Judge Gabriel Torero Ingles

A native of Tagbilaran, Bohol, Gabriel Torero Ingles,was recently appointed as the  Associate Justice, Court of Appeals of the Philippines.

Uncle Boy! He is the 1st cousin of my paternal grandmother. :)

In step with President Noynoy Aquino's new government for more transparency and integrity, Boholano RTC judge Branch 58 of Cebu City (10 years) Gabriel Torero Ingles, 59, was first to be appointed by the president to fill one of the four vacancies in the Court of Appeals.

He topped 12 other nominees for the post. Although the president appointed Ingles earlier last February 24, the low-key judge waited for its final confirmation before confirming the news. The Boholano judge turned 59 last Sunday. The three other CA appointees were named only last March 1.

A judge known for his honesty, straightforward character and unquestioned integrity, he was also one of the candidates as Commissioner of the COMELEC.

A big loss for Cebu RTC but a big gain for the Court of Appeals - was the general sentiment that swept Cebu following Ingles' appointment.

A former dean of the College of Law of the University of San Carlos, Judge Ingles is known as an unflinching judge over major drug cases and refused to take his allowance from the Cebu provincial Capitol and Cebu City City Hall in order to maintain his judicial independence.

After almost 20 years of private practice, he took his oath as Presiding Judge of the Regional Trial Court of Cebu City, Branch 58 on October 18, 2001. To preserve and promote not only actual but also the appearance of independence of his court, he declined to receive allowances from local government units totalling not less than P48,000.00 per month. He had been an accredited MCLE lecturer on Judicial and Legal Ethics. Had been Dean of the College of Law of the University of San Carlos (USC), Cebu City, from 1994 to 2000, and a professor of law in the same College since 1982 up to the present. During his stint as President of the IBP Cebu City Chapter from 1997 to 1999, he was awarded by the IBP National Office as the "Most Outstanding Chapter President". He is also a recipient of other awards which includes the "Most Outstanding Boholano Award in the field of law" in 2009 given by the Province of Bohol, First Consolidated Bank and a Boholano organization worldwide, and the "Most Outstanding University of San Carlos (USC) Alumnus in the Field of Law" given by the USC Alumni Association, in 2001. He is an ex-seminarian, finished law at the USC College of Law, Cum Laude, in 1981 and passed the bar given the same year.

I knew his mother as "Lola Sising". ;D

Kalingaw to siya mo ingon nako og akong mga igsoon, "Doy Bran, Day Angel, dali diri sa among balay, pag kaon mo!" I remember when I was  a child when i was coming back from Bohol Wisdom School, she always expected me and my sister to visit their house. I remember Uncle Boy as a very strict but very reticent man. I am so very proud to hear that he ascended as Associate Justice of the Court of Appeals of the Republic of the Philippines.

His Mother, Lola Sising, would be very proud. She passed away 2 years ago.

it's true; he's reticent.  i know him personally.  we happen to be friends, for that matter.  the last time i met him was when he was still dean of the college of law of the university of san carlos in cebu, and that was after many years of our previous encounter.  it was the processional and the school bigwigs were in academic robes, including him; the audience was standing.  then someone called my name from the throng.  it was him.  it was amazing how he recognized my back.  whatever he is now, he will always be gabee to me.

He's very humble and brilliant. He lectured at HNU College of Law on the subject of Academic Freedom. It was intellectually enriching to listen to a true professor of laws.

Amazing. I just wish that more of of the public officials in Bohol could follow his example and not take advantage of their political powers and the funds. I know that Tito Boy really is adamant on anti-bribery. A family member told me once that many groups would try to offer him , then a RTC Judge in Cebu, money to change his ruling to their favor. He rejected their offers. We need more men like him in our legislative body.

Judge Ingles was the only RTC Judge in Cebu who refused to receive allowances from the Cebu Provincial Government. He did it so he could maintain his integrity and independence.
