North Cotabato approves drug testing ordinance for overspeeding driversCOTABATO CITY, March 9 (PNA) –- Traffic enforcers can now flag down speeding vehicles along major highways in North Cotabato and subject their drivers to an instant drug test.
This, after the Sangguniang Panlalawigan approved on Thursday an ordinance authorizing highway traffic enforcers to subject the drivers caught for overspeeding to a drug test.
Board member Socrates Piñol authored the legislation, Provincial Ordinance No. 2017-003, which authorizes local government units, Land Transportation Office (LTO) and Land Transportation Regulatory and Franchising Board (LTFRB) personnel to flag down all kinds of speeding vehicles.
Piñol said most of the highway accidents that happened in North Cotabato were due to human errors and the drivers were suspected of using illegal drugs, especially passenger van drivers.
Piñol said his legislation was in support to Republic Act 10586, also known as the Anti-Drunk and Drugged Driving Act of 2013.
With the approval of the ordinance, he said North Cotabato becomes the only LGU to have passed a legislation on drug testing for drivers along the highway.
It was unanimously approved by all members of the provincial legislative body. (PNA)
