Article 2 of the Philippine Constitution

Section 2. The defense of the State is the prime duty of government, and in the fulfillment of this duty all citizens may be required by law to render personal military or civil service.

It ecxludes Jehovahs Witnesses because they will not salute the flag.

In case of a military invasion, and the Government falls, what is the contingency plan for the Philippines?

In case the United States does not come to the aid of the country.
