Kong Vessel of the Year ning barkoha for three consecutive years, this must have been a great boat!

The Vessel of the Year Award is a mere exaggeration in trade.  I've been traveling a lot (inter-island only) and almost all vessels claim that at some point in time they have been the vessel of the year. Bisan mosakay mo sa Tubigon, ang mga barko diha naay gi display nga plaque as Vessel of the Year Award.

Nograles might be kicked out from his speakership post if he will do that in PGMA's time. The Go family who owns Sulpicio Lines, Gothong Lines, and Lorenzo Shipping are very close to PGMA.

We can have a clearcut policies but the question is if we can follow through in the implementation.  Mag unsa man naay policies unya di i tarong pag implement.

Yes, modernize the Phil. Coast Guard and change its name to something better or more relevant.  Coast means, "shoreline".  So they are only guarding the coastline.  Busa og naay malunod sa lawod wala silay labot!

Di ba kung naay bagyo, dili man unta na tugotan sa Coast Guard nga molarga ang barko?

Dili jud unta. But if the captain pays the SOP of 20.00/passenger based on the official manifest, palargahon  sila sa coast guard.  So for this trip, ang coast guard sa Manila nakasapi og at least 14,000.00 for the 700 manifested passengers. Haraw!

Profile
Anthony's wealthy family wanted him to be a great nobleman, but for the sake of Christ he became a poor Franciscan. Priest.
When the remains of Saint Berard and his companions, the first Franciscan martyrs, were brought to be buried in his church, Anthony was moved to leave his order, enter the Friars Minor, and go to Morocco to evangelize. Shipwrecked at Sicily, he joined some other brothers who were going to Portiuncula. Lived in a cave at San Paolo leaving only to attend Mass and sweep the nearby monastery. One day when a scheduled speaker failed to appear, the brothers pressed him into speaking. He impressed them so that he was thereafter constantly travelling, evangelizing, preaching, and teaching theology through Italy and France.
A gifted speaker, he attracted crowds everywhere he went, speaking in multiple tongues; legend says that even the fish loved to listen. Wonder worker. One of the most beloved of saints, his images and statues are found everywhere. Proclaimed a Doctor of the Church on 16 January 1946.

VICE GOV. HERRERA'S LETTER
TO MAYOR DAN LIM

Obiter Dictum
By: Dandan Bantugan
Bohol Chronicle
June 1, 2008

As we promised in this corner last Wednesday, we are re-printing here in full the letter of Vice Gov. Julius Caesar F. Herrera dated May 22 to City Mayor Dan Lim which is self-explanatory.

* * * * * * * *

"Dear Mayor Lim:

This is to acknowledge receipt of your letter dated May 16, 2008 re: privilege speech delivered by Board Member Alfonso Damalerio II.

I deeply regret that such an incident took place in the halls of the Sangguniang Panlalawigan during my absence. I firmly believe in the importance of inter-branch courtesy in the disposal of our duties and responsibilities as government officials.

Genuine service is best practiced when proper decorum and respect is upheld at all times.

It saddens me that this unpleasant event happened at a time when the public seeks to see more collaborative efforts among LGUs and its officials. This may be a personal privilege for Board Member Damalerio but I assure you that the Sangguniang Panlalawigan as a collegial body shall remain to espouse the principles of mutual independence. In the same manner, the Sanggunian likewise extends inter-parliamentary courtesy to the Sangguniang Panlungsod of the City of Tagbilaran.

As Presiding Officer, it is my duty to uphold the integrity of the Sangguniang Panlalawigan at all times. Hence, I shall ensure that adverse incidents of this nature will no longer happen in the future.

We hope that this will finally put the issue at rest. Thank You."

* * * * * * *

With this laconic elucidation of the vice-governor, with put the issue to rest. We also had the letter-reply of Board Member Ae Damalerio to our privilege speech sent to archives during our regular session last Monday.

If we have to make further comments on his letter which was copy furnished to all members of the city sanggunian, the verbal calisthenics will not end.

So we have to close the verbal wrangling fueled by some media hacks and better come up with concrete solutions to the city's drainage problem. Amen.

Obiter Dictum
By: Dandan Bantugan
Bohol Chronicle
May 28, 2008

Shortly after we delivered our privilege speech in reply to the privilege speech of Board Member Ae Damalerio, we have been subjected to a barrage of text brigades and media attacks giving more emphasis on our threat to pass a resolution declaring him persona non grata instead of the substance and purpose of our privilege speech.

Our absence during the meeting of the Committee of the Whole last Friday was also given malicious undertones. No matter how we shall offer justification to our absence, the same would not be given merit as we have been prejudged.

The rationale behind our privilege speech was simple: that we have to answer Damalerio's tirade about the city government's alleged inaction over the city's drainage problem. Otherwise, it would have been a case of admission by silence.

* * * * * * *

In fact, most of our colleagues disagree with Damalerio's allegations in his privilege speech. We also emphasized in our privilege speech that it was our personal belief and conviction that Damalerio owe an apology to the city officialdom.

It is our considered opinion that while it may be a right of every citizen to criticize or offer assistance to a public concern like the drainage problem, this does not merit a privilege speech in the halls of the Sangguniang Panlalawigan more so with Damalerio who is a known protégée of Cong. Edgar Chatto, whose brother-in-law, Vice Mayor Jose Antonio Veloso is at odds, politically speaking, with City Mayor Dan Lim.

But our responsive action is now used as an instrument to project a media war down to the level of character assassination not to mention the text brigades and black propaganda against us. We humbly admit that we do not have the same media prowess and resources to turn the tables in our favor.

* * * * * * *

Unrelenting, our good friend Board Member Ae Damalerio sent a letter to all the members of the Sangguniang Panlungsod through Vice Mayor Veloso which was read during our regular session last Monday.

After hearing the contents of his letter, we felt that his reaction had already gone too far, i.e. by comparing the Balilihan market with the Agora, that he garnered 3,000 more votes during the last elections even if we ran in different positions and that we are a "loudspeaker" (one of our colleagues quipped: "Look whose talking") and the like.

In closing, Damalerio stood firm that he would not seek an apology. He said he would only do so if it would solve the drainage problem. Fine, we have to respect his stand even if as far as we are concerned, damaged has been done.

* * * * * * *

Let it be stressed here that we are not taking the bait of promoting a hate campaign between Board Member Damalerio and this writer. In the first place, we belong to different levels, whatever that means.

Second, we are just consoled with the letter of Vice Gov. Julius Caesar F. Herrera to Mayor Dan Lim copy furnished to all the members of the city sanggunian which we shall print here in full on Sunday.

In the meantime, we moved at the end of our regular session last Monday, which was duly second and unanimously approved, to have Damalerio's peppery letter, be lovingly consigned to the archives. End of story.

Now seeking government help, an overseas Filipino worker (OFW) is jailed allegedly for bribing the police in his desire to drive in Jeddah, Saudi Arabia.

His case is undergoing investigation by the Jeddah Investigation and Surveillance Office (JISO) while the migrant worker remains detained.

OFW Reynaldo Exclamador wished to get a valid driver's license in Jeddah. He took a driving test given by the Arab authority last April 18 but failed.

Exclamador allegedly tried to "bribe a police officer so he could be issued a driver's license."

The OFW, said to be a good man, is an uncle of DYTR Manager Lito Responte, the CHRONICLE gathered from the office of the solon where it also secured a copy of the consulate letter-report.

This is another tragic fate of an OFW hero.
Kung didto pa lang ni siya sa ato ga drive wa jud problema kay gani akong amigo nga usa ray mata, nakakuha man og "professional driver's license" from the LTO.

Tagbilaran has never been a second class city yet.  So far THIRD CLASS pa lang. Here's the list from the NSCB.

olintaha,

I gather from Graz's reply that you are a lawyer. Busa diay naa jud tumong imong mga opinyon, bearing the legist's wisdom. Di man siguro kaayo ni O.T. kay this inquiry has something to do with the problem of marital discord, which is rampant among Filipina spouses of Japanese nga kasagara marriage of convenience. The trend here is that when these Filipinas acquire their permanent residency, they divorce their Japanese husbands and remarry a Filipino who is supposedly their true love. Naay pud uban nga gusto magminyo ug Hapon pero dili makakuha ug Certificate of legal capacity for marriage kay minjo naman sa ato. Especially for overstayers, who are called "bilog" here from the initial letter "O" (otherwise known as TNT in the US), marriage to a Japanese is the fastest route to legitimize their stay. I have inquiries on annulment from these Filipinas who have previous marriages in the Philippines. Do you handle cases like this? Unya naa pud ko'y mga kliyente nga naay problema sa ilang NSO documents--correction of discrepancies, etc.--hilabina ning mga Japanese descendants. I'm just wondering if you are familiar sa mga pasikut-sikot aning mga kaso. It would be good to help these people with legal options before they wheel themselves off the road into desperate actions such as what happened in this ill-fated case.

Benne san,
Nabisto na diay ko ani?  Btaw, i will treat your inquiry in my personal mail at attyahat@gmail.com.

Nice kaayo inyong rule, Joy!

Korek, Atty!  Gugmang gi atay!  Pero bya, as decent human beings, dapat mopatigbabaw unta ang atong capacity to reason out things na naay mga tawo na masakitan so dapat dili patuyangan ang gugma'ng gi atay!

This is what one opinion-maker said that, our infrastructure development is corruption driven. Take away the SOP thing and no congressman will ever think of infrastructure projects.  So the more infra projects, the better for the congressman.  Perhaps this may be our price for selling our votes to them during election.
#125
Talibon is the most likely candidate for cityhood, being the only 1st Class Municipality in Bohol.
Here's the latest clasification:
FIRST CLASS        :   TALIBON
SECOND CLASS     :   CARMEN & UBAY
THIRD CLASS        :   INABANGGA; LOON; TUBIGON
FOURTH & FIFTH CLASS :  ALL OTHER TOWNS.

Panglao is only FOURTH CLASS;
Jagna is also FOURTH CLASS;

This is a violation of political science and political legitimacy. What a quagmire-ish system.

You're right. It's a quaggy thing.
As recent events have shown, Philippine election is a sham process that only appears to be a genuine contest ---- with all those expensive posters, radio and tv ads of candidates trying to outsmart each other  ---- yet, behind the scene is the reality that candidate selection is based NOT on what you can give to public service, but rather on HOW MUCH YOU CAN GIVE TO THE PUBLIC’S SERVICE OF CHOOSING YOU.   In fact, if we are to consider the reports of massive vote-buying in the past elections, plus the insinuations of the “hello Garci!” thing, the “Koko Pimentel â€" Migz Zubiri issue”, and other electoral controversies, we may conclude that our election results only present the façade of popular consent and support.
#131
The kick-back system is no secret.  It's a public knowledge because it is part of our bureaucratic system. In fact, that's the reason why first-timer politicians invest so much for vote buying because of the ROI from the kick-back.  And for the re-electionists, the kick-back is also their source of funds for vote buying.

Profile of a Good Leader
   by fdaray

He was borned on June 30,1916 in Canangcaan, Corella Bohol to the parents Pedro Daray and Margarita Sayon . He was commonly called Engco Eden by the folks. Less had been written about his younger life. He finishded only Grade V1 and always been the head of the class. He had a very good penmanship in slanting
style. He was friendly and fond of teasing  anybody in form of a joke.
At the age of, 18 he was enlisted in the Phillipinre army and after two years training timely that  the second world war broke out, he was called for active duty in the arm forces of the Philippines. He become a recognized member of the USAFFE. He was always in the front line being a first sergeant. He was a "death marcher" and a prisoner of war.
After the war, he was discharge from the military and live a simple life, a farmer in his native hometown in Canangcaan. Because of his prowess in leadership, he was always chosen as president in any organization in the barangay like the PTA. In 1960 he was elected as barrio teniente. In 1965 he was again elected as first barangay captain and served without any honorarium until 1981 when resigned due to old age.
I remembered that when there were visitors coming to the barrio, our house was the venue for lunch and we tried to spent the last peso for the best food to be served. He organized benefit dances " bayle", during that time to earn money and make it a revolving fund for the barangay. He always think  of what he can do to the barangay to raise money because there was no ERA during that time.
Proud to say, he is my father , Ireneo S. Daray, a great leader, a frammer of Canangcaan, a defender of freedom. His life is worthy of emulation.

Nakaadto ba imo father sa America?  He should be there, being a war veteran.  He must be receiving big pension as war veteran, like the late Lucio "Osyong" Clarin!  Dagku kaau to sila pension from the U.S. government. And it showed in their lifestyle also, dagku pod kaau sila og balay.

Then he should be able to face the music... Maybe a change of career is in the offing, perhaps as judge of music competition? Here, he does not have to take note of the fine print of the law, he just has to play by the notes...

He plays the guitar very well.  He knows the notes, the flats & sharps, without need of chordbook.

It is kind of the United States government to be sending economic aid to needy countries.
But even as we speak there are 40 million Americans who do not even have medical insurance.
Over 10 million American citizens live under the poverty level, including children.

There is a problem here. This country helps the world, but cannot even address the needs of its own citizens. There is a gigantic discrepancy here. Fighting a war of terrorism. What about the war on drugs that plagues our great country--drugs that are being smuggled from Mexico, Columbia etc? How are we handling this? The war on on illegal immigration? The war on poverty?

I really do hope that the aid the United States gives to Bohol will be used properly. This is coming from the expense of the tax paying American. Blood and sweat that was given to pay these taxes.

Please, Boholano politicians, do not take advantage of these funds. This money comes from the heart and hands of the HARD WORKING American citizen! Please use it wisely and with RESPECT and DECENCY!

DO NOT put it in your pockets! It belongs to the BOHOLANO PEOPLE not to you!

Like any other public funds, this U.S. Aid will be spent in accordance with the so called "standard operating procedure" or SOP for short. But you may not be aware that SOP has a different connotation here.  It means the sharing scheme of how much will be actually spent and how much will go to kickbacks.  What I heard is that the SOP now is 50-50. 50% kickback - 50% actual project.  I was stunned to learn this when I happened to attend a barangay budgeting in our barangay. They openly discussed this SOP thing as if it is the SOP in the real sense of the word.

Ask your relatives here in Bohol about SOP and they will surely tell you what it is.
So for this U.S. Aid, S O P will apply.

For a successful power meeting in Panglao, the parties should also eat the abundant "power foods" of the place like: SUWAKE/TUYOM/TIHI-TIHI; BAKASI; ENDONG; KINILAW ISDA, etc. . . . . .

Yes, ben.  That's how precarious the funds of panglao airport is.  So much has been said about MIAA's collectible from Lucio Tan, but we heard nothing from the tycoon. No commitment that he will pay; no nothing, even the slightest admission that the tycoon owes that amount to the MIAA.

Sir Felix,
Tingali ang mga engkanto sa Corella parente ra sa taga Sikatuna kay pupareha ra man ang storya.  The same KD stories also happen in our place.

But believe me, naay engkanto nga nagbalay og mansion nga daku kaayo naa likod sa among municipyo.  Nagpakita ni for the first time in the early 1980’s (about 1982-1984) while there was a cadastral survey in the entire municipality.  Ang gipakita mao ang mga surveyors nga mga tagalog.  Everybody laughed at them when they tried to ask from the assessor’s office who is the owner of that mansion on top of the hill at the back of the municipal hall.  Nobody believed them at that time.

Ten years later in 1992, the issue surfaced again when the Prov’l Agriculturist came to Sikatuna in order to take videos of a big ANTHURIUM GARDEN there.  When asked how he got the information, the Prov’l Agriculturist said their office used to issue quarantine permits for truck loads of “anthurium” regularly shipped to Cebu.  The source is declared as Poblacion 1, Sikatuna, back of Municipal Bldg.

Since then, there were many reports of sightings especially by transients who happen to pass by Sikatuna at night.   But not one from the locality ever saw it.

For such a small town, we know everyone there, whether you are young or old.  But for many instances already, delivery vans of appliances came to the police station to ask for the house of certain unfamiliar names.  In fact at one incident the delivery van stopped at our house to ask if we had such neighbor who bought those appliances in cash.

And my latest experience was last year when I came home for the Halloween, there were construction materials delivered at the back of the hill.  We were not surprised anymore.  It’s like a normal occurrence already.  Maybe it’s either they are making repairs or making extensions in their mansion.

Arroyo to meet Meralco chair

“Indeed there is a meeting and the Lopezes are meeting with the President. They are expected to ask for the head of GSIS president Winston Garcia because he is Meralco’s pain in the a--,” the source said.

That's a good ex deal actually.  While Meralco's reduction of power rates will benefit the residents of Metro Manila only, Winston Garcia's exit from the GSIS will benefit all pensioners from Apari to Jolo.  Winston Garcia is not just a pain in the a___ of Meralco, but to all GSIS pensioners nationwide as well.

I agree with Prof. Pernia, an international airport for bohol is neither economically nor morally justifiable.
I agree with Prof. Pernia, Panglao is not geologically suitable for airport, whether of international or domestic standard.
I also agree with Dot(.), we need a new airport outside of Tagbilaran.
So my suggestion is, a modern domestic airport, somewhere between Kabawan, Tagbilaran and Corella or even as far as Sikatuna.

I read your untold stories. Is this a verbal recollection from  your old father ? Where can we research this old events, especially getting the accurate dates and chronological orders of succession. I was thinking that Sikatuna came form the famous cheiftain, Sikatuna. But according to your story, it came  from a long version of words.

Well, it was not an easy research.  But I was encouraged to do it because I realized that nobody has done it for my next generation of Sikatunanhons.  The official version which is posted on the website of the province of bohol is just a 5-liner story which is not the kind of history that will tell us about our past.  So I tried to talk to my father if he knows something about it.  And I was amazed at how he stocked the facts in his memory.  So what i did was to write it down and have it verified from available records in our municipal hall, especially the actual dates of the tenure of all past mayors, and the true names of people whom he named in his historical account.  Though its not yet perfect, but at least, we have now something to refer if we want to know our past.  And I would be very grateful if anybody else who also knows something about our past could give me additional inputs on this.

Mike,

What is "prima facie"? Is this a Roman term?

"prima facie evidence", means such evidence which, standing alone unexplained or uncontradicted, is sufficient to maintain the proposition affirmed.

The ombudsman should explain their inaction on this case, in the light of their over action in the Vicente Sotto Hospital scandal that was recently posted in You Tube.  The Vicente Sotto scandal did not involve public funds.  It was just a breach of professional ethics by the doctors.  But why the haste to investigate the incident?  Why not the Talibon Dam which involve considerable amount of public funds?

I heard part of the Governor's Report this morning at www.dyrdam.com when the governor said that another purpose of Panglao International Airport is to serve as alternate airport of Mactan during inclement weather.  But it was just a general statement without specifics as to the gravity of the incidents whereby international flights have been diverted back to Manila for lack of a nearby alternate airport.  But even then, the idea is still doubtful because given the very close proximity of Panglao and Mactan, it would be unusual, if not impossible, to have different weather conditions for both airports.  In fact, experience will tell us that Cebu and Bohol will always share the same storm warning signal during typhoons.  Also, Negros Occidental has a new international airport in Silay City which is just 25 minutes away from Mactan.  So I believe that the Silay Airport will already answer the need for an alternate airport of Mactan.

So, the main issue is still:  Do we really need an international airport in Panglao?
For what?  For "corruption"?, or for "promotion of bohol as tourist destination"?
If for corruption, no doubt it's 100% feasible.
But if for promotion of bohol, I strongly doubt if that's the best way to promote bohol. Secondly, I strongly doubt its operational feasibility considering the unsolved issues on the sufficiency of water and power; and also based on the Mactan experience which could not even pay realty taxes amounting to PhP255Million.

It is disgusting to hear reports like this, its almost a reality opener in understanding the corruption that is going on in the country. Wherever there is money, the intensity of corruption increases.

I agree with one opinion maker who once said that "our development is corruption driven".  Meaning corruption is the motive of our officials to initiate a certain project especially those involving infrastructures.  So the basic equation is: no corruption, no development.

ngano lagi ang boracay wala may international airport sila, and yet, nagsubwak ang mga tawo?

On top of the unanswered issues on the sufficiency of water and power to operate an airport of international standard, there's one more thing that our paisanus may not have known until now.  The Mactan International Airport is in serious legal battle with the City of Lapulapu for unpaid realty taxes which has now reached to the horrendous sum of TWO HUNDRED FIFTY FIVE MILLION PESOS (PhP255,000.000.00).  So how could Mactan settle its tax liability if future revenues will be reduced by competition with a neighbor international airport in Panglao?

This reminds me of my two neighbors.  Si Jose nag tukod og sari-sari store sa ilang silong. Pagkahibawo ni Juan, nagtukod pod og sari-sari store sa atbang. Ang resulta silang duha nahimong SIRASIRA STORE.

Boholano groups seek
Panglao Airport talks
By BINGO P. DEJARESCO III
Bohol Chronicle, Sunday 04 May 2008

A group of Concerned Boholanos in the province and Metro Manila has sought a multi-sectoral dialogue with the Provincial Government with respect to the proposed New Panglao Airport facility.

The airport project, a medium term priority project of the National Government, is set for ground breaking by President GMA this month with the airport construction set for the month of July 2008.

The Group feels that Government should put all cards on the table before proceeding on the project - for the enlightenment of all sectors - because the huge project has tremendous long-term economic, social, ecological and geographic impact on Bohol.

In a statement of "Appeal for Clarification" appearing somewhere in this issue, the Group points out that the Panglao Airport project should be consistent with the Provincial Government's "philosophy of eco-tourism and balanced development."

MULTI-BILLION PROJECT

The P4-billion Panglao airport project, under the implementing arm of the Department of Transportation and Communication (DOTC), was once reported to be funded by DOTC advances (as counterpart Filipino funding to a Japanese subsidized loan) to be charged against long-term receivables of Taipan Lucio Tan, whose giant airlines (PAL) utilizes part the NAIA international airport and terminal.

Dr. Ernesto Pernia, former Lead Economist of the Asian Develoment Bank (ADB) and Professor of Economics of the University of the Philippines thinks there is still time to "pause and analyze" the airport project instead of rushing head-on into the humongous investment with many things still kept in the dark.

A "cost benefit" analysis of the project - considering the huge outlay of P4 billion - must be measured against alternative uses of the funds to boost agricultural productivity, education and other basic concerns appeared to be in order, he was quoted.

Dr. Pernia shares the view that the Mactan International Airport is currently underutilized and therefore the Panglao airport with international capabilities will be an investment in redundancy. "It can result in two under-utilized international airports," the Economics Professor said.

Dr. Pernia instead suggested the possibility of perhaps building a small wharf in Mactan Island specifically to ferry out tourists and visitors straight to Bohol's various ports of entry. "That will cut travel time going to Cebu City and its traffic and waiting for the vessels to depart. The quick route and the sea travel can be part of the tourist attraction as well."

SEARCH FOR BETTER AIRPORT

It may be recalled that as early as 30 years ago, there was already a foreseen need for a better domestic airport.

The servicing of that need could skirt the Tagbilaran City airport geographic limitations by possibly transferring the domestic airport to Cortes or Antequera which are near the city, according to the former chief economist of the multinational bank.

There appears to be an apparent need for the Provincial Government to explain more thoroughly to the public at large the scale of the airport, the long-term implications on the resources like water and power and why the seeming urgency in putting up the facility, it was observed.

On the other hand, Dr. Pernia opined that the massive airport build-up right in the center of a relatively small island like Panglao may not be ecologically sound with the sonic boom, fuel risks and the like. He sees the need to take a harder look at the impact of such an infrastructure and the overall development thereafter over the treasured biodiversity of the island tourist-jewel.

To this date, Panglao does not have adequate supply of potable water and the many of the resorts still violate the 20-meter "salvage" zone restrictions. The U.P. professor remarked that the provincial government had anchored its growth on the parallel goal of protecting the environment, per the government's own pronouncements. "The government must be consistent there," he qualified.

Pernia cautioned that there is no "rush" to establish a large-scale airport now and hinted of "Phases" in setting up the airport - considering that Filipinos are still direly lacking in other basic needs like food, medicine and shelter.

Dr. Pernia appeared perplexed at the apparent mushrooming of "international airports" like those in Davao and Iloilo and cautioned there could be a tourism slowdown in the next three years due to the world economy facing high oil prices and an impending USA recession.

MASSIVE OUTPOURING OF SUPPORT FOR DIALOGUE

The appeal for a dialogue with Government in order to cover all bases was met by enthusiastic support by leading Boholano leaders and academicians as shown by the list of signatories to the appeal.

Aside from Dr. Pernia, those who signed the "Appeal for Clarification" in Manila included: Dr. Jose V. Abueva, former President of the University of the Philippines, Napoleon V. Abueva, national artist, Dr. Caesar Saloma, professor of physics, UP; Atty. Hernan Cimafranca, Assistant Government Corporate Counsel, Atty Dionisio de la Serna, former Chairman HUDCC, Sister Bernadette Oppus, SSps-Administrator of the Lourdes Hospital , Dr Raul Fabella, and Dr Ramon Clarete, both professors of economics of the U.P.

The move is supported by the 'Boholanos for Truth, Transparency and Reform" made up of more than 1,000 leaders of various groups and individuals.

Among those who support the "Panglao Airport" dialogue are Businessman-entrepreneur Fred Ong, Monsgr. Feliciano Jr. (parish priest, Taloto Parish), Atty. Isabelo Sales (IBP-Tagbilaran City), Atty. Raul Barbarona (Bangon-Code NGO), Monsgr. Robesfierre Moreno (vicar general - Iglesia Pilipina Independencia), Pastor Gaudencio Antipuesto (Tagbilaran Evangelical Association of Ministers), Pastor Fely Benchavez (United Church of Christ of the Phils.), former Governor Rene Relampagos (business sector), Engr. Nilo Sarigumba (Bacosh), Chito Castillo (business sector);

Maya Flores (youth sector) Alberto Sanvictores (business sector), Engr. Vicente Loquellano (National Anti-Poverty) and Fe Tocmo (womens group-Tagbilaran City).
Other members of the "Boholanos for Truth, Transparency and Reform" are found in the "Appeal" announcement in this issue.

PEOPLE SUPPORT
AIRPORT - CAPITOL

This proposed Panglao Bohol International Airport has been scrutinized and studied by the National Economic Development Authority (NEDA) over the years, according to Gov. Erico Aumentado when asked by the Chronicle.

He said that a research study conducted by HNU Poll showed that 99% of the residents in the province favored the construction of the new airport.
He expressed confidence that ecological impact of the proposed airport has already been conducted extensively years before.

Surgery Shows Promise For Treatment of Diabetes

(Photos By Helayne Seidman For The Washington Post)

Rocco Turso, 62, had modified bariatric surgery in March. "It's given me back my life," said the Harrison, N.Y., resident, showing his scars, left, from the minimally invasive procedure. Some experts are cautious about the still-experimental surgery, including Michael E. Tarnoff of Tufts University, who said: "I don't think it's ready for prime time. It's ready for cautious, well-controlled trials."
It's ready for cautious, well-controlled trials." (Helayne Seidman - Helayne Seidman Ftwp)

Rocco Turso was injecting himself with insulin three times a day, swallowing pills twice daily and restricting his diet. But his diabetes was still out of control, blurring his vision, making his feet numb and sapping his energy. So he decided to try an experimental operation. Within days, his blood sugar was normal and he was off all his medications.

"It's been truly amazing," said Turso, 62, a construction superintendent from Harrison, N.Y. "I use the word 'miracle.' The diabetes was killing me. It's given me back my life."

Turso is one of a handful of Americans who have undergone a novel procedure that proponents say appears to offer the most important advance since the discovery of insulin in treating one of the most common chronic diseases.

"It's extremely promising," said Madhu Rangraj, chief of laparoscopic surgery at the Sound Shore Medical Center in New Rochelle, N.Y., who performed the operation bypassing part of Turso's small intestine in March. "It's a surgical solution to diabetes."

While many surgeons share Rangraj's enthusiasm, and some diabetes experts agree that the operation and similar ones may lead to fundamental new insights into the disease, other experts remain cautious. Much more research is needed, they say, to validate the effectiveness of the procedures. They worry that the operations will start to proliferate before their long-term safety and effectiveness have been proven, as often occurs with novel surgeries.

"I'm skeptical," said R. Paul Robertson, president-elect of the American Diabetes Association. "It bothers me to see this message being put out there that we can now cure diabetes through surgery. They have to prove that to me."

Turso's operation is a variation of a procedure developed to treat severe obesity. Known as bariatric surgery or gastric bypass, the standard operations reduce the size of the stomach and bypass part of the intestine. That limits the amount of food a person can eat and the calories that can be absorbed. The procedures have soared in popularity as the obesity epidemic has spread and clinical trials have validated their safety and effectiveness.

Although doctors have long known that losing weight can alleviate Type 2 diabetes, the most common form of the disease, they were surprised to discover that many patients saw their blood sugar return to normal remarkably quickly after the operations, often within days -- and before they had lost much weight.

"There's something significant that's happening as a result of this surgery that we haven't yet identified," said Neil E. Hutcher, a Richmond surgeon and senior past president of the American Society for Metabolic and Bariatric Surgery. "I think it's the most significant advance in the management of this chronic killing disease since the discovery of insulin."

In dozens of studies involving thousands of patients, standard gastric bypass surgery cleared up diabetes in more than 80 percent of obese patients who had the disease, raising the possibility that surgery would help those who weigh less. Currently, the procedures are recommended only for those who are severely or moderately obese and have diabetes or other serious complications. But surgeons have started testing the operations on patients who are less obese, just overweight or even at normal weight.

"By operating on patients with lower body mass, the focus dramatically shifts from being a weight-loss procedure to being a diabetes-specific procedure," said Philip R. Schauer, a bariatric surgeon at the Cleveland Clinic who is comparing a standard procedure with drug treatment for diabetes in patients whose weight puts them below the current criteria for the surgery. "This treatment can essentially put a high percentage of patients into remission. It also improves their cholesterol and blood pressure. Those three things are key for diabetics to avoid complications."

How the operations alleviate diabetes remains mysterious. But researchers suspect that they alter the elixir of hormones secreted by the digestive system to regulate hunger, store energy and influence other physiological functions, helping restore the body's system for controlling blood sugar with insulin. One possibility is that they increase production of an insulin-boosting hormone known as GLP-1.

A key clue came from Francesco Rubino, an Italian surgeon who conducted a series of experiments in diabetic rats. When he bypassed parts of their upper intestines, leaving their stomachs intact, the animals' diabetes disappeared. When he reversed the operation, the disease returned.

"That was seen as the first demonstration that there is an anti-diabetic effect that is intrinsic with the change in anatomy induced by the surgery," said Rubino, who recently moved to New York Presbyterian Hospital/Weill Cornell Medical Center to open a diabetes surgery center.

He has launched another study comparing standard bariatric surgery with medical diabetes treatment for those with lower body weights. A similar trial is underway at the University of Minnesota.

"It's one of the most exciting times in medicine," said Rubino, who is organizing an international meeting in New York in September to try to build consensus on the role of the procedures in treating diabetes. "For the first time in diabetes history we have a concrete chance to create a major shift in treatment goals: from improving life with diabetes toward the hope of a life without it."

Rubino's experiments and the intriguing results with standard bariatric surgery have prompted surgeons in several countries to try the modified stomach-sparing operation in people who are not obese and sometimes not even overweight.

"It's fantastic," said Ricardo V. Cohen, director of the Baros Institute for Metabolic and Bariatric Surgery in Sao Paulo, Brazil, who has had the most experience with the laparoscopic procedure. Cohen said he has operated on about 65 diabetic patients who were not obese, producing full remission in 65 percent and partial remission in an additional 12 percent. "This is a paradigm shift in treating leaner diabetic patients," he said.

Surgeons in several other countries, including Japan, Mexico and India, have also been testing the technique. In the United States, Rangraj has operated on five patients, including Turso, and plans at least five more surgeries to evaluate the procedure's effectiveness.

"We're focusing on patients with diabetes that is way out of control," Rangraj said. "So far, all of our patients have been absolutely thrilled."

Rubino is also planning to study the stomach-sparing procedure in leaner diabetics, and surgeons at the Tufts Medical Center in Boston are beginning a trial comparing it with standard medical care. They expressed concern, however, about the operations being done outside careful clinical studies.

"I'm a little nervous that as more people find out about what's being done, that every Tom, Dick and Harry surgeon is going to do this, and every patient will come out of the woodwork asking for it," said Michael E. Tarnoff, an associate professor of surgery at the Tufts University School of Medicine. "I don't think it's ready for prime time. It's ready for cautious, well-controlled trials."

While acknowledging that the procedures show promise, several diabetes experts agreed that much more research is needed to validate the operations. Diabetes can, for example, go into temporary remission when patients sharply reduce their food intake, which frequently occurs after surgery on the digestive system, they noted.

"Clearly, more work needs to be done before everyone rushes to bariatric surgery to get their diabetes fixed," said Myrlene Staten of the National Institute of Diabetes and Digestive and Kidney Diseases, which is soliciting proposals to study how the operations affect diabetes.

It also remains unclear whether the benefits outweigh the risks of short-term complications that come with any surgery, the costs -- about $25,000 -- and the possibility of long-term problems, such as nutritional deficiencies.

"These are potentially dangerous procedures," said David M. Nathan, a professor at Harvard Medical School. "Where do you draw the line? Do you do people who are slightly overweight? Thinking about this as just a way to treat diabetes doesn't make sense. We have lots of ways to treat diabetes. There's always that slippery slope where you start opening the door for one thing and people start using it for another. We live in that kind of culture."

Proponents agreed that the procedures should not become routine until they have been studied further. But several noted that bariatric surgery is now as safe as many other common operations, such as hip surgeries, heart bypasses and hysterectomies. And there is mounting evidence that the benefits are long-lasting, they said.

"The notion that a surgical procedure may be extremely effective and provide a virtual cure for diabetes is very foreign to how diabetes has been treated for 100 years," said Schauer, the Cleveland surgeon. "Diabetes is the quintessential medical disease. It's been treated by shots and pills for 100 years. The idea of surgery sweeping in and rendering 80 percent of patients with a virtual cure is a very radical concept."

Not all diabetes specialists are skeptical.

"We're on the threshold of something big here," said David E. Cummings, an associate director of the Diabetes Endocrinology Research Center at the University of Washington. But Cummings and others hope researchers will figure out how the operations work so they can develop drugs to mimic the effects.

"Understanding what is happening -- what the reworking of the intestinal tract is doing to diabetes -- is the holy grail," said David R. Flum, a professor of surgery and public health at the University of Washington. "Surgery in a pill is where this all needs to be headed."

Turso and other patients who have undergone the procedure say they have no regrets.

"I feel wonderful," said Melba Morales, 54, a social worker from the Bronx who had the operation in November. "Before this, I had a pharmacy in my house. Now I don't have to think about my medication. I never thought that would happen."

the shift to Federal system could prolly change the status of Pinas--the only sad thing is that the same trapo (traditional politician--i hope not spoiled calamay in a new packaging :) there :)
) will prolly be holding the key positions with too much politics, too much bureacracy and too much lip service and too much graft and corruption)

I hope the federal system will be a clean slate for us Pinoy. and to bring back the economy to its  well-oiled machine performance back in the 60s-70s. but that's a wishful thinking *sigh*

I also expect the same "trapo" to be in power because we will choose them thru the same "vote buying and selling system".

Accounting in Tagalog

A young, good-looking representative from Laguna  sponsored a bill  recommending that the Filipino language be used in all accounting firms and banking institutions. The solon claimed it will provide a better understanding of the business transactions for those who are inexperienced and non-English speaking citizens.

The bill received unanimous approval from the House and was presented to the President for signature to become the law of  the land. But in spite of  the overwhelming pressure from the members of Congress, President Gloria Arroyo vetoed the bill.

Why? President Arroyo found out that when the English "business" words are translated in Tagalog , they sound very malicious and are " nakaka-hiya at  nakaka-kilabot! "
Here are a few sample words - English to Tagalog

Asset - Ari
Fixed Asset - Nakatirik na ari
Liquid Asset - Basang ari
Solid Asset - Matigas na ari
Owned Asset - Sariling pag-aari
Other Asset - Ari ng iba
False Asset - Ari-ari-an
Miscellaneous Asset - Iba-ibang klaseng ari
Asset Write off - Pinutol na pag-aari
Depreciation of Asset - Laspag na pag-aari
Fully Depreciated Asset - Laspag na laspag na pag-aari
Earning asset - Tumutubong pag-aari
Working Asset - Ganado pa ang ari
Non-earning Asset - Baldado na ang ari
Erroneous Entry - Mali ang pagkaka-pasok
Double Entry - Dalawang beses ipinasok
Multiple Entry - Labas pasok nang labas pasok
Correcting Entry - Itinama ang pagpasok
Reversing Entry - Baligtad ang pagkakapasok
Dead Asset - Patay na ang ARI

CEBU City could lose its position as “center” of Central Visayas if senators pushing to amend the Constitution to establish a federal system of government succeed with their proposal.

Central Visayas, one of 11 states of the proposed Federal Republic of the Philippines, will comprise five provinces instead of four at present.

Its capital will be Toledo City in Cebu. The State Congress seat will be in Tagbilaran City in Bohol, where members will hold office and sessions.

The State of Central Visayas will include the provinces of Masbate, Oriental Negros, Bohol, Cebu and Siquijor and all its cities, municipalities, and barangays.

Autonomy

But Cebu City Reps. Antonio Cuenco (south district) and Raul del Mar (north district) said they will amend Senate Resolution 10 when they craft its Lower House version, and make Cebu City both the capital and the seat of Congress in Central Visayas.

Among other changes in government, a federal system will give more autonomy to the regions or the states, and will allow the states to keep their income within their provinces, Cuenco said.

A federal government patterned after that of the United States is being pushed “to decentralize and speed up the development of the countryside and help dissipate the causes of poverty and insurgency, particularly the Moro rebellions.”

“This is a very good bill for Cebu because it will give us autonomy. If we can preserve our finances here, we will be better off. We would not have to share our income with the National Government,” Cuenco told Sun.Star Cebu.

Eleven senators filed last Wednesday “A resolution convening the Congress into a Constituent Assembly for the purpose of revising the Constitution to Establish a Federal Form of Government.”

They proposed to create 11 states, each with their own centers of finance and development, so that the country’s development programs are not centrally determined, planned, funded and implemented by a national government, as it is under a unitary system.

Amendments

“This (centralized system) lopsided arrangement has spawned a host of problems, including massive nationwide poverty to runaway insurgencies and rebellions that feed on the social inequalities in the nation,” the senators said in their explanatory note.

Del Mar said that Sen. Aquilino Pimentel asked him and Cuenco to draft the Lower House version of the Senate resolution.

“We will make the counterpart measure with the amendments that we feel are necessary. I think Cebu City would be the more appropriate capital because we are the premier city in the region, and I don’t think anybody will disagree with that. As for the seat of the State legislature, I feel that it should still be in Cebu City, where the capital is,” del Mar said in a separate interview.

He said he does not know who among the senators proposed to make Toledo City the capital of Central Visayas.

He will also propose to exclude Masbate from the State of Central Visayas and retain it as part of the State of Bicol.

Meeting

Del Mar and Cuenco will meet with other legislators from the five provinces that will supposedly make up the State of Central Visayas.

He will consult them on the contents of their version of the resolution and what amendments they think should be made.

Both Cebu City congressmen also agreed that convening a Constituent Assembly would be the fastest way to amend the Constitution.

If Congress approves, the Senate and the Lower House will be convened into a joint assembly to endorse the shift from presidential to a federal system of government.

Cuenco does not believe the senators filed the bill at this time to promote their own political interests, since most of them are on their last term of office.

“I don’t think so because in this version, there is no extension of terms so the last-term legislators both in the Senate and in the House will not benefit from this,” he said.

Cuenco and del Mar are on their last terms.

The Senate resolution was proposed by Senate President Manuel Villar, and Senators Aquilino Pimentel Jr., Edgardo Angara, Rodolfo Biazon, Pia Cayetano, Juan Ponce Enrile, Francis Escudero, Jinggoy Estrada, Gregorio Honasan, Panfilo Lacson, Francis Pangilinan and Ramon Revilla Jr.

They proposed to create the states of Northern Luzon, Central Luzon, Southern Tagalog, Bicol, Minparom, Eastern Visayas, Central Visayas, Western Visayas, Northern Mindanao, Southern Mindanao and BangsaMoro.

Representation

The 11 states are in addition to Metro Manila, which would be constituted as the Federal Administrative Region.

Each state will be represented by six senators with nine more senators representing Filipinos overseas, so that the Senate would have 75 members instead of the existing 24.

The House of Representatives will have no more than 350 members.

Yes, that's true because it was easier to go to Tagbilaran than to Sikatuna at that time.  The Thames of Corella will not go to Sikatuna. Corella - Bohol / Re: Who's who of Corella ?
April 15, 2008, 02:59:28 PM
Congrats to AJ! But sad to note that AJ is now a cebuano because he lives in Ermita, Cebu City.  His father migrated to Cebu City for quite a time already and landed a job as DRIVER of one of the garbage trucks of the Cebu City government.  That's why I would like to suggest to my good friend Mayor Vito Rapal, that if we want to call AJ Banal as our very own, he should get back AJ's father.  Mayor Rapal should give job to AJ's father so that the entire family will go back to Corella.  It's very unfortunate to note that in the international boxing arena, AJ Banal is known to be from Cebu City, Philippines instead of Corella, Bohol, Philippines.

I can very well empathize with your story because I am from Sikatuna.
I know two of your contemporaries: Billy Daquipil and Dodong Irig.
Sikatuna was ahead of Corella in opening a high school.  The Sikatuna Barangay High School (now: Sikatuna National High School) was a martial law baby in 1972.  I know many graduates there from Cancatac, Canangcaan, and even Pandol.

QuoteDr. Rizal placed his trust in the youth of Las Filipinas. And thus we must strive like him, and never give up despite defeat's coiling presence. Even if you and I are silenced, there will be others to carry the flag.

I got your point Lor.
But the concept of trust must not be strained till it is narrowed to a filament. We can only trust a person so much as he deserve.  Beyond that, no more!  So unless our youths will rise up to the challenge, then we may cast our hopes in them again.

But how can we trust the youths now who became Honorable SK Officials of their barangays and towns, thru the following means: 1. By billeting the voters (free board & lodging) during the entire campaign period;  and,  2. Paying for their votes. !!!!!!!    And because they were taught the politics of money, some youth voters also learned the wrong values of Judas Escariote (dawat LEFT & RIGHT).   So what can we expect from them when they will eventually join the big league?????

If  today Dr. Jose Rizal would be allowed to live again, I doubt if he will cast the same hope upon our youths as he did before.  In the same way that if Ninoy Aquino would be allowed to live again, I doubt very much of he is still willing to die for the Filipino people.

What used to be immortal words of Dr. Jose Rizal is now dead.  What remains immortal is only Rizal's face in our PESO BILLS.  That's why during election, we don't seem to care about Rizal's admonition; we only care of how many Rizal faces are given to us; give us Rizal's face and you'll have my vote; the more Rizal face you give the more votes you get.
That the youths are the hope of the fatherland, is now no more.  In the last SK ELECTION our youths chosed to follow the path of dirty politics by doing the following: 1. VOTE BUYING;  2. LAMING (FREE BOARD & LODGING);  and,  3. JUDAS ESCARIOTISM.

So what can we expect from the youths as our future leaders?

There's a better version of this history written by the oldest teacher in Sikatuna who happens to be my father.  His historical account is complete with the fine details of the parliamentary struggles of our early political leaders in Sikatuna (formerly "CORNAGO" not Comago) just to detach our barrio from Alburquerque and become what it is now.  I will post it as soon as i can rewrite it from my father's memory.

Mr. Olintaha,

Pray, can you write down the history of Sikatuna from your father and share it with us here in Tubag Bohol?

My thanks and regards,

Yes Sir, it's that one entitled "the untold history of sikatuna".
