7. Copy Marcos' technique on infra projects as illusions of development
8. Use the Church (and other religious groups)
9. Be like the acute businessmen, bring in foreign investors
10. Be a disciple of Mike Ligalig of Tubag Bohol Fame
11. Be talented, a friend to everyone (even to the enemies), throw away lots of cash

Most important of all things, sir GEC, is to establish the authority of government and the presence of the police force (internal security forces: arrest and detain subvertist activities and punish them accordingly under the auspices and framework of human rights and your government's jurisdiction). The rule of law must be properly enforced to so as to prevent a coup de tat.
Whenever government is challenged, it must show its weight so as to reaffirm its legitimacy.

Gec, have you ever heard of the Broken Windon Theory in political science?
The idea is that a broken window begets a broken window. If one person violates a law and there is no reaction or punishment for that action or if no one cares, it will eventually beget more violations of societal laws and social norms.
The idea of government is to 'fix' the broken window, which is the metaphorical use to represent a violated law, and make people pay for their mideeds in order to promote the idea of public order. Without this public order, you will have the exact opposite, which is public disorder. And public disorder begets chaos and is the epitome of a failed state.
It is the role of government (or in this case, a political dynasty) to enforce laws so as to show the need to respect authority. Without the respect for authority and fear of the law and jurisprudencial retribution, the people will not respect each other's individual rights, mainly: Liberty, life and property.
It is government's role to provide a format to which citizens must follow in order to live in a safe and orderly society. An ordered society leads to progress. That in itself is the prime duty of government.
