Bohol Governor Erico Aumentado now has another ace rolled up his sleeve where the implementation of environmental laws, rules and regulations in Bohol is concerned: Secretary Jose Atienza Jr. recently named him as deputy environment and natural resources officer (DENRO).

Aumentado’s deputation came in the form of DENR Special Order No. 2008-265 dated April 24, 2008 but received at the Governor’s Office only last May 13.

Citing two administrative orders, a presidential decree and all other environment and natural laws, rules and regulations as legal bases for the deputation, the order gives the governor power and authority to intercept and/or investigate any violation of forestry laws, rules and regulations and to arrest even without warrant any person who has committed, is committing or is about to commit in their presence any of the criminal offenses defined in PD 795, as amended, within the territorial jurisdiction of DENR.

The order also authorizes the governor to apprehend and seize the tools, equipment and conveyance used in the commission of the offenses including all natural resources products extracted, cut, gathered or removed and possessed by the offender/s in the process of committing the offense, and file the appropriate complaint, in coordination with the concerned DENR and other officials designated by law to conduct preliminary investigation and likewise file the information in court through the Community ENRO, Provincial ENRO or Regional Executive Director (RED) concerned.

The order limits Aumentado’s exercise of such power within Bohol . The deputation order took effect immediately upon approval and automatically expires in one year unless sooner revoked or terminated.

Aumentado welcomes the deputation, saying it gives more teeth to his enforcing laws, rules and regulations on forestry, environment, mining and quarrying.

To note, Atienza effected a shuffling of top DENR officials in Bohol after reports reaching Aumentado implicated them in the cutting, sale and shipment even of endangered and naturally grown species in watershed and protected areas.

The governor reconstituted Task Force Kabukiran that has Sr. Supt. Edgardo Ingking, Bohol Provincial Police Office (BPPO) director as his co-chair. PENRO Nestor Canda and CENROs Eusalem Quiwag and Alejandro Estopa are members with the special assignment of orienting fellow enforcers in environment special laws.

Regional Technical Director Isabelo Montejo of DENR 7 Friday had enumerated 12 special laws that, if well implemented, would make trees especially in watersheds and protected areas safe.

Aumentado literally blew his top when three confidential reports dated March 24, April 7 and April 22 naming names and supported by pictures that reached him. In turn, he submitted the report to Atienza who effected the shuffling.

Realizing that the job of watching over Bohol’s trees, mines and quarries is a gigantic one to say the least, Aumentado steered the Provincial Peace and Order Council (PPOC) during its meeting Friday afternoon even as a civic action went on in Barangay Bantolinao in Antequera town to pass a resolution asking Atienza to deputize the rest of the members of Task Force Kabukiran, the police and a composite team of the military as well.
