Bacolod City commemorates 117th anniversary of surrender of Spanish troops

BACOLOD CITY, Nov. 6 (PNA) -- A day after the Province of Negros Occidental commemorates the Al Cinco de Noviembre or the Negros Freedom Day, Bacolod City also remembers the 117th anniversary of the signing of the Act of Capitulation at the historic Fountain of Justice of the Old City Hall.

The Friday rites was led by the Bacolod Cultural Foundation Inc. and the City Government of Bacolod.

Also known as Acta de Capitulacion, the event signifies the surrender of Spanish forces under the leadership of Governor Isidro de Castro by signing a document at the house of Jose Ruiz de Luzuriaga on November 6, 1898. The location of the Luzuriaga house is now the site of the Old City Hall.

Recognizing the significance of the date, the Sangguniang Panlungsod unanimously passed City Ordinance No. 08-15-727 on April 22, 2015 that declares November 6 as a permanent celebration in city.

It was authored by Councilors Em Legaspi-Ang, and Jocelle Batapa-Sige, chair and vice chair, respectively, of the committee on culture, history and arts.

Ang delivered the historical narrative during the program.

For her part, Batapa-Sigue said it is only fitting that the city honors the unsung heroes who fought to gain freedom for the province by remembering their sacrifice and sharing the “lessons of the past to the present generation”.

“We must involve the younger generation in remembering those who have died to give us our identities as Negrosanons and Bacolodnons,” the councilor stressed.

Batapa-Sigue added that the signing not only signifies an act of surrender, but also for two parties to come to terms and “fight for peace.”

Mayor Monico Puentevella recognized the dedication of the Bacolod Cultural Foundation Inc. for constantly “reminding us of our past.”

“Many people do not remember our past, but what we are now was inspired of what was used to be,” he added. (PNA)
