“When he was interviewed yesterday sabi niya I’m willing to open my bank accounts, including those of the members of my family.

But that’s just words.

“Kung pipirma siya ng waiver I’d be glad if kung ako ma-assign niya to inquire into the bank deposits, his own bank deposits, members of his family, including his fiancée.

And kung talagang wala, I’ll be gentleman enough to apologize. Or maybe I committed a mistake,” pangako pa ng senador.

“It’s a damage control pero too bad for them nahuli sila,” ani Trillanes.

“Well, I’ll tell you again, Mayor. Dinadawit ka. For the longest time, updated (narco) list, nandiyan ka. Eh sa totoo lang, ngayon pang wala na nangyari, baka gusto mo nang tapusin ang connection mo. Do not protect, do not call the police, ganito na ganito. Do not just mess up with the… kasi ‘pagka nandiyan, drug lord ka rin eh. mapipilitan ako. Bakit ka nagprotekta? Why the mayors, kayong mga judges, kayong mga prosecutors. Alam ko man hindi lahat. Karamihan, wala. ‘Yung mag-corrupt.

President Rodrigo Duterte admitted on Thursday he was wrong with his self-imposed three to six months deadline on ending the drug problem in the country.
“I feel so bad [about] all of these things. Kasi nalaman ko, paano ko makontrol in three to six months, ang mga generals na pulis nandiyan. Tapos ‘yung mga Bureau of Customs na inaasahan ko, p*******ina nasa droga. How will I succeed, e nasa droga,” Duterta said in a speech in Ozamis City.
“Alam ko na nagkamali ako. Nagkamali talaga ako,” he added.

The President also said the Philippines has now become a “narcotics country.”
“Now, magtanong kayo, ang Pilipinas, are we or are we not a narcotics country? Yes, we are,” he said.

“Sabi ko, tama iyang silang mga kritiko ko. ‘Eh sabi mo, noong nag-Presidente ka, three to six months.’ Hindi ko alam pagpasok ko, eh Davao lang kasi ako, so ang template ko Davao… May droga, pero sabi ko, maglaro ka doon, patay ka talaga,” he added.
During the campaign period, Duterte promised to end the drug problem in the Philippines within the first three to six months of his term. When the deadline lapsed, he asked for another six month extension.

“Give me another six months. That self-imposed time of three to six months, well, I did not realize how severe and how serious the problem of drug menace in this Republic until I became President,” he then said.
But Duterte again asked for an extension, and his deadly drug war would extend up to the last day of his term in 2022

President Rodrigo Duterte on Thursday renewed his pledge to policemen to back them all the way in the campaign against criminality â€" even promising them pardon if they get convicted in connection with the performance of their job.
But he also warned police officers engaging in illegal drug trade that they will have a big price to pay.

Speaking to policemen in Ozamiz City, a day after slain Mayor Reynaldo Parojinog and three other family members were buried, Duterte said policemen have his backing and full protection and that they should not think twice about tackling threats to the welfare of the society.
“If you in the police or military get into trouble in the performance of your duty, I will never allow you to be jailed,” he said.
But the President said those facing charges because they did their job should have to undergo the process.
“There would be investigation, trial and conviction. But I will grant you absolute pardon, restored to full political rights. I would even say you should be promoted to the next higher rank,” Duterte said.
But he warned policemen not to lie to him.
“Just tell me the truth,” he said.
Scalawag cops
For those who were into criminality or irregularity, Duterte said he could not do anything about them.

He said in fact, he was offering P2 million as reward for anybody who could help neutralize policemen involved in the narcotics trade.
“If you want money, go after them. No questions asked. I would not be asking who killed them,” he said.
Duterte said aside from the P2-million reward, he might also give free tickets to Hong Kong for those who could kill scalawag policemen.
Duterte also repeated his warning that he did not care if unscrupulous individuals get killed in the anti-drug campaign.
“Whether they are mayors or congressmen, I don’t care,” he said.
Duterte said the drug problem was destroying the future of the country as many youths had been hooked into it.
“So who will buy the medicine of old people? Who will pay for their hospital bills?” he asked.
Freed from narcopolitics
Duterte said the police should “destroy the organization of drug syndicates” and should not spare anyone who was into it.
He said he already warned governors and mayors against involvement in drugs but some of them did not listen.
Commenting on the death of Parojinog, Duterte said Ozamiz was now free of narcopolitics.
“You are now freed from narcopolitics,” he said.
Duterte also brushed aside threats from the Parojinog family to sue policemen involved in the deadly July 30 raid.
“And you still think about suing? You’re making a fool out of the people of Ozamiz,” he said.
Duterte said he did all he could by warning people against involvement in the drug trade but they would not listen.
“I have told you, do not go into drugs because there would be no compromise,” he said.
Duterte meanwhile pinned medals to seven policemen involved in the July 30 raid that killed Parojinog and 15 others.
They included Senior Supt. Jaysen de Guzman, the Misamis Occidental police director, and Ozamiz City police chief, Chief Insp. Jovie Espenido.

“Just don’t reply to these texts.”
This was the foremost measure proposed by the National Telecommunications Commission (NTC) in Bohol amid the tide of text message scams spread by tricksters preying on mobile users.
“If you reply to these texts, they will find a way to get money from you,” said NTC Bohol officer-in-charge Engr. Dennis Rocamora.
In an interview with dyRD Action Line’s Fred Araneta, Rocamora bared that text scams are mostly sent through regular cellular phone numbers.
“If only a phone number appears, that’s definitely a scam,” Rocamora said. “If you receive messages from providers and it would appear that it was sent from Globe or Smart, that’s not a scam.”
Swindling messages include raffle prizes while other mobile con artists guise themselves as relatives asking for money or cellphone load credits.
Several Cebu residents have fallen prey to these scams, said Rocamora.
“One victim sent money, but after that we couldn’t trace it anymore,” he added.
In most cases, after having swindled money out of victims, suspects immediately dispose of their SIM card and replace it with a new one.
“SIM cards nowadays are very cheap. You can buy at BQ for P10 to P15,” Rocamora said.
According to the NTC official, Sen. Panfilo Lacson previously moved to have pre-paid SIM cards registered but this was opposed by telecommunication companies.

MANILA â€" The Office of the Ombudsman has ordered the indictment of two Bureau of Internal Revenue personnel for bribery after they were busted in an entrapment operation last week.
In a June 30 resolution, the Ombudsman said there was probable cause to file charges before the Regional Trial Court against group supervisor Nora Halamani and revenue officer III Abolais Ampa, both assigned at the Revenue District Office 29 in Manila.
The Ombudsman media bureau announced on Tuesday that Halamani and Ampa would be facing charges of direct bribery and violation of Section 7(d) of the Code of Conduct and Ethical Standards for Public Officials and Employees, which has prohibited solicitation and acceptance of gifts and favors.
This was after the Ombudsman conducted inquest proceedings against the two officials who were apprehended by the National Bureau of Investigation agents in a June 29 sting.
The complaint stated the two demanded P400,000 in cash “for the boys” in exchange for approved and signed BIR forms which Dealco Farms, Inc., needed to submit to the bank.
The two were arrested after allegedly receiving the bribe on the third floor of the BIR office in Intramuros. Halamani was said to have received a brown envelope full of marked money consisting of four bundles totaling P350,000 and 50 pieces of P1,000 bills

Filipino Czar Amonsot, who on Monday sparred with Jeff Horn, singled out the Australian’s right hand as his best punch.

Horn, according to Amonsot, throws his signature punch with enough speed and power that it would be his main weapon against Manny Pacquiao when they collide in Brisbane on July 2.

“Jeff is explosive,” the 31-year-old Amonsot said in a report by Grantlee Kieza of The Courier-Mail after a 10-round sparring session with Horn.

Horn’s camp has enlisted the former ALA fighter as one of his sparmates because of the latter’s toughnessâ€"the now Australia-based Amonsot (34-3-3, with 22 KOs) is on a 12-fight winning streakâ€"and familiarity with Pacquiao.

A video posted by Kieza yesterday on Twitter showed Horn using his range and footwork to work on the southpaw Amonsot, who kept on charging at the Australian trying to land a looping left hand. But in the process, Amonsot had been on the receiving end of some blows from Horn.

Amonsot got a taste of Horn’s right straight, which is also the punch Pacquiao is most susceptible to.

“His [Horn’s] right-hand lead is fast and powerful. That’s a punch that could give Pacquiao a lot of trouble,” said the Tagbiliran City, Bohol-born fighter.

Horn will most likely rely heavily on that punch when he tries to take Pacquiao’s WBO welterweight championship at the Suncorp Stadium next month.

PANGLAO. Officials here led by Mayor Nila Montero and Vice-Mayor Pedro Fuertes and an investor inaugurated on Friday water treatment and supply facility tapping brackish water and turned it to potable one.

Mayor Montero said in her speech that the ‘thirst’ for lack of clean water that has become a perennial problem of the townsfolk that caused untold kidney-related ailments may now a thing of the past following the opening of the facility.

She said that when she put up her beach resort sometime in 1986 until she assumed as local chief executive here they struggled to make this dream a reality.

All questions and criticism lobbed against her administration were hard to address since they’re not experts, she admitted until she invited the National Water Resources Board (NWRB) to shed light on tapping water resources. Since then, the agency, she said, assists the town and other entities in securing permits and monitoring and establishing standards of water supply.

President and chief operating officer (CEO) Gabino Abejo, Jr. of Panglao water Services, Inc. (PSI), a subsidiary of Abejo Water Corporation, said that the company to deliver water to whoever is interested. He promised the company will always adhere to high standard of clean water.

Project engineer Joemar Gigtinta said that the plant situated at barangay Looc consists of two giant tanks â€" one for ‘raw’ water and the second for ‘produce’ (clean water ready for delivery). Each cistern is capable of storing 1,500 cubic meter of water.

It has also a treatment facility considered the first of its kind in the province complete with systems and processes that turned brackish (or salty water) to drinkable water, Gigtinta said.

He said that they sourced out (brackish) water from drilling water after testing of ten sites in barangays  Lourdes, Looc, Bolod, Bil-isan, Danao and Tawala, where resorts are mostly located.

Gigtinta said that the company estimated to have invested some Php200 million has complied with all the necessary requirements, including the Environmental Clearance Certificate (ECC) and license issued by the NWRB to drill wells in the area.

Invited guests include Atty. Michael P. Cloribel, Commissioner, Governance Commission for Government-Owned-and-Controlled Corporation (GOCCS);  Atty. Lloyd Christopher Lao, Usec for presidential management staff; Director Marcelo Zape of the Department of Budget and management and consultant Bureau of corrections and barangay officials. (rvo)

Games Thursday (Smart Araneta Coliseum)

3 p.m. â€" Malaysia vs Myanmar

5 p.m. â€" Vietnam vs Singapore

â€"â€" ADVERTISEMENT â€"â€"

7 p.m. â€" Philippines vs Indonesia

MANILA, Philippines â€" Beating Gilas Pilipinas is highly improbable but not impossible.

With that in mind, the Indonesians are eager to come out to give their best shot in a do-or-die game that they feel presents them an opportunity to score an upset.

Sportshub ( Article MRec ), pagematch: 1, sectionmatch: 1
“The Philippines has a high reputation in the game of basketball. But we’re playing just a 40-minute game, that could be a game-changer,” said Indon naturalized player Jamarr Johnson on the eve of the gold-medal game between Team Phl and Indonesia in the SEABA Championship at the Smart Araneta Coliseum Thursday night.

Game time is at 7 p.m.

“It’s basketball. We’ll put in our best from the beginning to the end, and see what happens,” said Indon-American Arki Wisnu.

Johnson and Wisnu finally saw action in the tourney yesterday and helped power the Indons to a 123-50 demolition of Myanmar that kept them in contention for the title and the regional slot to the coming Asian World Cup qualifying series.

The Indon naturalized player scored 17 points on 8-of-11 clip and also came up with seven rebounds, three assists, two steals and one block against two errors in 22 minutes of action. Wisnu contributed seven points on a perfect 3-of-3 shooting.

“The Philippines is hard to beat. But we’ll try and not give up,” said Indonesian coach Wahyu Widayat Jati, not ruling out their win especially if they’re able to dish out their best and they catch the Filipinos in their off night.

Jati is thankful Johnson and Wisnu gained their FIBA clearance in time for their game against the home team.

“It’s really good for us. We’re playing with our full strength and I hope they (Johnson and Wisnu) can give us energy,” said Jati.

Johnson said he would play the best he can to help prop up the Indons.

We’re gonna play with our hearts out. We’ll do what we can for us to win. I’ll do whatever it is that I need to do be it rebounding, defending or scoring,” said Johnson.

The Indons kept pace with Gilas through the first six days of competition, rolling past Singapore, 71-50; Malaysia, 63-42; Thailand, 60-59; Vietnam, 95-52; and Myanmar to assure themselves of at least the silver medal.

Indonesia is a one-time SEABA champ in 1996 at home in Surabaya, and has had four runner-up finishes behind the Philippines in 2005, 2009, 2011 and 2013.

The Indons, however, missed a podium finish in the last two editions of this Asian sub-zonal event

After spending a few days practicing on clay courts in Switzerland, a healthy and well-rested Roger Federer settled on his upcoming schedule: He will bypass the French Open and turn his focus to Wimbledon, then the US Open.

"It was a tough decision to take, because he likes to play the French Open, likes to play the big tournaments," Severin Luthi, who coaches Federer, said in a telephone interview with The Associated Press on Monday. "But I think it was the best decision for him. It's an investment in his career â€" for this season and for the coming seasons."

Federer posted a message entitled "Roger to skip Roland Garros" on his website on Monday, announcing that he will stay away from competing on clay entirely in 2017 and instead will prepare for the grass- and hard-court events that follow.

"I've been working really hard, both on and off the court, during the last month," Federer wrote, "but in order to try and play on the ATP World Tour for many years to come, I feel it's best to skip the clay court season this year."

It's the second year in a row that Federer pulled out of the French Open, where main-draw play begins in Paris on May 28. He won the title at the clay-court major in 2009 to complete a career Grand Slam.

His absence a year ago, because of back and knee problems that plagued him in 2016, ended his record streak of appearing in 65 consecutive Grand Slam tournaments â€" every one since the start of 2000.

Sportshub ( Article MRec ), pagematch: 1, sectionmatch: 1
Now, though, the owner of a record 18 major championships feels great.

And he wants to keep it that way.

"We are in a good situation. He is (healthier than he's) been in the last five years. We could take the decision out of a position of strength," Luthi said about pulling out of the French Open.

"We talked a few times about it but wanted to give ourselves time to think about it," he added. "We spoke again yesterday and made the final decision today."

Luthi said Federer plans to play at two grass-court tournaments in Germany â€" at Stuttgard starting June 12, and at Halle the week after that â€" before heading to Wimbledon, where play begins on July 3.

The 35-year-old Federer has not played in a tournament since April 2, when he won his third title of 2017 at the Miami Open and improved his record this year to 19-1, all on hard courts, his best start in more than a decade. At the time, he said he would be taking a break from the tour and did not commit to returning in time for the French Open.

"The start to the year has been magical for me but I need to recognize that scheduling will be the key to my longevity moving forward," Federer wrote. "Thus, my team and I concluded today that playing just one event on clay was not in the best interest of my tennis and physical preparation for the remainder of the season."

Clay tends to be the most physically demanding of tennis' surfaces, requiring plenty of tricky movement and sliding, along with lengthy, grind-it-out points.

Federer's great rival and the man known as the King of Clay, Rafael Nadal, has been back to his dominant self on the red stuff lately, compiling a 15-match winning streak and three consecutive titles, including at the Madrid Open on Sunday. That has made Nadal the favorite to collect a record 10th trophy at Roland Garros, which would be his 15th overall at majors, three away from Federer.

Luthi said Federer didn't take Nadal's recent play â€" or anyone else's â€" into account as he weighed his options.

"It's really more a decision about him than the others," Luthi said. "It would be a mistake to look at them too much."

Federer missed the last half of 2016, including the Rio de Janeiro Olympics and the US Open, because of his surgically repaired left knee. He started this season the best way possible, winning the Australian Open in January.

As for Paris, if there were those worrying about whether they might have seen the last of the Swiss superstar there, Federer offered a message about the future.

"I will miss the French fans, who have always been so supportive," Federer said, "and I look forward to seeing them at Roland Garros next year."

MANILA, Philippines â€" In light of the recent international cyber attacks, such the “ransomware” that reportedly crippled about 200,000 computers in over 150 countries over the weekend, a global cyber security expert gave pointers that if you follow, “you will be leagues ahead of other people in terms of Internet security,” she said.

Parisa Tabriz, security expert at Google’s California headquarters, recently revealed to the Philippine press her “Top 4 security tips for people on the Web.”

1. Don’t reuse or share the same password.

Using the same password is dangerous “because hackers know best,” said Tabriz, who has been working for over 10 years with Google's 500-strong cybersecurity team.

“They know that people use the same password. So, what they will do is that they will target a especially weak website to extract passwords from all users of that site. They will get a full database of passwords and based on that, they will try those passwords across multiple accounts, things that are probably more sensitive. It’s possible to buy databases of passwords from other attackers. So, when you’re using the same passwords in multiple places, it’s sort of a secret. The more people you tell, the more likely it is to be known more broadly,” she explained.

She knows how difficult is to remember a different password for every single site, so what she encouraged people to use is a password manager, which remembers those different passwords for you. Chrome, Google’s browser, has a built-in password manager.

A sample of what a password manager looks like. Infographic by Parisa Tabriz of Google

2. Don’t login on shared computers and verify your account security settings.

“Think of shared computers as something with a lot of germs,” Tabriz said.

Lifestyle Feature ( Article MRec ), pagematch: 1, sectionmatch:
Attackers know that a lot of people log-in to shared computers, so these computers are more likely to have malware in the form of a key logger, she noted.

She defined a “keylogger” as something that “actually sniffs off all the keystrokes that you type in and sends off those keystrokes to an attacker.”

“So, obviously, if you’re logging in and there’s an attacker, your password is actually being sent off to some other attacker,” she warned. “Strengthen your account because if you’ve already typed in your password in a shared computer, you have already risked your password into being leaked.”

What she recommends to people is to check out their account security settings. If you have a Google account, you can go to Myaccount.Google.com or look for the My Account button, where you can view the different places that you logged in into your accounts and which devices you used to log in into your account. For example, if you do not have an iPhone but someone with an iPhone has logged in into your account, then that is suspicious, Tabriz said.

She recommended adding a second layer of authentication to your account by first, using a short message system (SMS) code, installing an application on iOS or Android, or using a hardware key.

3. Be mindful of all software or applications you install on your computer or phone.

Tabriz admitted that even if you are a security expert, it is really hard to tell a legitimate software from an attacker trying to fool someone on that software.

Hence, Google developed Safe Browsing technology, which regularly scans virtually all websites on the Web and randomly opens them using a special machine. If a website makes your computer try to download an .exe or an executable file, that is definitely a malware, so Google sends that website on the blacklist depending on the site’s behavior.

The Safe Browsing tech, said Tabriz, comes for free and is available in Firefox and Chrome. It also sends warnings against phishing sites, though she confided that it is also still possible for people to ignore these warnings and put themselves and others at risk.

4. Keep your software up to date.

Manually updating a computer is something people usually see as annoying, so they typically keep it off for a while, said Tabriz.

But generally, what updates do is to perform security scans on critical bugs, so not installing these updates will leave yourself vulnerable to attackers that could exploit your data, Tabriz cautioned.

Chrome, according to her, has auto update that starts as soon as you restart your browser.

Tabriz prescribed visiting and using websites starting with “https://”  as the “s” stands for encrypted security.

“By default, the content that goes over the Web, over http, is all clear text and there’s no real protection for it,” she revealed, adding that Http cookies can be sent on open-WiFi networks.

“The solution is https://, which is encrypted but not widely deployed. Over half of the Web is still not using it, so we’re promoting it. Without Https, you don’t have a guarantee of safety as a user or as someone building a website application.”

According to her, last year, Google published a transparency report on Https and the report revealed that even Google has not 100 percent adopted Https, so slowly, the company has been increasing the number of Https users.

Infographic by Parisa Tabriz of Google

Besides hackers that destroy passwords, she revealed that other security threats people face daily while on the Web are telephone companies selling people’s private information that enable private companies to insert ads into connections, as well as intelligence gathering by big nation states such as Iran.

“The Web really feels secure to most people. It feels like you’re talking to them directly because it’s so fast and immediate. And people think that by default, there is some security when you’re accessing the Web. But in reality, you don’t get security by default. And the Internet doesn’t look like a direct connection to a website, but it’s really an interconnected mess of machines and very typically, you’re connected to multiple, different intermediate points when you’re accessing a website,” Tabriz elucidated.

“Now, any of those intermediate points can actually be a potential place where a person can snoop in under your connection either by logging the traffic and looking at it later, or looking at it as it’s happening, or actually tamper with the connection, and this is actually adding in content to the connection that you or the website is not expecting to happen. This is called the ‘man in the middle attack,’ which has been a threat for a very long time but as we’ve seen, there is an increase in incidence.”

Hence, whether you are an ordinary Joe or an Internet security pundit like Tabriz, who has worked at the White House with the Obama administration to make government files more secure, Tabriz urged everyone to make it a mission to protect the Internet and its users.

“The web is really incredible in terms of being able to share information around the world, enabling people to access information around the world,” she enthused. “Even with just a simple knowledge of coding, you can share information around the world with just a link. That’s a really powerful tool.”

The modern Bohol Airport of international standard targets to be operational by the middle of next year.

“It can open to commercial flights starting June in 2018,” Project Director Edgar Mangalili of the Department of Transportation (DOT) said with much optimism as the project is 06% advanced.

This latest development dispelled earlier rumors that the new airport construction will be delayed by more than a year.

The opening of the new airport will formally open Bohol to the world with chattered as well as regular international flights can now be accommodated to bring  thousands of tourists who will welcome the convenience in a direct flight to this island paradise.

In fact, even before the opening of the new airport in Panglao, daily flights from Incheon, South Korea to the existing Tagbilaran City Airport will commence by next month. The maiden flight of Philippine Airlines will be on June 22 this year.

The rate the construction of the new airport has progressed, Gov. Edgar Chatto  expressed elation on the double time work supervised by Japanese consultants and the consortium of contractors. He presided a project coordination meeting at the Governor’s Mansion last Friday.

“I’m very inspired by this information” and “very happy we’re up,” Gov. Chatto said,

The attending officials of the Japanese Airport Consultants (JAC) and consortium of contractors, Chiyoda-Mitsubishi Joint Venture (CMJV), assured to do their best and complete the project on time.

They are JAC Project Manager Tadashi Aoi and, all of the CMJV, Mitsubishi Corp. Deputy General Manager Takeo Kato, Project Manager Aisuke Ando, Deputy Project Manager Takayuki Nagahara and Chief Contracts Engineer Guy Stephen Richmond.

Chatto used the time to also brief them of the security condition of the province, telling them not to worry because Bohol is safe.

Aoi said “the Japanese do not feel afraid in Bohol” and he would even tell his Western friends to come here and “not be afraid,” too.

CAAP EVEN WANTS MARCH OPENING

At a meeting in Manila early last week, the Civil Aviation Authority of the Philippines (CAAP) would like the new Bohol airport to be already opened in March next year even yet for general aviation.

But, Mangalili said, the DOTr “objected” for “security issues” considering that there will still be workers in the area during that period.

The opening flights in June 2018 will be already commercial following a first flight check in as early as March, the DOTr project manager said

Mangalili explained that the visual flight rules (VFR) will yet apply to the initial, opening flights in the first six months of the airport operation.

Visual flight rules (VFR) are a set of regulations under which a pilot operates an aircraft in weather conditions generally clear enough to allow the pilot to see where the aircraft is going.

Simplified, the aircraft may not be able to land during bad weather resulting in visibility difficulty, the DOTr official said, further citing the experiences at the existing Tagbilaran City airport as a “perfect example.”

But Mangalili quickly added that the new airport operation will then also apply the instrument flight rules (IFR) for already “all-weather” navigation six months after or beginning in January 2019.

The IFR is a set of regulations under which a pilot operates under conditions in which flights by outside visual reference is not safe, or flights by reference to instruments in the flight deck and navigation is accomplished by reference to electronic signals.

A pilot may choose to fly in accordance to the IFR in visual meteorological conditions or may be required to do so by the appropriate air traffic service authority.

Aircraft shall be equipped with suitable instruments and with navigation equipment appropriate to the route to be flown.

KOREA-BOHOL FLIGHT

Although entirely incomparable to the Panglao airport by design, size and capacity, the Tagbilaran City airport will accommodate daily Philippine Airlines (PAL) flights from South Korea starting June 22 this year.

Chatto announced that the national flag carrier will hold the media/publicity launching of its newest international route linking Korea and Bohol for the first time on May 30.

He informed the Korean friends during the “Bohol-Korea Friendship Night” here early last week about the much-anticipated daily flights between the two distant places that share tourism interests.

Not just in tourism, Korea is one of the foreign major supporters of Bohol in educational and agricultural enhancements.

The Korea-Bohol flight will have its stopover in Clark, Pampanga for refueling, also giving convenience to the passengers from central and northern Luzon who travel to Bohol with no more hassle of going to the Manila airport.

In the immediate future, this can open other international routes that will connect to Bohol via Clark, especially when Panglao airport will finally be in use.

Chatto would also like to see soon another regular Mindanao air flight connecting Bohol and Davao in addition to the Bohol-Cagayan de Oro route.

“We have to prove the possibility of passengers to and from Davao by air which has never been tested by sea,” he said.

SIMULTANEOUS WORKS FOR FAST COMPLETION

By visual presentation, the DOTr updated the governor on the different airport construction activities, including the contractor’s fast prefabrication of materials being done outside Bohol like the huge trashes assembled in Batangas.

They are now completing the heavy construction items for shipment here, assured Mangalili.

Chatto was pleased by the updates, especially in knowing that some important works have been done outside Bohol simultaneously with the construction activities right on Panglao project site.

He instructed the local Department of Public Works and Highways (DPWH) to hasten the preparation for the conversion into a national road of the barangay road which is the immediate access to the resorts from the airport.

Chatto and DPWH Sec. Mark Villar already inspected the particular road which is going barangay Tawala in Panglao.

While then a congressman, Chatto nationalized by his laws certain important provincial roads, but he said national conversion of local road can also be done by administrative issuance and he already talked with Villar about it.

Also, the governor instructed the local DPWH to accelerate the installation of necessary and appropriate streetlighting system along the existing national road leading to the airport once the project fund will be ready.

He would have it checked if there was already instruction since the governor and the highways secretary likewise already discussed the project.

THIRD TAGBILARAN-PANGLAO BRIDGE

Days to the airport project coordination meeting, Provincial Administrator Alfonso Damalerio II discussed with DPWH Planning Service Dir. Constante Llanes, Jr. the progress of the feasibility study and advanced engineering design of the third bridge linking Tagbilaran City and Panglao island via Dauis.

The offshore bridge connector is in anticipation of the sure, unprecedented inbound and outbound Tagbilaran-Panglao heavy traffic once the new airport will have operationalized.

Damalerio and Llanes, meanwhile, happen to be fellows and batchmates of the integrated wastewater management training sponsored by the Japan International Cooperation Agency (JICA) in Japan 15 years ago.

The JICA is the foreign main funder of the Panglao airport project, which Local Project Management Team (LPMT) project manager is also Damalerio. (Ven rebo Arigo)

New Bohol Airport is a new international airport being constructed on Panglao Island, Bohol Province in central Philippines.

The PHP7.4bn ($156m) facility will replace the existing Tagbilaran airport, the country's 11th busiest airport.

The new airport is designed to be compliant with international standards and to handle the increasing passenger influx in the coming years. Construction is expected to be completed within 30 months, with operations expected to commence by early-2018.

To be built on an area of 216ha, the airport will be a greenfield construction and is estimated to be ten times bigger than the existing airport. Tagbilaran airport is built on an area of 850m² and handles approximately 800,000 passengers a year, whereas the new airport will be able to manage 1.7 million passengers a year.

Philippines Department of Transportation and Communications, and Regional Development Council Central Visayas are jointly developing the new airport.

New Bohol airport design details
Panglao's new airport is designed to be constructed as a tropical airport in accordance with the location of the island and will be planned as a tropical resort. It is designed to include a 2,000m runway, apron size of 55,585m², passenger terminal building, which can accommodate one million passengers a year, and special equipment.

The passenger terminal building is conceptualised as a single-level structure spread over 8,281m² housing both domestic and international operations. The roof of the building is designed as a muti-curved structure that appears to be floating over the building and takes inspiration from Bohol's Chocolate Hills, a set of unusually shaped hills.

The flight complex will have extensive landscaping that will be prominent in the external yard of the terminal building.

An external covered area of 1,958m² in front of the terminal building will be dedicated for sending off and welcoming passengers' relatives.

Facilities at the New Bohol airport
The terminal building will house domestic and international check-in hall, pre-departure lounges, offices for direct passenger-related services and building management, international and domestic baggage claim areas and concession spaces including duty free shops.

The public concourse area at the entrance of the terminal building will have access to public toilets, car rental, bank and an airline ticketing office. The area will be connected to the car park area and the passenger terminal curb.

The airport complex will also include a control tower, air traffic control (ATC) operation and administration building, fire station and airport maintenance building, ancillary buildings and navigational aids building. Utilities such as power house, water supply system and sewage treatment system will also be a part of the complex.

Sustainable features of the new international airport in Bohol
To be built as an 'eco airport', the new airport in Bohol will implement advanced Japanese technology. It will feature a photovoltaic power generation system and a filtering system that will prevent pollution of the surrounding area through drainage during construction. Geotextile sheets will be used in the soaking yard to avoid the drainage water from seeping into the surroundings.

The airport will feature robust sewerage disposal system, solid waste disposal system, and a stable waterworks system.

Other energy-saving features that will be integrated in the airport's design will include installation of LED lights, natural lights and ventilation for most public areas. Air-conditioning will be powered by solar energy and will be available only in the pre-departure area.

Modifications at the Tagbilaran airport
A second apron and a terminal building will be constructed at the existing airport as an exigency measure to deal with the increase in air traffic until the new airport is completed. The apron will be located near the existing runway and will aid in smooth arrival and departure of flights.

"The new airport is designed to be compliant with international standards and to handle the increasing passenger influx in the coming years."
Financing for the New Bohol airport
A sum of PHP5.862bn ($123.5m approximately) will be provided by a Special Terms for Economic Partnership (STEP) loan from the Japan International Cooperation Agency-Overseas Development Assistance (JICA-ODA). The remaining amount will be funded by the national government.

Construction of the passenger terminal building, control tower, fire station, drivers' lounge, car parks, guard house, toll booths, utility and navigational aids buildings, access roads and airport infrastructure including runway strip and taxiways will be funded through JICA's loan.

Contractors involved
A Japanese consortium of Chiyoda Corporation and Mitsubishi Corporation is the prime contractor for the project, while EEI Corporation, as the sub-contracting partner, will handle the civil works.

A contract was awarded to Japan Airport Consultants (JAC) in association with Phil JAC for the design and consultancy work on the project.

MANILA, Philippines â€" Three Bohol citizens were rewarded by the government for tipping authorities off on the whereabouts of Abu Sayyaf Group members, resulting in the death of Joselito Melloria â€" alias Abu Alih â€" and three others.

The three civilians whose names have been withheld for security reasons, were rewarded by the Duterte administration after helping joint elements of the Armed Forces of the Philippines and Philippine National Police in locating rebels who were hiding in the caves of Barangay Bacani, Clarin, Bohol.

This, after President Rodrigo Duterte went to Bohol weeks earlier to attend a security briefing during the ASEAN meetings there and promised a reward for those who can point to the whereabouts of ASG members trapped in the said area.

Personnel of the Philippine National Police and the Armed Forces of the Philippines involved in the operations were also remunerated for their efforts.

A total of P4 million, as the president promised, was given through the AFP Central Command. The tipsters turned in information to the Special Investigation Task Group and Light Reaction Company after noticing foot trails leading to one of the caves.

Government troops attacked the caves and an encounter ensued that resulted in the death of Abu Alih and the recovery of his M16 rifle with an attached M203 grenade launcher.

An ASG member was also spotted buying bread in another part of town, giving the authorities an idea on the possible entry points of the rebel group’s hideout.

The rebels hiding in Barangay Bacani were reportedly remnants of the 11-man ASG troop under sub-leader Moammar Askali â€" alias Abu Rami â€" who was killed on April 11 in Barangay Napo, Inabanga town.

Rami was responsible for the beheading of several hostages, including foreigners.

"Tip lang ang ibigay mo sa pulis pati military,” President Duterte said, following Abu Rami’s neutralization. “No questions asked. Do not even give your name. Sabihin mo lang saan sila at gobyerno na ang bahala.”

Why were rape and plunder removed from the crimes punishable by death penalty?
President Rodrigo Duterte said he was curious why the two heinous crimes were taken out from the list of crimes punishable by death.
“I really would like to know the rationale of the congress kung bakit. Why is it that rape was taken out and plunder,” Duterte said in an ambush interview in Cagayan de Oro on Friday.

He said rape is considered a heinous crime because it’s a “gross violation of the dignity of a woman.”
“I don’t know why they took (it) out,” he said.
The President said that while he vowed to get rid of corruption, he did not promise to kill plunderers. But despite this, he said he was willing to know the “rationale” why it was excluded by the House of Representatives, a chamber his allies dominate.
“I said I’d stop corruption. I didn’t say I’m going to kill the plunderers. It was not. What was in my mind was that corruption will stop and it will stop,” he said.
The President, however, assured that he would recognize the independence of the Congress in crafting the death penalty bill.

“I leave to the wisdom of the congressmen kasi sila ‘yung representate ng tao (because they are the people’s representatives),” he said.
The chief executive in pushing for the reimposition of the death penalty, said the people have lost their respect for and fear of the law.
“Ang nawala ‘yung takot ng tao sa batas kaya (The people lost their fear of the law so) everybody was into it,” he said.
On March 1, the House of Representatives approved on second reading the bill seeking to restore the death penalty. The bill, however, was limited to drug-related offenses only.

Love Talk / Tambagi ko Noy Kulas: Naglibog
February 23, 2017, 01:48:28 PM
Dear Noy Kulas, Tawga kog Ms. Introvert, 25. What really bothers me is my sexuality. Mao mangayo kog tambag nimo, Noy. It is an honor nga imo kong tambagan. God bless. MS. But kon ganahan ka og anak, go for lalake nga makapapitik pag-usab sa imong kasingkasing. Just don’t close your door to guys. Sama sa akong giingon nga inahan nga closet lesbian. Mama siya but sa tago, lesbian.

Soldiers need to undergo formal training in conducting anti-illegal drug operations if they will be deployed to support Philippine Drug Enforcement Agency (PDEA) personnel in going after drug suspects.

This was bared by Lt. Col. Dodjie Belloga, commander of the Army’s 47th Infantry Battalion (IB), after military forces nationwide were tasked to support the PDEA in carrying out its anti-drug drive.

According to Belloga, soldiers are mostly trained for combat in woodlands and have been through different training compared with law enforcement personnel such as policemen.

He said that they are willing to undergo such training if this will be provided by the government as the battalion does not have enough funds to carry out such exercise themselves.

Meanwhile, 17 soldiers are currently undergoing Special Weapons and Tactics training in Bohol along with 50 policemen who will comprise the province’s new SWAT team.

The SWAT training is expected to be completed by the end of February or early next month.

The Department of Tourism (DOT) allocated P1.4 million for the development of potential tourist destinations in the town of Sikatuna such as the Sikatuna Tree Park, Inland Fishery Park and Lahug Cave.

Sikatuna Mayor Jose Ellorimo Jr. told DYRD Balita on Tuesday that the DOT through Bluewater Consultancy conducted an assessment of the said areas and other known tourist spots in the town.

The ten-man team led by Louie Mencias inspected multiple spots in the town to determine how these can be developed and promoted.

DOT officials also suggested the promotion of the ancestral houses in the town and abundant coconuts in the area by serving their juices instead of softdrinks to tourists.

According to Ellorimo, the DOT’s assistance would be of big help in the implementation of the local government unit’s projects which incidentally are also geared towards tourism growth.

Ellorimo said that the LGU has been looking to capitalize on the town’s tourism potential to promote development in its 10 barangays.

Currently, Sikatuna receives an average of 35 local tourists in a day and 10 foreign visitors in a month.

Philippine Business News / Gasoline price up again
February 22, 2017, 05:12:13 PM
Oil companies yesterday implemented another round of increase in the price of gasoline by 25 centavos per liter.

In the first seven Tuesdays this year, the oil companies only implemented a rollback once.

The total increase in the price of gasoline since January 3 now reached P1.80 per liter.

The total increase in the price of diesel is now 85 centavos.

A rollback was only implemented on January 17 where the price of gasoline had been reduced by 20 centavos by some companies and 30 centavos by the others.

The price of diesel was also reduced by 35 centavos then, and kerosene by 40 centavos.

Yesterday’s oil price movement excluded diesel and kerosene.

The year started with both the prices of gasoline and diesel increased by 70 centavos per liter and 60 centavos per liter, respectively, on January 3.

In the following weeks, the oil companies implemented alternating prices increases for gasoline and diesel.

The second round of price movement on January 10 involved only an increase in the price of diesel by 10 centavos per liter.

The price increase for gasoline followed on January 24 at 60 centavos per liter.

Then January 31 was the turn for the price of diesel to go up by 25 centavos per liter.

The first round of weekly price movements for February had both the prices of gasoline and diesel going up by 50 centavos per liter and 30 centavos per liter, respectively, on February 7.

Then it was followed on February 14 with only the price of diesel increased by 20 centavos per liter.

The last two weeks of 2016 were also marked with price increases for both gasoline and diesel.

The price of gasoline increased by 50 centavos per liter, while the price of diesel also went up by 25 centavos per liter on December 27.

On December 20, the oil companies also implemented price increases in gasoline by 40 centavos per liter and diesel by 70 centavos per liter.

Frustrated by the poor service of local Internet service providers, members of the Bohol Provincial Board (PB) are set to conduct a formal inquiry into the slow network connection in the province.

The probe will be carried out by the PB’s newly formed committee on information technology chaired by Board Member Niño Boniel after complaints from the public reached the legislator’s office.

Several PB members have also lamented the poor service being extended by Internet service providers in many parts of the Bohol as they shared their personal experiences on the subject.

In his privilege speech on February 7, Board Member Elpidio Jala cited an instance wherein the internet connection at his resort in Loay bogged down causing some of his guests to leave.

Jala said that instead of staying for three days, five of his guests stayed for only one night due to the bad Internet service, which the legislator said, he pays for regularly.

For his part, Board Member Venzencio Arcamo said that he has been experiencing the same poor service from Internet service providers Globe and Smart.

During the planned inquiry the PB’s committees on IT and public utilities will be inviting representatives from Internet service providers Globe and Smart.

Slow internet service has plagued the Philippines for several years as connection speeds are sluggish compared to those from neighboring countries which had prompted both chambers of Congress to plan their own probe on the issue

The highest ranking police officer in Central Visayas ordered the manhunt against Atty. Mia Mascariñas-Green’s alleged killers who he wanted to be brought in, “dead or alive.”

Police Regional Office-7 director Chief Supt. Noli Taliño issued the directive on Monday against the suspects who police identified as Romarico Benigian and Lloyd Gonzaga.

According to Taliño, he has directed policemen to use necessary force if the suspects resist arrest.

The PRO-7 chief also ordered the review of other murder cases in Bohol to verify if the two men were also involved in the incidents.

However, Senior Insp. Vincent Paul Dumaguing, Bohol Provincial Police Office (BPPO) spokesman, said that they have not officially received orders to subdue the suspects, “dead or alive.”

Dumaguing said that the BPPO will still carry out lawful means in apprehending the suspects whose whereabouts remain unknown.

The BPPO is still uncertain whether the suspects have indeed left Bohol as they have not dismissed the possibility that Gonzaga and Benigian are still in the province.

For her part, Conrada Otero Blomquist, Green’s client and Gonzaga’s mother-in-law called for justice as she told authorities that the shooting incident erupted from a property dispute between her and the latter.

Meanwhile, reward for any information on the whereabouts of the suspects has reached P600,000, P100,000 and P500,000 of which are from various groups and Green’s family, respectively.

Green’s burial was held this afternoon at the Dampas Cemetery.

Prior to the burial rites, a requiem Mass officiated by Bishop Abet Uy was held at the St. Joseph’s Cathedral in Tagbilaran City.

CEBU CITY â€" The police in Tagbilaran City and Panglao town, Bohol province are facing investigation after a businesswoman accused them of protecting her son-in-law who was tagged as the mastermind in the killing of her lawyer, Mia Manuelita Mascariñas-Green, last week.
Chief Supt. Noli Taliño, police director for Central Visayas, said the Criminal Investigation and Detection Group in Central Visayas (CIDG-7) would be tasked to look into the complaint of Conrada Blomqvist against the police in Tagbilaran and Panglao.
“We will turn over this to the CIDG to investigate if there is any truth to the allegation,” said Taliño.

Blomqvist went to see Taliño on Tuesday afternoon to file a complaint  against the Tagbilaran and Panglao police whom she said provided protection to Lloyd Lancer Gonzaga.
Gonzaga was tagged as the mastermind in the killing of Blomqvist’s lawyer, Mia Manuelita Mascariñas-Green who was shot in front of her three young children while she was driving them home on Feb. 15.
Blomqvist said Green was merely caught in the middle of her dispute with Gonzaga whom she sued for claiming ownership of her small hotel on a prime lot on Panglao Island, Bohol, and her van.
She said she had gone to the police in Panglao several times to seek assistance after receiving death threats from Gonzaga but no one helped her â€" not even the tourist police.
Panglao Bohol policemen would go in and out of her resort, Alona Embrace Hotel, because they received free meals from Gonzaga.
The hotel is subject to a dispute between Blomqvist and Gonzaga.
Blomqvist also sought the help of Supt. Nicomedes Olaivar Jr., the Tagbilaran police chief, but the latter refused to lift a finger on what he called as family matter.
She said she was not surprised because Gonzaga and Olaivar were friends.
“Mismo akong son-in-law ni claim that they are friends. Mao nga siga-siga na siya (Gonzaga) (My son-in-law himself claimed that he and Olaivar were friends. That’s why he is a neighborhood toughie),”
Blomqvist said.
Blomqvist said that when she filed a complaint against Gonzaga at Tagbilaran police, Olaivar called Gonzaga to give him a heads-up.
When reached for comment, Olaivar didn’t directly respond to the allegations raised by Blomqvist.
Instead, he urged her to trust the police.
“Conrada should put back her trust and confidence in the government. The police are doing their best to solve the crime and bring the assailants to justice,

(ecb/PIA7-Bohol)

Bohol’s first district towns are expected to benefit of at least P1 billion worth of infrastructure projects in 2017, according to First District Rep. Rene Lopez Relampagos.

“All roads lead to development,” said Relampagos in a statement. “It is not 100% development and improvement at once but mile by mile, we will get there.”

Relampagos is referring to Republic Act No. 10924 or the General Appropriations Act of 2017 where the amount of Php 1.165 billion was allocated for road infrastructure projects in the first district of Bohol alone.  This will benefit all 14 municipalities and the province’s lone capital city of Tagbilaran.

The amount allocated will be used for national road network services, flood management services and maintenance and construction services of other infrastructures as well as various local infrastructure programs.

“These are important projects. Many of these are still part of the province’ recovery program from the earthquake in 2013.”

National road network services cover: preventive maintenance, rehabilitation and reconstruction, upgrading of damaged national roads including those prone to slips, slope collapse and landslide at Antequera, Tubigon, Cortes, Balilihan, Catigbian, Maribojoc, Loon, Tagbilaran City, Corella and Sikatuna;  network development through construction of bike lanes, paving of shoulders and drainage improvement, and  retrofitting, major repair of damaged bridges, maintenance of existing bridges and construction of new ones, along national roads.

For this year, the identified bridges for repair are Cahayag Bridge, Jacinto Borja Bridge, Montana Bridge and Riverside (Songculan) Bridge. For new bridges, the following were identified: New Abatan Bridge (Maribojoc, Cortes), New Moalong Bridge (Loon), New Tagbuane Bridge (Alburquerque).

Flood Management Services pertain to the construction and maintenance of flood mitigation structures and drainage systems along river systems in Tubigon, Calape, Cortes and Balilihan.

Maintenance and Construction Services of Other Infrastructures refer to the construction and improvement of access roads leading to seaports specifically to the ports of Alburquerque, Baclayon and Catagbacan (Loon) International Cruise Ship Port.

As to local infrastructure projects, identified are construction and completion of multipurpose facilities in certain barangays at Tagbilaran City, Dauis, Corella, Baclayon, Loon, Panglao and Cortes; concreting and construction of various barangay roads, access roads and coastal roads in Tagbilaran City, Loon, Tubigon, Sikatuna, and Catigbian; construction of water system at Maribojoc; and construction of seawall/flood control at Baclayon.

All funds will be released to the Bohol First District Engineering Office who is the implementor of all these projects.

“The first district can rest assure of my legislative support for the enactment of budget measures to improve our district. I encourage local leaders to coordinate with my office especially when calls for projects and programs for the 2018 budget starts,” noted Relampagos.

Bohol Latest News / Shipyard to rise in B’vista
February 20, 2017, 08:05:47 PM
RESIDENTS of Buenavista and nearby towns better learn welding now.
This after Rep. Erico Aristotle Aumentado (Bohol, 2nd District) met with the top henchman of a company that plans to establish a shipyard in Buenavista town.
The company executive, Aumentado and Buenvavista Mayor Ronald Lowell “Sample” Tirol discussed possibilities and scouted around the district for the ideal location until the former settled for Buenavista.
Aumentado took the former’s decision as a good omen where employment opportunities for his constituents are concerned.
The shipyard, he said, is expected to attract other investors to the town.
This means job opportunities that will bring in money to increase the buying power or consumer spending of residents and visitors alike.
On top of skilled welders, the shipyard will also need workers for parallel industries and businesses like food preparation for the workers.
Thus, he said, money circulation in the town, the district and the province will expectedly increase.
He vowed to continue looking for similar opportunities for his constituents so that their respective breadwinners need not go to bigger cities or even abroad for the proverbial greener pastures.
It is best, he observed, that families stay together.

A total of 11 public schools in Bohol have been installed with two-kilowatt solar photovoltaic systems by the Manila Electric Company (Meralco) and Swiss financial services company UBS in a span of three years as part of the firms’ education-related advocacies.

Meralco, through its social development arm One Meralco Foundation (OMF), and UBS installed the systems in schools located in remote islands and mountainous areas that are off electric grids.

On Monday, OMF president Jeffrey Tarayao and UBS associate director and compliance officer Nina Aguilar met with Gov. Edgar Chatto to discuss the ongoing project.

In the past three years, the OMF’s school electrification program has benefitted the following Bohol schools:

Cabul-an National High School at Cabul-an Island, Buenavista and Pandanon National High School at Pandanon Island, Getafe in 2013; Cataban Integrated School at Cataban Island, Talibon; Cuaming Elementary School at Cuaming Island, Inabanga in 2015; Nocnocan Elementary School at Nocnocan Island, Calituban Elementary and High Schools at Calituban Island, Talibon; Bilangbilangan Daku Elementary School and Ponciano L. Padin National High School at Bilangbilangan Daku Island, Malingin Elementary School at Malingin Island, Bien Unido in 2016.

Since the launched of the OMF’s school electrification program, 170 schools across the country have been provided the alternative power source.

As part of the program, the foundation also donated multimedia equipment to the schools as alternative learning medium for students.

Learning cards, which teaches various subjects such as math, history English and values education, among others, were also turned over by the OMF to teachers.

The learning cards were developed by 37 teachers including Boholanos Armand Lagria of Bilar National High School and Arnel Bautista of Canagwa National High School in Buenavista

MANILA â€" President Duterte challenged 228 errant policemen to a gun duel as he showered them with insults and all kinds of expletives when they were presented to him in Malacañang on Tuesday.
The searing mid-afternoon heat was no match for Mr. Duterte’s profanity-laden outburst, which was shown live on national television and various social media platforms.
It was his strongest condemnation yet of irregularities in the Philippine National Police, which came to the fore with the kidnap-slaying of South Korean business executive Jee Ick-joo right inside Camp Crame, the national police headquarters.

“Are you angry at me? Wait until I finish my term as President. Let’s have a gunfight. Leche kayo,” a fuming mad Mr. Duterte told the policemen.
“I will not think twice. You will be the next victims of extrajudicial killings. That’s true,” he warned them in a 13-minute dressing-down.
With their heads bowed, the PNP personnel, including some with bulging stomachs, silently stood in squad formation while their Commander-in-Chief was berating them in front of the media in a virtual shame campaign employed by embattled PNP Director General Ronald dela Rosa.
“Don’t dare me to a gunfight (because) I will not back down, you sons of bitches,” Mr. Duterte said in a raised voice. “Wait for me. Six years from now we will see each other again. As I have said, I’m not a weak leader chosen by the rich in Metro Manila. I was voted by the people.”
Dela Rosa, who was assailed by some lawmakers for using the erring policemen for a media stunt, said he presented the PNP personnel to the President as part of the efforts to weed out scalawags from their ranks.
“As I have said, I will do anything to clean the PNP. I don’t care if they will be put to shame. If they are embarrassed, I am more embarrassed because I am the (PNP) chief. It means I’m a bad egg like my subordinates,” Dela Rosa told reporters.

Doctors in Chennai, India, faced one of their biggest challenges when they operated on a patient and removed a live cockroach from her skull.
According to The New Indian Express, a 42-year old woman was admitted to the hospital on Wednesday after she felt “strange” sensations around her nose and eyes. Before she experienced the symptoms, she recalled that an insect crept into her nostril, making its way inside her head. She tried to blow her nose to free the cockroach but it successfully climbed up her nose.
The results of her nasal endoscopy displayed the menacing cockroach sitting on her skull between her eyes for 12 hours.

“This is the first such case I have seen in my three decades of practice,” Dr. Shankar of the Stanley Medical College Hospital told the news site.
The woman said that before she approached the doctors for help, she suffered from burning sensations and inexplicable pains.
“I could not explain the feeling but I was sure it was some insect. There was a tingling, crawling sensation. Whenever it moved, it gave me a burning sensation in my eyes. I spent the entire night in discomfort, sitting up and waiting for dawn to go to Stanley hospital after getting the reference of a doctor from my employer,” she told local news sites.

Times of India reported that the bug clung to the tissues even if it was vacuumed with a suction apparatus. “It was alive. And it didn’t seem to want to come out,” said Shankar. “We had to use a combination of suction and forceps to finally pull it out.” After 45 minutes, the live cockroach finally came out from the abyss.
It was also the first time the doctors from the said hospital removed a “huge” insect from a human head

It's unclear if the 378 erring Philippine National Police personnel will be made to eat the water lilies blocking President Duterte’s tugboat on its five-minute run across the Pasig River from his Bahay Pangarap rest house to his office at Malacañang Palace.
That’s what Mr. Duterte said he would do to these policemen accused of minor infractions when he scrapped at the weekend an order by PNP Director General Ronald “Bato” dela Rosa that they undergo retraining at the Subic “values leadership training school.”
“The retraining is canceled. I am countermanding the order of Bato. They report to Malacañang. You know why? I need to clear the Pasig River. My tugboat can’t pass through because of the water lilies. I’ll make them eat it,” the President said.

Directive to PNP
In an interview at Camp Crame, PNP headquarters, in Quezon City on Monday, Dela Rosa said he was informed by Senior Supt. Felmo Escobal, the PNP liaison officer to Malacañang, of the President’s directive for these policemen to start cleaning up the heavily polluted river.
“I will bring them to Malacañang, make them do a formation in front of the President so they can start cleaning up Pasig River,” Dela Rosa said.
“The tugboat of the President when crossing from Bahay Pangarap to Malacañang always gets blocked by water lilies so we will let the policemen clean it up,” he said.
When asked by reporters, Dela Rosa did not say if the pesky hyacinths would be served as chow mein, only that the men would clean up the river.
The PNP chief, however, stressed that minor offenses, which range from frequent absences to tardiness, are not grounds for separation from the service, and policemen who commit these acts can still be rehabilitated unlike those who commit heinous acts.
These men, he said, are “beyond economical, moral and spiritual repair.”
“We consider these policemen as reformable unlike (those who committed) grave offenses,” Dela Rosa said, adding those accused of heinous crimes will be removed from the police organization.
Symbolic push-ups
Last week, Dela Rosa ordered seven policemen in Angeles City to do push-ups while berating them for their alleged involvement in an extortion case against three South Korean tourists, drawing criticism.
Sen. Panfilo Lacson, a former PNP chief, defended Dela Rosa. “The message is good. Push-up is symbolic and the cussing and everything, but it should go beyond that,” Lacson said.
The public is awaiting commensurate punishment for those who have strayed, he said.

World Daily News / Trump advised to do a Duterte
February 07, 2017, 11:01:31 AM
Some White House advisers of President Donald Trump want the controversial US chief executive to “do a Duterte” in dealing with terrorists and drug dealers and bringing down the crime rate in America.
I got this information from an American friend who has access to the White House.
In a phone conversation I had with him last week, my friend said many of Trump’s close advisers admire Mr. Duterte’s way of dealing with criminals and drug dealers.

“Knowing Trump, I’m sure he will follow the advice of his advisers,” my American friend who is from California said.
The advisers of the new but controversial US president know that the peace and order situation in the country has considerably improved since President Digong took over, according to my friend.
A frequent visitor to Manila, my friend had predicted that if Trump got elected to the White House, he and President Digong would become good friends.
“Both are straight talkers and doers, Mon,” my friend said.
My friend informed me Trump had invited President Digong to his inauguration and even asked me to accompany our Chief Executive because he would give me a tour of the White House.
(Mano Digong didn’t accept the invitation, saying he didn’t want to set foot in the United States.)
There goes Philippine National Police Director General Ronald “Bato” dela Rosa with his clownish antics again!
The PNP chief berated in front of TV cameras Pampanga policemen for abducting and extorting money from some Koreans in Angeles City months ago.
To top it off, Bato ordered the errant cops to do push-ups as punishment.
The policemen’s shenanigans surfaced after the kidnapping of Korean businessman Jee Ick-joo by antinarcotics cops who killed him inside Camp Crame in October.
Giving policemen who commit heinous crimes light punishment is like encouraging them to carry on.
Bato might as well have whispered to the errant cops: “Gawin ninyo uli, mga bata (Do it again, boys).”
Bato was playing to the media to boost his reputation as a funnyman, the first PNP chief in history to consider the post a circus stunt instead of a serious job.
It’s surprising why Bato still remains at his post despite all his boo-boos.
Environment Secretary Gina Lopez’s order to close down 23 mines should send a strong message to mining companies that the present dispensation won’t tolerate the destruction of the environment over economic gains for the country.
Lopez, a longtime environmentalist, ordered the closure of the mines for operating in watersheds.
“You cannot have any kind of mining operations in a watershed. Water is life,” she said.
Her appointment as environment chief was among the President’s wisest decisions.
Unlike her predecessors, Lopez can never be bribed by big business.
Although she belongs to the wealthy Lopez family which owns ABS-CBN, Gina doesn’t care about money, being a former Buddhist nun.

The shift to federal form of government espoused by President Rodrigo Duterte has been lobbied before large-audience fora and has gradually gained acceptance.

Board Member Romulo Cepedoza, president of the Liga ng mga Barangay (Bohol Chapter) said the idea earned positive response from the attendees. The confab opened last Wednesday with DILG Sec. Sueno as keynote speaker.
Cepedoza lauded the good attendance of the baragay leaders as 1,084 showed up out of the 1,109 barangay captains

Lawyer Raul Lambino, lead convenor of PDU30-CoRe (Constitutional Reformers), first talked about the federalism form of government on August 16 last year during a forum intended for such purpose alone.

Lambino talked about the topic when he addressed barangay captains during last week’s Liga gathering.

The forum on the topic last year was attended by mayors and vice mayors in the province, representatives from non-government organizations, civil society organizations, academe, religious organizations, and government offices.

Lambino declared during such forum that “the seed of federalism had been planted in Bohol” (figuratively).

Lambino’s talk during the Liga Congress last week was actually a sequel in the information campaign for the shift from Unitary form to Federal form of government in the Philippines.

PDU30-CoRe projected that the new form of government will take shape either in the last three years or the last year of the Duterte administration.

Lambino admitted though that the process won’t be as easy as creating a province or municipality or town.

Shifting to federalism involves “creating new states within a state in federalism,” Lambino said.

The Duterte administration may just be able to have it gradually taking form, and it would actually be established after the present administration.

Lambino explained they could only limit themselves to what are doable at this time.

This is why they call their cause “sowing the seed of federalism”.

Significant change might take 10 to 20 years to process, especially that the system of democracy is a controlling factor where a concept in governance has to be decided and be acceptable by the majority.

AUTONOMY OFLGUS

Lambino explained that in a federal form of government, there is greater autonomy of the local government units.

Establishing states within a state will reduce the dictating tendency of a president, thus producing the advantage of having people benefiting from the service of an honest and competent leader but less affected by any harm that a bad leader can do.

The places to be regrouped based on contiguity and common customs, for example, will be capacitated to design their economic agenda as a state that maybe distinct from another area though in consonance with the encompassing principles adapted by the federal government.

This will address the so-called Imperial Manila setting.

It will facilitate faster decision-making, more political stability, more power over funds and resources, promotion of specialization, and most of all, it naturally decongest Manila.

It will bring government closer to the people, and encourage competition just as Duterte had promised during the campaign, according to Lambino.

This impressed the  barangay captains who attended the three-day Provincial Liga ng mga Barangay Congress last week.

The Catholic Church finally formalized its condemnation on the alleged extra judicial killings happening in the midst of the war against drugs while citing the reign of terror in many places of the poor.

This was contained in the pastoral letter of the Catholic Bishop’s Conference of the Phils (CBCP) issued yesterday and to be read in Holy Masses nationwide today.

The CBCP pastoral letter signed by Archbishop Socrates B. Villegas cited that the Church is one with the nation in bringing change. However, it stressed “change must be guided by truth and justice,” while citing that the Church stands for “basic teachings rooted in our being human, our being Filipino, and our being Christian.”

Commenting on the pastoral letter, newly installed Bishop Alberto Uy of the Diocese of Tagbilaran told the Chronicle that it does not mean that the Church is against Pres. Rodrigo Duterte. In fact, Bishop Uy, together with Talibon Bishop Daniel Patrick Parcon actively participated in the formulation of the Drug Rehabilitation Program (Without Walls) which was approved during the joint meeting of the Prov’l Peace and Order Council and Prov’l Anti Drug Council held at the Governor’s Mansion last Tuesday.

Gov. Edgar Chatto who presided the meeting lauded the “Talibon experience” initiated by the two bishops in a genuine community effort in the drug rehabilitation program involving the cross section of society and even the various religion whose representatives were also present during last Tuesday’s meeting.

Commenting on the life of those afflicted with drugs, the CBCP said the “opportunity to change is never lost in every person” as God is merciful.
The Church committed to “work together to solve the drug problem and work for the rehabilitation of drug addicts citing that “every person has a right to be presumed innocent until proven guilty.”

“We will help drug addicts so that they be healed and start a new life,” the CBCP stressed while assuring that the Church will “stand in solidarity and care for those left behind by those who have been killed and for the victims of drug addicts.”

In denouncing extra judicial killings, the Church stressed that the life of every person comes from God, and thus it is only God alone who can take it back.
“Not even government has a right to kill life,” the CBCP said.

The pastoral letter said “a wrong doing cannot be corrected by doing another wrong.”

The Church leaders who have been attacked several times by Pres. Duterte posed a challenge to “solve the poverty of the majority which can be addressed once permanent work and sufficient wages be given to the workers.”

While the bishops’ group admitted that the Church is not an exemption of its own weaknesses, it will not stop them from speaking out the morality behind the issue as “we are all brothers and sisters responsible for each other.”

The pastoral letter ended by stating “let us not allow fear to reign and keep us silent.”

SUSPENDS “OPLAN TOKHANG”

The CBCP pastoral letter came barely a week after Pres. Duterte ordered the suspension of “Operation Tokhang,” an anti-drug campaign which generated praises from several sectors except on the reported extra judicial killings.

In a random phone/text survey conducted by the top rated “Inyong Alagad” program of station dyRD last Wednesday, 88% of the respondents did not favor the suspension for fear that the drug problem might escalate anew.

Majority of those who objected the suspension said the manpower of PDEA will never be sufficient to control the drug problem, unlike the PNP which has numbers in terms of manpower.

The respondents of the radio survey likewise called on the authorities to expedite the investigation of the erring cops allegedly involved in questionable drug operations in the entire country.

By JUNE S. BLANCO     INABANGA and Buenavista towns in northern Bohol stand to have their ports improved this year. This after Rep. Erico Aristotle Aumentado (Bohol, 2nd District) inserted funds for the purpose in the 2017 General Appropriations Act (GAA). Aumentado said a new and bigger P50-million port will be built for Inabanga in barangay Uog. This will replace the existing one which is behind the public market in barangay Tungod. The seawater off Uog is deeper. He said this augurs well for larger pump boats and motorized bancas. This will make regular the trips to Cebu and back. Many residents and store-owners buy provisions and stocks from Cebu rather than go on land trips to the capital Tagbilaran City. The solon, however, vowed to secure additional funds for this port when he returns to Manila, as this is a new construction, not just an improvement. On the other hand, also in the GAA is P40 million for the improvement of the Buenavista fishport. Of the three congressional districts in Bohol, the 2nd District has the most islands and islets. This means islanders travel a lot by sea to buy from the mainland or from Cebu, their needs at home or in school, or to bring patients to hospitals. Aumentado said the improved ports will also improve travelling conditions for the islanders and their cargoes. Meanwhile, the medical team of the Faces of Tomorrow arrived yesterday morning for a week-long surgical mission to correct cleft lips and cleft palates as well as perform general dentistry. Aumentado led the welcoming delegation at the Tagbilaran City Airport...

The wallets, fans, and key holder samples were created by Rowena, Telyz, and Angelita â€" all members of a women’s group in Barangay Cogon in Tagbilaran, Bohol. The souvenir items were made from used plastic shopping bags and snack wrappers. The women were trained by a 27-year old Japanese volunteer Chisato Kanno dispatched under the Japan International Cooperation Agency’s (JICA) Japan Overseas Cooperation Volunteers (JOCV) Program. “Bohol has a thriving tourism industry, but waste management is a challenge. I am introducing a system to the community on recycling plastic, and creating products that they can sell for income,” said Kanno. With help from JICA, Bohol’s local government, Department of Trade and Industry (DTI), Department of Education (DepEd), and barangay Cogon, an upcycling facility project was launched in Tagbilaran, the first of its kind in the Philippines to use digital fabrication equipment. “Upcyling” is converting unwanted objects like plastics into usable ones without degrading its quality. In Tagbilaran City, about 10 tons of waste materials, particularly plastic shopping bags are discarded on average. Through upcycling, waste materials like plastic are collected then washed and cleaned. The plastic materials are cut and pressed using a machine to form new plastic sheets that are then transformed into new products. The heat press machine was designed by another Japanese volunteer dispatched in Bohol’s Department of Trade and Industry, Shiro Takaki. Takaki assembled the upcycling equipment using a previous JICA-assisted project and the country’s first fabrication laboratory in Bohol. Through the project, women of Barangay Cogon saw how trash could be redesigned to become someone else’s treasure, while helping low-income families.

CANDIJAY, Bohol â€" A sinkhole about 1.5 meters deep and at least 1.5 meters wide appeared in the village of Boyo-an in this town following incessant rain last week.
The hole was believed to have been caused by rain water washing away the soil underneath.
A sinkhole is a vacuum or cavern beneath the ground or topsoil waiting for an occurrence of an earthquake or heavy rain to rupture.

Residents said the sinkhole first appeared in December last year with a size of a small ball when the incessant rain started. It gradually widened to at least 1.5 meters last week.
Local officials cordoned off the place after noting many people had gone there to look at the sinkhole.
At least 12 families are living near the sinkhole.
Vicenta Licong, 62, whose house is just a meter away from the sinkhole, said she could not sleep well since the sinkhole widened last week. Her daughter, Teresa, was also worried about the safety of her own two-year old daughter Anna.
So, whenever it would rain at night, they would sleep at her relative’s house for safety.
Jeryl Lacang-Fuentes, Municipal Disaster Risk Reduction and Management officer, said a team from the Mines and Geosciences Bureau (MGB) of the Department of the Environment and Natural Resources was assessing the sinkhole to determine if it posed a threat to the public.
“Initially, MGB identified it as cover collapse type of sink hole,” Lacang said. “It was noted that cavity is already present prior to the ground collapse.”
She said that MGB will inspect it the sinkhole further next week.
“There was an ocular inspection from MGB but they would be back next week with their equipment such as a ground-penetrating radar to further evaluate the sinkhole,” she said.
At least 11 families were evacuated last week to the Boyo-an Elementary Schoo as a precaution, according to Fuentes.
However, the Licong family were unwilling to leave their concrete house.
The sinkhole affected the barangay road that goes through Purok 1 to Sitio Cutan, making it impassable to motorists.
Fuentes said that it was not yet known how long the road would be closed, but motorists had been advised to avoid the area and diversion signs had been put in place.
The road may remain closed for several days, she said.
Several sinkholes started appearing after a magnitude 7.2 quake hit Bohol in October 2013. /atm

The chairman of the Provincial Board’s (PB) committee on peace and order and public safety expressed optimism over the continuation of the government’s anti-drug drive under the Philippine Drug Enforcement Agency (PDEA) and National Bureau of Investigation (NBI).

Board Member Ricky Masamayor said that he is confident in the agencies’ capability to continue the war on drugs as the Philippine National Police was ordered to stop carrying out anti-narcotics operations.

Masamayor downplayed speculations on the resurgence of illegal drug activities which have been ended by law enforcement agencies as he noted that the police will remain involved in the anti-drug campaign.

He said that policemen will coordinate with the PDEA and NBI as both agencies continue to go after drug personalities.

According to NBI Bohol executive officer Atty. Arcelito Albao, nothing has changed for the agency as they continue to conduct anti-drug operations.

For his part, SPO2 Herold Bihag of the Criminal Investigation and Detection Group-Bohol said that they will focus on arresting perpetrators of other crimes.

While policemen have been barred from conducting anti-illegal drug operations, they will go after wanted persons and intensify the drive against illegal firearms, Bihag added.

The Tagbilaran City traffic bureau is considering the implementation of a “one-way traffic loop system” as part of its bid to decongest several streets particularly in the central area of the province’s capital.

According to Tagbilaran City Traffic Management Office (CTMO) chief Tony Samante, they are planning to apply the one-way loop system along Gallares Street which is among the busiest roads in the city.

Heavy traffic has been reported in the said street particularly during rush hour as the narrow two-lane road leads to several establishments such as malls and hospitals.

Samante who projected that the system would ease traffic in the area urged the Sangguniang Panlungsod to study the CTMO’s proposal.

The traffic management official also noted that the system can also be implemented in other narrow streets in the central part of the city.

However, Councilor Eliezer Borja said that the one-way loop currently cannot be implemented due to several ongoing construction of roads in Tagbilaran City.

The immiediate implementation of the system would only worsen traffic congestion, added Borja.

The councilor said that the there is an ordinance on the loop system but was not implemented due to the repair of several roads in the city.

The provincial government this week delivered on its promise to extend financial aid to each of the 1,109 barangays in the province.

Provincial Admistrator Alfonso Damalerio said during the weekly “Kita ug ang Gobernador” program on Friday that a total P22.2 million was earmarked for the initiative.

The budget was raised from the initially planned P10,000 in barangay aid for each village to P20,000.

US President Donald Trump’s executive order on Friday halting the US refugee program for 120 days and preventing immigration from seven Muslim-majority countries has sent shockwaves across the globe, with both leaders and ordinary citizens from several countries expressing consternation and outrage over the order.

The seven Muslim-majority countries affected by the order are Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.

Although the Philippines is not included in the list, this ban has taken particular resonance among Filipinos not only because of the scale of immigration to the US from the Philippines but also the pronouncement on Monday of President Rodrigo Duterte that he would not “lift a finger” to help Filipinos in America who would be affected.

This may have caused inadvertent confusion and concern among many in the Philippines. Here’s what the order does and doesn’t do, and how it might affect Filipinos.

According to The Atlantic, an American magazine, the executive order applies only to non-US citizens. However, according to the magazine, the White House said that their Customs and Border Patrol (CBP) would have “discretionary authority” to question US citizens, including Filipinos who have acquired American citizenship, who will be arriving from the seven Muslim-majority countries covered by the ban.

The scope of the prohibition covers refugees waiting for resettlement in the US. In the case of refugees from Syria, they are prevented from entering the US “indefinitely.” Filipinos on any visa category can still enter the US because only citizens from the said Muslim-dominated countries are banned, so far.

Filipino green card holders are also not yet affected since only card holders from these countries traveling overseas are covered although these instances would be considered on a case-to-case basis, The Atlantic reported.

Filipinos holding dual citizenship could still breathe a sigh of relief because the order targets only those from the mentioned countries holding dual citizenship with another country. However, CBP personnel can question people not from the banned countries who hold dual citizenship based on their discretion.

This does not mean that the Philippines will not be affected in the future especially in light of reports indicating that the ban is likely to be extended to other countries and Trump’s statements when he was still campaigning for the US presidency.

During the campaign, then-candidate Trump promised that he would suspend immigration from states with a proven history of terrorism against the US and its allies. In August last year, Trump was criticized by Filipinos and Filipino-Americans after he proposed a ban on immigration from the Philippines which he included in his list of terrorist havens.

The Philippine inclusion in Trump’s list of terrorist havens seems to have a basis especially if the US State Department’s annual report on global terrorist activity is to be believed. In the report, the Philippines, specifically the southern areas of the country, was named as a terrorist activity haven together with Somalia, Mali, Libya, Egypt, Iraq, Lebanon, Indonesia, Malaysia, Afghanistan, Pakistan and Yemen.

If this happens, the Philippines will be significantly affected especially in terms of immigration and overseas Filipinos workers (OFWs) remittances.

According to an analysis by CNN, a total of more than 2.73 million nonimmigrant and immigrant visas were issued by the US State Department to citizens of countries that were either labeled “terrorist safe havens” (the category of the Philippines), “state sponsors of terror,” “nations where terror networks are based and operate” or “countries with active terror cells.”

Of the 2.73 million visas issued, more than 235,000 were issued to the Philippines, the second highest number among those on the list. These people are on top of the 3.5 million Filipino immigrants already living in the US in 2013, according to the Migration Policy Institute.

If Filipinos are barred from entering the US, this will have serious repercussions on the Philippine economy especially on the remittances of our countrymen working abroad. Latest data from the Bangko Sentral ng Pilipinas showed that from January to November 2016, $8.06 billion was remitted by Filipinos in the US, a figure that is 5.3 percent higher than the amount during the same period the previous year. This number might not include money coming from Filipinos who came to the US illegally. They are estimated to be numbering up to 300,000, based on Malacañang speculations.

The number of Filipinos who might not be allowed to enter the US should a policy be enacted and the ban’s impact on the amount of money sent home by Filipinos seriously warrant the government’s attention on this matter. Considering the impact of this on the economy, which is heavily reliant on remittances, as well as on the lives of Filipinos both in the US and in the Philippines, the government should have measures and programs in place to address the possible ramifications of Trump’s executive order. Simply stating that it “won’t lift a finger” is not enough.

One of the greatest rivalries in tennis history received another chapter Sunday night in Melbourne, Australia, as Roger Federer outlasted Rafael Nadal to win the Australian Open title, 6-4, 3-6, 6-1, 3-6, 6-3.

The win gives Federer his 18th Grand Slam title, the most by a man in the Open era. He had just returned from a six-month break due to a series of injuries. The title is Federer’s first since 2012.

Though Federer and Nadal have undoubtedly aged since their earlier matchups, and entered the tournament seeded 17th and ninth, Sunday’s match featured the spectacular tennis that has come to define their rivalry.

Featuring spectacular twists and turns, Federer and Nadal each competed for their respective legacies. Federer drew first blood, breaking early in the opening set and dropping just four points on serve to take an early lead.

But, just as it appeared that Nadal, 30, may have been drained from a marathon five-set semifinal win over Grigor Dimitrov, the Spaniard struck back with a renewed fire. Nadal went straight for Federer’s backhand, resulting in 15 unforced errors and allowing Nadal to quickly jump ahead and close out the second set.

Then it was up to Federer to respond to the challenge. The 35-year-old, competing for his 18th Grand Slam title, wasted no time, firing off winner after winner and racing to a rare 6-1 set victory.

Nadal fought right back with an efficient set of his own, denying Federer a chance to go home with the trophy early and capturing the momentum headed into the fifth.

In the decider, Nadal broke Federer early and all signs pointed to his 15th Grand Slam title. But, somehow, someway, Federer found his way back from the brink, breaking back down 2-3 in the fifth with a spectacular backhand winner followed by an errant forehand from Nadal. Seizing the moment, Federer quickly held at love and dug deep to break Nadal and serve for the match.

In what would be his final service game, Federer staved off two break points and won courtesy of a controversial forehand winner that was challenged by Nadal, but was ultimately called in.

The win was Federer’s first over Nadal in a Grand Slam since the 2007 Wimbledon Final. Nadal came into the match with a 9-3 head-to-head edge in Grand Slams.

The Department of Transportation and Communications has awarded the contract to build a new airport in Bohol, which is a popular tourist destination, to Japanese engineering giant Chiyoda and Mitsubishi Corp.

“We awarded (the Bohol airport contract) to Chiyoda-Mitsubishi. This is an ODA (official development assistance) loan and JICA (Japan International Cooperation Agency) rules of procurement. Every step of procurement process required JICA concurrence,” DOTC secretary Jun Abaya said.

The project involves the operation and maintenance of the P2.34 billion new Bohol airport that will replace the existing Tagbilaran Airport. It will be operated under a public-private partnership.

Chiyoda and Mitsubishi will undertake the operation and maintenance of the airport and  provide additional facilities and other necessary improvements.

They will also provide the necessary capital investments to upgrade the capacity of the airport facility in terms of passengers, freight and Air Traffic Movement (ATM).

The airport is expected to be completed in 2017.

Makati Major Jejomar Erwin 'Junjun' Binay Jr also hits the 'excessive and unnecessary show of force' by police deployed in the city hall area, calling it 'quasi-martial law'
MANILA, Philippines â€" The camp of Makati Mayor Jejomar Erwin "Junjun" Binay Jr filed a petition with the Court of Appeals (CA) on Tuesday, March 17, to cite Interior Secretary Manuel Roxas II in contempt for refusing to honor a court ruling stopping the suspension of the mayor.

Also included in the petition for contempt are:

DILG National Capital Region Director Renato Brion
Police chief director Carmelo Valmoria
Police chief superintendent Henry Ranola
Police senior superintendent Elmer Jamias
Makati Vice Mayor Romulo Peña
The Binay camp earlier hit the Department of the Interior and Local Government (DILG) for insisting that the suspension order it served against Binay early Monday still stands.

The DILG said that the suspension order was served hours before the CA issued a temporary restraining order (TRO) stopping the suspension order issued by the Ombudsman last week.

The appellate court's resolution also came just hours after Vice Mayor Romulo Peña had already been sworn in as acting mayor.

"The order of the Ombudsman has already been carried out; hence, there is nothing to restrain," the DILG said, adding that it would refer the matter to Justice Secretary Leila de Lima for further clarification.

Ombudsman Conchita Carpio-Morales echoed the DILG's position on Tuesday, saying that that the matter is now "moot and academic" since the suspension had been served by the DILG.

But Rico Quicho, spokesman for Vice President Jejomar Binay, earlier said the DILG must respect the CA ruling.

He added that neither the DILG nor the justice secretary could claim the proper interpretation of the CA decision.

"DILG as part of the executive branch implements the law. It has no power to interpret it, which is solely vested in the judiciary," Quicho said.

He added: "Even the secretary of justice cannot arrogate upon herself the proper interpretation of the Court of Appeals' Decision. To do so would clearly undermine the jurisdiction of the Court of Appeals."

The TRO will be in effect for 60 days while arguments on the legality of the 6-month preventive suspension order is being heard.

The hearing of the application for the issuance of a writ of preliminary injunction has been set on March 30 and 31. A writ of preliminary injunction will extend the TRO indefinitely.

The Ombudsman's order stemmed from a complaint over allegations of irregularities in a contract related to the construction of a Makati city building.

Martial law?

On Tuesday, Binay hit the DILG for insisting on its own interpretation of the court ruling, which in effect means that the DILG still considers Peña the acting mayor of Makati.

Binay said it is not part of the DILG's mandate to interpret the court's orders.

He added that the DILG was defying both the court order and the will of the Makati voters who elected him to office.

“I was overwhelmingly elected by the people as their Mayor in the last election. Let us respect their will," he said.

“I am the Mayor of Makati, and I will see to it that our constituents will not be deprived of the services and benefits they deserve from their government,” he added.

Binay also hit DILG Secretary Manuel Roxas II for the deployment of hundreds of heavily-armed police personnel to secure the city hall area.

Binay likened the "excessive and unnecessary show of force" to a "quasi-martial law."

He also questioned if it was necessary for Senior Superintendent Elmer Jamias, ground commander at the city hall complex, to go around the premises with armed troops.

“Is it really necessary for Colonel Jamias to go around City Hall premises with armed PNP personnel? They should stop pretending that they are here to maintain peace and order,” Binay said.

Meanwhile, the mayor's sister, Senator Nancy Binay, posted a photo on her Twitter account showing rows of police officers massing in the area.

"Walang peace and order problem sa Makati, Sec. Mar. Pakideploy lang po sila sa mga lugar na mas kailangan sila," she wrote.

(There is no peace and order problem in Makati, Secretary Mar. Please deploy them in areas where they are needed.)

The Philippine National Police (PNP) however denied there was "overkill" in the deployment of police personnel.

PNP spokesperson Chief Superintendent Generoso Cerbo Jr said the police officers were deployed to ensure peace and order.

The Binays have maintained that the suspension order against the Makati mayor was the latest political ploy to derail the 2016 presidential bid of their father, Vice President Jejomar Binay.

The DILG secretary is widely perceived to be the elder Binay's rival in the 2016 polls.

You probably cross your legs at least once while you’re having dinner, working at your desk, or pretty much any time you sit down. Odds are, you don’t even realise you’re doing it â€" you just sit and cross one leg over the other, like you’ve done for years.
But experts say you might want to rethink that habit: Crossing your legs can actually have some negative health effects. Here’s what you need to know:
It Causes Back And Neck Pain
In a perfect world, you’d sit facing forward with both feet planted squarely on the floor. Unfortunately, that rarely happens. Most of us shift our weight around, lean to one side or the other, or, yup, cross our legs.
According to orthopedic physical therapist Vivian Eisenstadt, crossing your legs is just asking for back and neck pain. Sitting with your legs crossed puts your hips in a torqued position, which can lead to the rotation of one of your pelvic bones, she explains. Since your pelvis is the base of support for your spine, it puts unnecessary pressure on your neck and lower and middle back when it’s rotated and unstable. And the longer you sit with your legs crossed, the more pressure you put on your spine, which increases the odds you’ll develop an issue.“Days and weeks of doing this are one of the main reasons we have back and neck pain, as well as herniated discs,” she tells Yahoo Health.
While it’s unrealistic that you’ll have perfect posture every time you sit down, she recommends sitting with your knees and ankles at 90 degrees with your pelvis balanced whenever possible.

It’s (Possibly) Linked To Spider Veins
No one wants spider veins, but they happen â€" according to the U.S. Department of Health and Human Services, about 55 percent of women and 45 percent of men in the U.S. have them.
The medical community seems to be divided on the link between crossing your legs and spider veins. While some doctors say spider veins are solely caused by genetics, pregnancy, sun exposure, and frequently standing or sitting for long periods of time, others like Hooman Madyoon, MD, a cardiologist at Cedars Sinai Medical Center who specializes in the treatment of venous diseases, tells Yahoo Health that there is an indirect link between the two.He explains how it works: Crossing your legs increases the pressure on your veins that are responsible for returning blood back to your heart. The pressure of one leg on top of the other impedes your blood flow, which can weaken or damage the veins in your legs. If the veins are damaged or weakened, the blood can leak into them and collect there, causing spider veins or exacerbating existing ones.
It Elevates Your Blood Pressure
It’s surprising, but true. Crossing your legs at the knee can temporarily cause your blood pressure to go up.
Here’s why: The blood in your legs has to be pumped back to your heart against gravity, explains Madyoon. That’s already a tough enough task for your body, but when you cross one leg over the other, it increases resistance to the blood flow. As a result, your body has to increase your blood pressure in order to push your blood back up to your heart.
You usually won’t feel any symptoms when your blood pressure goes up, but repeated, drawn-out increases in blood pressure can cause long-term health issues. So, planning to sit for a long period of time? Don’t keep your legs crossed.

Purefoods star import Daniel Orton is now under the microscope after his subpar performance against PBA expansion team KIA Motors on Wednesday night.

But what actually drew the ire of several basketball fans was not his below average scoring output. Orton is now in trouble after his post-game rant wherein he called Manny Pacquiao’s foray into basketball “a joke.”

“That’s (Pacquiao playing) a joke, part of the joke I’m talking about,” he said in Richard Dy’s report to Spin.ph.

Orton was also irked by the way the referees handled the game, which saw him drawing several fouls.

Saddled with fouls, he wasn’t able to defend KIA’s Peter John Ramos inside the paint, and this allowed the Carnival to take a 95-84 victory against the Hotshots.

Orton was only able to contribute 6 points and 3 rebounds in 19 minutes.

PBA Commissioner Chito Salud has summoned the Purefoods import for his outburst, according to Alder Almo’s report in the Philippine Star.

The NBA veteran is scheduled to meet Salud on Friday at 1 p.m. to explain his side.

“Before the game, I was looking forward to it (matchup with Ramos), because I’m a guy who likes to battle it at the post,” said Orton. “They (referees) really took the game that I know and love and made it into a mockery tonight.”

Then he took it out against Pacquiao.

“Professional boxer? Yeah. Congressman? Alright. But professional basketball player? Seriously? It’s a joke,” said Orton, the 29th overall pick in the 2010 NBA Draft.

Meanwhile, Purefoods Governor Rene Pardo clarified that Orton’s outburst doesn’t reflect the team’s stand regarding their defeat.

"His statement does not reflect the sentiment of the team," said Pardo in a separate Spin.ph report. "In fact nagkamayan pa nga kami ni Cong. Manny after the game."

He also confirmed that Purefoods coach Tim Cone cancelled the Hotshots' team practice after their second straight defeat.

"Siguro para makapag-isip-isip muna lahat ng mga players," Pardo said.

CEBU -- Authorities have arrested three of at least five suspects involved in the killing of a German national, and hurting two other foreigners at a fast food outlet in Barangay Tabunok, Talisay City in Cebu.

Henry Haffiner, 31, was brought to Chong Hua Hospital in Cebu City, where he was declared dead on arrival, while those who were injured were Julian Millard, 31, a French man, and Cheten Saparaiya, 32, an Indian national.

Supt. Carmelo Dayon, city police chief, identified the arrested man as Allan Velos. He was arrested inside his residence at Barangay San Isidro, Talisay City last Friday, 14 hours after the shooting incident.

Velos denied his involvement in the crime, adding that he was just inside his house when the shooting incident happened.

Haffiner's fiancee, however, identified Velos as one of the gunmen. Two other witnesses also positively identified Velos.

Two other suspects were also arrested on Saturday.

Rizzi Ramirez, 21, admitted that he was the one seen at the closed-circuit television (CCTV) video footage wearing a white sleeveless shirt.

He also admitted that he fired the gun thrice, resulting in the death of the German, after a certain person named Tata asked him to join the group.

Ramirez said he will cooperate in solving the case.

Another suspect, Roger Cale, was detained at the Criminal Investigation and Detection Group (CIDG). He also denied the allegations, as well as his involvement in the shooting incident.

The police are forming a task force that will investigate the case while search for the rest of the suspects continue.

Floyd Mayweather Jr. Published in Boxing

Delikado si Floyd Mayweather kay Manny Pacquiao.

Ito ang pag-aanalisa ni former four division world champion Juan Manuel Marquez sa magaganap na 12-round unification match at itinuturing na ‘fight of the century’ sa Mayo 2.

Ani Marquez, ngayon pa lamang makakatapat si Mayweather (47-0) ng boksingerong may ‘speed at aggressive at may power’.

“It’s a very dangerous fight [for Mayweather], because he has not faced any opponent with the speed or aggression of Pacquiao, and in this case also with power. Mayweather has not faced an opponent with these characteristics.”

“We know that Manny Pacquiao is not at his best, but he is coming in with a lot of motivation, with a lot of hunger, but the level is not the same. After that big knockout in 2012, a fighter’s mind can change. A big punch to the jaw and he can relive those moments of 2012. Hopefully this does not happen and it becomes a great fight for the fans who have waited, but in the end Floyd Mayweather and Manny Pacquiao are not at their best,” lahad ni Marquez sa panayam ng El Golpe a Golpe sa Mexico.

“I’m not saying they are not [great fighters]. Floyd Mayweather is considered the best pound for pound, followed by Manny Pacquiao, but what I am saying is they are not at their best -- athletically speaking -- because that fight should have happened three years ago -- but it remains as an interesting fight that all of the fans want to see,” lahad pa ng Mexican fighter.

Eating strongly coloured vegetables and fruit such as carrots and plums makes people more attractive, according to a new British study. Skip related content

Researchers at St Andrews and Bristol universities studied the relationship between skin colour and attractiveness, and found people with a yellow skin hue were perceived as particularly healthy and attractive, the Grocer magazine reported.

They also established for the first time that yellow pigments, or carotenoids, from certain fruit and vegetables played a key role in producing yellowness in skin.

As part of the study, 40 volunteers rated 51 Scottish Caucasian faces for healthiness and attractiveness.

The results will be published in the journal Evolution and Human Behaviour in March, the magazine said.

Ian Stephen, one of the scientists involved in the project, said the link between yellowness and carotenoids opened up new strategies for encouraging young people to eat more fruit and vegetables, especially as it took just two months of increased consumption to produce visible results.

He told the Grocer: "Telling people they might have a heart attack in 40 years' time if they don't eat more healthily is one thing. What we can do is say, 'This is what you could look in a couple of months if you increased your fruit and veg intake'.

Video: Contaminated European Eggs Sent To The UK
It comes after the Food Standards Agency confirmed that contaminated liquid egg from Europe had entered the UK food supply but insisted the health risk was "very low".

In a statement Tesco said: "We would like to stress to customers that this is a purely precautionary measure and the FSA has stated there is no food safety risk."

:: See the bottom of this article for the full list of products.

According to the FSA, the liquified egg has been supplied to Kensey Foods in Cornwall, a division of Samworth Brothers, and Memory Lane Cakes Ltd in Cardiff, a division of the Finsbury Food Group.

Both food manufacturers used it to produce a range of short shelf life cakes and quiches, which were then supplied to supermarkets throughout the UK.

The FSA was unable to provide a definitive list of the supermarkets that sold the products.

A spokesperson for the FSA said: "There is no food safety risk from eating these products.

"The majority of products will have been sold and most have passed their 'use by' or 'best before' dates.

"Supermarkets are removing the small amount of products that are still in date."

Public health officials are now trying to determine if and how the liquid egg has entered the food chain.

The alert came after it was discovered that poultry feed contaminated by dioxin, a by-product of burning rubbish and other industrial activities, was sent to more than 1,000 poultry and pig farms in Germany.

Some of the eggs from those farms were then transported to the Netherlands.

"These eggs were mixed with other non-contaminated eggs to make pasteurised liquid egg. This pasteurised liquid egg has been distributed to the UK," the FSA said.

"The mixing of the eggs will have diluted the levels of dioxins and they are not thought to be a risk to health.

"The FSA is currently liaising with the industry and will provide further updates as information becomes available."

European Commission health spokesman Frederic Vincent described how the problem had now reached Britain.

He said: "Those eggs were... processed and then exported to the United Kingdom... as a 14-ton consignment of pasteurised product for consumption."

The problem appears to have originated when oils intended for bio-fuel became mixed with oil destined for animal feed.

The dioxin was discovered in late December but the extent of the problem was only revealed this week when German officials said 3,000 tons of feed were affected.

German police raided Harles und Jentzsch, the firm alleged to have supplied ingredients to around 25 feed makers, on Wednesday.

Dioxins have been shown to contribute to higher cancer rates and affect pregnant women.

tagalog news....

Ayon sa Las Vegas Sun, “(Mayweather) repeatedly engaged in hostile, harassing and threatening behavior toward and against certain employees and security personnel employees...including but not limited to, threatening the life of a patrol officer, physically accosting a security officer, refusing to provide identity to gate officers.”

DETROIT (AP) -- Ford Motor Co. said Friday that an electric version of its Ford Focus sedan will go on sale in North America by the end of this year.

Ford introduced the electric Focus at the Consumer Electronics Show in Las Vegas. The car is expected to go up to 100 miles on an electric charge.

The automaker says the Focus can be fully charged in three to four hours using a 240-volt outlet. That's half the time it takes to charge the Nissan Leaf, a competitor that went on sale last month.

Ford also said its fuel efficiency numbers will be competitive with the Leaf. Late last year, the U.S. Environmental Protection Agency estimated the Leaf would get the equivalent of 106 miles per gallon in city driving and 92 miles per gallon on the highway. The EPA determined the figures by estimating it will cost $561 per year in electricity to charge the car.

Ford said the Focus will have a unique, Microsoft-designed powering feature that will charge the vehicle during off-peak hours, when utility rates are cheapest, to save on electric bills. It also has a touchscreen with information such as the amount of charge left, the distance to the next charging station and the amount of gasoline saved.

Pricing wasn't announced. The Leaf starts at $32,780, but it is eligible for a $7,500 federal tax credit that drops the price to $25,780.

The electric Focus will be Ford's first electric car on the market. It began selling an electric version of the Transit Connect van last year. The Chevrolet Volt, an electric car with a small gas engine that takes over if the charge runs out, is the only other electric car on sale in the U.S. right now, but other competitors are planning to introduce electrics soon. In 2012, Toyota plans to begin selling an electric RAV4 crossover, Chrysler plans an electric Fiat 500 minicar and Honda will sell an electric version of the Fit subcompact.

Ford said it plans to introduce four other electric vehicles in North America and Europe over the next two years. The electric Focus will go on sale in Europe next year.

Health and Food / 8 Ways to Stay Full Longer
January 08, 2011, 05:13:49 AM
With post-gym starvation, afternoon slumps and evening noshing in front of the TV, it’s super-easy to think that you need more foodâ€"even if you just ate. To help keep your caloric intake within a healthy range, we spoke with experts as well as looked into the latest research to find out how you can stay full longer. Below, eight surprising ways to stave off hunger and, ultimately, unwanted inches.

1. Eat fatty foods. It sounds strange, but zapping all the fat from your diet will actually make you fatter. Your body needs unsaturated (a.k.a. “good”) fats to function properly and stay energized as well as absorb certain vitamins. Need some incentive? A recent study by researchers at the University of California, Irvine, showed that the unsaturated fat found in avocados and olive oil is converted into a compound that curbs your hunger. Just be careful not to overdo it. Make sure that only 30 percent of your daily calories come from fat, says Rania Batayneh, MPH, a nutritionist in private practice in San Francisco and Portland. If you’re operating on a 1,500-calorie diet, your meals should contain a maximum of 10 percent saturated fat, Batayneh says. Photo: Stockbyte

2. Chew gum. Even though you don’t technically consume gum, you can still feel fuller from it. A study found that if you chew gum for 60 minutes in the morning, you’ll consume 67 fewer calories at lunch. “There is some evidence that chewing gum can help with feelings of satiety and reduced appetite,” says Elaine Rush, PhD, professor at Auckland University of Technology. “The possible mechanism is not clear, but is [thought to be] associated with the chewing action as well as the taste, smell and flow of saliva.” To keep your choppers in good health, make sure the gum is sugarless; the sugar in gum wreaks havoc on your teeth. Plus, sugarless gum improves the flow of saliva, which further suppresses your appetite, Dr. Rush adds. Photo: Shutterstock

3. Snack on almonds. These all-natural treats contain fiber and unsaturated fat, which combine to create a superpower that makes you feel full. Not only that, a recent study found that you can shrink your waist by a whopping 14 percent if you eat a handful of almonds daily for just half a year. However, almonds are high in calories, so stick to no more than 3 ounces daily for the best weight-loss results. Photo: Thinkstock

4. Return carbohydrates to your diet. We know carbs and starches were practically banned a few years ago, but now they’re back and we’re learning that they’re way better for you than previously thought. Just like there are good and bad fats, not all carbohydrates are created equal. Opt for complex carbs, found in fruits, vegetables and whole grains, which take longer to digest and therefore help keep you feeling full. Potatoes also take a long time to break down due to a type of starch that resists digestive enzymes. Batayneh says, “Potatoes can actually work in your favor,” and often recommends that her clients eat half of a large potato every day with lunch. For even more nutritional value, go for a sweet potato, which is high in fiber and vitamins A and C. Photo: Shutterstock

5. Chow down on grapefruit. A study found that people who ate half of a grapefruit with breakfast, lunch and dinner lost nearly 4 pounds in just three months. That’s because grapefruit lowers your insulin, which regulates your fat metabolism, suppressing your appetite and burning calories faster. Unfortunately, the same can’t be said for citrus juices, which typically contain a lot of sugar. If you want to have the grapefruit in juice form, squeeze it yourself and don’t add any sweetener. 6. Hit the gym. Going to the gym doesn’t just help you burn calories; a study in the American Journal of Physiology found that doing an hour of cardio will reduce your appetite for up to two hours after you’re done. The cardio reduces your levels of ghrelin (a hormone which increases your appetite) and increases levels of the hormone which suppresses your appetite. However, doing the same cardio day after day can eventually cause any positive effects it has on your metabolism to plateau. Be sure to mix it up at least twice a month with a variety of exercises, like biking, rowing, running and the elliptical machine. Photo: Jupiterimages

7. Try aromatherapy. It may sound new-agey, but a study found that people who smelled peppermint every two hours ate 2,700 fewer calories weekly, which caused them to lose a pound every week. The smell works on your brain, tricking you into thinking you’ve eaten and are therefore fuller than you actually are. Sniffing the peppermint more frequently works even better, so light a candle and you’ll be golden. Photo: Thinkstock

8. Grab some blueberries. Blueberries affect the genes in charge of fat-burning and storage, so eating them not only makes you feel full, but also helps get rid of extra belly fat, says Mitchell Seymour, PhD, research scientist. In Dr. Seymour’s study, the participants ate a cup of blueberries every day for three months, and lost 3 percent of their body fat. If fresh blueberries are out of season, eat frozen ones to get the same benefits. Photo: Creatas Images

Surviving a heart attack can kill your sex life.

But it doesn't have to, and a new study shows doctors play a key role in whether it does.

Patients were less likely to resume having sex if their doctors did not talk about when it was safe, the study found.

Many heart attack survivors fear that a tryst could land them back in the hospital - or even in the graveyard. But the chance of that is extremely small, doctors say.

"People perceive it might kill them. And it's not just the person with the heart attack, but also their partner," said Dr. Stacy Tessler Lindau, a gynecologist and sexuality researcher at the University of Chicago.

"If you can walk up two flights of stairs or do moderate exercise, then it's OK to have sex," she said.

Lindau led the study, the largest ever on this topic, and was to present results Friday at an American Heart Association conference in Washington.

It involved 1,184 male and 576 female heart attack survivors taking part in a bigger nationwide study, funded by the federal government. The average age was 60.

Less than half the men and only about a third of the women said advice about resuming sex was part of the instructions they got when leaving the hospital. Even fewer had that talk with their doctors over the next year.

One year after their heart attacks, more than two-thirds of the men and 40 percent of the women reported some sexual activity. They were 30 percent to 40 percent more likely to be having sex if they had talked with a doctor about it.

Men were more likely to be sexually active and married before the heart attack, and to maintain their sex life after it.

Some people actually reported more sex after their heart attacks, but this was the exception rather than the rule, Lindau said.

A heart attack should not keep people from enjoying sex, said Dr. Edward Havranek, a cardiologist at Denver Health Medical Center and leader of the Heart Association conference.

"The risk of having a heart attack during sex is really, really low," he said. "The amount of actual physical exertion people have during sex is actually lower than one might think. It's not as demanding as shoveling snow."

Doctors say it is safe to resume sex as soon as the patient feels better and can handle moderate exercise. Chest pain during sex means you should stop and consult a doctor, Lindau said.

Depression and mood swings are common after a heart attack and can dampen interest in sex, but this usually goes away within three months, says advice from the Heart Association.

It has these tips for resuming sex:

-Prepare by improving your physical condition and personal hygiene.

-Choose a time when you're rested, relaxed and free from daily stress.

-Wait one to three hours after eating a full meal.

-Pick a familiar, peaceful setting that's free from interruptions.

We all know the advise that we should drink at least 8 glasses of water everyday. For most of us, we just follow this advise without really knowing the benefits of drinking water. Personally, it just feels good.

Anyway, I thought of doing a little research and I’ve discovered these ten benefits that drinking water will give our bodies. It’s just a simple list which I hope will make you appreciate drinking water more.

1.Drinking water helps you lose weight because it flushes down the by-products of fat breakdown.
2.Relieves fatigue, headache and back pains due to dehydration.
3.Drinking water reduces hunger, it’s an effective appetite suppressant so you’ll eat less.
4.You’ll look younger when your skin is properly hydrated.
5.Your brain is mostly made up of water, thus drinking water helps you think better.
6.Drinking water regulates your body temperature. You’ll feel more energetic when doing exercises and prevents heat strokes.
7.Drinking water raises your metabolism because it helps in digestion.
8.Proper hydration helps keep your joints and muscles lubricated, so you’ll less likely get cramps and sprains.
9.Fiber and water goes hand in hand in making your daily movements comfortable.
10.Drinking plenty of water helps fight against flu and other ailments.
Please note that these water drinking benefits are from various sources found in books and the internet. While all of them are based on scientific findings, the author advises that you always seek professional advise for your ailments and health concerns.

An Australian adventurer will set out to solve Mount Everest's greatest mystery this week by searching for long-lost evidence that the peak was conquered in 1924, 29 years earlier than previously thought.

Mountaineer Duncan Chessell said conditions were the best in decades to find the missing body of Andrew "Sandy" Irvine and perhaps photographic evidence that he reached the world's highest peak with fellow Briton George Mallory.

Mallory and Irvine perished near the summit during their expedition, leaving many wondering whether they had successfully scaled Everest. Mallory's body was recovered in 1999 but not the camera equipment he was believed to be carrying.

"I was at North Col last week and the wind was 150 kilometres (90 miles) per hour and it was stripping snow off the mountain which has been there for many years," Chessell said in a message from base camp, according to AAP news agency.

"There is now bare rock exposed which has been deeply covered for decades in the most likely areas where Andrew Irvine's body may be.

"It is my intention to search those areas en route to the summit and take this rare opportunity to find him and, perhaps, the missing cameras."

New Zealand's Edmund Hillary and Sherpa Tenzing Norgay are acknowledged as the first to conquer Everest in 1953, but Mallory and Irvine's unexplained story has continued to fascinate the mountaineering world.

"I have studied this matter very closely and am now very familiar with Mount Everest," Chessell said. "I believe we have a good chance of finding something."

Chessell, who is also bidding to become the first Australian to summit Everest three times, was due to begin his final ascent on Tuesday and should reach the peak by Sunday or Monday.
