Panglao-Tagbilaran Bridge

A GRAND VIADUCT TO SPREAD PROGRESS TO THE NORTH. Upon the motion of Gov. Art Yap, the Regional Development Council (RDC)-7 Infrastructure Development Committee (IDC), in a special meeting this afternoon, approved a resolution asking the DPWH to authorize a study to be immediately undertaken so that any amendments, if feasible and possible, can be done as soon as possible to have a phase 2 of the Third Panglao-Tagbilaran Bridge for purposes of unlocking, redesigning additional land potential in Tagbilaran City and to create greater connectivity between the impoverished northern municipalities with the progressive Panglao and its tourism opportunities.
 
And, when having undertaken that amendment, the project shall be approved as a multi-year project- -the express viaduct to link Panglao Island and downtown Tagbilaran City.
 
The governor’s proposal is to build something of a connector in that portion where the bridge lands into downtown Tagbilaran near the port and then build a bypass highway that can enter the back portion of Tagbilaran to add value to the site of the old Tagbilaran airport which is owned by the government that is about 28 hectares.
 
The site of the old Tagbilaran Airport can be developed into a creative hub for retail and for creative industries to start off and trigger a redesign, a reengineering of downtown Tagbilaran.
 
The design is to connect Panglao Island through an express viaduct to the barangay Manga portion of Tagbilaran. With just have a little more funding, that can still extend further north a bit, maybe about a few kilometers north and that way, it will be able to connect the impoverished northern municipalities with the progressive tourism of Panglao island and where the international airport is.
 
That will connect Panglao Island and all its tourism opportunities with northern Bohol which also has connectivity to Cebu because that is where Tubigon is, that is where Getafe is. That will give the people an option to come in through Tubigon or Getafe and exit through the international airport or they can also come in through the port of Tagbilaran and exit out there, bypassing the city altogether.
 
This viaduct is going to give us so much flexibility and it will unlock a lot of property value. With just a matter of a few billions for this viaduct, you are actually getting a greater rate of return, rather than spend maybe less than a billion or a little over a billion or two billions into a third bridge and what rate of return? What investment rate of return are you going to get? But if you even double or triple the amount, anyway it’s a great multiplier- -infrastructure expenditure, and then you unlock the value of the old Tagbilaran Airport which is owned by the government, you would also unlock the potential of Tagbilaran city. You will suddenly give the city a breathing space. Whereas right now, it is so congested and there’s really nowhere else to go.
 
This is in consideration that there are already two bridges connecting Panglao and Tagbilaran City to the mainland. The third bridge will have its Panglao side in barangay Songculan and it’s going to land straight on downtown Tagbilaran in the port. The question is what value does this third connector bridge bring. It may bring in some value, but it’s going to bring in more congestion as well. Having a phase 2 of the project that will connect further to the northern towns will maximize the funds of the national government allocated for the project.
 
The governor has already sent a letter regarding this proposal to the regional director of DPWH-7, and also to DPWH Sec. Mark Villar.
 
The province of Bohol is now seeking the approval of RDC-7 so the project can be considered for the technical studies and for future funding.
 
The original project, which implementation is ongoing at the Panglao side, will not be affected, since the new proposal will comprise phase 2.
 
For his part, DPWH-7 Planning Division Chief Nonato Paylado said there has been an initial assessment already from their end that they can harmonize it with the original project.
