ACT-CIS LAWMAKER OPTIMISTIC CONGRESS CAN APPROVE SOME MORE LABOR BILLS IN COMING THIRD REGULAR SESSION

I am hoping, despite the great odds, Congress can still approve House Bill 6272 about 13th month pay compliance and my colleagues’ bills especially the ones on security of tenure and minimum wage.

All of us three lawmakers representing ACT-CIS Party-list are principal authors of HB 6272.

I also note there are some labor bills in the House already with committee approval, advancing into the plenary stages of second and third reading.

I choose to be optimistic these bills will get approved and wish some get presidential certification as urgent so the bills can move even faster through Congress with still enough time to get signed into law or lapse into enactment.

HB 6272 on 13th month pay compliance is doable especially at the LGU and DOLE field level.

It complements DOLE efforts on monitoring and enforcement because the compliance certification process suggested in the bill dovetails with the national government’s whole-of-government approach as exemplified by the Ease of Doing Business and Anti-Red-Tape Law.

The compliance certification process suggested in HB 6272 can also serve as a template for other working conditions compliance procedures in the years ahead.

In a recent global assessment on the advancement of workers’ rights, the Philippines was ranked among the 10 worst in the world. Enactment and effective enforcement of labor laws would do much to improve not just our ranking in any international assessment, but more importantly uplift the lives of millions of Filipinos.

The labor sector in our country suffered and continue to suffer devastating blows, foremost among which are unemployment, underemployment, and working conditions. 

Workers’ economic crises are some of the reasons some are pushed to desperation and into crime because they have lost hope in the face of the need to survive.

In ACT-CIS Party-list, we earnestly strive to address the economic root causes of crime. This is why I chose to focus a significant number of my bills on protecting and advancing the rights of workers.

Some of the labor bills I hope will move faster are:
