Lakas-Kampi formula? Equity of the incumbent!

The incumbents were assured one more thing: their preferential choice in the party slates.
Reports leaked this week bare that during the closed-door consultation held the other Saturday by the Lakas-Christian Muslim Democrats and members of Pres. Arroyo’s Kabalikat ng Malayang Pilipino (Kampi), the “equity of the incumbent” formula have been adopted to further strengthen their political alliance.

The meeting held at the People’s Mansion in this city was called by Lakas party-strongman governor Erico Aumentado, who is also the Lakas-CMD chairman for the Central Visayas region.

The incumbents were assured one more thing: their preferential choice in the party slates.

Simply put, equity of the incumbent allows the sitting officials to retain their names in the party slate. Only those with expiring terms are replaced according to party decisions that will be reached and respected via a party convention. Party by-laws, however, ban non-party members to join vacant slates even if they appear to be politically prominent.

With their visibly efficient campaign machinery in place for the May 14, 2007 elections, the formula offering the preferential seats for incumbents assures the local political aspirants the favorable endorsements by higher administration candidates gunning for elective posts.

The source also revealed that in principle, the tandem between Aumentado and Vice Governor Julius Caesar Herrera for the province’s top posts will stay.

Herrera used to belong to a camp opposite Aumentado, but a unification ticket in the previous election has sealed the victories of both, with Herrera credited for the votes Aumentado reaped in the first district where he profusely lost to former governor Rene Relampagos in the 2001 elections.

A merged Lakas-CMD and Kampi here boast of 43 out of Bohol’s 47 mayors, plus a still politically strong, former Tagbilaran City mayor Jose V. Torralba.

Meanwhile, the alliance is believed to have effectively isolated the opposition, which officially only has four town mayors.

Identified as Bohol’s only seating “non-allies” are Loon Mayor Cesar Tomas Lopez, Trinidad mayor Osias Flor Jr, Guindulman Mayor Oriculo Granada and Panglao Mayor Doloreich Dumaluan; also counting incumbent City Mayor Dan Lim that claims “he doesn’t rely on party affiliation”.
