Five policemen, including a ranking officer, were each meted a 60-day suspension for grave misconduct by the National Police Commission (Napolcom) Region-7.
P/Supt. Daniel Sales, of the PNP-Internal Affairs Service regional office and PO3 Hermenigildo Abella, PO3 Pablito Panis, PO2 Roberto Vistal and PO2 Edwin Melicor were found guilty of the administrative case filed against them by one Julius Suarez, a resident of barangay Cogon, Inabanga town.
The case stemmed from an accusation of Suarez against Supt. Sales, who was then chief of police of Inabanga, and the four policemen who allegedly arrested the complainant for possession of metamphetamine hydrochloride, also known as shabu, in a buy-bust operation last June 26, 2001.
In his affidavit, Suarez claimed that on the said date, at around 8 pm after having dinner, he went to the waiting shed infront of their house where a certain Reynaldo Bagoy was also seated.
While they were talking, PO3 Abella, PO3 Ranis and PO2 Vistal approached and invited him to go with them at the Inabanga Police Station as Supt. Sales (then CInsp.) wanted to talk to Suarez.
Inside the office of Sales, the complainant was bodily searched which allegedly yielded one deck of shabu in his back pocket. Suarez protested on the search and that he did not possess the illegal substance.
