Colonel Joseph G. Sevilla was promoted to Brigadier General last March 5.
DND Secretary Norberto Gonzales pinned the Star on Sevilla in the formal ceremonies attended by several AFP senior officers held at the General Headquarters, Armed Forces of the Philippines, Camp General Emilio Aguinaldo, Quezon City recently.
General Sevilla was born in Cantamis, Loon, Bohol. He started his early schoolings in Cantaongon and Catagbacan Elementary Schools, Loon and graduated at Daanbantayan Elementary School, Cebu as a consistent honor student. He was also a consistent honor student and graduated Salutatorian at the University of the Visayas High School, Cebu City.
He supported his way to college studies and graduated Bachelor of Business Administration from the University of the East; Bachelor of Public Administration from University of Manila and Bachelor of Laws from the Divine Word College (now Holy Name University), Tagbilaran City. He pursued his Master in Business Administration at the University of Bohol, Tagbilaran City.
As a distinguished UE ROTC Basic and Advance graduate, he immediately went on Army Probationary 2Lt Training, then commissioned as Army Second Lieutenant and was called to active duty as a Filler Officer and later as a Regular active duty in 1972. He spent his first eight years as a combat officer assigned in Sulu then reassigned and commanded a combat unit that first landed in Cotabato and operated also in Lanao provinces during the height of the Mindanao pacification campaign in March 1973.
Sevilla was also assigned in other insurgents affected area in Panay and Negros Islands in the Visayas and Isabela in Northern Luzon. He has served a Platoon Leader, Executive Officer and Company Commander of the 11th Infantry Battalion and 12th Infantry Battalion, 3rd Infantry Division of the Philippine Army, and several command and staff positions in higher army maneuver units and Army Reserve Command.
His military records in the various key positions earned him numerous awards and decorations for bravery in the battlefields, exemplary and meritorious accomplishments, and numerous commendations and recognitions from both the military and civilian authorities.
General Sevilla topped several military schoolings and was awarded the much coveted Commanding General Plague of Merit Award for Academic Excellence. He is a graduate of AFP Command and General Staff Course and the AFP Joint Service Command and Staff Course. He was reverted to inactive status as Major and entered in politics and was elected as Provincial Board Member from 1987 to 1992, and at the same time appointed as OIC Governor of the Province of Bohol during the Governor Torralba Administration.
He has outstanding legislative records as Author of Panglao Island Tourism Estate, elevation of Bohol Sandugo as one of Philippines Fiesta Islands Festivals, Bohol Bantay Dagat/Bantay Kalikasan Ordinances and other socio-eco-tourism and livelihood programs which earned for the Bohol the First Kalakbay Award as the Tourism Destination of the country. Sevilla was again called to active duty tour in 1992 later was promoted to full Colonel, and designated as Brigade Commander of the Technical Service Brigade, AFPRESCOM.
His unit has conducted numerous civil military operations activities such as medical/surgical/dental/optical/legal missions, disasters relief operations, public affairs activities, and other humanitarian missions serving more than a hundred thousand patients/beneficiaries in most depressed and rebels/insurgents affected areas throughout the country. He is happily married to a lovely Loay born Boholana former Maria Luz Rola Simbajon and is blessed with four children and seven grandchildren. (Col. Armando M. Manug PA (R)
