Sale of cellular phones skyrocketed to an unexpected level since after last Monday's elections.

This could be the most visible effect of the huge cash flow received by Boholanos from "uwan-uwan" or "inangayan" which is the Cebuano term of money received from vote buying during elections.

"I was surprised why our sale of cellphone tripled last Wednesday," a shop owner revealed saying that it was the highest sales he ever had (after operating his shop for five years).

Random check made by the Chronicle on election day showed that vote-buying was all over. No barangay visited by reporters of "DYRD Election Live" would say there was no vote buying either on the eve of election day or two days before the polls.

The "biggest buy" was in Panglao wherein voters receive no less than P3,200 each, presuming he gets from both camps of Mayor-elect Benedicto Alcala and defeated mayor Doloreich Dumaluan. There were even reports that a bigger wave of cash bonanza was ready for the electorate should the other party released another surge of cash.

In the neighboring town of Dauis, leaders of reelected Mayor Lulu Bongalos was reportedly giving P700 cash to the voters on election eve. This reportedly shifted the tilt to Bongalos, instead to newcomer US-based philanthropist Victorio Migriño who has been giving dole-outs over the year. Voters interviewed said they thought Migriño will give more than P700 since he was perceived to be wealthier than the incumbent mayor only to find out that there was nothing more than P100/voter coming from Migriño's camp. Until today, electorates are still puzzled on what caused Migriño to hold on the much expected release of funds to buy votes.

A more business-like approach was noted in the coastal town of Loay where a candidate presented his bonanza through a "packaged deal," wherein a household was arranged to "vote straight" in exchange for P10,000 or P20,000 (depending on the number of households).

This reportedly blocked the victory of the power-cast team of former Mayor Ondoy Clarin and former Mayor Eddie Tiongco together with their popular mayoralty bet, Vice Mayor Bong Bullecer.

The combined forces of two former and an incumbent town leaders was not able to match up the overflowing budget from the camp of lady mayoralty bet May Lim-Imboy.

In the city's hotly contested one-on-one rematch of Mayor Dan Lim and former Mayor Joe Torralba, it was not as "financially bloody" as expected (compared to some towns).

A whole ticket "pay" reportedly tagged P300 or P400 per voter. However, the bonanza became bigger since majority of the candidates for city councilors did "special ops" distributing their individual sample ballots (with their own budget) of P20 to P50 per voter. So, if each kagawad-bet pays P20, a voter would receive no less than P500 from the entire slate.

In most towns, the buying was noted to be no less than P100 per voter (the least).

Meanwhile, some senatoriables allegedly did their own "special ops." Reported to have sent their men to field sample ballots (attached with few hundreds) were the camps of senatoriables Prospero Pichay who landed second in the counting; Ed Angara, Mike Defensor, Migs Zubir and Manny Villar. Many competent candidates who could not compete against their opponents' "buying" power lost in the election. Individuals who could make a difference in public service are finding it harder and harder to get into an elected position. This is a shame on our political system because we could not put in office the "best and the brightest" unless he/she has the money and is willing to spend (read "buy votes").

Mga 'Sano/a,

For that reason, lets now suppport the advocacy for a change in our form gov't.... The current one is not anymore the form intended for the proletariat as envisioned by our early statesmen. It has degenerated to a bastardized democracy manipulated by the moneyed politicians and the social elite solely for their selfish ends !!!

Mike and all the rest of our Paisanos/Paisanas who care .....

It is DIFFICULT to say moto propio what would be the form of gov't we need to adopt considering all our known and identified ills. So many learned and wise statesmen already ventured to offer a panacea, yet it seems none so far has been considered as the most likely to succeed, considering our country's geographical, religious, human dev't levels, language, idiosyncracies, etc. considerations.

So, I prefer to defer my opinion you sought, until we have discussed the issues in depth and hopefully arrive at a consensus as is proper in a democratic society.

However, there are items that need to be considered like;
- gov't (this admin) has implemented the super regions concept which is a precursor the the idea of a federal form of gov't
- our brother muslims want to separate from the rest of our christian society
- the selection process of public administrators has to be entirely overhauled
- our highly clannish tribes' differing character has to be looked into
- many others

So....lets hear your opinions too !!!!

Indeed we are trapped. We do not really know what to do. In the first place, even if a king would rule over  us, I mean a wise and good king (or queen - not like Gloria), but how about the subjects? will they obey the king? will they hear the king?

there are so many things to consider when we want to change the face of the government. but government is an abstract term. it has no face. everything boils down to flesh and blood, the people - these corruptible human beings.

i advocate for change of heart. i believe only the Lord Jesus Christ can save our nation from total spiritual and economic bankruptcy.

Russian writers Tolstoy, Dostoevsky, and Solzhenitsyn believe that a nation without God is doomed.

i don't think this country is recognizing God (the God in the Bible). the way we behave today, we exemplify a godless society. just think of the recent election results and how the poll was conducted.

Recently in Tagbilaran's radio programs, concerned individuals (including those who lost in the election) were discussing how candidates won by vote buying. Some callers (including one who won) said there's no use harping on the subject at this time and it's time to "move on".

Our society has a choice: either to sweep this issue under the carpet and wait until they are pulled out once again next election, or, start the ardous, overwhelming, painful task of reorienting the values of our voters now.

The first choice will contribute to the decline of the quality of our electors and elected officials. The second seems like an impossible dream.

Either our society will go with the flow and accept this as the next stage in the evolution of the "development" of our electoral process, or, our society will recognize it for what it really is and do its part part to prevent it from further spreading into the value system of the younger generation.

Money, fake and real, talk of (some) towns in Bohol

TAGBILARAN CITY, Bohol, Philippines—Money is the talk of the town in some towns in Bohol, after at least P19,000 in fake bills was found deposited in four banks—and five municipalities that voted 12-0 for Team Unity were each promised a P2-million reward.

The five towns will receive funding for projects, Bohol Gov. Erico Aumentado told 47 town mayors yesterday, during an assembly of the League of Municipalities of the Philippines (LMP), Bohol chapter.

He also said five other towns that voted 11-1 for TU will each receive P100,000 worth of projects.

Aumentado, president of the LMP and the Union of Local Authorities of the Philippines, said he was only waiting for the release of project funds from Malacañang after sending a Commission on Elections-certified copy of final tabulations in the senatorial race from the 10 municipalities.

In the capital city, however, talk was about a different sort of money.

Counterfeit P1,000 and P500 bills were discovered to have been deposited in at least four banks: Allied Bank, City Savings Bank, Development Bank of the Philippines (DBP) and the Cooperative Bank of Bohol.

In time for election?

DBP alone had nine fake P1,000 bills and four fake P500 bills.

The counterfeit money has been presented to Bangko Sentral ng Pilipinas investigator Andres Catanjal. The fake bills will be brought to the BSP for examination, Catanjal said.

The discovery of the fake money, which turned up right after the May 14 elections, spurred speculation here that it was used to buy votes.

Before the elections, the police in Central Visayas had asked the public to scrutinize their P500 bills, amid reports that counterfeit versions were being distributed in the region in time for the elections, purportedly for vote-buying activities.

Massive vote buying in Bohol, where some candidates reportedly shelled out P200 to P3,000 for each voter, alarmed even the Catholic Church.

The Bohol Bankers Association also issued a public advisory on the proliferation of the fake bills.

Vote buying was observed in the hotly contested mayoral contests in Tagbilaran City and the towns of Panglao, Trinidad, Loay, Albur, Guindulman and Candijay.

Team Unity swept all 12 Senate seats in elections in Buenavista, Valencia, Danao, Dagohoy and Getafe. The towns of Balilihan, Antequera, Sagbayan, Lila and Sierra Bullones all gave TU an 11-1 result.

Cesar Montano takes Bohol

In the province-wide Comelec count (one city and 47 towns), Boholano movie actor Cesar Montano (369,807 votes) received the most votes, ahead of six other candidates from TU, four from the Genuine Opposition and one independent.

The other winning senatorial candidates in Bohol include Rep. Prospero Pichay (254,764 votes), Sen. Edgardo Angara (238, 401), Rep. Miguel Zubiri (214,146), Sen. Joker Arroyo (203,233), Loren Legarda (201,214), Sen. Ralph Recto (198,815), Sen. Manuel Villar (196,355), Michael Defensor (190,919), Francis Pangilinan (184,261), Francis Escudero (170,869) and Benigno Aquino III (163,648).
