The International Finance Corporation, the private sector arm of the World Bank Group, has been active in the Philippines for more than 40 years and established an office in Manila in 1977. To complement its growing investments, IFC is expanding its advisory services to include public-private partnerships and private sector development. IFC is focusing on Mindanao and opened an office in Davao City in 2006. As part of its advisory services, IFC with support from the Governments of Australia and Canada, established a multilateral program to support the development of small and medium enterprises.
To further its Advisory Services work,
IFC is currently looking for a RESEARCH CONSULTANT
to evaluate the Project: Establishment of Farmer-based Seaweed Nursery Enterprises
Scope Of Work: The research consultant will conduct a qualitative and critical evaluation of the progress of the two established seaweed nursery enterprises located in Arena Blanco and Manicahan in Zamboanga City. The consultant shall look at the activities that had been implemented, ascertain the successes and failures, and draw lessons that could be used to replicate or improve future similar projects.
Overall, the objectives of the assignment are as follows:
1. Assess the overall post project situation in relation to its impact on the seaweed sector in Zamboanga. This will also include the analysis of the effectiveness and efficiency of project implementation and management, including technical, financial and managerial aspects of the nursery enterprises.
2. Evaluate the impact and relevance of the project and determine to what extent the project has contributed to efforts towards providing a sustainable and profitable source of livelihood among farmer beneficiaries
3. Define and assess any unexpected event, effect and impact, either harmful or beneficial, and offer explanation for their occurrence.
The consultant is expected to come out with a proposal which contains a research design detailing the proposed list of information to be obtained, data collection, analysis and reporting plan, cost and timing estimates. This proposal will be finalized in collaboration with IFC Philippines. The evaluation is intended to be qualitative but the consultant is encouraged to recommend the most-appropriate and cost-effective methodology that is best suited to accomplish the evaluation objectives. The study must be completed before January 31, 2007.
Qualification and Requirements:
1. Graduate degree holder in aquaculture-related courses or production-based business courses
2. Demonstrated project monitoring and evaluation skills (proven field research and analytical capabilities)
3. Knowledge of the seaweed industry is a must
4. Experience in working with seaweed farmers especially in Western Mindanao area
5. Fluency in English
6. Good technical writing skills
