“art or arthur” as fondly called by his friends and “vangie” by his mistahs, was orphaned by his father at the early age of 12.  This made him emotionally more mature than his peers since he has to fend not only for himself but also for his widowed unemployed mother and his siblings as well.  At this early stage of his life, he already aspired to become the Chief of Police of his hometown Ubay, in the province of Bohol.  Armed only with his grit and firm belief in himself, he bravely went to Manila to fulfill his ambition. His tender age and meager status did not prevent him from pursuing his studies. Working as a janitor, errand boy, messenger,  collector and later as driver of a security agency where he also sidelined as a shoeshine boy, he supported himself and  finished his high school at the Arellano University in Pasay City, Metro Manila. He further pursued his studies and took up Bachelor of Science in Criminology. Upon earning his degree at the PCCr in 1981, he tried his luck and passed the entrance exam of the Philippine National Police Academy (PNPA) and thus became the first boholano to join the premier learning institution of the then Integrated National Police (now the PNP).  Unfortunately, at the reception (beast barracks period) conducted by his upperclassmen his left knee was severely injured which entailed his hospitalization at Camp Eldridge Hospital in Laguna. Thinking that he was treated unfairly and savagely by his upperclassmen, he tendered his resignation. However, he was immediately persuaded by then PNPA Superintendent, Police Colonel Guillermo P Enriquez to stay, saying “don’t you know that sooner you will be an asset to the government and in return the government will be an asset to you? You stay put”.  He took up the challenge and stayed.  He became a member of the famous Silent Drill Company where he was a Navigator, he was also a Squad Leader of the Alpha Company. He is one of the best singers of the academy aside from being a sharpshooter of Magiting Class ‘83.  Regrettably, three months before his graduation, he was caught by his tactical officer driving a car inside camp under the influence of liquor on one weekend. Considered as a class 1 offense, the tactical officer recommended his dismissal.   On the other hand, the board members deemed that it would be a significant loss to the INP if he would be booted out of the service on that unfortunate offense. Thus, the board decided to downgrade the penalty to confinement and cancellation of privileges.  He finally took his oath as Police Lieutenant on June 16, 1983 at Camp Crame, Quezon City.

The first PNPA graduate to be designated as Chief of ROPD (R3),  PRO7 and presently the Chief of Regional Investigation and Detective Management Division (R7), Police Regional Office 7. He started his officership at the Southern Police District, Metropolitan Police Force as Chief, Investigation Unit of the District Inspectorate, later as Aide-de-Camp to the District Superintendent (the late Brigadier General Ruben P Escarcha) in 1983 together with PLts Efren Ysulat, Luven Salazar and Ador Nolasco, he voluntered to be assigned at the PNPA to compose the new corps of faculty and tactical officers in February 1985.  Being a graduate of Airport Police Management (ATAP/FAA) in Oklahoma, USA in 1987 he was one of those who constituted the PNP Elite Group that took over the mission and functions of the defunct PAFSECOM on July 1991.  He was the president of his INP Officer’s Advance Course Class and was likewise the recipient of the class leadership award. He earned his Master’s Degree (MPA) at the University of Southeastern Philippines, Davao City.  As an outstanding alumnus of the USP, he was taken in as a member of the faculty upon graduation. A graduate of Federal Bureau of Investigation (PTI Class-15), Aviation Security Management Course (United Kingdom),  SAS Counter Hijacking Course (British and Australian Army) and possibly the only PNPAer who was vested an Honorary Citizenship by the State of Oklahoma, USA.  He is also the first PNPAer to become the Regional Aviation Security Chief of Davao International Airport from 1994 to 1997 and Mactan-Cebu International Airport from  2002 to 2005,  the country’s premier airports in Mindanao and Visayas, respectively.  In 1994, he garnered the “Aviation District Commander of the Year” award and in the following year he was awarded with the “PNPA Aviation Security Group Senior Officer of the Year” award.  He was the first PNPAer to become the Regional Chief of CIDG Regional Offices VI, X and XI.  He led the CQB Team that successfully rescued the five (5) teacher-hostages resulting to the neutralization of eight ( "8" ) muslim hostage-takers who were armed with handguns, knives and grenades at the Davao Penal Colony in March 1998. For risking his life beyond the call of duty when he rescued the crew and passengers and retrieving the PhP80.Million worth of gold bullions from the ill-fated Central  Bank plane in 1996, he became the first Magiting Class member to be meritoriously promoted to the rank of Police Superintendent in 1997 (all others in 1998).  A three-time awardee of the most coveted Lakan Award of his Alma Mater (1995, 1997 & 2007).  Although he did not attain his vision of becoming the Chief of Police in his lowly hometown (Ubay, Bohol),  he never thought his destiny would far surpass his dream when he was designated to a more prestigious position in his home province on October 5, 2005, as the first Boholano PNPAer to become the Provincial Director of Bohol Provincial Police Office (BPPO).  Under his stewardship, the BPPO Police Mobile Group (701st PMG) was awarded as the PNP’s “PMG of the year 2006” nationwide for the first time.  To cap his stint, it was during his helm as the PD-BPPO when PGMA declared in her 2006 State of the Nation Address (SONA), that “bohol is now free from terrorism”.
