Money, fake and real, talk of (some) towns in Bohol

TAGBILARAN CITY, Bohol, Philippines—Money is the talk of the town in some towns in Bohol, after at least P19,000 in fake bills was found deposited in four banks—and five municipalities that voted 12-0 for Team Unity were each promised a P2-million reward.
The five towns will receive funding for projects, Bohol Gov. Erico Aumentado told 47 town mayors yesterday, during an assembly of the League of Municipalities of the Philippines (LMP), Bohol chapter.
He also said five other towns that voted 11-1 for TU will each receive P100,000 worth of projects.
Aumentado, president of the LMP and the Union of Local Authorities of the Philippines, said he was only waiting for the release of project funds from Malacañang after sending a Commission on Elections-certified copy of final tabulations in the senatorial race from the 10 municipalities.
In the capital city, however, talk was about a different sort of money.
Counterfeit P1,000 and P500 bills were discovered to have been deposited in at least four banks: Allied Bank, City Savings Bank, Development Bank of the Philippines (DBP) and the Cooperative Bank of Bohol.
In time for election?
DBP alone had nine fake P1,000 bills and four fake P500 bills.
The counterfeit money has been presented to Bangko Sentral ng Pilipinas investigator Andres Catanjal. The fake bills will be brought to the BSP for examination, Catanjal said.
The discovery of the fake money, which turned up right after the May 14 elections, spurred speculation here that it was used to buy votes.
Before the elections, the police in Central Visayas had asked the public to scrutinize their P500 bills, amid reports that counterfeit versions were being distributed in the region in time for the elections, purportedly for vote-buying activities.
Massive vote buying in Bohol, where some candidates reportedly shelled out P200 to P3,000 for each voter, alarmed even the Catholic Church.
The Bohol Bankers Association also issued a public advisory on the proliferation of the fake bills.
Vote buying was observed in the hotly contested mayoral contests in Tagbilaran City and the towns of Panglao, Trinidad, Loay, Albur, Guindulman and Candijay.
Team Unity swept all 12 Senate seats in elections in Buenavista, Valencia, Danao, Dagohoy and Getafe. The towns of Balilihan, Antequera, Sagbayan, Lila and Sierra Bullones all gave TU an 11-1 result.
Cesar Montano takes Bohol
In the province-wide Comelec count (one city and 47 towns), Boholano movie actor Cesar Montano (369,807 votes) received the most votes, ahead of six other candidates from TU, four from the Genuine Opposition and one independent.
The other winning senatorial candidates in Bohol include Rep. Prospero Pichay (254,764 votes), Sen. Edgardo Angara (238, 401), Rep. Miguel Zubiri (214,146), Sen. Joker Arroyo (203,233), Loren Legarda (201,214), Sen. Ralph Recto (198,815), Sen. Manuel Villar (196,355), Michael Defensor (190,919), Francis Pangilinan (184,261), Francis Escudero (170,869) and Benigno Aquino III (163,648).
