councilor Eliezer Borja said that the one-way loop currently cannot be implemented due to several ongoing construction of roads in Tagbilaran City.

The immiediate implementation of the system would only worsen traffic congestion, added Borja.

The councilor said that the there is an ordinance on the loop system but was not implemented due to the repair of several roads in the city.

US President Donald Trump’s executive order on Friday halting the US refugee program for 120 days and preventing immigration from seven Muslim-majority countries has sent shockwaves across the globe, with both leaders and ordinary citizens from several countries expressing consternation and outrage over the order.

The seven Muslim-majority countries affected by the order are Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.

Although the Philippines is not included in the list, this ban has taken particular resonance among Filipinos not only because of the scale of immigration to the US from the Philippines but also the pronouncement on Monday of President Rodrigo Duterte that he would not “lift a finger” to help Filipinos in America who would be affected.

This may have caused inadvertent confusion and concern among many in the Philippines. Here’s what the order does and doesn’t do, and how it might affect Filipinos.

According to The Atlantic, an American magazine, the executive order applies only to non-US citizens. However, according to the magazine, the White House said that their Customs and Border Patrol (CBP) would have “discretionary authority” to question US citizens, including Filipinos who have acquired American citizenship, who will be arriving from the seven Muslim-majority countries covered by the ban.

The scope of the prohibition covers refugees waiting for resettlement in the US. In the case of refugees from Syria, they are prevented from entering the US “indefinitely.” Filipinos on any visa category can still enter the US because only citizens from the said Muslim-dominated countries are banned, so far.

Filipino green card holders are also not yet affected since only card holders from these countries traveling overseas are covered although these instances would be considered on a case-to-case basis, The Atlantic reported.

Filipinos holding dual citizenship could still breathe a sigh of relief because the order targets only those from the mentioned countries holding dual citizenship with another country. However, CBP personnel can question people not from the banned countries who hold dual citizenship based on their discretion.

This does not mean that the Philippines will not be affected in the future especially in light of reports indicating that the ban is likely to be extended to other countries and Trump’s statements when he was still campaigning for the US presidency.

During the campaign, then-candidate Trump promised that he would suspend immigration from states with a proven history of terrorism against the US and its allies. In August last year, Trump was criticized by Filipinos and Filipino-Americans after he proposed a ban on immigration from the Philippines which he included in his list of terrorist havens.

The Philippine inclusion in Trump’s list of terrorist havens seems to have a basis especially if the US State Department’s annual report on global terrorist activity is to be believed. In the report, the Philippines, specifically the southern areas of the country, was named as a terrorist activity haven together with Somalia, Mali, Libya, Egypt, Iraq, Lebanon, Indonesia, Malaysia, Afghanistan, Pakistan and Yemen.

If this happens, the Philippines will be significantly affected especially in terms of immigration and overseas Filipinos workers (OFWs) remittances.

According to an analysis by CNN, a total of more than 2.73 million nonimmigrant and immigrant visas were issued by the US State Department to citizens of countries that were either labeled “terrorist safe havens” (the category of the Philippines), “state sponsors of terror,” “nations where terror networks are based and operate” or “countries with active terror cells.”

Of the 2.73 million visas issued, more than 235,000 were issued to the Philippines, the second highest number among those on the list. These people are on top of the 3.5 million Filipino immigrants already living in the US in 2013, according to the Migration Policy Institute.

If Filipinos are barred from entering the US, this will have serious repercussions on the Philippine economy especially on the remittances of our countrymen working abroad. Latest data from the Bangko Sentral ng Pilipinas showed that from January to November 2016, $8.06 billion was remitted by Filipinos in the US, a figure that is 5.3 percent higher than the amount during the same period the previous year. This number might not include money coming from Filipinos who came to the US illegally. They are estimated to be numbering up to 300,000, based on Malacañang speculations.

The number of Filipinos who might not be allowed to enter the US should a policy be enacted and the ban’s impact on the amount of money sent home by Filipinos seriously warrant the government’s attention on this matter. Considering the impact of this on the economy, which is heavily reliant on remittances, as well as on the lives of Filipinos both in the US and in the Philippines, the government should have measures and programs in place to address the possible ramifications of Trump’s executive order. Simply stating that it “won’t lift a finger” is not enough.

One of the greatest rivalries in tennis history received another chapter Sunday night in Melbourne, Australia, as Roger Federer outlasted Rafael Nadal to win the Australian Open title, 6-4, 3-6, 6-1, 3-6, 6-3.

The win gives Federer his 18th Grand Slam title, the most by a man in the Open era. He had just returned from a six-month break due to a series of injuries. The title is Federer’s first since 2012.

Though Federer and Nadal have undoubtedly aged since their earlier matchups, and entered the tournament seeded 17th and ninth, Sunday’s match featured the spectacular tennis that has come to define their rivalry.

Featuring spectacular twists and turns, Federer and Nadal each competed for their respective legacies. Federer drew first blood, breaking early in the opening set and dropping just four points on serve to take an early lead.

But, just as it appeared that Nadal, 30, may have been drained from a marathon five-set semifinal win over Grigor Dimitrov, the Spaniard struck back with a renewed fire. Nadal went straight for Federer’s backhand, resulting in 15 unforced errors and allowing Nadal to quickly jump ahead and close out the second set.

Then it was up to Federer to respond to the challenge. The 35-year-old, competing for his 18th Grand Slam title, wasted no time, firing off winner after winner and racing to a rare 6-1 set victory.

Nadal fought right back with an efficient set of his own, denying Federer a chance to go home with the trophy early and capturing the momentum headed into the fifth.

In the decider, Nadal broke Federer early and all signs pointed to his 15th Grand Slam title. But, somehow, someway, Federer found his way back from the brink, breaking back down 2-3 in the fifth with a spectacular backhand winner followed by an errant forehand from Nadal. Seizing the moment, Federer quickly held at love and dug deep to break Nadal and serve for the match.

In what would be his final service game, Federer staved off two break points and won courtesy of a controversial forehand winner that was challenged by Nadal, but was ultimately called in.

The win was Federer’s first over Nadal in a Grand Slam since the 2007 Wimbledon Final. Nadal came into the match with a 9-3 head-to-head edge in Grand Slams.

The Department of Transportation and Communications has awarded the contract to build a new airport in Bohol, which is a popular tourist destination, to Japanese engineering giant Chiyoda and Mitsubishi Corp.

“We awarded (the Bohol airport contract) to Chiyoda-Mitsubishi. This is an ODA (official development assistance) loan and JICA (Japan International Cooperation Agency) rules of procurement. Every step of procurement process required JICA concurrence,” DOTC secretary Jun Abaya said.

The project involves the operation and maintenance of the P2.34 billion new Bohol airport that will replace the existing Tagbilaran Airport. It will be operated under a public-private partnership.

Chiyoda and Mitsubishi will undertake the operation and maintenance of the airport and  provide additional facilities and other necessary improvements.

They will also provide the necessary capital investments to upgrade the capacity of the airport facility in terms of passengers, freight and Air Traffic Movement (ATM).

The airport is expected to be completed in 2017.

Makati Major Jejomar Erwin 'Junjun' Binay Jr also hits the 'excessive and unnecessary show of force' by police deployed in the city hall area, calling it 'quasi-martial law'
MANILA, Philippines â€" The camp of Makati Mayor Jejomar Erwin "Junjun" Binay Jr filed a petition with the Court of Appeals (CA) on Tuesday, March 17, to cite Interior Secretary Manuel Roxas II in contempt for refusing to honor a court ruling stopping the suspension of the mayor.

Also included in the petition for contempt are:

DILG National Capital Region Director Renato Brion
Police chief director Carmelo Valmoria
Police chief superintendent Henry Ranola
Police senior superintendent Elmer Jamias
Makati Vice Mayor Romulo Peña
The Binay camp earlier hit the Department of the Interior and Local Government (DILG) for insisting that the suspension order it served against Binay early Monday still stands.

The DILG said that the suspension order was served hours before the CA issued a temporary restraining order (TRO) stopping the suspension order issued by the Ombudsman last week.

The appellate court's resolution also came just hours after Vice Mayor Romulo Peña had already been sworn in as acting mayor.

"The order of the Ombudsman has already been carried out; hence, there is nothing to restrain," the DILG said, adding that it would refer the matter to Justice Secretary Leila de Lima for further clarification.

Ombudsman Conchita Carpio-Morales echoed the DILG's position on Tuesday, saying that that the matter is now "moot and academic" since the suspension had been served by the DILG.

But Rico Quicho, spokesman for Vice President Jejomar Binay, earlier said the DILG must respect the CA ruling.

He added that neither the DILG nor the justice secretary could claim the proper interpretation of the CA decision.

"DILG as part of the executive branch implements the law. It has no power to interpret it, which is solely vested in the judiciary," Quicho said.

He added: "Even the secretary of justice cannot arrogate upon herself the proper interpretation of the Court of Appeals' Decision. To do so would clearly undermine the jurisdiction of the Court of Appeals."

The TRO will be in effect for 60 days while arguments on the legality of the 6-month preventive suspension order is being heard.

The hearing of the application for the issuance of a writ of preliminary injunction has been set on March 30 and 31. A writ of preliminary injunction will extend the TRO indefinitely.

The Ombudsman's order stemmed from a complaint over allegations of irregularities in a contract related to the construction of a Makati city building.

Martial law?

On Tuesday, Binay hit the DILG for insisting on its own interpretation of the court ruling, which in effect means that the DILG still considers Peña the acting mayor of Makati.

Binay said it is not part of the DILG's mandate to interpret the court's orders.

He added that the DILG was defying both the court order and the will of the Makati voters who elected him to office.

“I was overwhelmingly elected by the people as their Mayor in the last election. Let us respect their will," he said.

“I am the Mayor of Makati, and I will see to it that our constituents will not be deprived of the services and benefits they deserve from their government,” he added.

Binay also hit DILG Secretary Manuel Roxas II for the deployment of hundreds of heavily-armed police personnel to secure the city hall area.

Binay likened the "excessive and unnecessary show of force" to a "quasi-martial law."

He also questioned if it was necessary for Senior Superintendent Elmer Jamias, ground commander at the city hall complex, to go around the premises with armed troops.

“Is it really necessary for Colonel Jamias to go around City Hall premises with armed PNP personnel? They should stop pretending that they are here to maintain peace and order,” Binay said.

Meanwhile, the mayor's sister, Senator Nancy Binay, posted a photo on her Twitter account showing rows of police officers massing in the area.

"Walang peace and order problem sa Makati, Sec. Mar. Pakideploy lang po sila sa mga lugar na mas kailangan sila," she wrote.

(There is no peace and order problem in Makati, Secretary Mar. Please deploy them in areas where they are needed.)

The Philippine National Police (PNP) however denied there was "overkill" in the deployment of police personnel.

PNP spokesperson Chief Superintendent Generoso Cerbo Jr said the police officers were deployed to ensure peace and order.

The Binays have maintained that the suspension order against the Makati mayor was the latest political ploy to derail the 2016 presidential bid of their father, Vice President Jejomar Binay.

The DILG secretary is widely perceived to be the elder Binay's rival in the 2016 polls.

You probably cross your legs at least once while you’re having dinner, working at your desk, or pretty much any time you sit down. Odds are, you don’t even realise you’re doing it â€" you just sit and cross one leg over the other, like you’ve done for years.
But experts say you might want to rethink that habit: Crossing your legs can actually have some negative health effects. Here’s what you need to know:
It Causes Back And Neck Pain
In a perfect world, you’d sit facing forward with both feet planted squarely on the floor. Unfortunately, that rarely happens. Most of us shift our weight around, lean to one side or the other, or, yup, cross our legs.
According to orthopedic physical therapist Vivian Eisenstadt, crossing your legs is just asking for back and neck pain. Sitting with your legs crossed puts your hips in a torqued position, which can lead to the rotation of one of your pelvic bones, she explains. Since your pelvis is the base of support for your spine, it puts unnecessary pressure on your neck and lower and middle back when it’s rotated and unstable. And the longer you sit with your legs crossed, the more pressure you put on your spine, which increases the odds you’ll develop an issue.“Days and weeks of doing this are one of the main reasons we have back and neck pain, as well as herniated discs,” she tells Yahoo Health.
While it’s unrealistic that you’ll have perfect posture every time you sit down, she recommends sitting with your knees and ankles at 90 degrees with your pelvis balanced whenever possible.
Related: 8 Everyday Things That Cause Pain
It’s (Possibly) Linked To Spider Veins
No one wants spider veins, but they happen â€" according to the U.S. Department of Health and Human Services, about 55 percent of women and 45 percent of men in the U.S. have them.
The medical community seems to be divided on the link between crossing your legs and spider veins. While some doctors say spider veins are solely caused by genetics, pregnancy, sun exposure, and frequently standing or sitting for long periods of time, others like Hooman Madyoon, MD, a cardiologist at Cedars Sinai Medical Center who specializes in the treatment of venous diseases, tells Yahoo Health that there is an indirect link between the two.He explains how it works: Crossing your legs increases the pressure on your veins that are responsible for returning blood back to your heart. The pressure of one leg on top of the other impedes your blood flow, which can weaken or damage the veins in your legs. If the veins are damaged or weakened, the blood can leak into them and collect there, causing spider veins or exacerbating existing ones.
It Elevates Your Blood Pressure
It’s surprising, but true. Crossing your legs at the knee can temporarily cause your blood pressure to go up.
Here’s why: The blood in your legs has to be pumped back to your heart against gravity, explains Madyoon. That’s already a tough enough task for your body, but when you cross one leg over the other, it increases resistance to the blood flow. As a result, your body has to increase your blood pressure in order to push your blood back up to your heart.
You usually won’t feel any symptoms when your blood pressure goes up, but repeated, drawn-out increases in blood pressure can cause long-term health issues. So, planning to sit for a long period of time? Don’t keep your legs crossed.

Purefoods star import Daniel Orton is now under the microscope after his subpar performance against PBA expansion team KIA Motors on Wednesday night.

But what actually drew the ire of several basketball fans was not his below average scoring output. Orton is now in trouble after his post-game rant wherein he called Manny Pacquiao’s foray into basketball “a joke.”

“That’s (Pacquiao playing) a joke, part of the joke I’m talking about,” he said in Richard Dy’s report to Spin.ph.

Orton was also irked by the way the referees handled the game, which saw him drawing several fouls.

Saddled with fouls, he wasn’t able to defend KIA’s Peter John Ramos inside the paint, and this allowed the Carnival to take a 95-84 victory against the Hotshots.

Orton was only able to contribute 6 points and 3 rebounds in 19 minutes.

PBA Commissioner Chito Salud has summoned the Purefoods import for his outburst, according to Alder Almo’s report in the Philippine Star.

The NBA veteran is scheduled to meet Salud on Friday at 1 p.m. to explain his side.

“Before the game, I was looking forward to it (matchup with Ramos), because I’m a guy who likes to battle it at the post,” said Orton. “They (referees) really took the game that I know and love and made it into a mockery tonight.”

Then he took it out against Pacquiao.

“Professional boxer? Yeah. Congressman? Alright. But professional basketball player? Seriously? It’s a joke,” said Orton, the 29th overall pick in the 2010 NBA Draft.

Meanwhile, Purefoods Governor Rene Pardo clarified that Orton’s outburst doesn’t reflect the team’s stand regarding their defeat.

"His statement does not reflect the sentiment of the team," said Pardo in a separate Spin.ph report. "In fact nagkamayan pa nga kami ni Cong. Manny after the game."

He also confirmed that Purefoods coach Tim Cone cancelled the Hotshots' team practice after their second straight defeat.

"Siguro para makapag-isip-isip muna lahat ng mga players," Pardo said.

CEBU -- Authorities have arrested three of at least five suspects involved in the killing of a German national, and hurting two other foreigners at a fast food outlet in Barangay Tabunok, Talisay City in Cebu.

Henry Haffiner, 31, was brought to Chong Hua Hospital in Cebu City, where he was declared dead on arrival, while those who were injured were Julian Millard, 31, a French man, and Cheten Saparaiya, 32, an Indian national.

Supt. Carmelo Dayon, city police chief, identified the arrested man as Allan Velos. He was arrested inside his residence at Barangay San Isidro, Talisay City last Friday, 14 hours after the shooting incident.

Velos denied his involvement in the crime, adding that he was just inside his house when the shooting incident happened.

Haffiner's fiancee, however, identified Velos as one of the gunmen. Two other witnesses also positively identified Velos.

Two other suspects were also arrested on Saturday.

Rizzi Ramirez, 21, admitted that he was the one seen at the closed-circuit television (CCTV) video footage wearing a white sleeveless shirt.

He also admitted that he fired the gun thrice, resulting in the death of the German, after a certain person named Tata asked him to join the group.

Ramirez said he will cooperate in solving the case.

Another suspect, Roger Cale, was detained at the Criminal Investigation and Detection Group (CIDG). He also denied the allegations, as well as his involvement in the shooting incident.

The police are forming a task force that will investigate the case while search for the rest of the suspects continue.

Floyd Mayweather Jr. Published in Boxing

Delikado si Floyd Mayweather kay Manny Pacquiao.

Ito ang pag-aanalisa ni former four division world champion Juan Manuel Marquez sa magaganap na 12-round unification match at itinuturing na ‘fight of the century’ sa Mayo 2.

Ani Marquez, ngayon pa lamang makakatapat si Mayweather (47-0) ng boksingerong may ‘speed at aggressive at may power’.

“It’s a very dangerous fight [for Mayweather], because he has not faced any opponent with the speed or aggression of Pacquiao, and in this case also with power. Mayweather has not faced an opponent with these characteristics.”

“We know that Manny Pacquiao is not at his best, but he is coming in with a lot of motivation, with a lot of hunger, but the level is not the same. After that big knockout in 2012, a fighter’s mind can change. A big punch to the jaw and he can relive those moments of 2012. Hopefully this does not happen and it becomes a great fight for the fans who have waited, but in the end Floyd Mayweather and Manny Pacquiao are not at their best,” lahad ni Marquez sa panayam ng El Golpe a Golpe sa Mexico.

“I’m not saying they are not [great fighters]. Floyd Mayweather is considered the best pound for pound, followed by Manny Pacquiao, but what I am saying is they are not at their best -- athletically speaking -- because that fight should have happened three years ago -- but it remains as an interesting fight that all of the fans want to see,” lahad pa ng Mexican fighter.
