A Japanese man on an international wanted list for allegedly brokering the illegal employment of hundreds of Filipino women at Japanese bars is being held by Philippine immigration authorities, Japanese police sources said.

Police intend to have 56-year-old Teruaki Nasu, a native of Tsuruga, Fukui Prefecture, who heads a nonprofit organization called Apple Tree, transferred to Japan and arrest him in violation of immigration law, they said.

Set up in the Sea of Japan coastal city in 1999, the group claimed to support Filipino women seeking to sue Japanese men who reneged on promises to marry them. Nasu allegedly abused this cause to get women jobs at bars.

Police alleged Nasu had between 200 and 300 Filipino women enter Japan on short-term visas, but few filed for court mediation over their disputes with Japanese men.

Nasu is believed to have referred most of the others to bar owners registered with his organization. The women's visas do not qualify them to work in Japan.

Nasu is suspected of starting his job-brokering around 2002, receiving about 600,000 yen per woman as "referral fees."

It is said to be easier for foreigners to obtain short-term visas to enter Japan for the purpose of filing lawsuits than to obtain work visas.
